Military, Family Members Invited to Installation Town Hall (veryone in the Fort Lee community is invited to attend an Installation Town Hall meeting at the Post Theater on April 18, 6 30-8 p.m.

We want to fill the theater with service members and their spouses, and we hope the choice of evening hours will allow and encourage participation. We’re not overlooking our civilian population either – all are welcome to attend this informative event.

It is the desire of the garrison command and staff team to provide the best possible service; and we want to hear from you, our customers. This town hall is an opportunity for information gathering and giving us feedback about installation events and activities.

Using Comic Books to Teach Financial Literacy

For decades, millions of kids have faithfully followed the adventures of their favorite comic book superheroes like SpiderMan and the X-Men – sometimes well into adulthood. Although often considered pure escapism, comic books also can serve an educational role – whether it’s teaching the principles of science, demonstrating right versus wrong or even helping kids learn how to read.

Personal financial management is one of those important, yet admittedly dull, subjects parents want to teach their kids, but sometimes avoid – maybe they feel they don’t know enough about it, or are afraid family financial secrets will be shared on the playground. As I learned firsthand growing up in a household where finances

were never discussed, learning about money through the school of hard knocks is mighty unproductive – and e[pensive.

As a way to introduce children to basic money concepts in a kid-friendly format, Marvel Comics and my employer, Visa Inc., recently collaborated on a new comic book called “Avengers Saving the Day.” The plot follows the world’s most popular superheroes, including Spider-Man, Iron Man, Thor, Hulk and %lack Widow, as they learn valuable lessons about managing personal finances while foiling an attempted bank heist by the arch villain, Mole Man. Ideally, children develop the financial skills they’ll need in adulthood while still in school – things like balancing a checkbook, filing ta[es and managing credit cards. %ut in reality, despite the increasing number and comple[ity of financial decisions today’s consumers face, only a handful of states

Comic books aren’t the only kid-friendly way to teach financial literacy. Studies have shown that the key components of good video games – including immediate feedback, rewards, motivation and goalsetting – may do a better job of preparing today’s kids for the modern, hightechnology, global world in which they live than the more traditional types of learning often found in the classroom. A good e[ample is Financial Football, which combines the NFL’s structure and rules with hundreds of questions of varying difficulty designed to test financial knowledge (www. practicalmoneyskills.com/football).

The Army is assessing a new weapon in its battle against physical training injuries.

Musculoskeletal Action Teams, or MAT for short, were put into operation at several installations last year as a pilot program to support the Army’s new Physical Readiness Training regimen, which strikes a balance between conditioning and injury prevention.

Dr. Matthew R. Pretrone, MAT team leader, 23rd Quartermaster Brigade, said the latter is a cost-effective means to combating PT injuries.

“A study came out to show that more than a billion dollars is spent each year in the Army on musculoskeletal injuries,” he said, noting the costs of treatment, after care and lost time.

The answer to preventing long lines at sick call, said Pretrone, is providing the know-how and guidance to people in the same way professional trainers support professional athletes.

“Soldiers are no different,” he said. “They need to have the best available training and the best care possible.”

To accomplish its mission, the MAT team – made up of a physical therapist, physical therapy technician, two strength and conditioning specialists and a physical trainer – provides on-the-spot guidance to Soldiers who lead physical training sessions.

“We go out and observe the PRT sessions and make sure

the exercises are performed according to the guidance provided in the PRT training circular,” said Sgt. 1st Class Frederick Scott, MAT team physical therapy technician. “Through correcting body mechanics, we hope to prevent injuries most of the time.”

In addition to their observations, members of the MAT team instruct advanced individual training Soldiers on injury prevention and exercise effectiveness and provide therapy sessions and prevention guidance to Soldiers already injured.

Therapy provided to Soldiers who have suffered injuries is somewhat the same as in the past but with one important difference, said Petrone – there is much more of an emphasis on preventative care.

“When you’re done with the physical therapy part, that’s when you’re trying to say, ‘OK, we are going to have to change our mindset and emphasize injury prevention.

Yeah, I know you can probably run right now and you’re cleared to go, but we need to work on running mechanics, movement patterns, how you do some of these exercises so that you don’t get hurt again.’”

Frederick, a Soldier of 16 years, said he sees much benefit in the program versus how the Army handled PT injures in the past.

“We didn’t have this,” he said of the MAT program.

“There wasn’t a strength coach to ensure the (exercise) precision pieces were being executed by the Soldiers. Once they were healed and cleared to go back to their units, there was no one to check to see if the Soldiers’ movement mechanics were correct to keep them from returning.”

On average, the 23rd QM Bde. MAT teams see roughly 400 students per month during physical therapy sessions, said Petrone. Several hundred more are provided instruction on injury prevention.

The MAT teams are a collaborative effort of the Training and Doctrine Command and Medical Command.

The program at Fort Lee, comprised of two clinics (another is located at the Ordnance School’s 59th Ordnance Bde.), has been extended for at least another year. While the data is still being analyzed in reference to the program’s effectiveness, no decision has been made on whether it will be implemented Army-wide.

Be Aware of Off-Duty Safety Risks

Off-duty Soldier accidents continue to be a concern to the Army and the Families of those injured. The information provided below is excerpted from the U.S. Army Combat Readiness/Safety Center’s OffDuty Safety Awareness Presentation. The statistics included are as of Jan. 3. The goal of the information is to make all Soldiers aware of the off-duty hazards they may confront so they can become part of the solution in preventing the next accident.

According to the Combat Readiness and Safety Center website (https://safety.army. mil), the Army lost three times as many Soldiers in off-duty accidents than in on-

duty accidents during fiscal 2011. At the close of the first quarter of 2012, accidental fatalities were up 6 percent from the same time frame in fiscal 2011. If the Army does not do something different, it will lose another company of Soldiers this fiscal year.

The Army team can change this through Soldier, Family and leader engagement and by applying the composite risk management process to our off-duty activities.

In most Army accidents, overconfidence, complacency, lack of discipline and lack of training are contributing factors.

Off-duty, the most frequent mistakes are speed, alcohol, fatigue, and failure to use seat belts or personal protective equipment.

The Army must address this risky behavior.

It needs to continue to change the cul-

ture and climate by ensuring leaders at all levels are engaged and expectations are clear, using the band of brothers and sisters/battle buddies concept, setting the standard and leading by example. And the Army must integrate composite risk management into everything it does on- and off-duty. It cannot be an afterthought.

Historically, during the spring and summer months, the Army experiences an increase in off-duty accidents. We must be aware of and address the additional hazards associated with the spring and summer activities, particularly, those involving vehicle operations, sports (especially water activities) and weapons handling. The majority of off-duty fatalities occur in these areas.

Fatigue and alcohol-related accidents are two of the most careless yet preventable accidents in the Army. Fatigue slows reaction time and leads to higher incidents of traffic and on-the-job-related accidents. In fact, fatigued and drowsy drivers cause an estimated 100,000 police-reported crashes each year, and these types of crashes are more likely to result in a fatality.

Alcohol consumption impairs judgment, causes poor vision and slows reaction time – all of which can lead to an accident. Alcohol has been a factor in many off-duty accidents.

While most alcohol-related accidents involve privately-owned vehicles, each year there are many boating, swimming, fishing and other sport-related accidents involving alcohol. Of all the potential offduty hazards, alcohol-related accidents can easily be prevented.

Driving a government vehicle, POV or privately-owned motorcycle on military installations is a privilege granted by the installation commander. Persons who accept the privilege must comply with Army regulations or risk losing that privilege in accordance with AR 190-5.

The installation commander or designee may, for cause or any lawful reason, administratively suspend or revoke driving privileges on the installation. The suspension or revocation of installation driving privileges or POV registrations, for lawful reasons unrelated to traffic violations or safe vehicle operation, is not limited or restricted by this regulation.

Following Army regulations extends

well beyond the boundaries of an installation and requires service members to observe them at all times. When driving personal vehicles, military personnel must follow all rules and regulations, which include wearing seat belts, controlling speed, driving sober, not using cell phones while driving and, most importantly, staying alert. Be safe and be a defensive driver every time, all the time.

In fiscal 2011, there were 177 accidental fatalities; of these 136 were off-duty.

Motorcycle fatalities were 33 percent of all accidental deaths while POV accidents accounted for 43 percent and personnel injury fatalities for 16 percent.

Through the first quarter of fiscal 2012, there were 41 off-duty fatalities. Of these, motorcycle fatalities were 20 percent; POV fatalities, 69 percent; and personnel injury fatalities, 7 percent. If the percentage of fatalities from the first quarter of fiscal 2012 continues through the year, the Army will exceed the fiscal 2011 totals.

A disturbing new trend is more accidents involving leaders (E-5 to 0-4). These are more prevalent than in previous years.

Leaders need to extend their example past the close of business. In fiscal 2011, 64 percent of the motorcycle fatalities were leaders. This proves that no one is immune or invincible when it comes to automobile or motorcycle accidents.

POVs and POMs are the No. 1 “killers” of American Soldiers. The contributing factors in vehicle crashes are speed, inattention, reckless/aggressive driving, driving while under the influence or while fatigued, failing to follow traffic signs and signals, etc. Also, when it comes to injuries, failing to use restraints or proper protective equipment are contributing factors.

Speed and loss of control have been identified as contributing factors in the majority of motorcycle crashes. Do not allow someone who is not trained or licensed to operate your motorcycle as it can have deadly consequences. Do not be the Soldier who allows that to happen. And of course, do not drink and drive.

8 Tips for Spring Storm Fire Safety With the long fall and winter seasons behind us, itâ&#x20AC;&#x2122;s time to think about spring and the storms that often accompany the arrival of warmer weather.

The Fort Lee community must be adequately prepared for fire safety throughout the spring storm season.

Seasonal storms are not always predictable.

On April 28, 2008, three tornadoes ripped through Central Virginia, wreaking havoc on several cities that border Fort Lee and causing structural damage. Several major lightning strikes caused power surges and outages.

The greatest fire hazards associated with the spring storm season are lightning and high winds that often cause power surges and outages. There are eight steps residents can take in advance of a storm and during a power outage to significantly reduce the chance that a fire will occur.

The American Association of Poison Control reported more than 4,500 calls regarding toxicity symptoms of synthetic cannabinoids from 2010 to 2011. Emergency rooms across the country are encountering teenagers with severe signs and symptoms of intoxication with synthetic cannabinoids or synthetic marijuana.

Many severely intoxicated patients were brought to the ER by family, friends and emergency medical services with symptoms of catatonia, “frozen facial expression” and altered mental status. Some patients were awake with rigid extremities and eyes open but not responding to verbal or painful stimuli. Some others were agitated, restless, aggressive, dysarthic and psychotic, with pressured speech and vital signs significant for sinus tachycardia, elevated temperature and sweating.

Currently, there is no antidote available for synthetic cannabinoid intoxication. The reported acute care treatment included intravenous Lorazepam, Benadryl and hospital admittance for observation. Those patients, before discharge from the hospital, admitted to either smoking or inhaling K2 or Spice.

What is K2 or Spice? It is a plant-based product marketed as herbal incense or potpourri that contains herbs sprayed with synthetic cannabinoids, similar in action to Tetrahydrocannabinol or THC. When smoked or inhaled, it can deliver similar effects to marijuana. In 2011, the U.S. Drug Enforcement Administration listed five chemicals used to make synthetic marijuana as schedule 1 controlled substances. These chemicals have not been approved by the Food and Drug Administration for human consumption. There is no oversight on the manufacturing process and no regulations to list ingredients or age re-

quirements to purchase.

Trans Co. Soldier Named Ultimate Warrior Several Move on to TRADOC Competition Scheduled to Take Place Later This Year

A 23rd Quartermaster Brigade Soldier captured first place in the Combined Arms Support Command’s Ultimate Warrior Competition that took place April 3-4 at Fort Lee and Fort A.P. Hill.

Spc. Michael Edgarton, assigned to the 508th Transportation Company, 262nd QM Battalion, was a contestant in the Soldier of the Year category of the event but wound up out-scoring 10 other Soldiers, many of whom were senior noncommissioned officers.

Ultimate Warrior consisted of several events designed to test Soldiers’ competencies. Modeled after the Department of the Army’s Best Warrior Competition, it included the Army Physical Fitness Test, combatives, a board appearance, an essay and a number of Warrior Tasks and Battle Drills such as weapons assembly and disassembly.

All of the events took place at Fort Lee with exception of the weapons qualification, which took place at Caroline Country’s A.P. Hill due to construction at the Lee ranges.

Sgt. 1st Class Enrique Fourzan, CASCOM G-3, said it was a good event marked by tense competition.

“The best part was the combatives,” he said of the last event.“You could see that they wanted to let loose. If we didn’t have referees, they probably would have hashed it out. It was a good event to let out some energy.”

Staff Sgt. Demetrius Matthews had enough energy to capture the Noncommissioned Officer of the Year title. He said he did his best but didn’t expect to win the title.

“I could not believe I was being selected as the CASCOM NCO of the Year,” said the Headquarters and Headquarters Company, CASCOM Soldier. “The realization of me actually winning did not set in until I shook hands with Maj. Gen. (James) Hodge and Command Sgt. Maj. (James) Riddick when they presented me with the trophy. I was excited and proud to know my hard work paid off in preparing for this competition.”

Ultimate Warrior is a consolidated competition and included subordinate command winners of the Advanced Individual Training Platoon Sergeant of the Year and Recruiter

of the Year. Sgt. 1st Class William Slaght of Mike Company, 244th QM Bn., 23rd QM Bde., finished as the top AIT Platoon Sergeant while Staff Sgt. Kelvin James earned Retention NCO of the Year.

The competition included representatives from Fort Lee’s Quartermaster and Transportation Schools, Army Logistics University and the Soldier Support Institute located at Fort Jackson, S.C. Category winners will now move on to the Training and Doctrine Command level of the competition scheduled to take place in the coming weeks.

The winners in the Soldier and NCO of the Year competitions will advance to the Department of the Army Best Warrior Competition scheduled for October at Fort Lee.
