There are 24 hours, 1,440 minutes and 86,400 seconds in one day. It has been said, â&#x20AC;&#x153;that time waits for no one.â&#x20AC;? Time is passing us by right now and the question is, â&#x20AC;&#x153;What are we going to do with it?â&#x20AC;? Let us think about that for a moment.

In the military, decisions are made at a rapid pace, and they often affect life and death.

In such an environment decisions made in a few seconds can impact lives for better or worse for a long time, and often those

decisions determine how we are remembered.

Usually, however, life-changing decisions are the result of our own hard work where we follow commitments like those suggested to us in â&#x20AC;&#x153;Today Mattersâ&#x20AC;? by John Maxwell.

Yes. In fact, anyone entering the installation must abide by Fort Lee Regulation 190-5 (Motor Vehicle Traffic Supervision). Chapter 10, page 17 discusses the protective gear requirement for bicycle riders.

It also states riders must adhere to Virginia State Law regarding the use of bicycles on the roadways.

Army Regulation 385-10 (The Army Safety Program), Chapter 1111b also outlines mandated protective gear and cycle use regulations.

The Transportation Corps and School has been without an official Chief of Transportation/commandant for more than three months.

Friday marked the first day on the job for its new commanding officer, Col. John P. Sullivan.

He is the former executive officer of the U.S. Transportation Command, headquartered at Scott Air Force Base, Ill. His assumption of command ceremony took place at the Transportation School auditorium.

Sullivan replaced Col. Nancy J. Grandy, the current assistant commandant who served in the positions on an interim basis.

Ceremony visitors included retired Lt. Gen. David S. Weisman, civilian aide to the Secretary of the Army; Maj. Gen. David Clarkston, assistant deputy commanding general for reserve affairs, U.S. Army Materiel Command; and former

Chief of Transportation retired Maj. Gen. Fred Elam.

Maj. Gen. Larry D. Wyche, commanding general, CASCOM and Fort Lee, hosted the ceremony. During his remarks, he lauded the Transportation Corps as the â&#x20AC;&#x153;Spearhead of Logisticsâ&#x20AC;? and thanked Grandy, who he said fulfilled her duties to the fullest. â&#x20AC;&#x153;Nancy came up to the plate unexpectedly, and she just absolutely performed magnificently,â&#x20AC;? he said.

Speaking about Sullivan, Wyche said the New York native previously served with him at Fort Drum, N.Y. â&#x20AC;&#x153;I can assure you there is no question in anyoneâ&#x20AC;&#x2122;s mind that the Soldiers, civilians and families of the Transportation School will remain in magnificent hands,â&#x20AC;? he said. â&#x20AC;&#x153;John understands the importance of support to the war-fighter, and he is a proven leader and logistician who brings a combination of talent and experience to the position.â&#x20AC;?

The subject of leadership was a good segue into Sullivanâ&#x20AC;&#x2122;s brief mention of two current Corps civilians whom he said had an impact on his military career. David Gatewood and Kenneth Miles, who both work within the Transportation School headquarters building, were his commander and first sergeant,

respectively, while he was assigned as a platoon leader with Mannheim, Germanyâ&#x20AC;&#x2122;s 590th Trans. Co. in the late â&#x20AC;&#x2DC;80s. â&#x20AC;&#x153;Both men served as tremendous role models to the officers and NCOs in our unit both in terms of their leadership styles and the technical transportation expertise they brought to our mission,â&#x20AC;? he said.

Offering a bit of humor regarding their impressions of him as a

young lieutenant, he said â&#x20AC;&#x153;I know many unexpressed thoughts crossed their minds, but Iâ&#x20AC;&#x2122;m quite certain that none of those thoughts ever included the notion that â&#x20AC;&#x2DC;there goes the future Chief of Transportation.â&#x20AC;&#x2122;â&#x20AC;?

The crowd chuckled.

Sullivan went on to say the two are â&#x20AC;&#x153;indicative of the caliber of the officers, NCOs and civilians one finds throughout our Transportation Corps. Their example has served me extremely well for the past 20plus years, and itâ&#x20AC;&#x2122;s gratifying to see them continue to contribute to our regiment today.â&#x20AC;?

Making note of the Transportation Corps endeavors today, Sullivan talked about its contributions to the sustainment missions in Southwest Asia â&#x20AC;&#x153;while simultaneously conducting retrograde operationsâ&#x20AC;? and supporting strategic efforts such as its participation in military exercises in the U.S. Army Pacific Command area of responsibility. â&#x20AC;&#x153;The Transportation Corps is in great shape,â&#x20AC;? he said, â&#x20AC;&#x153;and the health of the corps is testament to the leadership, vision and foresight of great leaders like Maj. Gen. Elam as well as the tremendous efforts of our most recent Chiefs of Transportation, Brig. Gen. Steve Farmen and Col. Nancy Grandy.â&#x20AC;?

Farmen relinquished his post as Chief on April 12.

Sullivan is the 27th Chief of Transportation. He is responsible for developing doctrine for the combat service support branch, and as commandant of the Transportation School, training 17,000 students annually at Fort Lee, Fort Eustis and Fort Leonard Wood, Mo., and several National Guard and U.S. Army Reserve installations.

Post offers services, support for victims Amy Perry Production/News Assistant Editor

Fort Lee victims of sexual assault or harassment have several different ways to get help.

Victims can reach out to their various military unit sexual assault response coordinators or commanders. If they don’t want to go the military route, the Army Community Service Family Advocacy Program has two civilians available for military members and their families.

Cora Hodges, the garrison’s SARC, and Quenita Samuel, the garrison’s victim advocate, are ready to assist as well.

Civilian employees on post who need to report sexual assault or harassment can contact Hodges or Samuel at any time, day or night.

“We are here to help the victim through the process and ensure they know what services are available to them,” said Samuel.

“We want to ensure the victim can regain a sense of normalcy as soon as possible.”

The SARCs and VAs on Fort Lee provide advocacy services and many types of support to victims of sexual harassment and assault, said Samuel.

“We provide emotional support, identify needs of the victim, and explain choices to the victim.” she said. “We also can provide referrals for additional assistance on or off post, as well as accompany the victim to their various appointments.”

Any SARC or VA on the installation can assist military members throughout the process, including choosing between restricted or unrestricted reporting.

“Restricted reporting is recommended for victims who want to confidentially disclose the crime and receive medical treatment and counseling without triggering an official investigation,” said Samuel, noting the victims must report those crimes to a VA, SARC or health care professional.

“Unrestricted reporting is suggested for victims who seek medical treatment and counseling, but also want an official investigation into the crimes.”

Military members who desire an investigation can report the crime to their chain of command as well. If the chain of command is involved, the report will automatically be unrestricted.

What has the Army done?

The Army is committed to achieve cultural change by eradicating sexual assault and sexual harassment and the behaviors that lead to such incidents.

Prevention: To date, 20,000 personnel have successfully completed the SHARP 80-hour certification course approved by the National Organization for Victim Assistance.

Advocacy: The Army has implemented a strategy that includes two fulltime program personnel to serve as sexual assault response coordinators and victim advocates at brigade and equivalent-level units.

Assessment: Army Operational Troops Survey preliminary findings indicate the propensity for female Soldier victim respondents (assaulted within the last 12 months) to report has increased to 42 percent from 28 percent in 2009. The Army saw a reduction in the reports of sexual assaultsfrom 2.5 per 1,000 to 2.2 per 1,000.

Fort Lee Taxi Service “For any military members who don’t want to report within their units, they can come see us and we can assist them,” said Hodges. “They don’t have to go through their unit command or victim advocates.

We’re available to help.”

Master Sgt. Gerald Napper, Installation Equal Opportunity, helps train and counsel the Ordnance SARC team. He said commands across Fort Lee support this program, and that any victim should not hesitate to seek assistance.

“The command teams on Fort Lee are active participants in ensuring that victims get care,” Napper said. “They are actively making sure that this dynamic does not exist in their footprint.

“At all levels of command, this program is important,” Napper continued. “It’s not just the SARCs and the VAs pushing the program. This program exists to assist commanders to care for the victims.”

The Directorate of Logistics reminds all Soldiers, DOD Civilians and government contractors that the new free Fort Lee Official Taxi Service is available for all on-post business travel. It operates five days a week, except holidays, 7:30 a.m.

Kenner No Shows Kenner Army Health Clinic wants to decrease its “no shows,” or people who fail to show up for or cancel an appointment. A scheduled appointment can be canceled by calling 1-866-533-5242. Clients are asked to cancel appointments at least 24 hours in advance or as soon as they know they will not be able to keep it.

When appointments are canceled, Kenner is able to move others into the time slots. “No shows” reduce the productivity of the health care provider teams, waste time and money and take appointments away from people who need them, according to KAHC officials.

Brother, sister team up for identical Army journey Ray Kozakewicz Production Assistant

Many brothers and sisters often experience natural rivalries, jealously and disagreements growing up and even want to pursue different career and education paths.

This is not the case for Pfc. José Perez and his sister Pfc. Omega Perez. Not only did the siblings join the U.S. Army 246th Quartermaster Reserve Company in Aguadilla, Puerto Rico, on Oct. 17, 2012, they were recently in back-to-back classes at the Joint Mortuary Affairs Center at Fort Lee. “He (José) decided first to join the Army,” said Omega Perez, who is about two years older than her brother.

“After doing a lot of research online, he came to me and said, ‘Hey, what about joining the Army together?’”

At first, she was unsure about enlisting in the Army Reserve and talked with her brother about what he had learned. “But it came to me pretty quickly. He’s my brother, and I want to be with him all the time. Why not?

Let’s do it,” she said.

Joining the military is a family tradition, José said.

“My older brother was in the Army in communications.”

They also have two aunts who are officers and a pair of uncles in the Air Force.

“My grandpa was in the Army too,” Omega added.

Prior to joining the reserves, Omega and José

Perez were in the Civil Air Patrol as cadets and she was in the patrol’s color guard.

“I always loved the work of the military. They do so much,” she said.

After their decision to join, they visited the Army recruiting office, together, of course, to find out more about career opportunities.

“After we took the ASVAB (Armed Services Vocational Aptitude Battery,) our scores helped us decide on mortuary affairs,” Omega Perez said.

“I wanted to be able to help people,” Omega said.

“This came up high on our scores and caught my attention, especially the forensics part.

“First, I wanted human

resources,” said Jose Perez.

“But when I found out the unit for human resources was too far from our home, I told Omega that in mortuary affairs we can be together at home. We can do basic training together and then attend mortuary affairs school.”

Their plan to do everything together, however, was sidetracked. Omega Perez received her orders first for basic training in Fort Jackson, S.C., so she had about a two-month head start on her brother.

“I wanted to be with her and take care of her, but we were separated for awhile,” he said.

After basic training, she came to Fort Lee JMAC in late April for her seven

Open all but four days a year, the garden is actually a series of themed gardens, a conservatory for exotic plants, educational facilities, a shop, a cafĂŠ and a tea house. Located at 1800 Lakeside Ave. in Richmond, the naturral area is Virginiaâ&#x20AC;&#x2122;s state botanical garden. The facility collects and cultivates plants from around the world. It maintains a botanical library and herbarium.

Summer months bring extended hours to the garden.

Through August, the garden is open until 9 p.m., and the Garden Shop is available until 7 p.m.

Another special event â&#x20AC;&#x201C; Flowers After 5 â&#x20AC;&#x201C; is held Thursdays through August and features wine-tasting, live music, dining and shopping. It will not be available July 4.

Spc. Nuuese Punimata is a current rigger student and rugby player. The American Samoa native was invited to play with the Army team during the U.S. Military Memorial Cup rugby sevens tournament held May 31-June 2 at Chester, Pa.The Army team won the tournament, the first such win in more than seven years, said its coach, Col. Michael Drown. Punimata played on the U.S. national rugby team from 2010 - 2013.

Following its come-from-behind victory over the Navy during a rugby sevens tournament title game June 2 in Chester, Pa., the scene in the All-Army locker room was one that was contradictory to a celebration. Instead, there was a mood of somberness marked by reflection and tears, said Col. Mark Drown, the coach.

“It was an emotional moment,” he said by telephone.

The trophy Drown’s team had just earned was thoughtfully placed atop a training shirt listing the names of 30 Soldiers who died during the wars in Iraq and Afghanistan.

“Everybody was weeping because everybody knew somebody on that shirt,” said Drown.

Those listed on the shirt were not only warriors but rugby players as well. Some were All-Army team members.

“This has really hurt,” said Drown.

“That’s a lot of rugby players.”

The wars have impacted Army rugby, a small but loyal community, to the extent that it hasn’t won any high-profile tournaments in more than seven years.

Drown was eager to change the team’s fortunes when the U.S.

Military Memorial Cup tournament was on the slate. Spc. Nuuese Punimata was a big part of that change, boasting a long list of accomplishments including a master’s degree in strategic studies and three-stints on the U.S. national rugby team, a rare achievement for an All Army player.

It helped that Drown also knew the American Samoa native prior to the tournament and that Punimata is assigned to the Utah National Guard’s 19th Special Forces Group (Airborne), a unit in which Drown is the deputy commander.

So Punimata would be a shoo-in to join the team, right?

Wrong – Punimata is currently assigned as a rigger student with Charlie Company, 262nd Quartermaster Battalion, 23rd QM Brigade, and is only a few weeks from graduation. It would take much to get the advanced individual training Soldier released to play.

Drown contacted Punimata’s brigade commander, and after some consideration, the 26-yearold received approval to travel with the team. Acknowledging how difficult it is to break away from his AIT studies, Punimatal said he was grateful his company, battalion and brigade leadership supported his efforts to join the All-Army squad.

“I was extremely thankful they

let me go and represent the Army,” said the 26-year-old son of a retired chief warrant officer 4. “It was an honor to represent the troops downrange, the rugby players who are no longer with us due to the war and all who are still with us.”

The five-team, round robin Military Memorial Cup is one of several events that comprise the Collegiate Rugby Championship.

The latest one included the inaugural rugby sevens event, a version of the traditional game contrasted by two seven-minute halfs instead of two 40-minute periods and a roster of seven players versus 15. The game is faster, more open and arguably more exciting.

Going undefeated in its first four games, the Army counted the Navy as one of its victims, logging a 12-10 come-from-behind victory on May 31. That set the stage for Sunday’s title game. Once again, the Army team faced the sea service, and once again, it came from behind. Punimata’s 50-meter try, similar to a touchdown, tied the score, and a two-point conversion gave them the lead. Nate Conky’s try from roughly 40 meters out put the Army up for good.

ccording to the National Weather Service, Americans live in the most severeweather-prone country on Earth.

Storm-related disasters in the United States account for around 500 deaths and nearly $14 billion in damage each year. Americans can expect to face an annual average of 100,000 thunderstorms, 5,000 floods, 1,000 tornadoes and two deadly hurricanes making landfall.

And this doesn't even include intense summer heat or winter cold, high winds, wild fires or other deadly weather conditions. Since U.S. Army installations are impacted by the same severe weather, property, personnel and missions are directly affected as well.

U.S. Army Installation Management Command’s goal is to ensure that every garrison is prepared for severe weather – maximizing safety and minimizing damage.

In July 2012, the Installation Management Command Provost Marshal/Protection Office sent a memorandum to Region Emergency Management Coordinators and Garrison Emergency Managers encouraging the expansion of IMCOM's stateside installations (including Alaska and Hawaii) participating in the National Weather Service StormReady certification program.

NWS StormReady is a nationwide program to help communities, universities and installations better protect their citizens, students, Soldiers, families and workforce during severe weather incidents.

This program encourages communities and military installations to take a proactive approach to improve local preparation and readiness for hazardous weather conditions. StormReady provides emergency managers with clear-cut guidelines on how to improve their hazardous weather operations along with providing recommended local procedures designed to reduce the potential for disastrous, weather-related consequences. There is no cost to apply to the StormReady Program.

Oklahoma has had multiple tornados this year, with severe financial damage and nearly 100 lives lost. In Mississippi, ice storms and tornados left thousands without power and several dead. Texas tornados killed at least six people. In March 2013, AccuWeather’s long-range forecasters predicted a severe storm season during the mid-spring and early summer of this year.

“It looks like everybody is going to be vulnerable to severe weather this year from the Gulf of Mexico in early April up to the Midwest by late in the spring and early summer,” said Dan Kottlowski, Accuweather Senior Meteorologist.

StormReady also helps establish a commitment to creating an infrastructure and systems that will save lives and protect property. Receiving StormReady recognition does not mean a community is storm proof, but those meeting the challenge will be better prepared when severe weather strikes.

Q: What is the difference between StormReady and the Federal Emergency Management Agency's Pre-Disaster Mitigation Program?

A: StormReady is a volunteer initiative separate from FEMA’s Pre-Disaster Mitigation Program; however, the two efforts compliment each other by focusing on communication, mitigation and community preparedness to save lives.

Q: Is StormReady a grant program?

A: No. There is no grant money associated with being recognized as “StormReady;” however, the Insurance Services Organization may provide Community Ratings System points to StormReady communities, which may be applied toward lowering National Flood Insurance Program rates.

Q: With regard to the NWS StormReady program, I've heard that some communities may be eligible for rate reductions in the NFIP. How do I find out more, and how does my community apply for rate reductions?

A: FEMA manages the NFIP. The Community Rating System is a voluntary incentive program that recognizes and encourages community floodplain activities that exceed minimum NFIP requirements. Provide your regional NFIP representative a copy of the StormReady recognition letter.

Q: Will it cost my community anything?

A: There is no fee for StormReady recognition, however, your community may need to upgrade its emergency preparedness infrastructure to qualify for StormReady status.

Q: Is other funding besides the NWS available to help us become StormReady?

A: NWS does not provide any funding; however, other government and/ or private sector partners may work with your community to upgrade your emergency preparedness operations.

Q: Why is the NWS requiring me to do this?

A: StormReady is a voluntary program, but IMCOM thinks it is worth the investment because it can save lives and property. The NWS recognizes those communities that are better prepared for weather emergencies.

Q: I saw the StormReady guidelines on the national website.

Why does my local NWS Office have different guidelines?

A: National StormReady guidelines set minimum requirements for the program. Many local areas have specific weather-related needs that local NWS offices consider during weather emergency planning. As a result, StormReady allows the creation of local advisory boards that have the flexibility to create specific bylaws for their area. Local boards also can modify national StormReady guidelines to meet their specific customer needs.

Drown said he knew Punimata would make a big difference for the team that has struggled for so long.

“The last time we had the Army sevens together, we came in fourth out of five places,” he said by telephone. “It was embarrassing not to do well. Going into the tournament, we had a good core of players, and we knew if we could pick up Nuuese, we could turn the tide. Every time he went out on the field, he was playing good, solid, smart rugby. The players just responded to his leadership style, and this team is mostly comprised of officers. They totally respect

Capt. Terrance Knight, Punimata’s AIT commander, said his Soldier’s contributions to the team shouldn’t be understated.

“It’s very commendable what Punimata did on short notice and helped his team win the cup,” he said. “It’s outstanding and was great to see.”

Commissary project begins July 1; store will maintain regular hours Work is set to begin Monday on a $5 million renovation at the Fort Lee Commissary.

The store entranceway will be modified first, according to Defense Commissary Agency officials. Additional projects inside the facility will continue for the next several months, but store managers anticipate no interruptions in normal operating hours. Customers are reminded, however, that the store will be closed on Mondays and Tuesdays, effective July 8 - Sept. 30, as a result of the administrative furlough of government civilian employees.

Nadine Johnson, director of the Fort Lee Commissary, expressed her excitement for the renovation project in a recent DeCA article that appeared in the Traveller. “We’re glad to see this day come because, ultimately, it will enhance the shopping experience for our customers,” she said. “Of course, construction means accommodation, so I ask for our customers’ continued patronage and patience during the months the project is expected to take.”

The commissary will keep the community informed of changes throughout the project, she noted. The renovation is being financed by surcharge funds – that’s the money generated by the 5-percent fee added to shoppers’ receipts.

“The agency has a lot of experience with these projects, and the safety of our employees and customers is paramount in any change made to accommodate the construction,” Johnson said. “I think we’ve got a great plan, and we’ll be able to do this while still providing customer access to the full assortment of products the store has to offer.”

The project is a needed refresh of equipment and facilities as well as a part of the agency’s ongoing adaptation to evolving customer and grocery industry trends.

Along those lines, a new customer service kiosk and more self checkouts are being added to the store’s front end, Johnson said.

“Our customers want easy access and convenience, and I think the first phase of the project addresses that desire right away,” she added. “The modifications to the customer entrance area actually began last year when an in-store bank was replaced with an ATM. Now, the area will be opened up even further with the relocation of the public restrooms away from the entrance to another location near the front of the store.

The cart coral also will be moved to a covered area just outside the entrance so customers can conveniently get their carts and enter the store.”

Other features of the project include the following: • Installation of a new heat and air ventilation system • New flooring and ceiling tiles • Installation of new refrigeration display cases in the produce section • Refreshing the overall look of the deli area, as well as the store offices and preparation areas of the produce and fresh meat departments • A new family restroom included in a relocation of public restrooms • Application of DeCA’s new décor package, which includes distinctive signs and interior color schemes “We’re all excited about the construction, and we’re committed to minimizing any inconvenience it may cause, so we welcome questions, comments or concerns our customers may have during the months ahead,” Johnson said. “At the end, we’re all getting a better place to provide the commissary benefit.”

Ask what was required of him to join the prestigious ranks of the Sergeant Audie Murphy Club and Command Sgt. Maj. Allen B. Offord Jr. responds with the exclamation, “Oh my goodness.”

It’s been more than 15 years since the Transportation Regimental CSM presented himself before the SAMC board at Fort Leonard Wood, Mo., but the details of his toil are still fresh.

“I was fortunate enough to make it through the first time, but there were Soldiers who had attempted it six times and did not make it. It is a very rigorous board. You have to have mental capacity, courage, competency and commitment.”

Two Soldiers from the Ordnance School recently demonstrated those qualities and were welcomed into the SAMC during a Fort Lee Chapter induction ceremony Friday at the Transportation

Maj. Gen. Larry D. Wyche and CSM James K. Sims, CASCOM and Fort Lee commanding general and CSM, respectively, were among the guests that included roughly 100 military members and civilians.

Offord, the guest speaker,

talked about Murphy the Soldier, making the point that one of the Army’s most decorated didn’t chase medals but was all about taking care of Soldiers and “getting the mission accomplished.”

Those values have endured in today’s Army, continued Offord, but the demands of leadership have evolved and requires Soldiers

who can “exercise mission command while planning, preparing, executing and assessing unified land operations to meet the challenges of our Army for (the year) 2020.”

Directing his comments to the inductees, Offord said ethical conduct will largely affect their roles and responsibilities and the successful execution of those “can only be achieved through professionals of character, commitment and competence.”

Following his speech, Offord presented each inductee a medallion, certificate achievement, an Army Commendation Medal and a tomahawk, symbolic of one’s ability to shape and protect.

Webb, whose demeanor was confident and facial expression serious throughout the ceremony, said the SAMC became a goal of hers last year. She said it wasn’t easy.

“It was a difficult journey,” she said. “Lots of boards; lots of studying; and a lot of time taken away from my family and my Soldiers in order to prepare myself.”

Webb said she will now set her sights on attending the Battle Staff Course and working toward attaining the next rank.

Monroy, visibly proud of his accomplishment, said he studied for a year, dedicating 12-15 hours every week.

“I would sometimes study until 1 o’clock in the morning and wake up at 4:30 to go work,” he said.

Now, that the journey is over, Monroy said he wants to impact junior noncommissioned officers and get them interested in the SAMC. “Now it’s time to go out there and reach all those fine NCOs who are doing the right thing and bring them into the club so they can help expand it and create a better name for the club, the Army and this great nation,” he said.

Soldiers inducted into the SAMC undergo a rigorous board process that can last a few hours.

Once they become members, they are indebted to mentoring Soldiers and to contributing to the community, conducting charity work for the homeless, the elderly and others.

Ozbat scholarship fundraiser

In the words of his father, Aaron Ozbat, “Army Capt. Jesse Ozbat was an awesome son, brother, husband, officer and man. Everything he achieved, he earned through hard work, determination and by using his God-given ability.”

On May 20, 2012, while serving in Tarin Kowt, Afghanistan, Ozbat, died of wounds suffered when enemy forces attacked his unit with an improvised explosive device. He was assigned to the 168th Brigade Support Battalion, 214th Fires Brigade, Fort Sill, Okla.

The Ozbat family is establishing the Captain Jesse Ozbat ‘Honor Above All’ Endowed Scholarship fund in his memory at the John Randolph Foundation.

They felt that establishing this scholarship would be a fitting memorial and a way to honor his memory by assisting other special young people to further their education beyond high school.

Their goal is to raise $10,000 over the

Know when your child is old enough to stay home alone Patricia Karthaus KAHC Department of Behavioral Health Family Advocacy Program

The question of when a child can be left home alone is asked frequently once summer vacation starts.

The primary guideline on Fort Lee is any child under the age of 11 can never be left home alone.

Children who are under 11 or are in the 6th grade must be in direct supervision of an adult at all times.

When a child turns 11 and is in the sixth grade, they can be left home alone

for no more than 2 hours.

Seventh and 8th graders can be alone for 4 hours; 9th and 10th graders for 6 hours, and 11th and 12th graders for 10 consecutive hours. So, 6th to 10th graders must never be alone all day in the summer.

Three questions to ask to determine if a child can be alone are: 1. Is the child physically and mentally able to care for themselves?

2. Does he or she obey rules and make good decisions?

3. Do they feel comfortable or fearful about being home alone?

At ease.

Once a parent thinks their child is old enough and can answer yes to those questions, the parent must make sure their child can provide for his or her own care.

A child must know their full name, address and directions to the home and phone number. The youngster should have phone (work and cell) numbers to contact their parents and someone to contact in the case of an emergency.

Near the telephones or on the refrigerator, the child must have the phone numbers of the military police (804-734-7400), the

Fire Department (911) and poison control (1-800-2221222).

The child has to know how to use the phone, what to say to callers who ask to speak to their parents and how to contact an operator.

The child must be able to manage having a key and be able to let themselves into the home. The child must be able to contact his or her parents when they get home.

Children who are home alone must be able to appropriately respond to the following situations: what to do if there is a fire; what to do if they get injured,

what to do if the electricity goes out; and how to prepare for inclement weather. Additionally, the child must know what to say and do if a stranger approaches and how far away from the home they can play, if they are allowed outside.

If a parent decides to let their child stay home alone, start with short periods of time as a test.

Make sure there are clearly defined rules and write them down as a reminder.

One thing that should be clear is, “if you abuse it, you lose it,” which should apply to any new freedom or privilege. Practice all the things the child needs to know so both of you are aware that they can answer the questions if they’re home alone.

If a child or children are found home alone and they are outside the

guidelines for their age/ grade, the MP’s will contact Social Work Services/ Family Advocacy Program to assess the allegation of child neglect. Social Work Services will then notify Prince George County Child Protective Services to report an allegation of child neglect.

Slips, trips and falls are among the leading causes of unintentional injury in the United States. They account for nearly 8.9 million visits to the emergency room every year and are one of the top causes of accidental death, according to a 2011 National Safety Council study.

Most adults probably know someone who ended up in the hospital, or worse, after a serious fall. The risk increases with activity level and age. Frequent victims include home do-it-yourselfers and individuals with warehouse - or shop-centric jobs. Falls among the elder-

ly are common as well because of their decreased motor skills and coordination.

It’s an expensive problem also. According to the Centers for Disease Control and Prevention, tripping and falling injuries account for 12-15 percent of workers’ compensation payments each year, and the cost of medical insurance claims is astronomical. Clearly, this is a safety issue worthy of awareness and preventative measures.

Some of the obvious areas where one could easily trip and fall include doorways, ramps, loading docks, stairs and uneven sidewalks or pathways.

Hidden or often overlooked slipping or tripping hazards

include buckled or damaged flooring, wet surfaces from spills or rain and unmarked ledges or drop-offs, just to name a few.

Everyone can take steps to prevent trips and falls.

The following measures are

particularly important: • Keep electric and phone cords away from traffic areas; secure them so they can’t be moved or buckled to the point of becoming harmful. If an extension cord is used in a high-traffic area, use a cord cover or a warning sign straddled over the cord to alert others to the potential tripping hazard.

• Remove boxes, toys, clothes, shoes, etc., from walking areas.

• Check the condition of walkways and steps, to include any handrails.

Immediately repair damage or call in a work order to have it fixed. Remove debris from exterior walkways. Make sure indoor

and outdoor steps are welllit. Use handrails on steps whenever they are available.

• Never stand on a chair, table or items on wheels. When using a ladder or step stool, ensure it is sitting on a stable, even surface. Always keep at least three points of contact with the ladder (i.e. two hands and one foot or two feet and one hand). Face the ladder and grip the rungs, not the side rails, when climbing up or down a ladder. Don’t climb holding tools or other items, and avoid using a ladder outdoors if it’s excessively windy or inclement weather is expected.

• Immediately clean up spills. Avoid freshly mopped floors. Wear shoes with good slip-resistant soles.

• Keep cabinet doors and drawers closed at all times.

Brigade combat teams cut at 10 posts will help other BCTs C. Todd Lopez Army News Service

WASHINGTON – The Army announced Tuesday that 10 brigade combat teams based in the United States are slated to be reorganized by the end of fiscal year 2017.

In addition to the 10 brigade combat teams, known as BCTs, announced Tuesday, the Army also announced last year it would cut two brigades in Germany that complete inactivation this fiscal year. These changes will reduce the number of BCTs in the Army from 45 to 33.

“Based on extensive analysis, the lessons of twelve years of war and the need to increase the Army’s operational capability and flexibility, the Army is reorganizing our brigade combat teams to reduce the number of headquarters while sustaining as much combat capability as possible,” said Chief of Staff of the Army Gen. Ray Odierno during a press conference at the Pentagon.

“In other words, we are increasing our tooth-to-tail ratio.”

It is expected that at a later date, the name of an additional BCT will be announced that will also be re-

organized, Odierno said. When that happens, it will bring the total number of remaining BCTs in the Army down to 32.

While the number of BCTs will be reduced, the size of remaining BCTs will increase, on average, to about 4,500 Soldiers. That will be accomplished, in many cases, by moving assets from existing BCTs into other brigades.

“We will reinvest some of the Soldiers, equipment and support personnel into the remaining BCTs,” Odierno said.

The Army’s decision to cut those 10 BCTs involved “extensive BCT analysis that included more than 6,500 hours of simulated combat in 34 separate scenarios and extensive interviews with our commanders,” Odierno said. “We also conducted a programmatic environmental analysis that looked at both the environmental and socio-economic impacts. Additionally, we conducted listening sessions at 30 installations with Soldiers, families, local leaders and the business community to better understand the impacts of all potential decisions.”

The general also said the Army saved nearly $400 million in mili-

tary construction dollars by putting projects on hold until the final decisions were made about which brigades to reorganize.

While 10 BCTs will be eliminated from the Army, some of the components from those brigades will be put into remaining BCTs. In particular, Odierno said, a third maneuver battalion, and additional engineer and fires capabilities will be added to each armor and infantry brigade combat team.

Maj. Gen. John M. Murray, director of force management with Army G-3/5/7, said the Army will convert brigade support troops battalion within remaining BCTs into “brigade engineering battalions.”

Additionally, he said, BCTs will get additional “gap-crossing” capability, and route-clearance capability.

“We will also increase the fires capability,” Murray said.

“Specifically, we’ll go from a 2x8gun fires battalion to a 3x6. So two additional guns, one additional battery to support the three maneuver battalions. And then in order to do that, some of the echelon-abovebrigade structure in terms of engineers will have to be reorganized to

Campbell said that some Soldiers will need to move as part of the changes. But for the most part, moves will be from one unit on an installation to another.

With the expected cuts in BCTs, the Army will be left with a mix of 12 armored BCTs, 14 infantry BCTs, and seven Stryker BCTs. Those numbers could change in the future. Campbell said he feels confident that the brigades identified already would be the ones to be “reorganized.” But if the Army finds, in the future, that it needs a different mix of brigades than what has already been identified – some existing brigades might instead be changed to meet the new requirements.

She graduated from JMAC June 21 and returned home, but will keep close tabs on her brother. “I will be here six more weeks alone with my other buddies. It’s not the same as having her here for support,” José said.

When they both are back in Puerto Rico, they plan to join ROTC at the University of Puerto Rico. And, they plan to enlist in the regular Army with a goal of becoming officers in mortuary affairs – together.
