BY SUSAN KRAWCZYK Recruit Training Command, Great Lakes Public Affairs GREAT LAKES — The first female recruits at Recruit Training Command were issued their new enlisted white hats, or “Dixie cups,” as part of the Navy’s efforts for uniformity in service members’ uniform April 4. While the rest of the enlisted female E1 - E6 Sailors have until Oct. 31 to begin wearing their Dixie cups, the recruits at the Navy’s only boot camp have already begun to do so as per NAVADMIN 236/15. The Navy redesigned several uniform elements for Sailors that improve uniformity across the force as well as improve the function and fit of their uniforms. The changes will eventually make uniforms and covers more gender neutral. “This feels incredible as we are making a part of history,” said Seaman Recruit Madeleine Bohnert, of St. Louis, Mo., as she tried on her cover. “It’s really awesome how something as simple as our cover is so symbolic in regards to equality and the uniformity in the military. It’s a sense of pride knowing that we are a part of getting the first Dixie cups.” During uniform issue, the female recruits lined up wearing their new covers as their Recruit Division Commanders (RDC) ensured they were being properly worn. As Engineman 2nd Class Shanice Floyd, RDC, helped adjust her recruits’ covers for proper fitting, she instructed those with longer hair in braids or buns how to make correct adjustments to accommodate the Dixie cup. “We’re already part of a team and this just promotes it in a better way,” said Floyd.“Junior

enlisted males and females already wear the same dress white uniform so this way when we get into the same dress blues uniform we’ll look more as a unit.” The Alternative Combination Cover (ACC) and current male combination cover for officers and chief petty officers can now be worn by both men and women in service dress uniforms. All officers and chiefs will be required to
wear the ACC Oct. 31. “I am very excited to be one of the first females to be given the opportunity to wear the Dixie cup, and I believe we’ve come really far as a country and as a service,” said Seaman Recruit Maria Frazier, of Springfield, Ohio.“I think it’s really beneficial because as we work side by side, we have to work as a team. For me, it’s important that as we’re working together, we look uniform so we can work in uniform.” The Dixie cup will match the recently redesigned Service Dress Blue uniforms in jumper style for both men and women, beginning Oct. 1. The jumper will incorporate a side zipper and the slacks will have a front zipper to help with changing in and out of uniform. This will be the eventual end of the female version of the “crackerjack” uniform with a jacket and tie for female petty officers and junior Sailors. “I feel that females have been performing to the standard equal to their male counterparts, and right now, with these new covers, we look more as a team,” said Floyd.

CHAPLAIN’S CORNER Be honest and dependable
LT. VICTORIA CHAPPELL Chaplain #10 — BE HONEST AND DEPENDABLE; TAKE RESPONSIBILITY: Otherwise, Numbers 1-9 won’t matter. As we wrap up the look at the Investor Business Daily’s Top Ten Secrets to Success,
let’s take a look back: 1. How you think is everything: Always be positive. Think success, not failure. 2. Decide upon your true dreams and goals: Write down your specific goals and develop a plan to reach them. 3. Take action: Goals are nothing without action. Don’t be afraid to get started now. 4. Never stop learning: Go back to school or read books. Get training and acquire skills. 5. Be persistent and work hard: Success is a marathon, not a sprint. Never give up. 6. Learn to analyze details: Get all the facts, all the input.
Learn from your mistakes. 7. Focus your time and money: Don’t let other people or things distract you. 8. Don’t be afraid to be different: Following the herd is a sure way to mediocrity. 9. Deal and communicate with people effectively: No person is an island. Learn to understand and motivate others. Looking back, it could have been a list for success in military life as much as in the business world. And nothing is the hallmark of a successful Sailor or Marine as much as #10 — Be honest and dependable, and take responsibility. Interestingly enough,
there is a tremendous spiritual component to honesty. In the Christian faith, there is a path which leads to life — a difficult one — and it is the way and the truth and the life. There is also an enemy in Christianity and Judaism who is called by Jesus a liar and the father of all lies. He comes to steal, kill, and destroy. So when we stick to the truth, even when it seems so much easier just to bend it (say it with me — lie), we are actually sticking close to our God and receive all the blessings that come with being close to Him. When we take the easy way out and lie, we wind up closer to the one who
wants our lives to implode. One lie leads to another, and before you know it, a person can by lying about so many things it’s hard to keep track of them. My advice to people whose lives aren’t going the way they want them to go is often to say, “Stop lying! Tell the truth about yourself. Make no excuses.”This helps us to see and connect with our true selves. When we say goodbye to lies and cling to the truth, there’s nowhere to hide and we have to take responsibility for what we’ve done or failed to do. No more blaming, no more excuses. But that’s how we become de-
pendable! We take responsibility for what we have done and come face to face with our true selves. At the end of the day, only by being our true selves can we truly be known and loved by others.Without love — of and for God, our families, and our friends — lessons 1-9 really won’t matter. And on that note, thank you for allowing me into your commands and lives these past three years. As I move on for my next command, I will never forget the amazing Sailors and Marines of Naval Air Station Oceana, Dam Neck Annex, and Fentress Air Field. God bless you all this day and forever!

Winners of first annual NAS Oceana SAPR poster contest announced
Navy announces SAAPM 2016 theme From Chief of Naval Personnel Public Affairs WASHINGTON (NNS) — Navy leaders announced the 2016 Sexual Assault Awareness and Prevention Month (SAAPM) theme of “Eliminate Sexual Assault: Know your part. Do your part,” March 30. The April awareness month is designed to build momentum for yearround efforts to eliminate the crime of sexual assault, while making sure all Sailors are treated with dignity and respect. “By sharing stories, ideas and the resources needed to build awareness, we hope every command and every Sailor takes away something meaningful from this month,” said Rear Adm. Ann Burkhardt, director, 21st Century Sailor Office.“Leaders who feel empowered to make a difference and encourage their Sailors to do the same, are the critical link to ensure we end this crime across the fleet.” Earlier this year, Chief of Naval Operations (CNO) Adm. John Richardson, announced five initiatives to help “end the scourge of sexual assault” in our Navy. CNO’s five initiatives include: 1) A Shipmate is not a “bystander.” If you see something wrong, do something right. 2) Establish counselors within the Fleet and Family Support Centers as a resource for victim support. 3) Improve our personnel management practices and procedures following a sexual assault experience to ensure our Sailors are put in the best position possible to succeed. 4) Continue our efforts to educate our Sailors and reduce alcohol abuse in the Navy, particularly binge drinking. 5) Better utilize technology to remove cultural barriers and stigma associated with reporting a sexual assault or seeking advice and counsel. In addition to asking Sailors to learn, discuss and think about sexual assault prevention, commands are encouraged to organize events in April to highlight the awareness and prevention of sexual assaults. Information, references and resources can be found online at www.sapr.navy.mil. The goal of the command events and information sharing is in keeping with the month’s theme of “Know your part, Do your part,” as Sailors can use knowledge and then action that will help eliminate sexual assault in the ranks. The SAAPM 2016 Toolkit can be used to determine some of the best ways to observe the awareness month. The website also includes resources for victims of sexual assault to reach out and get help. For more information, go to www.sapr.navy.mil and click on SAAPM 2016.
Congratulations to the 1st Annual Command Sexual Assault Prevention and Response (SAPR) Poster Contest winners! The winner for the category large scale went to Strike Fighter Squadron (VFA) 37 (left) and small scale to Tactical Training Group Atlantic (TTGL) (below). April is Sexual Assault Awareness Month with this years theme,“Eliminate Sexual Assault, Know Your Part, Do Your Part.” The April awareness month is designed to build momentum for year-round efforts to eliminate the crime of sexual assault, while making sure all Sailors are treated with dignity and respect.

HAPPY 123RD BIRTHDAY CHIEFS! BY CARRIE ANDERSON Oceana Observer Navy chiefs around the world celebrated the 123rd birthday of the chief petty officer (CPO), April 1. The celebrations took many forms, but all involved the traditional birthday cake. Chiefs aboard USS Carl Vinson (CVN 70) started the morning with a cake-cutting ceremony and then met on the flight deck for a group photo. The chiefs assigned to USS George Washington (CVN 73) performed morning colors and held a cake cutting ceremony in the Chiefs Mess. Locally, chiefs from all over Hampton Roads gathered at the Founders Inn and Spa in Virginia Beach for the at the 123rd Chief Petty Officer Birthday ceremony. Honored guests included retired Fleet Master Chief Tom Howard and Ima Black, wife of the first master chief petty officer of the Navy. However, the chiefs from USS Abraham Lincoln (CVN 72) received the best present at the birthday celebration: the trophy that marks them as the winner of this year’s Goat Locker Challenge. The Goat Locker Challenge is an annual competition that pits the chiefs’ messes from around Hampton Roads against each other in a half-day competition akin to a field day. This event is designed to measure CPO mess teamwork, fitness endurance, communication skills, goat locker pride and enthusiasm. Master Chief Petty Officer of the Navy Mike Stevens weighed in on the birthday in a statement. “As I reflect back on my service as a chief petty officer, I am reminded of the exceptional leadership you have demonstrated time and time again. Together we have witnessed many changes ranging from the total integration of the force, to CPO 365 ... chief petty officers have embraced and owned these changes, ensuring our Sailors are led with the highest level of excellence. As we celebrate 123 years of the chief petty officer, it is not lost upon me the endless sacrifices you and your families make every day in leading, mentoring and training Sailors under your charge. I once read that legacy is the lantern that lights the path for others to follow, and I have no doubt that the path you lit will shine brightly for generations to come,” said Stevens.

NAVY EXPANDS TATTOO OPTIONS, COMMAND BALL CAP WEAR From Chief of Naval Personnel Public Affairs WASHINGTON (NNS) — In response to feedback from the fleet and senior enlisted leadership, the Navy announced two changes to its uniform policy, March 31, in NAVADMIN 082/16. First, the Navy is updating its tattoo policy and will authorize Sailors to: * Have one tattoo on their neck that does not exceed one inch in any direction. * Have visible tattoos below the elbow or knee — no longer restricting their size or amount. * Allow Sailors with sleeve tattoos to be assigned to Recruit Training Command and Recruiting Command positions — previously not allowed. The Navy’s tattoo content restrictions will remain the same: no tattoo located anywhere on the body can be prejudicial to good order, discipline and morale, or be of a nature that brings discredit upon the naval service. This policy update is being made in response to the increased popularity of tattoos for those currently serving and in the population from which the Navy draws

its recruits. It is also meant to ensure the Navy does not miss opportunities to bring in talented young men and women who are willing to serve. More information on these changes, which go into effect April 30, can be found in NAVADMIN 082/16. Second, NAVADMIN 082/16 also authorizes commands to immediately wear a coyote-brown command ball cap with the Navy Working Uniform (NWU) Type II and III.The manner of wear, logos, lettering and overall descriptions can be found in Navy Regulations, Chapter 3, article 3501.8. The eight-point cover will remain the standard head gear worn with the NWU Type II and III during uniform inspections, special events and as determined by the unit commanding officer.
