The U.S. Air Force launched the Federal Occupational Health’s Employee Assistance Program on Oct. 1, 2017.

The services they provide are available to all Air Force civilian personnel and their families at no cost.

EAP is a 24-hour service that provides counseling on legal issues, financial questions, work and family matters.

There is also a national crisis response team assists in management consultations for acts of violence, natural disasters, injury, or death. The team also does follow-ups with the organization and individuals if needed.

“This program is designed to help you with your concerns or issues,” said Carole Barton, 633rd Air Base Wing community support coordina-

tor. “Experts can take the burden off you in connecting you with local professionals where help is available faceto-face.”

The counseling that is provided is one-on-one with a licensed professional who can speak and consult on their specialized fields. All support is provided on a confidential basis and can be done via telephone or face-to-face.

Other than counseling EAP also provides resources for child and elder care, identity theft, health and wellness, risk management, alcohol and substance abuse.

“This program was designed to give civilians parity [similarity] in benefits and services with military counterparts,” said Barton. “It’s our version of Military One Source.”

Shellbank: new year, new track

In early January 2018, the Shellbank Fitness Center opened the newly repaired track for JBLE. Due to the deterioration that occurred to the track, the surfacing was needing to be replaced. The new surface when fully completed in March 2018, will be level and free of holes.

“Over time the wear and tear on the track can make it uneven and unsafe,” said John Hickok, 633rd Force Support Squadron Shellbank Fitness Center director. “It’s the safety of the Airmen and anyone who uses the track that is important, and we wanted to make sure that everyone had an even ground to run on.”

While the old track was painted

a rusty red color and made of compacted rubber pellets, the new track is a combination of rubber particles and Air Force blue paint that was sprayed down in multiple layers.

According to U.S. Air Force Tech Sgt. Kristie Kersch, 633rd Air Base Wing flight chief of the occupational safety office, even though the track should no longer have any holes, individuals should still look out for anything on the track that may be unsafe.

Before running, the 633rd Air Base Wing Safety Office recommends people to take one lap to walk around and look out for cracks, holes or other materials that individuals can trip on.

“Fitness is important and I encourage people to stay fit but there is always a level of safety that’s involved,” said Kersch. “You as the user are first line of defense to protect and prevent

While the track is open and safe to run on, it will not be completed until March 2018. The track is scheduled to have one final pellet coating sprayed and a final layer of paint.

Air Force to institute new method to protect PII

Air Force officials announced Feb. 6, 2018, emails containing personally identifiable information, and similar numeric constructs, will be blocked from transmission unless the email is encrypted. For members unable to send or receive encrypted emails, members will be directed to utilize the AMRDEC SAFE application.

This is not a change in policy, but a new method to halt PII breaches via email. PII is information about an individual that identifies, links, relates, or is unique to, or describes a member. For example – social security numbers (full or partial), age, marital status, race, salary, home/personal cell phone numbers, other demographic biometric, personnel, medical and financial information.

“The Air Force depends on reliable, secure communications to operate,” said Under Secretary of the Air Force Matthew Donovan. “Ensuring confidentiality of every Airman’s personal information is part and parcel for maintaining operational security, as well as an inherent command responsibility”.

Users will be notified via a dialogue pop-up box or email response and provided with the option to either remove PII content, encrypt or send via AMRDEC SAFE. There are no user accounts for AMRDEC SAFE and authentication is handled via email and password. Everyone has access to AMRDEC SAFE. The application is convenient and intuitive to utilize.

If users send an email that contains a series of numbers that resemble PII information, the system will also block the email transmittal. In order for the email to transmit, the user will need to treat the email as if it does contain PII by encrypting the email or using AMRDEC SAFE. Feedback to the Help Desk in these instances will aid in changing the blocking tool “sniffers” to differentiate non-PII data in the future.

“Ideally, email would be the last medium used to transmit PII information,” said Col. Cyber Tops List of Threats to U.S., Director of National Intelligence Says

It’s a measure of the growth of cyber and America’s vulnerability to it that the cyber threat was at the top of the list of worldwide threats the director of national intelligence chose to highlight at a Senate Select Committee on Intelligence hearing today.

Daniel Coats also covered Russia, China, Iran, North Korea and terrorism, but he led with the cyberwar that nations, organizations and sometimes individuals are fighting against the United States.

“We face a complex, volatile and challenging threat environment,” Coats told the senators. “The risk of interstate conflict is higher than any time since the end of the Cold War — all the more alarming because of the growing development and use of weapons of mass destruction by state and nonstate actors. Our adversaries, as well as the other malign actors, are using cyber and other instruments of power to shape societies and markets,

international rules and institutions, and international hotspots to their advantage.”

Competition for Technological Superiority

The United States is in competition for technological superiority, Coats said, noting that adversaries “seek to sow division in the United States and weaken U.S. leadership.”

Nonstate actors, which include terrorists and criminal syndicates, exploit weak state capacity in Africa, the Middle East, Asia and Latin America, to cause instability and violence within states and among states. A part of many of these malign actors is their use of cyber, the nation’s top intelligence official said. “Frankly, the United States is under attack — under attack by entities that are using cyber to penetrate virtually every major action that takes place in the United States,” Coats told the panel.

“From U.S. businesses, to the federal government, to state and local governments, the United States is threatened by cyberattacks ev-

ery day.” Russia, China, Iran and North Korea pose the greatest cyber threats, he said, but others use cyber operations to achieve strategic and malign objectives.

“Some of these actors, including Russia, are likely to pursue even more aggressive cyberattacks with the intent of degrading our democratic values and weakening our alliances,” the intelligence chief said. “Persistent and disruptive cyber operations will continue against the United States and our European allies, using elections as opportunities to undermine democracy, sow discord and undermine our values.”

China also uses cyber to enable espionage and attack capabilities to support its national security and economic priorities, Coats said.

“Iran will try to penetrate U.S. and allied networks for espionage and lay the groundwork for future cyberattacks,” he added. “And North Korea will continue to use » See CYBER | 12

The National Prayer Breakfast, hosted by Congress in Washington, D.C. since 1953, serves as an assembly to build relationships and camaraderie.

U.S. Service members, civilian employees, retirees and family members gathered for a similar event of fellowship and prayer at the annual National Prayer Breakfast hosted at Joint Base Langley-Eustis, Feb. 7, 2018.

and praise to those who fought and continue to fight for the nation and its allies.

The 633rd Civil Engineer Squadron quali ed 153 Airmen in chemical, biological, radiological and nuclear hands-on survival skills during a Prime Base Engineer Emergency Force training day Jan. 25, 2018, at Joint Base Langley-Eustis, Virginia.

Through this training, the 633rd CES will maximize the output of CBRN qualied Airmen and keep JBLE mission ready.

“Chemical, biological, radiological, and nuclear warfare training produces mission ready Airmen, prepared to survive in a CBRN warfare environment,” U.S. Air Force Staff Sgt. Michelle Garrett, 633rd

According to Garrett, if CBRN warfare should occur, Airmen must be prepared to respond.

Through CBRN training, Airmen will not only learn how to wear the protective ground-crew ensemble properly as well as the M50 Joint Service General Purpose mask, but they will also go through reconnaissance scenarios while donning the gear.

The scenarios aim to prepare Airmen for potential threats, and in a real-life scenario anyone could be assigned to a Post Attack Reconnaissance team.

In the training, the PAR team members qualify on gear inspection and decontamination procedures. They also learn how

to move through different sections of the base if a section is contaminated.

Explosive Ordinance Disposal instructors also teach the CBRN students how to recognize, record, retreat and report unexploded ordinance.

“The ATSO rodeo is an incredibly effective tool that provides CBRN and survival skills training to Airmen across JBLE Langley,” said Lt. Col. Kevin Osborne, 633rd CES commander. “Airmen from 733rd Logistics Readiness Squadron, 633rd Medical Group, 633rd Security Forces and 633rd CES are working hard to ensure that Team Langley is 100% ready, should we be called upon to respond, and I am extremely proud of the work we have been doing.”

The 633rd FSS hosts the event each year to recognize the Louisiana celebration dating back to 1699 to boost morale and encourage family fun with a night of entertainment for all ages.

The event featured Cajun cuisine while Zachary Smith and the Dixie Power Trio played New Orleans parade music to bring about a Mardi Gras atmosphere. Other entertainment included face painting, fortune telling, casino games, a prize room, a juggler and a magician.

Army aviators testing next generation air-to-ground missile

Aviation testers here are deep into testing the latest Army aviation missile, known as the Joint Air-to-Ground Missile.

The complex JAGM test was a collaborative team effort between the West Fort Hood, Texas-based Aviation Test Directorate of the U.S. Army Operational Test Command, Yuma Test Center at Yuma Proving Ground, Arizona, and Redstone Test Center based at Redstone Arsenal, Alabama.

AVTD coordinated multiple efforts to assure a successful test as JAGM moves towards its next major milestone, a low-rate initial production decision.

“The close cooperation between YTC and the Operational Test Command during the short duration was critical,” said Lt. Col. Karsten Haake, Chief of the AVTD Rotary Wing Test Division.

“Without the professionalism and the mission dedication of the YTC range support team, test completion would have been significantly delayed. This was truly a team effort.”

Participating pilots give the new weapon’s versatility high marks.

“One of the things that sticks out to me is the simplicity for the crew in terms of how they select weapons for their missions,” said Chief Warrant Officer 5 John Bilton, the first non-experimental test pilot to fire the missile, a milestone that took place at YPG in the fall.

“Before, we had to put a lot of thought into, ‘What do I need?’

As soon as I launch, I don’t get to come back and change out my missiles,” Bilton said. “In combat, you don’t want to encounter a target you need to hit and not have on-board the right missile for the job.”

The JAGM boasts the ability to use semi-active laser or radio

frequency as a means of guiding it to target.

Moreover, the crew can switch modes within seconds as a combat scenario evolves.

“Using a SAL missile, the last six seconds of the missile flight is the most critical to keep your laser sight on target,” explained Michael Kennedy, Experimental Test Pilot, Aviation Flight Test Directorate, RTC. “If you’re getting shot at and your line of sight goes off the target, your missile misses. JAGM can start off using the laser, then transition to the radar portion and still hit the target if the crew has to use evasive maneuvers,” he added.

More capable in adverse weather conditions and boasting a longer range than the older Hellfire, the JAGM can now be fired and aircrews can retreat to a safer standoff distance, but also can be aimed without pointing the laser directly at the target.

“You aren’t required to have your laser sight on a target to hit it,” said Kennedy.

He also said the ability to off-set lasers, a capability that defeats potential laser countermeasures, has distinct tactical advantages.

“The ability to not have to put the laser directly on the target and let the adversary know that you are about to kill him is a tremendous benefit,” added Al Maes, Aviation weapons technical advisor for the Training and Doctrine Command’s Capability Manager Recon Attack.

“Once you have the missile off the rail and encounter smoke or dust or fog, a regular laser missile could lose that target. With JAGM, I have a pretty good guarantee that I am going to kill that target with a single missile instead of multiple missile shots,” he said.

ate in a variety of situations and altitudes that resemble an operational environment.

“We’re out here shooting at real targets,” said Scott McLendon, AVTD Operational Test Officer for JAGM. “It’s a real T-72 driving down the road, not a burntout hulk with a million holes in it sitting out on the range. To me, the real targets provided at YPG are really a value-added.”

To make the testing as realistic as possible, YPG personnel installed remote-control kits on four separate target vehicles, allowing pilots to fly scenarios where they engaged multiple moving targets at once.

“It’s difficult and unique,” said Kennedy. “Having real moving targets adds good operational flavor to the test.”

YPG’s natural desert environment also contributed significantly to the test’s realism.

“In an active combat zone or engagement area, you have multiple targets, half of which could be burning,” said Chief Warrant Officer 5 Scott Jackson, AH-64D/E Recon and Attack Standardization, TRADOC Capability Manager Recon Attack.

“The other half could be evading. Then you have wind shift and wind flow that could kick up obscurants and make it more difficult to determine a clean target set.”

“We also get more battlefield realism in that we get dust as well as smoke, so we get a twofor-one here in terms of the environmental piece,” added Maes.

Information gathered during the operational test not only validates the weapon, but also contributes new insights for training pilots on how to use the JAGM for maximum effect.

Though the operational test is now complete, further developmental testing, including integrating new software to support the JAGM into the Apache, will continue at YPG. Yuma Proving Ground has nearly 2000 square miles of restricted airspace, a vast and precious asset used to test manned and unmanned aircraft --and their weapons — in all stages of the development cycle.

The clear, stable air and extremely dry climate — which makes inclement weather a rarity — as well as YPG’s isolation from urban encroachment, makes it highly coveted for this type of testing.

“YPG is way less restrictive than some other installations,” said McLendon. “We can put the missile through all the parameters we need to, including high-altitude shots. It’s really user-friendly here.”

YPG can conduct multiple tests concurrently and without

having to compete for runway and airspace with manned fighter jets, a limitation at other installations.

The close coordination, professionalism and favorable test locations assured the success of this critical test as this new capability moves towards fielding for Soldiers. ~~ About the U.S. Army Operational Test Command: As the Army’s only independent operational tester, USAOTC tests and assesses Army, joint, and multi-service warfighting systems in realistic operational environments, using typical Soldiers to determine whether the systems are effective, suitable, and survivable. USAOTC is required by public law to test major systems before they are fielded to its ultimate customer — the American Soldier.

The Aviation Test Directorate at Fort Hood, Texas, plans and conducts operational tests and reports on manned and unmanned aviation-related equipment to include attack, reconnaissance, cargo and lift helicopters, fixed wing aircraft, tactical trainers, ground support equipment, and aviation countermeasure systems.

“We also assess that Iran will continue to develop military capabilities that threaten U.S. forces and U.S. allies in the region,” he added.

King Street and Armistead Gates under construction

The 633rd Civil Engineer Squadron will renovate the guard houses at the King Street and Armistead Gates.

The construction will be phased to minimize traffic impact. The first phase of construction will affect two of the four inbound lanes and one of the two outbound lanes at the Armistead gate. This phase will also affect one inbound and one outbound lane of the King Street gate.

Phase one of construction will last up to 60 days and begin on Nov. 27, 2017, at 9 a.m. Phase two of construction will last up to 57 days and is expected to begin Jan. 26, 2018, at 9 a.m. Phase two will affect the remaining two inbound lanes and one outbound lane at the Armistead gate, and the remaining inbound and outbound lane at the King Street gate. Durand Entry Control Facility (NASA gate) Life lessons over lunch workplace study changes Security Forces personnel will no longer man the Durand Entry Control Facility (NASA Gate). Personnel will still have their credentials checked by guards at the main NASA gate, however, their credentials will not be checked again at the Durand Entry Control Facility. NASA guards will still man their side of the Durand Entry Control Facility and will only allow CAC holders (no dependent ID cards) to enter NASA property. Additionally, no commercial vehicles are allowed access to NASA property. The Durand Entry Control Facility hours are from 6 to 9 a.m. and 3 to 6 p.m., Monday through Friday.
