Act of heroism: Soldier saves life of drowning man

While on a typical morning run in Smithfield, Virginia, a Soldier witnesses a small boat capsize in the local Pagan River, then hears yelling and screaming coming from the area. As he looks around trying to pinpoint the sound, he takes off into a sprint to the end of the bridge, and with no hesitation he dives into the water.

He proceeds to swim 75 meters when he comes across a man struggling to stay afloat gripping onto the side of the boat. The men successfully turned the boat upright, but couldn’t get the excess water out and in a split decision U.S. Army Maj. Timothy Decker, operations officer for the U.S. Army Center for Initial Military Training, had to make the decision on how he

would save 82 year-old George Gray.

“Once we couldn’t get the boat drained, I decided to have him hold on to it like a flotation device as I swam and pulled him and the boat,” Decker said. “After about a minute of trying that I realized we wasn’t making any progress to get closer to the shore line.”

Decker attempted to swim back to the same location he dove in, until he realized he was swimming against the current and was in the same spot he started just moments ago.

“I quickly changed directions and started swimming perpendicular to the current,” Decker said. “I was extremely exhausted, but I could see we were making progress, so I just pushed ahead. It took us five to seven minutes to reach a dock.”

Throughout the whole process

Decker explained how Gray maintained his composure and remained calm throughout the incident.

“It was pretty instantaneous from when he stepped foot on to the dock; he broke down in tears and gave me a big hug,” Decker said. “It was a very humbling experience.”

Shortly after, the police and ambulance were waiting to ensure both men were safe.

“I think anyone would have done what I did if they were in that situation,” Decker said. “I’m just happy I was there to help.”

Because of his actions on Oct. 5, 2019, when Decker saved Gray from drowning, Smithfield Police Department awarded him with the city’s Life Saving Award.

The Life Saving Award is issued to anyone whose actions saved the life of a fellow citizen in an emergency.

“I’m just thankful to be alive,” Gray said. “I was hanging on to the boat and I had on a really heavy coat and if it wasn’t for this gentlemen [Decker] I wouldn’t be here today.”

'What's Your Warrior?': Army's new recruiting effort targets Gen Z

With the pool of qualified recruits shrinking, a new Army marketing campaign debuted on Veterans Day to target younger cohorts – known as Generation Z – and focus beyond traditional combat roles.

To do this, the Army is asking 17to-24-year-olds one question: What’s Your Warrior?

The query is at the heart of the new strategy, and is designed to introduce young adults – who may know nothing about the military – to the diverse opportunities on tap through Army service, said Brig.

Over the next year, 150 Army career fields – along with eight broad specialty areas – will be interlinked through digital, broadcast, and print outlets, Fink explained, and show why all branches are vital to the Army’s overall mission.

The ads, designed to be hyper-targeted and highly-engaging, he said, will give modern youth an idea of how their unique identities can be applied to the total-force.

So, instead of traditional ads with Soldiers kicking in doors or jumping out of helicopters, What’s Your Warrior pivots toward the wide-ar-

ray of military occupational specialties that don’t necessarily engage on the frontlines – like bio-chemists or cyber-operators.

The campaign will unfold throughout the year with new, compelling, and real-Soldier stories meant for “thumb-stopping experiences,” Fink explained, regarding mobile platforms.

And, with so many unique Army career-fields to choose from, Fink believes the force offers something to match all the distinctive skillsets needed from future Soldiers.

One of the vignettes featured is Capt. Erika Alvarado, a mission element leader for the Army Reserve’s Cyber Protection Team, where she is on the frontlines of today’s cyber warfare.

Another example is 2nd Lt. Hatem Smadi, a helicopter pilot who provides air support to infantrymen, engineers, and other branches to secure the skies.

Their stories – along with others – will tell the Army mission more abundantly, something previous marketing strategies “didn’t do the best job of,” Fink admitted.

“Young adults already know the ground combat role we play. We need to surprise them with the breadth and depth of specialties in the Army,” Fink said. “This campaign is different than anything the

Army has done in the past – or any other service – in terms of look and feel.”

The backbone of the new push isn’t just showing the multitude of unique Army branches – such as Alvarado’s and Smadi’s stories. It goes beyond that, he said, and is meant to show how individual branches come together as one team to become something greater than themselves – a sentiment their research says Gen Z is looking for.

“Team” is also the key-subject of chapter one. An initial advertisement, unveiled as a poster prior to Veterans Day, depicts a team of Soldiers from five career tracks – a microbiologist, a signal Soldier, an aviator, a cyber-operator, and a ground combat troop – all grouped together.

“By focusing on the range of opportunities available, What’s Your Warrior presents a more complete view of Army service by accentuating one key truth – teams are exponentially stronger when diverse talents join forces,” Fink said.

Roughly five months after the team in chapter one, chapter two will be unveiled and focus on identity, he said. At this checkpoint, Soldier’s personal stories will be shared through 30-60 ad spots, online videos, banner ads and other formats to tell their story.

“We know today’s young men and women want more than just a job. They desire a powerful sense of identity, and to be part of something larger than themselves,” said Secretary of the Army Ryan D. McCarthy. “What’s Your Warrior highlights the many ways today’s youth

can apply their unique skills and talents to the most powerful team on Earth.”

The campaign will be the first major push for the Army’s marketing force since they moved from their previous headquarters near the Pentagon to Chicago – in an effort to be near industry talent, Fink said.

Although not quite settled in, the force’s marketing team started their move to the “Windy City” over the fall. Since then, they have led the charge on a variety of advertisements and commercials, both in preparation of What’s Your Warrior, and other ongoing efforts.

At the Chicago-based location, the office makeup is roughly 60% uniformed service and 40% civilian employees, Fink said.

Chicago is also one of 22 cities tapped by Army leaders as part of the “Army Marketing and Recruiting Pilot Program.” The micro-recruiting push – focusing on large cities with traditionally lower recruiting numbers – has utilized data analytics, and been able to tailor messaging for potential recruits based on what’s popular in their location, sometimes down to the street they live on, Fink said.

How “What’s Your Warrior” will target those cities – and others – remains to be seen.

That said, Fink believes the new campaign will speak to today’s youth on their terms, in their language, and in a never-before-seen view of Army service and show how their skillsets are needed to form the most powerful team in the world: the U.S. Army.

7th Trans Brigade prepares for Operation Deep Freeze

U.S. Army Soldiers from various units of the 7th Transportation Brigade will be loading cargo and equipment onto railcars from Nov. 1215, 2019 to ship to Antarctica in support of Operation Deep Freeze.

Operation Deep Freeze is a joint service, inter-agency support mission for the National Science Foundation.

The 2019-2020 ODF season is the 60th anniversary of the Antarctic Treaty and the 64th year of military support of the Antarctic mission.

The 7th Transportation Brigade from Joint Base Langley-Eustis, Virginia will be participating in the operation.

Caban, a 1st Aircraft Maintenance Squadron crew chief, created Portable Magnetic Aircraft Covers, also known as PMAC, made of polymagnets and

Nomex IIIA fibers, which can be folded and packed into a small compartment on the aircraft. The new design eliminates the need for the current Dash 21 gear, which requires separate shipping to the aircraft’s predisposed location due to thier size.

Caban, who studied drafting in col-

lege, explained he chose these materials to construct PMAC because of Nomex IIIA’s electrostatic and hydrophobic properties, which allows the material to breathe while withstanding water.

The specialized magnets adhere to rigid structures without interrupting sensitive electronic components nearby, and mitigates damage due to wear on the jet’s coating.

“The hopes for my concept is to minimize the need for Dash 21 movement since we have these new protec❯❯ See | Page 7

www.peninsulawarrior.com • Peninsula Warrior - Air Force • November 15, 2019 tive covers available any time,” Caban said. “(PMAC) will help execute the mission as they require less to maintain, so we’re designing the new ones with better material that will last longer, and protect against the elements a lot better.”

The current Dash 21 sets are made up of foam pads, which measure at 13.1 cubic feet and cost $11,000 each.

Each jet requires three Dash 21 sets to ensure the intakes and sensitive openings are protected at each location the pilot lands during missions.

Caban’s new design is slated to have a production cost that amounts to less than half of Dash 21 gear production cost, and measures at 567 cubic inches.

The compact size could prove to be advantageous and cost effective in terms of shipping since the set will travel with the jet, allowing aircraft maintainers at various locations to apply the covers anytime they are needed.

“This idea really has the potential to revolutionize the way we do things,” said Maj. Brian Pascuzzi, 1st Fighter Wing Plans and Programs chief of wing plans. “When you look at the deployment costs and the readiness enhancement that’s possible with this idea, that’s really where you get the bang for your buck as far as PMAC goes.

This is really what the innovation cell is all about: finding ways to sharpen lethality and enhance readiness to get the mission done in a more innovative way.”

Pascuzzi also serves as the 1FW innovation chief since the cell’s established in March of this year and credits Caban as being one of the first ideas presented during a pitch session where Airmen exhibited their ideas to the innovation board, which includes the wing commander, the maintenance group commander and other senior leaders.

“There was immediately a lot of buzz and a lot of excitement after [Caban] presented his idea,” Pascuzzi said. “He came into the room carrying a large duffle bag containing a full set of Dash 21 gear, and contrasted its size by displaying his functioning prototype next to it. Peoples’ eyes kind of went wide like ‘Wow!’” Since the initial presentation, Pascuzzi and other innovation cell members have worked closely with Caban

to create an innovative pathway that has led him to the first phase of production, where he partnered with a local Hampton Roads business to produce a PMAC prototype made at no cost to the unit.

Fighter wing leaders and innovation cell members are discussing PMAC’s potential impact on all aircraft.

“Right now we’re talking about cost savings for all F-22 (Raptors), but

we’re also looking at applicability to other aircraft not only in the Air Force inventory, but possibly DoDwide,” Pascuzzi continued.

“I wouldn’t be surprised if in a few years you go on vacation and you see commercial airlines using portable magnetic covers.”

According to Pascuzzi, 1 FW leaders are thrilled to support their Airmen and the potential in Caban’s creation has them looking forward to hearing about innovative ideas from all JBLE members.

“I hope that other Airmen are inspired when they see [Caban’s] success with his concept in such a short amount of time,” Pascuzzi added.

“We know innovative ideas are out there, and we need our [service members] to know that we are here to guide them down that creative path.”

Caban and innovation cell leaders are hopeful that PMAC will be selected as a finalist for the 2020 Spark Tank Competition during Air Force Association conference in Orlando, Florida.

IPPD team suits up for disaster

JOINT BASE LANGLEY-EUSTIS, VA. You’re strolling through the Base Exchange, shuffling past other shoppers buying their holiday gifts, when you see a faint cloud hanging in the air. Alarms go off and people rush for the exit. A nerve agent has been released.

This is the scenario the 633rd Medical Group In-Place Patient Decontamination Team has spent three days preparing for. During IPPD training Nov. 5-7, at Joint Base Langley-Eustis, Virginia, Airmen from the 633rd MDG learned how to quickly handle an emergency situation involving a mass contaminated event.

The IPPD team is one of 22 disaster teams in the 633rd MDG overseen by

Roylynette Lyles, medical emergency manager.

According to Lyles, this is the first time in the last three years that Airmen at JBLE have had the opportunity to complete the IPPD training and certification, so this was new to everyone.

“They had never put on the equipment, donned a suit, had never put up the tent and basically never [decontaminated] a patient,” said Lyles.

On the first day of training, the team pulled out existing equipment, making repairs and in the process saving the Air Force over $60,000, according to Lyles. They continued their training in the classroom, learning deconning procedures and practicing hands-on methods, culminating in an exercise simulating a real-world mass contamination event.

Mass contamination events can be anything from a terrorist releasing a biochemical agent to a nuclear accident or something like a radiological dispersal device that doesn’t even have to explode, said Tom Bocek, Decontamination Education and Consulting trainer. In these events, victims will rush to the nearest medical treatment location.

“They [DCON team] are basically the shield for the medical treatment facility,” said Bocek. “Their mission is to make sure patients are clean enough to come in for medical treatment.”

To successfully complete training and receive certification, the 16-person team had to set up a tent, water heater, and have four personnel suited up in Powered Air-Purifying Respirator gear within 15 minutes,

with the entire team geared up within an additional five minutes.

According to Bocek, these are the time constraints during which the team could clean up a patient if they arrived within those first 20 minutes.

The team then deconned one simulated non-ambulatory patient and one ambulatory patient, setting up two lanes in the tent to clean both patients at the same time before they could proceed for further medical treatment.

Lt. Ronald Smith, 633rd MDG physician assistant and IPPD team chief, said it’s important to be prepared for these types of events no matter the location.

“We never know if there is going to be an attack in our local area here on base or just some sort of hazardous spillage,” said Smith. “We have hazards all around the base and in the area. Anything could happen, so we always have to be prepared.”

When people think of hospitals many may think of doctors, nurses and beeping machines that take blood pressure and monitor vitals.

However, what goes on behind the scenes is just as important.

Behind the scenes there are many individuals in the Langley Hospital who ensure that all personnel are able to receive the medical care necessary to be ready to deploy, while also taking care of the Airmen’s families and retirees.

U.S. Air Force Tech. Sgt. Chadrick Jones, 633rd Medical Group noncommissioned officer in charge biomedical equipment technician, manages

the Medical Maintenance Program for the entire medical treatment facility including the Army Vet Clinic, Guard and Reserve units, and several public access defibrillators spread across Joint Base Langley-Eustis.

“I ensure our 12 technicians are fully equipped to maintain over 5,400 devices valued at $4.6 million dollars,” Jones said. “We are responsible for ensuring doctors, surgeons, nurses, and technicians have functional, properly maintained and safe medical equipment that is ready for patient care.”

The technicians play an important role in ensuring all personnel are able to receive the necessary medical care by providing timely repairs and maintenance of equipment.

“We maintain, repair, and calibrate

medical equipment; this includes units as simple as a thermometer, to more advanced equipment items like radiological units and anesthesia equipment,” said Airman 1st Class Timothy Torres, 633rd MDG BMET. “We also repair vital signs machines, sterilizers, dental chairs and electrical surgical units.”

Having in-house capabilities allows the hospital to have technicians who are familiar with the equipment and connected to the mission. It also eliminates lengthy response times and scheduling conflicts, Jones explained.

“We also provide input and testing on future deployment-related equipment outfitting for Air Combat Command’s manpower and equipment packaging unit,” Jones said.

BMETs are divided into two teams.

One team performs scheduled preventative maintenance on an annual basis. The second team mainly handles repairs, processing new equipment into the facility, and carrying out the procedures for removing

equipment from the facility, stated Torres.

“My favorite thing about this job is that I get to do a different thing every day. Each day is different and brings a new challenge or experience,” said Torres. “The coolest thing is when you finally get a certain piece of equipment working after trying for a few days, especially if you did it on your own.”

According to Jones, this job gives him a great sense of purpose knowing he gives the people delivering patient care the confidence that the tools they need will always be available.

“The medical career field never sleeps, patients need us 24/7,” Jones said. “Patients rely on us at times when they may feel the most vulnerable. I enjoy trying to help people smile even when they may not be feeling their best.”

Working as BMET provides Airmen the opportunity to help provide medical care to patients in a scarcely seen, but vital role to ensure mission completion and save lives.

Fit to fight: one fighter wing at a time

As aviators know proper maintenance of aircraft is key to providing combat capabilities. Just as aircraft need to be maintained and ready to fly, optimizing the human weapon system is also critical. Pilots themselves must be healthy and ready to fight tonight.

To ensure pilots are ready at a moment’s notice, the 1st Fighter Wing has embedded U.S. Air Force Capt.

Michelle Jilek, a physical therapist with the 633rd Medical Operations Squadron to help increase mission effectiveness.

“Ninety-six percent of the pilots at Langley were flying in pain without treatment, because they didn’t have the availability to go to a clinic,” said Jilek. “That’s why I’m here.”

While she still performs her duties as a physical therapist Monday through Thursday as part of the 633rd MDOS, Jilek spends her time after hours and all day Friday at the 1st FW

providing treatment to pilots.

Due to flight schedules and the hospital’s hours of operation, it is difficult for pilots to get the care they need for some of their injuries.

“Embedded care is kind of where the military is going,” said Jilek. “The Army has done a lot more than the Air Force and the Navy. But getting units to have their own medical team makes more sense.”

According to Jilek, through flight and certain maneuvers, pilots encounter G-forces also known as Gs. For each G, the amount of weight is multiplied onto the pilot which includes their own weight and the weight of their gear. The F-22 Raptor can easily pull nine Gs, while the T-38 Talon can reach up to seven Gs, they usually stay around five to five and a half.

“It only takes about 40 to 45 seconds to compress your spine by a couple of millimeters when you’re under those high forces,” said Jilek. “The more and more flights that you do, the more and more it’s going to be affecting the spine.”

Not only is Jelik treating the pilots’ injuries, she is also training them in preventative measures. She teaches the pilots about different neck, spine and other exercises to strengthen the parts of the body that are prone to injury during flight.

“By being in here, I’ve gotten pilots removed from the DNIF [duties not including flying list] just from visiting me a couple times and I’ve fixed people’s issues that they’ve had for years in one treatment,” said Jilek. “Almost all the injuries in here are spine-related, either in the lower back or the upper back because of G forces.”

The physical therapy program doesn’t just benefit the pilot but the 1st FW’s mission as a whole by making pilots fit to fight, thus optimizing the human weapons system. “[Injuries] affect the flying schedule and pilot availability to the point where if it happens over and over, it can be a long-term problem,” said Lt. Col. Cheryl Buehn, 71st Fighter Squadron director of operations. “You need your body at its hundred percent to do

the job, if you’re broken, then that sortie doesn’t go.”

For now, Jilek just focuses on pilots and their injuries. Down the road she would like to be able to help all personnel in the wing.

According to Jilek, the 1st FW is one of few fighter wings across the Air Force that has an embedded physical therapist. For Jilek, embedded medical personnel is the way of the future and she, along with many of 1st FW pilots, would like to see this program adopted across the Air Force.

“For me it’s is a lot of back, neck and shoulder issues but she’s been a huge help and I hope this program catches on,” said Buehn. “I hope this program ignites not just the treatment, but the preventative side of physical therapy and taking care of our bodies.”

The 1st Fighter Wing is responsible for one-third of the Air Force’s combat F-22 Raptors, leading the way in combat capability and lethality in current operations worldwide. One physical therapist can not only make a difference in pilots’ health but the mission capabilities of an entire fighter wing, aiding in their ability serve as America’s premier Air Dominance wing.

CAC ID Services

The MPF is rolling out an initiative to improve the availability of CAC ID card services! Starting Monday, 21 October, the ID card office will be open by appointment from 1630-1900. The appointments will be booked via the MILSUITE application (exactly the same way as a PT test), and be available in 30 min increments. The only customers we will be servicing during these appointments will be CAC card holders (no Dependents). Please utilize the link above to sign up for an appointment. Walk in customers will be seen as time allows.

Basic ID card reminders: For all new CAC cards, members require 2 forms of ID. Driver’s licenses need to be current and not expired (despite the issuing state law). Please ensure for lost/stolen cards, the member has a letter from the Security Forces desk, and 2 forms of ID. For any member not in uniform, the member must still meet all AFI 36-2903 grooming standards. Shaving waivers will be accepted if presented at the time of appointment.

Toys for Tots

It's that time of year again and the holidays are right around the corner! This year we will be teaming up with our sister service, The Unites States Marine Core Reserve, in aiding with the Toys for Tots program on the Peninsula!

The donation drive will start next week, on October 30, 2019 and run until December 6, 2019. Any and all toys and books are accepted but they must be unwrapped and in their original packaging. All proceeds will be distributed as gifts by the local U.S. Marine Corps Reserve, to the less fortunate children within the community.

Any squadron that is interested in participating in this wonderful opportunity, to collect toy donations for the Toys For Tots organization, please have at least two POC’s. Those POC’s will need to notify the JBLE POC’s of how many boxes and advertisement flyers their respective squadrons will need to participate.

Act of heroism: Soldier saves life of drowning man

While on a typical morning run in Smithfield, Virginia, a Soldier witnesses a small boat capsize in the local Pagan River, then hears yelling and screaming coming from the area. As he looks around trying to pinpoint the sound, he takes off into a sprint to the end of the bridge, and with no hesitation he dives into the water.

He proceeds to swim 75 meters when he comes across a man struggling to stay afloat gripping onto the side of the boat. The men successfully turned the boat upright, but couldn’t get the excess water out and in a split decision U.S. Army Maj. Timothy Decker, operations officer for the U.S. Army Center for Initial Military Training, had to make the decision on how he

would save 82 year-old George Gray.

“Once we couldn’t get the boat drained, I decided to have him hold on to it like a flotation device as I swam and pulled him and the boat,” Decker said. “After about a minute of trying that I realized we wasn’t making any progress to get closer to the shore line.”

Decker attempted to swim back to the same location he dove in, until he realized he was swimming against the current and was in the same spot he started just moments ago.

“I quickly changed directions and started swimming perpendicular to the current,” Decker said. “I was extremely exhausted, but I could see we were making progress, so I just pushed ahead. It took us five to seven minutes to reach a dock.”

Throughout the whole process

Decker explained how Gray maintained his composure and remained calm throughout the incident.

“It was pretty instantaneous from when he stepped foot on to the dock; he broke down in tears and gave me a big hug,” Decker said. “It was a very humbling experience.”

Shortly after, the police and ambulance were waiting to ensure both men were safe.

“I think anyone would have done what I did if they were in that situation,” Decker said. “I’m just happy I was there to help.”

Because of his actions on Oct. 5, 2019, when Decker saved Gray from drowning, Smithfield Police Department awarded him with the city’s Life Saving Award.

The Life Saving Award is issued to anyone whose actions saved the life of a fellow citizen in an emergency.

“I’m just thankful to be alive,” Gray said. “I was hanging on to the boat and I had on a really heavy coat and if it wasn’t for this gentlemen [Decker] I wouldn’t be here today.”

'What's Your Warrior?': Army's new recruiting effort targets Gen Z

With the pool of qualified recruits shrinking, a new Army marketing campaign debuted on Veterans Day to target younger cohorts – known as Generation Z – and focus beyond traditional combat roles.

To do this, the Army is asking 17to-24-year-olds one question: What’s Your Warrior?

The query is at the heart of the new strategy, and is designed to introduce young adults – who may know nothing about the military – to the diverse opportunities on tap through Army service, said Brig.

Over the next year, 150 Army career fields – along with eight broad specialty areas – will be interlinked through digital, broadcast, and print outlets, Fink explained, and show why all branches are vital to the Army’s overall mission.

The ads, designed to be hyper-targeted and highly-engaging, he said, will give modern youth an idea of how their unique identities can be applied to the total-force.

So, instead of traditional ads with Soldiers kicking in doors or jumping out of helicopters, What’s Your Warrior pivots toward the wide-ar-

ray of military occupational specialties that don’t necessarily engage on the frontlines – like bio-chemists or cyber-operators.

The campaign will unfold throughout the year with new, compelling, and real-Soldier stories meant for “thumb-stopping experiences,” Fink explained, regarding mobile platforms.

And, with so many unique Army career-fields to choose from, Fink believes the force offers something to match all the distinctive skillsets needed from future Soldiers.

One of the vignettes featured is Capt. Erika Alvarado, a mission element leader for the Army Reserve’s Cyber Protection Team, where she is on the frontlines of today’s cyber warfare.

Another example is 2nd Lt. Hatem Smadi, a helicopter pilot who provides air support to infantrymen, engineers, and other branches to secure the skies.

Their stories – along with others – will tell the Army mission more abundantly, something previous marketing strategies “didn’t do the best job of,” Fink admitted.

“Young adults already know the ground combat role we play. We need to surprise them with the breadth and depth of specialties in the Army,” Fink said. “This campaign is different than anything the

Army has done in the past – or any other service – in terms of look and feel.”

The backbone of the new push isn’t just showing the multitude of unique Army branches – such as Alvarado’s and Smadi’s stories. It goes beyond that, he said, and is meant to show how individual branches come together as one team to become something greater than themselves – a sentiment their research says Gen Z is looking for.

“Team” is also the key-subject of chapter one. An initial advertisement, unveiled as a poster prior to Veterans Day, depicts a team of Soldiers from five career tracks – a microbiologist, a signal Soldier, an aviator, a cyber-operator, and a ground combat troop – all grouped together.

“By focusing on the range of opportunities available, What’s Your Warrior presents a more complete view of Army service by accentuating one key truth – teams are exponentially stronger when diverse talents join forces,” Fink said.

Roughly five months after the team in chapter one, chapter two will be unveiled and focus on identity, he said. At this checkpoint, Soldier’s personal stories will be shared through 30-60 ad spots, online videos, banner ads and other formats to tell their story.

“We know today’s young men and women want more than just a job. They desire a powerful sense of identity, and to be part of something larger than themselves,” said Secretary of the Army Ryan D. McCarthy. “What’s Your Warrior highlights the many ways today’s youth

can apply their unique skills and talents to the most powerful team on Earth.”

The campaign will be the first major push for the Army’s marketing force since they moved from their previous headquarters near the Pentagon to Chicago – in an effort to be near industry talent, Fink said.

Although not quite settled in, the force’s marketing team started their move to the “Windy City” over the fall. Since then, they have led the charge on a variety of advertisements and commercials, both in preparation of What’s Your Warrior, and other ongoing efforts.

At the Chicago-based location, the office makeup is roughly 60% uniformed service and 40% civilian employees, Fink said.

Chicago is also one of 22 cities tapped by Army leaders as part of the “Army Marketing and Recruiting Pilot Program.” The micro-recruiting push – focusing on large cities with traditionally lower recruiting numbers – has utilized data analytics, and been able to tailor messaging for potential recruits based on what’s popular in their location, sometimes down to the street they live on, Fink said.

How “What’s Your Warrior” will target those cities – and others – remains to be seen.

That said, Fink believes the new campaign will speak to today’s youth on their terms, in their language, and in a never-before-seen view of Army service and show how their skillsets are needed to form the most powerful team in the world: the U.S. Army.

7th Trans Brigade prepares for Operation Deep Freeze

U.S. Army Soldiers from various units of the 7th Transportation Brigade will be loading cargo and equipment onto railcars from Nov. 1215, 2019 to ship to Antarctica in support of Operation Deep Freeze.

Operation Deep Freeze is a joint service, inter-agency support mission for the National Science Foundation.

The 2019-2020 ODF season is the 60th anniversary of the Antarctic Treaty and the 64th year of military support of the Antarctic mission.

The 7th Transportation Brigade from Joint Base Langley-Eustis, Virginia will be participating in the operation.

As the Air Force faces continued fiscal constraints the need for Airmen to be innovative in identifying and solving mission shortfalls keeps growing.

ginia, adopting U.S. Air Force Tech.

Sgt. Daniel Caban’s new concept for F-22 Raptor intake covers came as an improvement to standing a maintenance practice.

Caban, a 1st Aircraft Maintenance Squadron crew chief, created Portable Magnetic Aircraft Covers, also known as PMAC, made of polymagnets and

Nomex IIIA fibers, which can be folded and packed into a small compartment on the aircraft. The new design eliminates the need for the current Dash 21 gear, which requires separate shipping to the aircraft’s predisposed location due to thier size.

Caban, who studied drafting in col-

lege, explained he chose these materials to construct PMAC because of Nomex IIIA’s electrostatic and hydrophobic properties, which allows the material to breathe while withstanding water.

The specialized magnets adhere to rigid structures without interrupting sensitive electronic components nearby, and mitigates damage due to wear on the jet’s coating.

“The hopes for my concept is to minimize the need for Dash 21 movement since we have these new protec❯❯ See | Page 7

www.peninsulawarrior.com • Peninsula Warrior - Air Force • November 15, 2019 tive covers available any time,” Caban said. “(PMAC) will help execute the mission as they require less to maintain, so we’re designing the new ones with better material that will last longer, and protect against the elements a lot better.”

The current Dash 21 sets are made up of foam pads, which measure at 13.1 cubic feet and cost $11,000 each.

Each jet requires three Dash 21 sets to ensure the intakes and sensitive openings are protected at each location the pilot lands during missions.

Caban’s new design is slated to have a production cost that amounts to less than half of Dash 21 gear production cost, and measures at 567 cubic inches.

The compact size could prove to be advantageous and cost effective in terms of shipping since the set will travel with the jet, allowing aircraft maintainers at various locations to apply the covers anytime they are needed.

“This idea really has the potential to revolutionize the way we do things,” said Maj. Brian Pascuzzi, 1st Fighter Wing Plans and Programs chief of wing plans. “When you look at the deployment costs and the readiness enhancement that’s possible with this idea, that’s really where you get the bang for your buck as far as PMAC goes.

This is really what the innovation cell is all about: finding ways to sharpen lethality and enhance readiness to get the mission done in a more innovative way.”

Pascuzzi also serves as the 1FW innovation chief since the cell’s established in March of this year and credits Caban as being one of the first ideas presented during a pitch session where Airmen exhibited their ideas to the innovation board, which includes the wing commander, the maintenance group commander and other senior leaders.

“There was immediately a lot of buzz and a lot of excitement after [Caban] presented his idea,” Pascuzzi said. “He came into the room carrying a large duffle bag containing a full set of Dash 21 gear, and contrasted its size by displaying his functioning prototype next to it. Peoples’ eyes kind of went wide like ‘Wow!’” Since the initial presentation, Pascuzzi and other innovation cell members have worked closely with Caban

to create an innovative pathway that has led him to the first phase of production, where he partnered with a local Hampton Roads business to produce a PMAC prototype made at no cost to the unit.

Fighter wing leaders and innovation cell members are discussing PMAC’s potential impact on all aircraft.

“Right now we’re talking about cost savings for all F-22 (Raptors), but

we’re also looking at applicability to other aircraft not only in the Air Force inventory, but possibly DoDwide,” Pascuzzi continued.

“I wouldn’t be surprised if in a few years you go on vacation and you see commercial airlines using portable magnetic covers.”

According to Pascuzzi, 1 FW leaders are thrilled to support their Airmen and the potential in Caban’s creation has them looking forward to hearing about innovative ideas from all JBLE members.

“I hope that other Airmen are inspired when they see [Caban’s] success with his concept in such a short amount of time,” Pascuzzi added.

“We know innovative ideas are out there, and we need our [service members] to know that we are here to guide them down that creative path.”

Caban and innovation cell leaders are hopeful that PMAC will be selected as a finalist for the 2020 Spark Tank Competition during Air Force Association conference in Orlando, Florida.

IPPD team suits up for disaster

JOINT BASE LANGLEY-EUSTIS, VA. You’re strolling through the Base Exchange, shuffling past other shoppers buying their holiday gifts, when you see a faint cloud hanging in the air. Alarms go off and people rush for the exit. A nerve agent has been released.

This is the scenario the 633rd Medical Group In-Place Patient Decontamination Team has spent three days preparing for. During IPPD training Nov. 5-7, at Joint Base Langley-Eustis, Virginia, Airmen from the 633rd MDG learned how to quickly handle an emergency situation involving a mass contaminated event.

The IPPD team is one of 22 disaster teams in the 633rd MDG overseen by

Roylynette Lyles, medical emergency manager.

According to Lyles, this is the first time in the last three years that Airmen at JBLE have had the opportunity to complete the IPPD training and certification, so this was new to everyone.

“They had never put on the equipment, donned a suit, had never put up the tent and basically never [decontaminated] a patient,” said Lyles.

On the first day of training, the team pulled out existing equipment, making repairs and in the process saving the Air Force over $60,000, according to Lyles. They continued their training in the classroom, learning deconning procedures and practicing hands-on methods, culminating in an exercise simulating a real-world mass contamination event.

Mass contamination events can be anything from a terrorist releasing a biochemical agent to a nuclear accident or something like a radiological dispersal device that doesn’t even have to explode, said Tom Bocek, Decontamination Education and Consulting trainer. In these events, victims will rush to the nearest medical treatment location.

“They [DCON team] are basically the shield for the medical treatment facility,” said Bocek. “Their mission is to make sure patients are clean enough to come in for medical treatment.”

To successfully complete training and receive certification, the 16-person team had to set up a tent, water heater, and have four personnel suited up in Powered Air-Purifying Respirator gear within 15 minutes,

with the entire team geared up within an additional five minutes.

According to Bocek, these are the time constraints during which the team could clean up a patient if they arrived within those first 20 minutes.

The team then deconned one simulated non-ambulatory patient and one ambulatory patient, setting up two lanes in the tent to clean both patients at the same time before they could proceed for further medical treatment.

Lt. Ronald Smith, 633rd MDG physician assistant and IPPD team chief, said it’s important to be prepared for these types of events no matter the location.

“We never know if there is going to be an attack in our local area here on base or just some sort of hazardous spillage,” said Smith. “We have hazards all around the base and in the area. Anything could happen, so we always have to be prepared.”

When people think of hospitals many may think of doctors, nurses and beeping machines that take blood pressure and monitor vitals.

However, what goes on behind the scenes is just as important.

Behind the scenes there are many individuals in the Langley Hospital who ensure that all personnel are able to receive the medical care necessary to be ready to deploy, while also taking care of the Airmen’s families and retirees.

U.S. Air Force Tech. Sgt. Chadrick Jones, 633rd Medical Group noncommissioned officer in charge biomedical equipment technician, manages

the Medical Maintenance Program for the entire medical treatment facility including the Army Vet Clinic, Guard and Reserve units, and several public access defibrillators spread across Joint Base Langley-Eustis.

“I ensure our 12 technicians are fully equipped to maintain over 5,400 devices valued at $4.6 million dollars,” Jones said. “We are responsible for ensuring doctors, surgeons, nurses, and technicians have functional, properly maintained and safe medical equipment that is ready for patient care.”

The technicians play an important role in ensuring all personnel are able to receive the necessary medical care by providing timely repairs and maintenance of equipment.

“We maintain, repair, and calibrate

medical equipment; this includes units as simple as a thermometer, to more advanced equipment items like radiological units and anesthesia equipment,” said Airman 1st Class Timothy Torres, 633rd MDG BMET. “We also repair vital signs machines, sterilizers, dental chairs and electrical surgical units.”

Having in-house capabilities allows the hospital to have technicians who are familiar with the equipment and connected to the mission. It also eliminates lengthy response times and scheduling conflicts, Jones explained.

“We also provide input and testing on future deployment-related equipment outfitting for Air Combat Command’s manpower and equipment packaging unit,” Jones said.

BMETs are divided into two teams.

One team performs scheduled preventative maintenance on an annual basis. The second team mainly handles repairs, processing new equipment into the facility, and carrying out the procedures for removing

equipment from the facility, stated Torres.

“My favorite thing about this job is that I get to do a different thing every day. Each day is different and brings a new challenge or experience,” said Torres. “The coolest thing is when you finally get a certain piece of equipment working after trying for a few days, especially if you did it on your own.”

According to Jones, this job gives him a great sense of purpose knowing he gives the people delivering patient care the confidence that the tools they need will always be available.

“The medical career field never sleeps, patients need us 24/7,” Jones said. “Patients rely on us at times when they may feel the most vulnerable. I enjoy trying to help people smile even when they may not be feeling their best.”

Working as BMET provides Airmen the opportunity to help provide medical care to patients in a scarcely seen, but vital role to ensure mission completion and save lives.

Fit to fight: one fighter wing at a time

As aviators know proper maintenance of aircraft is key to providing combat capabilities. Just as aircraft need to be maintained and ready to fly, optimizing the human weapon system is also critical. Pilots themselves must be healthy and ready to fight tonight.

To ensure pilots are ready at a moment’s notice, the 1st Fighter Wing has embedded U.S. Air Force Capt.

Michelle Jilek, a physical therapist with the 633rd Medical Operations Squadron to help increase mission effectiveness.

“Ninety-six percent of the pilots at Langley were flying in pain without treatment, because they didn’t have the availability to go to a clinic,” said Jilek. “That’s why I’m here.”

While she still performs her duties as a physical therapist Monday through Thursday as part of the 633rd MDOS, Jilek spends her time after hours and all day Friday at the 1st FW

providing treatment to pilots.

Due to flight schedules and the hospital’s hours of operation, it is difficult for pilots to get the care they need for some of their injuries.

“Embedded care is kind of where the military is going,” said Jilek. “The Army has done a lot more than the Air Force and the Navy. But getting units to have their own medical team makes more sense.”

According to Jilek, through flight and certain maneuvers, pilots encounter G-forces also known as Gs. For each G, the amount of weight is multiplied onto the pilot which includes their own weight and the weight of their gear. The F-22 Raptor can easily pull nine Gs, while the T-38 Talon can reach up to seven Gs, they usually stay around five to five and a half.

“It only takes about 40 to 45 seconds to compress your spine by a couple of millimeters when you’re under those high forces,” said Jilek. “The more and more flights that you do, the more and more it’s going to be affecting the spine.”

Not only is Jelik treating the pilots’ injuries, she is also training them in preventative measures. She teaches the pilots about different neck, spine and other exercises to strengthen the parts of the body that are prone to injury during flight.

“By being in here, I’ve gotten pilots removed from the DNIF [duties not including flying list] just from visiting me a couple times and I’ve fixed people’s issues that they’ve had for years in one treatment,” said Jilek. “Almost all the injuries in here are spine-related, either in the lower back or the upper back because of G forces.”

The physical therapy program doesn’t just benefit the pilot but the 1st FW’s mission as a whole by making pilots fit to fight, thus optimizing the human weapons system. “[Injuries] affect the flying schedule and pilot availability to the point where if it happens over and over, it can be a long-term problem,” said Lt. Col. Cheryl Buehn, 71st Fighter Squadron director of operations. “You need your body at its hundred percent to do

the job, if you’re broken, then that sortie doesn’t go.”

For now, Jilek just focuses on pilots and their injuries. Down the road she would like to be able to help all personnel in the wing.

According to Jilek, the 1st FW is one of few fighter wings across the Air Force that has an embedded physical therapist. For Jilek, embedded medical personnel is the way of the future and she, along with many of 1st FW pilots, would like to see this program adopted across the Air Force.

“For me it’s is a lot of back, neck and shoulder issues but she’s been a huge help and I hope this program catches on,” said Buehn. “I hope this program ignites not just the treatment, but the preventative side of physical therapy and taking care of our bodies.”

The 1st Fighter Wing is responsible for one-third of the Air Force’s combat F-22 Raptors, leading the way in combat capability and lethality in current operations worldwide. One physical therapist can not only make a difference in pilots’ health but the mission capabilities of an entire fighter wing, aiding in their ability serve as America’s premier Air Dominance wing.

CAC ID Services

The MPF is rolling out an initiative to improve the availability of CAC ID card services! Starting Monday, 21 October, the ID card office will be open by appointment from 1630-1900. The appointments will be booked via the MILSUITE application (exactly the same way as a PT test), and be available in 30 min increments. The only customers we will be servicing during these appointments will be CAC card holders (no Dependents). Please utilize the link above to sign up for an appointment. Walk in customers will be seen as time allows.

Basic ID card reminders: For all new CAC cards, members require 2 forms of ID. Driver’s licenses need to be current and not expired (despite the issuing state law). Toys for Tots

It's that time of year again and the holidays are right around the corner! This year we will be teaming up with our sister service, The Unites States Marine Core Reserve, in aiding with the Toys for Tots program on the Peninsula!

The donation drive will start next week, on October 30, 2019 and run until December 6, 2019. Any and all toys and books are accepted but they must be unwrapped and in their original packaging. All proceeds will be distributed as gifts by the local U.S. Marine Corps Reserve, to the less fortunate children within the community.

Any squadron that is interested in participating in this wonderful opportunity, to collect toy donations for the Toys For Tots organization, please have at least two POC’s. Those POC’s will need to notify the JBLE POC’s of how many boxes and advertisement flyers their respective squadrons will need to participate.

Did You Know…New Transition Assistance Program Curriculum & Requirements
