SHARP summit attendees explore harsh realities of sexual misconduct Patrick Buffett Managing Editor

From start to finish, the inaugural CASCOM-Fort Lee SHARP (Sexual Harassment/Assault Awareness and Reporting Program) Summit at the Army Logistics University here Friday was an unfiltered and frequently harsh look at sexual misconduct in the military.

Its presenters included a criminal investigator, a forensic examiner, the lead staff judge advocate for CASCOM, a behavioral science professor and a three-member panel of sexual assault survivors who shared details of their attacks and how they have rebuilt their lives in the wake of the ordeal.

The summit opened with remarks by Maj. Gen. Darrell K. Williams, CASCOM and Fort Lee commanding general. “I take the issue of sexual misconduct very personally,” he told the audience of senior leaders and special guests. They included Air Force Lt. Gen. Wendy Masiello, director of the Defense Contract Management Agency headquartered here; Maj. Gen. Anthony Funkhouser, commanding general, Center for Initial Military Training, TRADOC-Fort Eustis; and various school commandants and regimental command sergeants major from each of the organizations under the Sustainment Center of Excellence, among others.

“It is very difficult for me to imagine an organization like ours, where we have that upper level of engaged leadership, allowing any sort of SHARP incident to happen,” Williams also noted during his talk.

“My staff – those people who work most closely around me – will understand how I feel about this issue. It is unconceivable … that someone in my immediate environment, particularly those I have supervision over, would make the mistake of being involved in any incident of sexual harassment or assault. In my mind, if leaders are engaged at every level, they would feel the same way about it and be just as vocal as I am. We are not going to ignore this or allow it to happen in our formations. It has no place in our ranks.”

The first featured speaker at the summit was Monique Ferrell, director, Headquarters Department of the Army SHARP Program Office at the Pentagon.

She too emphasized the need for “total leader involvement” to eradicate sex crimes among the military workforce.

“How can we consider ourselves the greatest fighting force on earth when there are incidents of sexual offenses going on in our ranks?” she posed early on in her briefing. “We must view sexual predators and perpetrators as insider threats that bring great damage to the Army team.

They destroy our professional image and take away the trust of America’s families who send us their sons, daughters and loved ones.”

Cultural change is the greatest battle of the SHARP program, Ferrell also noted.

New Soldiers come into the Army with varied sets of values, including a skewed view of acceptable social behavior. Longtime troops have prolonged past practices of “hazing, horseplay and locker room antics” that disregard human dignity and proper conduct. In both of these situations, leader intervention and sustained emphasis

of what’s right among Army professionals is paramount.

Recalling a chief of staff of the Armysponsored SHARP summit several months ago, and the admission of “professional embarrassment” by soon-to-be Sgt. Maj. of the Army Daniel Dailey after he heard the testimony of a survivor’s panel, Ferrell said, “That’s when the weight of this program really hit me because we have such an important job of removing this source of humiliation, pain and unprofessionalism from our force. It’s not something we should only strive to do; it is something we must do because of the damage it continues to have on all of us in this profession.”

Ferrell also spoke briefly about the “Not in My Squad” initiative Dailey is now promoting as the SMA. It’s all about taking responsibility in one’s “realm of authority,” she explained. It pushes the prevention of sexual harassment and assault down to the junior levels where even lower-enlisted personnel can feel empowered to correct

the behavior of those around them.

“Some are calling it just another slogan, and that’s a perception we’re working to change,” Ferrell said. “It’s really a call to action, and it’s working. The tide of awareness and intervention is spreading, and we hope it will even transition to the civilian ranks who will say ‘not on my team’ and ‘not in my office.’ It all goes back to the total cultural change needed to fix this problem.”

The intense emotional impact of sexual assault was revealed in the next presentation of the day. The survivor’s panel consisted of three Soldiers – Col. Jack Usrey, commandant of the Adjutant General School at Fort Jackson, S.C., who was molested by a babysitter and family members when he was a child; Command Sgt. Maj. Julie Guerra, I Corps G2 SGM at Joint Base Lewis-McChord, Wash., who was sexually assaulted during her first duty assignment 20 years ago; and Staff Sgt. Mary Valdez, who lost faith in the military when her rapist was acquitted but has since regained a sense of belonging and purpose as a victim advocate. She now serves as a Noncommissioned Officer Academy small group leader at Fort Drum, N.Y. “In hindsight, I really wasn’t aware of what was going on during my childhood,” said Usrey, who was the first to talk about his ordeal. “Perhaps my mind was protecting me from things I wasn’t ready to handle.”

As is usually the case with trauma survivors, however, the memories slowly returned.

“I turned 50 this week, and right now I can clearly see the front door of the house,” he said. “I’m walking into the living room and through the kitchen. I turn right into a little room that had a gun rack hanging on the wall, then left into the back bedroom where I see the corner of the bed where it happened. I can see it. It never goes away.”

The “it” took place when he was 5 years old. A babysitter and her three adolescent children – one of them not much older that Usrey was at the time – sexually assaulted him. At least two other similar incidents involving family members occurred by the time he had reached age 12. He said his parents are not aware of what happened.

“I bottled it up until just a few years ago when I finally talked to my wife and son about it,” Usrey said. “It was the turning point I needed. I was no longer going it alone.”

Military retirees and veterans can expect a wealth of information, resources, services and special recognitions at the annual Fort Lee Retiree Appreciation Day. The event is set for Sept.

26, 8:30 a.m. - 1 p.m., at the Soldier Support Center, located between 13th and 16th streets.

“This event is a chance for all retired Soldiers and family members to stay connected to the military and the resources that are offered to and for them,” said Cassandra Rawls, Soldier for Life - Retirement Services chief.

She noted, “We dedicate this day to our local area retirees. Many come from distant places, too, like West Virginia.”

The office reaches out to more than 32,000 retirees and family members. She expects at least 300-400 to show up and receive the latest information on benefits, services and pending policy and legislation. The RAD also offers immunizations, blood pressure checks, identification card, notary and certain tax and legal services, and more in one location.

“It’s just a well-rounded day to make sure we take care of our retirees,” said Rawls.

“We try to add more to the program each year and receive many favorable comments for our efforts.”

Jaime Areizaga-Soto, deputy secretary of Veterans and Defense Affairs for the Commonwealth of Virginia, is this year’s guest speaker.

Suicide Awareness Month Kickoff Breakfast A Suicide Prevention and Awareness Month kickoff breakfast is set for Aug. 28, 7 a.m., at Memorial Chapel Family Life Center, building 10600.

Terry McAuliffe on all matters related to the approximate 800,000 Virginia veterans and in ensuring that a productive relationship is maintained between the Commonwealth and all Department of Defense assets in Virginia. He has served as an Army National Guard JAG for nearly 20 years, holds the rank of colonel and is the commander of a Judge Advocate Detachment.

Rawls said AreizagaSoto will speak about the new Veteran’s Choice program and other services that assist veterans with their VA benefits.

As in the past, a number of installation agencies and activities as well as off-post organizations will set up for the event, including Kenner Army Health Clinic.

Other speakers include Col. Paul K. Brooks, Fort Lee garrison commander, and Lt. Col. Brett H. Venable, KAHC commander.

“The new Kenner commander will speak about any updates and new information within the TRICARE health system

and provide an overview of the Kenner services,” added Rawls.

While the event’s primary focus is to provide information and services, it also creates an atmosphere of camaraderie and support.

She said a free lunch will be provided for the military retirees and family members by First Command. “Last year, they did an awesome job, and we thank them again for stepping forward to underwrite the costs for lunch.”

The location of the lunch will be announced soon, she said.

As in the past, there will be a raffle with gift certificates given out for activities at the Lee Theater, Fort Lee Bowling Alley, Regimental Club, Cardinal Golf Club and more.

The formal program begins at 8:30 a.m. Military members and their families are welcome to come early to reconnect with old friends.

Thatâ&#x20AC;&#x2122;s right; it all starts with individuals in military and civilian communities being alert to their surroundings, being aware of what looks out of place and reporting any suspicions to law enforcement officials.

The group that calls itself the â&#x20AC;&#x153;Islamic Stateâ&#x20AC;? is spreading its hatred of Americans through social media, and it is resulting in a growing number of threats, acts of intimidation to instill fear and outright attacks, mostly focused toward law enforcement and U.S. military personnel or those associated with them. There are support groups affiliated with Hezbollah and Hamas as close as Washington, D.C. They primarily engage in fundraising and recruiting, but could easily provide support to operational teams if they decided to attack nearby U.S. targets. Isolated individuals (e.g. homegrown violent extremists like Dzhokhar and Tamerlan Tsarnaev at the Boston Marathon) are of equal concern as the call of jihad spreads through social media and the Internet.

Furthermore, the growing threat of violent groups like al-Qaida in the Arabian Peninsula makes the world in general a more dangerous place. Those fighting with ISIS in the Middle East eventually will return home and pose a threat. A reminder of this occurred recently when a British

man sent a tweet to the media in his homecountry with pictures of bomb attacks and a threat that he was going to put his jihadist bomb training and experience to work.

With all that in mind, letâ&#x20AC;&#x2122;s review some of the salient points of AT Awareness Month.

Guard information about yourself and your job â&#x20AC;&#x201C; Limit discussion and accessibility of any information (written or verbal) that may provide insights for terrorists targeting U.S. personnel. Always use secure channels when relaying sensitive information. Properly destroy outdated documents/ files that contain sensitive information.

Recognize and report unusual/suspicious behavior â&#x20AC;&#x201C; Be aware of surroundings.

Write down license numbers of suspicious vehicles; note description of occupants.

Report anything unusual to the chain of command, local authorities or the FBI. Be prepared for the unexpected â&#x20AC;&#x201C; Plan for the full range of threat possibilities and remember that rehearsal drills are the surest way to check the understanding and effectiveness of established procedures.

Hundreds denied entry to installation due to previous felonies, misdemeanors Amy Perry Production/News Assistant Editor

The implementation of new Army-mandated access control measures has resulted in the denial of 566 individuals since its inception June 15.

Of those denials, there have been 87 waiver requests, 72 of which were approved, said Maj. Joe Tull, Fort Lee Provost Marshal.

Those wanting unescorted access to the installation – and not in possession of a DOD common access card, a retiree ID card or a dependant ID card – have to go through a National Crime Information Center Interstate Identification Index background check.

“Right now, we are denying

access to those with one felony conviction in the last 10 years or three misdemeanors in the last 5 years,” said Tull. “We are looking for a significant event – like a felony – or a pattern of lower-level events in a condensed period of time.”

An active warrant also will result in denial of access to the installation. Tull said when those pop up, they usually pass them off to local police authorities.

Those with out-of-state warrants are handled on a case-by-case basis, as some warrants are nonextraditable.

Those who are denied access can submit supporting documentation for review by a waiver board that includes several members of the Directorate of Emergency Services, said Tull.

“We look at the application and we classify them as low, medium or high risk,” he said.

“Those classifications help determine what we are going to do.

For example, we have a high risk individual who is on contract, but maybe they had something in their past that was pretty severe, nothing in the past 8 years or so, and they are working and trying to do the right thing. As an extra precaution, we may only give them a 30 or 90-day pass. That way, we get a chance to review them again.”

Those who receive denials from the waiver board can request a garrison commander review. Of the 15 waiver denials, five have appealed to the garrison commander. Two of those have been approved, one has been de-

nied and two others are still under review.

Tull said security personnel are seeing Soldiers’ parents attempting to gain unescorted access to the installation to attend graduation ceremonies and are receiving denials because they are unaware of the process. Because they are only in town for a few days, they don’t have a chance to go through the waiver board.

“We are urging the schools to inform their Soldiers and their families about the criteria to enter the installation and submit their requests in advance, so if they are denied access, they have time to go through the waiver process,” he said.

Currently, the VCC sees between 225-300 individuals come in on a walk-in basis daily, and Tull said he wants people to realize the process won’t be a 2-3 minute quick trip to gain access.

There are four stations and once they get to that point, it’s pretty quick, but the center can be busy at times, as they also have to process electronic requests.

The Quartermaster School’s advanced individual training culmination exercise has endured various changes in its name, location and content over the past 10 years.

The basic purpose of the event, however, remains the same – provide the means for students to demonstrate their proficiency in newly acquired technical and tactical skills.

Now called the Quartermaster Situational Training Exercise (Enhanced) and conducted at Training Area 27, the QM School’s endof-cycle training event is a 36-hour, threeday-long quasi field training exercise full of Warrior Tasks and Battle Drills and military occupational skill demonstrations “The exercise exposes everyone to how we would set up a logistics brigade support area,” said 2nd Lt. Lehuanani Halemano, a Basic Officer Leader Course student, on the first day of the exercise. ”It is something that is a possibility if we get deployed.”

BOLC and Logistics Noncommissioned Officer Course students also participate in the

QMSTX, acting as leaders, evaluators and monitors, said Halemano.

How important are exercises such as the QMSTX (E)? Sufficiently important to stage it despite the fact it is not a Training and Doctrine Command requirement.

“The exercise is very critical,” said Halemano. “The battalion commander, Lt. Col. (Brian) Wofford (262nd QM Bn.) said logistics units are accustomed to falling in on forward operating bases – areas that are already established. He said setting up a BSA is something we’ve kind of forgotten.”

BSAs are used to support units on the front line and typically require certain tactical capabilities along with heavy doses of logistical assets to effectively conduct operations, said Halemano.

During the exercise play, TA 27 – mostly an open field the size of four or five football fields – was bustling with logistical activity. In one area, petroleum specialists were installing an Advanced Aviation Forward Area Refueling System.

In another, Soldiers were setting up water treatment facilities. The tree-lined perimeter

“That’s an indicator. We need to talk about this,” Usrey stressed. “We have to stop feeling squeamish and engage in those uncomfortable conversations because the problem is out there and we have to get after it. Parents need to have the conversation with their children, male and female.

It won’t be easy but it’s profoundly necessary.”

Usrey said he still “struggles with the demons.” Most mornings, he wakes up feeling ashamed, enraged or both. “But I refuse to be a victim of those memories,” he added.

“I am a survivor. I will not accept defeat.

Guerra was next to share her account, which she admitted is “tragically similar” to the SHARP training videos used by the Army today. Six months into her first duty assignment. Unit party and intoxication.

“What makes this story different is the support I received from my chain of command back in 1995 when there was no SHARP, no victim advocates and no requirement for training,” Guerra recounted.

“I remember escaping and running from my room screaming. My floor sergeant … found me sitting on the floor crying. He intuitively knew what happened and what he as a leader needed to do. He chased the per-

petrator out of the barracks, called the military police and told me ‘don’t shower, don’t go to the bathroom, don’t do anything.’

With no formal training, he made sure I was OK and got me the help I needed.”

After the attack, Guerra buried her anger with destructive behavior. Drinking, getting into fights and shunning relationships were all signs of a Soldier in crisis, and her command once again took action by arranging for the counseling and support she needed.

“Why is this important?” Guerra asked.

“Well, consider this. I just accepted a command position in the same brigade I was assigned to when I was assaulted as a young Soldier. Imagine how I would have felt if I had never said anything about what happened or had caring leaders who took this seriously and made sure I was taken care of back then. Could I live with a title that included that organization’s name? … What you do – your actions, your emphasis, your response – will be remembered for the rest of a Soldier’s career. I can now say I’m proud to move forward with this next assignment.”

Valdez wrote a poem that sums up her slow recovery from the memories of the rape she suffered several years ago while stationed at Schofield Barracks, Hawaii.

“My mind has kept my emotions away from this pen until now,” it began. “As I sway my hand from left to right, slanted ink stains these sheets, which might as well be my blood. Who can contain such denial, shame, fury, betrayal and worst of all, psychological pain? I can’t. Not anymore.

Sway hand, keep swaying. Scripture it all out so no more tainted blood flows through these veins and releases me from this cage I have imprisoned myself in.”

The poem concluded with her statement of victory. How becoming a staunch victim advocate has helped her move forward with her Army career.

“I feel an obligation to help the Army with this complex problem as should every single person in this uniform,” Valdez later said. “Not in my Army will I stand for such a thing and neither should you. I am not speaking out to change the Army culture as a whole, just the flawed portion within it that feeds the stigmas of sexual assault.”

Other highlights of the summit included the legal presentation by CASCOM Staff Judge Advocate Col. John S. Frost. He provided a thorough overview of the SJA services available to those involved in a sexual assault case, and leadership responsibilities when investigating a report of sexual misconduct At one point during the briefing, the

CASCOM commander commented, “I think we need to do a better job of communicating the consequences of these incidents.” Ferrell and other members of the audience agreed, saying it would send the message of serious repercussions for sexual crimes, counteracting the belief that perpetrators are “getting away with it.”

Frost also made note of several important changes to sexual misconduct legal proceedings. The “good Soldier defense,” for example, is no longer admissible in court and commanders can’t use the stellar past performance of the accused as a reason to not move forward with an investigation or submit validated findings to the next level of the chain of command.

After the lunch break, Special Agent Jason Huggins from the Army Criminal Investigation Division Command offered insights about the sexual assault victim and perpetrator interview process. He emphasized how time is a considerable factor when beginning the investigation of an unrestricted report because individuals have a tendency to insert false data into memory gaps, or they will omit important details that have become too difficult to remember.

Russel Strand, chief of the U.S. Army Military Police School’s Behavioral Sciences Education and Training Division, discussed male sexual assault during a subsequent presentation. Removing his suit jacket at one point in the talk, he revealed a shirt covered with words like fear, shame, anger and pain.

“This is the shirt men in our formation are secretly wearing today,” he said and later noted, “We have a lot of learning to do because we still can’t accept the concept of male sexual assault.”

The final speakers of the event were Michelle Ortiz, a sexual assault forensic nurse at the Portsmouth Naval Hospital, and retired Maj. Gen. Robert D. Shadley who was the commanding general of the Ordnance Center and School (Aberdeen Proving Ground, Md.) when it was embroiled in a nationally publicized sexual misconduct scandal involving drill sergeants and trainees in 1997.

“The main thing I want to reemphasize is that SHARP is not a personnel issue; it is a readiness issue, a go-to-war issue,” Shadley stressed to the attendees. “We need every man and woman in our formations to be able to come to work every day and do the best job they can. We can’t afford the tragic distractions of sexual misconduct, particularly as the military downsizes. Let’s take this to heart and do what we’re supposed to do as leaders in the United States Army.”

The Quartermaster School’s advanced individual training culmination exercise has endured various changes in its name, location and content over the past 10 years.

The basic purpose of the event, however, remains the same – provide the means for students to demonstrate their proficiency in newly acquired technical and tactical skills.

Now called the Quartermaster Situational Training Exercise (Enhanced) and conducted at Training Area 27, the QM School’s endof-cycle training event is a 36-hour, threeday-long quasi field training exercise full of Warrior Tasks and Battle Drills and military occupational skill demonstrations “The exercise exposes everyone to how we would set up a logistics brigade support area,” said 2nd Lt. Lehuanani Halemano, a Basic Officer Leader Course student, on the first day of the exercise. ”It is something that is a possibility if we get deployed.”

BOLC and Logistics Noncommissioned Officer Course students also participate in the

QMSTX, acting as leaders, evaluators and monitors, said Halemano.

How important are exercises such as the QMSTX (E)? Sufficiently important to stage it despite the fact it is not a Training and Doctrine Command requirement.

“The exercise is very critical,” said Halemano. “The battalion commander, Lt. Col. (Brian) Wofford (262nd QM Bn.) said logistics units are accustomed to falling in on forward operating bases – areas that are already established. He said setting up a BSA is something we’ve kind of forgotten.”

BSAs are used to support units on the front line and typically require certain tactical capabilities along with heavy doses of logistical assets to effectively conduct operations, said Halemano.

During the exercise play, TA 27 – mostly an open field the size of four or five football fields – was bustling with logistical activity. In one area, petroleum specialists were installing an Advanced Aviation Forward Area Refueling System.

In another, Soldiers were setting up water treatment facilities. The tree-lined perimeter

“That’s an indicator. We need to talk about this,” Usrey stressed. “We have to stop feeling squeamish and engage in those uncomfortable conversations because the problem is out there and we have to get after it. Parents need to have the conversation with their children, male and female.

It won’t be easy but it’s profoundly necessary.”

Usrey said he still “struggles with the demons.” Most mornings, he wakes up feeling ashamed, enraged or both. “But I refuse to be a victim of those memories,” he added.

“I am a survivor. I will not accept defeat.

This is a rock I will gladly carry in my ruck-

sack if its message means someone else is spared the pain and suffering I have gone through.”

Guerra was next to share her account, which she admitted is “tragically similar” to the SHARP training videos used by the Army today. Six months into her first duty assignment. Unit party and intoxication.

Returns to her barracks room knowing she’s drunk and commits a sexual assault.

“What makes this story different is the support I received from my chain of command back in 1995 when there was no SHARP, no victim advocates and no requirement for training,” Guerra recounted.

“I remember escaping and running from my room screaming. My floor sergeant … found me sitting on the floor crying. He intuitively knew what happened and what he as a leader needed to do. He chased the per-

petrator out of the barracks, called the military police and told me ‘don’t shower, don’t go to the bathroom, don’t do anything.’

With no formal training, he made sure I was OK and got me the help I needed.”

After the attack, Guerra buried her anger with destructive behavior. Drinking, getting into fights and shunning relationships were all signs of a Soldier in crisis, and her command once again took action by arranging for the counseling and support she needed.

“Why is this important?” Guerra asked.

“Well, consider this. I just accepted a command position in the same brigade I was assigned to when I was assaulted as a young Soldier. Imagine how I would have felt if I had never said anything about what happened or had caring leaders who took this seriously and made sure I was taken care of back then. Could I live with a title that included that organization’s name? … What you do – your actions, your emphasis, your response – will be remembered for the rest of a Soldier’s career. I can now say I’m proud to move forward with this next assignment.”

Valdez wrote a poem that sums up her slow recovery from the memories of the rape she suffered several years ago while stationed at Schofield Barracks, Hawaii.

“My mind has kept my emotions away from this pen until now,” it began. “As I sway my hand from left to right, slanted ink stains these sheets, which might as well be my blood. Who can contain such denial, shame, fury, betrayal and worst of all, psychological pain? I can’t. Not anymore.

Sway hand, keep swaying. Scripture it all out so no more tainted blood flows through these veins and releases me from this cage I have imprisoned myself in.”

The poem concluded with her statement of victory. How becoming a staunch victim advocate has helped her move forward with her Army career.

“I feel an obligation to help the Army with this complex problem as should every single person in this uniform,” Valdez later said. “Not in my Army will I stand for such a thing and neither should you. I am not speaking out to change the Army culture as a whole, just the flawed portion within it that feeds the stigmas of sexual assault.”

Other highlights of the summit included the legal presentation by CASCOM Staff Judge Advocate Col. John S. Frost. He provided a thorough overview of the SJA services available to those involved in a sexual assault case, and leadership responsibilities when investigating a report of sexual misconduct At one point during the briefing, the

CASCOM commander commented, “I think we need to do a better job of communicating the consequences of these incidents.” Ferrell and other members of the audience agreed, saying it would send the message of serious repercussions for sexual crimes, counteracting the belief that perpetrators are “getting away with it.”

Frost also made note of several important changes to sexual misconduct legal proceedings. The “good Soldier defense,” for example, is no longer admissible in court and commanders can’t use the stellar past performance of the accused as a reason to not move forward with an investigation or submit validated findings to the next level of the chain of command.

After the lunch break, Special Agent Jason Huggins from the Army Criminal Investigation Division Command offered insights about the sexual assault victim and perpetrator interview process. He emphasized how time is a considerable factor when beginning the investigation of an unrestricted report because individuals have a tendency to insert false data into memory gaps, or they will omit important details that have become too difficult to remember.

Russel Strand, chief of the U.S. Army Military Police School’s Behavioral Sciences Education and Training Division, discussed male sexual assault during a subsequent presentation. Removing his suit jacket at one point in the talk, he revealed a shirt covered with words like fear, shame, anger and pain.

“This is the shirt men in our formation are secretly wearing today,” he said and later noted, “We have a lot of learning to do because we still can’t accept the concept of male sexual assault.”

The final speakers of the event were Michelle Ortiz, a sexual assault forensic nurse at the Portsmouth Naval Hospital, and retired Maj. Gen. Robert D. Shadley who was the commanding general of the Ordnance Center and School (Aberdeen Proving Ground, Md.) when it was embroiled in a nationally publicized sexual misconduct scandal involving drill sergeants and trainees in 1997.

“The main thing I want to reemphasize is that SHARP is not a personnel issue; it is a readiness issue, a go-to-war issue,” Shadley stressed to the attendees. “We need every man and woman in our formations to be able to come to work every day and do the best job they can. We can’t afford the tragic distractions of sexual misconduct, particularly as the military downsizes. Let’s take this to heart and do what we’re supposed to do as leaders in the United States Army.”

With more than 3,000 visits and 750 clients, the Army Wellness Center staff here is clearly working hard to get their health message out to the masses.

“I am absolutely blown away – we have had over 3,000 total visits in our first year,” said Cory Erhard, AWC project lead.

“I think it just shows how much the Fort Lee community has realized the importance of personally investing in becoming healthier and more resilient, not just avoiding being sick.”

The center opened its doors on Sept. 8, 2014, more than three years ahead of schedule.

The collaborative effort between CASCOM, Fort Lee garrison and Kenner Army Health Clinic has been instrumental to getting the program off the ground.

“The way the installation leadership has embraced what we are doing from top to bottom has really been a huge part of our early success,” said Erhard.

Another aspect that has helped the center thrive is its “Success Stories” program – which identifies community members who have seen success through the assistance from the staff.

“I think the local successes are really motivating for people because it’s not someone from another installation,” said Will Jones, health technician. “It might be someone you work with or live next to.”

One of those stories belongs to 1st Lt. Julia L. Andrews, executive officer, Whiskey Company, 266th Quartermaster Battalion. she was referred to the center because while she could pass her physical fitness test and tape test, she was not happy with her PT scores and was tired of being taped.

highly recommended resource to help me achieve my weight loss goals, improve my health and improve my fitness goals,” she said. “The Wellness Center provided the necessary resources and the specific data needed to begin successfully completing my goals. When I was handed my results from the Bod Pod for the first time, it was a very eye opening experience. You really never know exactly how overweight you are until someone tells you exactly how much fat – in pounds – you are carrying around every day. The data provided that eye opening opportunity to get me focused, and the classes as well as the staff at the Wellness Center provided the tools to get started and keep going.”

Since she began using the center in March, Andrews said she lost over 10 pounds of “just fat,” which reduced her overall body fat percentage.

“I was finally able to meet the Army’s height and weight requirements,” she said. “I also scored a 300 on my most recent

APFT, a feat I have not accomplished since March 2015.”

The improvement was gradual, said Andrews, and the staff at the Wellness Center helped her push through when her weight loss would plateau.

“I highly encourage everyone to utilize the Wellness Center,” she said. “I feel very fortunate to have such a valuable resource right here on Fort Lee.” A main draw of the program is continued assistance from the staff, said Anna Truong, a health educator at the center.

“We have a lot of follow-up appointments, which is how it’s actually designed to work,”she said. “The tests give you a lot of good information and a way to gauge progress, but being able to meet with one of us on a regular basis to bounce ideas off of or ask for guidance is where I think the real benefit comes in.”

Another “Success Story” comes from Char Allison, a military spouse whose husband works at the Defense Commissary Agency.

“I started going to the Army

Wellness Center because my husband lives a healthy lifestyle and suggested I try the center out because of my struggles with high blood pressure,” said Allison. “I was never in good shape throughout my childhood, adolescence or adult life, especially after starting a family. Everything was all about my husband and children.

Now that our kids are able to fend for themselves, I have the freedom to find time to think about my own well-being, and I try to find the time to exercise.”

Five months in, Allison said she saw significant health benefits in the first month, with more following each 30 days.

“Within the first 30 days, I saw a significant loss in pounds on the calorie program they had me follow, and then I lost three pounds each month after that,” she said.

“The Upping Your Metabolism class also has helped improve my energy level.”

The staff at the center has been instrumental to Allison sticking with the program.

“They were never judgmental about what I was doing wrong during the first few months, or even when I fell off the wagon,” she said. “They just urged me to get back on the wagon and continue on with my journey.

“I would most definitely recommend everyone to come in and take advantage of the different programs and classes they have to offer, including Stress Management and Healthy Sleep Habits,” continued Allison, who also works at the School-Aged program with Child, Youth and School Services. “I have actually been trying to spread the word to my friends and co-workers because it is free, and it is one of the greatest benefits offered here on base. I even keep a couple of the AWC business cards in my purse in case anybody I talk to is interested.”

Now one of the program’s biggest supporters, Allison said she very nearly vowed to pass on the opportunity.

“I really didn’t want to do it because of the fact my husband wanted me to give it a shot,” she

said. “I was in tears when they told me to try the 1,600 caloriea-day program. I ended the consultation knowing that it wasn’t going to work out because of my love for food.

“I went home, sat in the dark and re-assessed my medical condition and then found myself adding the MyFitnessPal app on my phone,” Allison continued. “The next day, I woke up, started adding every single calorie I put in my mouth into the log. I made mistakes every now and then, however, the center was always available for any questions I had.

And here I am now, I have regulated my blood pressure, and I am on my way to an even healthier lifestyle through better eating habits.”

Even with all of the first year success stories, the job is not complete, according to Erhard.

“We need to continue making sure that first, people know who is eligible for our services, and second that people see the benefit we can offer to anyone interested in taking control and improving their health,” he said. “We need to be better at getting our arms around the spouses, the retirees, and the civilian workforce and letting them know about what is available. Our phone keeps ringing, but we want to support as many people in this community as possible so we are going to continue spreading the word.”

Fort Lee’s AWC offers free services such as comprehensive health assessments, physical fitness testing and exercise prescriptions, individualized calorie recommendations, stress management techniques (including biofeedback games and a massage chair), general wellness education classes and education and support for tobacco-free living.

Eligible patrons include active duty military members and their families – 18 years of age and higher – as well as retirees and their spouses, Reservists, National Guardsmen, and Department of Defense Civilians.

Lessons in Safety

School children stand in line to board a bus – an image that will become commonplace in the coming weeks as kids return to classrooms for the fall semester. It is up to parents to ensure children know the rules concerning bus safety, especially the procedures for boarding and unboarding the vehicle.

Parents responsible for teaching kids boarding, unboarding other procedures Gaggles of students and the blur of yellow buses are about to become commonplace on Virginia’s roadways.

With the beginning of the school year, and the increased traffic that accompanies it, the Installation Safety Office is asking everyone to assist in ongoing efforts to make installation bus stops and neighborhoods safe for children. The time of emphasis is Monday-Friday in the mornings and afternoons. Motorists should be vigilant, keeping keen eyes on the little ones awaiting buses or darting across the roadways.

Drivers and parents should review the following bus safety awareness and tips below.

Drivers should: • Be aware of children walking to or from bus stops. Beware of stragglers or slow walkers.

• Do not pass stopped school buses.

• Obey the bus caution lights and stop signs.

• Follow at a safe distance.

Buses make frequent stops.

• Be patient.

• Reduce your speed near the housing areas and especially when approaching bus stops Use extra caution during inclement weather conditions and poor visibility.

Parents should teach their children to: • Wait for the bus to stop before approaching it from the curb.

• Check to see that no other traffic is coming before crossing.

• Make sure to always remain in clear view of the bus driver.

• Stay away from the bus until it comes to a complete stop and the driver signals them to enter.

• When being dropped off, exit the bus and take five giant

Children should stay 10 feet away from the bus (or as far away as they can) and never go behind it. They should take five giant steps in front of the bus before crossing so they can be seen by the driver. should arrive at the bus stop about 15 minutes early the first few days of school.

Because small children are impulsive and less cautious around traffic, carefully consider whether or not your child is ready to walk to school without adult supervision.

Get up, get out and get moving!

This is what the World Health Organization recommends as part of its global strategy on physical health and activity. Regular movement and exercise can reduce the risk of hypertension, diabetes and depression, and it can improve bone health and cardiorespiratory and muscular fitness.

As the summer season ends, do not let the changes in weather and daylight keep you from staying active.

Commit to maintaining health through regular activity during all the seasons of the year by not limiting physical activity. Leisure time events, transportation, occupational tasks, household chores, play, games, sports and planned exercise throughout daily family and community activities all count.

According to Col. David Bitterman, “Your work hours and family commitments may challenge you, but it is all about making a decision to take control of

your own life, and sticking with it.

It’s about rounding up your family on the weekends and visiting Enchanted Rock State Park, or walking the Mission Reach Trail, or playing soccer with your kids instead of watching them play.”

As a unit, a command, a Soldier or a family, the Performance Triad encourages all to achieve 15,000 steps a day, use proper resistance training techniques and prevent injuries. Doing something convenient and enjoyable, makes staying active easier.

Walking, jogging, cycling, swimming, muscle strengthening and endurance resistance training are some of the ways to be physically active. Staying physically active can: • Increase energy • Tone muscles, easing back pain • Reduce stress, helping you

relax and sleep better • Manage body weight by burning more calories and controlling appetite • Reduce risk of heart attack and type 2 diabetes • Manage high blood pressure and diabetes • Slow osteoporosis bone loss Be sure to consult a healthcare provider so there is no health problem or physical reason that would limit exercise. The following points are important to keep safe and ensure the activity is effective: • For walking or running, choose safe places with several different routes for variety.

• Schedule time in the daily routine that will be the most consistent.

• Find a partner or group of people to exercise with you.

• Wear athletic shoes that fit well, will cushion feet and absorb

shock.

• Wear clothes that will keep you dry and comfortable.

• Wear a hat – a warm knit cap in the winter and a baseball cap in the summer.

• Begin with a warm-up for five to seven minutes. A focused and tailored warm-up can increase performance and decrease the risk of injury. Gradually increase the activity to a moderate pace for the main routine. Cool down by ending with slower activity for five minutes.

• Stretch the major muscle groups (back, chest, hips and legs) afterward. Hold each stretch for 20 seconds.

• Exercise most days of the week, but plan for at least three to five. To prevent injury, do not increase the intensity and distance

or time in the same week. If you exercise less frequently, progress more slowly.

• Drink water before, during and after participating in an activity.

• Stay aware of the surroundings.

• Wear bright colors or reflective tape after dark so motorists can see you.

A successful physical activity program that lasts throughout the year takes commitment. As motivation, purchase an activity tracker to count how many steps are taken, the distance traveled and how long it takes. An activity tracker might help you go an extra lap around the neighborhood to get to 15,000 steps. They are able to detect body motion, count footsteps, display calories burned, distance walked and time elapsed. Joining a fitness group also can be fun and a way to make new friends Things will interrupt plans to stay physically active. Don’t let a few days off sabotage your dedication to stay fit and maintain good health. Keep from getting discouraged by setting realistic goals.

Include simple lifestyle changes that will increase daily activity, like taking the stairs, parking at the end of the parking lot or walking the dog twice a day.

Even though staying active can be difficult with changes in the weather or job schedules, keep your goals in mind.
