AF boosts environment with plant relocation JOINT BASE LANGLEY-EUSTIS EDITORIAL STAFF

Volunteers helped the 633rd Civil Engineer Squadron relocate pollinator plants from the Bethel Park Pollinator Garden to the nature trail on Joint Base Langley-Eustis, Va., Jan. 6, 2017.

Once an old dumping ground, the pollinator garden was installed at Bethel Park in 2014 in accordance with the National Public Lands Day project to help clean up the area. The garden plants provided food or habitat for pollinator organisms such as hummingbirds, bees, butterflies, and occasionally small mammals.

A grant from the National Environmental Education Foundation and the Department of Defense Legacy Resource Management Program awarded funds to 633rd CES personnel to plant a garden, however, due to the location of the garden, it has been underutilized by the public and overgrown with weeds.

“We get a lot more volunteer support in maintaining the nature trail than we do with the garden at Bethel Park,” said Alicia Garcia, 633rd CES natural resources program manager. “I think it would be easier for us to capitalize on our volunteer base that we already have to maintain this area if we move them to the nature trail.”

The plants will be placed along the walkways of the nature trail to be seen by visitors, as well as provide adequate support to the ecosystem throughout the trail.

Relocating the pollinator plants will increase the biodiversity within the nature trail, consequently increasing the resources for the wildlife as well.

“Pollinator plants provide a good attraction for birds,” said Retired U.S. Air Force Maj. Mark Sopko, Hampton Roads Bird Club member. “The plants bring the birds in with their berries and seeds, and the ecosystem and environment benefits from that interaction.”

Base Langley-Eustis members can enjoy the resources that the trail provides as well.

“The best thing to do is come out, take your time and enjoy the trail,” said Sopko. “Being out in the environment can do everyone some good, and if you see a piece of trash, pick it up.

Volunteer to keep the trail clean and healthy.”

Sopko noted the unique role military bases take when it comes to wildlife.

The base acts as refuge for animals by protecting the land, and enforcing strict laws on pollution and Environmental Protection Agency policies.

“Some of the best places in the world to find wildlife in their natural habitat are at military refuges,” said Sopko.

“It’s an unintended benefit.”

Garcia and Sopko encourage members of the JBLE community to volunteer and help keep the land healthy for the environment and the wild life.

“People are really eager to plant plants and create pollinator gardens,” said Garcia. “But the big need is longterm maintenance to help them survive, thrive, and really enhance the environment out there so we can see

JBLE implements localized PT regulation

The 633rd Force Support Squadron fitness assessment center team implemented a new localized regulation in November, 2016 for physical testing at Joint Base Langley-Eustis, Virginia.

The new regulation states that FAC members and physical training augmentees will now count the muscle portion of the test, instead of fellow test-takers counting for one another.

According to U.S. Air Force Tech. Sgt. Holly Keister, FAC NCO in charge, the change was jumpstarted due to an increase in appeals for failed PT tests. “A common theme for the appeals was incorrect counting. To eliminate this argument completely, only trained FAC members and augmentees will be allowed to count for test-takers,� said

Keister. “It’s our job to help people do well, but it is also our job to make sure that it is fair across the board.�

U.S. Air Force Senior Airman Brandon Barnes, FAC fitness specialist, believes the change doesn’t allow room for error with trained individuals keeping track of all aspects of the test. “Individuals are responsible for their fitness level and well-being,� said Barnes. “Though, it does help their performance in the end having someone, who is trained, work directly with test members.�

Since the regulation came into effect, Keister has seen a decrease in the amount of appeals and has received positive feedback from individuals testing. “I have heard people like the change because it holds others accountable,� said Keister. “They trust the augmen-

A U.S. Air Force Airman assigned to the 633rd Communication Squadron at Langley Air Force Base, Virginia, represented the base as a member of the All Air Force team during a tournament at the Marine Corps Base Quantico, Virginia, this past November.

“Wearing the jersey with Air Force across the front of it gave me a sense of meaning,” said Wilson. “I always wanted to represent our country while playing the game that I love.”

The North Myrtle Beach, North Carolina, native has been a basketball fanatic and player since age 3. Wilson took the conventional route of playing recreational basketball in his youth through the Amateur Athletic Union, and continued his passion throughout high school.

Wilson lead his Varsity high school team to the state championship during his senior year while playing for Trinity Christian High School in Fayetteville, N.C., which was his fourth school in four years.

Wilson’s received a handful of college scholarships from Division I schools.

However they were not from the same schools that his teammates received scholarship offers from and this caused Wilson to battle with depression and he lost his love for the game.

With hopes to provide Wilson self-

worth again, his mom, Tonya Wilson, discovered the opportunity that the Air Force could provide for her son; a chance to hone his life skills while also playing the game he once loved. Wilson played on two different base-level teams, and later, with encouragement from his leadership, he tried out for the All Air Force team.

“I didn’t want to take this opportunity for granted and I wanted to make a name for myself,” said Wilson. “I knew after the first day of tryouts I would be able to play on a big stage and make the team.” After making the team, he was sent to Lackland Air Force Base, Texas, where his team prepared for the competition by practicing with four different semi-professional basketball teams.

“Playing basketball has helped me transition into the Air Force and prepared me to adapt to any situation, whether it’s learning a new system or interacting with many different supervisors” said Wilson. Wilson attributes his success to the skills that he has learned on the court over the past 2O years.

With a clear perspective, Wilson has made a commitment to return to the court as a second year player and will continue to work toward making the All Armed Forces team in 2017.

As a new year begins, it brings new goals, new dreams and new plans. For some people it may be making healthier food choices, increasing their physical fitness levels, reaching personal financial goals or achieving education goals.

For many U.S. service members, saving money and paying off debt are high on the list of New Yearâ&#x20AC;&#x2122;s resolutions.

The financial counselors at the Airmen and Family Readiness Center and Army Community Service at Joint Base LangleyEustis, Virginia can help service members reach those financial goals. â&#x20AC;&#x153;All of our staff are equipped to present budgets and help people save money.â&#x20AC;? said Mark Blice-Baum, AFRC personal financial counselor. â&#x20AC;&#x153;Some of our staff has the accredited financial counseling designation that means we have training specifically geared toward keeping on top

of whatâ&#x20AC;&#x2122;s going on with military members and the financial issues they may struggle with.â&#x20AC;?

Darlene Morgan, ACS financial counselor, believes these tips can help service members accomplish any financial goal: Â&#x201E; Set a goal. Make sure the goal is specific, measurable, attainable, realistic and trackable or time-specific. Â&#x201E; Take a look at the previous yearâ&#x20AC;&#x2122;s finances. Evaluate where money was spent to determine where money can be redirected into a savings account or paid toward lowering debt. Â&#x201E; Before paying off debt or saving money for specific large purchases, set up an emergency fund and do not use the emergency funds for anything other than an emergency. Â&#x201E; Start off the year with a small goal, then increase that goal progressively as smaller goals are reached. Â&#x201E; Make it automatic. Having auto-

matic withdrawals or allotments set up to transfer to a savings account or a particular bill can prevent overspending. Â&#x201E; Choosing the right savings account for different needs can have a major impact on reaching financial goals. Do research when it comes to interest rates and related fees. Â&#x201E; Be a smart shopper. Do research when it comes to sale prices compared to quality and warranties available.

According to Morgan, saving money and paying off debt may take time, determination and most importantly knowing oneself. â&#x20AC;&#x153;You have to know if you are a saver or a spender in order to set goals for yourself and where you want to be,â&#x20AC;? said Morgan. â&#x20AC;&#x153;The key to any savings plan is discipline, self-regulation and self-control.â&#x20AC;?

Financial counselors at ACS and AFRC are available daily to work one-on-one with Department of Defense employees and their families. They also host classes on creating a budget plan, checking credit scores and smart shopping for car buying.

Tax centers provide assistance to JBLE

The tax offices at Joint Base LangleyEustis, Virginia will begin offering services to active duty, retirees and dependents to file tax returns starting Jan. 30 2017.

The tax center on Fort Eustis will open from Jan. 30 through April 4 and the office at Langley Air Force Base will open Feb. 1 through April 18.

The Ft. Eustis center will have walkin times Monday, Wednesday and Friday from 8 a.m. to 4 p.m.; Tuesday and Thursday will only be available to active duty members with appointments.

A priority list for the Fort Eustis center starts with active duty service members and dependents between the ranks of E-1 to E-5 first, all other enlisted, officers between the ranks of O-1 to O-3 and finally retirees. Tax services will not be available for officers O-4 and above.

The Langley center will be open weekly Monday through Friday from 8 a.m. to 12 p.m.

Due to the training of the volunteers, the type of tax services provided will also need to meet requirements.

“Our volunteers are trained to handle basic tax information,” said Andrea Singleton, 633rd Air Base Wing Judge Advocate legal assistant. “We also want to make sure we have the manpower to

handle those who are lower ranking active duty who may not be able to afford outside services.”

According to Melissa Hudgins, 633rd ABW JA legal assistance attorney, the Internal Revenue Service volunteer income tax assistants will be available to provide tax services to single clients whose gross income does not exceed $100,000 and married couples filing joint returns whose combined gross income does not exceed $150,000; both spouses are required to be at the appointment.

The tax centers will be unable to assist individuals with small businesses and rental property.

In the case of being unable to make an appointment, there will be computers available for utilization of Military OneSource to prepare their taxes.

To prepare taxes, bring up-to-date and completed versions of forms including W-2, 1099-R, 1098-T, Interest/ Dividend/Brokerage Statements, Dependents Care Statements, Mortgage Interest Statements, Rental Property Statements and last year’s tax return.

Alternative resources that are available to file taxes are www.militaryonsource.mil and www.irs.gov.

AF INTRODUCES NEW ENERGY FLIGHT PLAN News Release AIR FORCE STAFF REPORTS

The Air Force introduced a new Energy Flight Plan, signed by Miranda Ballentine, the assistant secretary of the Air Force for installations, environment and energy, on Jan. 6.

Following the direction established by the Air Force 30 Year Strategy and the Strategic Master Plan, the Energy Flight Plan identified a long-term vision for the Air Force to enhance mission assurance through energy assurance.

“This plan, along with our recent policies, codifies the importance energy resiliency has to the Air Force mission and identifies how we are going to move forward,” Ballentine said. “We need to take a holistic approach to energy projects to provide resilient, cost-effective, cleaner

energy solutions to ensure we can continue to operate when our energy supplies are interrupted.”

Throughout the last year, the Air Force continued to improve how it manages energy by advancing new approaches and developing new projects.

In February 2016, the Air Force stood up the Office of Energy Assurance to take an enterprise-wide approach to facilitate energy projects that provide resilient, cost-effective, cleaner power to Air Force installations. It also established the Resilient Energy Demonstration Initiative to develop and deploy innovative energy resilience technologies and business models that could later be used across the Air Force.

The Air Force then unveiled a 19-megawatt solar array at Nellis Air Force Base, Nevada; broke ground on a

16.5-megawatt solar array at Joint-Base McGuire-Dix-Lakehurst, New Jersey; and signed a cooperative research and development agreement with EDF-Renewable to demonstrate an operational microgrid.

Recently, the Air Force announced a $262 million energy savings performance contract, ESPC, for the Oklahoma City Air Logistics Complex, at Tinker AFB, Oklahoma. This contract – the largest performance contract in federal government history – will modernize 50 buildings and help reduce energy usage at the complex by 35 percent.

The Air Force exceeded its commitment toward the $4 billion Presidential Performance Contracting Challenge goal with this project. Under the challenge, each federal agency was charged with optimizing its energy footprint through the use of third-party performance contracts.

The government develops performance contracts enabling partnership with the private sector to develop and maintain energy projects, without up-

front costs to the taxpayers. The government then uses the cost-savings garnered by the improvements to pay the company back, resulting in modernized infrastructure and increased energy efficiency at no net cost to taxpayers The Air Force is largely dependent on the commercial energy infrastructure for its electricity and fuel. The plan affirms three goals for the Air Force energy program – improve resiliency, optimize demand, and assure supply – and establishes a framework to make the best use of its energy resources.

“We are facing a changing threat environment to our energy systems, as cyber and physical threats to our energy systems continue to rise,” Ballentine said.

“It is important we have a comprehensive approach to our energy projects to ensure we have the technologies, processes, and resources in place so we can continue our mission in the event of an outage.”

Tobacco cessation program helps kick habit

At the beginning of a new year, many people like to make resolutions and set goals to improve their lives. Some of the most popular resolutions include quit smoking, lose weight, travel and spend more time with family.

The 633rd Aerospace Medicine Squadron’s Health Promotion Tobacco Cessation Program is available to assist Joint Base Langley-Eustis, Virginia community members who need help with their resolution to stop tobacco use.

According to Monica Richardson, 633rd AMDS health promotion coordinator, the program is a 12-week process and participants can register for the one-time enrollment class by calling the Health Promotion office. The class is held biweekly from 12 p.m. to 1 p.m. at the Aerospace and Operational Physiology building.

“Addiction to tobacco is three pronged, including physical addiction, psychological and habit,” said Richardson. “You need to figure out how to track your habit and you have to come up with strategies on what you’re going to do instead.”

During the initial class, topics include behavior modification techniques, prescription medication therapy, health risks associated with tobacco use and an oral health briefing conducted by the 633rd Dental Squadron.

In addition, individual appointments are available for shift workers and oth-

ers who are unable to attend the initial enrollment class. Participants can selfrefer and all follow-ups are conducted by telephone.

According to Richardson, tobacco use is trending downward within the Air Force and Langley Air Force Base has the lowest tobacco use rate within Air Combat Command, at 12 percent for active duty members.

For people who choose to quit with prescription medication, it takes about 12 weeks to completely break the tobacco use habit.

“Medicines help with the physical craving so participants can work on the behavior modification part,” said Richardson. “You can quit as often as you need to. It usually takes most people four to five serious quit attempts before they are 100 percent tobacco free.”

Other helpful class topics include setting a quit date, reasons for quitting, internal motivation, identifying triggers, getting rid of temptations, mechanisms for coping with stress and strategies on what to focus on instead of using tobacco.

According to U.S. Air Force Senior Master Sgt. John Utsinger, 633rd Security Forces Squadron first sergeant, who has smoked for almost 20 years and is currently enrolled in the smoking cessation program, the program has helped him to identify his trigger points and develop alternatives to overcome psychological hurdles.

Bonuses, incentives to retain soldiers amid push for million-strong force

With the total Army tasked to expand by 28,000 troops this year, the service hopes to retain quality Soldiers with incentives, such as cash bonuses up to $10,000 for extensions, the Army’s top enlisted member said Jan. 12.

“We need Soldiers to stay in the Army,” Sgt. Maj. of the Army Daniel A. Dailey said during a town hall meeting at the Defense Information School. “If you’re on the fence [and you plan to get out this year], go see your career counselor. I guarantee you that they have some good news.”

The National Defense Authorization Act for fiscal year 2017 recently raised the Army’s end strength to just over 1 million Soldiers for all components. Initial proposals had the entire Army slated to draw down to 980,000

by the end of this year.

The NDAA increased the active force by 16,000 to an end strength of 476,000 and also bumped the reserve component by 12,000.

The troop surge would represent the Army’s largest yearly increase without using a draft or stoploss involuntary extension and will double its annual retention mission, according to Dailey.

“We’re not in a drawdown anymore; we’re in an increase situation,” he said. “The Army is going to get bigger.”

Soldiers who decide to extend their service for 12 months may receive the cash bonus, up to $10,000, depending on their military occupational specialty, time in service and re-enlistment eligibility, he added.

Choice of duty location, stabilization at duty stations, chances to extend service rather than re-enlist, and incentives such

as schools are other ways the Army hopes to retain its own. Assignment and training options vary by MOS. “There are some very creative things we’re going to do to stimulate all of that,” he said. “The important thing Soldiers need to know is to ensure they talk to their career counselors. They are the experts at the unit level who can tailor options based on a Soldier’s specific situation and MOS.” Dailey also highlighted readiness, as the Army transitions from an emphasis on counterinsurgency to full-spectrum operations, which will require an adaptable, welltrained, and ready force.

Currently, more than 180,000 Soldiers are serving in no fewer than 140 nations around the globe.

sional development system, ongoing reviews of common core for all career fields, and possible expansion of tuition assistance.

“We need to change the dynamic in how we train and educate our Soldiers,” Dailey said.

Military training, he said, can help Soldiers obtain college degrees through the Army University’s credentialing program.

Under the NDAA, Congress has authorized the Army to pay for credentials that translate to a civilian occupation as long as it relates to an MOS, a Soldier’s regular duties, and during a Soldier’s transition out of the Army.

Disability Evaluation System rolls out new email notification process

A new email notification system rolls out this month for the Air Force’s Disability Evaluation System that will enhance customer service and increase overall transparency in the Physical Evaluation Board process.

Instead of Airmen calling their Physical Evaluation Board liaison officer or the Air Force Personnel Center,

they will get automatic email notifications when their case progresses through the DES process.

“We have heard from our service members that this is a source of frustration for them,” said Guy Palumbo, the Air Force Physical Disability division chief. “In response to that, we have improved the process to better serve those who use it.”

There are four main phases under DES: the Medical Evaluation Board, the Physical Evaluation Board, the

The Credentialing Opportunities On-Line program also informs Soldiers how to use their military training toward certificates and licenses required for civilian professions, such as electrician, plumber, welder, and many other jobs.

These efforts, he said, will allow Soldiers to thrive in the civilian sec-

“We have a responsibility to prepare you for that, just like we prepare you for war,” he said. “Simultaneously, by doing that we’re making you a better Soldier.”

These changes may also convince many Soldiers to keep serving or even persuade potential recruits to sign up.

“It sends a perception across America that we value people,” Dailey said. “We want to stay at a competitive level and make sure that we get the right people to join.

“It’s a reinvestment in the all-volunteer force of the future.”

EustisCommunity Fort Eustis Tax Center opens Jan. 30 The Fort Eustis Tax Center will open Jan. 30, 2017 to April 14, 2017 for in-person advice for active duty members, retirees and dependents.
