Team Langley warmly welcomes all 2012 Air Combat Command Outstanding Airmen of the Year nominees and their families, co-workers and friends to Virginia for this year’s recognition week.

“As the premier Air Force in the world, there is no doubt we have some amazing people doing amazing things, but this week we will recognize the few that represent the many,” said Chief Master Sgt. Richard Parsons, Command Chief Master Sergeant, Air Combat Command. “As a result of their individual efforts our nominees have been selected to represent a team of Airmen from across Air Combat Command.”

Each Airman will meet with a formal selection board of up to six chief master sergeants to be evaluated on their award

Nominees and their special guest will also participate in a day and a half of classroom-style professional development and several team-building activities.

While nominees are here, they will have the opportunity to enjoy some of the great attractions the Hampton Roads community has to offer, including visits to Peninsula Towne Centre and Norfolk Naval Station for an assault ship tour.

The nominees have already earned individual honors at the Numbered Air Force, Center, or Major Command staff levels in six categories: Airman of the Year, Noncommissioned Officer of the Year, Senior Noncommissioned Officer of the Year, Honor Guardsman of the Year, Honor Guard Program Manager of the Year and United States of the Air Force First Sergeant of the Year.

The week’s events culminate with the ACC Outstanding Airmen of the Year Banquet April 4.

Langley Air Force Base will host its second annual Caring for People Forum May 2, providing Airmen and their families the opportunity to air their suggestions and concerns to improve quality of life.

The forum is built around the Air Force tradition of “taking care of its own,” and has become one of the most preferred methods for senior Air Force leadership to understand and act on community concerns. Active-duty, guard/ reserve, family members, retirees and civilians are welcome to participate. The forum is set up for participants to express concerns or suggestions on support for special needs family members, Guard and Reserve, families and teens, health and wellness, deployment and single Airman support.

According to U.S. Public Health Service Cmdr. (Dr.) Bryan Davidson, the Joint Base Langley-Eustis Integrated Delivery System chairman, the forum will gather a representative community sample and ask them how things are going.

“Once we know the concerns, then we help them brainstorm some possible solutions for people in authority to consider for action,” said Davidson. “Senior JBLE leadership will be briefed on our recommendations and, if approved, these will be sent to Air Combat Command for their consolidation and reporting at an Air Force-level.”

The overarching goal of the program is to improve the support services offered across the installation. Previous Air Force forums have resulted in enhanced support for single Airmen, school-age military children and exceptional family members.

Davidson said the Caring for People Forum received high praise by participants in 2011, and expects this year to have an even stronger impact on the community.

“We encourage folks to come with their thinking caps on and their voices ready to be heard,” he said.

The Caring for People Forum is a day-long event, and will be held at the Langley AFB Community Center. As space is limited, interested participants are encouraged to sign up early. U.S. ARMY TRAINING AND DOCTRINE COMMAND

In continuing to build partner capacity within U.S. Army Training and Doctrine Command, Gen. Robert W. Cone, TRADOC commanding general, hosted a Foreign Liaison Officers quarterly meeting at TRADOC headquarters March 19 to discuss initiatives with mutual interest among the nations.

During the meeting, Cone provided updates on U.S. Army issues, including budget cuts, future Base Realignment and Closure decisions and think tank discussions. He also said as the U.S. puts more forces in the Asian Pacific regions, it must be clear and ensure the terms are acceptable with its allies.

Members of TRADOC’s Foreign Liaison Officer Program – collectively representing more than 16 countries – also provided updates on their respective armies to Cone during the meeting.

Maj. Nicola Mandolesi and Lt. Col. Thorsten Joergensen, foreign liaison officers from Italy and Denmark respectively, each said their military forces are downsizing.

Mandolesi said Italy is undergoing a transformation to restructure its army and capabilities through operational procedures.

Jorgensen said Denmark’s army has reached multiple milestones throughout its transformation since 2004, and is drafting doctrine on building partner capacity, which will be finalized in 2012 or 2013.

He said they are in the process of developing a white paper to integrate special operation forces, military police, civil affairs and psychological operations.

Building close working relationships is also essential to building partner capacity, or BPC, a concept developed to increase capabilities and capacity for future forces while engaging in building stronger relationships with foreign armies. BPC contributes to strengthening international security capacities to deter potential adversaries and prepare for wartime efforts according to the 2012 Army Posture Statement.

The FLO program is managed by the International Army Programs Directorate, Army Capabilities Integration Center, and Jeff Hawkins, Foreign Liaison Program director, said he believes the program is one of the principal ways the U.S. Army builds relationships with other nations.

“It’s important because it provides faceto-face contact between representatives of FLO armies and key individuals at TRADOC working initiatives. Hawkins said. “It provides an excellent way to exchange information that provides value to all armies.”

Lt. Col. Kim Por Kerk, the Singapore army foreign liaison officer, said working at TRADOC has provided some valuable lessons in modeling how Soldiers train and learn.

“How (TRADOC) models training - to take note of the learner’s characteristics, to be learner-centric and then build a system around the learner to bring the training to the next level by using technology ... is something similar to our beliefs, and we can learn a lot from the U.S. Army on those aspects,” Kerk said.

FLOs are assigned to TRADOC headquarters for a period of two to three years.

The Air Force is expected to transition from the Controlled Spend Account card back to the Government Travel Card in August.

Kenneth Eaton, 633rd Comptroller Squadron Financial Services Flight commander, said a speciďŹ c date has not yet been set for Airmen at Joint Base Langley-Eustis to make the conversion. â&#x20AC;&#x153;The Air Force is replacing the CSA with the GTC due to signiďŹ cant challenges,â&#x20AC;? said Maj. Michael Bryant, 332nd Air Expeditionary Wing comptroller. â&#x20AC;&#x153;The CSA hasnâ&#x20AC;&#x2122;t been working well for frequent travelers and those with unique missions. However, the GTC can continue to meet mission requirements for everyone.â&#x20AC;?

Eaton said Airmen from JBLE have not experienced any signiďŹ cant issues with the CSA, and he expects the transition to be transparent. â&#x20AC;&#x153;In most cases, it should be business as usual for travelers,â&#x20AC;? said Eaton. â&#x20AC;&#x153;There will be no immediate changes, and Airmen will keep their current card. They will be able to use it without any disruption. Balances will carry over and payment due dates will remain the same. For new Airmen, they will simply be issued the GTC to begin with.â&#x20AC;?

Bryant said the CSA to GTC transition will occur automatically. â&#x20AC;&#x153;Cardholders will use the CSA under current procedures throughout the summer,â&#x20AC;? said Bryant. â&#x20AC;&#x153;The transition will begin in August and be completed by the end of September. You will receive formal notiďŹ cation when your card has ofďŹ cially been converted to a GTC. So, make sure your mailing and e-mail addresses are current.â&#x20AC;?

To celebrate the Month of the Military Child, Sara Jane Arnett, wife of Capt. Samuel Arnett, Headquarters and Headquarters Company, Army Support Activity commander, wrote a book for her children, titled “My Daddy’s a Soldier.”The book was written as a resource to help other families with young children through the tough times of a deployment by sharing the experiences between father and son and how they get through it.

Each year, the Department of Defense recognizes military families during the Month of the Military Child celebration in April. Servicemembers with children can take this opportunity to spend time with them while learning about the importance of family resiliency and readiness.

Commanders across the Armed Forces coordinate with units to plan numerous events, ranging from picnics and parades to recreational fairs and fun festivals, to celebrate the sacrifices these young heroes make.

Sara Jane Arnett knows these sacrifices all too well, understanding how having a parent in the military can affect children.

Her husband, Capt. Samuel Arnett, the Headquarters and Headquarters Company, Army Support Activity commander, was set to deploy in December 2009, after moving the family to Virginia the summer before. The short time frame left them and their sons, 3-year-old Gammon and 6-month-old Harrison, with just a few months to get settled.

She knew the boys would be okay during her husband’s deployment, based on their young ages. But Gammon, now 5

years old, has grown very close to his father.

She researched deployment resources for children and found little. Determined, she found inspiration to write a book about it.

To share her experiences with others alike, she wrote her first book, “My Daddy’s a Soldier,” about the relationship between a father and son and how they use good memories to help them through the sad times during a deployment.

She said the overall experience has been surprisingly rewarding for her.

“This has been such a positive experience for my entire family,” she said.

“The military community, including Army Community Service, Operation Homefront and the USO, have already shown tremendous support, and I am very appreciative. I had hoped that the book would be well received, but the support from family and friends has truly been overwhelming.”

While rewarding, Sara Jane’s journey has been hectic. Finding time and energy to balance family life, writing her book and continuing her education is difficult.

“Trying to find a balance between my family, the book, going back to school, and just life in general is my toughest challenge,” she expressed. “I’ve always

liked challenges, so I’m starting to get the hang of it, but I find as long as my heart is in whatever I do, the rewards will totally outweigh the challenge itself. You have to find a way or make one.”

Even with the bustle of being a military wife and mother, Sara Jane still finds time to volunteer.

She has worked with the Fort Eustis ACS on spousal retreats, the Flagship News Spouse Focus Panel, the Transitions Family Violence Services organization and the Virginia Peninsula Chamber of Commerce’s Military Spouse Committee.

Sara Jane said the intended audience is military children, but any child that has to deal with the separation of a parent can benefit from reading it. The book highlights some of the emotions that accompany loneliness.

Once the final copy is released to the public, she hopes for positive reviews from parents and children.

Women’s contribution’s to American culture, history and society continue to shape the course of this nation. This year the Joint Base Langley-Eustis Women’s History Committee celebrated Women’s history March 23 at Jacobs Theater. The observance consisted of patriotic melodies from the U.S. Army Training and Doctrine Command Band, a video presentation and modern reenactment of the Suffrage Debate entitled: “Are We There Yet?” The original historical debate was one of many that gave women a platform to express their concerns for being unfairly treated. Deborah Rothwell, 633rd Air Base Wing inspector general, stood toe-to-toe with Anthony Warren, 633rd ABW Civil Engineer Squadron, in a debate for women’s equality. Although the debate was entertaining, the information and historical facts overshadowed Rothwell’s loud rants at Warren when they argued their positions.

This event honored the passing of the 19th amendment and the great sacrifices women have made in history.

“We just wanted everybody to know the struggles of women from the past, present and what they may go through in the future,” said Rothwell. “In this debate we wanted to give people some history with a

little entertainment. We are not quite there yet, but we are well on are way.”

At the peak of the debate, Warren rallied the men with his strongest argument, while the women booed and expressed their displeasures.

“I was proud to be a part of this historical debate. It’s important to recognize the great accomplishments of women. They have done so much throughout history and we should continue to show our appreciation and support for who they are and what they do,” he said.

According to debate cast member Sgt.1st Class Annquarnette Aaron, US Army Medical Command, this year’s event took a lot of hard work and diligent planning to get everyone from both services involved.

“Although being a cast member was fun, I took in a lot of information. There was a lot of history that I wasn’t aware of,” said Aaron.

In 1980, President Jimmy Carter issued the first presidential proclamation honoring Women’s History Week. Then Congress followed suit the in 1987, passing a resolution establishing Women’s History Month as a national celebration.

AEFIs ensure Airmen know deployment window

Do you know your Air and Space Expeditionary Force Indicator, or AEFI? The two-digit code identiďŹ es when your deployment period occurs within an AEF Cycle. All Airmen should know their AEFI and be prepared to deploy during that time period.

AEFIs also give the Air Force Personnel Centerâ&#x20AC;&#x2122;s AEF and Personnel Operations directorate visibility of an Airmanâ&#x20AC;&#x2122;s AEF period and allows commanders to know when their Airmen should be prepared to deploy.

The use of AEFIs will not change with the implementation of AEF Next, a new methodology to present and generate Air Force forces. Working groups have been developing the AEF Next construct and expect to have initial operational capability by October 2012, with full operational

capability by October 2013. â&#x20AC;&#x153;Under AEF Next, commanders will continue to use AEFIs to ensure dwell time is not compromised due to a permanent change of station or assignment,â&#x20AC;? said Bradley Higginbotham, chief of plans and policy for AEF and Personnel Operations. â&#x20AC;&#x153;This will ensure Airmen have sufďŹ cient time at the new unit to become fully mission ready for deployment.

Knowing their AEFI allows Airmen to better prepare for a potential deployment tasking and more awareness of the AEF process. â&#x20AC;&#x153;Airmen need to be prepared to deploy in their window because they can

sign new Airmen to an AEFI within 15 days of arriving on station to ensure sufďŹ cient coverage for all taskings.

Once an Airman is assigned to an AEF, he or she will typically remain in it for the duration of their assignment to that unit. In special circumstances, unit commanders can work through their chain of command and request a waiver from their major command vice commander or equivalent.

Airmen can ďŹ nd out their AEFI by logging into the vMPF website, and can also get additional information from their unit deployment manager or installation personnel readiness ofďŹ ce.

The 1st Fighter Wing recently added the T-38 Talon to its inventory to provide adversary training for F-22 Raptor pilots, creating a more realistic and cost efficient combat training platform for fifth-generation airpower.

“We can replicate any threat nation that may be out there,” said Wyler, adding they can duplicate the tactics and weaponry of any adversaries the F-22 would face in the sky.

“We don’t get into a visual engagement with the Raptor because it would be a waste of time,” said Col Kevin Mastin, 1st FW vice commander. “We would be getting crushed every time.”

Three bases, Holloman AFB, N.M., Tyndall AFB, Fla. and Langley, host a T-38 adversary training program.

“The biggest advantage of a T-38 is that it is a highly reliable airplane,” said Wyler, “It is an extremely cost-effective way to provide that ‘red-air’ replication.”

The first Talon flew in 1959, with more than 1,100 delivered to the Air Force between 1961 and 1972, when

production ended.

The T-38s are primarily used for joint, specialized, undergraduate-pilot training. After graduation, fighter pilots in training will strap into the T-38 again to learn their primary skills.

“It’s there they will learn to employ the airplane like the fighter, when taken into combat scenarios,” Mastin said.

The T-38s now operating out of Langley, were stored at Davis-Monthan AFB, Ariz., at the Air Force Materiel Command’s 309th Aerospace Maintenance and Regeneration Group, better known as “The Boneyard.” Most aircraft at the AMARG are either kept for storage, used for parts, or turned into scrap metal. Mission First Support Services at Holloman AFB refurbished the T-38s before releasing them back to operational units.

The Army wants another two rounds of base realignment and closure to optimize facility usage across the service.

While speaking March 21 before the Senate Armed Services Committee subcommittee on readiness and management support, Katherine Hammack, the assistant secretary of the Army for installations, environment and energy told senators of the need for another two rounds of Base Realignment and Closure, known as BRAC, for ďŹ scal years 2013 and 2015. â&#x20AC;&#x153;The Armyâ&#x20AC;&#x2122;s ďŹ scal year 2013 budget request is a balanced program that reďŹ&#x201A;ects the current ďŹ scal environment and it supports an Army in transition while at war,â&#x20AC;?

The Army recently completed the last round of base realignment and closure.

Hammack said the Army met its BRAC 2005 obligation within the six-year implementation window and it was a very different BRAC from the previous four in that it was a transformational BRAC of installations to better support the warďŹ ghter.

In the process, she said, the Army shut down 11 installations, 387 reserve-component sites, realigned 53 installations

and their functions at an investment cost of about $18 billion which included 329 major construction projects. â&#x20AC;&#x153;It transformed how the Army trains, deploys, supplies, equips and cares for its Soldiers and garrisons and the realignment has enabled our troops to train the way we ďŹ ght,â&#x20AC;? she said with regard to BRAC 2005. â&#x20AC;&#x153;This may not have resulted in cost savings, but it has impacted training effectiveness.â&#x20AC;?

Deputy Undersecretary of Defense for Installations & Environment Dorothy Robyn said the Army in particular used BRAC 2005 to carry out major transformational initiatives such as the modularization of the brigade combat team. â&#x20AC;&#x153;In short, the â&#x20AC;&#x2DC;05 round took place during a period of growth in the military and it reďŹ&#x201A;ected the goals and needs of that time,â&#x20AC;? Robyn said. â&#x20AC;&#x153;The focus was on transforming installations to better support forces as opposed to saving money and space, so itâ&#x20AC;&#x2122;s a poor gauge of the savings the department can achieve through another BRAC round.â&#x20AC;?

Air Force leaders discuss plans for new force structure changes

The Air Force secretary and chief of staff discussed planned force structure changes, and efforts to balance service active-duty and reserve components, during congressional testimony here March 20.

During a Senate Armed Services Committee hearing, Secretary of the Air Force Michael Donley and Air Force Chief of Staff Gen. Norton Schwartz said the service’s fiscal 2013 budget request represents the culmination of many hard decisions regarding the Air Force’s future given new strategic guidance and declining budgets.

“Finding the proper balance between force structure, readiness, and modernization has been our guiding principle,” Donley said. “In short, we determined that the Air Force’s best course of action is to trade size for quality.”

Responding to committee members’ questions regarding the Air Force’s plan to divest its C-27J Spartan fleet and instead rely on the C-130 Hercules, Donley said the twin-turboprop C-27J satisfies a narrow piece of the direct support mission the Air Force provides the Army.

“As you look at fleet management overall, the better strategic choice, in our view, was to go with the C-130

because it is more flexible across the broader range of tactical airlift requirements,” Donley said.

Schwartz said that while the C-27J is somewhat cheaper to operate on a per-flying-hour basis when compared to the C-130, there are several other factors to consider.

Contractor maintenance, for example, can often times be more costly than that done by uniformed personnel.

“A key factor here is that the maintenance for the C-130 is organic and the maintenance for the C-27 is contractor logistics support,” Schwartz said. “There’s a considerable difference in relative expense there.”

Schwartz said retaining the C-27J fleet would require the Air Force to cut $1.4 billion from other vital Air Force missions, while Donley added that the Air Force plans to mitigate the effects of the changes on the associated Air National Guard units.

“In recognizing the impact of the C-27 changes across the Guard, and specifically the units that might be impacted, where we could, we took mitigating action to bring in follow-on missions, [such as] MC-12 missions, remotely piloted aircraft, and mission control units,” Donley said.

Schwartz said service leaders were careful to balance the active duty, Air National Guard and Air Force Reserve components as part of its budget proposal.

In its continuing effort to meet the Defense Department requirement to maintain civilian manning at fiscal 2010 levels, the Air Force is offering a third round of Voluntary Early Retirement Authority and Voluntary Separation Incentive Payment beginning May 1.

“The Air Force recognizes the invaluable contributions of our civilian workforce, but also recognizes the fiscal constraints under which the Department of Defense and the government as a whole are operating,” said Maj. Gen. Sharon Dunbar, the Director of Force Management Policy. “Our civilian workforce is near required target levels, and we’re focused on fine tuning the force while taking care to minimize the effect on our current

permanent civilian workforce and their families.”

As the Air Force continues the fiscal 2012 civilian workforce restructure, round three of VERA/VSIP will be used to further realign and rebalance the civilian force. In addition, the Defense Civilian Personnel Advisory Service has granted a temporary waiver exception to the Priority Placement Program to expand the use of VSIP across installations. The Air Force Personnel Center will be providing additional details to the Civilian Personnel Sections on the waiver criteria.

Civilian employees will receive VERA/VSIP eligibility surveys from their local CPSs May 1, and applications are due the week of May 14 or an earlier date established by local authorities. Applicants approved for this round of VERA/VSIP will need

to separate no later than Aug. 31.

“We are committed to maximizing voluntary separation measures to preclude involuntary actions,” Dunbar said. “However, as we progress toward the end of the fiscal year, it is apparent some bases will need to rebalance the skills of their workforce into other enduring positions.”

The processes available to rebalance or re-skill the work force include using reduction-in-force procedures to determine employee placements rights into enduring vacancies as well as providing the flexibility to waive qualifications for more placements. In that regard, the bases will begin their preparations for submitting their requests for approval to use RIF procedures so as to have their employees realigned to the continuing positions by Sept. 30.

Virginia Guard Airmen complete humanitarian mission in Hawaii

More than 40 members of the Virginia Air National Guardâ&#x20AC;&#x2122;s 192nd Medical Group deployed to Kauaâ&#x20AC;&#x2122;i, Hawaii, from Feb. 27 to March 9 to participate in the ďŹ rst Tropic Care Innovative Readiness Training operation.

The operation brought together nearly 300 National Guard, reserve, and active-duty assets from the Air Force and Navy to accomplish priority medical training requirements while providing basic medical services to underserved Americans on the island.

The task force completed more than 20,000 hours of training and delivered $1.98 million in health care services to more than 10,000 Americans in need. The success of the pilot program sets the stage for more deployments like this in the future. â&#x20AC;&#x153;When you think of Hawaii, the last thing you would envision is thousands of Americans without access to basic medical, dental and vision services,â&#x20AC;? said Col. According to Senior Master Sgt. Frank E. Quinones, 192nd MDG senior health technician, medical administrators worked with volunteers and greeted arriving patients. They determined what their needs were and routed them to the appropriate dental, optometry or physician line for medical treatment. â&#x20AC;&#x153;For this free care, the Innovative Readiness Training team tracked

patient ailments, type of care needed, patient totals, dates and money spent,â&#x20AC;? Quinones said.

Working in ďŹ eld conditions gave Airmen a chance to train in areas outside of their day-to-day jobs, expanding their skill sets. â&#x20AC;&#x153;We were exposed to doing other things in the medical ďŹ eld, which was an amazing opportunity,â&#x20AC;? said Senior Airman Deandra R. Covington, a 192nd MDG aerospace medical technician. â&#x20AC;&#x153;I gained experience in pharmacy, dental and optometry.

It was really good knowledge.â&#x20AC;?

In addition to the medical squadron being deployed, an eight-man team from the 203rd RED HORSE was also deployed. This team constructed an outdoor deck, pathway, meeting area, renovated restrooms and completed various building projects for the local church. The team also assisted in evacuating middle school students due to ďŹ&#x201A;ooding.

The Tropic Care Innovative Readiness Training operation task force completed more than 20,000 hours of training and delivered $1.98 million in health care services to more than 10,000 Americans in need while deployed to Kauaâ&#x20AC;&#x2122;i, Hawaii. The success of the pilot program sets the stage for more deployments like this in the future.

This was his first day checking identification cards at the gate. As the first vehicle arrived, his palms were sweaty, and he thought his heart would pound out of his chest. He stopped the vehicle, greeted the driver with a “Good morning,” examined the driver’s identification card, the registration of the vehicle and the inspection tags.

His nerves calmed and confidence increased as the driver passed through the gate.

Under his watch, the right people get on base, and the wrong people do not.

The 633rd Security Forces Squadron trains these augmentee gatekeepers to protect the base from unauthorized personnel using proper entry control procedures and correcting driver violations.

Before manning the gates, trainers ensure augmentees can recognize various types of identification cards, enforce base entry requirements, direct traffic flow, and prevent security breaches.

While SFS trains augmentees to protect the base, it does not take a trained eye to notice something out of place; ev-

“If you see something that looks out of the ordinary, bring it to the attention of the gate guards as you’re passing through,”

urges William Smith, 633rd SFS augmentee trainer. “Just don’t assume somebody has already reported it and leave it at that.”

Even first-time augmentees experience

apprehension when confronting suspicious individuals at the gate; however, the importance of securing the base supersedes any doubt.

“At first, we are kind of hesitant. We don’t want to be rude and ruin someone’s day – we don’t know these people or what they’re bringing on base,” said Senior Airman Chris Kernan, 633rd SFS augmentee from the 440th Supply Chain Operations Squadron. “We’re just doing our job.”

Augmentees carry this same mentality far beyond the end of their month-long gatekeeper duty. Armed with knowledge of Integrated Base Defense, or total force base security, they become first-line defenders in their workplaces. The program is a force multiplier, as these Airmen disperse their knowledge to peers, supervisors, and leadership to strengthen the inner security of the base.

Before the daybreak, these unsung heroes line the gates ready to protect more than 10,000 base personnel from unauthorized trespassers. Though usually greeting drivers with friendly reflective vests and smiles, they are more than just ID checkers – they are first-line defenders.

First sergeant applicants sought The first sergeant is a time-honored and highly rewarding special duty position rich in custom and tradition. Each Senior NCO selected as a first sergeant is entrusted with a great deal of responsibility.They work closely with commanders and command chiefs to prepare our enlisted force to execute the wing, base and Air Force missions.

Highly-motivated master sergeant's and master sergeant selects with exceptional leadership and managerial skills interested in becoming a first sergeant must be able to attain 36 months retainability, speak distinctively without speech impediments, meet Air Force physical fitness standards with an 75 or above (documented in AF Portal within 60 days of the application), and not have physical profile of PU LHES 333231 or an assignment limitation code of C-2 or C-3.

Additionally, they must be financially stable, must not have or bear the appearance of personal, marital, or family problems that could detract from their ability to effectively serve as a first sergeant.

Completion of the SNCO Academy in residence course is required as well a minimum General AQE score of 62 or Administrative AQE score of 41. SNCOs selected as first sergeants are placed on a three year controlled tour at their first base of assignment for stability to the member, family, and base.

Once assigned to a first sergeant billet they receive $150 a month in special duty pay.

Cheatham Annex recreation Virginia Living Museum

Naval Weapons Station Yorktown-Cheatham Annex is hosting a grand opening for its 16 new cottages, 50 recreation vehicle hookup sites and 20 new tent campsites today at 1 p.m. at the Morale, Welfare & Recreation Outdoor Recreation facility, Bldg. 284, Chase Rd. The facility provides year-round services for active-duty, reserve and retired military and their dependents.

Civil War re-enactment Visit the Endview Plantation on April 21 and 22 from 10 a.m. to 3:30 p.m. and see the sights and sounds of Civil War battles as hundreds of reenactors converge to recreate battles fought 150 years ago during the Peninsula Campaign. Featured battles will include “Assault of the Red Redoubt,” “Seven Pines” and the “Battle of Williamsburg.” Civil War-era music will be performed by the Liberty Hall Fifes and Drums.

Gen. Lloyd J. Austin III traveled to the U.S. Army Training and Doctrine Command headquarters March 22 to get an overview of TRADOC and updates on the command’s efforts to shape the Army of 2020.

Gen. Robert W. Cone, TRADOC commanding general, welcomed Austin, who was making his first visit to TRADOC headquarters since he became the Army’s 33rd vice chief of staff in January. Perkins said the Army has traditionally been a training, technique and procedurebased Army and by nature that means you are fighting the last fight. He said he believes that transitioning the Army to a doctrine-based force will position the Army to fight “what’s next.”

To that end, TRADOC is currently undergoing a “doctrine surge” in an effort called “Doctrine 2015.” Doctrine 2015 provides the Army with a common professional language within a new, simplified and holistic doctrinal framework.

The goal is to create a top-to-bottom hierarchy, or echelon, of publications and manuals that provide top-level, easy-to-read doctrinal principals, with supporting references that increase in length and depth of information. Doctrine 2015 will make these references available at the point of need through interactive media such as mobile applications.

According to Perkins, the top level of publications, known as Army Doctrine Publications, each about 10-15 pages, should be available by August 2012.

Cone said he believes TRADOC has the responsibility to capture the imagination of the current generation of warfighters, and one way to do this is through an effort started by what he calls the “brilliant” idea of the Army Profession started by his predecessor and current Chairman of the Joint Chiefs of Staff, Gen. Martin Dempsey.

“Essentially what we have done is a half of a million surveys and hundreds of sensing sessions to ask this young generation if they want to be a profession,” Cone said, “and the beauty of this is that they have self-critiqued. They have said, ‘yes, we want to be a profession,’ and they have defined what a profession means.”
