LEGAL Langley Legal Services: The 633 Air Base Wing Staff Judge Advocate’s Office provides legal advice and support to the Wing Commander and over 40 unit commanders and staff agencies in the areas of military justice, adverse administrative actions, ethics, general civil, operations, environmental, labor and contract law. They provide preventive law, military-related legal assistance and tax service to a client base of over 75,000 valid military ID card holders. The office also assists with property, tort and medical malpractice claims involving the government. The Assistant Staff Judge Advocates prosecute Airmen in courtmartials for violations of military law and prosecute civilian offenders in Federal Magistrate court. They also provide legal assistance.

The Hampton Roads region is located in Southeastern Virginia along the East Coast of the United States. CHESAPEAKE Chesapeake was formed in 1963 by a political consolidation of the City of South Norfolk with the former Norfolk County, which dated to 1691. The new city joined the ranks of the current Seven Cities of Hampton Roads which are linked by the circumferential Hampton Roads Beltway. And just like much of Hampton Roads, the area boasts an impressive history.

Chesapeake’s history goes far back into Virginia’s colonial roots.

On the Atlantic Intracoastal Waterway, which passes through Chesapeake, lays the site of the Battle of Great Bridge. On Dec. 9, 1775, the red coats and colonists clashed in the Battle of Great Bridge when the American rebels defeated the British and drove them from nearby Norfolk. Today, the municipal center complex rests a few hundred yards from that historic spot.

Until the late 1980s and early 1990s, much of Chesapeake was either suburban or rural, serving as a bedroom community for the cities of Norfolk and Virginia Beach with residents commuting to these locations. Beginning in the late 1980s and accelerating in the 1990s, however, Chesapeake saw significant growth, attracting numerous industries and businesses of its own.

The business community includes more than 80 foreign-based companies from 19 different countries. This economic development and the attractive residential properties have created a population

Dismal Swamp Canal boom. Chesapeake has grown from 78,000 at its inception to an estimated 222,209 in 2010, according to the U.S. Census Bureau.

Today, Chesapeake is a vibrant community that enjoys the best of two worlds – one of urban variety, culture and excitement and another of rural landscapes and relaxed country living. In fact, nearly 300 farms occupy close to one-fifth of the city’s land, growing corn, soybean and wheat.

Chesapeake is host to many culturally-diverse events and is home to many beautiful parks, lakes and rivers. The city has more miles of deepwater canals than any other in the country. The Dismal Swamp Canal runs through Chesapeake as well. It is the oldest continuously used man-made canal in the United States today and has been in service for over 230 years.

HAMPTON Pier at Buckroe Beach Hampton is one of America’s oldest cities and with a proud and rich history and is one of the fastest growing cities in the region.

Hampton is the most populous settlement with the name and is the sixth most populous city in Virginia.

Hampton’s history is traced to April 30, 1607 when Captain John Smith and company landed at Kecoughtan. They declared the land brought them “great comfort,” before continuing upriver to establish Jamestown. On October 1, 1609, Fort Algernourne, one of America’s first forts, was constructed at Point Comfort – the site several fortifications would occupy.

Hampton is nestled along the beautiful Chesapeake Bay and graced with miles of shoreline and breathtaking water views. Hampton has a distinct small-town feel with little traffic and an abundance of amenities. With an average commute time of 20 minutes, Hampton is literally in the heart of Hampton Roads.

Like most cities in Hampton Roads, Hampton also has a strong PAGE 10 |

military presence. Fort Monroe is headquarters for the U.S. Army Training and Doctrine Command and Langley Air Force Base hosts the 1st Fighter Wing and Air Combat Command.

As the home of NASA Langley Research Center, Hampton lays claim to the birth of the American space program – the first training ground for American astronauts like John Glenn and Alan Shepherd and the Mercury Seven.

In addition to the cost of living being well below the national average, Hampton has one of the lowest crime rates in the region and was rated as one of the “Best Places to Live” by Money Magazine.

JAMES CITY COUNTY Jamestown Settlement James City County began as the roots of our nation’s heritage spread from Jamestown. For thousands of years, migratory hunters lived along the Chesapeake Bay. Then in June 1606, King James I granted a charter to the Virginia Company to establish a satellite English settlement in the Chesapeake region. By December, 108 settlers sailed from London instructed to settle Virginia, and to ďŹ nd gold and a water route to the Orient. On May 14, 1607, the Virginia Company explorers landed on Jamestown Island.

The County was formally created in 1634 as James City Shire by order of King Charles I. James City County is considered one of only eight original shires of Virginia to still be in existence today in essentially the same political form. James City County’s most important treasure was Jamestown Island, the scene of periodic commemorative celebrations beginning in 1807. It was saved from both desecration and commercialization by the Association

for the Preservation of Virginia Antiquities (APVA), which in 1893 acquired 22 1/2 acres around the church site. Since the National Park Service came on the scene in 1934, the two organizations have worked together to protect and develop the island as an important historical site.

World War I brought the twentieth century to James City County’s doorstep. The peninsula became a center for troop training and embarkation, munitions manufacturing, and supply storage. By the 1920s, automobile travel had begun to revolutionize the economy.

The restoration of the old capital of Williamsburg was a vital factor in minimizing the effect of the 1930s depression, helping spur the local economy until the beginning of World War II. The county is home to the Busch Gardens Europe theme park, the massive Kingsmill Resort, and the Williamsburg Pottery Factory.

The Historic Jamestowne and Jamestown Settlement attractions combine with Colonial Williamsburg, and are linked to Yorktown by the National Park Service’s bucolic Colonial Parkway, to make worldwide tourism to the Historic Triangle a major economic activity for the county.

NEWPORT NEWS The City of Newport News was formally organized and became independent of Warwick County in 1896 by an act of the Virginia General Assembly. It was one of only a few cities in Virginia to be newly established without earlier incorporation as a town. Newport News is currently ranked as Virginia’s fifth largest incorporated city by population and is located at the southwestern end of the Virginia Peninsula on the north shore of the James River, thus playing a huge role in the maritime industry.

The City of Newport News was essentially founded by Collis P. Huntington. Huntington, a Northern railroad tycoon from Connecticut, brought two magnet industries to Newport News: the Chesapeake and Ohio Railroad and Newport News Shipbuilding and Dry Dock Company. Now known as Northrop Grumman Newport News, the shipyard, chartered in 1886, has built aircraft carriers for the Navy since the 1930s, including the first nuclear-powered aircraft carrier USS Enterprise and is today the sole builder of the Navy’s carriers. The first vessel built by the yard was the tugboat Dorothy. Newport News is also home to the Army’s Fort Eustis,

City Center at Oyster Point home of the U.S. Army Transportation Corps and to the U.S. Army Transportation Museum, featuring traditional and experimental devices like the Avro-Car which resembles a flying saucer.

The city provides residents and visitors with plenty to do. History buffs can stroll through Civil War battlefields and 1862 Peninsula Campaign sites or peruse the exhibits at The Mariner’s Museum, which records 3,000 years of maritime history. Children of all ages love the Virginia Living Museum where exhibits depict Virginia’s natural heritage from the mountains to the sea and introduces visitors to more than 250 living species native to Virginia through discovery centers and interactive hands-on exhibits.

NORFOLK

Downtown Norfolk, Nauticus and USS Wisconsin Norfolk is named for the large natural harbor of the same name located at the mouth of Chesapeake Bay. The city is bordered to the west by the Elizabeth River and to the north by the Chesapeake Bay. One of the oldest of the Hampton Roads cities, Norfolk is considered to be the historic, urban, financial and cultural center of the region.

ous town by 1775. It was an important port for exporting goods to the British Isles and beyond. But on New Year’s Day 1776, during the three-day siege of the Revolutionary War, most of Norfolk’s early structures were destroyed. In the spring of 1862, the Battle of Hampton Roads took place off the northwest shore of the city’s Sewell’s Point Peninsula, marking the first fight between two ironclads, USS Monitor and CSS Virginia.

By 1917, as the United States built up to enter World War I, Naval Air Station Hampton Roads had been constructed. Now home to Naval Station Norfolk, the largest Navy base in the world, it is impossible to miss the imprint of the Navy at work and at play.

Norfolk has a long history as a strategic military and transportation point. The North Atlantic Treaty Organization (NATO) has its defense headquarters here. It also has the corporate headquarters of Norfolk Southern Railway, one of North America’s principal Class I railroads and Maersk, the world’s largest shipping company.

Norfolk’s easily-walked downtown waterfront boasts attractions such as the battleship USS Wisconsin and Nauticus, The National Maritime Center, an interactive science and technology. POQUOSON

Poquoson is an independent city located on the Virginia Peninsula, and is the oldest continuously named city in Virginia. It is also one of the few to retain a name which derived from the Native Americans who inhabited the area before colonization by the English began in the 17th century.

The term “poquoson” was used to describe a boundary line between two elevated tracts of land. Such a boundary contained a stream, river, or creek with its adjoining marsh which lay between

two tracts of higher ground. Poquoson was used as a common noun and is found in many deeds along the eastern seaboard. Through the years the term became a proper noun for the land that lies between two such Poquoson’s – the Old Poquoson River and the New Poquoson River.

The first mention of Poquoson was in Captain Christopher Calthrope land grant issued by a court in Elizabeth City on April 26, 1631. Three years later the Poquoson Parish was named as a beneficiary in the will of Benjamin Symms for “a free school to educate and teach the children of Elizabeth City and Poquoson.”

This New Poquoson Parish originally included the areas known today as Poquoson, Tabb, Grafton, Dare and Seaford.

The southern portion of the Poquoson District in York County was incorporated in 1952 to retain control over its schools. The city form of government was adopted in 1975.

Poquoson, which was formerly part of York County, became an incorporated town in 1952 and an independent city in 1975.

However, the ties remain close. Over 30 years after Poquoson became a politically independent entity, some constitutional services such as the courts, sheriff and jail continue to be shared with neighboring York County.

PORTSMOUTH Portsmouth named for Portsmouth, England, is the smallest in Hampton Roads. It was founded in 1752 by an act of the Virginia General Assembly on behalf of Col. William Crawford, a wealthy merchant and ship owner, who dedicated the four corners of High and Court Streets for a church, a market, a courthouse and a jail.

Directly opposite of Norfolk, the city of Portsmouth has miles of waterfront on the Elizabeth River as part of the harbor of Hampton Roads and is another Hampton Roads community that boasts a lot of waterfront shorelines. Portsmouth is connected to the rest of Hampton Roads by two underwater tunnels – the Midtown and Downtown tunnels.

Portsmouth is also home to Naval Medical Center Portsmouth.

Established in the 1830s, the facility is the Navy’s oldest continuously operating medical hospital. The Norfolk Naval Shipyard, the oldest shipyard in the country – actually located in Portsmouth despite the name – is a historic and active U.S. Navy facility that builds, remodels and repairs all classes of Navy ships. Portsmouth is also headquarters to the Coast Guard’s Fifth District and the Coast Guard’s Integrated Support Command.

SUFFOLK Suffolk out of all the Hampton Roads communities, offers the greatest opportunity for a little extra acreage for real country living.

Geographically, Suffolk is the largest independent city in land area in the entire Commonwealth. Though it is the largest of the cities in Hampton Roads, it has the smallest population.

Suffolk was founded by English colonists in 1742 as a port town on the Nansemond River as part of the Virginia Colony. Before European contact, indigenous tribes lived in the region for thousands of years. At the time of English settlement, the Nansemond Indians lived along the river. In the early colonial years, the English cultivated tobacco as a commodity crop, but later turned to mixed farming.

Peanuts grown in the surrounding areas became a major industry for Suffolk and the area is known as the heart of peanut production.

Suffolk is also the birthplace of Mr. Peanut, the mascot of Planters’ Peanuts. Each year in the fall, the City of Suffolk hosts Suffolk Festivals Incorporated’s annual Peanut Fest, hosting close to 200,000 visitors over four days.

The charisma of Suffolk is clear and its population is expected to more than double in the next 20 years. But the city is careful about development and preserving the landscape while creating communities for new residents. The revitalized downtown features historical

Hot Air Balloons at the annual Peanut Fest attractions as well as shopping and dining. Newer developments offer residents the option of suburban-style living. Country living provides outdoors-types with plenty to do as well. From free-fall skydiving with U.S. Parachute Association to fishing along the city’s 8,000 acres of waterways – the city is certain to keep you adrenaline flowing. The Great Dismal Swamp National Wildlife Refuge offers a nice getaway to bicycle, hike, bird watch or just to enjoy a family picnic.

Virginia Beach, the most populous city in Virginia, began as a small resort area in Princess Anne County after the 1888 arrival of rail service and electricity and the opening of the original Princess Anne Hotel at the oceanfront near the tiny community of Seatack.

The growing resort of Virginia Beach became an incorporated town in 1906 and an incorporated city in 1952. Although the resort was initially dependent upon railroad and electric trolley service, the completion of Virginia Beach Blvd. in 1922, which extended from Norfolk to the oceanfront, opened the way for automobiles, buses, trucks and passenger rail service, the latter of which was eventually PAGE 14 |

Virginia Beach is a resort city with miles of beaches and hundreds of hotels, motels and restaurants along its oceanfront. Every year the city hosts the East Coast Surfing Championship as well as the North American Sand Soccer Championship. The beaches contribute substantially to the tourism that produces a large share of Virginia Beach’s economy and welcomes approximately 2.75 million visitors annually.

Virginia Beach is home to three military installations – Naval Air Station Oceana, NAS Oceana Dam Neck Annex and Joint Expeditionary Base Little Creek-Fort Story. The “sound of freedom” fills the sky every day as Navy jets swoop through the air on training missions.

The Contemporary Art Museum of Virginia features internationally renowned artists, as well as regional and local favorites. Animal lovers should not miss the Virginia Aquarium but for those who want to discover sea life on their own, Virginia Beach features 18 marinas with public access. The American Music Festival, the Virginia Beach Neptune Festival Boardwalk Weekend, and the NAS Oceana Air Show are just a few of the city’s yearly events. |

WILLIAMSBURG Williamsburg, originally Middle Plantation, was a 1632 fortified settlement located on high ground on the Peninsula between the James and York rivers. It was renamed Williamsburg after the capital of the Virginia Colony was moved there from Jamestown in 1698.

The new city was renamed in honor of England’s reigning monarch, King William III. Williamsburg became one of America’s first planned cities. Laid out in 1699 under the supervision of Gov. Francis Nicholson, it was to be a “new and well-ordered city” suitable for the capital of the largest and most populous of the British colonies in America. A succession of beautiful capitol buildings became home to the oldest legislative assembly in the New World. The town received a royal charter as a city in 1722. The young city grew quickly into the center of political, religious, economic and social life in Virginia leading to the American Revolution.

Williamsburg also became a center of learning. Famous political leaders emerged from the College of William and Mary, (which had been founded in 1693), such as Presidents Thomas Jefferson, James Monroe and John Tyler. The first hospital established in America for the care and treatment of mental illness was founded in Williamsburg in 1773. General George Washington assembled the Continental Army in Williamsburg in 1781 for the siege of nearby

Colonial Williamsburg Yorktown and the winning of American independence. The Capital was again moved in 1780, this time up the James River to Richmond, where it remains today.

With Williamsburg known internationally as the premier center for the preservation and interpretation of American colonial history, the Historic Triangle of Virginia, which also includes Jamestown and Yorktown, is among the most popular tourist destinations in the world. The three are linked by the National Park Service’s rural Colonial Parkway, a 23-mile-long National Scenic Byway which is carefully shielded from views of commercial development.

YORK COUNTY Riverwalk along the James River York County stretches 27 miles between Williamsburg and Hampton and is part of the “Historic Triangle” of Jamestown, Williamsburg and Yorktown, which hosts millions of tourists each year, especially during the 400th anniversary of the 1607 founding of Jamestown in 2007. During its 350-year history, the County of York has figured prominently in both the political and economic history of the Virginia Peninsula, the Commonwealth, and the Nation. The port of Yorktown, which remains the seat of government, was the site of the final battle of the American Revolution.

between French and American troops and on Oct. 19, Lord Cornwallis surrendered. The Revolutionary War was over; America was born. The historical impact of this event is evidenced throughout the county. Yorktown also figured prominently in the Civil War, serving as a major port to supply both northern and southern towns, depending on who held Yorktown at the time.

After World War II, one of the nation’s largest and most diversified military-industrial complexes emerged in the Norfolk-Virginia Beach-Newport News MSA, spawning numerous small precision machine, metal fabrication and technical research companies. The influence of the early waterman remains active; seafood processing, ship building, and ship repair prosper.

York County is home to several large and important military facilities of the United States. Located along the York River, Naval Weapons Station Yorktown was originally established during World War I by order of President Woodrow Wilson, and now includes the formerly separate Cheatham Annex Supply Complex. Camp Peary was established during World War II as a Seabee Training Base and is currently referred to as the Armed Forces Experimental Training Activity. |

SCHOOL ENROLLMENT In order to enroll a child in a public school system in Virginia, state law requires a parent or guardian of a child to provide certain information to the child’s school division.

The required information is listed below:

BIRTH CERTIFICATE No student shall be admitted for the first time to any Virginia public school unless the person enrolling the student shall present, upon admission, a certified copy of the student’s birth record. A photocopy of the child’s birth certificate will not meet this requirement. If a certified copy of the child’s birth certificate cannot be obtained, the person enrolling the child must submit a sworn statement setting forth the child’s age and explaining the inability to present a certified copy. At the time of enrollment, the child must be five years of age or reach his/her fifth birthday on or before September 30th of the school year.

STREET ADDRESS Documentation of the street address or route number of the child’s residence must be provided. If no street address or route number exists for the child’s residence, a post office box number must be provided.

If a child has no regular, fixed residence but resides within the school division in a temporary shelter, institution, or place not ordinarily used as a residence, the school division may determine that a street address, route number, or post office box number, cannot be provided and may accept an alternative appropriate form of address.

SCHOOL ENTRANCE HEALTH FORM The Code of Virginia precludes the admission of a student for the first time to any public kindergarten or elementary school in a school division unless the student furnishes, prior to admission, a report of a comprehensive physical examination from a qualified licensed physician, or a licensed nurse practitioner, or licensed physician assistant acting under the supervision of a licensed physician. The examination must be of the scope prescribed by the State Health Commissioner and must have been performed within 12 months before the date the student first enters the public school. Students may provide records showing that they furnished such a report upon admission to another school or school division. The Comprehensive Physical Examination is not required of any child if it violates the family’s religious beliefs and the child’s parent or guardian states in writing that the child is free from any communicable or contagious disease and there is no visual evidence of sickness.

immunizations. Any child whose immunizations are incomplete may be admitted conditionally, if the parent or guardian provides documentation at the time of enrollment, that the child has received at least one dose of the required immunizations and has a written schedule for completing the remaining doses within 90 days. If the student requires more than two doses of hepatitis B vaccine, the conditional enrollment period shall be 180 calendar days. No certificate of immunization shall be required for a student’s school admission if (i) the student or his parent submits an affidavit stating that the immunization conflicts with the student’s religious tenets or practices; or (ii) the school has written certification from a licensed physician, licensed nurse practitioner, or a local health department that one or more of the required immunizations may be detrimental to the student’s health, indicating the specific nature and probable duration of the medical condition or circumstance that contraindicates immunization.

SOCIAL SECURITY NUMBER Each student shall present a federal social security number within 90 days of his enrollment. However, a child may not be excluded from school if a social security number is not provided. The division superintendent or a person acting on his behalf may waive this requirement if he finds that an individual is not eligible to obtain a social security number in accordance with guidelines established by the Board of Education or if the parent is unwilling to provide such number. School divisions may assign a student who receives a waiver another identifying number as a substitute for the social security number.

EXPULSION STATEMENT When a student is registered, the parent must provide a sworn statement about whether the child has been expelled from attending a private school or another public school in Virginia or a school in another state for an offense involving weapons, alcohol or drugs, or for willful infliction of injury to another person. In addition, the parent must provide a sworn statement or affirmation indicating whether the student has been found guilty of or adjudicated delinquent for any offense listed in subsection G of § 16.1-260 or any substantially similar offense under the laws of any state, D.C., or the United States or its territories.

HEALTH CARE MOVING WITH TRICARE Whether moving stateside or overseas, active duty families can now switch their TRICARE Prime enrollment by phone!

Before you start your move, contact your losing TRICARE health care contractor to see if you need to switch to a new region.

TRICARE does the rest! You must update DEERS (Defense Enrollment Eligibility Reporting System) with your new address so you do not have any disruptions in service and your enrollment moves with you. Get contact information, and more TRICARE moving tips on the TRICARE website. Your TRICARE coverage is completely portablemeaning it moves with you. You are covered worldwide-both in-transit to your new duty location and once you arrive-but depending on where you go, you may use a different TRICARE health plan option. Additionally, you may have different enrollment steps depending on which health plan option is available in your new area.

WHEN ENROLLED IN TRICARE PRIME The TRICARE Prime options include TRICARE Prime and TRICARE Prime Remote for stateside and TRICARE Prime Overseas and TRICARE Prime Remote Overseas for overseas. Follow these simple steps to setup Prime coverage in your new location without a break in coverage.

• Do not disenroll from your TRICARE Prime option before you move.

• Call your losing contractor and provide information about your upcoming move; new duty station, expected date of arrival, cell phone number, valid email address, and eligible family members moving to the new location.

• Your losing contractor passes the information along to your new contractor.

• Within five days of your anticipated arrival, your new contractor will try to call/ contact you to confirm your arrival and enrollment choices.

• Once you agree to the transfer, the process is complete. It could take up to

four days, but you never lose TRICAREPrime/Prime Remote coverage.

THERE ARE OTHER WAYS TO SET-UP PRIME IN YOUR NEW AREA • Before moving, visit your local TRICARE Service Center to complete an enrollment change form.

• Go online and set-up your new enrollment via the Beneficiary Web Enrollment website.

• Download and complete a TRICARE Prime Enrollment Application and PCM Change Form. Mail it to the new contractor or drop it at a local TRICARE Service Center.

• Enroll when you in-process at your new duty station.

• Enrollment and assignment of a new primary care manager (PCM) should occur within 30 days when moving within the same region, a new region or overseas.

Update your personal information in the Defense Enrollment Eligibility Reporting System (DEERS) immediately, as your new location reflected in DEERS is the key to transferring enrollment.

LANGLEY MEDICAL CARE The 633d Medical Group (633 MDG) is a full-service hospital on JBLE. The hospital offers a wide range of medical services, partnering with Naval Medical Center Portsmouth, Ft. Eustis’ McDonald Army Health Center and the Hampton VA Medical Center to provide care to TRICARE beneficiaries from all military services across the Hampton Roads area. FORT EUSTIS MEDICAL CARE McDonald Army Health Center provides care to over 50,000 eligible beneficiaries to include active duty soldiers, their family members and retirees who reside in the Hampton roads area. The Health Center functions as a TRICARE Prime enrollment site for the Department of Defense medical program. Beneficiaries who choose may enroll into MAHC as their primary care site, receiving not only primary care but a variety of specialty care as well.

Services: Nutrition Care, Ear, Nose and Throat, Ophthalmology/Optometry, Dermatology, Gynecology, Psychology, Orthopedics, Podiatry, Physical Therapy, Preventive Medicine, Internal Medicine, Disease Management and General Surgery.

DENTAL CARE On-base dental care services are provided to active duty service members only. Metropolitan Life Insurance Company (MetLife) administers the TRICARE Dental Program (TDP). Beneficiaries include family members of active duty uniformed service personnel and members of the National Guard, Reserve and their family members.
