Community Aids Displaced Family

A Soldier affected by a fire here last week has received an outpouring of support from the community at large.

Pfc. Natasha Manning-Nelson, assigned to Headquarters and Headquarter Company, U.S. Army Garrison, has received numerous donations of food, clothing, toys and furniture since she was displaced due to a fire within the adjacent quarters of her Madison Park duplex Nov. 19. The fire caused extensive damage to her residence and resulted in the deaths of Sgt. Corey Flowers and his 2-year-old daughter Kourtney Flowers.

The fire started in the Flowers’ residence, said investigators.

Manning-Nelson, a chaplain’s assistant who works at Liberty Chapel, sustained extensive personal property losses as a result of the incident and has since been moved to another residence in the same neighborhood. The care and concern shown by others during an especially difficult time has been heartwarming, said the mother of three.

“Thankful, grateful, overwhelmed,” were the words she used to describe her feelings after a Nov. 21 toy donation at the U.S. Army Garrison headquarters building. “I am just amazed, especially since I’m always the giver; to receive is just a weird feeling.”

Brandon Silver and Bobbie Brown, helped to collect and organize roomfuls of clothes, food, furniture and toys donated by the community on and off post.

Manning-Nelson, who looked tired from her harrowing ordeal, received four bags of toys from the Colonial Heights Destination Church during the informal presentation attended by members of the Garrison leadership and the Installation Chaplain’s Office.

She also received a promise of new furniture from Colonial Heights’ retailer Ashley Furniture.

On the opposite side of post at the Jackson Circle Community Center, four Fort Lee volunteers took on the challenge

of organizing roomfuls of food, clothing and household goods that were donated by installation members and the business community. Army spouse Jennifer Russell spearheaded the effort and said she was motivated to do so by a prior experience.

“Our house burned down nine and a half years ago,” said the wife of Sgt. James Russell, “and we didn’t have anyone to help us…. Ever since then I’ve wanted to help.”

Mrs. Russell, who said she participated in a similar effort at Fort Bliss, Texas, was assisted by her “best friend forever” and fellow spouse, Bobbie Brown. Pfc. Brandon Silver and Pfc. Ramel Doyle – volunteers from the 108th Quartermaster Company, 530th Combat Sustainment Support Battalion, 82nd Sust. Brigade – also lent a hand. Russell said the fact that Manning-Nelson received such a generous level of support is an affirmation of the community’s willingness to help others.

“Civilians tend not to know how the military (is connected),” she said. “I never knew the Family that was displaced, but I know they are military so they are part of my military Family. To me that’s important because my Family is in Michigan and my husband’s Family is in Texas – everybody’s SEE FAMILY, PAGE 18

It’s Wise to be Wary of Winter Weather There’s a bit of a debate over projected weather conditions this winter.

Some forecasters anticipate the return of favorable El Nino and La Nina patterns that kept the mid-Atlantic region relatively snowand ice-free last year. Others are wary of the unprecedented weather conditions over the past several months – including “Frankenstorm” Sandy – and wonder if additional record-setting events are just around the corner.

It’s the latter possibility that has emergency planners up and down the East Coast on edge. “Just like the hurricane season, which ends tomorrow (Nov. 30), the winter months can and have produced significant storms in recent years,” noted Brendan Bowman, one of the Fort Lee Installation Operations Center staff members with the Directorate of Plans, Training , Mobilization and Security. “Being prepared can help reduce the fear, anxiety and losses that accompany severe weather events.”

To encourage proactive planning, Gov. Bob McDonnell has proclaimed Dec. 2-8 as Winter Preparedness Week in Virginia. It’s an opportunity for all state residents to focus on those things that would help them survive a severe winter storm event.

“All members of Team Lee are encouraged to take action,” Bowman said. “Winter Preparedness week serves as a reminder for everyone to apply the three tenets of the Ready Army program – Build a Kit, Make

a Plan, Be Informed. Start preparing now – don’t wait until an emergency weather situation is upon us.”

Some of the ways you and your family can prepare for winter storms include the following: Prepare your home. Replenish supplies in your emergency kit – water (1 gallon per day, per person), non-perishable food, batteries, flashlights, blankets, etc. Also add the following items to your winter storm response kit – rock salt to melt ice on walkways, sand to improve traction, snow shovels and cold

Learning weather terminology is smart because some winter conditions are more dangerous than others, Bowman noted. “Reports of ‘black ice,’ for instance, mean there are slippery road conditions that motorists may not see until it’s too late. A snow squall is more intense than a snow shower, meaning less visibility when driving or walking.”

It’s also important to listen to local forecasts and respond accordingly to reports of winter storm watches, warnings and advisories. The best way to avoid accidents is to get where you need to go before the weather gets bad, and it’s always best to stay off roads during winter storms. Keep in mind that most traffic accidents happen within the first two hours of a heavy storm. If the trip can’t be postponed, it’s a good idea to check road conditions first by calling 511 or visiting www.511Virginia.org.

Prepare your vehicle. Maintain an emergency kit in your car that includes a windshield scraper, a small broom, a flashlight, extra clothes (coats, hats, gloves, etc.), blankets, snacks, water, jumper cables, a first aid kit and a distress flag/sign.

Make a Plan. Make sure your child’s school has the correct contact information so you can be notified if there is an early release due to bad weather. Work out the details of where your child would go if he or she is sent home early on the bus and you’re not home.

Public Health Command Ensures Food Safety

One of the duties of the U.S. Army Public Health Command is to ensure that preparing and handling food safely becomes engrained in the Department of Defense culture and becomes common practice at home as well as the workplace.

“Great food safety habits can start simply and lead to a healthier lifestyle,” explained Chief Warrant Officer 5 Ronald Biddle, USAPHC senior food safety officer.

“Food safety begins and ends with proper hand washing.”

But that’s just one piece in the total food safety picture, he noted.

USAPHC’s Veterinary Services Portfolio provides food quality, safety and defense guidelines, policies and procedures for Army veterinary service personnel worldwide. These guidelines enable the Army veterinary food inspectors to provide their customers with a high-quality and wholesome food supply.

Army veterinary service personnel provide public health services in many locations around the world.

“They perform sanitation inspections of facilities, to include inspection of products received, stored and sold,” said Biddle. “They provide these services to the Army and Air Forces Exchange Service establishments; Defense Commissary Agency establishments; Morale, Welfare, and Recreation facilities;, and troop feeding activities.

These inspections are performed on Navy and Marine installations throughout the nation and abroad.”

Ken Salazar, secretary of the U.S. Department of the Interior and a farmer/rancher, notes the importance of food safety and defense.

“I think it is paramount that we take proper steps to ensure the safety of our food supply and domestic livestock herd,” he said.

Col. Paul Whippo, Food Protection Program manager, said Salazar’s comment not only reminds individuals of how important the safety and security of the food supply

is, but how it is integrated from farm to fork.

“As members of Public Health Command, we develop and implement food safety policies for the Army. We also work in support of our sister services to ensure that the DoD food supply is safe for service members, retirees and their family members,” explained Whippo.

“We work with other federal and foreign regulatory agencies to make sure that we cover as much of the total picture possible. Low Back Pain a Common Ailment

According to the National Institute of Neurological Disorders and Stroke, Americans spend roughly $50 billion each year on low back pain. It is the most common cause of job-related disability and a leading contributor to missed work. It is the second most common neurological ailment in the U.S. – only headache is more common.

Nearly everyone is affected by low back pain at some point in their lives. Men and women are equally affected by back pain and it occurs most often between the ages of 30 and 50. Sedentary lifestyles contribute to the risk of experiencing back pain as does disease and spinal degeneration which increases as the body ages.

Tobacco users are at a higher risk for degenerative disc disease and acceleration of osteoarthritis, said Patrick Parks, Orthopedic Clinic, physician’s assistant.

“Smokers develop DDD at a rate 10 times higher than the non-smoking population,” he said.

Acute low back pain lasting from a few days to a few weeks is usually mechanical in nature – the result of trauma such as a sports injury, yard work, house work, sudden

jolts sustained in vehicle accidents or other stress on spinal bones and tissues.

Symptoms range from aches to shooting or stabbing pain, decreased or limited flexibility or the inability to stand straight. Chronic back pain is often progressive and the more difficult to determine.

Although low back pain unrelated to injury or other known causes is unusual in pre-teen children, overloaded book bags can quickly strain the back and cause muscle fatigue. To avoid back strain, children should bend both knees when lifting heavy packs.

Most back pain can be treated with analgesics, followed by inflammation reduction, restoration of function and strength, and preventative therapy to reduce a recurrence of the injury. Many patients with back pain recover without residual function loss. Conditions that require treatment by a health professional include bulging or herniated discs, sciatica, spinal degeneration, spinal stenosis, osteoporosis, skeletal irregularities, fibromyalgia and spondylitis.

Exercise may be the most effective way to recover from low back pain. It also helps to strengthen the back and abdominal muscles. A patient’s primary care manager can provide a list of gentle exercises that keep muscles moving

and help the recovery process. A regimen of back-healthy activities includes stretching exercises, swimming, walking and therapy to improve coordination and develop proper posture and muscle balance.

However, if symptoms persist and there is not a noticeable reduction in the pain or inflammation after 72 hours of self-care, patients should contact a doctor.

Core strengthening, proper body and lifting mechanics, and weight loss are hallmarks in the management of back pain, Parks said. Recurring back pain resulting from improper body mechanics or non-traumatic causes is often preventable. Using a combination of exercises that don’t jolt or strain the back, maintaining correct posture and lifting objects properly can help prevent injuries.

Applying ergonomic principles at home and in the workplace can reduce the risk of back injury and help maintain a healthy back.

Some tips to promote back health following any prolonged inactivity include regular low-impact exercises such as speed walking, running or riding a stationary bike for 30 minutes each day. These exercises can increase muscle strength and flexibility. Yoga helps stretch and strengthen muscles and improves posture.

Skills Credentialing Pilot Under way

WASHINGTON – After completing an analysis of industry and employment trends, the Defense Department has embarked on a pilot program to help service members obtain civilian professional credentials, the department’s director of training readiness and strategy told reporters last week.

Frank C. DiGiovanni said five occupational areas were selected for the pilot program – aircraft mechanic, automotive mechanic, health care, supply and logistics, and truck driver. A total of 17 military specialties are covered under these five areas that align with Department of Labor’s standard occupational classifications, he noted.

To select the occupations, he said, the department looked at the private sector for areas where there would be average or better growth coinciding with high numbers of projected job openings.

“What we’ve asked the services to do … is to look at those five areas, look at their specific military occupational codes, marry them up and get some people into the pilot program,” DiGiovanni said.

The program began in October, he said, and as it progresses, officials will examine whether existing military training is sufficient to qualify service members for civilian credentials. Where the current training is found to be insufficient, DiGiovanni added, the department will de-

termine if the program can be adjusted or if training from external sources is necessary.

Training is just part of career development, however.

“Some of these licenses and credentials require a certain level of experience to qualify,” he said. So, the program will eventually assess service members at various stages in their military careers, he said.

Military officials will also assess the program’s success from the perspective of the three key participant groups.

“The first is the individual,” DiGiovanni said. “Did they feel they got what they needed to go out and compete?”

The second group, technical schools and supervisors, will be surveyed to determine whether meeting the requirements of a civilian certification program helped them or if it created additional challenges, DiGiovanni said.

As the service members involved in the pilot program transition from military service, a third group, employers, will be surveyed.

“We’d have to go to some of the industry folks and say, ‘The fact that (service members) were able to get some of these licenses or credentials while on military service, did that help in your decision to hire an individual? What kind of employees are they?’” he said.

“For us, the objective really is honoring the sacrifice of our service members and helping them … while they’re in the service to professionalize and expand their knowledge in these occupational areas,” DiGiovanni said.

The program’s second aim is to determine whether conducting this type of training through the services is cost-effective, he said. Other options could include vocational training through the Department of Labor or Veterans Affairs, he added.

The pilot is one of several DoD Credentialing and Licensing Task Force initiatives, said Eileen Lainez, a spokesperson for the Defense Department.

“We’re looking at how we can better document and translate military training and experience so that civilian credentialing agencies and states can better understand the nature of military training and award appropriate credit,” she said.

“Industry has told us … that military members bring several advantages to the table,” DiGiovanni said.

Employers consider service members and veterans to be diligent, efficient and reliable.

Service members and veterans report that their military experience provided them with leadership and problem-solving skills, adaptability and the ability to work in teams, he added. “In many industries … the training and experience they have in the military gives them a jump start,” he said.

“However, civilian employers also report that translating military skills to civilian job experience is one of the biggest challenges of hiring employees with military experience,” Lainez said. “Civilian credentials provide a means of doing this translation.”

Dryer Lint Poses Major Fire Hazard According to a recent report from the National Fire Protection Association, clothes dryers are responsible for more than 15,546 fires annually that resulted in 51 civilian deaths, 380 civilian injuries and $236 million in direct property damage.

The leading cause of these fires is not mechanical failure, but a failure by the user to properly clean lint from the dryer, the lint filter and vent hoses. Many people underestimate the dangers associated with combining lint and heat.

Hereâ&#x20AC;&#x2122;s how a clothes dryer works according to the U.S. Fire Administration: A clothes dryer works by forcing hot air through a turning drum. Wet clothes placed in the drum are then dried by the moving hot air. It is possible for a full load of wet clothes to contain one and a half gallons of water.

Lint is created from the clothes as the water is removed and the clothes dry. While much of the lint is trapped by the dryerâ&#x20AC;&#x2122;s filter, lint also is carried through the venting system together with moist air. The accumulation of lint, both in the dryer and in the dryer vent, reduces the airflow and creates a highly flammable fuel source.

Both Army and Navy personnel conducted the drive. More than 900 initial entry and permanent party Soldiers were present to support the event to include Battalion Commander Lt. Col. Ronald Childress and many company commanders, executive officers, first sergeants and cadre. The results of the blood drive were 188 units collected to produce 376 products with total savings to the government of $94,000. The collected blood can save as many as 564 lives.

Soldiers Still Helping With Mess Left by Sandy

WASHINGTON – Thousands of Soldiers from across the country have been involved in rescue and then recovery efforts since Hurricane Sandy pummeled the East Coast late last month. Many are still helping with the cleanup.

The U.S. Army Corps of Engineers’ focus has been on providing emergency temporary power, providing temporary housing and removing water and debris in New York and New Jersey, areas which have seen the most damage.

Water removal efforts included flooded New York City subways.

So far, the Corps of Engineers has removed 275 million gallons of water – the equivalent of 864 Olympic-sized swimming pools.

Additionally, the Corps of Engineers has provided about 200 generators and 512 truckloads of drinking water to residents of New York, New Jersey, Pennsylvania and West Virginia. While generators are now being deinstalled, at its peak capacity, the Corps of Engineers generated 55MW of power, enough to light the homes of 50,000 families.

The Corps of Engineers has converted a building on Fort Monmouth, N.J., to shelter those without homes. It has assisted with residential building inspections, site layouts for placement of new structures and damage assessments of public buildings such as schools, fire and police stations, hospitals, local government buildings and public works facilities.

“Being a United States Army Soldier, it’s a privilege to help the citizens of New Jersey in this time of need, and I look forward to continuing to serve,” said Sgt. 1st Class Barry “Lee” Newman II. He and other Soldiers from the

Sgts. William Davenport and Wayne Myers of Delta Company, 249th Engineer Battalion, Fort Belvoir troubleshoot a generator at Lakehurst, N.J. Corps’ 249th Engineer Battalion, based at Fort Bragg, N.C., helped restore power to hospitals and other vital structures.

In addition to the Corps, other active and reserve-component Soldiers from across the country have been providing a variety of assistance as well.

The 10th Mountain Division (Light Infantry) deployed Soldiers to New York City and New Jersey, where they have been working around the clock to support refueling operations for emergency equipment throughout the impacted area.

The 710th Brigade Support Battalion out of Fort Drum, N.Y., drove 59 Heavy Expanded Mobility Tactical Truck fuelers to those areas – each of truck can hold 2,500 gallons of fuel.

They are being used to provide regular and unleaded gasoline and diesel fuel to military and emergency vehicles, according to Lt. Col. Michael Lalor, the battalion commander.

Hundreds of Soldiers from the New York National Guard delivered more than 2.5 million emergency meals and 150,000 blankets to storm victims and fueled more than 13,000 city vehicles. They also visited more than 12,000 homes and apartments to check on residents.

Pennsylvania National Guard Soldiers helped citizens of their own state by providing security, emergency generators, portable antennas for Internet service and transportation of food and water.

“We just got home in August,” said Lt. Col. Larry Dugan, commander of the 728th Combat Support Sustainment Battalion, 213th Regional Support Group, referencing his unit’s reurn from from a recent deployment. “We’re happy to be back in support of this operation for the citizens of the commonwealth, wherever our assistance is needed.”

Soldiers from one of the units, the 1067th Transportation Company, offloaded 125,000 meals, 258,000 bottles of water and special kits containing items like formula and diapers for infants. Other Soldiers from the 3622nd Transportation Co. used 80 chainsaws to remove fallen trees.

West Virginia Guard members helped their own communities with food and water distribution and power generation and route clearance even as they also sent generator assessment teams in mutual aid to New Jersey and New York. West Virginia and other states along the Appalachian Mountain chain were impacted by blizzards caused by the hurricane.

Those are just a few examples of how Soldiers from across the country have come to the aid of their fellow Americans.

New Jersey Gov. Chris Christie repeatedly singled out the National Guard’s role in the response, noting how the mayor of one town told him, “The whole tenor and tone of the town changed when the National Guard showed up.

A variety of weekly fitness classes are available through the Family and MWR Sports Office. The cost is usually $4 per class, and a fitness card may be used for most. The 10-class punch card costs $20.
