DMV Connects with JBLE Community

Government-issued identification is essential in establishing bank accounts, securing employment, as well as myriad other things in contemporary American society.

The Joint Base Langley-Eustis Consolidated Soldier Support Center on Ft. Eustis has partnered with the Virginia Department of Motor Vehicles to hold ‘DMV Connect,’ an outreach program which provides services at Eustis on a bimonthly basis.

“Go to the DMV, and the wait is too long,” said Tyrone “Ty” Fuller, Sr., Ft. Eustis Military Personnel Branch chief. “We’re talking two to four hours. By observing the DMV that we have locally, and how long a person waits, it was more convenient to be right here. They may have to wait a few minutes now because it’s becoming more popular. But the longest wait a person may possibly have is half-an-hour

versus four hours at the DMV.” The premise behind Virginia’s DMV Connect is to bring DMV services to Virginians who may not have the ability to travel to a brickand-mortar DMV location. DMV Connect at Ft. Eustis has proved to be helpful as the average Soldier or Airman may not be able to take the time needed for a lengthy DMV visit during working hours.

“It’s interesting because it’s across the board right now,” Fuller said regarding the Eustis customer base using the DMV Connect services. “We get a variety of people: military, retired, [dependent] family members, NAF (non-appropriated fund) and AF (appropriated fund) employees. We’ve had everybody from a four-star to E-1 use this service.”

The services provided are just as varied as the patrons. DMV Connect employees can assist customers with services such as renewals (registration or licensing), titling and tags. Another key service is

the REAL ID issuance. The REAL ID will allow U.S. citizens to board domestic airline flights or access certain federal facilities beginning Oct. 22, 2020. Other federally approved credentials may be used for the same purposes as well, but the REAL ID acts as both an approved credential and driver’s license. The only services not provided, in comparison to a traditional DMV, are vital records and testing.

Fuller also said they’re looking to the future with DMV Connect, as they’re planning on phasing in appointments, much like CSSC office issues government IDs now.

He explained the goal behind this is to whittle the current DMV Connect time of half-an-hour to 20 minutes.

“Our ultimate goal is to have a DMV satellite [office] here permanently, then that way everybody benefits,” Fuller said. “It’ll be a one stop, one shot, which is the ultimate goal of the command.”

The next DMV Connect at the JBLE Consolidated Soldier Support Center on Ft. Eustis will take place March 12, 9 a.m. to 4 p.m.; the one following will take place March 26, 9 a.m. to 4 p.m

Spark Tank 2020: Funding the future of the Air Force

The U.S. Air Force innovation program, AFWERX, hosted the third annual Spark Tank competition during the Air Force Association Air Warfare Symposium in Orlando, Florida, Feb. 26-28, 2020.

Innovation enthusiasts of all ranks, from Airman to General, as well as contractors and civilian supporters, took over the halls of the Rosen Shingle Creek Hotel to attend a technology exhibition and various discussion forums led by notable Air Force leaders, including Secretary of the Air Force Barbara Barrett, U.S. Air Force Chief of Staff Gen. David L. Goldfein, and Chief Master Sgt. of the Air Force Kaleth O. Wright.

The three-day event culminated in the Spark Tank competition, where, for the first time since its inception in 2017, two teams were named winners. The winning ideas were the Low-cost Threat Emitter Replication submitted by 1st Lt. Daniel A. Treece, and the Weapons Loading Smart Checklist submitted by Chief Master Sgt. Gabriel L. Flagg, Master Sgt. Gabrial A. Venezuela and Tech. Sgt. Benjamin E. Angley.

Six teams had three minutes to convince a panel of judges, which included Barrett, Goldfein, Wright, Toni Townes-Whitley, U.S. Regulated Industries president and Gene Kim, Tripwire founder, why their innovation deserved first place. The winning innovations received funding for personnel and other resources required for implementation.

The teams spent the weeks leading up to Spark Tank refining and perfecting their pitches with the help of AFWERX representatives. This was the first year AFWERX members worked closely to coach each team and help them create concise and informative pitches.

Daryl Gibson, AFWERX senior innovation integrator, explained how coaching the teams prior to their final presentations played a crucial role in the finalists’ stage presence and confidence. He said the teams were challenged in simulated Spark Tank environments,and those scenarios ultimately enhanced the pitch quality and helped the finalists hone their problem-solving skills.

“What’s interesting about the Spark Tank is we’re taking Airmen who may be maintainers, pilots or whatever their normal job is, and suddenly we’re asking them to be entrepreneurs;we’re asking them to be pitchmen and we’re asking them to be salespeople,” Gibson said. “We’re asking a lot of them. And it’s all because they recognized a problem within their tactical specialty and wanted to address it. Suddenly they are expected to have skills that most of them have never had to develop.”

One of the six finalist teams was led by Tech.

“When I started working on PMAC, I never anticipated it would scale up to this magnitude,”

Caban said. “I was just trying to push my idea for what I thought would benefit everyone in the maintenance field. It has been a lot of hard work and perseverance,because this week has been overwhelming, but it’s a great opportunity, and I have awesome teammates and leadership that have been backing me every step of the way.”

Although Caban’s innovation didn’t bring home the first place trophy, the journey to the Spark Tank competition has already resulted in local funding, which will enable Caban to continue his pursuit to mass produce PMAC for the F-22 Raptor fleet.

“I have already gotten to network with so many people and really learn the process for developing a new product,” Caban explained. “This experience is going to help me throughout my Air Force career and even when I transition into the civilian world. I’ll be able to use the skills I’m learning here and use them in a business-driven environment. It really has been a growing experience for me. It was hard, but hard work pays off.”

Caban is one of many Airmen who have utilized Spark Cell Laboratories at their home stations.

The 1st FW opened their lab in 2019,and PMAC is one of the first innovations developed from that cell, which was created to help Airmen collaborate and network with operational experts and top problem-solvers in industry and academia.

Due to a temporary decrease in manning, the Langley Pediatric Clinic on Joint Base LangleyEustis, Virginia, has closed enrollment to new patients, effective Mar. 1, 2020. There is currently no date set to reopen enrollments, although newborn patients will be able to make an appointment at any military Pediatrics Clinic and will have 90 days to enroll in their new primary care clinic.

“While we would love to provide pediatric care to all of our new families coming to Langley this summer, we’re hopeful we can reopen our enrollments this fall as manning improves,” said

THE WOMEN OF AMMO COUNTRY

In 1987, Congress designated March as Women’s History Month. Thirtynine years earlier in 1948, women made history by becoming a permanent part of the military.

Today we see women serving in all branches of the military and in almost every specialty, although some career fields remain heavily male dominated.

U.S. Air Force Senior Airman Nancy Sierra, 1st Maintenance Squadron, munitions controller, joined the Air Force in 2017 and works at munitions storage.

“The Air Force was an opportunity to work, progress and have opportunities to further my education,” Sierra said. “Being a female you have to be

more assertive and have confidence to make your voice heard.”

As a munitions controller, Sierra is responsible for coordinating in-house movements of trucks, trailers and the flight line movements of missiles or bombs. She also works as the central part between the 633rd Air Base Wing Security Forces and the fire department.

Sierra explained that she has had the same opportunities as her male co-workers and has seen more females coming into the career field.

“I think back to a long, long time ago when the military was definitely male dominated and what the first few females who joined had to go through,” Sierra said. “Everything is equal now and I just try to push myself at all times.”

Tech. Sgt. Jacklyn Rooney, 1st MXS munitions control non-commissioned officer in charge, spoke about how she helps her female Airmen feel comfortable in the career field.

“When I first joined I wanted to fit in, so I acted like I was one of the guys,” Rooney said. “Now, I try to talk about more feminine topics with

my female Airmen, so they are able to have different kinds of conversations.”

Rooney talked about her love of the job and the fact that not very many people can say they have worked on bombs and other munitions.

“I love that ammo is such a tight knit community; being a female doesn’t make a difference, we are still

blowing things up and getting the mission done,” Rooney said. “We have a lot of opportunities not only in Women’s History Month but throughout the year.”

Women will continue to play a vital role in the Armed Forces. The military is on track towards fully utilizing the intelligence and influence of female military leaders.

WORLD HEARING DAY SHINES LIGHT ON GLOBAL HEARING LOSS By 633rd Air Base Wing Public Affairs Staff 633RD AIR BASE WING PUBLIC AFFAIRS JOINT BASE LANGLEY-EUSTIS, VA.

The World Health Organization estimates 466 million people have disabling hearing loss. By 2050, that figure will almost double, affecting one in 10 people.

To raise awareness about hearing loss and why hearing health care is important, the World Health Organization designated March 3 as World Hearing Day. “As we are well aware, the Hampton Roads community has a large and diverse military population,” said Capt. Vienet Romero, 633rd Aerospace Medicine chief of audiology. “Here at the Langley Audiology Clinic, I have seen airmen, sailors, soldiers and coast guardsmen.”

For service members, noise-induced hearing loss from exposure to hazardous noise on and off-duty is the most common type of hearing injury. According to the Department of Veterans Affairs, noise-induced hearing loss and tinnitus (ringing, buzzing and other sound in the ears) continue to be one of the most prevalent service-connected disabilities experienced by veterans.

However, that trend is shifting.

Each of the military services administers a hearing conservation program, and coupled with the Department of

Defense Hearing Center of Excellence, Comprehensive Hearing Health Program, are helping to reduce noise-induced hearing loss among active-duty service members, according to Dr. Theresa Schulz, the center’s prevention branch chief.

“For service members and civilians enrolled in hearing conservation programs, hearing health is improving in the Department of Defense. Evidence of this is seen in an overall decrease in hearing impairment for all DoD components,” said Schulz.

“Service members with hearing impairment decreased from 21 percent in 2012 to 15 percent in 2018. The percent of civilians with hearing impairment decreased from 51 percent in 2012 to 40 percent in 2018.”

Schulz added, “The Comprehensive Hearing Health Program benefits all service members, regardless of occupation or specialty, because noise is the most prevalent hazardous exposure faced by our service members on duty, but a significant amount of exposure occurs off-duty. A primary goal of program is to bring visibility to an invisible but preventable injury – noise-induced hearing loss.”

For the general population, the National Institutes of Health, National Institute on Deafness & Other Communication Disorders reports about 20 percent of American adults, age 20 to 69 have some trouble with

hearing, and roughly 28.8 million could benefit from the use of hearing aids. Among adults age 20 to 69, only about 16 percent of those who would benefit from hearing aids has ever used them, according to NIDCD. To highlight the prevalence of hearing loss and importance of effective interventions, this year’s World Hearing Day theme is, “Hearing for life: Don’t let hearing loss limit you”. The WHO emphasizes timely and effective interventions can ensure people with hearing loss are able to achieve their full potential, and interventions can facilitate access to education, em-

ployment and communication.

“Hearing is an integral part of daily communication for mission completion both on the job and at home,” said Romero. “If a member has any concerns regarding their hearing, understanding conversations in the presence of background noise, or constant tinnitus, they should contact their Primary Care Manager for a referral to the Audiology Clinic.”

331st Transportation Company plays key role in Operation Deep Freeze 2020

The 331st Transportation Company, 11th Transportation Battalion, 7th Transportation Brigade (Expeditionary) traveled to McMurdo Station, Antarctica, to support Operation Deep Freeze for the first time since 2012.

Operation Deep Freeze is a jointservice, ongoing Defense Support to Civilian Authorities activity in support of the National Science Foundation, lead agency for the U.S. Antarctic Program. Mission support consists of active duty, Guard and Reserve personnel from the U.S. Air Force,

Navy, Army, and Coast Guard, as well as Department of Defense civilians and attached non-DOD civilians.

The unit built a modular causeway system, which are flat rectangular sections forming a floating pier assembled with locking pins, and can be configured into numerous shapes.

The pier was powered by small Army vessels for the on-load and off-load of cargo and equipment from watercraft to an unimproved shoreline, or degraded fixed-port facility.

“It was extremely important for us to perform at a high level. This was their annual resupply mission to McMurdo Station to sustain the workforce over the severe, arctic winter period when the station is cut off from the rest of the world,” said Staff Sgt.

Since the 331st Trans. Co. trains for logistics-over-the-shore missions yearround, Operation Deep Freeze is exactly the type of real-world mission that can benefit from the unit.

“Once we received the notification to support the mission it was business as usual,” said Sgt. 1st Class Joshua Gross, 331st Trans. Co. NCOIC. “We handpicked approximately 40 experienced Soldiers who would work hard and learn quickly.”

In the past, a large man-made ice pier was used to discharge the resupply vessel, but a storm damaged the pier and the structural integrity required for the operation.

“During the off-load we worked

alongside the U.S. Navy and New Zealand Defense Forces,” Gross said.

“Everyone knew what we had to do, and we came together to execute the mission. It was truly ‘One Team, One Fight.’”

Gross went on to explain when facing -28 degrees, anything you touch could turn into a safety incident.

“The Soldiers performed really well under the extreme temperatures,” Gross said. “Even though they were freezing cold, they treated this like any other critical mission, and executed at a high level while keeping morale high.”

The team worked day and night to help off-load more than 40 million pounds of construction materials and equipment, which will be used to expand the facilities at McMurdo Station.

“It was an awesome experience,” Wallace said. “It’s not every day you get to step foot on Antarctica.”

In today’s world, the need for quick reliable communication is not only necessary but can be vital in an emergency or crisis.

A world-class, innovative Cyber Squadron of technically proficient, operationally focused and strategically minded U.S. Air Force Airmen is the foundation and backbone of Joint Base Langley-Eustis’ communications.

“The 633rd Communications Squadron Airmen, who we affectionately call ‘ninjas’ are hard at work for the base,” said U.S. Air Force Lt. Col. Tommy Marshall II, 633rd Communications Squadron commander. “They have a tough mission with the size, scope and challenge of this base, but they work hard and I think they do a good job at providing that cyber support.”

Enhancing mission partner success and user experience, the 633rd CS Airmen conduct secure, reliable and continuously improving cyber operations.

The Airmen provide vital infrastructure for national security, supporting two intelligence, surveillance and reconnaissance wings, as well as giving the 1st Fighter Wing’s F-22 Raptors the ability to safely communicate and operate while maintaining air dominance.

“Air Combat Command is the primary combat force provider for the Air Force and we just so happen to be the largest base communications squadron within ACC,” Marshall said. “This means that we are deployed quite a bit, so our Airmen do a lot for the down-range mission.”

These unseen “ninjas”, employ their skills down range in support of combatant commanders with great efficiency, sometimes having to build communications from scratch.

At home they support Headquarters ACC, five operational wings, over 30 major associate units and 440 Department of Defense sites.

The squadron designs, implements, operates and maintains $150 million in voice, data, network, air traffic and industrial control, and knowledge management systems. The 633rd CS Operations Flight maintains miles of copper cabling, hundreds of manholes and thousands of computer systems, phones and user accounts – and this just scratches the surface of their work.

“You know, sometimes they’re a little underappreciated,” Marshall said. “But I got some outstanding and very smart Airmen that sometimes make it look a little bit too easy.”

They may not be seen, but the “Ninja Nation” could be anywhere. They can be on the other side of a phone line, up in a tower, underground or in your computer, but most importantly where they’re needed.

Public Notice, Fabrication Facility at JBLEEustis

The United States Air Force is preparing a Finding of No Practicable Alternative (FONPA) addressing the construction of a new facility and the demolition of two existing buildings at the Technology Development Directorate Aviation Technology/Systems Integration and Demonstration (TDD-A/SID), Research Support Area (RSA), located at the 3500 block of Mulberry Island Road on JBLEEustis. The proposal consists of demolishing two existing buildings and constructing a new facility in the same general footprint of the demolished buildings. Although the new facility will be constructed on existing hard stand, and in an area that was previously disturbed, a portion of the construction area is currently situated within the 100 year floodplain. Executive Order 11988 (Floodplain Management) requires public review of proposed action within the 100 year floodplain. 32 CFR 989 (Environmental Impact Analysis Process) outlines how the Air Force must comply with the National Environmental Policy Act of 1969.

World Water Day 2020

JBLE-Langley is promoting awareness for conserving water with a FREE CAR WASH day 100 a.m. – 2 p.m., March 20 at the Langley Express or Bethel Manor Express, This event will highlight the importance of using commercial car washes rather than washing cars at home. The benefits of using these washing stations is water conservation and the prevention of pollution to our waterways.

Adopt an Airman

The Adopt an Airman program is one of the ways our community helps Airmen feel at home in Hampton. Since the program kicked off in November of 2015, more than 200 Airmen have been paired with over 100 Hampton area Host Families! This initiative provides a partnership outside of Air Force avenues to enhance the Airman’s assignment at Langley. This program also gives Airmen a place to go and get away from the dorm life while easing the burden of being a first term Airman away from home.

Langley AFB Hospital’s North entrance closing

Due to construction, Langley AFB Hospital’s North entrance (located across from the flight line) will be closed until further notice beginning Dec. 2. All patients and staff must use the South entrances (Emergency Room/ water side) for all appointments. Please leave an extra 15 minutes of travel time in case of any delays due to the construction. CAC ID Services

The MPF currently provides extended hours for CAC/ID card operations. Monday-Thursday 4 p.m. – 6:30 p.m., customers are able to book appointments and utilize walk-in services. We highly recommend booking an appointment prior to coming in to ensure the customer receives proper service. Walk-in customers will be accepted and serviced as time allows. The services offered are limited to CAC replacements and CAC pin resets. All other services must be completed during the duty hours of 7 a.m. – 4 p.m. Monday-Friday. Basic ID card reminders: For all new CAC cards, members must provide 2 forms of ID. Driver’s licenses need to be current and not expired (despite the issuing state law).

Please ensure for lost/stolen cards, the member has a letter from their unit First Sergeant, and 2 forms of ID. For any member not in uniform, the member must still meet all AFI 36-2903 grooming standards. Shaving waivers will be accepted if presented at the time of appointment.

Did You Know…New Transition Assistance Program Curriculum & Requirements

There are new requirements/changes coming to the Congressionally Mandated Transition Assistance Program (TAP) beginning 1 October 2019. Members who have completed the Pre-separation Counseling and signed the e-form by 30 September 2019 are grand-

fathered in the FY19 curriculum.

If the e-form is not signed by 30 September 2019, service members must re-accomplish the Pre-separation Counseling and complete applicable new requirements (FY20 curriculum). For a detailed explanation of what those requirements are, per individual, please call the Airman & Family Readiness Center (A&FRC), 764-3990/94 for guidance.
