The region is proud to house bases associated with each branch of the military, including: Joint Base Langley-Eustis, Fort Monroe, Coast Guard Station Portsmouth and numerous Navy bases – including Naval Station Norfolk, Naval Air Station Oceana, Joint Expeditionary Base (JEB) Little Creek-Fort Story. With so much presence in the area, the Navy is the heart of the region. With more than 95,000 uniformed men and women currently stationed here, the Navy has had undeniable impact on the region’s history, economy and culture. More than 300,000 residents are part of the Navy family, plus an overwhelming number of retired or separated Sailors who choose to remain here. Naval Station Norfolk is the world’s largest naval base. More than 60,000 military and 10,000 civilian personnel work on the base, which homeports more than 80 Atlantic Fleet ships and 16 squadrons. The world’s largest amphibious base – formerly Naval Amphibious Base Little Creek and now part of Joint Expeditionary Base Little Creek-Fort Story – is the homeport for 30 amphibious ships, including patrol aircraft and salvage ships. About 80 tenant commands are based at JEB-Little Creek, including Naval Special Warfare Group II, East Coast-based SEALs and the Armed Forces School of Music. JEB-Fort Story is home to the 11th Transportation Battalion, which conducts amphibious operations. It is the Army’s only saltwater-puriﬁcation training site. The site offers amphibious training for all branches, including explosive ordnance disposal Sailors and Navy SEALs. Naval Air Station Oceana is the most sophisticated and critically important air station in the Navy, with collectively almost 20 squadrons and almost 300 aircraft stationed there. The base employs 10,500 military and 2,340 civilian personnel. Dam Neck Annex, also part of NAS Oceana, hosts the Fleet Combat Training Center, which trains more than 1,000 students each month. Dam Neck employs another 2,412 military and 1,080 civilian personnel. Naval Weapons Station Yorktown is the Navy’s premiere weapons facility. More than 3,000 military and civilian personnel work on the 11,500-acre base, maintaining missiles and other ordnance for the Atlantic Fleet. NORFOLK INTERNATIONAL AIRPORT: Norfolk International Airport provides an information booth from 8 a.m. to midnight seven days a week. Uniformed personnel have information about Hampton Roads bases, transportation and telephone numbers for duty ofﬁces, ombudsmen and emergency assistance. PERSONNEL SUPPORT ACTIVITY: The Personnel Support Activity located on Naval Station Norfolk provides one-stop service personnel reporting to or departing from commands in this area. DEFENSE PERSONAL PROPERTY SYSTEM: www.move.mil In an effort to make moving a little bit easier for you, the US Department of Defense (DoD) United States Transportation Command (USTRANSCOM) and the Military Surface Deployment and Distribution Command (SDDC) developed the Defense Personal Property Program, or DP3. As part of the DP3 mission, an internet-based system to manage DoD household goods moves was created. It’s called the Defense Personal Property System (DPS). Through DPS and the DP3 initiative, you will have the ability to self-counsel and submit your application online, track your shipment through DPS or Interactive Voice Response (IVR), have the option to ﬁle a claim online, and to settle directly with your moving company as well as Full Replacement Value (FRV) of lost and damaged goods.

FFSC offers one-on-one consultation from experienced relocation counselors – including extensive information and referral services. FFSC provides information about housing, child care, schools and local resources, including Welcome Aboard Packets and information about bases worldwide.

Identifying resources to meet the special needs of family members can be overwhelming while moving. Special needs consist of ongoing requirements for medical treatment, psychological services or special education. FFSC can assist families with the Exceptional Family Member Program (EFMP) enrollment process and ﬁnd suitable resources for care and information.

For those with household goods in transit, the FFSC Lending Locker offers short-term loans of basic furniture and kitchen items, such as foldout mattresses, cribs, car seats, strollers, kitchen utensils, folding tables and chairs. FFSC offers a variety of workshops, including Welcome to Hampton Roads. FFSC can also help foreign-born spouses acclimate to the area and provide audio and video language tapes. EMPLOYMENT AND CAREER RESOURCES: Each FFSC has a one-stop Career Development Resource Center (CDRC) open to military personnel and family members. The CDRC offers employment assistance, job leads, computer job search resources and employment workshops.

PERSONAL FINANCIAL MANAGEMENT: Sign up for financial education workshops like The Art of Money Management, Car Buying Strategies, Savings and Investments and many others. FFSC provides one-on-one financial counseling to help manage debt, create a budget or address specific concerns.

CLINICAL COUNSELING: FFSC offers short-term counseling and crisis intervention for active duty individuals and military couples. Family members are referred to appropriate mental health providers in the community for individual and family counseling. FFSC also offers a variety of therapeutic and educational groups.

STRESS MANAGEMENT WORKSHOPS: FFSC offers stress management workshops for active duty or family members, as well as programs to help reduce the stress of deployments and parenting.

PARENTING WORKSHOPS: Learn and grow with strategies from today’s leading experts in child rearing. The centers’ parenting workshops make expert advice easily available. Parenting workshops include Parenting in a Military Family, Dads and Discipline, Enhancing Step families, Single Parenting in the Military and others.

TRANSITION ASSISTANCE PROGRAM: The Transition Assistance Program is a four-day course that covers resume writing, interviewing skills, salary negotiations, military beneﬁts and many other topics to help smooth the transition from military to civilian life. Command career counselors can set up a quota. The CDRC is available for individual services. For service members who are still unsure about separation or retirement, FFSC offers Career Options Navy Skills and Evaluation Program (CONSEP).

SPONSOR TRAINING: This single-session training teaches command personnel to serve as sponsors. Topics include ways to be an effective sponsor, duties and responsibilities, military and community sources and FFSC relocation assistance. The training is available by request at Dam Neck Annex, Little Creek, Norfolk, Northwest Annex, Oceana and Yorktown.

NAVY LODGES: Hampton Roads offers three convenient Navy Lodge locations at Naval Station Norfolk, JEB Little Creek and Fleet Combat Training Center Atlantic, Dam Neck. NAVY HOUSING SERVICES: All DoD personnel, married and single, assigned to a command in Hampton Roads can receive housing information from the Navy Housing Welcome Center located at 7924 14th St., Bldg. Housing counselors will process housing applications for referral to PPV housing. Lincoln Military Housing is the housing partner who managers the PPV homes. Members are also counseled on lease agreements, sales contracts, tenant and landlord issues and other housing concerns. Service members can rent apartments, condominiums, town homes and houses through the Rental Partnership Program (RPP). Properties extend from Virginia Beach to Williamsburg. The RPP provides affordable housing at a discounted rate. Military members agree to a one-year lease and pay rent by allotment.

VEHICLE DECALS: Decals are required for all vehicles and must be obtained from the pass ofﬁce. Decals are valid for three years or until end of enlistment. Applications include proper DoD identiﬁcation, registration, a valid driver’s license and evidence of insurance and state inspection. Vehicles must display the inspection sticker from state of registration. Virginia law requires $25,000 (injury or death to one person), $50,000 (injury or death to two or more persons) and $20,000 (property damage). NAVY-MARINE CORPS RELIEF SOCIETY The Navy-Marine Corps Relief Society is a private, nonprofit organization providing emergency financial assistance to active duty and retired Navy and Marine Corps personnel and their families. Interest-free loans or grants offer qualified service members help with basic living expenses such as food, rent, utilities, emergency transportation, funerals, medical and dental bills, essential car repair, pay problems and other emergency needs.

Chesapeake was formed in 1963 by a political consolidation of the City of South Norfolk with the former Norfolk County, which dated to 1691. The new city joined the ranks of the current Seven Cities of Hampton Roads which are linked by the circumferential Hampton Roads Beltway. Chesapeake’s history goes far back into Virginia’s colonial roots. On the Atlantic Intracoastal Waterway, which passes through Chesapeake, lays the site of the Battle of Great Bridge. On Dec. 9, 1775, the red coats and colonists clashed in the Battle of Great Bridge when the American rebels defeated the British and drove them from nearby Norfolk. Today, the municipal center complex rests a few hundred yards from that historic spot. Until the late 1980s and early 1990s, much of Chesapeake was either suburban or rural, serving as a bedroom community for the cities of Norfolk and Virginia Beach with residents commuting to these locations. Beginning in the late 1980s and accelerating in the 1990s, however, Chesapeake saw signiﬁcant growth, attracting numerous industries and businesses of its own. The business community includes more than 80 foreignbased companies from 19 different countries. This economic development and the attractive residential properties have created a population boom. Chesapeake has grown from 78,000 at its inception to an estimated 222,209 in 2010, according to the U.S. Census Bureau. Today, Chesapeake is a vibrant community that enjoys the best of two worlds – one of urban variety, culture and excitement and another of rural landscapes and relaxed country living. The city has more miles of deepwater canals than any other in the country. The Dismal Swamp Canal runs through Chesapeake as well. It is the oldest continuously used man-made canal in the United States today and has been in service for over 230 years.

Hampton n is one of America’s oldest cities and with a proud and rich history and is one of the fastest growing cities in the region. Hampton is the most populous settlement with the name and is the sixth most populous city in Virginia. Hampton’s history is traced to April 30, 1607 when Captain John Smith and company landed at Kecoughtan. They declared the land brought them “great comfort,” before continuing upriver to establish Jamestown. On October 1, 1609, Fort Algernourne, one of America’s first forts, was constructed at Point Comfort – the site several fortifications would occupy. Hampton is nestled along the beautiful Chesapeake Bay and graced with miles of shoreline and breathtaking water views. Hampton has a distinct small-town feel with little traffic and an abundance of amenities. With an average commute time of 20 minutes, Hampton is literally in the heart of Hampton Roads. Like most cities in Hampton Roads, Hampton also has a strong military presence. Fort Monroe is headquarters for the U.S. Army Training and Doctrine Command and Langley Air Force Base hosts the 1st Fighter Wing and Air Combat Command. As the home of NASA Langley Research Center, Hampton lays claim to the birth of the American space program – the first training ground for American astronauts like John Glenn and Alan Shepherd and the Mercury Seven. JAMES CITY COUNTY

James City County began as the roots of our nation’s heritage spread from Jamestown. For thousands of years, migratory hunters lived along the Chesapeake Bay. Then in June 1606, King James I granted a charter to the Virginia Company to establish a satellite English settlement in the Chesapeake region. By December, 108 settlers sailed from London instructed to settle Virginia, and to ﬁnd gold and a water route to the Orient. On May 14, 1607, the Virginia Company explorers landed on Jamestown Island. The County was formally created in 1634 as James City Shire by order of King Charles I. James City County is considered one of only eight original shires of Virginia to still be in existence today in essentially the same political form.

James City i County’s most important treasure was Jamestown Island, the scene of periodic commemorative celebrations beginning in 1807. It was saved from both desecration and commercialization by the Association for the Preservation of Virginia Antiquities (APVA), which in 1893 acquired 22 1/2 acres around the church site. Since the National Park Service came on the scene in 1934, the two organizations have worked together to protect and develop the island as an important historical site. World War I brought the twentieth century to James City County’s doorstep. The peninsula became a center for troop training and embarkation, munitions manufacturing, and supply storage. By the 1920s, automobile travel had begun to revolutionize the economy. The restoration of the old capital of Williamsburg was a vital factor in minimizing the effect of the 1930s depression, helping spur the local economy until the beginning of World War II. The National Park Service in 1992 initiated a comprehensive archaeological assessment of Jamestown Island to locate and evaluate its cultural resources for management purposes and for interpretation. In April 1994, an APVA archaeological team discovered a portion of the First Settlement evidenced by over 100,000 artifacts. In September 1996, the APVA announced that it had found the First Fort. The county is home to the Busch Gardens Europe theme park, the massive Kingsmill Resort, and the Williamsburg Pottery Factory. The Historic Jamestowne and Jamestown Settlement attractions combine with Colonial Williamsburg, and are linked to Yorktown by the National Park Service’s bucolic Colonial Parkway, to make worldwide tourism to the Historic Triangle a major economic activity for the county.

The City of Newport News was formally organized and became independent of Warwick County in 1896 by an act of the Virginia General Assembly. It was one of only a few cities in Virginia to be newly established without earlier incorporation as a town. Newport News is currently ranked as Virginia’s fifth largest incorporated city by population and is located at the southwestern end of the Virginia Peninsula on the north shore of the James River, thus playing a huge role in the maritime industry. The City of Newport News was essentially founded by Collis P. Huntington. Huntington, a Northern railroad tycoon from Connecticut, brought two magnet industries to Newport News: the Chesapeake and Ohio Railroad and Newport News Shipbuilding and Dry Dock Company. Now known as Northrop Grumman Newport News, the shipyard, chartered in 1886, has built aircraft carriers for the Navy since the 1930s, including the first nuclear-powered aircraft carrier USS Enterprise and is today the sole builder of the Navy’s carriers. The first vessel built by the yard was the tugboat Dorothy. Newport News is also home to the Army’s Fort Eustis, home of the U.S. Army Transportation Corps and to the U.S. Army Transportation Museum, featuring traditional and experimental devices like the Avro-Car which resembles a flying saucer. The city provides residents and visitors with plenty to do. History buffs can stroll through Civil War battlefields and 1862 Peninsula Campaign sites or peruse the exhibits at The Mariner’s Museum, which records 3,000 years of maritime history. Children of all ages love the Virginia Living Museum where exhibits depict Virginia’s natural heritage from the mountains to the sea and introduces visitors to more than 250 living species native to Virginia through discovery centers and interactive hands-on exhibits.

Norfolk rfolk is named for the large natural harbor of the same name located at the mouth of Chesapeake Bay. The city is bordered to the west by the Elizabeth River and to the north by the Chesapeake Bay. One of the oldest of the Hampton Roads cities, Norfolk is considered to be the historic, urban, financial and cultural center of the region. Established in 1624, the city was the colony’s most prosperous town by 1775. It was an important port for exporting goods to the British Isles and beyond. But on New Year’s Day 1776, during the three-day siege of the Revolutionary War, most of Norfolk’s early structures were destroyed. In the spring of 1862, the Battle of Hampton Roads took place off the northwest shore of the city’s Sewell’s Point Peninsula, marking the first fight between two ironclads, USS Monitor and CSS Virginia.

POQUOSON

Po q u o s o n is an independent city located on the Virginia Peninsula, and is the oldest continuously named city in Virginia. It is also one of the few to retain a name which derived from the Native Americans who inhabited the area before colonization by the English began in the 17th century. The term “poquoson” was used to describe a boundary line between two elevated tracts of land. Such a boundary contained a stream, river, or creek with its adjoining marsh which lay between two tracts of higher ground. Poquoson was used as a common noun and is found in many deeds along the eastern seaboard. Through the years the term became a proper noun for the land that lies between two such Poquoson’s – the Old Poquoson River and the New Poquoson River. The ﬁrst mention of Poquoson was in Captain Christopher Calthrope land grant issued by a court in Elizabeth City on April 26, 1631. Three years later the Poquoson Parish was named as a beneﬁciary in the will of Benjamin Symms for “a free school to educate and teach the children of Elizabeth City and Poquoson.” This New Poquoson Parish originally included the areas known today as Poquoson, Tabb, Grafton, Dare and Seaford. The southern portion of the Poquoson District in York County was incorporated in 1952 to retain control over its schools. The city form of government was adopted in 1975. Poquoson, which was formerly part of York County, became an incorporated town in 1952 and an independent city in 1975. However, the ties remain close. Over 30 years after Poquoson became a politically independent entity, some constitutional services such as the courts, sheriff and jail continue to be shared with neighboring York County.

Portsmouth outh named for Portsmouth, England, is the smallest in Hampton Roads. It was founded in 1752 by an act of the Virginia General Assembly on behalf of Col. William Crawford, a wealthy merchant and ship owner, who dedicated the four corners of High and Court Streets for a church, a market, a courthouse and a jail. Directly opposite of Norfolk, the city of Portsmouth has miles of waterfront on the Elizabeth River as part of the harbor of Hampton Roads and is another Hampton Roads community that boasts a lot of waterfront shorelines. Portsmouth is connected to the rest of Hampton Roads by two underwater tunnels â€“ the Midtown and Downtown tunnels.

Suffolk out of all the Hampton Roads communities, offers the greatest opportunity for a little extra acreage for real country living. Geographically, Suffolk is the largest independent city in land area in the entire Commonwealth. Though it is the largest of the cities in Hampton Roads, it has the smallest population. Suffolk was founded by English colonists in 1742 as a port town on the Nansemond River as part of the Virginia Colony. Before European contact, indigenous tribes lived in the region for thousands of years. At the time of English settlement, the Nansemond Indians lived along the river. In the early colonial years, the English cultivated tobacco as a commodity crop, but later turned to mixed farming. Peanuts grown in the surrounding areas became a major industry for Suffolk and the area is known as the heart of peanut production. Suffolk is also the birthplace of Mr. Peanut, the mascot of Planters’ Peanuts. Each year in the fall, the City of Suffolk hosts Suffolk Festivals Incorporated’s annual Peanut Fest, hosting close to 200,000 visitors over four days. The charisma of Suffolk is clear and its population is expected to more than double in the next 20 years. But the city is careful about development and preserving the landscape while creating communities for new residents. The revitalized downtown features historical attractions as well as shopping and dining. Newer developments offer residents the option of suburban-style living. Country living provides outdoorstypes with plenty to do as well. From free-fall skydiving with U.S. Parachute Association to ﬁshing along the city’s 8,000 acres of waterways – the city is certain to keep you adrenaline ﬂowing. The Great Dismal Swamp National Wildlife Refuge offers a nice getaway to bicycle, hike, bird watch or just to enjoy a family picnic.

Virginia a Beach , the most populous city in Virginia, began as a small resort area in Princess Anne County after the 1888 arrival of rail service and electricity and the opening of the original Princess Anne Hotel at the oceanfront near the tiny community of Seatack. The growing resort of Virginia Beach became an incorporated town in 1906 and an incorporated city in 1952. Although the resort was initially dependent upon railroad and electric trolley service, the completion of Virginia Beach Blvd. in 1922, which extended from Norfolk to the oceanfront, opened the way for automobiles, buses, trucks and passenger rail service, the latter of which was eventually discontinued. Virginia Beach is a resort city with miles of beaches and hundreds of hotels, motels and restaurants along its oceanfront. Every year the city hosts the East Coast Surﬁng Championship as well as the North American Sand Soccer Championship. The beaches contribute substantially to the tourism that produces a large share of Virginia Beach’s economy and welcomes approximately 2.75 million visitors annually.

Virginia Beach is home to three military installations – Naval Air Station Oceana, NAS Oceana Dam Neck Annex and Joint Expeditionary Base Little Creek-Fort Story. WILLIAMSBURG Williamsburg is home to two exciting theme parks, Busch Gardens and Water Country USA.

Williamsburg, originally Middle Plantation, was a 1632 fortified settlement located on high ground on the Peninsula between the James and York rivers. It was renamed Williamsburg after the capital of the Virginia Colony was moved there from Jamestown in 1698. The new city was renamed in honor of England’s reigning monarch, King William III. Williamsburg became one of America’s first planned cities. Laid out in 1699 under the supervision of Gov. Francis Nicholson, it was to be a “new and well-ordered city” suitable for the capital of the largest and most populous of the British colonies in America. A succession of beautiful capitol buildings became home to the oldest legislative assembly in the New World. The town received a royal charter as a city in 1722. The young city grew quickly into the center of political, religious, economic and social life in Virginia leading to the American Revolution. Williamsburg also became a center of learning. Famous political leaders emerged from the College of William and Mary, (which had been founded in 1693), such as Presidents Thomas Jefferson, James Monroe and John Tyler. The first hospital established in America for the care and treatment of mental illness was founded in Williamsburg in 1773. General George Washington assembled the Continental Army in Williamsburg in 1781 for the siege of nearby Yorktown and the winning of American independence. The Capital was again moved in 1780, this time up the James River to Richmond, where it remains today. With Williamsburg known internationally as the premier center for the preservation and interpretation of American colonial history, the Historic Triangle of Virginia, which also includes Jamestown and Yorktown, is among the most popular tourist destinations in the world. The three are linked by the National Park Service’s rural Colonial Parkway, a 23-mile-long National Scenic Byway which is carefully shielded from views of commercial development.

stretches 27 miles between Williamsburg and Hampton and is part of the “Historic Triangle” of Jamestown, Williamsburg and Yorktown, which hosts millions of tourists each year, especially during the 400th anniversary of the 1607 founding of Jamestown in 2007. During its 350year history, the County of York has figured prominently in both the political and economic history of the Virginia Peninsula, the Commonwealth, and the Nation. The port of Yorktown, which remains the seat of government, was the site of the final battle of the American Revolution. In 1781, The Battle of Yorktown effectively pinned the British between French and American troops and on Oct. 19, Lord Cornwallis surrendered. The Revolutionary War was over; America was born. The historical impact of this event is evidenced throughout the county. Yorktown also figured prominently in the Civil War, serving as a major port to supply both northern and southern towns, depending on who held Yorktown at the time. After World War II, one of the nation’s largest and most diversified military-industrial complexes emerged in the NorfolkVirginia Beach-Newport News MSA, spawning numerous small precision machine, metal fabrication and technical research companies. The influence of the early waterman remains active; seafood processing, ship building, and ship repair prosper.

BIRTH CERTIFICATE An official certified copy of the child's birth record must be provided. (A photocopy of the child's birth certificate will not meet this requirement.) At the time of enrollment, the child must be five years of age or reach his/her fifth birthday on or before September 30th of the school year. Information on obtaining a certified copy of a birth certification is available at the Virginia Department of Health website. If a certified copy of the child's birth record cannot be obtained, the person enrolling the child must submit a sworn statement setting forth the child's age and explaining the inability to present a certified copy of the birth record.

STREET ADDRESS Documentation of the street address or route number of the child's residence must be provided. If no street address or route number exists for the child's residence, a post office box number must be provided. If a child has no regular, fixed residence but resides within the school division in a temporary shelter, institution, or place not ordinarily used as a residence, the school division may determine that a street address, route number, or post office box number, cannot be provided. The school division may accept an alternative form of address that it considers appropriate. SCHOOL ENTRANCE HEALTH FORM A School Entrance Health Form, MCH 213F, completed by a licensed physician, licensed nurse practitioner, or licensed physician's assistant regarding the child, must be presented at the time of enrollment. The three-part form includes Part I-Health Information Form, Part II Certification of Immunization, and Part III-Comprehensive Physical Examination Report. The Comprehensive Physical Examination is not required of any child if it violates the family's religious beliefs and the child's parent or guardian states in writing that the child is free from any communicable or contagious disease and there is no visual evidence of sickness.

VACCINES Documentary proof shall be provided of adequate age appropriate immunization with the prescribed number of doses of vaccine indicated below for attendance at a public or private elementary, middle or secondary school, child care center, nursery school, family day care home or developmental center. Vaccines must be administered in accordance with the harmonized schedule of the Centers for Disease Control and Prevention, American Academy of Pediatrics, and American Academy of Family Physicians and must be administered within spacing and age requirements. Children vaccinated in accordance with either the current harmonized schedule or the harmonized catch-up schedules (including meeting all minimum age and interval requirements) are considered to be appropriately immunized for school attendance.

INDIVIDUAL EDUCATION PLAN Copies of an Individual Education Plan (IEP) must be submitted for children who require Special Education or have developmental disabilities.

SOCIAL SECURITY NUMBER The child's federal social security number must be provided upon enrollment or within 90 days thereafter. However, a child may not be excluded from school if a social security number is not provided. The division superintendent or a person acting on his behalf may waive this requirement if he ﬁnds that an individual is not eligible to obtain a social security number in accordance with guidelines established by the Board of Education or if the parent is unwilling to provide such number. School divisions may assign a student who receives a waiver an alphanumeric number as a substitute for the social security number.

EXPULSION STATEMENT When a student is registered, the parent must provide a sworn statement about whether the child has been expelled. The statement must indicate whether the child has been expelled from attending a private school or another public school in Virginia or a school in another state for an offense involving weapons, alcohol or drugs, or for willful inﬂiction of injury to another person.
