Lee Soldiers Join Hurricane Sandy Relief Effort

First Lt. Melanie Wells knows what it’s like to be in the midst of a storm like the one that raked the New York-New Jersey coastal areas last week.

“We lost power and water for three weeks,” said the Vicksburg, Miss. native, referring to Hurricane Katrina, a 2005 storm that caused more than 1,800 deaths and billions of dollars in damage. “We didn’t have food. It was bad.”

She’s also familiar with the relief side of the disaster equation.

“I had to report to my National Guard unit 48 hours after the storm hit,” recalled the former sergeant.

Wells is now assigned to Fort Lee’s 108th Quartermaster Company, 530th Combat Sustainment Support Battalion, 82nd Sustainment Brigade. The 24-year-old led a group of 28 Soldiers who travelled to Joint Base McGuire-Dix-Lakehurst Saturday to support relief efforts in areas hit by Hurricane Sandy. She said her Hurricane Katrina experiences have helped her to deal with the current situation.

The mobilized 108th Soldiers are tentatively scheduled to return to Fort Lee in two weeks, said Wells, but are prepared to stay two months.

Kenner Wins Second Place in Best MTF Competition Kenner Army Health Clinic recently clinched the runner-up title for the U.S. Army Medical Command’s Business Excellence Competition or Biz Bowl and earned an additional $500,000 for the fiscal year 2013 operating budget.

While the Fort Lee community braced itself for Hurricane Sandy, Col. Joseph S. Pina, KAHC commander; Lt. Col. Eric Poulsen, deputy commander for administration; Master Sgt. Douglas Schwab, sergeant major; and Jeff Kavanaugh, a health systems analysis and evaluation specialist, traveled to San Antonio, Texas, Oct. 29 to battle seven other military treatment facilities for the coveted 2012 title.

For more than five years, MEDCOM has continued to advance a “performance-based adjustment model” of MTF funding that rewards and motivates facilities to improve in measures of importance

to the Army including medical readiness, access, quality and cost effectiveness, said Poulsen.

Last year, MEDCOM launched its Best MTF Competition which begins with selecting the 16 top performing facilities across the command. KAHC became eligible to compete this year after improvements across the “noble nine” metrics of military treatment facility performance, including patient satisfaction, productivity gains, quality and preventive measures, improvements in care continuity, reductions in emergency room usage and maintaining or exceeding enrollment and workload targets.

The team from Kenner ended FY12 ranked as No. 3 out of 34 facilities across MEDCOM in these nine metrics.

The competition began in early October when each of the 16 teams was given an exam and 60 minutes to answer 193 questions on a wide

range of topics in the fields of health care administration, operations, readiness, quality and resource management, Pina said.

“We scored 152 on the exam – the highest score of all 16 teams,” he said. “The test results were used to narrow the field to an ‘Elite 8’ teams that advanced to the final rounds of competition at Army MEDCOM.” The team, working together against the clock, set out to divide and conquer the categories, said Kavanaugh.

“We each answered specific questions relative to our strengths and expertise,” he said.

Each question was answered because there were no penalties for wrong answers, said Schwab.

Transporters Implement One Army School System

The U.S. Army Transportation School recently began efforts to consolidate training among active duty and Reserve Component Soldiers.

Dubbed the One Army School System, the initiative aims to increase standardization while efficiently allocating resources to train non-initial entry Soldiers. “The One Army School System is set up so that we can get the Reserve Component and active duty Soldiers playing (in harmony),� said Capt. Corey Howard, a training administrator, 94th Training Division, U.S. Army Reserve. “The standards are the same; the programs of instruction are the same. OASS is a vehicle by which the active duty (Soldiers) and Reserve Component can train together so they can perform at the same levels in theater.�

The program targets Soldiers who are in military occupational-specialty transfer status or those who have opted for training in a different MOS, said Kenneth Miles, division course manager, Deployment and Deployment Systems, Trans. School. Previously, the Reserve Components were primarily responsible for training MOS-T Soldiers. “We trained some of them, but they trained the majority,� said Miles. “Our goal is to fill every allocation and train to the needs of the Army, and it’s easier if you’re

working within the same confines.�

Recently, the Trans. School course graduated its first students under the OASS banner. Although the three-week MOS-T transportation management coordinator course didn’t include any active duty Soldiers, it was a symbolic beginning to an initiative that shows much promise, said Howard. “Initially, we have Reserve instructors teaching Reserve and National Guard Soldiers,� he said. “Moving forward, we’ll have active duty instructors teaching Reserve Component Soldiers and Reserve Component instructors teaching active

duty and Reserve Component Soldiers.�

Sgt. 1st Class Andrew Smith, a U.S. Army Reserve instructor on active duty, said the first class went smoothly. “It’s been great so far,� said the course’s senior instructor. “I’ve had great support from Mr. Miles and the T-School.

Anything we’ve needed to get this course up and running, they’ve been right there for us. It’s made this process so much easier.�

More than 600 students are expected to graduate under the program within the current fiscal year, said Smith.

First Master Driver Trainer Course Students Graduate

The Transportation School graduated its first class of expert driver trainers Friday. The Soldiers, who underwent an 80-hour program of instruction, are the first to complete the Transportation School’s Master Driver Trainer Course. The program is still in the trial phase and is limited to staff sergeants and sergeants first class who hold the motor transport operator military occupational specialty.

The MDTC was designed to standardize training that previously varied from unit to unit, said Jeffrey E. Skinner, chief, Army Driver Standardization Office, Trans. School.

The fix was a two-fold initiative, said Skinner. First is a course that awards an additional skill identifier for the Soldier, qualifying them to train Soldiers and advise commanders, and second, positions created for the qualified Soldiers.

Sgt. 1st Class Benjamin Hickman, noncommissioned officer in charge, ADSO, and a course developer, said the pilot course went as expected. There are, however, “some things that we will go back to reassess, add and take out.�

Another pilot is scheduled early next year that will be revised prior to approval, said Hickman. It is expected to be officially implemented in fiscal 2014 and is projected to graduate roughly 72 students per year.

Fight Hunger With Your Feet The Fort Lee community has the opportunity to make a difference to those less fortunate – specifically the individuals who often find themselves going to bed at night without dinner or wondering when they will have their next meal.

On Nov. 17, military and civilian personnel are invited to participate in the Walk Against Hunger in downtown Petersburg to raise funds to help stamp out hunger in the Central Virginia region. This event, which is being sponsored by the Downtown Churches United Inc., will begin at the parking lot on the corner of N. Sycamore and Old streets (across from the Old Farmers Market). The walk will begin at exactly 10 a.m.

With so many struggling due to the economy or loss of a job, the need is now greater than ever, according to event organizers. Put on your walking shoes and help raise money for charitable organizations that serve the needy.

Walkers raise funds by asking sponsors for a promised donation per mile. The entire route is about six miles, but participants can elect to walk any distance. Participants may register as individuals or as a group at 9 a.m. the morning of the walk.

Downtown Churches United is hoping to raise $30,000 this year. The funds generated by the walk are distributed to needy and unfortunate citizens and families in Petersburg and the surrounding areas through daily feeding programs, emergency shelters, and other outreach and assistance charities.

Lee Instructor Gets Rare CG Promotion

Women have come a long way in the U.S. Coast Guard since they were first officially assigned as keepers in the Lighthouse Service beginning in the 1830s.

Katrina R. Goguen is good example of that change.

Hailing from Winchendon, Mass., population 8,000, she enlisted straight out of high school 20 years ago. Today, she is the is noncommissioned officer in charge and senior instructor of the Advanced Food Service Training Division at the Joint Culinary Center of Excellence at Fort Lee. Goguen was promoted Friday to food service master chief, becoming the fourth woman in the history of the Coast Guard to hold that rank since the Women’s Reserve, or SPARs, was eliminated in 1973.

Goguen is one of two women currently serving as a food service master chief in the Coast Guard and the only person in her branch to be promoted to that rank this year. Rear Adm. Maura Dollymore, the Coast Guard surgeon general and chief of the Health, Safety and WorkLife Branch, which includes food service, conducted Goguen’s promotion ceremony in Washington, D.C. Post DFACs Plan Thanksgiving Meals All Fort Lee service members, Department of Army Civilians, military retirees, and their Families and guests are invited to the special Thanksgiving meal that will be offered by each of the four primary dining facilities on post.

In addition to turkey and all the traditional sides, as well as an impressive assortment of desserts, the food service facilities will feature decorative displays and command-group guests from each of the major military organizations on post – some of whom will actually be serving part of the meal.

Meal service times for military units and guests have been arranged in half-hour increments to promote a more casual dining atmosphere for all participants. Those paying for meals can also decrease waiting times by bringing exact change.

The competition in round two kicked off in a “bowl” format with the top-seeded team from Fort Lee facing off against the eighthseed from Camp Zama, Japan, led by Col. Vivian Hutson, prior commander of KAHC. After five sets of toss-up and bonus questions, the Fort Lee team advanced to the semifinals, defeating the Camp Zama team by a score of 125-40.

Other teams faced off head-to-head: Evans

Army Community Hospital, Fort Carson, Colo., defeating Bavaria Medical Department Activity, Germany; Blanchfield Army Community Hospital, Fort Campbell, Ky., defeating Eisenhower Army Medical Center, Fort Gordon, Ga., and William Beaumont Army Medical Center, Fort Bliss, Texas; and Fort Huachuca, Az., defeating Tripler Army Medical Center, Hawaii.

Kenner and the other clinic teams readied their case study presentations while Horoho introduced the panel of judges, including a former surgeon general and secretary of Veteran Affairs, the current deputy surgeon general, a former MEDCOM chief of staff and the current director, TRICARE Regional Office-South.

Each team presented its case study briefings and presentations and in a unanimous

vote, the panel selected Fort Lee’s team to advance to the final round. In a close and split decision, the other finalist was announced as Fort Campbell and the stage was set.

Fort Campbell’s team was led by Col. Paul Cordts, Blanchfield Army Community Hospital commander, who last year led the Fort Stewart team to the final round only to lose to Bavaria.

The final match played out in a Jeopardylike head-to-head competition.

“We held the lead early,” Pina said. “The rest of the match-up went to Fort Campbell who won the final in convincing fashion.”

Schwab, whose career has mostly been field-based medicine, said he appreciated the opportunity to participate in the competition.

“It was an eye-opening experience,” he said. “During preparation for the competition,

Not all was lost, though, as performance incentive checks ranging from $75,000 to $750,000 were distributed by the surgeon general to all eight MTF finalists. Both the winning team and runners-up received engraved trophies, too, Pina said.

“As runner-up this year, Kenner brings home a check for $500,000 that can be reinvested into programs, services, facilities or staff to enhance our support of the Fort Lee community,” Pina said. What’s most important is that we thank our staff across Kenner and make sure they know that we wouldn’t have even been a competitor without all of their combined efforts.”

Employees at the Defense Contract Management Agency Headquarters here witnessed a live drug recovery demonstration in the courtyard near their work site on Oct. 30. The event kicked off the second day of Red Ribbon Week, a nationwide annual campaign promoting drug abuse prevention and education.

Prior to the demonstration, specialized search dog handler Staff Sgt. Rashad Harris planted a bag of marijuana deep in the rock garden near the back of the courtyard.

Mark, a 4-year-old German shepherd military working dog, and his narcotics dog handler, Sgt. Doug Smart, covered nearly every inch of the courtyard in search of illegal drugs.

They worked the courtyard in sections, with Mark sniffing out the ground and remote areas, such as door jambs and tree limbs. As Mark approached the area where Harris had planted the drugs, Mark started getting very excited.

Quartermaster Company Gets Back to Basics Beginning at the crack of dawn, food service specialist Soldiers of the 108th Quartermaster Company began to turn on the burner oven in the Mobile Kitchen Trailer and prepare the morning meal before the rest of the company moves out to Fort Pickett to conduct training.

“Soldiers are used to preparing food at the Dining Facility, but for many of them, it’s the first time cooking out of a MKT,” said Staff Sgt. Sean Prater, the senior food management operations NCO at the 108th. “It’s a dying skill to be able to prepare a good meal out of the MKT, but our cooks operated the equipment as if they’ve been doing it for years”.

A short while later, the food service specialists begin the task of cleaning up after the breakfast meal, the rest of the company is ready to move. In the darkness, headlights and taillights are seen in a row of perfectly lined vehicles while the NCOs walked up and down the convoy line checking on the Soldiers as they settle into their seats.

“Thirty-three pax, four vics, four radios, zero weapons.

“The training we’re doing focuses on the fundamental Soldier skills,” said 1st Sgt. Jason Johnson, the company’s first sergeant. “As we inactivate, it is our responsibility as

leaders to ensure Soldiers know their MOS as well as the warrior tasks and battle drills.”

The training did not stop at Fort Lee; it exploded into action at Fort Pickett. Goguen was course chief for the entry level food service instruction at Coast Guard Training Center Petaluma, Calif., for several years before being assigned to Fort Lee. While at Petaluma, Goguen was designated a master training specialist, an important step in preparing for the JCCoE position.

Her career has taken her from a cutter based in Key West, Fla., to the icebreaker Polar Star that transported her from Seattle to the North Pole, South Pole, Australia, Japan, Singapore, Indonesia and Russia. She served as a food logistician in Honolulu and was stationed at Coast Guard Station Jones Beach, Long Island, N.Y. She was head cook aboard the buoy tender USCGC Juniper, in Newport, R.I., on Sept. 11, 2001. The ship was ordered to New York harbor immediately for a 30day stint of law enforcement work. The Juniper was the first large Coast Guard cutter to arrive after the terrorist attacks.

When the ship returned to New York City for the one-year anniversary, Goguen served lunch to Secretary of Transportation Norman Mineta.

After the Coast Guard was transferred to the Department of Homeland Security in 2003, Goguen was assigned to be a recruiter in the Boston office.

Goguen is working on an associate’s degree and raising her 2-year-old daughter, Elly, when she’s not teaching military aides how to impress generals, admirals and their guests. When Goguen joined the Coast Guard, she did not expect to make it her career. “I have no regrets for staying in as long as I have,” she noted, adding that she has not decided when to retire.

As for her post-Fort Lee time in the Coast Guard, she’s waiting to see what doors open. When it does come time to retire – and she said it won’t be soon – Goguen plans to move back to Massachusetts where she may try working as a caterer.

7 Tips for Managing Pre-Diabetes Many news anchors and television health professionals routinely discuss America’s weight problem and diabetes as a consequence. Pre-diabetes or above average blood glucose levels are common in people who are later diagnosed with type-2 diabetes. But chances of developing this life altering disease can be decreased or prevented by eating healthy, becoming physically active and managing one’s weight.

Symptoms of pre-diabetes include some of the same symptoms of diabetes like extreme thirst, frequent urination, fatigue and blurred vision. Often there are no symptoms at all and must be diagnosed by a health care professional.

November is National Diabetes Month and health care professionals and educators are encouraging learning

about this disease as the first step to combating its damaging effects.

The American Diabetes Association offers some advice about starting an exercise regimen like the “Red Striders� program that tracks progress and offers support. The association offers newsletters providing recipes and other tips for diabetic diners.

‘Lincoln’ Program

“Lincoln: Behind the Scenes” is the topic for a Richmond Times-Dispatch Public Square program on Nov. 13, 7-8:30 p.m., at 300 E. Franklin St., Richmond. Much of the movie was filmed in Petersburg and Richmond.

The free program will look at the making of Steven Spielberg’s “Lincoln,” due to be released in theaters nationwide Nov. 9. Reporter Katherine Calos and two extras who spent weeks playing a variety of roles in the movie will share their experiences. A special extended movie trailer will be shown.
