Naval Air Station (NAS) Oceana hosted the luncheon to recognize 89 outstanding service members from the Navy, Army,Air Force and Marine Corps for their accomplishments. The Hamp-

ton Roads Chamber of Commerce and local businesses sponsored the event, held at the Virginia Beach Convention Center.

“We are here to recognize your very significant contributions to this nation, to our Navy or the armed services and to this community,”said NAS Oceana Commanding Officer Capt. Kit Chope, who had a special welcome for the military members being recognized.

“It’s no surprise that Virginia

Beach and indeed, all of Hampton Roads, is a favorite in the hearts of service members and their families.

This community embraces us from the time we receive our orders here and we develop lifelong friendships along the way … Many of us stay right here upon retirement or separation from the armed forces,” noted Chope, who himself has spent 15 years of his career at Oceana.

JACKSON Navy Public Affairs Support Element - East The Farrier Firefighting School in Norfolk honored the memory of 134 Sailors who died during a fire on board the aircraft carrier USS Forrestal (CV 59) July 25.

Farrier, named in honor of a Forrestal Sailor, Chief Aviation Boatswain’s Mate (Handling) Gerald W. Farrier, holds the ceremony annually to recognize the living and deceased veterans of Forrestal and their lasting impact on the Navy.

“It was our first time out on the line and for 10 or 12 days, we were doing everything right,” said retired Chief Religious Programs Specialist (AW/SW) Dennis Fiore, a survivor of the Forrestal fire.“On that last day at 10:45, we launched two fighters and at 10:55, the fire broke out.”

According to Fiore, the 1967 Forrestal fire was a devastating blaze and series of chain-reaction explosions that also injured 161 of the ship’s crew.

Fiore, an aviation boatswain’s mate (equipment) at the time, said the events

that day changed the course of damage control operations in the Navy.

“Before the end of that year, they were coming out with PKP and light water to help stop fires,” said Fiore. “Everyone assigned to a ship had six months to go to firefighting school.”

Many of the staff members of the Farrier Firefighting School attended and participated in the ceremony.

“It doesn’t matter what rate you are or what rank you are, you are a firefighter,” said Damage Controlman 1st Class (SW/ AW) Jessica Kreps, assistant coordinator for the ceremony.“If a fire happens at sea and the people who primarily fight fires, like those in my rate go down, you only have you, the water and your shipmates to save the ship.”

Kreps said every time a ceremony is held for Forrestal veterans, they always thank the instructors at Farrier for teaching new generations of Sailors the techniques and importance of damage control.

ciation, presented Capt. Brent Kyler, Farrier’s commanding officer, with a copy of the novel “Sailors to the End.”An inscription inside the cover thanked the school for all they do to keep Sailors safe at sea.

Kyler said the real thanks goes to the veterans of Forrestal for sharing their stories with the Sailors at Farrier.

“You’ve got to remember all the lessons we learned back then,” said Fiore.

“The fact that there hasn’t been a major fire on an aircraft carrier since is a living legacy to those 134 guys.”

The ceremony paid special tribute to the memory of retired Lt. Cmdr. Otis Kight, a survivor of the Forrestal fire, who recently died.

Forrestal was engaged in combat operations in the Gulf of Tonkin during the Vietnam War at the time of the casualty.

BY JIM GARAMONE DoD News, Defense Media Activity WASHINGTON — Pentagon officials delivered a report on July 29 to Congress on the progress the Defense Department has made over the last six months in redesigning personnel authorities.

The biggest change is in designing a new civilian employee appraisal system and putting in place steps to implement it, officials said.

The vast majority of the department’s 748,000 civilian employees will come under the system.

“An implementation timeline has not yet been determined,” a defense official said,“but the department anticipates a phased implementation.”

Congress ordered the department to examine the system as part of the fiscal 2010 Defense Au-

thorization Act.That act abolished the National Security Personnel System.

The legislation calls for DoD to develop a new performance appraisal system that is “fair, credible and transparent.” Appraisals would be directly linked to awards of employee bonuses and would be the basis for regular, ongoing feedback throughout the appraisal cycle.

Currently, a myriad of systems is in place for the department’s different services and agencies. Some are pass/fail, and others use three- or five-tiered rating systems. Some tie bonuses to appraisals, while others do not.

The Defense Department has opted for a three-tiered performance appraisal system, officials said. The system will be characterized by a uniform appraisal period for covered em-

ployees, they added, and it will strongly link the employees’ appraisals to mission and organizational goals.

A key to the system will be the ability to make meaningful distinctions in levels of performance. Officials said the appraisal system will have “an integrated, automated tool that will facilitate performance planning, communication and the appraisal cycle processes.”

DoD officials have notified unions of the three-tiered appraisal system.

The new system will not apply to Senior Executive Service employees, those in the Defense Civilian Intelligence Personnel System and employees in the Demonstration Lab system, officials said.

Rampagers face CVW-1 as SFARP adversaries

The Rampagers were offered the opportunity to augment the adversary force provided by Fighter Squadron Composite (VFC) 12 and VFC-111 through their second half of air-to-air Strike Fighter Advanced Readiness Program (SFARP) support to Carrier Air Wing (CVW) 1. As adversarial threats and tactics evolve, the Navy’s adversary squadrons continue to provide exceptional simulations of potential combat scenarios that naval aviators may face. Asked to provide additional assets to the adversary squadrons, VFA-83 provided the ability to provide accurate and challenging scenarios to the pilots of CVW-1.

VFA-83 aircraft also brought addi-

tional capabilities to the adversary aircrew, allowing them to make use of Link-16 network capabilities and upgraded radars not installed on adversary aircraft. The Link-16 network capabilities allowed adversary pilots flying Rampagers jets to maintain a birds-eye view of the engagement, increasing overall situational awareness among the flight.

After just two weeks at home from its previous detachment, the Rampagers team successfully provided aircraft and aircrew to fulfill 32 adversary presentations, flying 54 sorties in direct support of the work-up training.With limited aircraft available during the squadron’s post-deployment maintenance phase, the Rampagers were able to provide three aircraft in a 100 percent fully mission capable status during the detachment. The execution of all missions was a direct reflection of the expertise and professionalism of the Rampagers maintenance team.

discussed some topics from the first PIRSA meeting, disclosing that more than 40 percent of sexual assault cases happen out in the community.

“Everyone needs to be on the same page throughout the community, which is the purpose of us coming here together with this collaborative effort,” said Carter.

“Sailors need to feel encouraged to come forth and speak to the Virginia Beach police about sexual assault that happens out in town.”

Chope and JEB Little Creek-Fort Story Commander Capt. Frank Hughlett have partnered with the community to bring more awareness and training to Sailors, Marines and civilians, in order to bring the statistics down.

Chope explained some of the precautions put in place at Oceana to prevent sexual assault.

“In the last year and a half we [NAS Oceana] have done some dramatic things.

We go around every night on base and check which lights are out. We make sure that we have lighting everywhere that we should. We make sure the bushes are trimmed back.We have roving patrols, seven days a week for about six hours every night, that go through our liberty center and other places where Sailors and Marines hang out. They go through our barracks and all those common areas.They engage with Sailors, Marines and whomever, to make sure folks are staying within their limitations,” said Chope.“We have done recertification for chaplains, doctors and attorneys to make sure they understand their

roles and responsibilities.This is important work. It effects morale, attention, readiness, but most of all it effects lives, and that is where we all come in.”

Hughlett shared his idea that the service members and the Virginia Beach community need to form a bond that will make a bigger impact on not just Sailors, but also civilians, ages 18-25, in the community to help lower the statistics of sexual assault.

“At four or five in the afternoon, a lot of our Sailors go out the gates into the community. We realize the problem is broader than just the focus we are placing on the installation. It is going to require a whole community effort to keep moving forward.

That’s what makes our partnership so critical is that we’re all pulling on the same program,” said Hughlett. “When I look at how we are attacking the problem, I look at three effects we can generate as a group.

The three things we need to achieve are access, information and influence.”

“When I say access, I mean being able to access each other to be able to share what we’re doing and practicing … Access into the different components of the community. Information, we all have a great deal of information to share. Influence, we are able to influence decision makers with this group whether you know it or not. I want to encourage participation to keep moving,” said Hughlett.

The VFA-81 Sunliners are based at NAS Oceana and assigned to the Cmdr. Brett Dresden relieved Cmdr. West Coast-based Carrier Air Wing Frank Rhodes as commanding officer, 17. They will serve aboard USS Carl Strike Fighter Squadron (VFA) 81 in a formal ceremony at Naval Air Station (NAS) Vinson (CVN 70) during their next deployment. VFA-81 flies the F/A-18E Oceana Aug. 1.

Rhodes, a native of Larchmont, N.Y., is Super Hornet a 1995 U.S. Naval Academy graduate. He was designated a naval aviator in 1998 at NAS Meridian, Miss. He is a graduate of the Navy’s Fighter Weapons School (TOPGUN) and later served as the air-to-air employment subject matter expert and Strike Fighter Advanced Readiness Program coordinator. He served with VFA-125, VFA-147, VFA-15, and VFA-34. Prior to his tour at VFA-81, he was assigned to NATO Headquarters Supreme Allied Commander Transformation in Norfolk, where he held the position of NATO Security Investment Program Policy and Program Management section head.

Rhodes reported to the “Sunliners” as the executive officer in November 2011 and assumed command in May 2013. He led the Sunliners through the entire fleet readiness training program in preparation for the upcoming deployment to the Western Pacific and Arabian Gulf.

Rhodes has flown over 3,200 flight hours, 725 carrier-arrested landings and 100 combat missions.

NEX employee retires after 34 years of customer service STORY/PHOTO BY MC3 TIMOTHY DAUGHTON NAS Oceana Public Affairs After 34 years of providing dedicated customer service to the military members stationed at Dam Neck, Janice Harris retired on July 31. Between working at the base theater, gym and as a cashier at the Navy Exchange (NEX), she left a lasting impression on many of the people she interacted with.

“She has great customer service and she treats everyone like they are her son or daughter,”said Mary Esquivel, manager of the Dam Neck NEX, who has worked with Janice for more than eight years “She has grown close to a lot of the customers over the years and has even been to some of their weddings. She lives for the customers and it is going to be hard for everyone when she goes after building such a strong bond with so many people.”

After hearing the news that Harris would be retiring, several customers contacted the Jet Observer with hopes that writing a story would show their level of appreciation to a woman who has been so dedicated to providing her customers with such great service.

“She is a friend, a mother and is looked at by the customers that come in here with a connection that really exemplifies the best of what the NEX has to offer from an associate’s perspective. She will be sorely missed and is irreplaceable,” said Oceana NEX General Manager Melissa Dodson-Dozier.

Her coworkers organized a potluck in Harris’ honor on July 30.

The food, balloons, presents and praise came as a complete surprise to Harris and resulted in many tearful good-byes. Several associates that have also recently retired from the NEX came to the luncheon to show their appreciation for everything Harris has done.

to measure accomplishments — Continued from previous page I loved it. It was fulfilling and rewarding, as you can imagine. But one summer, I sensed an inner, gut-level prompting to join the military. It made me laugh! I didn’t know anything about military life and had never once thought about it. But this calling wouldn’t go away. I finally began exploring online and discovered that there were military chaplains. I wouldn’t have known that, but then it made sense that I was being led to this service, as God was moving powerfully through my life at the time, revealing to me that I was made for ministry even more than math.

As much as I loved teaching and living in Atlanta, and before the call, would not have left

my job for anything, I can tell you that life following God’s call blows my previous life away. I have never looked back.Though I was certainly happy and even fulfilled,the call of my life takes joy and meaning to a whole new level.

I followed God’s calling in my life by setting goals: selling my house, going to seminary, preparing for ordination and recruiting, and those goals and God’s providence got me here today when a lot of people doubted that a 38 year-old math teacher would ever make it into the Navy.

To hear God’s calling in your life, you need to be able to, well, hear it.Where is the silence in your life — the private, contemplative times of prayer or meditation? If your world is non-stop noise and frenetic activity all the time, try this

listening practice to discern your calling: give God one minute of an hour to stop and practice silence, one hour a day nourishing your spiritual life according to your religious dictates, and one day a week for Sabbath — resting and given to reflecting.Just ask the question,what is my true calling and purpose, and then be ready for the answer. Discern it in community with your family and faith group, and then get the paper and pen out to set the goals that will take you there.

God is not a micro-manager, and we can be happy whatever we choose to do in life. But when we’re aligned with the creator of the universe who made us and knows us better than ourselves, then doors can open that we never could have imagined in our wildest dreams!

With a long career producing various types of motorsport events Neal and wife Marilyn made the decision to turn over that business to son John in 1999. Neal then turned to real estate development, building a luxury subdivision in Springfield, Mo., but missing the adrenalin rush from the various types of racing he’d been involved in, it was time to jump back in.

Always interested in jet engines, he thought why not put a military fighter jet engine in a Chevy pickup truck? With a little magic, a lot of money, a little luck, and lots of hard work, the Flash Fire Jet Truck was born. A Jet Truck with over 12,000 Horsepower and capable of speeds approaching 400 mph. After licensing with NHRA and a short drag racing stint, Neal decided it was time to start performing at air shows and soon he was developing a reputation racing and beating some very fast airplanes, even an F-16 in 2011 at Andrews Air Force Base near Washington D.C. With over 20 years in the show promotion business as the producer of over 400 major, events Neal understands the importance of showmanship in everything he does.

In 2005 Neal set an Air show Speed Record of 375 mph at Tyndall AFB in Florida.

This record still stands today, making the Flash Fire Jet Truck the “Worlds Fastest Jet Powered Truck.”

In 2011 and 2012, Neal performed with the Air National Guard Max Adrenaline Air Show Team. Starting in 2013 he and son Chris began sharing the driving duties of the Shockwave Jet Truck and the Flash Fire Jet trucks.

Chris has been involved in motorsports his entire life.

He has many years of experience in the Motorsports Promotion business as well.

Chris has competed in many different types of racing over the years from drag racing to circle track and beyond. He has literally done it all. Having experience on the production side of motorsport events as well as a performer/competitor in motorsports goes a long way towards making each show a success.

Chris also has a Bachelor’s Degree in Marketing/Advertising and Promotions from Missouri State University. Following in his father’s footsteps, Chris is now driving the 2nd Flash Fire Jet Truck in the

Darnell Racing Stables.

Besides driving one of the fastest trucks in the world on the air show circuit, Chris also owns a truck accessory company called 4 Wheel Customs.

Ironically, July 31 was Elliott’s first day of terminal leave but he chose to put his uniform on and attend with his fellow airmen. Elliott was selected to attend by his command, the 203rd Red Horse Squadron, as “a way of saying thank-you for my 27 years,” he explained.

“This is nice, very nice. It’s a great way to start my terminal leave,” he said with a smile.

FITNESS YMCA 8K MUD RUN AUG. 9, 8 A.M. TO NOON The 2014 Armed Services YMCA 8K Mud Run will be at Joint Expeditionary Base Little Creek-Fort Story.

This year JEB Little Creek will host an estimated 2,500 children and adults, civilian and military mud runners, who will be running, slipping and sliding through the surf, sand and mud of the course.

The Mud Run has become the signature event for the ASYMCA, a non-profit organization serving junior military families throughout the region. The proceeds from the Mud Run help the ASYMCA provide junior military families childcare, child development, spouse support activities and much more.

Each year the ASYMCA gives adult runners an 8-kilometer, mud-slinging, heart-pumping course to conquer and a funfilled but challenging Mini-Mud Run for children. RUNNERS GET DIRTY AT MILITARY CHALLENGE STORY/PHOTOS MC3 JUSTIN R. DINIRO Navy Public Affairs Support Element East Military personnel, civilians, friends and families competed in the 5th Annual Military Challenge at the Virginia Beach Sportsplex July 26.

The 5th Annual Military Challenge contained a wide array of obstacles and challenges used in military training, such as a rope ladder climb, mudpits, hurdles and a bouncy house obstacle all during a 5K run.

“This is a great event, it’s a big supporter of the military and I’ve competed every year that the Sportsplex has been hosting it,” said WTKR-TV Creative Service Director William Varnier. “A lot of staff came from the news channel to enjoy the 5K obstacle course, while supporting our local troops.”

Though the event was a challenge for the fastest time, the main objective for all the participants who were meeting new people and building camaraderie throughout the endurance-testing run, was to have fun.

We have local staff and sponsors coming out to support the military and the other participants as well,” said retired Marine Gunnery Sgt. Michael Kottmer, event staff.“I ran the race the first few years and I had so much fun I’ve been back helping ever since.”

It was not a clean race by any means but the runners’ expressions said they couldn’t have been any happier once they ran through the foam to clean up.

“Its my job during and after the race to hose down the runners with a fire hose,” said Kottmer. “It is a look of relief once

they reach that shower, knowing they are that close to the finish line. I keep telling them to push on through and you see so many of them encouraging one another.

Its truly a great thing.”

The race was followed up by a special event for the children having a race of their own. It was hard to tell who enjoyed the event more, the children or the adults.

“The Annual Military Challenge 5K confidence course is a great event for people to come out and test their endurance and perseverance,” said Varnier.“ It builds great camaraderie and you have people from all over testing their might, inspiring people they’ve never met in their lives.”

A portion of the proceeds from the event went to the USO Hampton Roads and Central Virginia chapter to support the military in and around Hampton Roads.
