SERVICE MEMBERS USE DUI PREVENTION PROGRAMS

To avoid driving under the influence, members of Joint Base LangleyEustis take advantage of programs and training provided by the 733rd Security Forces Squadron and other installation services.

“Soldiers usually get the same safety briefings within their units, telling them not to drink and drive, have a plan, call leadership if you need a ride,” said U.S. Army Staff Sgt. Nick Farris, 221st Military Police Detachment traffic section NCO in charge.

“Our training helps them to really understand because we go more into detail on the second and third order effects, if they are charged with driving under the influence, such as the effects on their career and their family.”

One of the helpful platforms provid-

ed is the Drunk Driving Prevention Program. Through this platform, service members and their families, who are under the influence, request a ride home and volunteers arrive in twoman teams. The service is completely confidential and has not had any negative effects on anyone’s career.

“We’ve created programs like the Drunk Driving Prevention Program for servicemen and women to utilize without any notification going to their chain of command whatsoever,” said Sgt. Franklin Haviland, 221st MP detachment military police officer and president of the Drunk Driving Prevention Program Virginia chapter.

The DDPP provides a ride home to DoD ID card holders every Friday and Saturday night, free of charge. Volunteers with the program also drive the intoxicated individual’s car back to their residence, saving them a trip

to pick up their vehicle the following day.

During major holiday weekends and community events, the use of programs like cab services, smart phone applications, DDPP, and Soldiers and Airmen Against Drunk Driving, by service members increases, said Haviland.

“One of our largest and most successful chapters is in Oahu, Hawaii,” said Haviland. “Last year that chapter provided over 1,000 rides to service members and their dependents.”

DOD launches Blended Retirement System comparison calculator

With the launch of the new Blended Retirement System, service members may wonder how to compare their retirement benefits with the existing legacy system. To help with this, the Defense Department has launched a comparison calculator for eligible service members to analyze their estimated retirement benefits under both the legacy system and the Blended Retirement System (BRS).

The tool walks members through five screens, allowing users to adjust 12 data fields and compare benefit scenarios under both systems, according to Air Force Maj. Michael Odle, the Defense Department’s assistant director of military compensation policy.

The calculator is aimed at helping eligible members make the best decision about whether to remain in the current retirement plan, known as the High-3

System, or opt into the Blended Retirement System, which goes into effect Jan. 1, 2018, he said.

Eligible service members have until Dec. 31, 2018, to enroll in the new system. Military members who enter service on or after Jan. 1, 2018, will automatically be enrolled in the BRS. The tool is meant to provide flexibility so that members can compare estimated benefits under a variety of situations, said Steve Galing, the lead analyst in the Defense Military Personnel Policy Analytical Directorate.

Service members are advised to consult with a financial professional, he said. “This is a personal decision,” he added. “There are a lot of various resources available to our members, but ultimately it is up to the member.”

DOD-ENDORSED CALCULATOR The calculator is a comprehensive tool designed to take into account the unique financial situations of all who serve —

active duty, National Guard members and reservists, Odle said. It is designed to be used in conjunction with the mandatory BRS opt-in course.

This comparison calculator is the only comparison tool endorsed by DOD, he added.

The opt-in BRS course is available with a common access card (CAC) through Joint Knowledge Online, or through a service’s learning management system.

Additionally, an optional training course for the calculator will be available in the next few weeks, Odle said.

EXPLORING OPTIONS UNDER CALCULATOR If users hover over underlined text in the calculator, an information box will pop up that will highlight further information on that particular topic, Odle explained. More information is available through the links in the “more info” section under each page of the calculator.

After a user inputs all the information

3 in the 12 data fields, the calculator will generate a results page. Service members are encouraged to go through the process several times to see how their projected benefits change under various situations, Odle said.

The comparison calculator does not take into account optional Thrift Savings Plan service member contributions under the legacy retirement plan, and it does not account for optional monthly automatic Treasury Direct Government Savings Bonds purchased under the legacy plan, he explained.

All currently-serving members are grandfathered under their legacy retirement plans. Active component service members with fewer than 12 years of service as of Dec. 31, 2017, and reservists in a pay status with fewer than 4,320 retirement points as of Dec. 31, 2017, are covered under the existing system, but are eligible to opt into the Blended Retirement System.

On June 14, 1777, the Second Congressional Congress adopted the ďŹ&#x201A;ag of the United States of America; later in 1916, President Woodrow Wilson proclaimed June 14 as the day to ofďŹ cially celebrate our ďŹ&#x201A;ag.

More than 100 years after the holidayâ&#x20AC;&#x2122;s inception, the United States celebrates Flag Day as a commemoration to the emblem of the nation. Throughout history the ďŹ&#x201A;ag has evolved, much like the U.S., to represent the growth and struggles of what the nation is today.

The rigorous vetting process aligned with the strict standards of appearance, conduct and attitude ensure each unit’s ceremonial guardsman reflects the flag they bear.

“We wear the flag on our uniforms and see it on the tails of our aircraft,” said Michael D. Dugre, Air Combat Command historian. “The flag is always a central fixture and component of any ceremony in the military. It’s our national flag, a symbol of our identity. We fight America’s wars and rally around this symbol.”

Of the honor guards many ceremonial gestures, the most personal is the folding of the flag.

The flag is folded into two parts, signifying life and death. The flag is then folded into a triangle to represent the tri-cornered hats worn by those who won freedom in the Revolutionary War. The red and white stripes, which stand for the bloody hardship of life and the purity and goodness of what’s to come, are folded over the stars to denote the beyond and the Airman’s final place of rest.

For Goins and the members of JBLE Honor Guard, the flag is a symbol of pride.

“I look at the flag, and see the men and women who fought for this country, and who put their life on the line. Because of their service, I have the opportunity to serve them,” he said.

TMCs focus on Soldier medical readiness

As the U.S. Army continually changes and evolves, members of the U.S. Army Medical Department work hard to keep up with that growth to provide medical care to U.S. Army Soldiers quickly and effectively, improving the readiness of service members across installations.

For the staff at McDonald Army Health Center ’s Troop Medical Services at Joint Base Langley-Eustis and Joint Expeditionary Base Little Creek-Fort Story, this is accomplished by dividing active duty Soldiers into three separate demographics.

By splitting the demographics into different clinics, medical personnel can pay closer attention to Soldier care, focusing on readiness, length of duty-limiting profiles, military exams, immunizations and periodic health assessments.

“Troop Medical Services is a comprehensive healthcare program which provides the medical readiness, health maintenance care coordination and direct patient care for those specific populations of Soldiers,” said Dr. Paul Duch, MCAHC TMS director. “As Army leadership stresses the importance of readiness of its’ Soldiers, our Troop Medical Centers allow us to focus on that priority and get the Soldiers medically prepared for duty.”

Troop Medical Center 1 primarily cares for NCO Academy, Advanced Individual Training and U.S. Air Force students assigned to the 128th Aviation Brigade.

Troop Medical Center 2 sees active duty permanent party personnel, such as those from the 7th Transportation Brigade (Expeditionary), while TMC-3 sees the 7th Trans. Bde. (Ex.) Soldiers assigned to the 11th Battalion at JEB Little Creek-Fort Story. The Family Health Clinic focuses primarily on retirees, dependents and high ranking leaders on the installation.

“We see a lot of the same issues and we stress the importance of continuity so Soldiers see the same primary care managers each time,” said Maj. Jennifer Feltwell, TMC officer in charge. “By scheduling Soldiers with the same providers each time, we’re better equipped to catch red flags, such as someone being on a profile for an extended amount of time or having several appointments for the same issues, which leads us to coordinate alternate care options for that individual and get them back to full-duty as soon as possible.”

ARMY, AF OFFER COOL EDUCATION BENEFITS TO SERVICE MEMBERS

To prepare service members for their future in the civilian job market, the U.S. Army and U.S. Air Force launched the Credentialing Opportunities OnLine program in 2015. Through the COOL program, the military helps veterans compete for jobs in the civilian sector, decreasing the population of unemployed veterans.

Through the program, enlisted service members can obtain certifications and licenses to not only enhance their current work performance, but enhance their likelihood of civilian employment after they leave the service.

“The Department of Defense pays out 950 million dollars a year in unemployment benefits for separated veterans,” said Jeffrey Jager, 633rd Force Support Squadron education services officer. “The COOL program is one way to reduce that cost to the government, but also provide people, hopefully, a job fairly quickly in their chosen career field.”

To mediate the amount of money spent on the unemployment benefits, the Army and Air Force pays for certification exams, as well as continuing recertification within service members’ career fields. Each service offers money to help members pursue their desired credential.

According to Jager, the program also provides Soldiers and Airmen with the credits they received for work completed in the Armed Forces. He also stated that having those civilian-recognized certifications allows for an easier transition for someone separating or retiring from the military.

Using the Army COOL program, the Fort Eustis’ Maritime and Intermodal Training Department exercise their resources to set their Soldiers up for success. After graduating the watercraft course, students have the necessary credentials to work upon and manage a civilian watercraft.

Since 2015, the U.S. Army and U.S. Air Force have offered the Credentialing Opportunities On-Line program for military members to obtain certifications and licenses within their career field. The program was established to enhance service members’ current work performance and their likelihood of civilian employment after they leave the service.

According to Jager, ensuring military members have continuing success while in the service, as well as outside the service is a key goal for the Armed Forces.

“Everyone [should] take advantage of the COOL program,” said Jager. “It’s a good opportunity for the government to help Service members get credentials and credit for their skills. Depending on their goals, whether they want to separate or stay in a while, this tool, like many of the other tools offered to military members, will help our veterans separate themselves from their civilian counterparts.”

Air Force officials have announced 81 projected Air Force Reserve Officers’ Training Corps instructor vacancies and 13 detachment commander positions available for summer 2018.

Officers eligible for instructor slots include first lieutenants, captains or majors. Active-duty rated officers, line of the Air Force lieutenant colonels and majors selected for lieutenant colonel may apply for detachment commander positions.

Guard and reserve officers are eligible to apply for either position un-

der the voluntary limited period of active duty program.

The application deadlines for detachment commanders and instructors are July 31 and Aug. 1, 2017, respectively.

Additional eligibility criteria must be met for both career broadening leadership opportunities. Interested active-duty officers can search for eligibility and application procedures on myPers using the keyword “AFROTC.” Guard and reserve officers should use keyword “VLPAD.” There are still 39 instructor vacancies remaining for this summer which can be found on myPers under the “Hot Jobs” listing.

To help clean the Chesapeake Bay, students from Booker Elementary School teamed up with members of Joint Base Langley-Eustis to build an oyster reef on base, June 8, 2017.

According to the National Oceanic Atmospheric Administration, oyster reefs form a complex ecosystem, for filter feeders, like oysters, which contribute to the filtration capacity of the reef.

By building a reef with her students, Karen Brace, Booker Elementary School science teacher, said she hopes that the hands-on experience, paired with knowledge learned in the classroom will help the students better understand their role in providing a healthy environment.

“This was a great opportunity for students to take ownership in their environment, improve water quality, and to restore the oyster population that has declined over the years,” said Christian Dawn, 633rd CES environmental flight water program manager.

After crafting the idea to build an oyster reef, Brace contacted the 633rd Civil Engineer Squadron at JBLE, who agreed to rehome 2,000 baby oysters, which will grow in a cage near the base’s marina.

Brace acquired the baby oysters from the Chesapeake Bay Foundation, which also guided the school through much of the reef-building process. The foundation provided 75 bushels of recycled oyster shells for the students to spread as substrate for the young oysters to live on.

“I thought this was the perfect opportunity to show the community how just recycling shells locally can impact the local environment,” said Heather North, CBF oyster restoration specialist.

The NOAA is involved in other oyster restoration projects around the Chesapeake Bay, to include Maryland’s Choptank River complex Harris Creek, the Tred Avon River as well as the Lafayette, Lynnhaven and Piankatank Rivers in Virginia.

The goal of each project is for the oysters to multiply into a healthy new oyster rock and ecosystem, helping create a healthier bay.

7 ways WWI still impacts today’s Army

By U.S. Center for Military History One hundred years after the U.S. entry into World War I, many of the logistics and strategies developed during that era still have an impact on Army operations today — including the use of the division as a stand-alone unit, the employment of tactical armored vehicles, and the use of aircraft on the battlefield. Here are seven ways that the First World War still influences the Army today.

AIRPOWER The major European armies possessed airplanes prior to August 1914, but no one believed they would play a major role during World War I. As with most technological advances in wartime, military aircraft proved to be a more vital tool in the war than anyone originally envisioned.

By mid-1915, European combatants sought to produce a new generation of superior warplanes every year.

Aircraft development in the United States, however, remained stagnant because of limited funding and the Wright Brothers’ efforts to monopolize the U.S aviation industry.

The American Expeditionary Forces Air Service was airborne over the Western Front in early 1918, using French and British planes. The American pilots faced experienced opponents that were equipped with the most capable combat aircraft at that time — underscoring the necessity for the American forces to develop capable air resources of their own. Today, an entire military service, the Air Force, is dedicated to airpower.

CHEMICAL WEAPONS Extensive chemical operations had been in place on the Western Front since April 1915, using phosgene, chlorine, and mustard gas. Although the German Army was the first to use chemicals, all nations were soon using chemical weapons.

The United States, however, entered the war unprepared for this particular weapon. The U.S. Army and Marine Corps had to rely on French and British expertise for chemical training, doctrine, and materiel. The Army eventually established a separate Chemical Warfare Service to coordinate the offensive, defensive, and supply problems inherent in chemical weapons.

Gas was responsible over a quarter of all American Expeditionary Forces (AEF) casualties. While the U.S. military and most militaries no longer uses chemical weapons in warfare in accordance with the Geneva Protocol, the

COMMUNICATIONS Electronic communication made tremendous advancements during World War I. Using transoceanic telegraph wires, American forces in Europe were able to maintain communication with their leaders back home.

American Signal Corps Soldiers built a largescale communication network in France that included telephone and telegraph lines. In combat zones, telephone lines ran from divisional headquarters to the battalion level, and also between battalions. The Signal Corps used both earth telegraphy and field telephones.

Radio enabled air-to-air and air-to-ground communication for the first time. While much of this technology was initially limited, it created the first real-time communication network within a combat zone.

DIVISIONS With the Army Service Regulations of 1914, the Army established the division as “a self-contained unit made up of all necessary arms and services, and complete in itself with every requirement for independent action incident to its operations.”

The National Defense Act of 1916 called for permanent division headquarters in the Regular Army and National Guard. The summer of 1917 saw the creation of the first of these divisions, in response to the U.S. declaration of war in April of that year.

An American division in the First World War was organized in a “square” formation, consisting of two brigades, each with two infantry regiments, and any additional units (engineers, artillery, and signal) that the division needed to operate independently.

DOCUMENTING COMBAT During World War I, the Signal Corps undertook the mission to photograph military operations and collect photographs that would support a pictorial history of the war. In the AEF, the Signal Corps took about 35,000 still images and 900,000 feet of moving picture film.

The Signal Corps also served as the only archival repository for film images taken in France, and developed films and plates in Signal Corps facilities.

Between the Army and civilians, over 400,000 images came out of the war. The Army War College became the home for this photographic archive in 1919.

THE ‘G’ SYSTEM The American Expeditionary Forces General Headquarters was the first to implement what is now known as the “G” system in terms of its staff structure. The AEF General Staff was led by a chief of staff and divided into five sections. The sections were given a specific “G” designation (G--1 for administration, G--2 for intelligence, G--3 for operations, G--4 for coordination, and G--5 for training).

The system was disseminated throughout the AEF and later incorporated into the U.S. Army General Staff in the early 1920s. It has remained the basis for the Army’s staff structure since that time. It was the model for the “J” system for joint forces and the “S” system for staffs below the division level.

Gas inflicted over a quarter of all U.S. casualties during World War I and American Soldiers had to learn quickly how to protect themselves.

TANKS After two years of stalemate on the Western Front, the Allies started searching for technological solutions to break the deadlock. France and Britain independently began producing an armored chassis on caterpillar tracks, armed with cannon and machine guns that could break through German defensive lines. The British initially used a small number of these vehicles with limited results in September 1916.

The Germans developed countermeasures in time to blunt the first use of massed armor by the French in April 1917. Although these early tanks were mechanically unreliable, demand for additional vehicles remained high.

Neither French, American, nor British industry could supply vehicles in large numbers. Only a limited number of tanks were available for American use in late 1918. The Armor Branch was eventually created in 1940 to oversee this vital component of Army equipment. Armored vehicles remain a central part of the Army today.

Manpower shortage impacts 633rd Medical Group services

The 633rd Medical Group strives to provide Trusted Care to all they serve, while supporting many deployed and home-station missions. Due to contract vacancies and multiple provider deployments/permanent changes of station during the coming months, it will take longer to receive appointments and have messages returned.
