BASE SERVICES IN HAMPTON ROADS ARRIVING IN HAMPTON ROADS Hampton Roads has two major airports, Norfolk International Airport and the Newport News/Williamsburg International Airport. Public transportation is not available to or from the airports. Military members flying in to Hampton Roads should make arrangements with their sponsors for transportation from the airport to the command. If previously arranged transportation is not available, military members can get assistance from the Military Information Booth or the USO in the airports.

HOUSING SERVICE CENTERS (HSC) NAVAL STATION NORFOLK 757-445-2832 JEB LITTLE CREEK 757-462-8939 NAS OCEANA 757-433-3368 YORKTOWN 757-847-7806 PUBLIC PRIVATE VENTURE (PPV): With Public Private Venture (PPV) housing, Navy Housing counselors qualify members and process housing applications for referral to PPV housing. Lincoln Military Housing manages the PPV homes. Leases are only six months and become month-to-month at the end of the term. Pets are welcome, but breed restrictions do apply to PPV housing. RENTAL PARTNERSHIP PROGRAM (RPP): Service members can rent apartments, condominiums, town homes and houses through the Rental Partnership Program (RPP). Properties are available from Virginia Beach to Williamsburg. The RPP provides affordable housing at a discounted rate to military members, and the security deposit may be waived or reduced. Details are available at the local HSC. HOMES.MIL: The HSC maintains a large database of community rentals to suit every need. The DOD-sponsored website Homes.mil is a worldwide portal for all service members. It is customized to assist in locating local rentals and helping future landlords to list their rental properties at no fee. If needed, the Housing Service Center can provide a list of properties in which service members may be interested. REALTY SERVICES: These services are provided by Realty Specialists with knowledge on topics regarding all aspects of real estate. Appointments are preferred but not required. The Norfolk HSC is the only location that has Realty Specialists, who serve
WORKSHOPS: The workshops provide information for a basic understanding of home buying, home selling, or the property management process. The workshops cover determining the sales price, selecting a real estate agent or loan officer, understanding the loan paperwork, home inspections, appraisals, negotiations, landlord responsibilities, management companies, closing costs, loan fees, and all details of real estate transactions. LEASES/CONTRACTS: The HSC will review service members’ leases and contracts to ensure the paperwork is in compliance with local state and federal guidelines. They make sure members understand their rights and responsibilities under the Service members Civil Relief Act (SCRA) and the Virginia Residential Landlord/Tenant Act (VRLTA). They also inform members of the “waiver” and “concession” forms that have become part of the local rental market. COMMAND/HOMEPORT CHANGE BRIEFS: The command briefs are to ensure that new members coming to the command have information about the services that are available to them and that they are aware of situations that might arise when signing a lease or contract. The ultimate goal of the command indoctrination program is to connect with service members before they sign leases. Homeport briefs are designed to help Sailors secure housing at their next duty stations and to be aware of any potential housing-related issues before arrival. LANDLORD/TENANT ISSUES: The HSC is an advocate for service members in issues that might arise from real estate transactions. Whether it’s buying, selling or renting, members can contact the local HSC for assistance. The HSC counselor will meet with landlords, tenants, buyers and sellers to try to resolve issues before legal proceedings are needed. PERSONNEL SUPPORT ACTIVITY: The Personnel Support Activity located on Naval Station Norfolk provides one-stop service to personnel reporting to or departing from commands in this area. HOUSEHOLD GOODS: The Consolidated Personal Property Shipping Offices (CPPSO) in Norfolk and at Joint Base Langley-Eustis have a full range of services available, including storage of household goods, baggage and vehicles. Those who plan to live on the Southside (Norfolk, Portsmouth, Chesapeake, Virginia Beach), should call 757-443-3700 and follow the prompts. DEFENSE PERSONAL PROPERTY/ MOVE.MIL: The Defense Personal Property System (DPS) is an Internet-based system to manage DOD household goods moves. Part of the Defense Personal Property Program (DP3) mission, DPS is designed to make moving easier for you. NAVY LODGES: Hampton Roads offers three convenient Navy Lodge locations: Naval Station Norfolk, JEB Little Creek and Fleet Combat Training Center Atlantic, Dam Neck. The Norfolk Lodge provides 292 rooms, including eight suites; Little Creek offers 100 rooms; and Dam Neck offers 50 rooms. These modern, comfortable rooms provide more conveniences to their guests than one might expect from a commercial chain of hotels. Cribs are available upon request, as well as irons and ironing boards. Personnel can make reservations anytime in advance. Orders must be presented at check-in along with a valid military identification. Reservations are held up to 6 p.m. without deposit. ewport News sits where the James River meets the Chesapeake Bay on the Virginia Peninsula. It is approximately 23 miles long, encompassing 69 square miles, with an estimated population of 181,825 people, according to the U.S. Census bureau. The city is steeped in history, but no one knows for sure how Newport News got its name. It is most likely the namesake of Captain Christopher Newport, commander of the flagship of the English fleet that landed on Jamestown Island in 1607. He made several voyages in the early days of the Jamestown Colony, bringing “good news” of supplies and settlers. Playing a major role in the Civil War, numerous earthen fortifications and attractions can be experienced in Newport News. In
addition, the famous “Battle of the Ironclads” took place off the shores of Newport News in 1862. Since the turn of the 19th century, Newport News has been known as the provider of the nation’s finest, technologically advanced military ships. In more recent years, Newport News has also become a center for international commerce, research and technology. The economy is strengthened by a strong military presence, and it is home of the U.S. Army Transportation Center at Fort Eustis. The city boasts more than 20 public parks, as well as public boat ramps and recreation facilities. uffolk offers the greatest opportunity for a little extra acreage for real country living. It encompasses the largest land area of any independent city in the entire Commonwealth at 430 square miles, with the smallest population of the Hampton Roads cities. Founded by English colonists in 1742 as a port town on the Nansemond River as part of the Virginia Colony. Before European contact, indigenous tribes lived in the region for thousands of years. It was incorporated as a city in 1910, and consolidated with Suffolk, Holland, Whaleyville and the former Nansemond County in 1974 to form present-day Suffolk. The city is careful about development and preserving the
landscape while creating communities for new residents. The revitalized downtown features historical attractions as well as shopping and dining. Newer developments offer residents the option of suburban-style living. Country living provides outdoors-types with plenty to do as well. From free-fall skydiving with U.S. Parachute Association to fishing along the city’s 8,000 acres of waterways – the city is certain to keep you adrenaline flowing. The Great Dismal Swamp National Wildlife Refuge offers a nice getaway to bicycle, hike, bird watch or just to enjoy a family picnic. It began as a small resort area in Princess Anne County after the 1888 arrival of rail service and electricity and the opening of the original Princess Anne Hotel at the oceanfront near the tiny community of Seatack. The growing resort of Virginia Beach became an incorporated town in 1906 and an incorporated city in 1952. Virginia Beach is a resort city with miles of beaches and hundreds of hotels, motels and restaurants along its oceanfront. Although Virginia Beach is best known for its tourism, the military and agribusiness sectors contribute considerably to the city’s economy. Virginia Beach is home to three military installations – NAS Oceana, NAS Oceana Dam Neck Annex and Joint Expeditionary Base Little Creek-Fort Story.

ven though our area has the word “Roads” in its name, that doesn’t mean that it’s going to be easy to get around, unfortunately. Take the number of vehicles on the roadways, add one of the busiest ports on the East Coast, plus all of the area’s bridges and bridge-tunnels, hundreds of thousands of tourists, (especially during the summer) and you can get plenty of traffic tie-ups and slow-downs. Luckily, the Virginia Department of Transportation (VDOT) offers multiple ways to find out about the traffic conditions, so that you can plan to allow extra time or take an alternate route. VDOT informs motorists of possible delays and alternate routes with overhead message boards on the interstate highways, continuous radio broadcasts at 1680 AM, and the toll-free 511 phone system. Through the website, e-mail and mobile app 511Virginia.org, you can find: • Accident and incident alerts • Live traffic cameras • Bridge and tunnel reports • Road construction • Road conditions • A customized “511 Control Room” lets users set up a personal travel information resource. In case of accident or incident If you’re in an accident without injuries or your vehicle breaks down, the law requires you to move your car to the road’s shoulder, out of the flow of traffic. On a bridge or in a tunnel, stay with your vehicle and wait for help. An incident team will be dispatched quickly, as the tunnels and most bridges are monitored. VDOT provides roadside assistance to stranded motorists at no charge. To call state police from your cell phone, dial # 77.
HAMPTON ROADS TUNNELS AND BRIDGES VDOT maintains six major bridges and tunnels in Hampton Roads. It’s important to know how to drive through the tunnels and bridges, including tolls; length, height, width and weight restrictions; requirements for hazardous materials that apply to motor homes with propane tanks; and the schedules for when the drawbridges will close to vehi-
cles to allow water traffic to pass through. The bridges and tunnels that charge a toll do not accept cash, and there are no toll plazas. Instead, you will need to have E-ZPass to pay electronically or you will be mailed an invoice for a higher toll payment. HAMPTON ROADS TRANSIT Hampton Roads Transit (HRT) operates the HRT Bus, The Tide, and the Paddlewheel Ferry. HRT BUS Hampton Roads Transit provides bus service to over 1.3 million people in Chesapeake, Hampton, Norfolk, Newport News, Portsmouth and Virginia Beach. There are a total of 81 bus routes, and all HRT vehicles are equipped with bike racks. HRT also provides express bus services, known as The MAX, two shuttle services, the NET Connector and the VB Wave, as well as the Peninsula Commuter Service. Visit www. gohrt.com for more information and routes. THE TIDE LIGHT RAIL The Tide, Virginia’s first light rail, debuted in Norfolk on August 19, 2011. It extends 7.4 miles from the Eastern Virginia Medical Center complex east through downtown Norfolk and adjacent to I-264 to Newtown Road. Eleven stations provide access to shopping, dining and entertainment as well as the Norfolk State University and Norfolk’s Tidewater Community College campuses. PADDLEWHEEL FERRY There are three 150-passenger paddlewheel ferries operating on the Elizabeth River between Norfolk (the Waterside festival marketplace in downtown) and Portsmouth (North Landing and High Street). Ferries operate every 30 minutes with 15-minute service during the summer at peak times on weekends. Schedules are subject to change based on operating situations. The ferry is wheelchair accessible and allows boarding passengers to walk on with bicycles. PAGE 15

School liaison officers work in partnership with local school divisions and the leaders of military commands and installations to enhance the public-school experiences of military children. Liaison officers equip school division staff with resources and information about the challenges faced by military children while working in partnership with schools and community organizations to raise awareness about the needs of these students.
