All you have is 48 hours — 48 hours to prepare yourself for an experience like no other.

Whether tasked as early as a day before departure or two months ahead, service members should always be ready to deploy, regardless of how much notice is given.

Although more seasoned service members may have a few deployments behind them, new members may not have a contingency plan set in place for a deployment. Luckily, there are resources available to help prepare them at any given time.

“We encourage (service members) to contact their Unit Deployment Manager for all deployment readiness questions,” said U.S. Air Force Senior Airman Devon Ege, 733rd Logistics Readiness Squadron logistics planner.

“The UDM’s primary duties are to assist members within their unit with out-processing the base to support any contingency mission, deployment or exercise.”

To make deployments easier on military members and their families, pre-deployment checklists and training help guide individuals to sufficiently prepare themselves to be away from home station. From travel briefings to mobility bags, medical appointments to passport photos, completing all pre-deployment requirements can take time.

Along with accomplishing the standard pre-deployment requirements, Airmen and Soldiers must also get their personal affairs in order, including dependent care, housing, vehicles and pets.

Tech. Sgt. Melanie Thermidor, 633rd Air Base Wing Equal Opportunity specialist, said when she received her tasking only three week before she was supposed to leave, her children were at the forefront of her mind. Her husband was already deployed, and she was unsure of how this would affect them.

“In my opinion, oftentimes people don’t consider the effect a deployment will have on member ’s children,” said Thermidor. “I would encourage parents to have conversations with their children about short-notice deployments because sometimes you will not have those months to spend together and prepare for the deployment.”

In her case, Thermidor activated her family care plan, which military members develop if they are a single parent, or in the event both parents or caregivers for minor children get deployed, to move her children to live with their grandparents in New Jersey.

“All (service members) are inherently deployable, and the profession of arms is expeditionary in nature,” said Ege. “If we aren’t deployment ready, we reduce the options for a

Historic lake to open again

For the first time since the late 1970’s, Brown’s Lake at Joint Base Langley-Eustis has re-opened for recreational catch-andrelease fishing, after the hard work and dedication from the JBLE Restoration Program team.

The lake was closed nearly 40 years ago due to contamination from toxic pesticides, grease, oils and organic chemicals. After continued testing throughout the 80’s and 90’s, water quality tests continued to show high levels of pollutants. In 1999, removal action was completed to remove sediments from the upper ditch, drain the lake, remove lake sediments, cap the lake bottom and install a sediment control system.

During inclement weather, storm water run-off from the 50-acre drainage area would collect in the nearby ditch and then discharge into Brown’s Lake. Project engineers were tasked with removing pollutants from the storm water prior to entering into the lake. Once these efforts were complete, the lake was refilled and fish were restocked.

“Since the removal action, land use controls were put in place to protect the lake sediments and allow the lake, flora and fauna to stabilize,” said Tim Blevins, JBLE Restoration Program chief. “Since that point, every three years, we have taken sediment and fish tissue samples

to gauge the results of our clean-up efforts.”

In 2007, the Restoration Program team began working on one of the U.S. Army’s objectives to re-open Brown’s Lake to a recreational status. In the spring of 2017, in conjunction with the Virginia Department of Environmental Quality and Environmental Protection Agency, the installation had successfully reached a point where the lake could be reopened for catch and release fishing.

“Last year I approached our state and federal regulators with the idea of reopening the lake for recreational catch and release fishing, similar to Eustis Lake,” said Blevins. “The only thing we had left to do was obtain permission from the 733rd Mission Support Group commander to re-open the lake.”

Those interested in fishing on the installation must have a valid Virginia fishing license, a saltwater license for fishing the James River or Warwick River, and a freshwater license for fishing at Eustis Lake or Brown’s Lake. In addition to Virginia laws, fishers must also have an installation fishing permit purchased from Outdoor Recreation.

Security, modernization projects come to Felker

Joint Base Langley-Eustis will begin several construction projects at Felker Army Airfield to keep up with constantly evolving technological developments in security and operations.

The first of these projects includes new access gates to the airfield, providing additional security while minimizing the deer population on and around the runways.

“The runway is where aircraft are going to have high speeds at landing or take off,” said John Musser, Felker airfield manager. “There was a time when the runway environment would see as many as 20 to 30 deer a night, so it’s really important for everyone’s safety that we keep them off the airfield.”

Though efforts have been made to minimize that number to just a few deer within the airfield fences, the additional gates will hopefully drive all remaining deer off the airfield and prevent them from settling within the fenced area.

“Although mammals are potentially the easiest hazard to prevent, they often present the largest risk of catastrophic damage due to their size and phase of flight when encountered,” said Adam Priestley, U.S. Department of Agriculture Wildlife Services wildlife specialist. “Once the gates are operational there should be fewer deer observed within the fence and very little

The new gate project will include cameras and key code entry for access and the overall population of the installation should see very little, if any, impact to traffic once complete.

“The main gate is further into the airfield in the hopes that we don’t create a backup of traffic (that) spills over onto Mulberry Island Road,” said Musser.

“The only people who might see any difference in traffic are those who work within the airfield or who use the golf course.”

In addition to the new gate’s construction project, which is expected to be completed in August, Felker has many plans for additional construction over the next few years to improve the so-called “hornet’s nest” of traffic that air traffic controllers manage around the clock.

The near future plans include constructing a new bulk fuel facility, placing a cell tower within the gates of the airfield, building a new aviation complex on the south side of the runway and eventually moving the air traffic control tower to streamline aircraft coordination in the area.

“Hopefully with this construction and modernization of equipment, it’ll all be worth it in the end for the safety of the animals, our service members and our aircraft,” said Musser. “We have big plans for the future and we are working to ensure it is done with some forethought, in an effort to keep up with missions, which have growing capacity requirements for housing aircraft.”

While all of this is going on over the next few years, planners and partners will do everything necessary to minimize any impact on airfield operations, so service members can continue accomplishing the mission.

633 ABW battles mosquitos: Calls in 757 Airlift Squadron

The 757th Airlift Squadron will conduct their mosquito aerial spray mission over Langley Air Force Base and Craney Islandon the night of August. 1, 2017. In the event of inclement weather, spraying will occur on the alternate date, August 2, 2017.

The 757th AS will use a U.S. Air Force C-130 Hercules equipped with a Modular Aerial Spray System to complete their mission, which will begin after sunset to minimize impact to non-target insects such as bees, and to decrease exposure to personnel within the application area.

According to James Watson, 633rd Civil Engineer Squadron pest management supervisor, although the insecticide being used is relatively safe for humans and pets, those with allergies or respiratory concerns should remain indoors during aerial spraying operations. It is also recommended that small children remain indoors as their respiratory systems are not fully developed and are more susceptible to

irritation.

“The insecticide we use on Langley does not leave a residue,” said Watson. “Once the droplets have dissipated, which on average is 1-3 minutes, it is safe to resume outdoor activities.”

The airlift squadron will use TRUMPET EC insecticide during this mission. Once dispersed through the nozzles of the modified C-130, it turns into 30 micron droplets that will attach to the fine hairs of flying mosquitos.

Although no insecticide applications will occur outside the target areas of Langley Air Force Base and Craney Island, the Pest Management department recommends that bee keepers adjacent to these areas cover their hives in the evening to help prevent any loss of bees.

The visiting aircrew from the 910th Airlift Wing at Youngstown Air Reserve Station, Ohio, will ensure the installation stays in accordance with the Joint Base Langley-Eustis Integrated Pest Management Plan and Air Force Instruction 32-1074, Aerial Application of Pesticides, which states, “Precautions are taken during pesticide application to protect the public, on and off the installation. Pesticides are not applied outdoors when the wind speed exceeds ten miles per hour. Whenever pesticides are applied outdoors, care is taken to make sure that any spray drift is kept away from individuals, including the applicator.”

MILITARY YOUTH FOOTBALL CAMP

Approximately 150 military children joined Graham Gano, Carolina Panthers placekicker, as he hosted a youth football camp at Joint Base Langley-Eustis, July 19 – 20, 2017.

Gano hosted the event at JBLE after the Langley Air Force Base Commissary won a contest where they were awarded a summer ProCamp with a National Football League athlete.

“I thought the (ProCamp) was a great opportunity to give back,” said Gano. “I grew up in a military family and anytime I have a chance to give-back, especially to the kids who have a similar background to what I had growing up, I always like to take the opportunity and make the most of it.”

The participants, ranging from first through eighth-grade, were able to not only meet, but play and practice alongside Gano. Approximately 150 military children attended the two-day long event, where they learned and practiced in different football drills and skills.

“This is a great opportunity for the kids within our community to have some fun while they are learning football skills and what it takes to be successful in life,” said Michell Jones, 633rd Force Support Squadron youth sports and fitness director. “It is not every day that our youth have the opportunity to attend an NFL football camp for free.”

The two-day camp not only allotted the participants the chance to meet an NFL star, but overall contributed to the youth programs, which offer different activities to educate, guide, and entertain military children within the JBLE community.

“I remember when I was a kid, I always wanted to meet the pro athletes. You see them on TV; it’s kind of like they are not real,” said Gano. “It’s fun to show the kids that we are just like you; we grew up just like you, and if you work hard enough at what you love, you can do anything.”

Education Center: Here to help you reach goals

The Herbert Bateman Education Center at Joint Base Langley-Eustis has many programs and opportunities for service members to take advantage of to reach their educational goals.

Whether working toward a high school diploma, undergraduate or graduate degree; using scholarships, tuition assistance, or the G.I. Bill, the journey starts with a visit with the guidance counselors at the education center.

EDUCATION COUNSELORS: GETTING STARTED To help service members take advantage of educational benefits, the Herbert Bateman Education Center guidance counselors at Joint Base Langley-Eustis assist service members in navigating education programs, selecting degree plans and conducting official testing for career and education advancement.

Prior to coming in to speak with a counselor, it is recommend Soldiers create a profile on the GoArmyEd website, www.goarmy.ed, to get an idea of the educational direction they wish to take.

After creating an account, Soldiers can navigate through questions which allow them to compare career paths using data sources. Based on the individual’s profile, the website then recommends and compares degrees and schools to help prepare their education and career path.

While all Soldiers are encouraged to create an account through www.goarmy.

“The website has a vast range of information. (It) has the capability to make recommendations on degree plans and allows you to compare schools that offer what you want to go to school for,” said Stephanie BinghamTillman, Herbert Bateman Education Center guidance counselor. “The site can be overwhelming at first because there is so much information, so we’re here to help guide individuals through, in order to meet their goals.”

SKILL SPECIALTY PROGRAMS AND ADVANCEMENT TESTS Soldiers who wish to transition to a different career field or want to prepare for college entrance tests such as the Scholastic Aptitude Test, American College Testing or placement tests, can sign up for the Basic Skills Improvement program hosted by the education center. Soldiers must take the Test of Adult Basic Education to establish their highest level and receive approval from their commander before attending the three-week class.

“This class is a great refresher for individuals who wish to raise their tests scores in order to go into a different specialty or prepare for those required tests to get into most colleges,” said Bingham-Tillman.

“The instructor doesn’t teach the tests—she teaches basic mathematics, reading, spelling and vocabulary tips to help them score higher on the tests they plan to take.”

Student loan forgiveness takes effect in October

JOINT BASE SAN ANTONIO-RANDOLPH, Texas (AFNS) — The ďŹ rst forgiveness of student loan balances under the Public Service Loan Forgiveness Program goes into effect for government employees this October.

The program offers forgiveness for remaining balances due on William D. Ford federal direct loans after employees have made at least 120 loan payments after Oct. 1, 2007, while employed full-time by certain public service employers. “This program is intended to encourage individuals to enter and continue to work full time in public service

jobs, including the military, in lieu of seeking higherpaying private sector jobs,� said Dawn Byrd, the Air Force Personnel Center business process owner for education services policy.

Loan forgiveness is available only for direct loans; however, loans made under other federal student loan programs may become eligible for the program if they are consolidated into a direct consolidation loan.

3-D printing in the ďŹ eld gives Soldiers more exibility

PICATINNY ARSENAL, N.J. — Engineers here are developing 3-D expeditionary kits that could be used when needed to make specialty tools, spare parts, and other components to ďŹ ll the time gaps between when parts break and when the replacement arrives from the original equipment manufacturers.

Rapid Fabrication, also known as R-FAB, with additive manufacturing on the battleďŹ eld is a ďŹ eldable system for rapid construction of critical repair parts, specialty tools, spares, and custom packaging for brigade support battalions, sustainment supply activities, and other special mission activities.

Use of the kit also allows Soldiers to innovate solutions that can be validated by engineers to solve operational and mission-speciďŹ c needs. “The number one priority of our Army is readiness,â€? said Capt. Jeremy Pinson, who is the Additive Manufacturing Lead for U.S. Army Combined Arms Support Command. “R-FAB allows Soldiers and leaders to increase their readiness by making either authorized replacement parts or user-designed “readiness replacement parts.â€? “What does that mean?â€? Pinson continued. “It means Soldiers can design a solution to a problem that leaders may not even know about. While waiting for the part to be qualiďŹ ed, a leader of the appropriate level can accept the risk of utilizing the solution. For example a robot tread could be printed, [and while] that tread may not be as good as an OEM part but the part will

get the Soldier through their next mission.�

Commercial off-the-shelf and ruggedized equipment and tools can be used to make custom parts and packaging for shipment, supply support items, and replacement/repair parts and components.

“R-FAB’s participation in Army Warfighting Assessment 17.1 showed us that Soldiers from [an] alternate Military Occupational Specialty can easily learn to print and design. The lessons we learn from R-FAB will help us utilize the many benefits of additive Manufacturing at the same time our workforce is ready to maximize those efforts,” said Pinson.

“Sometimes for mission success we only need to get our equipment two miles down the road or innovate faster than our adversary,” Pinson continued. ‘We don’t always need perfect; good enough sometimes is good enough.”

Soldiers on the mission will find a solution faster than any CONUS-based force because they need to win and survive,” he said. “The more we provide them with tools, and digital coordination for reachback to our great Army scientists, the more they will find solutions to problems we don’t even know exist, increasing our readiness and mission success.”

R-FAB would be deployed with Soldiers as close to point of need as possible and to any maintenance group or unit that is deployed with limited supply support.

“There are other potential solutions for expeditionary AM but the R-FAB System is focusing on meeting several Army warfighter challenges and selected capability need area,” said Zunino.

The Army is fielding subtractive manufacturing this year with the Metal Working Machine Shop Set, known as MWMSS. “The MWMSS uses subtractive manufacturing to manufacture at the point of need,” said Pinson.

“This is a great solution and will be a great asset for our Soldiers. However the Army doesn’t find one solution and stop looking for better,” he said.

By David Vergun WASHINGTON — When Lt. Gen. Sean B. MacFarland left Afghanistan in 2013, he said he remembers troops there had an expectation that medevac helicopters would evacuate the wounded within the so-called “golden hour” — a time period identified by medical professionals as the hour after an injury during which prompt treatment by doctors can often mean the difference between life and death.

In the next fight, particularly against a near-peer adversary, MacFarland said, there likely won’t be a golden hour. Instead, it may take much longer to get medevac missions underway, particularly during the early entry phase against an entrenched enemy, known as an anti-access, area denial operation, or A2AD. MacFarland, who serves now as the deputy commander of the U.S. Army Training and Doctrine Command, spoke July 24 during a medical symposium hosted by the Association of the United States Army in San Antonio, Texas.

Because Apache attack helicopters will be needed for the fight, they likely won’t be available to serve as escorts for HH-60M Black Hawk medical evacuation helicopters, MacFarland explained. And the air superiority the U.S. has enjoyed for so long may also no longer be a guarantee in future warfare scenarios.

Additionally, telemedicine links between medics and

doctors might not work because enemy cyberattacks could disrupt those communications, he said. Even if medevac flights are possible, there is no guarantee that medical centers will still be available, especially since in recent years adversaries have targeted hospitals.

During A2AD, the best way to save lives would be to defeat the enemy first with all means necessary, he said.

SOLUTIONS TO URGENT CARE If immediate medical care by doctors is not available, medics and even non-medic Soldiers will “need every tool to provide medical care at the point of injury,” MacFarland said. The U.S. military is already working on a number of solutions when medevac is not an option.

The Marine Corps is experimenting with unmanned aerial systems that could drop needed medical supplies, he said. The Army is interested in this new technology as well.

Training ordinary Soldiers for duties normally performed by medics may be the best immediate option, MacFarland noted. Training kits known as Tactical Combat Casualty Care, or TC3, are already being sent out to select brigade combat teams, he said.

TC3 kits contain mannequins that mimic human breathing, bleeding, pulses and traumatic amputations.

Another approach is that combat support hospitals may need to reorganize into smaller, more dispersed modular units so they become less of a target, he said.

Maj. Gen. Paul J. LaCamera, deputy commander of XVIII Airborne Corps, said Soldiers need to be toughened in a physical, mental and spiritual sense before they go to the fight. He added that the hardening goes beyond what’s often referred to as “resilience.”

Instead, “warrior-athletes” is a term that is more fitting.

While combat training center rotations are generally good for training, LaCamera said he believes that a better way to train medical personnel is to send them to actual trauma surgery centers, like the ones in Honduras.

As for medics and Soldiers who are not in medicine, he said it might prove useful to send them out with paramedics. A number of years ago, Soldiers went with paramedics in New York City, where they witnessed injuries from gunshot wounds.

LaCamera said it’s difficult to simulate the real trauma of war, and the closest one can come to the intensity of conflict is being around people who deal with trauma on a recurring basis.

Finally, one of the most important things the Army can do is to brace Soldiers for the coming fight, MacFarland said. Soldiers must know that they “must care for each other” as the first line of aid for one another before medical help arrives.
