The Combined Federal CampaignAward Recognition Ceremony was held Tuesday at the Fort Eustis Transportation Museum to honor CFC key workers and volunteers. As a whole, the Eustis community raised $256,515 over the last few months. “This ceremony is all about recognizing our key workers for a job well done.â€? said Charles Harris, CFC program coordinator. “This year we exceeded our fundraising goal by 128 percent and this is our way of showing our appreciation for all of their hard work.â€? CFCs mission aims to promote and support philanthropy through a program that is employee focused, cost efďŹ cient, and effective in providing all federal employees the opportunity to improve the quality of life for all. “CFC has raised a signiďŹ cant amount of money during these challenging economic times,â€? said Thomas R. Wetherington, commander, 733rd Mission Support Group “Many people will never know the lives that have been touched by generous contributions of Soldiers, retirees, and civilian employees.â€? Wetherington also gave special acknowledgement to each individual who volunteered their time, commitment and service. “As we bring closure to this annual fundraising campaign it’s a great privilege and honor to serve others. COMMENTARY FROM PAGE 2 The entry of 2012 comes with great excitement and anticipation of what we will accomplish together in the coming months. While many encounters are unknown at this time, there are a few focus areas that are easily identiďŹ ed. Our military force will continue to be deployed throughout the globe. We always have hundreds of Soldiers and Airmen serving in various parts of the world--that will likely not change. So a priority remains to keep our forces ready to respond when the nation calls. Part of that focus for Langley in 2012 will be the re-emergence of Phase II exercises.
It has been many months since the base has fully participated in these force-employment exercises. Starting in February we begin the crawl, walk, run process to redeďŹ ne our ways, while also eventually incorporating the ‘get out of town’ aspect of deploying forces. Yes, the old Phase I and Phase II exercises are back. Another focus area for the 633rd ABW in 2012 is to continue to advance the joint base. Again, this newly formed organization is still in its infant stages. A lot of hard work went into the formation of JBLE, and the full maturation will take time. Supporting these two bases is ab-
solutely critical. As my earlier reection described, there is no shortage of diverse missions, and our joint-basing effort must always keep attention on allowing those missions to succeed — our nation depends on them. And ďŹ nally, it doesn’t take one long to understand 2012 will be a year of resource limitations. Every level of our nation, government, military and society understands the economic realities are a top concern. There will undoubtedly be tough decisions to be made in the coming months in terms of where our precious resources should be applied. These deliber-
ations are occurring at all levels, from the corporate enterprise solutions to the local impacts. At times like these, every dollar matters so we must be great stewards. Again, the primary focus will be on those military missions our nation needs and expects us to be able to perform. 2011 was a busy and successful year, and I can guarantee a future reection of 2012 will have the same sentiment. It is because of the great members of the 633rd ABW and all the units on JBLE that I can conďŹ dently say 2012 will also be a very successful year for mission accomplishment — that is our proud culture.

The Air Force completed its investigation into the April 27, 2011 shooting incident at the Afghanistan air force Headquarters located in Kabul, Afghanistan, in which eight U.S. Air Force Airmen and one civilian contractor were killed in the line of duty while serving in a combat zone. Among the personnel killed in the incident was Maj. Raymond G. Estelle II, 40, of New Haven, Conn. He was assigned to Headquarters Air Combat Command, JB Langley-Eustis, Va. Also, Maj. Charles A. Ransom, 31, of Midlothian, Va. He was assigned to the 83rd Network Operations Squadron. The incident occurred when an Afghanistan air force ofďŹ cer, Col. Ahmed Gul, entered the Afghan Command and Control Center in the Afghanistan air force headquarters, North Kabul International Airport, and shot and killed the eight Airmen and one civilian contractor. In addition to the U.S. personnel killed, two Afghans were shot and three other Afghans were injured in the attack. The attacker died of wounds received during the incident. The investigation report concludes Gul acted alone and discusses factors that may have played a role in the incident. While the investigation did not determine a conclusive motive for the killing, the attack appeared to be pre-meditated and there were multiple witness statements in the Air Force OfďŹ ce of Special Investigations report that indicated Gul may have had personal issues that were possibly compounded by alleged ďŹ nancial problems. The OSI ďŹ ndings do not support initial media coverage of the event that reported an argument may have occurred ear-
lier that day between the shooter and the American service members, nor reports that the gunman disarmed and methodically killed the Airmen. “These Airmen paid the ultimate sacriďŹ ce while serving our nation in a combat zone,â€? Air Force Chief of Staff Gen. Norton Schwartz said. “Each of these Airmen bravely and purposely performed their duties, and their seless sacriďŹ ces leave behind an honorable legacy that we continue to see in the commitment of Airmen who serve as air advisers today.â€? The Air Force, sister services and coalition partners continue training Afghan soldiers and airmen in an effort to build a stable Afghanistan government. “These Airmen were committed to noble service, helping the Afghanistan government in its quest to establish a stable environment,â€? said Maj. Gen. Charles Lyon, the commander of 9th Air and Space Expeditionary Task Force-Afghanistan at the time of the incident. “We keep their families in our thoughts and prayers as we remember their sacriďŹ ces and honor their courageous legacy. These Airmen and their families will always be part of the Air Force family.â€? Others killed in the April 27, 2011, incident were: I Maj. Philip D. Ambard, 44, of Edmonds, Wash. He was assigned to the 460th Space Communications Squadron, Buckley Air Force Base, Colo. I Maj. Jeffrey O. Ausborn, 41, of Gadsden, Ala. He was assigned to the 99th Flying Training Squadron, Randolph AFB, Texas. I Maj. David L. Brodeur, 34, of Auburn, Mass. Supervisor resource center moves to AF Portal By Debbie Gildea AIR FORCE PERSONNEL, SERVICES AND MANPOWER PUBLIC AFFAIRS
Information, education and training critical to civilian supervisors is available at such online resources as the Supervisory Resource Center, which has moved to the Air Force Portal, SRC developers announced today. Formerly located on the Air Force Knowledge Now platform as a community of practice page, Air Force Materiel Command has managed the SRC in some form since 2006. Effective Jan. 30, the AFKN site will be phased out and employees will be directed to the Portal site. “We are continually additing content to appeal to wider audiences, based on their role — whether they are pre-supervisory, a new supervisor or an experienced supervisor. Then we introduce features focused on those roles,” said Marti Paul, SRC program manager. The SRC is not just for supervisory de-
velopment, Paul said, explaining that it can also be used by supervisors to develop their employees. For example, she explained, there is now a pre-supervisory development process that helps people prepare for their role as a supervisor. In addition, “knowledge nuggets” were added starting in 2009. Knowledge nuggets are short snippets of video that feature senior leaders talking about leadership topics, said Paul. “We created learning programs based on Air Force institutional competencies and added those links to the SRC, and have continued to enhance its functionality based on Air Force topics of interest,” Paul said. The move to the Portal is beneficial for everyone, according to Paul. Now the SRC exists on a stable, well-known platform, and it will be easier for people to access areas that before required circuitous effort. To visit the SRC, go to the Portal, hover over the life and career tab, then force development, and select the SRC link on the top left side of the FD page.
In addition to the SRC, supervisors can quickly access valuable information on a wide variety of topics at the Air Force Personnel Services civilian supervisors resource page. “If you're new to civil service, or a new supervisor, you'll find a lot of information that you need all located on one page. It's faster and more efficient ot go to the supervisors' resource page than to try to look up information every time you need it,” said Jackie Holland, Air Force Personnel Center civilian future operations branch. The page includes knowledge articles on filling vacant positions, pay and compensation, veteran hiring, and more. There are also quick links to reference guides, the supervisor's handbook, overseas employment and reduction in force. “People might waste a lot of time looking for information that they could easily access on this page, so it's a definite benefit,” said Holland. “And, there's a link on the page to the SRC, as well, so it's easy to visit the center for related information.”
More formal education programs are also linked through the SRC, including Air University E-Learning programs, said Barry Waite, Ira C. Eaker Center for Professional Development. “Air Force online supervisory courses have proved invaluable in preparing Airmen for their responsibilities,” said Waite. “We must provide training to enable people to accomplish their mission and to achieve their goals, but the money required to send all supervisors to an inresidence program is unsustainable.” Prior to implementing the AU online learning environment, employing federal employees and contractor instructors to train new supervisors cost the Air Force more than $1.7 million annually. “Some bases had a contractor visit once or twice a year to conduct training, which was inflexible and required new supervisors wait until a trainer visited,” Waite said. “E-Learning brings the classroom to the student, and it's the same quality and technology major universities use for their online classes.”

A team of about 30 military personnel and approximately 20 civilians provide accounting, ďŹ nance, budget and cost analysis for the 633rd Air Base Wing and more than 30 associate units, including Headquarters Air Combat Command. Overcoming challenges The squadron faced challenges during the joint basing process between Langley Air Force Base and Fort Eustis. When Joint Base Langley-Eustis reached Full Operational Capability status in October 2010, the 633rd CPTS integrated ďŹ nancial experience from two different military cultures into the way the Air Force does business. During the integration, a new Automated, Time, Attendance and Production System was implemented at
Langley, thanks to the suggestion of Fort Eustis’ ďŹ nancial employees. The ATAAPS system improved the 46 minutes it took for one civilian time card to be processed. According to Kodama, The Air Staff Agency plans to implement this system Air Force wide for the 2013 ďŹ scal year. By looking at how the Army and Air Force conducted their business ďŹ nancially, the efďŹ ciency of the budget process was either conďŹ rmed, or looked at closely, to determine cost and time effectiveness. In the wake of recent announcements of Department of Defense spending cuts in the coming months, the squadron is working hard to stretch the taxpayer’s dollars further. Being able to “do more with lessâ€? makes their role more valuable than ever in accomplishing the mission. “At the end of the day we just have to work a little bit harder and spend the taxpayer’s dollars smartly,â€? said Kodama.

There’s a point at which select Army ofďŹ cers and senior civilians are in positions to make things happen and set the conditions for the Army’s future if they are prepared to do so. Twice a year, the Army’s weeklong Senior Leader Seminar triggers that preparation by exploring the information needed for decision-making in a changing environment. About 85 Army colonels and DA GS-15s are in seminar this week in Shepherdstown, W. Va., to explore the issues presented by Army leaders and the specialized knowledge with new meaning at the strategic level. This is the 2nd iteration of the Army Leader Development initiative, executed by the Army War College, to educate and broaden senior leaders selected by the Senior Leader Development ofďŹ ce. “This is exactly where we need to put our emphasis in leader development,â€? said TRADOC commander Gen. Robert Cone who spent several hours in SLS di-
alogue about Army Leader Development from TRADOC’s perspective and from his personal perspective. “This program stems from systematic analysis of how we develop leaders,â€? said Cone. “We identiďŹ ed this cohort of leaders and wanted to ensure that we provide the breadth and depth of understanding about the strategic environment that they’ll deal with. “It’s important that they understand the full context of the peacetime world — team play, sharing information and building coalitions,â€? said the TRADOC commander. “It’s about team play at this level,â€? said Cone. “For most of their career, they’ve focused on their own lane. Now the job is to understand external relationships.â€? Cone’s focus complemented that of Gen. Army & Air Force Exchange Service shoppers can show their appreciation to military servicemembers who came before them by sending free valentines through their local Exchange now through Feb. 6. Now in its second year, “Valentines for Veterans” is an annual Exchange campaign to send greetings to local Veterans Administration hospitals, Fisher House locations and military retirement facilities. “Our shoppers include many veterans and their families who know what it means to serve, and understand how nice it is to be remembered,” said Exchange Chief of Staff Col. Thomas Ockenfels. “‘Valentines for Veterans’ is an opportunity for our patrons to reach
out to those who’ve already served and send their greetings.” To send free Valentine’s Day cards, shoppers can simply stop by participating Exchange facilities through Feb. 6th and fill out cards provided, or bring their own cards to drop off. Leader guidance and exchanges were completed by experts’ guidance about the high-visibility, high-expectation world of the strategic leader. Dr. Don Snider identified the definitions of the Army Profession campaign as a precursor to future Army “build-down.” West Point instructor Col. Mike Meese shared the economic literacy needed for strategic decision-making. Professional Congressional Staff Member Bill Sutey joined with the Chief of Legislative Liaison Maj. Gen. “Ben” Hodges to clarify what Members of Congress need and expect, and why that understanding matters. The mysteries of interagency coordination were deconstructed by representatives of the departments of Homeland Security and State, DHS Deputy Assistant Secretary for Policy Alan Cohn and DoS Minister-Counselor Karen Aguilar.
Emerging themes included the value of relationships, skill in seeing the Army from outside perspectives, and the need to survey personal skills and knowledge so as to recognize and develop the blank spots in a leader’s skill set. “I value the simple fact of knowing what others are thinking,” said SLS participants Col. J.T. Thompson, commander of the 160th Special Operations Aviation Regiment. “Rarely do we get the opportunity to reflect on the issues facing the military in the next three to five years, and allow us to brainstorm.” “This is exploratory learning,” said Thompson. “You get an appreciation for the enormity and diversity of the situation ahead of us. There is no silver bullet. You appreciate what is ahead. To be a part of that among all these people? I’ll take that,” he said, about the cohort of SLS leaders who will set the conditions for the future. “This is important in that it guides my self-development,” said participant Col. Bruce Antonio, 4th Infantry Division Chief of Staff. “To hear what senior leaders are thinking about is valuable. As I hear the issues important to senior leaders, I know where I’ll want to put more attention in personal development.”

First Lady Michelle Obama announced a commitment from the nation’s medical colleges to better train civilian healthcare providers in caring for war veterans and their families and to push for more research in the wounds of war. Obama’s announcement at Virginia Commonwealth University in Richmond on Jan. 11 marked the latest endeavor of her “Joining Forcesâ€? campaign with Jill Biden, wife of Vice President Joe Biden, to rally nationwide support for military families. Today, the ďŹ rst lady announced that the Association of American Medical Colleges and the American Association of Colleges of Osteopathic Medicine, with 105 and 25 schools, respectively, have committed to leveraging their missions in education, research and clinical care “to meet the unique health-care needsâ€? of the military and veterans communities. “Today the nation’s medical colleges are committing to create a new generation of doctors, medical schools and research facilities to make sure our heroes receive the care worthy of their military service,â€? she said. In many ways, that’s when it begins.â€? The ďŹ rst lady said she became aware of this when she and President Barack Obama welcomed home the ďŹ nal troops from Iraq last month. “I couldn’t shake the feeling that even though we were marking the end of the war, this was not an ending for them. For our troops, the end of war marks the beginning of a very long period of transition,â€? she said. Sometimes the transitions from war to home “bring the hardest moments our troops and their families will ever face,â€? she added. Obama said she wanted to emphasize that most war veterans return home with no mental health issues at all. But for many, she added, “the emotional wounds
come ooding back,â€? leading to sleepless nights, rage, substance abuse and subsequent family problems. An estimated one in six Iraq and Afghanistan war veterans return home with post-traumatic stress or depression, and at least 4,000 have had at least a moderate-grade brain injury, the ďŹ rst lady said, noting that many don’t seek help because of a perceived stigma. “I want to be very clear today: these mental health challenges are not a sign of weakness,â€? she said. “They should never again be a source of shame. They are a natural reaction to the challenges of war, and it has been that way throughout the ages.â€? Obama also had a message for service members. “No matter where you are, no matter what you are going through, please know America will be there for you and your family,â€? she said. Asking for support is a sign of strength that will help not just those in the military, but for all Americans struggling with mental health problems, the ďŹ rst lady said. Jerome Strauss, dean of the VCU School of Medicine, recalled being in medical school during the Vietnam War 40 years ago and getting no formal training in how to treat returning veterans. “I remember the uncertainty and anxiety of caring for these patients whose lives were changed by their war experiences,â€? he said. “Now, we have a far better understanding of [traumatic brain injury],â€? he added, as well as a basis for curriculum and research in areas such as pain management and spinal cord injuries. John Prescott, director of academic affairs for the Association of American Medical Colleges, said medical schools are “uniquely positioned to have a tremendous impact on servicemembers and their families,â€? and contain the best in research, clinical practices and education. The association’s collaboration with Joining Forces, he said, shows “There is no time like the present to make sure those who have sacriďŹ ced so much get the care they need now and into the future.â€? Prescott, a former Army ofďŹ cer whose son is in the military, said he has high hopes for the effort. “We want to let all the troops and veterans here know that our nation’s medical schools are proud of your service and we only hope we can live up to the high standards you set,â€? he said.
