The exercise began at about 9 a.m. with the simulation of two helicopters colliding, resulting in mass casualties with both helicopters catching fire at Camp Pendleton.

The exercise gave the Navy,Virginia National Guard and local emergency response teams the opportunity to enhance their coordination and

gave them practice in dealing with an aircraft mishap.

“I love what I see out here today,” said Sgt. First Class Randy Carter, Virginia National Guard senior non-commissioned officer at Camp Pendleton. “[John Heistand] approached me with this back last September. I really

TWO WHEEL SAFETY AND AWARENESS HITS HOME FOR FRCMA

BY ADC (SW/AW) QUNITA TRIPLETT FRCMA Oceana Public Affairs The Fleet Readiness Center Mid-Atlantic (FRCMA) Oceana motorcycle riders took a trip to Kill Devil Hills, N.C. on April 11, to help support motorcycle safety and awareness. The trip totaled 168 miles, which also allowed for a stop at the Wright Brothers National Memorial, which commemorates the first successful airplane flight.

Prior to taking the road, the motorcycle safety coordinator for FRMCA Oceana, Senior Chief Aviation Electronics Technician (AT) Tim Radtke, gave a PowerPoint presentation on a few safety awareness tips and things to be mindful of prior to hitting the road. It included the number one

safety tip for riders: Never assume you have mastered your bike; the unexpected can and will happen at any given time.

Participants ranged from ages 19 - 45 with all ranks, including both enlisted personnel and officers. Among the riders were Ratdke, Lt. Jermaine Moore, Lt. The motorcycle riders are hoping to do more rides within the upcoming summer months.

“This is the first command ride where our junior Sailors are allowed to see that you can still have fun in a relaxed environment and promote safety at the same time,” said Newberry about the importance of the ride.

According to the Naval Safety Center, the recent trend in motorcycle fatalities within the Navy is rising at an alarming rate. Since this past October, the beginning of the new fiscal year, the Navy has already lost 12 Sailors due to motorcycle accidents. Compared to the 17 Sailors lost in all of FY-

13, the Safety Center predicst the Navy as a whole is on course to lose a minimum of 25 Sailors to motorcycle deaths if current trends continue.

FRCMA has unfortunately contributed to the Navywide statistics, having lost three shipmates since March 2013. In May, the Navy officially entered into its “motorcycle riding season.”

“Let’s not continue to be a statistic on anybody’s scorecard,” said Capt. Joe Rodriguez, FRCMA executive officer.

Aviation Machinist’s Mate 1st Class (AW) Autumn M. Zawadzki is the Fleet Readiness Center Mid-Atlantic Oceana Shore Senior Sailor of the Quarter, Second Quarter 2014.

While assigned as the Afterburner Shop leading petty officer, Zawadzki led 10 technicians in the ready-for-issue of 48 F404-GE-400/402 afterburner modules, completion of 51 scheduled and unscheduled planned maintenance checks with zero rework required, contributing to an availability rate of 100 percent. All of her workcenter’s programs received a grade of “On Track” during February’s semi-annual Quality Assurance Audit.

She is the command blood drive coordinator, a member of the command training team and a member of the Hampton Roads Big Brother/Big Sister program. Zawadzki is also earning her Bachelor of Science in Addiction Studies from South Dakota University.

Aviation Ordnanceman 1st Class (AW/SW) Marlena Sanchez is the Fleet Readiness Center Mid-Atlantic Oceana Senior Sailor of the Quarter, Second Quarter Fiscal Year 2014.

Sanchez serves as 700 Armament Division’s leading petty officer. She supervised 114 Sailors who completed 48,885 man hours, resulting in four production workcenters accurately accounting for 7,000 pieces of aircraft armament equipment,valued at $84 million.

Her meticulous attention to detail directly contributed to a 97 percent operational availability rate of 19 F/A-18 squadrons and five carrier support groups.

Aviation Electronics Technician 2nd Class (AW/SW) Tanel Parind is the Fleet Readiness Center Mid-Atlantic Oceana Shore Sailor of the Quarter, Second Quarter 2014.

While assigned as the command training coordinator, Parind managed 779 training records, reviewed 75 training lectures, scheduled 22 schools, and developed three monthly training plans.As the Site Advanced Skills Management (ASM) fleet administrator, he maintained 351 task lists, 368 accreditations, and 317 duty and billet descriptions. He coordinated with FRC Lemoore to establish a workcenter 415 with on the job trainings, personnel qualification standards and collateral duty inspector testing within ASM. Additionally, he performed travel cost estimates, totally $39,000 for 26 sea operational detachment and shore duty personnel.

Aviation Machinist’s Mate 3rd Class William Probeck III is the Fleet Readiness Center Mid-Atlantic Oceana Junior Sailor of the Quarter, Second Quarter 2014.

While assigned as a F404GE-400/402 Engine Repair Shop collateral duty inspector, he contributed to high production levels, resulting in the ready-for-issue of 29 F404-GE-400, 21 F404-GE-402 engines and three extensive squadron work requests.

While stationed on USS Carl Vinson (CVN 70), he supervised five technicians, who performed 35 IMRL scheduled inspections, including the corrosion prevention on 28 engine support equipment items in support of Carrier Air Wing 17.

Probeck volunteers numerous off duty hours helping children with learning disabilities at Windsor Oaks Elementary School in Virginia Beach.

Aviation Ordnanceman Airman Branden Kraynak was selected as Fleet Readiness Center Mid-Atlantic Oceana Blue Jacket of the Quarter, Second Quarter Fiscal Year 2014.

Kraynak serves as a 700 Division Armament Equipment technician and his technical knowledge was directly responsible for the successful break down, inspection and repair of 41 LAU-127 missile launchers.

His efforts returned 100 percent of assets to a readyfor-issue status and removed 121 “black” items off of the Armament Division’s Buffer Management Tool (BMT). His experience enabled him to reduce the backlog of the BMT by taking on the most complex black items and achieving quality results.

Oceana natural resources specialist earns SECNAV environmental award

BY TOM KREIDEL Naval Facilities Engineering Command Public Affairs Michael Wright, a Naval Facilities Engineering Command Mid-Atlantic natural resources specialist at NAS Oceana, has been recognized for her work with a first place finish in the Natural Resources Conservation (Individual or Team) category of the Fiscal Year 2013 Secretary of the Navy Environmental Awards.

Wright,who has worked at Oceana for the last seven years, says she is proud and excited to have been recognized for this award.

“I look at it as an honor that the public and the Navy have entrusted me to be a steward of military properties, ensuring sustainability of both natural resources and military missions on those lands,” she said. “To have been recognized, first in the Chief of Naval Operations level awards and now the SECNAV award, it’s an amazing feeling.”

She added that she is passionate about her job and enjoys the diversity of the work itself. Balancing mission requirements with working with protected lands and animal species, managing hunting and fishing programs and helping to save both human and wildlife lives are some of the responsibilities that she says keeps her on her toes every day.

“Her strong personal dedication to the sustainment, preservation, and stewardship of our natural resources is always inspiring.She works hard and always maintains a pleasant demeanor.We are very fortunate to have her in our organization,” said Terry Chamberlain, Public Works Department Oceana Environmental Program director.

Wright adds that while she finds the job rewarding, some of her “customers” do not always show their appreciation.

“Sometimes our work fights or bites back,” she joked. “An angry raccoon or bird of prey doesn’t always appreciate being rescued from the predicament he’s found.”

Her responsibilities extend beyond NAS Oceana. She also directly oversees the management and implementation of three Integrated Natural Resources Management Plans (INRMPs) covering four primary naval properties under two separate commands, including Oceana, Dam Neck Annex, Naval Auxiliary Landing Field Fentress and Naval Support Activity Hampton Roads Northwest Annex.

Volunteer at Fundango Festival The Kids’ Fundango Festival is looking for volunteers.

The festival will take place May 17 at the Virginia Beach Sportsplex.Volunteers are needed for set up on Friday afternoon and Saturday morning of the event.

Fundango is a Stop Abuse program created to prevent child sexual abuse through education, detection and referral.Through its marionette program,“Simon Says: Just Tell,� children learn to recognize, prevent and disclose abuse in a safe environment. Gator, 11, a chestnut-colored quarter horse and Blue, 10, a grey and white Percheron – and the larger of the two steeds -- officially joined the herd at the NAS Oceana Stables April 25.The horses, purchased locally, will augment the number of horses available for lessons and trail rides.

Following a two-week quarantine, veterinarian check and vaccination update, the new horses will be slowly introduced to the rest of the government herd residing at the stables.

“This is great,”laughed Chope about the surprise visit to Oceana Administration Building.

“My family can’t wait to get out to the stables.They love horses,” said Schager.

The new arrivals join “Fish,” named for former Oceana Commanding Officer Capt. Jim Webb and “Goose,” after, Capt. Bob Geis, another former commanding officer. Fish and Goose (the horses) were formerly part of the 3d U.S. Infantry Division, known as the Old Guard, based at Fort Myers, Va. They arrived at Oceana in 2011. During their two years of Caisson duty, both horses also served as part of the Wounded Warrior Program.

Carter said the value of this exercise is tremendous.

“It’s going to allow us to be able to respond to any mid-air collision event that happens here on post and to be able to communicate quickly with all the local EMS and police forces around the Virginia Beach area, along with the emergency operations center.”

Once the simulation of the two helicopters catching fire was underway, hundreds of volunteers who were assigned injuries began calling for help. Emergency response teams from all over Virginia Beach arrived and began assessing injuries and treating patients.

John Heistand, the NAS Oceana training officer, said the idea for the exercise first

came up last June with the emergency planning committee.

“Camp Pendleton was gracious enough to host [the exercise] and they were going over their assets and we kind of asked the question ‘if two helicopters collided, or a helicopter flew into an F/A-18, how could you respond to it?’” Heistand said.

“What you’re seeing here today in the field will also be carried over into another exercise in the EOC in downtown Virginia Beach at the courthouse this afternoon, and that’s going to allow us to put any procedures and or operations that we need to help us mitigate if something like this was ever to occur.”

Heistand explained he was at Oceana during the aircraft mishap that occurred in April 2012.

“I do feel that one of the reasons why we were able to respond and respond so quick and the way we did at the Mayfair Mews incident is due to all the training we do with the City of Virginia Beach.”

The Nightingale Regional Air Ambulance lands in a field across from the simulated aircraft mishap. The Nightingale is a critical care rotor-wing ambulance that operates out of the trauma center at Sentara General Hospital in Norfolk. The exercise simulated two helicopters colliding with many casualties. The Navy, Virginia National Guard, Marines, City of Virginia Beach and many emergency response teams and volunteers participated in the exercise.

The purpose of HURREX/Citadel Gale 2014 is to prepare the Navy to respond to weather threats to U.S. coastal regions, and to maintain the ability to deploy forces, even under the most adverse weather conditions. Tropical storms have the potential to cause great damage to areas they pass over, and the Navy prepares every year to mitigate that damage.

“HURREX/Citadel Gale 2014 provides Navy regions and installations the opportunity to exercise and assess their ability to prepare for, respond to, and recover from the threats from severe weather events; in this case we’re exercising our response to a large category hurricane event,” said Cmdr.

This year’s exercise will consist of two simulated tropical cyclones that will develop and intensify to hurricane strength and will threaten the East Coast of the U.S., the Gulf of Mexico, and the Caribbean coastal regions.

The exercise requires a great deal of coordination.

USFF and CNIC work closely with the Fleet Weather Center, Military Sealift Command, Navy Expeditionary Combat Command, U.S. Northern Command, Marine Forces Command, Marine Forces North, Army North and Federal Emergency Management Agency.

“As we’ve seen in recent history, large scale weather events can cover enormous

areas and impact huge population centers, so training opportunities like this are vital to an effective response plan,” said Smith.

“But more importantly, it allows us to work with a number of other agencies and to develop relationships with our counterparts in city, state, federal and non-governmental organizations (NGO).”

The exercise includes all Atlantic-based ships, submarines and aircraft. All ship movements during the exercise are simulated.

HURREX 14 will include accounting for Sailors and their families through the Navy Family Accountability and Assessment System (NFAAS). NFAAS also allows leaders to identify medical, housing, transportation, counseling and other disaster-related needs.

The destruction and devastation caused by storms, such as hurricanes Sandy, Irene and Katrina reinforce the need for proper training and preparedness prior to the threat of a real world natural disaster. There were 13 named storms in 2013, and with the onset of the Atlantic hurricane season June 1, the Navy remains committed to the safety, security, and wellbeing of its Sailors, civilians and their family members.

Oceana Galley among winners for outstanding food service

Ney Memorial Awards for outstanding food service, representing the Navy’s Undersea Enterprise, Surface Warfare Enterprise and Naval Aviation Enterprise April 29.

The annual awards encourage excellence in Navy Food Service programs with the objective of improving the quality of life for Navy personnel.

“While these awards are presented to the most outstanding culinary specialists (CSs),it is my firm belief that all CSs contribute to our Sailors’ health, morale and fleet readiness — every day,” said Commander, Naval Supply Systems Command (NAVSUP) and Chief of Supply Corps Rear Adm. Jonathan Yuen.“Nothing impacts Sailors on a day-to-day basis more than the great food their CSs prepare for them.“ “Our goals make certain culinary specialists stay proficient in their training, guaranteeing Sailors receive nourishing, high-quality food prepared fresh every day by CSs who take seriously their impact on Sailors’ health, morale, and fleet readiness,” said Cmdr.

MWR Skeet and Trap Range offers activities for all skill levels STORY/PHOTOS BY MC3 TIMOTHY DAUGHTON NAS Oceana Public Affairs With spring in full bloom, the MWR Skeet and Trap Range located on 1951 Potters Road, off-base near NAS Oceana, might be a perfect way to enjoy the warmer weather. The range is a five-field facility that offers three skeet and trap ranges, as well as a wobble trap designed for more of a hunting experience.

During World War II, skeet was used in the American military to teach gunners the principle of leading and timing on a flying target. Skeet shooting is now a

recreational and competitive activity where shotguns are used to break clay discs that are flung in the air from two fixed stations.

“Clay target shooting is a fun and exciting sport for all ages and genders. The most extreme novice can be guided towards hitting a clay target on their first outing.

The MWR range has expert instructors to help you during your visit,” said John Daubenschmidt, lead skeet and trap instructor at the range.

“We have various groups who visit the range for a variety of things. We have a lot of military personnel that come for training. This is actually designated

as a training facility for the Navy SEALs,” added Daubenschmidt.

Daubenschmidt has worked at the range for 13 years and is a National Rifle Association and 4-H certified, as well as a level one skeet instructor. The in-

structors at the range handle a variety of skill levels on a daily basis and are qualified to teach basic techniques, from a beginner up to the world champion level. Typically, the range does not host lessons on the week-

end due to it being the busier days but accommodations can be made on a case-by-case basis.

Ike hosts 5K to raise funds for NMCRS

BY MC3 JOHN HAYNES USS Dwight D. Eisenhower Public Affairs SEAL Park at Joint Expeditionary Base Little Creek-Fort Story was at full capacity, April 26, as current and former USS Dwight D. Eisenhower (CVN 69) (Ike) Sailors, family members and friends gathered for the second annual Ike Heritage 5K race.

More than 700 participants ran the 3.1-mile course,which snaked throughout the base and went past Navy SEAL facilities, piers and a golf course. Aviation Electronics Technician 2nd Class Scott Cross, the Ike Heritage 5K Committee coordinator, said the event organizers put plenty of carefully coordinated behind-the-scenes work into planning the race.

“This has been eight months in the making,” Cross said.“About 200 people

from all over Ike spent countless hours outside of work to pull this off.”

The race served as a fundraiser for the Navy-Marine Corps Relief Society (NMCRS), with proceeds from registration fees and merchandise sales donated to the charity.

“As a command, Eisenhower uses a whole lot of facilities and money from this organization,” said Capt. Stephen T. Koehler, Ike’s commanding officer.

“I think it’s awesome that we’ve raised more than $8,000 for the Navy-Marine Corps Relief Society.”

Aside from raising money for NMCRS, Navy Exchange Service Command Master Chief Gregg Snaza, a former Ike command master chief, said the race also went a long way toward building camaraderie and command pride.

“This event is superb because it brings together past and present crew

members,” Snaza said. “Events like this call us together for all the right reasons, and I see this growing in the coming years.”

Shortly after Gunner’s Mate 2nd Class Chris Devereaux broke the tape and finished in first place overall, planning began for the next command-wide 5K. “The next race will be in October to celebrate the ship’s commissioning birthday,” said Master Chief Avionics Technician Douglas Dickinson, the command’s Aircraft Intermediate Maintenance Department maintenance master chief and head of the Ike Heritage 5K Committee. “We are planning to make this next one even bigger and better.”

We expect 400 wounded warriors along with their caregivers and families to attend the events.

WHY IS THIS IMPORTANT? Warrior Week is an opportunity for our recovering heroes to return to a physical activity that they can continue throughout their lives. These events are also an opportunity for these service men and women to connect with others who are experiencing the same challenges of recovery and reintegration back into their lives post injury.
