Back-to-school events are drawing near, and it is a prime time for ensuring that children are up-to-date on all their immunizations.

What is immunization?

According to the U.S. Centers for Disease Control and Prevention,

immunization refers to the process by which a person becomes protected against a disease, usually through vaccinations.

A vaccination uses a weakened or partial virus or bacteria to trigger an immune system reaction. The immune system reaction reduces the chances of developing illness if a person is later exposed to the actual virus or bacteria.

Laura Pacha, disease epidemiology program manager at the U.S. Army Public Health Command. “Through vaccinations, naturally occurring smallpox was eliminated around the world. Routine childhood vaccinations have meant some diseases, like polio, have been eradicated from the United States. The impact of others has been greatly reduced. However, these diseases, including polio, still circulate in other parts of the world, so reintroducing them to the U.S. may be only a plane ride away.”

Garrison leaders converge at Lee for IMCOM huddle Amy Perry Production/News Assistant Editor

Senior Army garrison leaders from the from Installation Management Command’s Atlantic Region gathered at Fort Lee for a two-day conference this week to focus on issues affecting command teams across IMCOM. This “commanders’ huddle” is the second since Lt. Gen. David D. Halverson, commanding general, IMCOM, came on board earlier this year.

Halverson and Davis D. Tindoll, director, IMCOM Atlantic Region, led a roundtable discussion the first day and briefings were held thoughout the conference

regarding audits, contracts, budget discussions, hiring processes and conference requests, among other topics.

In his opening remarks, Halverson reassured the commanders that he knew their job was tough, and encouraged them to make the most of it.

“It’s a really tough job – it’s something that gets you out of your comfort zone,” he said. “It’s a broadening experience because it’s not in your core competencies on what you have had to focus on.”

Halverson said one of his top priorities is human capital.

“How do I develop the next generation of garrison commanders so they are much more prepared to deal

with the issues that arise?” he questioned. “I’m going to be really invested in (the human capital aspect), and you should expect to hear more about that in the next year.”

Making the transition from the operational Army to garrison can be difficult for commanders, said Halverson, but it can be even tougher for the command sergeants major.

“Learning about (garrison leadership) may not be a core compency for an NCO,” he said. “But you have to be focused on Soldiers and families, like you have always done. Taking care of Soldiers is what my command sergeants major need to do. You need to be that enabler to let the garrison commander known what the

SAN ANTONIO – U.S. Army Installation Management Command walks the talk, increasing its investment in employee development through a revitalized, year-long mentorship program, which kicked off with a three day orientation July 15. Twenty-eight mentees paired with their 28 mentors and five senior mentors, from installations around the globe, gathered to begin participation in the IMCOM Headquarters Centralized Mentoring Program.

Maj. Gen. Camille Nichols, IMCOM’s deputy commanding general, praised the participants for their initiative.

“I commend you all for being here,” Nichols said, “and taking that first step. You’re your own best personnel manager. When I look back, there were times I really did need some guidance and still do to this day ... I believe you never stop that opportunity.”

Karen Perkins, IMCOM director of human resources, spoke about the personal impact of the “Army’s investment.”

“The power in this room and the potential here in this room is exponential,” Perkins said.

“Think about how much knowledge, skill and life experience you have to give to this program over the next year. This is about individual leadership, too. It’s a lif- changing opportunity.”

“Know the standards – enforce those standards. Let us know where there are gaps.

The Army’s future is rife with challenges, especially with the upcoming downsizing.

“Currently, we are doing assessments at the garrison level to find out where we are at from a capability standpoint,” said Halverson.

“We have to find out how we can rebalance our workforce to meet our objectives for the cutbacks. Focusing our efforts on the rebalancing is very important.”

It ensures loyalty, a better skilled, more capable team member and mission capability for the organization.”

Services Automotive Association social media team, National Basketball Association’s San Antonio Spurs organizational management team, University of Texas San Antonio career services division and U.S. Army Medical Command partners, the mentor/mentee teams spent time on team building, leadership, organizational development, defining the objectives and desired outcome of the program. They also has a general discussion about skills, career goal setting, networking, continued education, customer service and the health/work performance relationship.

Caraway described it as a 360 degree growth opportunity that turns “individual development into mission success.”

“The holistic perspective is going to address academics,” Caraway said, “it’s going to address commercial activities . . . and those skills related to service

providers. It links into the CG’s lines of effort and priorities for the organization and it will allow participants to grow as individuals in many areas, not just their individual functional expertise.”

The HCMP is an annual program that runs for 12 months.

It is open to civilians command wide – garrisons, regions, IMCOM headquarters and Office of the Assistant Chief of Staff for Installation Management staff. Mentor participants are employees in grades 13-15 (or equivalent) and mentees are employees in grades GS 11-13 (or equivalent). The program also includes non-appropriated fund and local national employees.

Mentor and mentee applications for the next session will be available in Spring 2015.

When not being used for firefighting, the truck is used for forcible entry, search and rescue operations, vehicle accidents and elevator emergencies.

The standard for a firefighter is to be able to don the gear in one minute.

Fort Lee Fire and Emergency Services, in conjunction with the American Red Cross and Army Community Service, hosted 11 teens this week at Fire Station No 2.

The youths were immersed in a wide range of day-to-day fire department activities as part of the 2014 Teen Camp Symposium. The program kicked off Monday with a welcome by Fire Chief Phillip P. Wilkinson. The day focused on fire department operations and each of the teens was issued all the necessary personal protective equipment that firefighters wear when responding to emergency calls. â&#x20AC;&#x153;We are all brothers,â&#x20AC;? said Capt.

Curtis Livingston, who served as the lead instructor for the day. â&#x20AC;&#x153;Safety is number one and we always look out for each other.â&#x20AC;?

Livingston and a group of fire personnel reviewed and demonstrated the

â&#x20AC;&#x153;donning/doffingâ&#x20AC;? of the â&#x20AC;&#x153;turn-outâ&#x20AC;? gear and instructed how to put on the protective clothing, boots, helmets and a self-contained briefing apparatus.

The teens were assigned to either an engine or truck company and learned the roles each play in the department.

Livingston noted a firefighter has about a minute to put on the gear and be ready to leave the station to respond to an emergency.

After the instruction, the teens were time-tested by Christopher P. Steckel, assistant chief â&#x20AC;&#x201C; Training Division, Fort Lee Fire and Emergency Services.

In the afternoon, the group learned about engine and truck company operations including Engine 5 pump and Truck No. 10 aerial setup. This included wearing a safety helmet standing in the bucket attached to a safety harness and being lifted about 100-feet in the air. The teens also had hands-on training with a fire hose. â&#x20AC;&#x153;Ridingâ&#x20AC;? in the bucket was the highlight of the day for several teens.

â&#x20AC;&#x153;It was cool,â&#x20AC;? said Savanna Ellis. â&#x20AC;&#x153;It was a great,â&#x20AC;? added Glen Mezza.

Jahmai McLain, a 10th grader at Prince George High School who was a chief for the day, summed up the day. â&#x20AC;&#x153;It was interesting and fun.â&#x20AC;?

The first day ended with search and rescue training, practicing techniques used to perform these operations and locating a victim under the watchful eyes of the firefighters.

On Tuesday, the group learned about technical rescue, HAZMAT, fire inspection and fire extinguisher training, followed by CPR and first aid instruction on Wednesday and Thursday. On Friday, the teens will go through a structural exercise and perform a bucket brigade competition.

The week-long program was coordinated by Steckel with Christy Carneal, Red Cross, and Susan Loden, Army Volunteer Corps coordinator, ACS. Several parents assisted Carneal and Loden.

Each year, the Army designates August as a time to raise awareness about its efforts to protect military members, families and the civilian workforce from terrorist attacks.

The importance of this effort is without question. Over the past decade, incidents of mass shootings, homemade bomb attacks and other acts of violence against Americans have made the issue of awareness and immediate reporting very relevant. In other words, itâ&#x20AC;&#x2122;s far more than â&#x20AC;&#x153;just another Army campaignâ&#x20AC;? â&#x20AC;Ś paying attention and taking action can save lives.

Here are a few things to always keep in mind: The threat is real. According to a recent article by the Heritage Foundation, there have been 60 terrorist plots against the United States since 9/11. Research of media reports and court documents shows that military facilities were the No. 1 target in these planned attacks, followed

by New York City and places with mass gatherings such as the Boston Marathon. â&#x20AC;&#x153;Our enemies never rest and continue to seek ways to harm our nation and destroy our way of life,â&#x20AC;? said Scott Brown, director of Plans, Training, Mobilization and Security. â&#x20AC;&#x153;AT month provides us an opportunity to contribute to the defense against terrorism and keep our families and communities safe through training and awareness,â&#x20AC;?

Awareness is critical. As an old saying goes, knowledge is power.

Another perspective that National Football League fans could relate to is that a good defense wins championships. Knowing what the threat is and how to recognize it is imperative.

Thatâ&#x20AC;&#x2122;s why, as part of the awareness month, every member of the Army team is required to take the online AT Level I Awareness Training Course located at https://jkodirect.jten.mil.

Furthermore, to enhance awareness, every Soldier and all new civilian hires are required to receive face-to-face AT Level I training during initial entry, according to Ken Towery, the Fort Lee antiterrorism officer.

If you SEE something, SAY something. Sometimes, seemingly harmless but suspicious situations can lead to terrible consequences if they go unreported. Example: the backpacks dropped off and left unattended at the Boston Marathon.

The â&#x20AC;&#x153;See Something â&#x20AC;&#x201C; Say Somethingâ&#x20AC;? motto is profoundly significant because it has shown its ability to thwart extremist attacks. In one recent example, an alert citizen in Minnesota noticed someone crossing her yard to a storage area. She reported the suspicious activity and the police investigated. It resulted in the arrest of a 17-year-old who was charged with attempted murder, possessing explosives and attempted damage to property. He had six bombs, seven weapons and 400 rounds of ammunition and planned to kill his family and classmates. â&#x20AC;&#x153;We are all in this fight together,â&#x20AC;? noted Tony DeWitt, director of

Fort Lee Emergency Services. â&#x20AC;&#x153;Our Soldiers and their families know what theyâ&#x20AC;&#x2122;ve signed up for, and they know the type of business we are in, but we can all help watch each otherâ&#x20AC;&#x2122;s back.

AT Awareness Month focuses on increasing knowledge and reporting; this is critical in protecting people and enabling our mission. Awareness is our most certain defense against an act of terrorism. If you see something, report it.â&#x20AC;?

The â&#x20AC;&#x153;bottom line,â&#x20AC;? according to observance facilitators at Fort Lee, is community members realizing they are the point of the spear in the fight against terrorism. â&#x20AC;&#x153;Your eyes and ears can detect suspicious behavior better than anyone else because you are everywhere terrorists want to be,â&#x20AC;?

Towery said. â&#x20AC;&#x153;The AT Awareness slogan, See Something â&#x20AC;&#x201C; Say Something, is right on point. The opposite of that is also true. If you see something and donâ&#x20AC;&#x2122;t say anything, nobody is warned, nobody is protected, nobody is safe.â&#x20AC;?

CYSS ACTIVITIES

“I’m bored” are two words that should be rarely spoken by youths in the Fort Lee community.

A world of adventure, excitement, friendship and fun awaits at Child,Youth and School Services, a Family and MWR program that provides summer camps, sports activities, social gatherings, instructional sessions and more for tots and teens. One centerpiece of the program is SKIES Unlimited – a focused effort that “compliments the CYSS mission” by building and maintaining programs that give children and youth the opportunity to expand their horizons.

“SKIES stands for School of Knowledge, Inspiration, Exploration and Skills,” noted Chaundra Taswell, program director.

“Unlimited means just that … it’s the unlimited possibilities this program provides for children and youth.”

The program provides an opportunity to explore talents, knowledge, skills and interest beyond the academic classroom, Taswell said. Additionally, SKIES classes compliment the experiences children and youth have in the Army CYSS environment and, at the same time, ensure the affordability and good quality of instructional classes.

“Ultimately, we are trying to provide professional, convenient and inexpensive programming for military members and their families. Our goal is to offer a wealth of opportunities to nurture talents and enhance skills,” Taswell said.

Families with children ages 3-17 can enroll in any of the four SKIES Unlimited “school areas” – Arts, Sports, Life Skills or Academics.

The Fort Lee SKIES program now offers more than 20 options between the four schools including, but not limited to, martial arts and tumbling for multiple age groups, five different types of dance instruction, private and group piano lessons and various arts activities. The program is also offering self defense classes for parents and their children, a home alone/study skills class and a SAT prep class for teens.

Approximately 410 students have enrolled in SKIES activities and classes since the start of the summer vacation period.

Taswell recruits her SKIES instructors from all walks of life.

“I look for instructors who not only have the skill set, certification and any advance education in their field of expertise, but also experience working with children and youth,” she said. “It’s not easy working with children. You have to have a passion for it.

That’s an added plus for me.”

Steve Bourgeois, director of the SKIES soccer camp for the past 10 years, is one of those people.

“I have always enjoyed working with CYSS youths,” he said. “My kids were taken care of while I was going through the military (he retired in 2002). There were community programs and other activities that they were a part of when I was deployed. Now, we are stable here and giving back to the community just seems like a natural fit. It’s just a pleasure to be part of this type of program; to be able to help in the same way other people did when my kids were growing up. Plus, I have a passion for soccer, it keeps me young.”

Leticia Walton teaches special education classes during the day and, for the past three years, piano lessons with the SKIES program 3 nights a week. She said she hopes to give students on Fort Lee a background in music and for them to develop the same love for it that she has.

SKIES Unlimited activities are open to anyone eligible to utilize the CYSS program.

Enrollment is ongoing for dance, youth martial arts, peewee martial arts and preschool bumper bowling. Many other activities are offered during the school year.

Since recruitment of instructors is ongoing and Taswell utilizes both contractors and volunteers, she said she is open to starting new classes/activities at any point during the year.

“We maintain a list of our available classes with links to flyers and additional information on the Lee FMWR website,” Taswell concluded. “I encourage all military parents, especially those who haven’t heard about us before, to check out everything we have to offer.”

The ribbon cutting officially marks the FMC’s transition to a “patientcentered medical home” model of care.

“The new model of health care emphasizes partnering with patients to equip and empower them along their wellness journey – it’s a comprehensive care plan that goes with patients wherever the military sends them,” said Col.

The transition to patient-centered care started in 2011 with the Surgeon General’s initiative to change the patient’s experience with medical services and to diminish the rising costs of health care.

The remodeling of the family clinic is the beginning of KAHC’s ongoing vision of the patient centered approach to improve the patient care experience.

The ceremony marks the end of the first phase of improvements to the clinic that will allow Kenner to meet the needs of the Fort Lee community.

Bundt also praised the clinic for earning National Committee for Quality Assurance Level 3 recognition during the transition to patient-centered care, noting that Level 3 is the highest a clinic can achieve.

“It is national recognition for the way we operate,” explained Bundt. “It shows we are meeting all the requirements and all the standards for a patientcentered medical home.”

The ribbon cutting ceremony and grand opening is open to the Fort Lee community and will be followed by guided tours to allow patients to see and obtain an explanation of some of the changes that

they will experience when receiving care.

“Right there, on the spot, they are able to obtain answers,” Schoen said. “They receive their care and they leave safer and healthier. “ Although the Family Medicine Clinic remodeling is complete, plans are in the works to bring those upgrades to the Active Duty Clinic as well. Capt.

they have an infectious effect, pushing those around them to emulate or surpass.

John “Jack” McDonagh isn’t a Soldier but during his July 29-31 visit here, the 13-year-old proudly wore the Army combat uniform as an honorary warrior, displaying attributes that would make the toughest platoon sergeants proud in addition to inspiring a sense of duty and compassion in those who hosted him.

The Fort Lee community welcomed the Chicago resident and three of his family members through the Make-A-Wish Foundation, a non-profit organization that fulfills the wishes of children with life-threatening illnesses.

Jack was diagnosed with liver cancer at 4 years of age and is the recipient of two liver transplants. To manage his health, he is required to take several drugs on a daily basis, said his father, Jack Sr., and is likely to be on medication for the remainder of his life. According to the U.S. Institutes of Health, liver transplant recipients have a roughly 58 percent chance of living 15 years, subject to the unpredictability associated with the procedures.

Despite his condition, Jack cultivated interests in sports, video games and military history. His passion for the latter was the “wish”

that bought him to Fort Lee where he received a glimpse of the Army and the people behind it. Staff Sgt. Eugene Williams, Bravo Company, 832nd Ordnance Battalion, was one of the Soldiers assigned to escort Jack. He said he was impressed with the teenager’s military knowledge and skill.

“We did everything from (vehicle) recovery (operations) to weapons training,” said Williams. “His vast military knowledge – without having any training or experience – kind of wowed me. He said he learned it all from video games.”

Jack’s experience included sitting in the chair of a general, taking charge of a formation of more than 100 Soldiers, riding in a tank, participating in a land navigation exercise and operating several training simulators.

Jack’s mother, Karen, said her son has always had a liking for all things military, beginning from the first years of his life. “He had a military-themed birthday party for his sixth birthday,” she said.

Jack was more affirmative about his love. “Some kids like Hot Wheels; my thing was tanks, helicopters and airplanes.”

It was quite evident that Jack wasn’t just knowledgeable, but embodied the enthusiasm and motivation

Pfc. Mark Hamilton, 508th Transportation Co., 266th Quartermaster Bn., was assigned as Jack’s driver on the final day. Proud to be a part of the event, he said he quickly found out how spunky the young lad is.

“We couldn’t even open the door for him in the morn-

ing when he first got into the Humvee,” he said. “He just ran right up there, jumped in and was ready to go. I was like, ‘Man, this kid is motivated.’ That motivated me, and I was just glad to be a part of it.”

Sgt. 1st Class Wesley Townsend, first sergeant, Headquarters and

Headquarters Detachment, 16th Ord. Bn, headed an escort team assigned to Jack the first two days. He said he and the others felt compelled to voluntarily spend the final day with him as well.

“Knowing what he has gone through, we wanted to show him how much he meant to us,” said the father of four boys. “Just getting to know him meant a lot to me personally.”

Staff Sgt. Torrance Morrison was also on the escort team. The Echo Co., 832nd Ord. Bn., Soldier said he witnessed Jack gradu-

ally emerge from a state of reserve on the first day to a level of trusting comfort on the last day.

“I’m already a motivated Soldier, but this motivated me more,” he said. “It made me proud to be at Fort Lee and made me feel better as a Soldier and NCO, knowing that I helped somebody who needs help.”

Capt. Hunter Berg, an instructor at the Ordnance Basic Officer Leaders Course, welcomed Jack and his family for combatives class at the installation range complex. The instruction in-

cluded roughly 20 student lieutenants. The bald, stocky Soldier dashed the instruction with bits of self-deprecating humor, generating laughs out of Jack as if he had no cares.

“I’ve done a lot of tasks in the Army during my 28 years,” he said. “All of the tasks are important, but this one hit close to home.

I have children, and I can only imagine (what it’s like to have a life-threatening illness) so I wanted this day to be special for him and his family.”

Jack was clearly im-

pressed himself. At a press conference following a land navigation exercise that he led, he looked and felt comfortable and confident.

“It’s really been awesome,” he said. “I feel 100 percent. I’ve been looking forward to this since we (were) granted (the wish) a few months ago, and it has (exceeded) all my expectations and more.”

That might be said for the entire McDonagh family.

Mother Karen said she is grateful for the opportunity and how the community accommodated her family.

“The people have been amazing here,” she said after the combatives training. “The pure joy that all of the Soldiers and officers have brought to him – we’ve had a tremendous glimpse of what goes on here at Fort Lee – has been an amazing gift, something none of us will ever forget. It’s been so much fun.”

Moreover, she said she has a newfound respect for what goes into Army training and operations.

“We’ve definitely learned a lot about the military and the Army,” she said. “The

amount of training and resources that go into preparing the troops … it sounds obvious now, but to see it at such a level of excellence. I was also taken away by how genuinely warm and happy everyone is here. There’s so much camaraderie in the Army, I don’t think I really appreciated it. The caliber of people are just stupendous.”

Jack said he dreams of becoming an engineer or ordnance Soldier one day.

The happiest ending to this story would be that dream coming true.

What this means to the average Soldier, whose primary method of cooling is through sweat and evaporation, is a very hot environment that does not offer quick evaporation to keep the body temperature safe and functional.

The Army standard tool for measuring the heat index has been the

To give an example of how important evaporation is to the cooling of a warrior’s body, the WBGT accounts for 70 percent of the total index by measuring the effect of evaporation of water from a wick on a thermometer. Twenty percent is taken by measuring the radiant heat being absorbed by a thermometer with a black surface. The ambient air temperature that is shaded from the sun only accounts for the final 10 percent. This is an excellent representation of the affects of environmental heat on the human body.

However, individuals can slow down, be aware of the heat danger, and be better prepared with heat smart accommodations at work.

Army public health experts say the advantage of vaccinations is not just protection for the individual who chooses to be immunized.

“When enough people in a community have immunity to a disease, opportunities for an outbreak are reduced because protected

individuals interrupt disease spread,” said Pacha.

“Even more importantly, vulnerable persons who cannot receive certain vaccines – such as infants, pregnant women or immunocompromised individuals – get some protection because the spread of contagious disease is contained.”

Additionally, health experts say that when individuals choose not to get immunized, outbreaks of a disease can occur.

“Unfortunately, in some communities immunization rates have dropped, and we see outbreaks of diseases we thought had been controlled,” Pacha said.

Measles is just one example. According to the CDC, there have been multiple outbreaks of

measles across the United States in 2014, nearly 600 cases.

“Most of the individuals had never received measles vaccination,” said Pacha. “This is the highest number of cases since 2000 when measles was considered eliminated from the U.S. – and the year isn’t over yet.”

What are possible side effects of immunizations?

According to Army public health nursing personnel, common side effects resulting from a vaccination shot, if any, would be redness, swelling or soreness at the site of the injection.

There could possibly be a low-grade fever that goes away after a few days.

More serious side effects are exceptionally rare.

“If your child has any health concerns or special

health needs prior to the shot, contact your health care provider and discuss the best course of action,” says Peterson.

What are common misconceptions about vaccinations?

Some people believe that there is a possibility the vaccine could give them the real virus and cause people to be very sick. Health experts say vaccines cannot cause children to contract the actual disease.

Another misconception is that ‘natural infection’ is preferable to vaccineinduced immunity.

“Natural infection is unpredictable and risky; severe or even fatal illness could result,” said Pacha.

“Preventing illness and its complications are precisely the reasons vaccines were developed.”
