Revamped app to help Soldiers excel

Members assigned to the U.S. Army Center for Initial Military Training partnered with developers to update the Physical Readiness Training app, which aims to provide a comprehensive guide for Soldiers to follow while preparing for the Army Combat Fitness Test at Joint Base Langley-Eustis, Virginia.

The free PRT app was initially launched more than two years ago, but CIMT members worked to update the system to more accurately reflect new ACFT standards and serve as an accessible model for Soldiers’ routine workouts.

“Everything is on your phone now. Every time you go to the gym, no matter who you are, you’re using fitness apps and trackers,” said Megan Reed, CIMT deputy director of Public Affairs. “So we wanted to give Soldiers a central repository,

not only for information about the ACFT, but ways to best train and to be successful at the ACFT.” App features include: ■ An ACFT and Army Physical Fitness Test score calculator ■ A body composite calculator ■ A run timer ■ A metronome ■ Detailed daily and weekly training schedules for individual workouts and unit workouts ■ Guides for proper form and technique ■ References for exercises and manuals The app is available for iOS and Android devices.

Reed explained that while CIMT is focused on Soldiers’ fitness success, leaders and developers worked to ensure app security, recognizing the importance of Soldiers not using third-party apps that could potentially be data-mining their personal information.

“We want Soldiers to make sure they stay safe and protect their personal information through their phones and we also want Soldiers to have a free app,” Reed continued. “There will never be any inapp charges and these programs are

nested within a scientifically-backed doctrine.”

App developers also prioritized accuracy so Soldiers can rely on results provided by the various app tools.

“Device safety is typically the focus of mobile," said Matt MacLaughlin, Mobile Division, Army Distributed Learning Program, Army University chief. “There are those considerations, but there are also the considerations of accuracy of information within the app. For example, a [operational toolset] calculator. If [the developer] doesn’t take the time to properly make sure the calculations within the app are correct before it is developed, that could [hurt] Airmen, Soldiers and Marines as easily as the cybersecurity aspect of it.”

The PRT app’s variety of workouts can help Soldiers in large units as well as Soldiers who may be on special duty assignments, such as recruiters who may not participate in traditional unit physical training.

Developers will continue to work with CIMT members and update the app as needed. A new update is scheduled to become available in March.

Blood Donor Month: Saving lives is mission critical

January is Blood Donor Month not only recognizing those who donate, but also emphasizing the need for donations.

As troops continuously deploy to various locations around the world to ensure our country’s safety, the Armed Services Blood Program could see a spike in quotas to get blood directly downrange to those who need it most.

“We are honored to recognize the thousands of blood donors who roll up their sleeves each year to ensure our warfighters have the blood they need when it’s most needed,” said U.S. Army Col. Audra Taylor, ASBP division chief.

“As 2020 brings us a new decade and new challenges, the one thing we can

count on is you – donors – to be there for our service members in need.”

One unit of donated blood could save up to three lives downrange. In contrast, one person alone could need up to 100 units of blood to have their life saved. There is no set number of how much blood a person stateside or deployed could need, so all donations are vital.

Although the O-negative blood type is needed most because of its universal compatibility with other blood types, that doesn’t mean other types aren’t in high demand as well.

“Our advertising says we need ABs and O blood types especially, but we need all,” said Ralph Peters, ASBP blood donor recruiter.

The ASBP frequently hosts blood drives all over the Hampton Roads community. Langley Hospital hosts core drives every quarter, but in between those, units have their own blood drives as well. People are always encouraged to make it out to one of those blood drives if it better fits their schedule.

“Everybody is busy with their work schedules and personal lives and it is a sacrifice to give your time to something outside of what you normally have to

do,” Peters said.

According to Peters, people generally step in when others are in need. It’s seen when there are natural disasters and tragic events. However, if donors stateside have this same initiative for the troops downrange, as well as the military in this region, medical services will be better equipped for any unanticipated events and have a better chance to save the service member or dependent’s life.

Unfortunately, not everyone is eligible to donate blood. This doesn’t mean they can’t be part of the initiative.

“You are donating through another person when you encourage someone else to donate,” Peters said.

If a person is ineligible, getting the word out and having someone donate in their place is still appreciated and lifesaving for someone in need.

Getting more blood downrange is going to take commitment, direct commander’s support and a passion for saving fellow brothers and sisters in arms.

“We need sponsors, but we also need the commands to support the drives,” Peters said. “Treat them like any other required mission. You can’t make people donate but you can certainly empha-

size it in your announcements, meetings and talks with supervisors and staff.”

Some units offer incentives for their troops to reach the blood unit goals such as a self PT day, early release or any other way that fits their specific mission needs.

“It’s not an easy thing to get 30 people to donate, but if we go into it with the mindset that we’re going to have 100 donations, we can definitely meet the 30 unit goal,” Peters said.

Blood drives are open to anyone with base access who meet all the eligibility requirements: ■ Must be at least 18 years old with valid picture ID (driver’s license or CAC) ■ Weigh at least 110 pounds ■ Be well hydrated/have eaten prior ■ Have been feeling well three days prior ■ Cannot be pregnant or have been in the last six weeks

Army focuses on making installations number one choice for military families

every installation.

Army Materiel Command, under Perna’s direction, took the lead for Army Housing in March 2019, when the Installation Management Command became one of AMC’s major subordinate commands. Since then, numerous reforms and improvements have been made, including: quality inspections of 100% of housing units; the establishment of 24/7 housing hotlines at every installation; quarterly resident town halls hosted by installation leadership; mobile apps for residents to submit and track work orders; a revised fee structure for private companies to better account for resident and Army leadership feedback; regular meetings between Army leadership and company executives; and development of a Resident Bill of Rights expected to be signed later this month; among other reforms.

In July 2019, more than 25,000 residents provided input through the Resident Satisfaction Survey that gave the Army insight into housing experiences and further pinpointed issues that needed to be addressed. In addition, an Army Inspector General report yielded feedback to improve housing.

During an Army Housing Summit Jan. 14-16, senior Army leaders and privatized company executives met at Army Materiel Command headquarters to review the status of the Army housing portfolio and develop a strategy for long-term improvements across the installation enterprise.

The Army’s seven private housing companies, which have 50-year lease agreements through the Residential Communities Initiative, manage and maintain 87,000 – or 98% – of Army Housing at 44 U.S. installations. The Army manages another 13,000 homes and 6,700 Soldier barracks at both U.S. and overseas installations.

“We need to be able to see ourselves, to have oversight of the conditions of our current housing inventory and of our projected inventory,” said Army

Materiel Command’s Gen. Gus Perna, who is the top Army officer charged by the Chief of Staff of the Army with responsibility for Army Housing.

“This is the first time (since implementation of privatized housing) that we have come together and had this holistic view across all Army installations. We need to drive this to our desired end-state. This is not only about day-to-day living. It’s about what we want our installations to look like in 40 or 50 years.”

The Housing Summit brought Army leadership and RCI company executives together via satellite with installation commanders to review progress and future strategies for housing at about 60 U.S. and overseas installations. The leaders reviewed installation-by-installation, discussing the current condition of housing units, future plans for housing reinvestments, and policies, processes and practices that need to be addressed to ensure the

long-term viability of housing. The summit also allowed Army leaders to identify challenges that are trending across multiple locations, such as the cost of maintaining historic housing, fluctuations in Soldiers’housing allowances and forecasting funding for preventive maintenance as housing units age.

“We need to hold ourselves accountable at all times to the highest standards,” Perna said. “When we do that, then we have maneuverability to be innovative, adaptive and agile.”

The first RCI lease was signed in 1999 at Fort Carson, Colorado. Since then, the Army has looked to private housing companies to manage and maintain housing properties throughout the U.S., but the lack of accountability has led to lower-than-desired housing standards. With many of those leases ending in 35 years, the Army wants to ensure quality housing standards are being implemented at

MilTax: Military OneSource offers free tax prep

Tax season can be a dreaded time of year for many people, but the Defense Department’s Military OneSource offers the MilTax program to ease filing stress for service members and their families.

There is no need to worry about costs in tax preparation because the services are free. MilTax kicks off on Military OneSource Jan. 22, offering electronic filing via do-it-yourself software and personalized support from a tax consultant.

Those who qualify to use the free MilTax program are active duty service members and their families, National Guard members and Reservists, survivors and veterans who have left the service in the last 365 days, said Kelly Smith, DoD’s Military Community and Family Policy program analyst.

Smith emphasized that whether filing on one’s own or seeking out assistance from a tax consultant, MilTax services are available year-round for extensions and circumstances unique to the military community. ‘’It is important for service members and families to know that they have options when it comes to support during tax-filing season,‘’ she said. ‘’Services are offered well past the tax deadline,‘’ she said, noting that

JBLE HONORS THE LEGACY OF DR. MARTIN LUTHER KING JR.

Dr. Martin Luther King Jr. was a prominent advocate for civil rights and a beacon for minorities searching for equal protection under the law.

Members from Joint Base Langley-Eustis gathered to celebrate King’s life and legacy during ceremonies held on Jan. 15 and 17.

This year, the theme of “A day on, not a day off”, is a reminder to follow some of King’s most important messages.

“Darkness cannot drive out darkness, only light can do that. Hate cannot drive out hate, only love can do that,” said Dr. Martin Luther King Jr. The Fort Eustis ceremony included speeches from guest speakers U.S. Army Capt. Octavia Blackwell, Delta 1-222 Aviation Battalion commander, and Christopher Newport University professor Matthew Harshman.

“Dr. King was a man of vision, a dreamer, passion and courage. A man of commitment,” Blackwell said. “He dedicated his entire life to a cause that was greater than his self-interest. A cause that shifted the foundation of this nation.”

Langley Air Force Base members conducted a unity walk from the Community Commons to the Langley Base Theater before the ceremony, hosted by the Langley AFB African American Heritage Council. The Langley ceremony featured guest speaker Darrell Harris, 7th Transportation Group integrated logistics support manager, Sayres and Associated Corp.

“One of the things Dr. King always spoke of was excellence and we heard him say no matter what it is you do, be excellent,” Harris said. “We have to integrate our society by education, gaining intellect and using it wisely, and stay focused on being excellent.”

Dr. Martin Luther King Jr.’s life was tragically cut short before he turned 40 years of age. In the time before his death, King and others from the Civil Rights Movement helped to alter the system of inequality in our country and help make a better world for the underprivileged.

F-22 Demo Team announces new pilot By 2nd Lt. Samuel Eckholm JOINT BASE LANGLEY-EUSTIS

U.S. Air Force Maj. Josh Gunderson takes over as the new F-22 Demonstration Team pilot and commander, Jan. 21, Joint Base Langley-Eustis, Va. Gunderson, who goes by the callsign “Cabo,” will lead the 14-member demo team for both the 2020 and 2021 show seasons.

As the team commander, Gunderson will perform precision aerial maneuvers at air shows across the globe to demonstrate the unique capabilities of the world’s premier 5th generation fighter aircraft. He will also perform alongside the Air Force Heritage Flight Foundation to showcase modern-day fighter jets flying in formation with World War II, Korean, and Vietnam era aircraft.

Gunderson has been flying F-22s since he transitioned from the F-15C Eagle in 2014. As an experienced combat proven fighter pilot with over 1,500 hours and two deployments to the Middle East, Gunderson is looking forward to this next opportunity and has had his eyes set on the demo team since he was a kid. “Flying the demo is a thrilling experience that I’ve been excited about from a young age. From the first time I saw jets at the MacDill Air Force Base Airfest, I have turned my eyes towards the skies and dreamed of being in the seat of a fighter jet.”

Gunderson grew up in Tampa, Florida, and after graduating high school, he attended the United States Air Force Academy in Colorado Springs, Colorado. During his time as a cadet, he participated in a foreign exchange program with the Spanish Air Force at their academy in San Javier, Spain and was also a member of the Air Force Academy Soaring Team. In 2008, he earned his commission and graduated from the Air Force Academy with a Bachelor

of Science degree in geospatial science and a minor in Spanish.

Gunderson attended undergraduate pilot training at Sheppard Air Force Base, Texas as part of the EuroNATO Joint Jet Pilot training program. There, he flew the T-6 Texan II and the T-38C Talon, earning his pilot wings after completing the program in 2010.

Following pilot training, Gunderson was assigned to the 44th Fighter Squadron at Kadena Air Base, Japan.

In August of 2014, Gunderson completed the F-22 Basic Qualification Course at Tyndall Air Force Base, Florida and flew Raptors in the 90th Fighter Squadron at Joint Base Elmendorf-Richardson, Alaska until August of 2019.

While serving in Alaska, Gunderson was selected to be the next F-22 Demo commander and pilot which led him to move to the 1st Fighter Wing at Joint Base Langley-Eustis in September of 2019.

“It is incredibly humbling to be given the opportunity to serve as the next F-22 Demo Team commander.

The team is comprised of amazing Airmen showcasing American airpower, and I look forward to joining such an impressive legacy for the next two years,” Gunderson said.

NCMAS VISITS JBLE TO LEARN MORE ABOUT ARMY’S AVIATION

The National Commission on Military Aviation Safety visited Joint Base Langley-Eustis, Va., Jan. 15 to examine the full range of manning, training and equipment issues associated with military aviation safety.

Due to a rise in military aviation accidents, Congress established the commission to conduct a comprehensive review of military aviation mishaps occurring between 2013 and 2018 to reveal trends, identify shortcomings and highlight best practices.

During the visit, the Commissioners and staff met with 128th Aviation Brigade leadership, advanced individual training instructors and students to get a better idea of the role the unit plays in Army aviation.

The team explained how important it is to meet with the maintainers, trainers, pilots and leaders in an environment where they feel comfortable to speak freely, with junior enlistees meeting with commission members separately in order to discuss their views on the training course.

“The 128th Aviation Brigade provides realistic, relevant and rigorous helicopter maintenance training for the Army and Air Force,” said retired U.S. Army Gen. Richard Cody, and Chairman of NCMAS. “The unit trains approximately 5,500 Soldiers and Airmen a year; it’s the perfect place to come and get input from experts with specialized skills and experience.”

The commission is looking for trends from previous mishaps, including lessons learned and how they

are incorporated into current operations, training and maintenance procedures. They are also reviewing organizational and supervisory influence, human factors, training, physiological effects, maintenance, operational tempo and budgetary constraints.

“Over the past year we have visited with more than 125 units across 80 bases,” Cody said. “We wanted to visit these locations first to see the Soldiers, Airmen, Sailors and Marines in action and speak with them on their experiences in the career field and try to bring that knowledge back to the school house here.”

Cody, who completed training at Fort Eustis more than 40 years ago, explained how things have changed over the time.

“The training these Soldiers have

access to is amazing,” Cody said.

“The instructors have the capability to use virtual reality to input faults and have the students troubleshoot and diagnose different problem sets, which broadens their knowledge tremendously. The school house does a great job balancing the computer based training with actual hands-on training.”

Cody went on to say they don’t expect the Soldiers to come out of the course experts, but once they are assigned to their first duty location they will get more hands-on training and repetitions needed to become more efficient at their jobs.

The commission is tasked with five areas to examine: assess the rate of accidents; assess the underlying cause of physiological episodes; identify the underlying causes regarding aircraft availability; assess the causes that contributed to accidents; and make recommendations.

The commission aims to have its findings delivered to Congress and the President by December 2020.

CAC ID Services

The MPF is rolling out an initiative to improve the availability of CAC ID card services! Starting Monday, October 21, the ID card office will be open by appointment from 4:30 p.m. – 7 p.m. The appointments will be booked via the MILSUITE application (exactly the same way as a PT test), and be available in 30 min increments. The only customers we will be servicing during these appointments will be CAC card holders (no Dependents). Walk in customers will be seen as time allows.

Basic ID card reminders: For all new CAC cards, members require 2 forms of ID. Driver’s licenses need to be current and not expired (despite the issuing state law).

Please ensure for lost/stolen cards, the member has a letter from the Security Forces desk, and 2 forms of ID. For any member not in uniform, the member must still meet all AFI 36-2903 grooming standards. Shaving waivers will be accepted if presented at the time of appointment.

Did You Know…New Transition Assistance Program Curriculum & Requirements

There are new requirements/changes coming to the Congressionally Mandated Transition Assistance Program (TAP) beginning 1 October 2019. Members who have completed the Pre-separation Counseling and signed the e-form by 30 September 2019 are grandfathered in the FY19 curriculum.

If the e-form is not signed by 30 September 2019, service members must re-accomplish the Pre-separation Counseling and complete applicable new requirements (FY20 curriculum). For a detailed explanation of what those requirements are, per individual, please call the Airman & Family Readiness Center (A&FRC), 764-3990/94 for guidance.
