The familiar landscape of Seoul, Korea is captured within the eyes of a young child. The sights, sounds and smells belong to a culture commonly practiced, creating a sense of comfort. This is home.

U.S. Army Chaplain Joshua Kim, (Capt.), with the 53rd Movement Control Battalion and 7th Transportation Brigade (expeditionary) was born and raised there until he was 14 years old.

“I have great memories about the country,” Kim explained. “It was safe

and secure in the neighborhoods, we all knew each other. It felt like family.”

His early childhood was a prosperous time for Kim and his family; however, new challenges were soon to arise, altering this young family’s path indefinitely.

When Kim was only nine years old, his father started a business in Korea, which was a source of financial security for them.

Kim’s family started out fairly wealthy. Although, as time went on, the family’s success began to crumble, leaving

the family desperate for a way out of their ill-fated future.

In search of hope, the family devised a plan to start a new life.

“There was no hope for us at the time,” Kim said.

“People say America is a country with opportunities. I think that’s why we came over to America.”

With a crossroads laid out before them, the family traveled to foreign lands to seek out new careers.

“We settled in southern California, where there were more jobs for immigrants,” Kim recalled.

“That’s where we started our lives in the states.”

Being immersed into a

culture they were not accustomed to became a challenging endeavor, Kim admitted.

“It was kind of a shock.

Even though I lived in the states for some time, I never felt like I was fully American,” Kim said.

As he began to settle into his new homeland, Kim pursued a career that aligned with his faith.

“At the time I was an assistant pastor at a big church,” Kim noted. “I was overseeing the education department which consisted of about 1,200 members.”

He felt comfortable in his position in life – desiring to be challenged, Kim looked to God for answers. ❯❯

Service secretaries tackle employment challenges for overseas spouses Secretary of the Air Force Public Affairs WASHINGTON (AFNS)

All three military service secretaries signed a memorandum today to jointly explore how military spouses can find employment and sustain careers at overseas bases.

“Military service is a team sport that begins with the family," said Secretary of the Army Mark Esper.

“Helping our spouses pursue their careers while they support their service members is not only the right thing to do, it improves the readiness of the force and our retention of top talent.”

The joint memorandum directs each service assistant secretary for manpower and reserve affairs to support a tri-service team that seeks to understand the barriers to military spouse employment overseas. The team is expected to make recommendations to policies, programs and laws that would make employment for spouses overseas easier.

“We must be mindful that while we recruit individuals, we retain families,” said Secretary of the Navy Richard V. Spencer. “Our military spouses support us without hesitation and it is only right to support them. That is why we are committed to removing barriers and helping our military spouses find employment overseas.”

The effort is part of a broader initiative to holistically address readiness challenges, including retention.

Additionally, each service has released memorandums directing officials to implement re-licensure cost reimburse-

ment for spouses based on authorities provided in the 2018 National Defense Authorization Act. The policy offsets the cost, up to $500, of professional re-licensure incurred by military families as a result of qualified military assignments that move the family across state lines.

“We’ve made an impact on reciprocity for licensure for family members stateside,” said Secretary of the Air Force Heather Wilson.

“When I was visiting Aviano (AFB) recently, the issue of spouse employment overseas came up and things we might be able to do to make it easier. I’m glad we are doing this together.”

BUILDING A WEATHER-READY NATION

Teams from the Air Force Reserve’s 53rd Weather Reconnaissance Squadron and National Oceanic and Atmospheric Administration’s National Hurricane Center participated in a week-long Hurricane Awareness Tour at five locations along the East Coast, May 6-10.

The purpose of the tour is to help create a weather-ready nation for the upcoming hurricane season occurring June 1 – Nov. 30, with an emphasis this year on raising awareness about inland flooding.

“When people think about

hurricanes, they think about the wind,” said Lt. Col. Jeff Ragusa, 53rd WRS chief pilot.

“As it turns out, the major threat for somebody is going to be inland flooding. People think they are safe, but as you look at lives lost from hurricanes, it’s from inland flooding. We want to get that warning out to folks and let them know that just because they don’t live on the coast and won’t see debris flying around, doesn’t mean they are safe.”

Inland flooding accounts for 83% of the fatalities during a tropical storm system; more than half of those fatalities are within automobiles, stated Ken Graham, National Hurricane Center director.

“It’s important to remember hurricanes don’t just impact

the coast, storm surge and rain are also a threat inland,” Graham said. “The highest storm surge value for Hurricane Florence was 100 miles inland. Just because you don’t live on the coast doesn’t mean you don’t have to prepare for hurricane season.”

The Hurricane Awareness Tour gave an opportunity for the media and public to tour aircraft that fly into hurricanes, the “Hurricane Hunter” WC-130J Super Hercules and the NOAA WP-3D Orion aircraft, and learn about their mission and how to prepare for potential disasters.

“Satellites are really good at telling us what’s at the top of a hurricane,” Ragusa said. “Nobody cares what’s at the top of a hurricane, they want to

know what’s going on where the homes and where the people are. In order to do that, (we) need to get in there as low as safety will allow so that we can provide that data required for the National Hurricane Center to really figure out what that storm is doing.”

The tour, taking place in conjunction with National Hurricane Preparedness Week, stopped in Rhode Island, Pennsylvania, Virginia, North Carolina and Georgia.

“The research and the surveys show that the public’s perception of their risk is based on their past experience,” Graham said. “Events like this are so critical to remind of those risks.”

Other government and private organizations participated in the event including the National Weather Service, Federal Emergency Management Agency and Federal Alliance for Safe Homes.

“This week is about coming together,” Graham said. “It’s one thing to prepare by reading something in a book, it’s another thing to come here.

Events like this are what’s go-

ing to help us become a weather-ready nation.”

More than 7,000 people participated in the events, gaining knowledge of safety and awareness in preparation for the coming hurricane season.

“An important thing I like to get out to folks is that I’m going to ask my flight crew to do something that no other flight crews around the world are even allowed to do,” Ragusa said. “We are happy to do it and we are here to do it for you, please don’t make us do it in vain. When those warnings come out, please pay attention.”

In 2018, the 53rd WRS flew a total of 43 missions over the Atlantic Basin, and the NOAA WP-3D Orion flew a total of 10 missions. The missions flown provide real-time data on what is going on with the tropical systems and can decrease the forecast cone by 20%.

“Every storm is different,” Graham said. “Just because it didn’t happen last time doesn’t mean it won’t happen next time. It is so critical to prepare for what could happen, not what’s happened in the past.”

Large cities see jump in recruits

Virtual recruiting teams, outreach to civic leaders and 770 more recruiters on the ground are helping the Army sign up more new Soldiers this year in some of America’s largest cities.

Recruiting is up 27 percent in Minneapolis over this time last year. New York City has improved 19 percent and Baltimore is up 17 percent, according to Army Recruiting Command figures for April.

Cities are where the people live, so the Army needs to recruit there, Under Secretary of the Army Ryan D. McCarthy said. Until this year, however, recruiting success typically seen in the rural South was not shared by the big cities.

“We’re trying to bring a lot of balance to our recruiting effort and focus in on the largest metropolitan areas in the country,” McCarthy said.

Last year, Army senior leaders selected 22 cities to apply those efforts. These were areas with large populations that had little exposure to Soldiers because most were located far from active Army training centers.

CIVIC ENGAGEMENT Senior leaders began meeting with mayors of those cities.

McCarthy, for instance, first met with the mayor of Chicago, his hometown. He has since met city leaders in Baltimore, Houston and Orlando.

“We’ve got to get out there and forge relationships,” he said.

At the Baltimore meeting, city officials decided that Army interests aligned with one of theirs: keeping youth out of trouble. As a result, the city opened up all 43 of its recreation centers to recruiters.

“It was a great meeting be-

cause it opened doors,” said Col. Amanda Iden, commander of the Baltimore Recruiting Battalion, who sat with McCarthy at the meeting table.

“They’ve given us carte blanche access” to the rec centers, she said, adding her recruiters “don’t just play basketball and do sports with these kids,” they actually provide educational aids to help students study.

Recruiters uploaded the Army’s “March2Success” software on computers at the centers so students could study there for college boards and other entrance exams.

“You want to take the LSAT, LCAT, MCAT, all those other different tests, the GMAT, SAT, AECT, it’s a tool to teach you how to take tests,” Iden said, “and it focuses on your weaknesses.”

Meetings with city officials also help open up schools to recruiters.

“It’s a relationship,” Iden said. “It’s about getting to know leaders, principals and guidance counselors.”

EDUCATING INFLUENCERS Recruiters are there to help students and influencers — such as parents and teachers — make “informed decisions,” she said. It’s not just about “trying to pull you into the Army,” it’s about helping students be successful and explaining options, she said.

Many students and influencers don’t know the Army has more than 150 career paths, said Col. James Jensen, director of the USAREC Commander’s Initiatives Group.

They don’t know Fort Leonard Wood, Missouri, has the world’s only school that certifies students in handling hazardous material for serious nuclear-biological-chemical threats, he said, adding graduates can get a job at dozens of agencies once they leave the Army.

Army recruiters are showing more of a presence at Camden Yards this year than previous seasons.

They don’t know that military police officers are automatically certified in 32 different states and can become state police officers without attending that state’s police academy, he said.

“We’re trying to expand the audience and touch not only the potential applicants, but the influencers, too,” Jensen said. “Especially within the latest generation, influencers hold a huge amount of weight with the decisions to go into the military.”

Influencers are among the target audience for “Meet Your Army” events in many of the cities. These events often include senior Army leaders returning to their hometowns for speaking engagements mixed with editorial boards, meetings with civic leaders and other public forums.

Nearly 30 different events took place during the week, including an expo on the Boston Common that had the Army Special Operations Command “Black Daggers” parachute team jump in. Over 30 Army units and 10 senior Army leaders also took part.

These events maximize resources, Jensen said.

Beginning later this year, new mobile Army recruiting platforms will participate at events such as the one in Boston, Jensen said. These semitrailers will include videogame terminals where visitors will be able to play against members of the Army’s new esports team, consisting of Soldiers who will compete at gaming events across the country.

VIRTUAL RECRUITING TEAMS Last year USAREC tested the concept of virtual recruiting teams at some of its battalions.

Now each of the Army’s 44 recruiting battalions have VRTs that focus on social media.

The teams consist of three to

six Soldiers proficient in all types of social media. These VRTs are currently manned at about 80 percent, Jensen said, but he added they will be going up to 100 percent by this summer.

The Baltimore Recruiting Battalion’s VRT stood up in September with three members at its headquarters on Fort Meade. Each of the battalion’s six recruiting companies across Maryland, Delaware and the District of Columbia also have liaisons who work directly with the VRT, Iden said.

These VRTs are “force multipliers” for recruiters, Jensen said. When a potential candidate responds to a social media post and asks a question, the virtual recruiters will initially respond, then pass the prospect off to a neighborhood recruiter, Jensen said.

“This helps the recruiter on the ground with less prospecting and more processing,” he said, “putting [prospects] in boots.”

Joint Base LangleyEustis’ Global Response Force Team held an Expeditionary Medical Support (EMEDS) exercise, May 6 - 10, 2019.

JBLE is the only base, state-side, that has the responsibility to determine allowance standards for building an EMEDS package. The exercise was, in part, used to validate all of the equipment and supplies that are in the packages.

The GRF team is rapidly deployable and can be tailored to provide medical support to a full

range of humanitarian or emergency relief operations.

“Since we don’t necessarily know what deployed location we could potentially go to, it would depend on what humanitarian or emergency response we respond to,” said U.S. Air Force Chief Master Sgt. Jennifer Wampler, 633rd Medical Group functional manager.

“This helps our team come together and understand what it’s like to work in a field environment versus a fixed facility, which is vastly different and it also creates a sense of

flexibility and understanding of what type of areas you may be used to.”

The exercise also tested the group’s expeditionary skills, as mission-ready medics, by running through scenarios with live patients and mannequins.

“At first, when we started the exercise, there were some growing pains involved,” said Wampler.

“Throughout the day, the roles become more understandable, and they really stepped up to the plate in terms of taking care of their patient, understanding the movement and flow of what it is to work in a field environment and

they were able to accomplish any task that was thrown at them.”

It took about five months of planning to carry out such a detailed exercise, with the Medical Readiness Department playing a big part along with the 733rd Logistics Readiness Squadron and 633rd Civil Engineer Squadron.

All units involved got vital training for potential deployments or calls to help in emergency situations.

“This was a great opportunity to get to know each other as members of our GRF team, exercise together as a team and know that when we are called upon to respond to any humanitarian or disaster relief, we, the 633rd Medical Group will be ready,” said Larbie.

Joint Base LangleyEustis’ Global Response Force Team held an Expeditionary Medical Support (EMEDS) exercise, May 6 - 10, 2019.

JBLE is the only base, state-side, that has the responsibility to determine allowance standards for building an EMEDS package. The exercise was, in part, used to validate all of the equipment and supplies that are in the packages.

The GRF team is rapidly deployable and can be tailored to provide medical support to a full

range of humanitarian or emergency relief operations.

“Since we don’t necessarily know what deployed location we could potentially go to, it would depend on what humanitarian or emergency response we respond to,” said U.S. Air Force Chief Master Sgt. Jennifer Wampler, 633rd Medical Group functional manager.

“This helps our team come together and understand what it’s like to work in a field environment versus a fixed facility, which is vastly different and it also creates a sense of

flexibility and understanding of what type of areas you may be used to.”

The exercise also tested the group’s expeditionary skills, as mission-ready medics, by running through scenarios with live patients and mannequins.

“At first, when we started the exercise, there were some growing pains involved,” said Wampler.

“Throughout the day, the roles become more understandable, and they really stepped up to the plate in terms of taking care of their patient, understanding the movement and flow of what it is to work in a field environment and

they were able to accomplish any task that was thrown at them.”

It took about five months of planning to carry out such a detailed exercise, with the Medical Readiness Department playing a big part along with the 733rd Logistics Readiness Squadron and 633rd Civil Engineer Squadron.

All units involved got vital training for potential deployments or calls to help in emergency situations.

FIVE THINGS ARMY OFFICERS AND UNITS SHOULD KNOW ABOUT THE ASSIGNMENT INTERACTIVE MODULE

If you’re one of the more than 3,200 active duty officers or warrant officers identified to move, or a unit welcoming new talent to your ranks, you probably have questions about the new Assignment Interactive Module, or AIM. AIM is a web based system designed to advance Army talent management, while ensuring readiness. AIM provides the data and tools to help the U.S. Army Human Resources Command (HRC) place the right officers in the right position at the right time.

The AIM marketplace encourages communication between officers and units and enables them to voice their preferences for one another.

Officers get more control over their careers while taking into account family considerations. And, for the first time, units get a say in who fills which positions.

That said, we’ve come up with the top 5 things officers and units should know about AIM to make the system work for them. #1: GO EARLY AND OFTEN The AIM marketplace is open to officers and units at the same time so that officers moving into their next assignment and units seeking to fill assignments can communicate. Units can filter potential candidates by whether or not

the officer expressed interest in an assignment by filtering for officers who put the assignment in their top 10%. Officers scheduled to move should make their initial preferences early on in the process and check back frequently.

Reaching out to units you are interested in and asking questions about assignments could help you separate yourself from the crowd.

Even if you’re not scheduled to move, the Army’s 90,000+ active duty officers or warrant officers can login to AIM anytime to start learning. In addition to displaying recent and upcoming assignments, AIM increases transparency by allowing you to see every assignment in every career field across the Army. #2: RESUME. RESUME. RESUME. Simply put, officers who have a resume in AIM are more likely to receive a positive vote from units than officers who don’t have a resume. Units can filter officers by specific skills and talents, so take time to build a strong resume. Don’t wait until you’re scheduled to move to start working on your resume.

Officers should also read through their market’s rules of engagement (ROE) prior to preferencing units. ROE is how HRC’s Officer Personnel Management Directorate (OPMD) implements proponent and senior leader career guidance. Paying attention to the ROE helps officers figure out which positions they are actually qualified for and

which ones best match their skill set. #3: PREFERENCING MAKES A DIFFERENCE In the last moving cycle, 40% of officers who preferenced units got their most preferred assignment and 75% received an assignment in their top 10%. Remember #1? Go early and often. The sooner officers preference assignments the sooner units will see that they are interested in them - and you can update your preferences any time until the market closes.

Among units who participated in the market, more than 50% of the officers they received were ones they had preferenced. Do keep in mind, even if an officer and a unit are a possible market match, meaning the officer wanted to go to the unit and the unit wanted the officer (i.e., the officer and unit preferenced each other), there are other considerations including readiness that go into the slating process.

#4: BE REALISTIC How does hanging out on the sandy beaches of Hawaii or Florida sound to you? Or maybe you’d prefer hitting the slopes in the mountains of Colorado? Pretty good right? Well chances are there are plenty of other officers who are thinking that same exact thing!

And if you’re a unit eyeing one particular officer, there are probably other units interested in them too. Within AIM officers can see how interested their peers are in the positions in their market. The bottom line is officers should preference multiple units rather than focusing on one specific location and units should build a candidate pool by ranking multiple officers. #5: MARKETPLACE 101 As with any Army system, you’re not going to learn everything you need to know about AIM the first go around. But every new system has a starting point, and

for you that should be the Marketplace 101 video on the AIM landing page. It has simple instructions and tips to make the most of AIM including how to filter information, find good points of contact for both officers and units, and share special assignment considerations with your career coach.

OPMD can’t guarantee officers will always receive their more preferred assignment or that units will receive all of their preferred officers. Career coaches have to take into account readiness and key developmental opportunities, required skills, and programs like the Exceptional Family Member and Married Army Couples programs.

Look at it this way, would you prefer to have a say in your next assignment, or would you rather sit back and let others decide for you?

Continued from2 “I felt like I was in a comfort zone spiritually,” Kim said. “So I prayed over my future and God showed me the path, so I decided to join [the U.S. Army].”

With his decision set in stone, Kim reflects on distant memories of his childhood in Korea.

“Occasionally I would see those [U.S. Army Soldiers] in the subways, but at the time there weren’t that many foreigners living in Korea so everyone would just stare at them,” Kim recalls. “That’s the thing I remember about meeting American soldiers or foreigners in general.”

At the age of 35, he made the choice to serve his country as a chaplain.

Upon Kim’s return from a chaplain’s basic military training course, strangers approached him at the airport to shake his hand to thank him for his service, Kim stated.

“I realized now I feel like I’m American and people treat me like I’m American,” Kim said with a smile. “I never felt like I was a part of this country, but when I wear this uniform I feel like I’m fully American.”

“I think it’s some sense of belongingness,” Kim added.

The military has become a source of fulfillment for Kim, challenging him to serve whereever there is opportunity to do so.

“I have been in the Army a little over ten years,” Kim explained.

“I serve God, I serve my service members, families and DoD civilians.

My life motto is loving God and loving my neighbors and that’s what I teach my children too.”

Kim takes pride in his Asian American heritage, teaching his children common Korean cultural customs.

“My wife is Korean, so she cooks Korean meals,” Kim said, “We communicate in Korean and we speak to our children who were born in the states in Korean.

Of course they will respond in English because it is their native language. We teach them respect for elderly people. I think that’s a strong custom of Asian countries.”

“America is a diverse country and it’s a country that is built by immigration,” Kim concluded. “A lot of immigrants still come [here] and that’s our identity and it is always best to embrace and understand each other and that’s how we become stronger.”

“There’s a plan for every zip code,” Jensen said.

One of the main segmentations in downtown Baltimore is the “Urban Modern Mix,” Iden said. Characteristics for people in this segmentation include listening to urban adult contemporary music and having an interest in boxing. Virtual recruiting teams use such data to help target their social media posts, she said.

In a Chicago test that began in October, the Army is “microtargeting” different neighborhoods and changing Internet ads weekly if they don’t resonate with particular segmentations. The pilot program is about to expand to Boston, officials said, and perhaps to more cities in the future.

PARTNERSHIPS In another pilot program, the recruiting company in Baltimore is partnering with the Maryland National Guard. In most areas, the National Guard has its own recruiters, but the five recruiting stations in the Baltimore area sign applicants up for the Guard. In return, the

Guard provides assets to help recruit at different events, Iden said.

Recruiters also partner with the Baltimore Department of Recreation and Parks to plan participation in events such as the African American Festival in August.

“It’s inherent when you are amongst the public that you will integrate” and form partnerships, Jensen said.

During the Houston Livestock Show and Rodeo, the mayor signed the city up for the Army’s Partnership for Youth Success program.

Under the PaYS program, recruits are guaranteed two job interviews at the end of their enlistment. For instance, if recruits pick the city of Houston, they might interview for a job with the Department of Public Works and Engineering.

Recruits are 15 percent more likely to sign up with the Army if they are offered the PaYS program, McCarthy said.

About 900 different companies and agencies across the country are now part of the PaYS program. The Baltimore Police Department is a partner and Iden said the Maryland State Police are about to sign up.

FUTURE FOCUS With these initiatives, recruiting is now up in 18 of the 22 focus

11 cities, according to USAREC. But still, “there are cities all over the country where we know we have to do better,” McCarthy said.

Jensen cautions that it will take time.

“While these initiatives go on, this is a plane in flight,” he said of the Army’s recruiting force. “We have to deliver every day. So you’ve got to be very cognizant of what you’re doing and how many ripples in the water you do to the recruiting force.”

Since the Army Training and Doctrine Command gained oversight of all accessions in September, he said focus and unity of command has improved.

“Having the TRADOC commander has been absolutely phenomenal,” he said.

“Now it really helps us get after our mission and stay focused on our mission, and they [at TRADOC] handle a lot of the things that we used to have to handle.”

The TRADOC focus has brought more total Army assets to help with recruiting, he said, and more senior leader involvement to help educate influential audiences about the Army.

“I think it’s a requirement for every leader of this institution to get out there and talk about the U.S. Army as an organization, to educate our fellow countrymen, to encourage young men and women to take a hard look at this profession,” McCarthy

Durand Entry Control Facility (NASA gate) changes

Security Forces personnel will no longer man the Durand Entry Control Facility (NASA Gate). Personnel will still have their credentials checked by guards at the main NASA gate, however, their credentials will not be checked again at the Durand Entry Control Facility. NASA guards will still man their side of the Durand Entry Control Facility and will only allow CAC holders (no dependent ID cards) to enter NASA property. Additionally, no commercial vehicles are allowed access to NASA property. The Durand Entry Control Facility hours are from 6 to 9 a.m. and 3 to 6 p.m., Monday through Friday.

Manpower shortage impacts 633rd Medical Fort Eustis’ Groninger Library encourages Group services The 633rd Medical Group strives to provide Trusted reading Care to all they serve, while supporting many deployed and home-station missions. Due to contract vacancies and multiple provider deployments/permanent changes of station during the coming months, it will take longer to receive appointments and have messages returned. In light of these staffing concerns, TRICARE will temporarily enroll only Active Duty service members and their family members. This action is being taken to ensure patients receive the care they deserve within the established standards.
