TTGL holds change of command

Commander, Tactical Training Group Atlantic (TTGL) held a change of command ceremony in the TTGL auditorium at Dam Neck Annex July 10. Capt. Samuel C. Howard relieved Capt. Robert Lineberry, who will report to the Joint Staff’s Joint Center for Operational Analysis, Suffolk.

The guest speaker was Rear Adm. Scott T. Craig, commander, Strike Force Training Atlantic.

“Your role in training our war fighters to conduct virtually every aspect of naval warfare is absolutely vital. You don’t get to the level where this command [TTGL] is at right now without a dedicated and talented leader at the controls,” said Craig about Lineberry’s tenure as TTGL commanding officer, Lineberry, a naval aviator with operational tours in a variety of fixed and rotary-wing platforms, has also served as commanding officer of Helicopter Anti-Submarine Squadron 6,Amphibious Squadron 6 and Mine Countermeasures Squadron 7.

Before presenting Lineberry with the Legion of Merit, Craig said,“It’s been an honor to serve with you, to learn from you, to learn from your staff, and I thank you for that.”

Howard, a surface warfare officer, brings a wealth of experience to TTGL, as commissioning commanding officer of the mine hunter, USS Raven (MHC 61), and commanding officer of both USS Ashland (LSD 48) and USS Bataan (LHD 5).

Howard explained the dynamic nature of TTGL’s role in preparing naval forces for deployment.“Iron sharpens iron, so one man sharpens another. As experts in maritime tactics, TACTRAGRULANT is the iron that sharpens our students,deploying staffs and individual ships. They in turn sharpen us and drive our level of excellence and our desire to do the right thing. Not just as people assigned to TACTRAGRULANT or people carrying out a mission.We do so because we are Americans and we want the best for our deployers.”

Navy voluntary education support hours reduced during furlough

HENSON Center for Personal and Professional Development Public Affairs Officer The Virtual Education Center (VEC) and all Navy College Offices (NCOs) are closed each Friday during the Defense Department furlough of civilian employees this fiscal year, said officials at the Center for Personal and Professional Development (CPPD), July 18.

The VEC and NCOs worldwide are staffed by government civilians, who began furloughs of one day per week in early July for 11 weeks.

During this period, the VEC is open to serve customers Monday through Thursday from 6 a.m. to 9 p.m. EST. NCOs are generally open Monday through Thursday with hours varying by location.

“Closing NCOs on Friday has the least impact on Sailors and our support to the fleet,” said Jon Richardson, who works for CPPD as voluntary education regional director west.“Many local commands schedule in-house activities for Fridays. School representatives cannot be on-base or offer instruction if an NCO representative isn’t available unless specific permission is granted by the host command, he said. Visiting academic institutions and counselors/advisors have adjusted schedules and are available Monday through Thursday, matching NCO work schedules.

The workload of voluntary education staffs cannot be picked up by contractors, who are not allowed to advise Sailors on using tuition assistance, which allocates government resources for their education. Additionally, a memo regarding civilian furloughs from the Assistant Secretary of Defense for Readiness and Force Management, dated June 28, stipulates that government civilian workloads cannot be shifted to contractors to compensate for productivity loss as a result of the furlough.

While Richardson said it is too early to foresee all the impacts of these office closures on Sailors,one he anticipates is an increase in waiting time for customers.

“Since we’ve only been closed one Friday, the real business impact is unknown,” he said.“It appears the number of Sailors visiting NCOs has increased during our open hours.That could be a hiccup, but we won’t know until we have more data.”

Wait times for VEC customers may also rise, according to Sharen Richardson,VEC supervisor.“We encourage Sailors to do a few things to lessen the impact of the reduced hours,” she said.“First, ensure you submit your Tuition Assistance (TA) request up to 30 days prior to your class start date.Then track it to ensure your command approves and forwards it to the VEC with enough time for staff to review and authorize it.”

She said Sailors who wait too long to submit their TA

request may not be able to begin a class on time.

“Don’t start a class without an approved TA voucher in hand,” Sharen said. “We can’t process a TA request after a school’s advertised add/drop date, so it’s the Sailor’s responsibility to follow up with his or her command to track that TA request.”

Sailors wanting to speak to a VEC advisor should be aware that the high-volume call times are primarily between 10 a.m. and 4 p.m. EST, she added.

Along with TA, another impact to Sailors resulting from the VEC closure is an increase in processing time for requests for Joint Services Transcripts (JSTs) and changes to JSTs, including updates and adding degrees from schools, according to VEC Evening Shift Manager Emmett Williams.

“We have a lot of requests and messages to go through each Monday,and we’re doing our best to respond to each customer as quickly as possible,” said Williams.“The best time for Sailors to contact the VEC for assistance is Monday through Thursday between 6 and 10 a.m. and after 5 p.m. EST,” he said.

For Navy College Offices, Jon advises calling ahead to confirm hours of operation and possibly scheduling an appointment.

Capt. John Newcomer, CPPDs commanding officer, said that while voluntary education staff members are working to lessen the impact on Sailors as much as possible, there will be unavoidable effects.

“We ask Sailors to please bear with us during this time.

Be proactive and give the same level of planning to your education as you do to your career advancement,” he said.

“Working together, we’ll meet the mission to provide Sailors with the best possible service to help them pursue their lifelong educational goals.”

Future of naval aviation takes flight at Oceana

BY CATHY HEIMER Jet Observer The future of naval aviation is taking flight this summer at NAS Oceana. Midshipmen from service academies and ROTC programs are spending up to a month learning about flight operations as they prepare to make choices about their naval careers following college graduation and commissioning.

Strike fighter squadrons (VFA) 87 and 106 are among the squadrons providing a close up look at naval aviation, including flights in a T-6 Texan, time in the F/A18 simulator on Oceana, the helicopter simulator at Naval Station Norfolk and the ultimate experience for potential naval aviators — a backseat ride in an F/A18 during training flights. The midshipmen are incorporated in the squadrons’ daily routines, including flight briefs and debriefs.They observe field carrier landing practice (FCLPs) during both day and night operations at NALF Fentress, watch the landing signal officers at work and flight operations from the Oceana Air Operations tower.

Midshipman 2nd Class Dave McGowan from the U.S. Merchant Marine Academy (USMMA) and Midshipman 1st Class Trevor Devisser from the University of Rochester spent time with the “Golden Warriors” of VFA-87.At the same time, the “Gladiators” of VFA-106 were hosting four first class midshipmen from Penn State University.The four,

For Devisser, who completed three weeks at VFA-87 on July 17,this is the third summer he has spent time at a Navy command.At the end of his freshman year, he participated in Career Orientation and Training for Midshipmen (CORTRAMID) giving him a short opportunity to see aviation. Last summer, he spent time on USS Wasp (LHD 1).

“I really enjoyed aviation. It was really interesting and it really fascinated me,” explained Devisser who will graduate next May with a degree in mechanical engineering.

Convinced he wants to be a naval aviator,“I’m trying to go into it with an open mind,” about what type of aircraft he wants to fly.

Devisser, from Kinnelon, N.J., explained that growing up, he had always thought about joining the military and he liked the opportunities that ROTC provided to go to college and be able to serve his country.

McGowan,from Clarksville,Md.,chose the USMMA, also known as King’s Point,“because I wanted a commission in the Navy, on top of getting a lot of sailing experience with the Merchant Marines and a great education in maritime subjects.”

Along with his flight time, McGowan used his time to learn more about all aspects of aviation, including “the structural foundation of an aviation squadron and how the

What surprised McGowan most about his time with the Golden Warriors was the amount of work that goes into flying. “It’s not just the pilots getting into the jets flying.

There’s a lot of things that go into [the flight] before and after that really make up the aviation squadron. It’s not just having the planes in the air,” he said.

Ney award: Oceana galley honored for outstanding food service — Continued from page 1 Last November, Ney officials visited NAS Oceana’s food services in order to evaluate the galley’s efficiency, safety, accuracy, management and budgeting skills. A short time after the inspection, the Navy announced the Oceana galley had been selected as a finalist in the Small General Mess Category.

“It is extremely difficult to win the Ney Award; you have to meet expectations every day,” said Bigger.

“The team of people here, in my 20 years, is unmatched. I have never seen a group of people work together so well.”

Bigger said the award was made possible by the support of the command and the hard work of the galley’s food services personnel.

“Teamwork is the biggest factor that won us the Ney Award,” said Bigger.I’m very proud of everyone who contributed to helping the Oceana galley win the Ney Award.”

NAS Oceana galley plans to defend their title for the 2013 Ney Award.

“We are preparing for next year’s Ney Award right now,” said Chief Warrant Officer 3 Aleithia Castro, Oceana food service officer.“It is a package of information that we send in about our galley.We have also kicked in a new training program called‘Center of the Plate,” which Castro describes as a way to teach culinary specialists to create meals from scratch instead of using frozen ingredients.

Former Oceana Food Service Officer Chief Warrant Officer 4 Wayne Cummings was not able to attend the ceremony due to being underway on USS Wasp (LHD 1). Cummings was the food service officer at Oceana during the time of the Ney inspection. Castro arrived in March and shortly after received the news of NAS Oceana winning the Ney Award.

“I would like to thank, not only the staff that is already here doing a good job, but also Chief Warrant Officer 4 Wayne Cummings. I am absolutely grateful for such a beautiful team and a turn over to walk right into a Ney galley,” said Castro.

OCEANA HERITAGE ______ This is the first of two parts providing some overall highlights of the history and heritage of NAS Oceana from the beginning up through 1973. Look for part two in an upcoming issue of the Jet Observer.

With World War II looming, naval aviators in Tidewater had only Naval Air Station Norfolk and two grassy auxiliary landing strips on which to train. When the Bureau of Aeronautics decided that was insufficient for the number of carrier squadrons to practice on, the commander in chief, Naval Air Force Atlantic was directed to secure four additional fields around Norfolk.

Because an auxiliary landing field had already been planned at Oceana in Princess Anne County (now Virginia Beach), as early as 1938, the U.S. government began negotiations to purchase 328.95 acres for a small airfield and dive bombing field to accommodate 32 officers and 172 enlisted men.

Known as Potter’s Farm, the land belonged to John W. and Dean S. Potter and was purchased for $35,000, most of which was deposited with a “declaration of taking” on Dec. 18, 1940. By the time it was officially commissioned as Naval Auxiliary Air Station (NAAS) Oceana on Aug. 17, 1943, the base needed to be rapidly expanded to meet the demand for trained fighter pilots for World War II. Oceana was seen as the perfect location for an auxiliary field.The town of Oceana was considered remote with the only industry being a sawmill operation, and three or four small food stores, a restaurant, three gas stations and a post office within one of the food stores. Located between the village and the Princess Anne Courthouse was 5,000 acres of farmland, from which the base grew over the years.

The first commanding officer of NAAS Oceana was Lt. Jesse A. Fairley. Fairley recalled later how even in Oceana’s early history, he received noise complaints from

Midshipman: Squadrons providing opportunity to learn about naval aviation — Continued from page 4 Devisser added that he could now see how well the squadron functions. “When the flight’s on the schedule, they know the plane’s going to be ready and the pilots can concentrate on flying,” he said.

Lt. Kyle Copeland is VFA-87’s midshipmen coordinator.

The Ohio State graduate did something similar during his summers in college, so for him, it’s important to make the midshipmen’s experiences positive.

“I make sure these guys are getting taken care of … and try to give them as many opportunities as I can to be exposed to not only life in our squadron, but life in the air wing, the helicopter squadrons.We really try to integrate them into the ready room,” explained Copeland.

Because VFA-87 flies the single seat F/A-18 Hornet, the flights for their midshipmen were provided as part of training flights by VFA-213.While on a detachment to NAS Fallon, Nev. last month,VFA-87 hosted two other midshipmen and they are expecting two more in August.

Penn State’s midshipmen also had a unique opportunity to see naval aviation on an aircraft carrier, spending several days on USS George H.W. Bush (CVN 77).

Three of the four students,Readdy,Kerley and Olechowski, grew up in Navy families and following in their parents’ footsteps seems like a natural fit.

With both his parents being former Navy pilots, the decision for Readdy, from Arlington,Va., to pursue a commission “just kind of clicked one day.”What attracted him to

Penn State was the engineering program and one of the largest Navy ROTC commands in the U.S. Kerley from Brigantine, N.J., was encouraged to apply for an ROTC scholarship by his father, a retired Seabee.

Although with his degree in civil engineering, he could follow the Seabee career path, Kerley likes the idea of earning his wings of gold because “it’s something new, a challenge. No one else in my family is a pilot. I’ll be the first.”

Kerley is also interested in joining the helicopter community. “They’ve got a lot more missions for helos … I like the crew interaction.You’re not up there by yourself, there’s more interaction with troops on the ground,” he explained.

“I think all aviation communities are interesting and I want to keep an open mind about them,”said Olechowski as she neared the end of her time with the Gladiators.

“I think the majority of us just want to get winged,” said Tokarz.

“I’ve never seen anybody complain about what they’re flying,” Readdy jokingly added.

Olechowski from Annapolis,Md. is the daughter of a retired submariner.“I couldn’t imagine doing anything different. I knew I always wanted to join,”she said.Although her sister graduated from the U.S. Naval Academy, the French major said Penn State was a better fit for her interests.

Tokarz knew at a young age he wanted to join the military,“in one way or another.”While attending high school

in Williamsport, Penn., the opportunity to go to Penn State with an ROTC scholarship presented itself.

Tokarz described the opportunity to fly as “every kid’s dream and it’s really awesome to be able to fulfill it.”

For all six midshipmen, the F/A-18 flight was the best part of their time at Oceana.“It was awesome,” summed up Devisser, a sentiment all the midshipmen echoed.

BY MC1(SW/AW) MOLLY A. BURGESS The Flagship More than 800 service members, civilians and family members of all ages came out to compete in a toe-to-toe dash to the finish line in the 4th Annual Military Challenge at the Virginia Beach Sportsplex July 27.

The yearly competition encompasses a 3.3-mile crosscountry course, outlined with military training-type obstacles for competitors to maneuver through, while competing for the fastest time and bragging rights for the year.

“We don’t care if you’re small, big, short or tall,” said Ann Hupp, president of Mettle Events.“It doesn’t matter, we just want everyone to come out here and have a great time.”

Mettle Events has constructed, produced and directed the course and the race since the challenge’s inception.

According to Hupp, although this year’s course was similar to previous years, new obstacles were added, while old obstacles were relocated with better strategic placement to give competitors a more challenging race.

“This year, one of the new obstacles were the black pip-

ing that we had donated to us that we cut in sections and placed throughout the course for racers to crawl through, and at times, jump over, to be able continue on course,” said Hupp.

Even with the obstacle changes, the challenge was still geared toward a family-driven event for both young and old racers to be able to participate in.

“It’s not difficult, it’s an agility thing.We don’t want anybody to not finish,” said Hupp. “We don’t want to shock anyone; we don’t want barbed wire or flaming hay bales.

Getting shocked is not fun. So what we do is we have fun family team-building events and we want everyone to finish and everyone to have fun.We want camaraderie.”

After more than three miles of muddy ditch crossings, Jersey Wall leaps, plank walks and mud crawls, the race ended with the legendary water slide followed by a bubble pit, bringing Lt. j.g. Chadwick Schrow from Strike Fighter Squadron 81, as the overall first place winner in the male category and Milagros Wallen as the overall first place winner in the female category.

A donation of $500 was also awarded to Charlie Company, 2nd Battalion, 210th Aviation Regiment’s Morale,Welfare and Recreation for having 29 racers, the most participants from a command in the challenge.

At the end of the event, racers had the option to donate their shoes to “I Will Stand International,” a national and international non-profit organization who helps rescue, restore,equip and empower vulnerable women and children from hopeless situations.

“I’ve ran this race from the very first one four years ago. The event also had its traditional Kid’s Mini Challenge for children ranging from age 5 to 12, which included an air-bounce obstacle and black piping to maneuver through, a water slide,mud crawl and bubble pit before crossing the finish line, ending with a medal for each participant.

“The race took a long time but I wanted to be first so I could win this challenge,” said Oscar Hopper, who won first place in the 5-year-old category.“The bubbles were the best part of the challenge.”

The event concluded with the “Dash for Cash,” a new mini-race sponsored by Navy Federal Credit Union. Participants raced the length of the football field, running down and back to each yard line, incorporating burpees at each 20-yard line.The winner of the event in both male and female categories were given $250 dollars.

“The most challenging part of the dash for me was going barefoot because the ground got hot real quick, but I loved it,” said Gunner’s Mate 1st Class Elizabeth Campos from Maritime Civil Affairs and SecurityTraining Command,who won first place in the Dash for Cash and 4th place in the Military Challenge.“There are always amazing competitors out here, so the fact that I won is really awesome.”

Campos has volunteered her time toward the set-up of the course since the first challenge in 2010 and was one of the 178 volunteers during this year’s Military Challenge.
