POTOMAC, Md. (NNS) — Chief of Naval Operations Adm. Jonathan Greenert spoke at the annual Navy-Marine Corps Relief Society (NMCRS) International Conference Banquet at Ben Franklin Hall Oct. 2, in Potomac, Md. The theme of this year’s event was,“Ready, Relevant and Capable.”

“You are a key indicator of how we can get ahead of issues our Sailors are having.” said Greenert, addressing the audience.Through the analysis of NMCRS’ counseling trends Navy leaders are able to anticipate issues before they become critical, said Greenert.

Greenert thanked the society for the year-round assistance to Sailors, Marines and their families, as well as the society’s recent assistance in providing counselors for victims of the Navy Yard Shootings. He also discussed the society’s availability of financial support during the government shutdown.

“It’s hard to put into words what it means to us, for Sailors to know they’ll be taken care of,” said Greenert.“We need to continue to support and make sure we are providing support for our troops overseas.”

Throughout the government shutdown NMCRS offices are open during their regularly scheduled business hours.

Over the first half of 2013,the NMCRS has served 31,922 clients with $21.5 million in interest free loans and grants.

The society has also presented 3,000 gift bags to expectant military families and made 24,617 home visits to those in need.

The NMCRS International Conference brings together its leadership from 51 offices around the world every 3 years.Attendees traveled from all around the world to take part in the event.

“I think everyone in the room will agree that the last few days have been spent well,” said Executive Vice President and Chief Operations Officer Carl B. Jensen.“We’re ready to go out there and serve Sailors,Marines and retirees in an even more enthusiastic manner, ever more efficient...this year and every year after.”

Attendees include the directors of 44 worldwide offices and 36 chairmen of Volunteers, 52 traditional and combat casualty assistance visiting nurses, headquarters staff, and spouses. However, due to financial situation, 2010 event was cancelled; last event was in 2007.

Arlington, Va. — The Navy-Marine Corps Relief Society (NMCRS) is providing assistance to active duty and retired Marines and Sailors who are experiencing financial difficulties associated with the government shutdown.

Every day of the week,around the globe,the NMCRS provides interest-free loans and grants for basic living expenses, emergency travel expenses, and other family emergencies for military members and their families facing financial crisis or need.As a non-government, but federally-sanctioned organization, our support to Navy and Marine Corps families is unaffected by the government shutdown.

As a result of the government shutdown, the society is working closely with the Navy and Marine Corps Casualty Assistance Offices to advance necessary financial assistance for next of kin to travel to the bedside of seriously ill or injured Marines and Sailors, or those who have paid the ultimate sacrifice for our country.

“No Marine Corps or Navy family with legitimate financial needs should suffer hardship as a result of this temporary government closure,” stated Carl B. Jensen, executive vice president and chief operating officer of the society.

CSS revamps courses for logistics and administration ratings

(NNS) — Training specialists from the Center for Service Support (CSS) and NavalTechnicalTraining Center (NTTC) Meridian implemented the improved and modernized yeoman (YN), personnel specialist (PS), ship’s serviceman (SH) and logistics specialist (LS) courses Oct. 10.

The updated course blends computer-based training with traditional classroom instruction to bring the course up-to-date and in step with the ever-changing world of administration and logistics.

“As the work environment changes and evolves, so too must the training and the curriculum we use to train the fleet’s newest Sailors,” said Chief Personnel Specialist (SW/ AW) Roger Drumheller, PS rating manager.

“In developing curriculum, it is the responsibility of CSS and its learning sites to support the Navy’s forwarddeployed and widely distributed force by delivering Sailors who are already proficient in their future jobs,” said Drumheller.“This new course is designed to do just that.”

According to Colette Rupero, CSS curriculum manager, the Navy demands that Sailors be more technically proficient and well-versed in all aspects of their jobs prior to joining their command.

“Graduates from these courses of instruction have a better understanding of the many technical elements of their

ratings and will, as a result, be more efficient and effective members of the commands they join,” said Rupero. “The transition from computer-based training (CBT) to a blended learning approach is a result of the Human Performance Requirements Review (HPRR) and feedback from the fleet.

The feedback indicated that students would benefit more from interaction and guidance with instructors.”

HPPRs are conducted every three years and are designed to revalidate individual training requirements and/or identify new training requirements as they apply to a rating, grade, community, course, systems configuration or fleet operating procedure. They also provide stakeholders an opportunity to review existing training, identify redundant or unnecessary training, and ensure proper alignment of training based on new or revised requirements.

“Although the students use online courses, it’s no longer self-paced,”said Recupero.“Our courses are much more focused and our students learn to work together in a group.”

Mike Buechel, CSS learning standards officer, said the courses incorporate synchronous CBT, which allow learners to interact with an instructor via the internet or face-toface as they go through the curriculum.

“This will allow our instructors to become more familiar with the material they instruct,”said Buechel.“Our instructors will take more ownership of these classes and provide our new Sailors with guidance. Mentorship from seasoned Sailors who have already performed the job in the fleet is a great benefit.”

During synchronous CBT the instructor and students are all logged on at the same time, viewing the same content.

The students can ask questions by raising their hands, via e-mail, a discussion board or chat room.

“Our courses will also streamline the street to fleet process,” said Buechel.“This new system allows our students to graduate together,which will ease the order writing process which will result in a cost savings to the Navy. Fleet units will also receive their Sailors more quickly.”

“We couldn’t have done this without the support of Cmdr. Brett St. George, NTTC Meridian commanding officer or the NTTC military and civilian staff,” said Buechel.

“Their teamwork and help have been remarkable.”

FY 14 General Military Training schedule announced Two GMT topic categories for FY 14 Category One — Must be conducted via face-to-face, instructor-led training sessions provided at the command level and led by senior leadership, command training teams, or collateral duty training officers/chief petty officers. Some examples are Alcohol Abuse Prevention and Control; Equal Opportunity and Grievance Procedures; Sexual Assault Prevention and Response Awareness.

Category Two — Can be completed via Navy e-Learning or through face-toface, command-delivered training at the discretion of the unit commander.

Some examples are Anger Management; Antiterrorism/Force Protection; and Drug Abuse Prevention and Control.

BY CMDR. KELLY BRANNON Naval Education and Training Command Public Affairs PENSACOLA, Fla. (NNS) — Topics for General Military Training (GMT) for Fiscal Year (FY) 14 were announced in NAVADMIN 264/13 Oct. 9.

The announcement, usually released Oct. 1, was delayed due to the ongoing effort to streamline or eliminate administrative burdens on the fleet, allowing more time to focus on mission readiness. In support of this effort, known as Reducing Administrative Distractions (RAD), a revision of the GMT instruction is nearing completion.

“Through RAD and other feedback, the fleet has been pretty clear that they want us to give this a good hard look,” said Vice Adm. Bill Moran, chief of naval personnel.

“We need to find the right balance of required training and white space for our

commanders.”

While each of the GMT subjects are important, Moran said his staff’s review of the instruction will ensure training requirements are validated, inefficiencies are eliminated, and improvements are made to overall program effectiveness.The intent of the GMT instruction revision is to provide clear communication of requirements and to establish an annual review process for each topic.

There are two categories of GMT topics that must be completed in FY 14. Category One topics must be conducted via face-toface,instructor-led training sessions,provided at the command level.Senior leadership, command training teams or collateral duty training officers/chief petty officers will conduct Category One GMT.The FY 14 Category One GMT topics are Alcohol Abuse Prevention and Control; Equal Opportunity and Grievance Procedures; Hazing Policy

and Prevention; Personal Financial Management; Sexual Assault Prevention and Response Awareness; Sexual Harassment and Grievance Procedures; Stress Management; and Suicide Awareness and Prevention.

“These are the opportunities for leadership to engage and have frank and deliberate discussions about command-delivered training, ensuring Sailors understand their roles and responsibilities,” said Capt. John Newcomer, commanding officer at the Center for Personal and Professional Development (CPPD), located at Dam Neck Annex.

U.S. Marine Corps Capt. Henry S. White, 23, of Kansas City, Mo., and Staff Sgt.Thomas L. Meek, 19, of Lisbon, La., will be buried as a group in a single casket representing the two servicemen, on Oct. 18, at Arlington National Cemetery near Washington, D.C. On July 21, 1943, White and Meek were crew members of an SBD-4 Dauntless divebomber that departedTurtle Bay AirďŹ eld on Espiritu Santo Island, New Hebrides, on a night training mission and failed to return.

During the training mission, the aircraft

was reported as crashed on a coral cliff on nearby Mavea Island. In September 1947, a U.S.Army Graves Registration Service team investigated the crash on Mavea Island, but recovered no remains.

In 2012, a JPAC team excavated the crash site on Mavea Island, Republic of Vanuatu, and recovered the remains of White and Meek and non-biological evidence amid the aircraft wreckage, which included U.S. and Australian coins dating to 1942 and earlier, U.S. military captain’s bars, and a military identiďŹ cation tag that correlates to Meek by name and service number. What was found at the crash site, along with the remains, correlate circumstantially to White and Meek, however, no individual identiďŹ cations were possible.

There are more than 400,000 American service members that were killed during WWII, and the remains of more than 73,000 were never recovered or identiďŹ ed.

FRC Sailors volunteer at Crawlin’ Crab STORY/PHOTO BY AD3 PHURTURA L. BRAZIER Fleet Readiness Center Mid-Atlantic Oceana Public Affairs Volunteers from Fleet Readiness Center Mid-Atlantic (FRCMA) Oceana dedicated their Sunday to help with the Crawlin’Crab Half Marathon & 5K in Hampton on Oct. 6.

As an effort to raise funds for the upcoming holiday party, FRCMA MWR group came up with a way that would benefit the command as a whole and put together a volunteer opportunity for the command.

The activities were more than just Sailors earning community service hours, they were also helping their command as well.

As a“thank you,”from the event organizers, volunteer groups receive a donation.

“We should put stuff like this out more.

This is for us,” said Aviation Electronics Technician (AT) Airman Andy Rodriguez.

He started participating with MWR after receiving advice from a second class petty officer about how to better himself.

The group not only consisted of members from MWR; instead, most of the group was made up of FRC Sailors who just wanted to take part in this volunteer opportunity.

“I like volunteering for different occasions and helping people,” said Aviation Machinist’s Mate (AD) 2nd Class (AW/SW) Jimmie Wallace, “FRC does a lot for the command and the community.You can not

ever do too much.”

The grouped worked for about six hours serving clam chowder bread bowls to participants, restocking supplies and assisting with station break down.

Although the volunteers enjoyed themselves, some of the more senior volunteers reflected on what else could’ve improved the experience.

“Events like these give us a positive outlet to have. It’s something to look forward to at work,” explained Aviation Administration Maintenanceman (AZ) 2nd Class Brittany Williams, who’s been involved with the FRC MWR program for the past two years.

“We need more participation from everyone,” said Wallace.

“I enjoyed myself. I enjoy helping out my MWR anytime they have a volunteer event going on,” said AD2(AW) Kenya McCarty, who encourages others from her command to volunteer at various events.

“The Crawlin’ Crab was lots of fun but very challenging and strenuous.Team work was highly important and the long hours of repetitive movement really tested our patience but the happiness we brought to hundreds of tired runners was worth the hard work,” said AT1(AW/SW) Charles Zimmerman.

FRCMA MWR continues to organize more volunteer events such as this one.Another volunteer opportunity is already in the works to assist with the Wicked 10K at the Virginia Beach Oceanfront Oct. 26.

Although the survey is a chance for Sailors and Marines to be heard, it is completely anonymous. No one will get a reminder to complete the survey because no one is tracking the individuals who take the survey.

“We won’t know if you haven’t filled out the survey,” said Loftus.“There’s no fingerprint.There’s no electronic tag to our survey. It can be taken from a smart phone; it can be taken from a tablet; it can be taken at the Apple store; it can be taken at your desktop or at home.We have no idea who you are and so you won’t get that email reminding you to take it.”

Loftus said that some of the initiatives that Mabus has instituted, based on previous survey results, included doubling the number of sexual assault investigators at NCIS, increasing the number of sexual assault response coordinators, 66 full-time victim advocates who are civilians trained as counselors, who will help victim sup-

port.The JAG is also instituting a victim’s legal counsel who will help victims through the process and the Navy is deploying civilian resiliency counselors, who are also certified SARCs, on every big deck.

“I think that the Navy and the Marine Corps are really spending the resources and putting the attention on prevention, victim care and support,” said Loftus. “We think that if Sailors and Marines are honest and forthright in taking this survey, and we get enough of them, that we’ll be able to show the nation and other service people that we’re really taking this seriously, that we care, and that we don’t want victims.

We want to prevent sexual assault. This is a way for every member of the service to help us do that.”

Leadership orientation was implemented to strengthen command alignment and promote greater unit cohesion among all FRCMA leadership within its seven sites: FRCMA Oceana, FRCMA Norfolk, FRCMA New Orleans, FRCMA Patuxent River, FRCMA Washington D.C., FRCMA Voyage Repair Team, and FRCMA Aircraft Department. The orientation expands on command organization and policies set forth by FRCMA. FRCMA is looking to establish better communication lines while also streamlining the production effort with its customers. The military and civilian staff covered a variety of topics including Continuous Process Improvement, administrative responsibilities, Beyond Capable Maintenance Interdiction, safety concerns, facilities and quality assurance.

FRC Oceana Sailor completes ‘Warrior Dash’

BRAZIER Fleet Readiness Center Mid-Atlantic Oceana Public Affairs Aviation Machinist’s Mate (AD) 1st Class Caitlin Addams completed the 3.1 mile obstacle course, known as the “Warrior Dash” in New Kent, Va. on Sept. 28. Completing this event was a huge accomplishment for Addams, since she had never pictured herself as a runner, much less completing a run that includes the“muddy mayhem,”a shallow mudpit;“pitfall,” a deep water crossing, and “warrior roast,” a line of fire, among its other many challenges.

“It was pretty good. I was actually surprised, I think that I did better than I expected,” said Addams, who is the administrative leading petty officer for 400 Division at Fleet Readiness Center Mid-Atlantic Oceana.“Running through mud and being soaking wet is a lot tougher than just running on a track.”

Addams and her roommate began training for the event just a few weeks prior to the event. They’re continuing their training for the Yuengling Shamrock Half Marathon that will take place next March. While her roommate trains for a Marine Corps Marathon in October, Addams trains along side to build up her endurance for the half marathon and continues to participate in other local races, such as the Crawlin’ Crab and the 5K Zombie obstacle course. By participating in the Warrior Dash Addams was also responsible for raising funds for St. Jude Children’s Research Hospital.Addams raised $360 for the foundation.

“It’s a great way to get others involved,” said Addams.

Looking back, Addams never considered herself as much of a runner.In fact,she wasn’t a big fan of running at all.

“I hated running. Of course with being in the military with the PRT, it pushes you to be better, but I’m more into an adventurous run,” explained Addams.“Coming from sea duty to shore duty is a big transition and you don’t have that same sense of adventure anymore.”

After being on shore duty for three years and sustaining an injury to the knee, Addams kept her physical activity limited and took it easy on running. Her roommate invited her on a run one evening and ever since,Addams has been training.

“Doing events like these are fun and when you look at it and say, ‘Hey I just completed three miles! I feel good when I do this!’ It makes you want to push yourself harder so when PRT rolls around, it’ll be no sweat. Participating in these obstacle course runs puts the fun and excitement back into running,” said Addams.

Earlier this month Addams completed the Walkers 5K, a zombie-infested run and obstacle course and the Crawlin’ Crab. She’s also invited others from her division to come run these events with her.

“Even if you’re not a runner, it’s just a 5K, it’s not going to kill you. And when you get that medal at the end, you realize you’ve completed something. It becomes addictive and you have fun while you’re doing it!”Addams said.
