Nominations are being accepted online through Jan. 15 at www.OperationHomefront.net/MCOY.The award will be given to an outstanding military child from each Service — Army, Navy, Air Force, Marine Corps and Coast Guard. The winners, who each will receive $5,000, will be flown with a parent or guardian to Washington, D.C., for special recognition ceremony on April 5.
Exceptional Family Member Support Group
The Tax Assistance Center (TAC) provides tax preparation assistance to active duty and retired military and their family members,and any reservists on active duty for more than 29 days during the 2012 tax filing season. This year,in accordance with guidance from the Chief of Naval Operations, Naval Legal Service Command-operated tax assistance centers which include NLSO Mid-Atlantic (MIDLANT) facilities, have transitioned from one-on-one preparation (VITA/ELF) to self-service tax assistance preparation for all eligible customers with limited exceptions. Self-service allows individuals to file returns electronically using an online-based filing program, while receiving assistance as needed, from IRS trained TAC personnel. The TAC will continue to provide one-on-one tax preparation services to active duty, retired, their family members and eligible reservists as defined above in limited circumstances. One circumstance where one-on-one tax preparation will be available is to assist customers unable to use self-service due to disability. This service allows eligible customers to come in with necessary documents and have their taxes prepared for them by TAC personnel. Customers using the TAC can receive help on both fedmeeting on Jan. 18, 9:30 -11 a.m. for the Exceptional Family Support Group. Join other EFMP families to network with parents, share experiences, develop friendships, learn about resources and benefit from guest speakers. The meeting will be at the Meyera E. The main TAC is located at Naval Station Norfolk. There are also two branch offices at Joint Expeditionary Base Little Creek-Fort Story and Naval Air Station Oceana. The contact information, location, hours or operation and services offered at each are later in this article. All TAC customers, self-service and one-on-one, need to bring their ID, W-2 forms, documentation of any interest income or mortgage interest paid, and any other tax related documents. Customers receiving one-on-one assistance also need to bring their Social Security card and the Social Security cards for any individuals whom they claim on their taxes. This year,the tax deadline isApril 17. To avoid wait times that often occur right before the deadline, customers are encouraged to come in as soon as they have received all of their necessary tax forms.

Trading spouses? BY LT. PAUL WIGGINTON Carrier Air Wing 7 Chaplain Is the grass greener on the other side of the fence? It’s an age old question that we often ask when we become dissatisfied with our own lives and then we look at our neighbors or friends and think that they have a life that is so much better than ours. We think that if we could just have their circumstances, their money, their jobs, then our lives would somehow be that much better. In the world of reality TV shows like “Trading Spouses” and “Wife Swap,” the participants have taken a peek into how the other person lives and tries to answer the question “Is the grass greener?” During the holiday TV slumps, the networks had a brilliant idea to have “marathons” of these two shows. In my own curiosity, I watched a few to try and see what could be learned. Here are my findings: 1. Every couple has problems. In every case I saw problems with the original couple that were discovered by the new “spouse.” These problems were obvious to most people around them, yet either blindness or denial of the problem led to it not being solved in the first place. 2. Every couple had solutions.There were solutions and fixes that were proposed and while some did not work, others that were reasonable did.And each of the problems found a more permanent solution when both spouses were willing to talk it out and consider each other’s perspectives. 3. Communication was the key. Prior to the swap, most couples displayed classic danger signs. Avoidance of the problem, withdrawal from talking or interacting, escalation into extreme actions or thoughts, or the most popular for these shows is mind reading, where one makes assumptions about what the other person is thinking or about to say. Humans are not perfect, though we strive in every possible way to hit that mark of perfection. In watching these shows, it might be easy to compare ourselves to those couples or families and think we are better off than they are in our relationships. Maybe so; maybe the grass is still pretty green where we are and it’s worth the time to make things better. As we start a new year off and make resolutions, I encourage you to think about your own relationships.Trading spouses is a bit extreme,so realize the good things you have in your own family and friends.Thinking about the connections that give you support and growth is a great start.Take the steps to strengthen these relationships this year.
NMCP’s Warrior Transition Unit opens STORY/PHOTO BY MC3(SW) ANNA ARNDT Naval Medical Center Portsmouth Public Affairs The newWarriorTransition Unit was officially opened at Naval Medical Center Portsmouth when Rear Adm. Elaine Wagner, NMCP commander, and Capt. Daniel Unger, Wounded Warrior Program manager, snipped the ceremonial ribbon. The unit takes advantage of an “overflow” inpatient area in the medical center that is used only when other wards are full. Now, when a wounded warrior is medevaced from overseas — often from the Landstuhl Regional Medical Center in Germany — the unit is activated and becomes the service member’s first stop instead of the emergency room. The unit is a more subdued and less chaotic environment than the ER, and provides privacy for family members to be reunited with their injured service member. “In many instances,Naval Medical Center Portsmouth is the first place where family members are able to see their loved ones after an injury or illness suffered during a deployment or other overseas duty,” said Wagner. “This area is far more conducive to those private emotionally charged reunions than an open bay in the emergency department.” Many of the patients in the unit have been wounded by IEDs. The most common injuries are orthopedic, thoracic, mental health and vascular. Medevac patients who need pain medication typically receive low doses during the flight. Their pain is addressed immediately when they arrive at the unit.

“This is a full-service Warrior Transition Unit,” said Capt.Thomas Craig, Operational Forces medical liaison, who came up with the idea for the unit. “The whole idea is that whatever needs the warriors have are met when they come here.The beauty of it is that (the unit) is completely flexible. “We know four to five days out from when the patient arrives what they need.We have at least three days to prepare, so we can custom tailor it to their needs,” Craig added. Before the creation of the Warrior Transition Unit, wounded warriors who were being evaluated could spend several hours waiting in the emergency department. “When they were being treated in the ER, their stays usually lasted about six hours; now the longest stay we have had was one hour and 44 minutes,” said Craig. “Now they come straight up here where it is calm and quiet and they each have their own individual room.” After patients are evaluated in the transition unit,they will either be admitted to one of the inpatient units, or, depending on their individual medical needs, transition to the Patriots’ Inn, the Medical Hold Barracks or even their own homes for outpatient services. “This unit is very much focused on the wounded warrior to meet all their needs and their families’ needs,” said Unger, the program manager.“I think it’s awesome. I think it’s the first step in developing a world-class wounded warrior care program here.” The unit has served 23 wounded warriors since it opened on Oct. 15, 2011.

In 1961, an F-8E Crusader, own by the Red Rippers of Fighter Squadron 11, was the ďŹ rst naval aircraft to land aboard the newly commissioned USS Enterprise (CVN 65),the world’s ďŹ rst nuclear powered super carrier. At the time of commissioning, then Secretary of the Navy John B. Connally is quoted as saying,“The new Enterprise will reign a long,long time as queen of the seas.â€? And so she has, taking part and helping shape the last ďŹ ve decades of naval aviation. At more than 50 years old, Enterprise is now the oldest operational commissioned ship of the line.The Red Rippers of Strike Fighter Squadron (VFA) 11, commanded by Cmdr. Daniel J. Sullivan, join Enterprise one last time as she embarks on her ďŹ nal voyage in the spring of 2012. In preparation for this last deployment, VFA-11 participated in the Enterprise’s last ight deck certiďŹ cation, conducted Dec.
6 - 9, just shortly after the ship’s 50th anniversary. The Red Rippers were joined by their fellow squadrons of Carrier Air Wing 1:the“Checkmatesâ€?of VFA-211,the“Knighthawksâ€? of VFA-136, the “Thunderboltsâ€? of Marine Fighter Attack Squadron 251, the “Rooksâ€? of Electronic Attack Squadron 137, the “Screwtopsâ€? of Carrier Airborne Early Warning Squadron 123 and the “Rawhidesâ€? of Fleet Logistics Support Squadron 40. While on board, the Rippers completed critical training for both its air crew and ight deck personnel. The time at sea allowed the squadron to hone its capabilities and train its most junior Sailors. During the training, the Red Rippers completed 85 arrested landings with a 95 percent boarding rate, qualiďŹ ed 13 pilots, two new landing signal ofďŹ cers and more than 20 ight deck qualiďŹ cations, all while helping Enterprise to successfully achieve her ight deck certiďŹ cation. The Red Rippers are returning to Enterprise this month to continue their workup cycle.

NCIS aims to prevent sexual assault crimes From Naval Criminal Investigative Service In an effort to bring attention to the sexual assault prevention awareness campaign, the Naval Criminal Investigative Service (NCIS) issued important guidelines and tips on how individuals can report and prevent sexual assault crimes through NCIS’ Crime Reduction Program, Dec. 26. The increased prevention awareness campaign is a proactive effort to reduce sexual assaults across the Department of the Navy. NCIS Special Agent Leatrice DeBruhl-Daniels is assigned as the FY12-1st quarter campaign representative for Hampton Roads. Sexual assault is deďŹ ned as sexual abuse of an individual by the use of force, threat, or intimidation. Rape, sodomy, sexual battery and attempts to commit these crimes are examples of sexual assault offenses. Sexual assaults are more prevalent with those who recently enlisted or are away from home for the ďŹ rst time. In many cases, the situations involve alcohol. Sexual assault crimes are not necessarily isolated onbase. Crimes may also occur in other jurisdictions where local police departments may assume the case — NCIS is still notiďŹ ed. In the Department of Defense Fiscal Year 2010 Annual Report on Sexual Assault in the Military, there were 2,617 service members who reported they had been a victim of sexual assault. Sexual consent must be freely given by a competent person and you cannot force anyone to have sex at any time. “There is no such thing as drunken consent,â€? said DeBruhl-Daniels. “Drugs and alcohol will impair a person’s judgment and may increase sexual desire, therefore, a person’s actions may be misunderstood when they are intoxicated. Do what is right morally. If you violate a person’s rights and have sex with them without their permission, you may be subject to charges under the Uniform Code of Military Justice (UCMJ) Article 120.â€? NAVADMIN 122/11 reinforces Navy’s “zero toleranceâ€? sexual assault policy and directs active support from all Sailors — from the deck plates to the blue tile — to successfully eliminate this egregious act from the ranks. The Navy averages 1.5 reported sexual assaults per day, with aggravated sexual assault accounting for the largest category of offenses reported. Female Sailors have a 20 percent chance of being sexually assaulted during their careers, and the younger they are, the greater the risk of sexual assault. Under UCMJ Article 120, sexual act crimes, such as rape and aggravated sexual assault, carry very high penalties. Rape itself under the UCMJ can carry a death penalty and the maximum punishment for aggravated sexual assault is 30 years. — See Crime reduction Next page

Frank D. Hutchison, staff judge advocate. Once NCIS completes their investigation, the case is turned over to the command for disposition. “Typically, commands will forward the investigative facts to RLSO for analysis of its prosecutorial merit,” said Hutchison.“... based on the investigation, [we determine] whether there is a case that can be prosecuted under courts-martial or whether it should be handled at a different level. For the vast majority of sexual assault cases, courts-martial is the appropriate forum.Then at that point, RLSO is the prosecution office, and they work hand-inhand with NCIS from that stage on.” Victims have a choice of reporting preference as either restricted or unrestricted. Victims who choose to use restricted reporting are only allowed to talk to a victim advocate, sexual assault response coordinator, chaplain or healthcare provider.This ensures that no one without confidentiality knows the details about the case, and it remains confidential until the case is reported to law enforcement, or NCIS, at which time it will automatically become an unrestricted report. An unrestricted report allows victims to legally pursue the perpetrator. In this option, NCIS, local law enforcement and the command are notified that you are a victim of sexual assault.The command is restricted from conducting their own investigation on the matter, but they will be notified that the event occurred. Time is of the essence when you have a sexual assault crime, especially if alcohol or some sort of drug influence is involved. The victim should contact NCIS as quickly
as possible to investigate their level of consent. Victims should not be afraid of reporting a sexual assault crime to NCIS. Keeping the victim safe is NCIS’ main priority in sexual assault cases. Victims will be notified of key steps within the investigation from case initiation to case closure. Sexual assaults are serious crimes, therefore, victims should not report false sexual assault claims. Regrettable sex, absent or late for muster with a rape excuse, caught cheating on your spouse or significant other, or becoming pregnant by someone you do not want to be the father of your child are not excuses to report rape and are unacceptable. Two noted authors, both well-respected authorities on military and naval history are the featured speakers in the second of a six-part OpSail 2012 Virginia 1812 Bicentennial Speaker Series at the Virginia Arts Festival Theater, 440 Bank Street, Norfolk. Dr. Spencer C. Tucker will discuss his book, “Injured Honor: The Chesapeake-Leopard Affair: June 22, 1807,” which portrays the disastrous encounter between a British and American frigate off the coast of Norfolk, considered one of the precipitous events of the War of 1812. David Healey is the author of “1812: Rediscovering Chesapeake Bay’s Forgotten War,” and scores of magazine articles. His lecture will look at those who played a role — for better or worse — in the outcome of the war on the Chesapeake Bay, including several larger-than-life personalities such as Adm. Cockburn, Joshua Barney,and flagmaker Mary Pickersgill.The lecture will be followed by a book signing.
