Air Combat Command officials continue to take actions to slow, and within the near term dramatically restrict, Fiscal Year 2013 spending in light of pending sequestration and a projected $1.8 billion dollar shortfall in overseas contingency funding.

“We are prioritizing our efforts to sustain force structure and preserve combat capability for the joint force,” said Gen. Mike Hostage, commander of ACC. Hostage previously directed ACC units to reduce discretionary spending to the maximum extent possible without affecting mission readiness. Spending for temporary duties, equipment purchases and facility sustainment, restoration and modernization programs are being aggressively scrutinized or deferred in order to minimize spending.

ACC units are currently executing the wing flyinghour program to maintain combat readiness, and will adjust as sequestration-driven specifics are available.

Depending on the outcome of budget decisions, ACC may have to reduce flying operations for two-thirds of squadrons across the command by mid to late May. This includes fighters, non-nuclear bombers, command-andcontrol, personnel recovery, and intelligence, surveillance and reconnaissance missions.

tive, and priority for flying hours will go to units that are deployed or preparing to deploy and to formal training units that provide fully qualified aircrews,” said Hostage.

If flying hours are drastically cut, aircrews will make heavy use of simulators and academic training to maintain basic skills, and maintainers will complete upgrade training and scheduled maintenance to the extent possible given availability of spare parts. While each weapon system is different, on average fighter pilots lose their currency to fly combat missions after 120 days of non flying. It takes approximately 90 days to conduct training to return a fight-

er pilot to CMR status, and recovering from lost currencies would take approximately 6 to 12 months.

The two largest aircraft test and training ranges in the United States will also be affected under sequestration. The Nevada Test and Training Range, and the Utah TTR may close in early summer, which would further affect combat training and test-and-evaluation evaluation activities.

ACC’s aerial demonstration teams, which are important for recruiting and public awareness of the Air Force mission, are continuing their certification procedures for the 2013 season, but officials realize changes may be required under sequestration. Adjustments to the schedules will be announced as appropriate.

On Feb. 12, U.S. Air Force Chief of Staff Gen. Mark A. Welsh III told the Senate Armed Services Committee that unprecedented budget factors have placed the nation’s defense strategy in jeopardy.

“Sequestration threatens to carve crucial capability from America’s Air Force, with alarming and immediate effects on people, readiness and infrastructure, and, eventually, on modernization,” said Welsh. “If it occurs, it will significantly undermine your Air Force’s readiness and responsiveness today.”

Sequestration will have an effect through the remainder of FY 13 unless rescinded. The impact on ACC operations beyond FY13 will be determined when the FY14 budget becomes more clearly defined.

The U.S. military is looking now at a possible $1.3 trillion in defense cuts overall, Odierno said. Compounding cuts to defense budgets is the lack of a confirmed budget for the services – the military is operating now on a “continuing resolution,” which is how Congress funds the government if it has not passed an appropriations bill.

The decision to cancel the air show and open house at Langley Air Force Base was not easy considering the show’s popularity and the Hampton Road area’s support of the military.

“We sincerely appreciate the sustained support and understanding from our service members, their families, the American public and specifically our local Hampton Roads supporters and friends, through these trying fiscal times,” said Auch. “We cannot continue functioning as the world’s most capable Air Force without this support.

“I believe that opening our gates to the general public is periodically necessary to demonstrate modern weapon systems and capabilities, to promote positive community and international relations, to showcase our Airmen and to support Air Force recruiting and retention,” said Auch. “For that reason, my team and I are already looking at future years where we can once again showcase Air Power Over Hampton Roads to the community in which we live and work.”

One second left in the game, he lined up the shot and launched the ball through the air. The buzzer sounded, followed by the swish of success.

The crowd cheered wildly, even though the shot didn’t win the game for his team, while his opponents gave him high-fives and congratulated him in the spirit of sportsmanship.

Moments like these were plentiful Feb. 9 at Langley Air Force Base where the 2013 Area 22 Special Olympics were held.

“All of the kids and adults were so happy just to compete,” said Tech. Sgt. Jessica Covington, 633rd Force Support Squadron fitness assessment cell noncommissioned officer in charge. “You appreciate their effort.”

According to their official website, the Special Olympics is an organization dedicated to giving special-needs individuals an opportunity to compete in a widerange of sporting events. In support of Special Olympics, Langley hosted basketball games for the local chapter. Specialneeds children and adults came together with their caretakers and coaches to compete in a day-long tournament.

“When the athletes get on the court, sometimes you forget they even have a disability,” said Covington. “They are just like us – people who want to compete and have a good time.”

For Covington, this event was not her first experience working with Special Olympics.

“I worked with Special Olympics back in high school and at my last base,” said Covington. “Their spirit of competition and teamwork is still inspiring to me.”

She went on to say many athletes looked up to her and were grateful for Team Langley’s ability to host the event.

“They were all very nice, both players and staff,” said Covington. “Even though they planned most of the tournament and logistics, you would think we did it all by how they treated us.”

The feeling of thanks and generosity was mutual for Master Sgt. Michael Daugherty, a Langley volunteer at the Special Olympics.

“I enjoy working with others; plus I like competitive sporting events,” said Daugherty. “So if I also have the opportunity to help someone, why not?”

Daugherty explained how hard it can be when someone needs help, and also how good it feels to be that help.

“When I volunteer or help someone, the feeling I get is hard to explain,” said Daugherty. “If you need help, it is such a relief to receive it, so to be that help is really a win-win; they feel good and so do I.” Even though the Special Olympics are not currently scheduled to return to Langley next year, Langley Airmen believe the memory of the willingness to compete and their spirit of sportsmanship from the athletes will last a lifetime.

Joint Task Force-Civil Support conducted a deployment readiness exercise, or DRE, Feb. 11 to ensure the unit’s preparedness to support the Presidential State of the Union Address.

The exercise tested the command’s readiness and ability to respond quickly to a National Special Security Event within two hours of notification of a catastrophic event in the homeland, whether manmade or a natural disaster.

“The DREs ensure the command is at a higher level of readiness for the events in order to respond rapidly to an incident in accordance with established guidelines,” said U.S. Marine Col. David Olszowy, deputy commander of JTF-CS. “Periodic DREs, whether they are deliberate or no-notice evaluations, will help instill and reinforce an expeditionary mindset throughout the command.”

After the simulated notification of a catastrophic event, JTF-CS members received a mission brief, inspected bags,

packed vehicles and accounted for all responders to ensure readiness within the two-hour window.

Following inspections, responders split up into deployment teams, loaded bags into trucks, conducted a convoy brief and awaited the order to deploy.

The result? JTF-CS was ready to respond quickly in the event of a crisis in the Washington, D.C. area.

Along with the readiness exercise, JTFCS deployed a team of medical, logistical, communications and response experts to Washington D.C. on Feb. 10 to assist Joint Task Force National Capitol Region with response planning efforts for the State of the Union Address.

JTF-CS plans to conduct additional DREs in the coming months. “These exercises give us the opportunity to hone our deployment procedures and processes to ensure that we are prepared for rapid deployment at all times. This is critically important if the NSSE will take place after hours, on weekends or holidays,” said Olszowy.

The 128th Aviation Brigade, located at Fort Eustis, Va., serves as the indoctrination channel for all enlisted U.S. Army aviation Soldiers. Every Soldier charged with serving around the globe to keep Army helicopters airborne and in the fight passes through the classrooms and hangars of the brigade, leaving with world-class training that allows them to support Army aviation objectives.

The 1st Battalion, 210th Aviation Regiment, one of three subordinate units in the brigade, commands, controls and provides administrative and logistical support for aviation instructors and cadre in three companies. The companies – A, B, and C – execute Advanced Individual and Military Occupational Speciality reclassification training for six aviation career fields.

Additionally, the 1-210th provides Advanced Leader Courses, a 15K Aircraft Components Repair Supervisor Senior Leaders Course and 151A Warrant Officer basic and advanced courses. The battalion even invites and trains technicians from allied nations, demonstrating the Army’s expertise and capabilities in military aviation.

The battalion commander, Lt. Col. Vernon Miles, said the unit’s primary focus is “to provide unsurpassed training, ensuring U.S. Army aviation brigades and partner nations have the best-qualified helicopter maintainers in the world.”

Each company trains its enlisted Soldiers in a specific airframe or skill. A Co. trains Soldiers how to perform maintenance on the OH-58 Kiowa Warrior scout helicopter. Soldiers from two MOS codes are assigned to the company: 15S students learn general aircraft maintenance, while 15J students learn armament and electrical system maintenance.

A Co. also trains the Army’s 151A aviation maintenance technician warrant officers in leadership and professional military education courses. Miles said most warrant officers coming through the battalion were prior enlisted technicians, and are now “focusing less on turning

wrenches and more on management.”

B Co. trains Soldiers to maintain the AH-64D Apache attack helicopter. Like A Co., B Co. also trains two enlisted MOS fields: 15R troops learn general maintenance, and 15Y students learn armament and electrical systems for the Apache.

The third company, C Co., trains students in electrical and avionics systems. Unlike the Soldiers in the adjacent companies, C Co. students learn “across the board” maintenance skills that are used universally across the Army’s helicopter fleet.

to train per year in 2013 and 2014, according to Nello Lopez, the battalion’s deputy commander. To accommodate the large number of students, classes are scheduled 24 hours a day, six days a week.

The increase in enrollment is in contrast to recent cuts in military spending due to budget constraints. Miles said the emphasis on Army aviation in the current and future battlespace is driving the increased training. Many of the incoming students will likely receive orders to the newly-formed 4th Combat Aviation Brigade at Fort Carson, Colo.

“Through the last 11 years of combat, commanders and general officers across the Army have said ‘Whatever you do, don’t touch Army aviation.’ It’s no longer a ‘nice to have’ asset like it was in [the Vietnam War] – it’s critical,” he explained.

“Our number of students here has been uptempo to get the Soldiers prepared to go forward and fill the positions.”

With the increased focus on aviation comes cutting-edge technologies. The battalion possesses more than $1.6 billion in training devices, in addition to operational aircraft. These devices, which include cross-sections and hulls of helicopters, allow instructors to simulate hundreds of training scenarios for students without

impacting the mission readiness of actual helicopters.

Miles said the most important elements taught in the battalion’s courses are safety and critical thinking, as maintainers cannot perform in today’s Army without either.

“I always ask ‘What is an aviation mechanic?’ Sure, he fixes aircraft, but that’s only a small portion of his job. The bigger picture is that he’s an analyst. He has to figure out what the problem is first,” said Miles. “You’re out in a combat situation, and an aircraft comes back in broken. It could have combat damage, or it may be something the pilots did, or perhaps just normal wear and tear. That mechanic has a very little bit of time to analyze the problem, go back into the manuals, follow the steps and procedures, order the parts, fix it, and get it prepared to fly its next mission.”

“We have a lot of kids who know how to turn wrenches and know what the tools are, but they don’t yet have what we call ‘Aviation Pride,’” Lopez added.

“We always teach safety first, then we focus on critical thinking. They can all follow procedures, but they learn to do it safely and precisely.”

As with any response, time is a critical factor – the quicker the response, the quicker life-saving and life-sustaining personnel and equipment can be employed. Regular exercises to test the command’s response ability help ensure readiness, according to Olszowy. Gear can be pre-packed and pre-staged, vehicles inspected and fueled, and teams assembled in pre-determined locations at pre-designated times. All this allows JTF-CS to cut down on the time needed to respond. Further, these exercises simulate response to a natural disaster or a chemical, biological, radiological, nuclear incident, the command’s primary mission.

When directed, JTF-CS provides command and control of 5,200 federal military forces – known as the Defense CBRN Response Force – located at more than 36 locations throughout the U.S. Although CBRN and NSSE incident response are the command’s primary focus, the unit also has the expertise and training to respond to natural disasters such as earthquakes and hurricanes.

In November 2012, JTF-CS rapidly deployed to Joint Base McGuire-Dix-Lakehurst, N.J., in support of Hurricane Sandy relief efforts. During the command’s two week deployment, JTF-CS coordinated a variety of federal military support to aid relief efforts, including 80 strategic airlift missions conducted by the Air Mobility Command, 600 U.S. Army Corps of Engineers personnel currently pumping 11 tunnels and waste water treatment plants in both New York and New Jersey, and more than two million meals delivered by the Defense Logistics Agency.

While the high-tech training devices give Soldiers the tools of the trade, Miles and Lopez said the unit’s 254 instructors are the “true keys to success.”

The battalion boasts experienced Soldiers and civilian professionals as instructors, many who have worked their entire careers in military aviation.

The commander said their wealth of experience earned them the job, and that the 1-210th focuses on hiring the best possible instructors.

Today’s youth grew up in an era flush with electronic devices, toys and games, which Miles said presents a challenge for instructors working to acclimate young Soldiers with hands-on maintenance practices.

“Most of our Soldiers grew up with touchscreens and video games. They haven’t worked with mechanics before. In this environment, they’ll be working on the most expensive and sophisticated machinery in the U.S. Army,” said Miles. “Our instructors bring these to be able to work with tools on multi-million dollar aircraft in the middle of the night in combat situations to get it ready for the fight, and they need to teach it in a way that these Soldiers can keep it in their minds and be able to perform it all repeatedly.

“The instructors here are the pivotal point of this command,” he added. “They are what allows us to train the best maintainers in the world.”

Langley pulmonolo ogy breathes easy

By Airman 1st Class Austin Harvill The average adult takes a breath about 17 times every minute. When that rate fluctuates unnaturally, pulmonologists step in.

Pulmonology is the study of the lungs and respiratory system. When Department of Defense employees, Service members or their families feel a little short of breath, the pulmonology team at U.S. Air Force Hospital Langley at Langley Air Force Base, Va., gives them a little breathing room.

“Our job is to help patients breathe easier,” said Dr. (Maj.) Adam Bostick, Director of Pulmonary and Critical-Care Medicine. “We have the facilities to both diagnose and treat patients with a wide range of respiratory problems.”

pulmonary disease (COPD), emphysema, chronic bronchitis and asthma. He spends the rest of his time helping doctors from multiple clinics evaluate and diagnose patients. Given the wide array of equipment at his disposal, Bostick can provide additional data to his fellow doctors.

The clinic usually treats approximately 40 patients a week in a variety of clinical suites. Asthma testing rooms and a new bronchoscopy suite allow the doctors to conduct more complex diagnosis and treatment.

With the versatility and wide-ranging skill set of a pulmonologist, Bostick is often tasked with duty at the intensive care unit. Patients with severe infections resulting in low blood pressure and patients suffering from respiratory failure are examples of patients treated in the ICU. Bostick can perform surgical procedures and diagnostics quickly for these patients to get them back on the road to recovery.

“I often work in the ICU,” said Bostick. “It is imperative that a patient can breathe, and it is the job of the ICU doctor to make sure that happens.”

For instance, when flu uid fills the area directly around the lu ungs, patients suffer from a shortness off breath because their lungs cannot fully y expand. Doctors then perform a thoraacentesis, where they make a small ho ole in the area outside the lung and draw fluid for study.

The pulmonology clinic also performs otther, less invasive procedures on a daily y basis. On Feb. 12, Bostick conducted d a bronchoscopy on Master Sgt. Darw win Mallari, Headquarters Air Combat C Command, command support section su uperintendent.

A bronchoscopy is a procedure where a doctor slides a tube through a patient’s nasal airway. The tube has a sm mall camera attached to it and an openin ng through which a brush or fluids can bee inserted. The doctor checks the inside off the patient’s lungs for obstructions or disease, and then uses treated water or th he brush to take samples to further test th he patient’s health.

If not for the facilities offered at Langley, Mallari would need to travel to Portsmouth for his procedure, which is an hour away from his house. Since Langley has expanded its capabilities, Mallari was relieved to discover his procedure would instead be ten minutes away.

Not only was he happy with the location; he was also pleased with the care he received. Soon after the procedure, Mallari was released from the hospital.

“I knew they were trying to weed everything out to find my problem,” said Mallari. “You can tell Dr. Bostick cares.”

Whether coming out of the ICU, bronchoscopy suite or one of the testing facilities, Bostick and his team know the patients are leaving the pulmonology clinic breathing easier than before.

Elizabeth Treon, a community readiness consultant with ACS, said the evening classes are designed with working family members and parents in mind. The evening hours provide flexibility for interested persons that are unable to attend classes during the work day, as well as avenue to provide

hope and happiness to the military community in uncertain economic times.

“Life is getting hard, and sometimes people take out their aggression when they go home. We’re talking about [budget] cuts, and the economy is tough,” she said.

“Hopefully, these evening classes will help people by teaching them strategies to make their lives better.”

If customers are interested in taking a class offered during the day but can only attend during evenings, Donna Cloy, ACS Army Family Team Building program manager, encouraged them to simply call and request an evening version of the class.

A natural disaster or major accident can happen on any given day at any given time, so it’s important for the men and women at Joint Base Langley-Eustis to be prepared. Luckily, there is at least one person in the Wing Plans and Evaluations office who can lead a team of personnel while possessing the tools, experience and know-how to get the job done.

With 16 years of both military and civilian experience in plans and evaluations, Mark Atlow, wing exercise plans specialist for the 633rd Air Base Wing Plans and Evaluations office, is more than qualified to handle the heavy workload that comes with the job.

“I enjoy working and developing exercises, and being able to see people do the things they need to do [to complete the mission],” Atlow said.

His passion was strong enough to continue in XP as a civilian, even after serving 25 years and retiring from the U.S. Air Force.

Atlow is in charge of managing local exercises for JBLE; a job that takes three to four months of planning per exercise. He coordinates exercises using numerous agencies that must work together through meetings, planning, deficiency tracking, and script and report writing. The personnel must also identify objectives, a location, needed resources and deficiencies.

With six to eight exercises per year, planning can be a daunting task. It’s important and worthwhile to see the big picture and how everything fits together, Atlow said.

“When you get into planning, you see how everything fits into everything else,” said Atlow. “You see how Security Forces responds and what they’re responsible for. You see how the Medical Group and Public Affairs fit into disaster preparedness and planning.”

for numerous events. Each exercise is planned in a different scope because these simulations are based on real possible threats to JBLE. “When we plan the natural disaster exercise, we focus on hurricanes, flooding and tornados,” said Atlow.

“Those are the biggest natural-disaster threats to our installation.”

According to Atlow, when planning major accidents, the range of events is greater than with natural disasters.

There are possibilities of aircraft crashes both on-base or off-base, an active shooter scenario or a terrorist group targeting JBLE because of the various missions of both installations.

The significance of exercises also impacts the base personnel, allowing them to prepare for real world disasters and incidents, which Atlow hopes will never happen.

“Exercises help Airmen build competencies in their respective subject matter areas, reinforce procedural compliance, identify weaknesses detrimental to mission(s), and highlight efficiencies and best practices,” said Master Sgt. Mike Knipmeyer, 633rd Civil Engineer Squadron joint base emergency manager. “All of these factors contribute to building an Airman’s confidence and ability to adapt to events and incidents in a manner that assures mission success.”

This initiative to prepare the base can be seen through actions taken prior to Hurricane Sandy in October 2012.

“Just before the hurricane, we held two exercises,” said Atlow. “Everything base personnel did for those exercises, they had to do two to three weeks later during the actual hurricane. It was very beneficial.”

While Atlow’s experience has prepared him for many challenges, he is preparing for perhaps his biggest test yet; an off-base exercise involving a multitude of external agencies.

“We have to know where their jurisdiction ends and ours begins so lines don’t get muddied,” he said. “As a military, we have specific guidelines and rules we have to follow and sometimes the local community doesn’t understand what our guidelines are and where we can and can’t do things; so this exercise is important.”

While Atlow and his team have already planned a multitude of exercises from aircraft crashes to activeshooter scenarios, they continue to challenge JBLE to plan and evaluate at all levels.

“Firemen put out fires, but may not know some of the things they don’t do on a daily basis,” Atlow said. “It’s the same thing with people in all other organizations... If these tasks can’t always be put into an exercise, people should still evaluate themselves and hone their skills.”

The importance of having XP conduct and monitor exercises is that it places safety and preparedness in the forefront, ensuring JBLE can accomplish its mission.

Preconstruction activities have begun to prepare the Fort Eustis Boulevard NSX Railway overpass for construction. The exact lane closure dates will be determined on or around March 1, but expect closures to begin no later than March 15. This construction will have an immediate impact on traffic flow to and from Fort Eustis. Organizations are encouraged to implement preplanned mitigation strategies to alleviate traffic congestion. Women’s History Month Film Fest In celebration of Women’s History Month, the Virginia War Museum will host a film festival at 9285 Warwick Blvd., Newport News. All films will start at 1 p.m. and are free with each day’s paid admission.

■ March 2 – “Fly Girls.” At the height of World War II, more than a thousand women left their homes and jobs for the opportunity of a lifetime – joining the Women’s Air Force Service Pilots to become the first female pilots to fly for the United States military. Drawing on archival footage, rarely -seen home movies, and interviews with the pilots themselves, the women of the WASP take wing once again, to

tell their stories of skill, determination and courage.

■ March 9 – “Lioness.” How did five female Army support soldiers, mechanics, supply clerks and engineers end up fighting alongside the Marines in some of the bloodiest counterinsurgency battles of the Iraq War? “Lioness” is an intimate look at war through the eyes of the first women in U.S. history sent into direct ground combat, despite a policy that banned them from doing so.

■ March 16 – “V for Victory: Women at War.” World War II changed life forever for the American woman, who now began to fill traditional male roles and earn new independence. From the home front and factories to the battlefields, the film examines women’s sacrifices as well as their demonstrations of competency at this critical turning point in our country’s history.

■ March 23 – “Top Secret Rosies: The Female Computers of WWII.” In 1942, a secret U.S. military program was launched to recruit women to the war effort. This clandestine search targeted female mathematicians who would become human “computers” for the U.S. Army. From the bombing of Axis Europe to the assaults on Japanese strongholds, women worked around-the-clock, six days a week, creating ballistic tables that proved crucial to the Allies’ success. When the first electronic computer was developed to aid the Army’s calculation efforts, six of these women were tapped to become its first programmers.

■ March 30 – “The Forgotten Grave:Women Soldiers of the American Civil War.” More than 600 women disguised themselves as men to fight in the American Civil War. This documentary tells their stories though the women’s own letters, diaries and testimonials.

Admission is $6 (adults); $5 (senior citizens 62+ and active-duty military with ID); $4 (children ages 7-18); and free for children under age 7. Museum hours are 9 a.m. to 5 p.m.

Air Force implements enlisted date of separation rollback program

The Air Force will implement the enlisted date of separation rollback program this ďŹ scal year, in addition to several voluntary force management programs that were announced Feb. 5, Air Force Personnel Center ofďŹ cials said.

The rollback will accelerate the date of separation for senior master sergeants and below who meet required criteria, said Lt. Col. Shelley Strong, AFPC operations division chief. Airmen affected must separate from the Air Force by May 31, and those eligible to retire must do so effective June 1 or earlier.

The rollback program allows commanders to consider Airmen for selective reenlistment early, if they meet program criteria. Airman can be considered for the DOS rollback only if they: â&#x2013; Have fewer than 14 years of total active federal military service as of May 31, 2013, or 20 years or more TAFMS on or before May 31, 2013, and; â&#x2013; Have a May 31, 2013 or later DOS, and;

â&#x2013; Have one of the reporting identiďŹ ers, reenlistment eligibility codes, assignment eligibility codes or grade status reasons deďŹ ned in the program commander action table.

IdentiďŹ ers or codes that require separation are established when a second term or career airman refuses to get retainability for training, retraining, or professional military education or declines training, retraining, or PME; when an Airman waiting for retraining is disqualiďŹ ed for cause, when an Airman is awaiting discharge, separation or retirement for cause, and other similar circumstances, Strong said.

Airmen eligible for retirement may also be affected by the DOS rollback. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s important that retirement-eligible members affected by the program submit their retirement request by March 29 this year,â&#x20AC;? Strong said. â&#x20AC;&#x153;Enlisted retirement is not automatic, so affected members who donâ&#x20AC;&#x2122;t submit their request by March 29 will be projected for separation instead.â&#x20AC;?

Airmen separated under DOS rollback wonâ&#x20AC;&#x2122;t be required to return unearned portions of bonuses, special pays, or other monetary incentives, and will not be entitled to any un-

paid portions of bonuses, special pays, or other monetary incentives.

If they meet Post-9/11 GI Bill eligibility requirements and are honorably discharged, involuntary separation will not affect their beneďŹ ts. However, members who transferred education beneďŹ ts to their dependents who do not complete their related active duty service commitment may be required to repay those beneďŹ ts.

Airmen with six or more, but less than 20, years of active service who are not in their initial term of enlistment may be authorized one-half separation pay, but will be required to sign an Individual Ready Reserve Agreement to receive that beneďŹ t.

In addition, Airmen who served 180 days or more on active duty who are separated under the DOS rollback will be authorized transition assistance beneďŹ ts, such as permissive temporary duty, 180 days extended medical care for themselves and their family members, and two years of commissary and exchange privileges.

During what he called his last Pentagon news conference, the secretary noted that when he assumed his position in mid-2011, the U.S. troop surge was fully in place, with about 100,000 Service members on the ground there. â&#x20AC;&#x153;These additional forces have expanded our footprint and provided the combat power necessary to disrupt the insurgency and push it out

of its traditional strongholds, particularly in the south,â&#x20AC;? he said.

In the not quite two years since, the secretary said, U.S. and coalition forces have partnered closely with their Afghan counterparts, which are now at their full-end strength of 352,000.

Those forces are leading nearly 90 percent of security operations in Afghanistan, and are responsible for the security of more than three-fourths of the people, he said. â&#x20AC;&#x153;They have retained security gains even as the United States has drawn down the surge forces that we had there, the 33,000,â&#x20AC;? Panetta said.

He added that Marine Corps Gen. John R. Allen, who Feb. 10 turned over command of U.S. forces in Afghani-

stan as well as NATOâ&#x20AC;&#x2122;s International Security Assistance Force, had for the past several months thoroughly assessed the campaign plan and what troop strength is required to carry it out. Panetta said he fully supported Allenâ&#x20AC;&#x2122;s recommendations, which informed the presidentâ&#x20AC;&#x2122;s decision. â&#x20AC;&#x153;The presidentâ&#x20AC;&#x2122;s decision, announced last night, ... puts us ďŹ rmly on a path, I believe, to fulďŹ ll our mission in Afghanistan,â&#x20AC;? he said.
