Beginning March 8, funding for tuition assistance will cease and Soldiers cannot submit new requests for tuition assistance, according to Lt. Gen. Howard B. Bromberg, deputy chief of staff, G-1.

Approval for the tuition assistance, also known as TA, stoppage came from Secretary of the Army John McHugh, and affects Soldiers from both the active and reserve components.

Those currently enrolled in courses approved for TA are not impacted and will be allowed to complete their funded coursework, however.

Soldiers are encouraged to contact their local education centers with any question they may have regarding their education needs

“The Air Force has reached a turning point after a decade of war and substantial growth in its operations and resources,” Donley said, adding that the Air Force has had to make difficult choices to preserve readiness, to include: deep cuts to flying hour programs, cancellation of Air Force training and education programs and civilian furloughs. “This is an additional step the Air Force unfortunately had to take to operate within mandated budget limitations.

“We know how education strengthens our force,” he continued. “We en-

courage Airmen to continue their pursuit of higher education through the variety of available programs.”

Those include the Montgomery GI Bill-Active Duty, (Chapter 30), Montgomery GI Bill-Selected Reserve (Chapter 1606), Reserve Education Assistance Program (Chapter 1607), the Post 9/11 GI Bill, federal grants and federal financial aid. National Guard Airmen may also be eligible for their state’s individual TA benefits.

“Believe me, this was a tough decision because our Air Force truly values education,” said Chief Master Sgt. of the Air Force James Cody.

“We’re still looking at the impacts for fiscal year 14 and will do our best to have TA reinstated, although we’ll likely need to review the eligibility requirements to ensure sustainability.”

In the wake of sequestration, the Air Force officially suspended military tuition assistance March 11.

Secretary of the Air Force Michael Donley announced the Air Force has officially suspended military TA for the remainder of fiscal 2013.

The program will continue to be evaluated to determine the way ahead in fiscal 2014.

The Defense Department’s comptroller issued guidance to all of the services to “consider significant reductions in funding new tuition assistance applicants, effective immediately and for the duration of the current fiscal situation,” said Navy Cmdr. Leslie Hull-Ryde, a Pentagon spokeswoman. The Army and Marine Corps canceled their TA programs March 8.

After receiving his fourth star, Gen. John F. Campbell was sworn in as the Army’s 34th vice chief of staff by Secretary of the Army John McHugh on March 8.

Campbell was nominated by President Barack Obama in February to succeed Gen. Lloyd J. Austin III as the Army’s vice chief of staff. Previously, Campbell had served as the deputy chief of staff, G-3/5/7 and as commander of Combined Joint Task Force 101 during Operation Enduring Freedom.

In December, Obama nominated Austin to become the head of the joint U.S. Central Command, which oversees all military operations in the Middle East and Afghanistan.

Alcohol abuse stands as one of the most negative stereotypes for Service members worldwide.

Unfortunately, many Service members reinforce this image through reckless acts such as driving under the influence.

With St. Patrick’s Day this weekend, Team Langley doesn’t want Airmen risking their lives and careers because of poor choices.

“It is always the Airmen who don’t think ahead,” said Master Sgt. Kenry Peart, 633rd Wing Staff Agencies First Sergeant. “If you plan to go out, always have more than one way to get back home.”

Peart said Airmen have the option to call a direct supervisor, their first sergeant, a spouse or one of the agencies on and off-base, such as a taxi or Airmen Against Drunk Driving.

“Here is the bottom line; there is no excuse for drinking and driving,” said Peart. “Airmen have too many tools at

their disposal to prevent them getting behind the wheel while intoxicated.”

Airmen who do receive a DUI charge can expect a number of consequences from both their commander and security forces.

They can strip rank, refer the member to Alcohol and Drug Abuse Prevention and Treatment, reduce pay and restrict on-base driving privileges. Commanders have a number of alternative punishments that can range in severity from additional duty to discharge from the Air Force.

Offenders may also experience a wounded wallet. Depending on the location of the DUI, charges could include towing fees, jail fees, increased insurance premiums, an ignition interlock device and more. If members continue this trend once they leave the service, they should factor in lawyer fees and court costs as well.

Eight DUIs have been reported since Jan. 1 at Langley. Peart hopes that number doesn’t increase.

“Remember the wingman concept,” said Peart. “It might just save your career.”

John Doe, an Airman stationed at Langley Air Force Base, Va., had gone to a party one night with some friends and decided to return to base to drop one of them off at the dorms. He only had a few drinks, so he trusted himself to take the wheel.

John pulled into the parking lot and dropped off his friend but before driving off, he noticed she was being questioned by security forces.

What he didn’t expect was that a few minutes later, they would charge him with driving under the influence.

“They gave me the breathalyzer test,” said John. “I blew over the limit, and the next thing I knew I was speaking with the Area Defense Counsel.”

John’s commander enacted his sentence, and although his leadership believed he was a good Airman, it didn’t seem to matter when it came to his DUI. John lost two stripes and received an Article 15.

“I had a lot of recommendations from my old base; my co-workers know I am a hard worker,” said John. “It goes to show it doesn’t matter who you are; one bad night can do a lot of damage.”

Son of legendary master diver meets with 511th Dive Detachment Soldiers

U.S. Army Chief Warrant Officer 4 Phillip Brashear, a UH-60 Weapons System Support manager at the Defense Logistics Agency in Richmond, Va., stopped by the 511th Dive Detachment at Fort Eustis March 1 to express his appreciation to the divers, and share the story of one of the most famous divers in military history – his father, Carl Brashear.

Carl Brashear was the firstAfrican-American master diver in the U.S. Navy, and retired as a master chief petty officer. His dramatic story was told on the big screen in the 2000 film “Men of Honor,” in which he was portrayed by Cuba Gooding Jr. Chief Brashear, who also serves as an Army Reserve CH-47 Chinook pilot with Fort Eustis’ 5th Battalion, 159th Aviation Regiment, told the divers of how his father’s “never give up” attitude, especial-

ly in the face of societal barriers, motivated him to serve in the military.

“When we were growing up, my father never allowed us to use the words ‘I can’t,’ in our house. We always had to try. If we failed, it was okay as long as we tried,” he said. “My father grew up poor, joined the Navy, got an education and beat alcoholism. If my dad can beat that, then we had no excuse.”

One of the elder Brashear’s most difficult tests came when he lost his lower left leg in a diving accident in 1966. Determined to overcome yet another obstacle, he returned to duty two years later to recertify as a diver.

“There were three things he shared with me that I will tell you all,” Chief Brashear said. “First, to be a viable citizen in our society, you have to work hard and never quit.

Second, get an education and never stop learning. Third, believe in something greater than yourself. You can’t live life thinking you are the center of the universe; there are

bigger things in life than just one person.”

The equipment Carl Brasher used during his training in Panama City, Fla., may have changed, but the discipline required to become a military diver remains. Following completion of basic combat training, Army divers begin training at the bottom of recreational pools at Fort Leonard Wood, Mo. The two-week Phase I course puts divers through an intense routine, which only few Soldiers actually complete before advancing to Phase II in Panama City. Students endure 130 days of diving techniques that test their skills beyond practical underwater diving.

Completing the grueling training is accomplished by only the best and most determined Soldiers, a fact Chief Brashear made sure to impart upon the Army divers he visited.

“Let me tell you something; you guys do what my father did, and I love you for it,” he said. “It takes a special breed of person to do what you do, and I thank you.”

It was a normal work day during Christmas time in Korea, when Senior Airman Mark Cruz and half of his section were told to go home early and come back at midnight for 24-hour operations due to a real-world incident.

The entire flight knew this was the moment they’d been waiting for – finally their hard work and training would be put to the test.

“Everybody’s adrenaline was going,” recalled now Staff Sgt. Mark Cruz, 1st Maintenance Squadron precision guidance munitions supervisor. “It was not a training exercise; it was real-world stuff.”

As tensions on the Korean peninsula mounted, there was no time for questions. By the time the 12-hour shift was up, some realized they hadn’t even stopped for a bathroom or lunch break. No one complained; because of the importance of the situation, everyone worked together to get the job done.

“Everyone was getting dirty that day,” explained Cruz.

“To see what Ammo is capable of when called upon is really cool.”

Cruz, who came into the U.S. Air Force more than six years ago after following in the footsteps of his older cousins, could not be more proud to be a member of one of the largest career fields in the Air Force.

chief of productions, “I would say we are the largest family in the Air Force.”

Most people at Langley Air Force Base, Va., probably could not tell you where the Munitions Flight is located, and for good reason. With the type of work that the 182 personnel assigned to 1st MXS Munitions Flight do, it is best to be located away from high-traffic areas on base.

“Unless you are part of a maintenance group, most people don’t even know we exist on a base,” said Jamison.

“We are always of the base y away y from the main populous p p because of what we do.”

the entire base and supporting the F-22 Raptor. With customers ranging from security forces, logistics readiness and explosive ordinance disposal to the Office of Special Investigations, the production, system and material sections within Ammo help provide services throughout Joint Base Langley-Eustis.

The production section provides munitions support for the flight line and is broken down into four smaller sections consisting of 100 military personnel - precision-guided munitions, conventional maintenance, line delivery and equipment maintenance.

“As production section chief, I oversee the missile shop, conventional maintenance and line delivery – which get munitions to the flight line,” explained Jamison. “I also oversee the equipment maintenance section, which maintains all the support equipment and makes sure all the munitions can get to the flight line.”

Because of the mission-critical nature of their job, Service members assigned to Ammo train in each work center as if they are in a deployed environment, said Jamison.

“We are trained when we go through our job step-bystep to be deployed,” said Cruz. “What we do here every day is what we would be doing out in a deployed location.

“Me coming to Ammo was fate,” Cruz continued. “I love what I do every single day and nobody else in the Air Force does what we do.”

With a sign reading “Welcome to Ammo Country” perfectly placed to greet visitors, it is evident that Ammo does not lack in pride or camaraderie. By working together, Ammo effectively accomplishes their munitions mission.

As I walked through an opening in the sun-bleached wood fence that surrounded the two barns filled with 23 stalls, two wash racks and an outdoor arena, I heard the faint sound of hooves trotting along the packed dirt of the back pasture.

While a man on a tractor passed by me with a shovel filled with clay, I noticed that several people were busy digging in the soil, building new fence lines to expand the space where the animals could frolic. It was unbelievable to me that these stables were within earshot of an F-22’s thundering engine.

Hidden behind the Eaglewood Golf Course, right beside the East Back River, Airmen can find a great opportunity to volunteer and admire horses roaming throughout 18 acres of Langley.

Langley Saddle Club is a privately owned equestrian association established in 1970. The club runs the stables, performing most of the exhausting up-keep of the farm.

As an active or retired military member, the club offers the chance to locally board your horse. There is also an option to become an associate member of the LSC if an Airman does not own a horse, but still wants to be involved.

The club meets every third Tuesday of the month and plans different events throughout the year.

“For the past couple of years we have been doing a Christmas hayride, and we normally have a spring and fall party,” said Betsy Riester, vice-president of the LSC. “These events help us in becoming better known throughout the base.”

Assisting in the stables is a great way for Airmen to become a part of the family, said Riester. Work parties are held on the second Saturday of each month to help maintain the farm and provide a way to volunteer.

“We are always looking for more volunteers,” said Riester. “It’s great to see Airmen; many of the volunteers come out for

every work party just because they love the atmosphere, and I enjoy seeing that.”

Volunteering for the work parties can also be a great way to find satisfaction and enjoyment in the hard work accomplished.

“The work parties don’t even seem like work,” said Staff Sgt. Douglas Teed, 633rd

Communications Squadron cable antenna system technician. “We have breakfast and lunch and socialize while still getting a lot of things done.”

After putting in a long day of work, it was clear that the volunteers took great pride in their efforts around the stables.

As I began to leave, the smell of paint from the freshly-coated barn floated on the breeze from the Easy Back River.

I admired the work that over 20 volunteer Airmen from around the base put in, and found delight when I heard the sound of neighing mares in the background as I slowly pulled away. I left feeling inspired by the fact that such a quaint, pastoral scene shares the same patch of land as world-class fighter jets.

Evolution is key to survival. Advances in technology move civilization forward, ushering in better ways to live, work, play – and fight. New technologies improve a nation’s capabilities on the battlefield.

Success in modern warfare hinges on not only what happens on the battlefield, but above it as well. The U.S. Army’s 2nd Battalion, 210th Aviation Regiment at Fort Eustis, Va., is working around the clock to improve the Army’s aviation expertise, training Soldiers to maintain its fleet of helicopters using cutting-edge, sophisticated technologies.

One of three battalions subordinate to the 128th Aviation Brigade, the 2-210th Avn. Rgt., known as the “Guardians,” is responsible for Advanced Individual Training, noncommissioned officer advanced courses, warrant officer maintenance training, and Spanish-language courses for the Army’s corps of CH-47 Chinook and UH-60 Black Hawk helicopter maintainers.

The battalion is divided into three companies, each owning a specialized training role. A Company provides maintenance training for the CH-47 platform, and is where all enlisted Soldiers in the 15U Military Occupational Specialty, or MOS, learn their trade. Additionally, 151A warrant officers and 15K NCOs are trained to become production control officers and NCOs at the company.

B Co. owns the largest aviation maintenance training mission in the Army, as it is responsible for the training of UH-60 Black Hawk mechanics. Joe Shabbott, deputy to the battalion commander, said the Black Hawk is the Army’s “most prevalent aircraft.” Much like A Co., B Co. also trains warrant officers and NCOs in managementlevel courses specific to their airframe.

Though a majority of the battalion’s students are enlisted Soldiers, B Co.’s Interservice Training Review Organization provides H-60 training to approximately 115 U.S. Air Force Airmen in the 2A5X2 Air Force Specialty Code each year.

maintenance on multiple airframes, as well as offers supervisory and management courses to NCOs and warrant officers.

C Co. differs from its sister companies as it provides various engine maintenance, powertrain maintenance, fabrication and structural repair, and other specific training courses for a variety of aircraft, including the UH-60, CH-47, AH-64 Apache, and OH-58 Kiowa Warrior.

In addition, C Co. also provides Spanish-language maintenance training to personnel from eight allied nation forces, with most of the students hailing from Colombia and Mexico.

Students begin their training in the classroom, learning proper safety procedures and maintenance fundamentals. Then they move into using virtual-immersive trainers, in which instructors can input faults or deficiencies via computer into speciallyoutfitted helicopter mockups.

Students find, identify and repair the problems, all without ever laying a hand on an aircraft bound for service. Ultimately, students spend 74 percent of their training with hands-on devices.

Cristy said the training tools allow instructors to teach students in a way that complements the tech-savvy leanings of younger generations, while preserving the service life of the Army’s fleet.

“Computers reinforce what they learn in the classroom, and it’s less wear and tear on our hardware. Soldiers are much more familiar with automation than I was at that point in my career. At my first unit, we had two computers in a unit with 100 people. Now everyone has one,” Cristy said. “It’s a way to associate an environment they’re comfortable with to what they’re about to undertake, because at the end of the day, they’re going to be getting on helicopters, turning wrenches and keeping aircraft airborne.”

Technology makes training more accessible for younger Soldiers, but the battalion’s NCOs and civilian instructors truly drive the process of creating capable Army mechanics. Cristy said the unit is carrying on a long history of training highly-skilled maintainers, and it’s due to the leaders that their success is continued.

“If you look around the battalion, you’ll see only five officers, but you’ll find 62 civilians and 250 NCOs. It’s an NCO-driven organization,” the commander explained.

nance. It is the NCOs that take these young Americans who know how to march, fire a rifle and stand before an NCO, and they turn them into mechanics. It’s an amazing transformation.

Capt. Chris Quinlan, the A Co. commander, and Capt. Justin Koenig, the B Co. commander, both said they are continually impressed by the scope and quality of training carried out under their command.

“I had no idea [the maintainers] received this level of training before I assumed command,” said Quinlan, who previously served as an Army aviator. “I have always respected the work they did, but seeing how hard they train to get to that level, I respect them even more now.”

The Soldiers who pass through the 2-210th Avn. Rgt. represent some of the finest citizens in the nation, Cristy said. His command sergeant major, Command Sgt. Maj. Anthony Thom, said NCOs instill the Army’s core values in new Soldiers upon arrival, reminding them not only of the importance of professionalism, but also that they are the face of Army aviation.

The commander said their professionalism is easy to see.

“Go downrange with these guys when they graduate from here. They’re out during single-digit temperatures in the snow turning wrenches. They’re out in the hottest places on earth, in 130-degree weather with the sun beating down on the tarmac while they’re on a helicopter that’s just radiating heat,” Cristy said. “But every day they keep going out there to get their job done because they understand how important it is. It’s amazing to see the determination that comes out of this school.

“You talk about the future of America and whether it’s in good hands or not, and then you see what these Soldiers do and it kind of makes you feel warm and fuzzy about our future because there are still great Americans out there, and a lot of them come through these doors.”

“I want Soldiers in the Transportation Corps to advance themselves. I want them to push their careers beyond mine and not limit themselves,” said Chief Warrant Officer 4 Karen Perez, assigned to Headquarters and Headquarters Detachment, 53rd Movement Control Battalion, 7th Sustainment Brigade.

Throughout her 27-year career, Perez has been an inspiration for Soldiers serving beside her, earning their respect due to her positive nature. She is known as a caring, selfless leader who wants to help and who easily gives of herself to others.

“I love helping people, and being there even just for advice, work-related or personal,” she said.

When the school moved from Fort Eustis to Fort Lee, Va., Perez remained at Eustis and took a position in the 53rd MCB. In January 2011, she deployed again to Iraq, this time serving as an integral part of the movement operations mission during the end of Operation New Dawn. “There are a lot of moving pieces with forward operating bases closing and Soldiers and civilians moving in and out. During that time it was hectic and dangerous too. We needed to be exible and ever-ready to adjust to the situation,â€? Perez explained. “We were in charge of the [movement control teams] in the country that were required to move troops and civilians in and out of Iraq. My main focus was deployment and redeployment of troops, and the main roads to get everyone and our equipment home.â€?

Now about to leave the battalion, Perez hinted that she may one day return, only without the Army Combat Uniform. She said she wants to eventually retire in her hometown of Hampton, and could end up working for the unit again in some capacity. “I have been in a MCB before, so I was prepared; it was easy to transition. You have to love it to keep doing it for 27 years,â€? she said. “I am still focused and engaged in the ďŹ ght so I am still positive, but it is time to move on. I might be back in some way with the Transportation Corps.â€?

Her parting advice for fellow Soldiers evoked the steadfastness and passion she exhibited throughout her long, illustrious career. “You should always be loyal in whatever your job is,� she said. “Stay truthful to yourself and in your job. The truth will set you free!�

Hagel visits Afghanistan to assess operations

Defense Secretary Chuck Hagel landed in Kabul, Afghanistan March 8 on his first trip as the Defense Department’s leader to thank U.S. troops and to see for himself “where we are in Afghanistan.”

Hagel, who was sworn in Feb. 27, said he’s looking forward to visiting U.S. Service members and thanking them for their work.

“I think it’s always important when new leadership comes into any office in our national security organization that we recognize the people who make it all possible, and who are the ones on the front line,” he said to reporters traveling with him during the flight.

The new secretary’s last trip to Afghanistan was in the summer of 2008, he noted, along with then-U.S. Sen. Barack Obama.

Hagel said he also was a member of the first congressional delegation to visit the country in January 2002.

Hagel said he also looks forward to getting reacquainted with Afghan President Hamid Karzai, whom he first met in 2002.

The secretary said that as the alliance prepares for the final stage of transitioning to Afghan security lead in their own country, there are “a lot of big issues and challenges ahead.”

“That transition has to be done right; it has to be done in partnership with the Afghans [and] with our allies,” he said. “Our country – as well as Afghanistan, the region and our allies – have a lot at stake here. Our continued focus and energy and attention on Afghanistan is going to be very important.”

With some 66,000 U.S. Service members still at war in a combat zone, Hagel said, “I don’t minimize or marginalize anything.” While discussions are ongoing among Afghan, U.S. and NATO member governments, he said, the question of ISAF troop numbers and the mission beyond 2014 remains open.

As NATO’s combat mission in Afghanistan draws to a close, the secretary said it’s important to manage the transition so the Afghan people have the best possible chance at a secure future.

Military through the Ages Hundreds of re-enactors depicting armed forces from the first century A.D. to modern times will come together on Saturday and Sunday for Jamestown Settlement’s annual “Military through the Ages” event. Re-enactors and modern-day units will show how uniforms, weapons and military tactics evolved through the centuries as well as aspects of field communication and medical treatment. This event also showcases a variety of military vehicles and equipment.

Visitors are encouraged to interact with re-enactors to learn how soldiers attired and armed themselves, as well as how they were fed and housed in times of war.

“Four Centuries of Artillery” will be presented at noon on Saturday and Sunday, with the firing of a 17th century swivel gun and falcon, an early 18th century naval deck gun by the “Crewe of the Archangel,” a Revolutionary War six-pound brass battalion gun, a Civil War 12-pound field howitzer by the “Norfolk Light Artillery Blues,” and a howitzer by the Virginia Army National Guard’s 111th Field Artillery.

During a children’s parade at 1 p.m. on Saturday, young “troops” will march through the museum’s re-created colonial fort and re-enactor campsites to formally present ribbons to each of the participating military units. A military pass-inreview will take place at 3 p.m. on Sunday and will include recognition of re-enactor units judged on camp sites, clothing and cooking presentations, and field demonstrations.

Air Force senior leaders issued updated guidance to leaders of Air Force major commands and addressed the service’s Airmen last week on how the service will operate under sequestration and a continuing resolution for the remainder of the fiscal year.

Acting Under Secretary of the Air Force Dr. Jamie Morin and Air Force Vice Chief of Staff Gen. Larry Spencer detailed in a memorandum what the service will do to navigate through an uncertain fiscal environment.

“On 1 March 2013, we expect to absorb over $12 billion in sequestration reductions while we simultaneously work to mitigate an (overseas contingency operations) shortfall of $1.8 billion and operate under a highly restrictive continuing resolution,” they say in the memorandum.

“These events are unprecedented for the department and the USAF,” Morin and Spencer wrote.

In a letter to all Airmen, Air Force Chief of Staff Gen. Mark A. Welsh III talked about what sequestration means for the service.

“March is here, and unfortunately, so is sequestration ... that means the entire Department of Defense, including our Air Force, will experience about a nine percent budget cut across all programs -- starting now, and with no ability to adjust which accounts those cuts come from,” Welsh said.

Sequestration, signed into law as part of the 2011 Budget Control Act, is a package of mandated cuts to the federal budget, totaling some $1.2 trillion over 10 years of which some $85 billion takes effect in fiscal 2013.

In their memo, Morin and Spencer said a reduction of this magnitude would be devastating to our mission and our people.

One of the most notable impacts is furloughing of approximately 180,000 civilian employees.

Civilians may be furloughed without pay for up to 22 discontinuous (or 30 continuous) days spread over a maximum number of pay periods possible with no more than 16 hours furloughed in pay period. The covered pay periods are from April to September 2013. The memo noted that only the Air Force vice chief of staff or other high-level designees can approve limited mission-driven exemptions.

Addressing the operational impacts, Welsh noted the immediate actions to training to protect the strategic advantage that airpower provides -- the ability to respond at a moment’s notice.

“Some of our flying units will start to cut back on training immediately to protect the readiness of units scheduled to deploy and those with key mission responsibilities,” he said.

Of the more visible actions taken to support readiness needs, leadership has cancelled all aviation support to public events for at least the remainder of the fiscal year and is standing down the Thunderbirds aerial demonstration team.

The memo also outlines additional impacts to education and training programs, weapon systems sustainment, working capital funds and investment accounts.

On the education and training front, the Air Force will continue to attend all scheduled Defense Department and joint education and training events, but, third quarter attendance at short-term professional military education courses will be reduced, as well as all Headquarters Air Force leadership development courses scheduled through April 2013.

While the measures must be taken, Morin and Spencer stressed the need to carefully evaluate each action.

“Implementation of these actions should be structured as best possible to minimize short- and long-term harm to our people and unit readiness,” they said.

Welsh emphasized the importance of teamwork in working through these impacts.

“The impacts of sequestration will be noticeable, they’ll likely affect you, and, in some areas, they’ll hurt our mission in a big way,” he said. “But we’ll hang together and get through this ... and hopefully our nation’s leaders can reach agreement and get things back on a more even keel soon.”
