NNSY conducts its large share of submarine availabilities, but this is the first that’s required separation of a boat’s hull. With two cuts made and La Jolla now separated into three pieces, three new hull sections will be added and a substantial portion of the existing boat will be scrapped. The first of the three modules has arrived from Electric Boat (EB) on a shuttle barge and was transferred into the drydock.

As originally scheduled, this new section will become part of La Jolla later this month.

Commander, Navy Region Mid-Atlantic will hold the annual Retiree Summit and Career Fair at Joint Expeditionary Base Little Creek-Fort Story’s Rockwell Hall Gym from 8 a.m. to 12 p.m., Nov. 7.

The annual event brings together a full range of guest speakers, vendors, medical representatives and prospective employers to one location to give transitioning service members, military retirees, family members, and surviving spouses the most up to date information on pay, benefits and legislative initiatives.

The summit kicks off with remarks from keynote speaker Rep. Scott Rigell (R-VA 2nd District). A town hall style panel discussion will follow providing information on policies and issues affecting retirees.

Naval Medical Center Portsmouth will staff a health and information fair, administer free flu shots to eligible beneficiaries and provide dental screenings.

Participants can also expect more than 20 employers, colleges and universities supporting the Job and Educational Fair.

Representatives from military, federal and community organizations will be on site to provide information about topics of interest to the retiree community to include Defense Finance and Accounting Services and legal assistance.

Culinary Specialist 2nd Class Sylvester Jones received the opportunity of a lifetime when he was selected to be a part of the naval service Culinary Arts Team during the Joint Catering Competition, which was held in London, from Oct. 13-15.

Jones, along with his nine teammates, encompassed the Navy team and went head-tohead in the culinary competition with their counterparts from the Royal navy, British army, and the Royal air force at the Defense Staff College of the United Kingdom.

Jones, who works in the galley at Naval Support Activity Hampton Roads-Northwest Annex, was selected to be part of the team and immediately began to prepare for the competition. “My teammates and I dialed in on our speciďŹ c dishes, so that we could prefect them,â€?

Jones said. “So once the competition day came, it was easy for us to execute everything.�

The competition was an

For the Navy team, Jones was the “Jack of the Dust,� which is the person responsible with getting all of the food necessary for each individual to practice and use during each session. Jones also competed in the Hot Sweet category, where he had 30 minutes to prepare a hot dessert.

He prepared an American lava cake with a berry medley compote served with mascarpone ice cream. The dessert was tasty enough for him to win a bronze medal in the competition. “It felt great to receive the medal, but what I really enjoyed about the competition was the camaraderie between the Royal navy and the United States Navy,� Jones said. “It was awesome working with the cooks over there. They are extremely talented.�

Jones also competed in the Armed Forces Culinary Competition this past January in Fort Lee, Virgina, and ďŹ nished in third place, receiving a bronze medal. “I think because he excelled

there, that was a big reason for his selection in this competition,â€? Chief Culinary Specialist Randall Rufolo, leading chief petty ofďŹ cer at the Northwest Annex Galley, said. “Also, I am sure that his positive attitude and the way he carries himself also contributed to him being selected.â€?

Jones’ love for cooking began at an early age while growing up with his grandparents. “I began to love cooking with them and preparing savory soul food dishes,� Jones said.

That love remained throughout the years and continued when Jones joined the Navy in 2008. He has been working in the Northwest Annex Galley for about two years. “He is a squared away Sailor and has the natural abilities of a leader,� Rufolo said. “He is always looking to better himself, either personally or professionally.�

When Jones is not cooking up delicious dishes, he enjoys working out, keeping a smile on his peer’s faces, and singing.

WHAT ALL HANDS NEED TO DO TO PROTECT AGAINST CYBER THREATS

Cyber threats come from a variety of sources including nation states, profit-motivated criminals, ideologically motivated hackers, extremists and terrorists. When you log on to a Navy network or system, you're in the cyber battlespace.

If there are weaknesses in the Navy's defenses, its networks and computers can be compromised by intruders with relatively limited resources. Cyber adversaries only have to be successful once to do significant damage; we cannot afford to make any mistakes.

Follow these best practices to keep Navy networks and systems secure.

Don't Take the Bait – Always verify source of emails and the links in emails. If you're directed to a site for an online deal that looks too good to be true, it probably is fraudulent.

Phishing, or fishing, is a form of email spoofing. By clicking on a link in what appears to be a legitimate email or taking the bait, you may be directed to a fraudulent website that installs bad software on your computer or captures data you enter on the website. Opening an infected email attachment can also install bad software on your computer.

Spear-phishing is a form of phishing that targets a specific organization. Spear-phishing emails appear to be from an individual or business you know. Spear-phishing attempts are not typically initiated by "random hackers," but are more likely to be conducted by those seeking financial gain, trade secrets, or military information. Signs that an email may be a spear-phishing attempt include: ■ Sender's name, organization or company not matching the email address or digital signature ■ Words such as official, mandatory, urgent, etc.

■ Link text may not match associated website ■ Unsolicited requests for personal information ■ Poor grammar and multiple misspellings When in Doubt, Throw it Out – Don't open suspicious links in emails, tweets, posts, messages or attachments, even if you know the source.

Don't Connect Unauthorized Devices to Navy Networks – Don’t connect unauthorized devices, such as thumb drives and cell phones, to your computer. Unauthorized devices may contain software that can allow an intruder inside the Navy's network.

Remove Your Common Access Card (CAC) – Remove your CAC or lock your computer when you’re not using it. Don't make it easy for someone to access data on your computer by leaving it unlocked when you're away.

Use a Better Password – Don't use easily guessed or weak passwords. Safeguard them, so they can't be stolen. Password best practices include: ■ Use different passwords for every account ■ Make passwords a minimum of eight characters long and include at least one number, one capital letter, one lower case letter and one special character ■ Select the first letter of each word in an easily remembered phrase for the letters in your password. For example: stand Navy down the field, sails set to the sky becomes: sNdtfsstts ■ Don’t use names or words that can be found in any dictionary, including foreign languages ■ Don’t use keyboard patterns ■ Routinely change passwords on all accounts ■ Don’t change passwords in a serial fashion (e.g. password2015 replaced with password2016) ■ If you save your passwords to a file, password protect or encrypt the file ■ Don’t write down your passwords or keep them in your wallet or purse ■ Don’t allow your browser to store your passwords Safeguard Your Personally Identifiable Information (PII) – Cyber adversaries can use information they've obtained about you to appear legitimate, so they can trick you into surrendering data they need to breach our networks and systems.

To protect your PII, be savvy about providing information online and use good security practices when using social media sites.

Choose security questions that have answers not discoverable on the internet (e.g. do not choose the street you grew up on, your mother's maiden name, etc.) In addition don’t conduct work-related business on your personal account. Facebook, Twitter, LinkedIn and other social media platforms are invaluable tools, but they can introduce security hazards. Personal profile information on these sites may be used by hackers for social engineering or phishing purposes. Also, be extra vigilant about friending bogus Facebook accounts, which can allow hackers to harvest sensitive user photos, phones numbers and email addresses for social engineering attacks.

Don't Use P2P Programs – Don't use peerto-peer (P2P) file sharing programs. These

programs can spread bad software inside the Navy's network defenses.

Stay on known, good websites and use websites that are business related or known to not pose a hazard.

Don't Use Systems in Unauthorized Ways – The Navy has established policies to protect itself from compromise. Don't put others at

risk by using systems in ways that aren't authorized.

Complacency about cyber security makes the Navy vulnerable to compromises that could significantly affect operations. Your commitment to these cyber security best practices will protect the Navy’s operational capabilities and contribute to our cyber fight.

Lincoln takes on noiseinduced hazards

As simple as it may sound, noise is one of the most common health hazards to Sailors in the Navy. Whether serving aboard an aircraft carrier during its refueling and complex overhaul (RCOH) or conducting operations in the middle of the Gulf, Sailors are exposed to noise every day.

According to the Navy Safety Center, in 2014 noise-induced hearing loss was the Navy’s number one occupational health expense. The resulting consequences to the Navy from hearing loss include lost time, reduced productivity, military disability settlements and expenses for medical treatment, such as hearing aids.

During RCOH, Sailors aboard the aircraft carrier USS Abraham Lincoln (CVN 72) are taking the lead in minimizing noise-induced hazards. A group of Sailors assigned to the Deck Department have been trained to apply a special coating of paint on the bulkheads of some of the ship’s common areas. This paint is designed to reduce noise and vibration within these spaces and will be evaluated for future use.

“The Navy has taken steps forward to reduce noise levels inside the ship in preparation for the arrival of the Joint Strike Fighter squadrons,” Lincoln’s Assistant Safety Officer Lt. Cmdr. Scott Dunn said. “The Office of Naval Research (ONR) has been working

on ways to reduce the impact from flight deck noise on decks below.”

The Lincoln’s noise abatement paint team is leading the way in helping to meet the ONR goals of more noise reduction on board ships.

“One of the ways to provide some noise reduction is to coat structural and joiner bulkheads with a special paint that has been reported to reduce noise levels by about five to seven decibels,” Dunn added. “This is a significant reduction. Based on the way we measure noise, about every three decibels doubles the noise level.”

ONR will come out and will determine the effectiveness of the coatings the Sailors have applied in a majority of the compartments just below the flight deck.

The paint used is a sound and vibration dampening paint, specifically designed for marine applications.

“It’s more coating than a paint. It has properties that will dampen the vibrations and noise that transmit through metal bulkheads,” Lincoln’s Assistant First Lieutenant Ens. Joel Newberry said. “The coating is being applied to living and working spaces that are directly affected by the high-level noise caused by flight deck operations.”

Newberry said he hopes this procedure will help improve living conditions on the ship for the benefit of the crew.

“This procedure helps us make those areas safer and healthier for future Lincoln Sailors,” he added, referencing the decreased noise levels

Energy Action Month 2015: Delivering power, presence

When leaving the house in the morning, you make sure all the lights are off, computers are off or asleep, and no water is running. What about when you leave work at Naval Air Station (NAS) Oceana? The benefits are the same both places, but it’s easier to forget about the savings from energy conservation when you’re at work.

“One-third of our sustainment funding goes to paying utilities,” NAS Oceana Commanding Officer Capt. Louis Schager said. “If we can reduce that by even a fraction, thousands of dollars can go back in to our facilities’ budget, whether that’s a new roof, a new HVAC system, or repairing all of the things that you would like fixed.”

Throughout the month of October, naval commands worldwide are using Energy Action Month 2015 as an opportunity to strengthen their workforce’s commitment to responsible energy use as an enabler of the mission. The theme for this year is “Power. Presence.” Making clear the connection between the energy our operating forces depend on and the Navy’s commitment to be on station when and where our nation requires, 24 hours a day, seven days per week.

Schager and Executive Officer Capt. Richard Meadows are already demonstrating their commitment to promoting energy awareness among all the tenants housed on NAS Oceana by conducting what Schager calls, “energy walkthroughs.” Schager and Meadows, along with experts from Naval Facilities Engineering Command (NAVFAC), visit tenant commands to discuss their energy usage and oppor-

tunities for reducing their energy footprint by using energy saving light bulbs, fixing leaky faucets, or changing habits and behaviors of the staff.

“Our goal is to have all of NAS Oceana treat it like their own home when it comes to energy consumption,” Schager said. “I turn the lights and TV off in my office when I’m not there. I shut my computer down at night. Knowledge is power and we know that the people who live and work here want to do the right thing.”

In addition to energy walk-throughs, NAS Oceana reaches 35,000 people a year with a booth describing energy conservation strategies at the two Family Fest events held each year.

So far, NAS Oceana is exceeding expectations when it comes to energy consumption.

“In the ten years from 2005 to 2015, we were mandated [by the Department of Defense] to reduce our energy consumption intensity by 30 percent. Through 2014, we had reduced our consumption intensity by 51 percent,” NAS Oceana Installation Energy Manager Terry Honderich said. “In 2015, our energy consumption intensity regressed and our overall reduction for the whole decade was reduced to 46 percent.”

The Navy is also launching a new version of its Energy Warrior app this month, and will release new videos highlighting Navy personnel who are exploring new technologies and pursuing innovative practices to optimize energy use.

In a recent video, Rear Adm. Doug Morton, director of the Chief of Naval Operations Energy and Environmental Readiness Division, challenged Navy personnel to find solutions for reducing energy consumption and submit their ideas to energywarrior@navy.mil.

Information Dominance Corps Senior Leaders Climb to New Heights NAVIDFOR Public Affairs SUFFOLK

When you think of The Adventure Park at Virginia Aquarium, you think of a fun filled day with family and friends. However, look closely and you'll discover there is more to those climbers high in the trees; you'll discover the future senior leadership of the Information Dominance Corps and Navy.

Recently that group of future leaders was made-up of men and women from Navy Information Dominance Forces, Fleet Cyber Command/U.S. 10th Fleet, Naval Network Warfare Command, and Navy Cyber Defense Operations Command, who participated in a one-day skill-building event.

"This is part of the executive leadership module of the Senior Leadership Development Program (SLDP)," Ahmad Mashayekh, program director of the SLDP

and Mid-level Leadership Development Program, said. "In the leadership program, participants are exposed to some theory of leadership, some of the practice, and an assessment that identifies what type of leaders they are. Then [participants go through] an outdoor adventure session of the executive leadership module, which gives them a sense of how to know each other, how to build a team, how to be part of the team, and how to make the team work efficiently and effectively together."

The SLDP is a 10-month course based on the Office of Personnel Management's (OPM) five executive core qualifications: leading change, leading people, results driven, business acumen, and building coalitions.

The program was developed out of a desire to hone the leadership skills of the civilian workforce. Using OPM, Department

Navy shore installations play a critical role in promoting readiness, generating the force structure necessary for mission success, and enabling combat operations. Diversifying energy sources and optimizing energy use promotes energy security and resilience throughout the Navy, enabling continuous support to operational and tactical forces in the event of grid outages.

The Navy’s goal to get 50 percent of energy from alternative sources enables resiliency ashore and ensures the Navy’s ability to provide presence when and where it matters. By the end of 2015, there will be one gigawatt of renewable energy in the procurement pipeline. The program culminates in a three-day capstone event where students formally present their projects to senior leaders in their organizations. Sailors assigned to the aircraft carrier USS Abraham Lincoln (CVN 72) hosted the 2015 Capt. Tembe Memorial Golf Tournament, Oct. 29, in honor of Capt. Tushar Tembe, a former commanding officer (CO) of USS Truman (CVN 75).

Lincoln Sailors competed against Sailors from USS George H. W. Bush (CVN 77), USS Enterprise (CVN 65), USS Dwight D. Eisenhower (CVN 69), PCU Gerald Ford (CVN 78) and the Truman.

Capt. Tushar Tembe, who died suddenly Nov. 8, 2011, is seen as an inspiration and hero by many of the participants in the tournament.

“I had the honor of serving with him he was my [executive officer] and my CO at a former command,” Cmdr.

Louis V. Scott said. “One thing I truly remember about Capt. Tembe is his love for his Sailors and officers. I have a great deal of admiration and respect for him. He was definitely one of the key players in my life, not just in a professional standpoint but a personal one as well. He really catapulted my career.”

Many Sailors said they looked fondly on the tournament as a chance to build relationships and blow off some steam, all while honoring a man who played an important role in many Sailors’ lives.

“I’m grateful that [Morale, Welfare and Recreation] put on this event to remember men like Capt. Tembe,” Electronics Technician 2nd Class Bradley Henry said. “I came out here to get to know everyone, including the people I work with, junior and senior, and this is a great opportunity to do so.”

Enterprise Sailors won the multicarrier tournament, receiving a trophy to mark the occasion. Awards also went to individual Sailors who scored well in other aspects of the game.

Lincoln is currently undergoing Refueling and Complex Overhaul (RCOH) at Newport News Shipbuilding, a division of Huntington Ingalls Industries in Newport News,.

Lincoln is the fifth ship to undergo RCOH, a major life-cycle milestone.

Once RCOH is complete, Lincoln will be one of the most modern and technologically advanced aircraft carriers in the fleet, and will continue to be a vital part of the nation’s defense.

Military Sealift Command’s (MSC) dry cargo and ammunition ship USNS Lewis and Clark (T-AKE 1) arrived at Tarawa, Republic of Kiribati, Oct. 24, as part of its continuing support of Exercise KOA MOANA (KM) 15-3.

Exercise KM 15-3 is a four-month international exercise allowing participants from the Marine Corps, Navy and Coast Guard to work with host nation participants from various countries in the Pacific island nations of Oceania.

The first portion of the exercise was in Tahiti, followed by a leg in Fiji, where Marines conducted theater security cooperation (TSC) activities with host nation partners.

After Tarawa, Lewis and Clark, which is also part of Maritime Prepositioning Ships Squadron (MPSRON) 2, will carry her personnel and cargo to Vanuatu for more TSC events, then finish off the exercise in Timor Leste in November. Lewis and Clark is scheduled to return to its homeport in early December.

While training in Tarawa, Marines will conduct military-to-law enforcement activities with local police. Members of the Navy and Coast Guard will participate in Oceanic Maritime Security Initiative (OMSI) operations, as they did in Fiji, in support of maritime law enforcement operations along with partners from the Police Maritime Unit Tarawa.

“While the Marines are training on the island with the host nation military or law enforcement agencies, the Coast Guard has taken this opportunity to use USNS Lewis and Clark, which is the platform for KOA MOANA 15-3, to conduct OMSI patrols with the nations these TSCs have been scheduled,” Navy Capt. Paul D. Hugill, commodore of MPSRON-2, said.

OMSI is a secretary of defense program aimed to diminish transnational illegal activity on the high seas in the Pacific island nations of Oceania’s exclusive economic zones (EEZ) and enhance regional security and interoperability with partner nations.

The Coast Guard is responsible for patrolling the waters around the numerous islands associated with the U.S. throughout the region. Each of these islands has territorial waters stretching out to 12 miles from

shore. Beyond that, stretching out 200 nautical miles are Exclusive Economic Zones (EEZs), an area defined by international law that allows each nation exclusive rights to the exploration and use of marine resources.

During the OMSI portion of KM 15-3, law enforcement agents from the Police Maritime Unit Tarawa, and Navy and Coast Guard personnel, will ride Lewis and Clark and intercept and board commercial fishing vessels operating inside the Kiribati EEZ. The combined team will be looking for potential violations.

According to Vessel Monitor System Officer for Police Maritime Unit Tarawa Taraa Teekea, illegal, unreported and unregulated fishing has a significant negative effect on Kiribati’s economy.

Outside of KOA MOANA, the Police Maritime Unit Tarawa conducts their own operations about six to eight times a year.

Their missions are typically 10 days at sea, with boarding an average of 30 suspected fishing boats during each operation.

“We are looking for those who are conducting illegal fishing,” Teekea said. “Some of the common violations are invalid fishing license, no license to transit through our EEZ, over-fishing certain types of fish, and vessels with no [EEZ] entry and exit reports.”

The OMSI memorandum of understanding between the Department of Defense, the Coast Guard and the National Oceanic and Atmospheric Administration helps to deter and prevent various threats to maritime security and transnational crime, encourage mutually beneficial partnerships with Pacific island nations, promote interoperability, enhance maritime domain awareness and improve economic stability throughout Oceania.

The program leverages DOD assets transiting the region to increase the Coast Guard’s maritime domain awareness, ultimately supporting maritime law enforcement operations in Oceania.

According to Coast Guard Lt. Lisa M. Hatland, OMSI liaison assigned to Coast Guard District 14 out of Honolulu and on board the Lewis and Clark for KM 15-3, since the Coast Guard doesn’t have all the assets it requires in order to patrol this region as often as they would like or to enact all the bilateral ship rider’s agreements that they have with partner nations, the MOU [memorandum of understanding] with the

“Through OMSI, the Coast Guard exacts an MOU with the DOD in order to supplement Coast Guard cutter deployments with naval assets that are transiting across Oceania,” Hatland added. “The MOU allows us to put Coast Guard boarding teams on board DOD ships to conduct Coast Guard missions, and it also permits us to embark foreign maritime law enforcement agents so they can enforce laws in their own sovereign waters.”

Initiatives like OMSI help the U.S. to project a maritime law enforcement presence beyond what the Coast Guard can do alone.

KOA MOANA also serves as a test for the Lewis and Clark on how well cargo and ammunition ship platforms will perform in this type of mission. The exercise is the first time a dry cargo and ammunition ship is being used for a Coast Guard mission.

“The Lewis and Clark is performing well.

During KOA MOANA, we’re doing everything that a [U.S. combatant ship] can do with regards to command and control,” Hugill said. “The reasons the Lewis and Clark is a good platform are the abundance of space, the capabilities of the deck crew and the ability to carry out around the clock operations.”

Commander, Maritime Prepositioning Ship Squadron 2, currently embarked aboard USNS Lewis and Clark and operating in the southeastern Pacific, maintains tactical control of the 10 ships that are forward-deployed to Diego Garcia and carrying afloat prepositioned U.S. military cargo for the Marine Corps, Army and the Air Force. The squadron’s mission is to enable the force from the sea by providing swift and effective transportation of vital equipment and supplies for designated operations.

MSC operates approximately 115 noncombatant, civilian-crewed ships that replenish Navy ships, conduct specialized missions, strategically preposition combat cargo at-sea around the world and move military cargo and supplies used by deployed U.S. forces and coalition partners.

Exercise KOA MOANA 15-3 is a Marine Forces Pacific-sponsored exercise designed to enhance senior military leader engagements between allied and partner nations with a collective interest in military-to-military relations, and to discuss key aspects of military operations, capability development and interoperability.

Continued from front There’s a lot of work to do, a lot of work that’s never been done before at the shipyard, and just over 720 feet of dry dock space in which to perform all of it. Because of this, creativity has had to exist hand-in-hand with coordination among the conversion’s stakeholders.

The MTS Conversion program consists of NNSY, EB, Naval Sea Systems Command (NAVSEA) and the primary contractor, Bechtel Marine Propulsion Corporation.

Project Superintendent Chrystal Brady said, “The MTS Conversion Program has worked extensively over a number of years to combine the best of the lessons learned from overhaul, new construction and deactivation availabilities into this demanding availability. This availability includes many first-of-a-kind jobs for NNSY, including a unique drydock setup to support severance of the ship. Limited real estate and an ever-changing footprint to support the extensive modifications require creativity and flexibility amongst our team and our partners. The relationships that have been formed over the years of planning ensure our success.”

Another first in a torrent of trailblazing tasks is the use of Self Propelled Modular Transporters (SPMTs) at the shipyard to move the hull sections in the dry dock. “The SPMTs performed as advertised, effortlessly moving the two severed sections of the host ship,” Brady said. To facilitate movement of the hull sections, the dry dock build is comprised of strongbacks, vice the standard concrete and wood block build that NNSY typically employs. The strongback build adds an extra four feet to the standard dry dock build. Since strongbacks are typically used in new construction, En-

For Arlington, the deployment marks the ship’s maiden voyage. During the ship’s time in the U.S. 6th Fleet area of operation, it completed a four-day multinational exercise Trident Juncture 2015.

Trident Juncture is a NATO-led exercise, designed to certify NATO response forces and develop interoperability among participating NATO and partner nations.

“It is amazing to watch two nation’s Marine forces operate so seamlessly together. The shared professionalism and commitment to mission between the U.S. Marine Corps and the Portuguese Fuzeleiros easily overcomes any language barriers or differences in equipment or experience,” Arlington’s Commanding Officer Capt. Sean Bailey said. “The ability to conduct large scale exercises such as Trident Juncture 2015, to help refine our ability to operate together, is one of the great strengths of NATO and one that assures the alliance’s viability.”

While in U.S. 5th Fleet, Oak Hill is expected to conduct a wide range of missions to include maritime security operations and ship-to-shore movements.

“The men and women of the ‘Mighty Oak’ are excited to arrive in ]U.S.] 5th Fleet and we look forward to taking the watch and patrolling these vital waterways for the greater good of all mariners, as well as working with our partner nations in the region,” Oak Hill’s Commanding Officer Capt. Orlando Bowman said. “More than 500 ships will sail through these waters on a weekly basis. Maritime security operations help to ensure that the Arabian Gulf, Gulf of Oman, Gulf of Aden, Red Sea, and the Arabian Sea remain a safe and prosperous area for all mariners with legitimate business while traveling these waterways.

The KSGARG and the 26th MEU are deployed to the U.S. 5th Fleet area of operation as part of a scheduled deployment in support of maritime security operations.

gineering and Planning Department (EPD) personnel designing these unique strongbacks took three years, extensive teamwork with EB, and a “mountain of calculations,” according to Devon Mitchell of NNSY’s Submarine Structural Preplanning Branch (Code 257).

EB will continue to contribute its new construction expertise in manufacturing and shipping new hull modules to NNSY as well as moving and pairing the new hull sections to La Jolla in the drydock.

EB will also connect mechanical and electrical systems between the new modules. From the inception of the project’s planning years ago to its continued execution today, the partnership between NNSY and EB is a prime example of NAVSEA’s “One Shipyard” concept, where the naval shipyards level the workload and mobilize the workforce across the yards to best ready the fleet and stabilize a vital industrial base for the nation’s defense.

As for support inside the shipyard, the Shipfitter, Sheetmetal and Welding Shops are all major participants in performing the boat’s structural modifications. NNSY’s EPD and Lifting and Handling Department are providing vital support in the unique hull module lifts and movements. The Tool Control Shop has designed and fabricated new tooling to support several first-time jobs. NNSY’s Wood/Fabric Shop has supported with constant installation, modification, movement and removal of scaffolding to support the constantly fluctuating work sites.

While quick to point out all the work that’s still required over the next two years, Brady said, “The project team is proud of the work that has been done so far. We are also excited to be a part of this unique availability that will serve the nuclear Navy for years to come in preparing crews to man every nuclear ship in the fleet.”

Nearly three dozen government officials from Indonesia, U.S., Australia, and the United Kingdom gathered in Jakarta Oct. 29, to continue their efforts to protect and preserve sunken sovereign vessels in the Java Sea, many of which serve as war graves.

“This year’s conference was another opportunity to raise awareness about the efforts to protect and preserve these maritime war wrecks,” Naval Attache for the U.S. Embassy in Jakarta Capt. Mark Stacpoole said. “The close collaboration during this year’s meetings will enable us to unify our efforts to maintain recognition and respect for these final resting places of our service members, who, in the words of Lincoln, ‘gave the last full measure of devotion.’”

Officials from participating countries included representatives from their embassies, navies, and cultural and educational ministries, as well as Indonesian maritime and civil police officers, who have been working to stem

unauthorized activities that have impacted the state of preservation of wreck sites in the area.

During the course of meetings, participants provided background briefs on their protection efforts. The groups also collaborated on other ways to create and sustain awareness to dissuade criminal activity, recognizing there are mutual national interests in doing so.

The parties agreed to open a museum exhibit in Indonesia highlighting the history of the wrecks, which will help educate residents and foster a sense of joint responsibility for respecting the sanctity of those men lost in service. The group has an ambitious completion date of March 1, 2016, for the first phase of the exhibit, which coincides with 74th anniversary of the Battle of Sunda Strait. In addition to the museum exhibit, there is also a battle site commemoration planned to recognize and honor those lost during the war.

The Exceptional Family Member Program (EFMP) is a mandatory enrollment program that works with other military and civilian agencies to provide comprehensive and coordinated community support, housing, educational, medical, and personnel services to families with special needs.

“Sailors on active duty enroll in the program when they have a family member with a physical, emotional,

developmental, or intellectual disorder requiring specialized services, so their needs can be considered in the military personnel assignment process,” EFMP Program Manager Lt. Cmdr. Brent Dennis said. “The overall goal of EFMP is to help families accompany the service member to the right duty locations; not to exclude them.”

EFMP offers many benefits to help address the challenges that can come with having a family member with special medical or educational needs.

Families can receive assistance with

managing appointments, answering questions and navigating confusing medical and educational systems. The program provides access to respite care to provide families with an opportunity to rest and re-energize. Enrollment in EFPM also allows service members to focus on their military mission by assuring them that their families are getting the care they need.

“Once you enroll in the EFMP, trained personnel review the availability of resources in projected assignment locations to ensure that wherever you go, your family member’s needs are met,” Dennis said.

Immediately preceding the multi-national gathering in Indonesia, was an undersea dive conducted from the USNS Safeguard (T-ARS 50). Navy divers, assisted by personnel from the Indonesian navy, revisited the WWII wrecks believed to be those of HMAS Perth (D29) and the cruiser USS Houston (CA 30). While the visit was limited to visual inspection and documentation, it served as a necessary and important follow up to the June 2014 survey, which resulted in the initial assessment of the condition of the Houston wreck.

As part of the Cooperation Afloat Readiness and Training exercise in June 2014, Navy divers from Mobile Diving and Salvage Unit (MDSU) 1, with personnel from the Indonesian navy, surveyed the wreck. Over the course of 19 dive excursions, both ends of the wrecked vessel were marked with buoys, and the exposed port side, as well as the deck, was documented using video recording.

In a November 2014 report, Navy underwater archaeologists assessed that was conclusive evidence of a pattern of unauthorized disturbance of the grave site.

Houston, nicknamed “The Galloping Ghost of the Java Coast,” was sunk in combat during the WWII Battle of Sunda Strait in 1942. Capt. Albert H. Rooks, the ship’s commanding officer who was killed in action, posthumously received the Medal of Honor for extraordinary heroism, while Houston was awarded two battle stars, as well as the Presidential Unit Citation. The site of the sunken ship is the final resting place of nearly 650 Sailors and Marines.

Although they may not know it, they are not alone. The Navy has started the Gold Star program to provide long-term support to surviving families of Sailors who pass while on active duty.

Launched last year, the Navy Gold Star (NGS) program provides Gold Star Families, families that have lost a Sailor while on active duty, a level of long-term assistance and support not previously available through the Navy. There are also new NGS region and installation coordinators, who are on hand locally to help coordinate the long-term care needed for surviving family members.

“I’m very proud of the steps we’re taking to embrace our Gold Star family program,” Naval Air Station Oceana’s Commanding Officer Capt. Louis Schager said. “I think it’s a long time coming and Oceana’s excited to include the Gold Star program into our Naval Air Station Oceana Air Show this fall.”

Samantha Blackwell, a tall woman with a flower perpetually pinned in her hair and a ready hug for everyone she meets, is the Gold Star coordinator on Oceana. Working out of Fleet and

Family Services, she is responsible for finding and contacting surviving family members in the area to let them know there’s a program that can help them.

“As a Navy Gold Star coordinator, my typical day is anything but routine,” Blackwell said. “Because the program is new, I spend time building case files and doing case and database management. Also, I may spend a good portion of my day talking to survivors seeking assistance on a range of topics from benefits to Gold Star events. In many instances, these phone calls or visits require research to identify benefits specific to the survivor’s circumstances, engaging organizations at the local, state, or national level to provide assistance or services to survivors. My day is anything but ‘typical’ and I love it.”

Part of her job as Gold Star coordinator is to organize events for surviving family members in the area where they can meet other Gold Star families.

“My most successful event is our most recent event. For May, that would be the Poetry Reading and Children’s Story Time event on at Barnes and Noble Town Center,” Blackwell said.

“We were also able to have Gold Star families participate in Warrior Week and the Patriotic Festival through collaborating with USO of Hampton Roads and Central Virginia. Because the program is so new, we are continuing to identify creative, innovative

ways to connect with and engage our survivors and our military and civilian community. Stay tuned, more events are on the horizon.”

Personnel eligible to participate in the NGS program include the widow, parents and the next of kin. The term “widow” includes widower; the term “parents” includes: mother, father, stepmother, stepfather, mother through adoption, father through adoption and foster parents who stood in loco parentis; the term “next of kin” only includes: children, brothers, sisters, halfbrothers and half-sisters; and the term “children” includes: stepchildren and children through adoption.

“The most difficult part of my job is hearing a survivor state ‘I wish I’d known about you sooner.’ That usually means the survivor has had to walk through some difficult times alone without an advocate, without knowledge specific to survivors, without benefits or entitlements,” Blackwell said. It means the survivor has endured living without their loved one’s presence or any significant recognition or remembrance of their loss. It also means awareness of and knowledge about the program lacking. However, the newness of the program means it will take time to get NGSP’s presence known and the community familiar with it.”

Blackwell’s goals for the Oceana Gold Star program are tied to surviving family members getting recognition for the sacrifices their families have made.

“I want Oceana to know what the Gold Star and next of kin of deceased personnel lapel pins mean. When the Oceana community sees a Gold Star license plate on a vehicle, they will understand the significance of that plate’s meaning. When personnel are accessing the commissary, medical and dental, NEX, and MWR facilities, they will understand the meaning behind that parking space reserved for Gold Star family members,” says Blackwell.

Goodbye for now Judy

I’ve always hated goodbyes. I actually loathe them to the point I would use the “ignore reality” tactic, because I couldn’t bare the thought of saying goodbye. It just doesn’t feel natural to me.

I’ve gotten a lot better about this over the years, because I’d like to think I’ve emotionally matured, but not when it comes to saying goodbye forever. In our military lifestyle, it’s only natural to say goodbye because of the constant permanent change of stations (PCS) and change of duty stations. I’ll be the first to admit, our last change of duty station from the Hampton Roads area (Ft. Eustis) to our current (Ft. Sam Houston) was rough. It was downright one of the hardest things I’ve ever had to do because I felt like I was leaving my family. My friends that had supported me and my family for four years of my life, of which half the time my spouse was deployed. Saying goodbye is never easy, but with maturity comes reflection and realization that it is a must.

One of my dearest and most valued friendships is coming to an earthy end and it’s got me rattled. I met Judy during my college years when she was my boss. I applied to work as a waitress at Cypress Springs local restaurant in Calloway County, Kentucky, and got the job! However, I couldn’t have imagined the connection, respect, and love that grew out of that waitressing job. See, there was a deeper connection. Judy and her husband Louie were high school sweethearts and best friends with my daddy during their high school years. Unbeknownst to myself, this friendship between these running buddies allowed yet another friendship to blossom and I am eternally grateful for the many memories, laughs, tears, and years, in which the Williams family has blessed the Ginn family.

Judy Williams is the most beautiful, kind, thoughtful, funny, respectful, feisty, maternal, sweet souled, and the strongest woman I know. Judy – I love you with my whole heart and don’t want to say goodbye so let’s settle on goodbye for now. I know I’ll meet you on that beautiful shore. You’re in my heart forever.

When the weather starts to cool, it means that flu season is here again. TRICARE makes it easy to get your flu vaccine at no cost from more than 45,000 participating retail pharmacies. More than two million TRICARE beneficiaries have gotten a free flu vaccine under the TRICARE Retail Vaccination program since it began in 2010.

“The flu vaccine helps protects hundreds of thousands of TRICARE beneficiaries from the flu every year,” Chief of the Defense Health Agency Pharmacy Operation Division Dr. George Jones said. “Hitting two million prescriptions is a great sign that this program is making flu vaccinations more accessible and affordable.”

Getting the flu vaccine every year is the most effective way to lower your chances of getting the flu. The Centers for Disease Control and Prevention (CDC) recommends that everyone six months and older get a flu vaccine every year. Serious cases of the flu can lead to hospitalization and even death. The elderly, young children, and people with serious health issues are at a higher risk for getting the flu. TRICARE covers two forms of the flu vaccine, the flu shot and flu mist.

If you choose to get your flu vaccine in a retail pharmacy, you must make sure to get it from the pharmacist. Some retail pharmacies now include medical clinics, but if someone other than a pharmacist – like a nurse, doctor or physician’s assistant – administers the vaccine, TRICARE may not cover it.

TRICARE also covers vaccines when you get them from your primary care doctor. Depending on your TRICARE plan, you may have to pay a copay for the office visit. Activeduty service members need to follow their Service policy for getting and reporting vaccines.

Getting the flu shot gives you a better chance to stay healthy this flu season.

Former First Lady of the U.S. and boat’s sponsor, Barbara Bush, congratulated the crew of the Los Angeles-class fast-attack submarine USS Houston (SSN 713), via video message, for a job well done before it returned to Pearl Harbor from the final scheduled deployment to the Western Pacific, Oct. 28.

“I am extremely proud of the work you have done on this final deployment,” Bush said. “Years from now, you will look back and feel a deep sense of honor and pride on your accomplishments.”

Bush went on to congratulate Commanding Officer Cmdr. Scott McGinnis, Executive Officer Cmdr. Steven Dawley, and Chief of the Boat Senior Chief Sonar Technician Paul McCrory. “Your leadership has paved the way for the successful conclusion to the amazing 33-year journey of warship Houston,” Bush added. “To the crew, it is your hard work that has made a difference in preserving freedom and protecting our way of life. Like those brave Sailors that took to the sea in the cause of freedom aboard the previous USS Houston, you are the guardians of their heritage and you carry their noble spirit in the service of our great nation.”

McGinnis attributed the success of one of the oldest submarines in the fleet to the outstanding performance of his crew, guided and mentored by the wardroom and Chiefs Mess.

“Chiefs and division officers utilized their vast experience to coach young Sailors into a cohesive, success-driven team,” McGinnis said. “The deck-plate leadership energized and motivated the significant portion of the crew who had not previously deployed.”

Steaming more than 35,000 nautical miles, Houston conducted a variety of operations vital to national security and bilateral exercises in support of U.S. 7th Fleet theater security cooperation goals. Houston’s crew enjoyed five port calls conducting community relations activities and en-

gaging with foreign navy counterparts.

During the deployment, 16 enlisted submariners and three officers became submarine qualified and are now entitled to wear the submarine warfare insignia, or dolphins.

Houston Sailors also advanced in rank at a rate 20 percent higher than the Navy average, including four new chief petty officers.

McCrory was impressed with his crew’s boat handling and their ability to stay on station through some very unique operations.

“This was a great last ride for the Houston,” McCrory said. “Out of the seven deployments I have done, that was by far the best performance I have seen from any crew I have had the pleasure of serving with.”

Friends and families gathered at the submarine piers on Joint Base Pearl HarborHickam with banners and signs to welcome home the Houston crew as she returned to Pearl Harbor’s historic submarine piers.

“We’re so proud of him,” Theresa Rodriguez said, who traveled from her hometown of Brick, New Jersey, to welcome home her son, Electronics Technician 2nd Class John Rodriguez. “We just can’t imagine what he goes through, but it’s amazing.”

Electrician’s Mate 1st Class Joshua Rasmussen surprised his girlfriend, Samantha Barnum, when he dropped to one knee with a marriage proposal on the red carpet.

“It’s so surreal, I don’t even believe it,” Barnum said. “I am very proud of him, and glad he’s back.”

As the boat’s sponsor, Bush christened the 360-foot attack submarine in March of 1981. In its 33-year career, Houston has earned numerous awards and accolades including two Navy Unit Commendations and two Meritorious Unit Commendations.

“Thank you for your dedication, service and hard work. I wish you a safe journey home. God Bless USS Houston and all who sail and have sailed aboard her,” Bush said.

Houston is the fourth Navy vessel named in honor of the city of Houston, Texas. She is a Los Angeles-class fast-attack submarine displacing 6,900 tons. She can be fitted with Mk-48 torpedoes and Tomahawk missiles.

USS Santa Fe returns from Western Pacific deployment

The Los Angeles-class fast-attack submarine USS Santa Fe (SSN 763) returned to Pearl Harbor Oct. 28, fulfilling a regularlyscheduled six-month deployment to the Western Pacific.

The deployment was Santa Fe’s second in three years to the Western Pacific, and included port visits to Japan, Guam and Singapore.

“We had an outstanding deployment,” Santa Fe’s Commanding Officer Cmdr.

Timothy Poe said. “We conducted extended operations in some of the world’s most challenging environments and helped develop the next generation of submarine experts. I could not be prouder of this crew and all their accomplishments. They met every challenge and exceeded every expectation.”

Gov. Susana Martinez (NM) was on hand to welcome the Santa Fe crew home, joining the crew for the ride into the pier-side homecoming, where she talked directly with Santa Fe Sailors and families to express appreciation and share the strong namesake relationship between the submarine and the capital city of New Mexico.

“Reflecting on today’s events, I can’t put into words the pride I feel celebrating the homecoming of the Santa Fe with it’s crew members,” Martinez said. “It’s unbelievable, the sacrifices the men of the Navy’s submarine community make to protect this great country of ours. Saying ‘thank you’ is never enough, but it’s the only words to express the gratitude I have for their service.”

Many at the homecoming also expressed their gratitude for the strong namesake support.

“Just knowing that the people of Santa Fe stand behind our crew while we are on mission makes the hard days bearable,” Lt. Keith Skillin, the navigator and operations officer on board, said. “This career makes it easy to feel like the rest of the world has forgotten you, but knowing that the support from the people of Santa Fe and the people back home reminds us all that even though we are the ‘silent service,’ there are people out there thinking about us and remembering we are here.”

During the deployment, 30 enlisted submariners and three officers became submarine qualified and are now entitled to wear the submarine warfare insignia, or dolphins.

“Getting qualified in submarines and earning my dolphin warfare insignia was the most rewarding part of this deployment for me,” Electronics Technician 3rd Class Nathan Tillery said. “I’m looking forward now to venturing around the island of Oahu. I didn’t get a chance to when I first got here because we left on this deployment soon after I arrived.”

Measuring more than 360 feet long and weighing more than 6,000 tons when submerged, Santa Fe is one of the stealthiest submarines in the world.

The submarine combines stealth, endurance, and agility to provide a highly cost effective and capable boat, ready on a moment’s notice to carry out a multitude of missions.

Commissioned on Jan. 8, 1994, Santa Fe is the 52nd boat of the Los Angeles-class and is based out of Pearl Harbor, Hawaii.

Dignitaries from the Republic of Korea (ROK) embarked aboard the Navy’s only forward-deployed aircraft carrier USS Ronald Reagan (CVN 76), Oct. 28.

U.S. Ambassador to South Korea Mark Lippert accompanied Combined Forces Command Deputy Commander ROK army Gen. Kim Hyun-jip, and other distinguished guests on their tour, which showcased Reagan and its embarked air wing, Carrier Air Wing (CVW) 5, and provided visitors the opportunity to interact with the crew and observe at-sea operations.

“We’re honored to have our guests aboard today,” Reagan’s Commanding Officer Capt. Christopher Bolt said. “It’s always great to show off this great ship to our friends in Korea.”

The distinguished guests toured several of the ship’s spaces including the flight deck, navigation bridge, hangar bays and flight deck control, which allowed them to see Reagan’s at-sea operations up-close and personal.

“We are quite impressed by the ship and its capabilities,” Lippert said. “It provides a better understanding about what an aircraft carrier can do, and we all really appreciate everything that you guys do out here.”

This visit is in conjunction with the bilateral training that Ronald Reagan Carrier Strike Group is conducting with the Republic of Korea navy to strengthen the U.S.-Republic of Korea alliance and improve regional security.

Reagan and CVW-5 provide a combatready force that protects and defends the collective maritime interests of its allies and partners in the Indo-Asia-Pacific region.

The Center for Surface Combat Systems (CSCS) and its learning site, AEGIS Training and Readiness Center (ATRC), celebrated 30 years of training, which included a ribbon cutting ceremony for their new wing on board Naval Support Facility Dahlgren, Oct. 21.

To start the ceremony, ATRC’s Commanding Officer Capt. Pete Galluch, discussed ATRC's past and welcomed distinguished guests including: retired Adm. and Virginia's Secretary of Veterans and Defense Affairs John C. Harvey, Jr.; retired Vice Adm. James Doyle, Jr.; Mrs. Anna Mae Meyer, the wife of retired Rear Adm. Wayne Meyer; and prior commanding officers, retired Capts.: Willard Siepel, Sheldon Margolis, Ted Hontz, and Rick Easton.

"Ground breaking for the AEGIS Training Center took place in 1983," Galluch said. "It was formally established as a training command in November 1984 and opened for training in October 1985 with the first class of 14 students graduating Dec. 18, 1985, from the AEGIS Computer Fundamentals course."

CSCS' Commanding Officer Capt. Bill McKinley, then introduced the keynote speaker, retired Rear Adm. George Huchting.

"Today, I have the honor and privilege to introduce an essential leader and mentor in the AEGIS community," McKinley said.

Huchting discussed the importance of international AEGIS partnerships and history of the schoolhouse. He then spoke directly to ATRC instructors in the audience.

"How you prepare your Sailor students and how you use your experience to take another turn on the war fighting effectiveness is key to the real value of those national treasurers – the AEGIS fleet – standing tall to whatever challenge they face. Not taking a hit, and if they do, fighting through and coming home safe," Huchting said. "Your job is to ensure that the next 34,000 Sailors

who come through these doors can do just that!”

He then addressed the students.

"Thirty-four thousand Sailors have walked in your moccasins, they have taken your ship and its AEGIS system to sea. Truly, they have gone in harm's way," Huchting explained. "Their feedback has enabled the courses here at ATRC to constantly evolve. The very best can come back here as instructors to pass on to you the lesson learned. You must demand the very best from your instructors, your mentors, and ATRC. You must learn from the mistakes of the past. You must open your mind to new ideas – ideas of others and the new ideas you generate! Your families expect it of you! Your battle group and our Navy urgently need it from you! Your country, our Constitution and our way of life are, in fact, dependent on you."

After his powerful speech, Huchting, McKinley, Galluch, and ATRC's student of the month Fire Controlman 3rd Class Andrew Brunetta, cut the ribbon officially opening the new addition to the Rear Adm. Wayne E. Meyer AEGIS Education Center designed to meet the ever increasing demand for advanced technical and tactical training.

After the ceremony, guests were able to observe the past, present, and future of AEGIS training as they toured the schoolhouse and its new wing.

"History should be learned from," Huchting said. "The future is uncertain so, here we are in the present where we know what we have to work with. Today, we are here, in the present, to open another very important asset for the fleet and our country. The capability we cut the ribbon on today is a piece of 'certainty,’ something you have in hand to use to ensure you can fight and win."

USS Albuquerque arrives in Bremerton for inactivation

The Los Angeles-class fast-attack submarine USS Albuquerque (SSN 706) arrived at the Puget Sound Naval Shipyard and Intermediate Maintenance Facility to commence the inactivation and decommissioning process, Oct. 28.

An inactivation ceremony was held in San Diego, California, to honor the boat’s 32 years of service on Aug. 28. During the ship’s life, Albuquerque deployed 19 times, visited over 20 countries and steamed over 500,000 miles. “The ship’s success is directly attributable to a cohesive crew that through the years has maintained a ‘can-do’ attitude,â€? Albuquerque’s Commanding OfďŹ cer Cmdr. Don Tenney said. “I am exceptionally proud of the crew who just completed a six-month WESTPAC [Western PaciďŹ c] deployment and immediately turned to the business of moving the ship and their families to Bremerton, and started preparing the ship for decommissioning.â€?

During the inactivation process, the submarine will be de-fueled with the hull retained in safe storage until decommissioning. Albuquerque is scheduled to decommission in 2016. “We view the decommissioning as our next mission and are determined to execute it with the precision and thoroughness that are the hallmarks of the submarine force,â€? Tenney said. “We understand that our success here is critical, so we can make our highly-trained Sailors available to newer ships in the eet.â€?

Albuquerque was the second Navy vessel to be named for Albuquerque, New Mexico. The keel was laid by the Electric Boat Division of General Dynamics in Groton, Connecticut, Dec. 27, 1979. The boat was launched March 13, 1982, and commissioned May 21, 1983.

Commodore Run returns to NSA Crane after 14-year hiatus

For the ďŹ rst time since the terrorist attacks of 9/11, Naval Support Activity (NSA) Crane hosted the Commodore Run, a half-marathon and 5K race, Oct. 24.

With nearly 200 participants, the race is one of the few events on the installation open to the public. “It’s good for the outside area to come here and have the chance to see how awesome the base is,â€? NSA Crane government employee and ďŹ rst place female and third overall ďŹ nisher for the half-marathon Mandy Schaeffer said. “It’s important to have events where everyone can come together.â€?

Although many of the runners included base personnel and their families, numerous individuals traveled to participate in the race.

Many were students from Indiana University in Bloomington, Indiana, while some traveled from as far north as Indianapolis, Indiana, or as far south as Louisville, Kentucky, and beyond. “It was fun and well organized,â€? Daniel Runnels, the ďŹ rst place ďŹ nisher for the half-marathon and Indiana University student, said. “I like to support small races like this.â€?

Many living and working in the community remember when the Commodore Run began in 1986, attracting runners annually until it was suspended following 9/11. However, after 14 years, longtime residents and ďŹ rst-time visitors are looking for it to remain an annual event. “Thanks a bunch for putting this on,â€? Runnels said. “I may be back out here next year if you put it on again.â€?

The run is named after Commodore William M. Crane, also the namesake of the installation, who served in the Navy from 1799 to 1846.

Amid the grey bulkheads of the Navy’s only forward-deployed aircraft carrier USS Ronald Reagan (CVN 76), there is a room with red leather chairs, bright neon signs and the low buzz of clippers.

Hollywood Clips is the barbershop aboard Reagan and, just like any other compartment, it has a designated group of Sailors who work in the shop.

“Someone out there always needs a haircut. Whether it’s another Sailor, a friend, a family member, or even someone you don’t know,” Ship's Serviceman Seaman Michael Francis, a barber in Hollywood Clips, said.

“One minute you’re cutting an E-1’s hair and then you’ll be cutting a captain’s hair.

So you get the diversity of the entire ship all in one room.”

According to Francis, he was apprehensive about cutting hair at first, but quickly grew to see the importance in his job.

“It didn’t take long until I grew to like and appreciate the job,” Francis said. “I’ve never cut hair before the Navy, but now I feel like barbering is something that will be a good skill to have throughout my life. I really like it now. I see it as more of an art than just a job. There’s a lot of satisfaction in seeing someone on the ship with a clean cut and

thinking that you were the one that made that happen. It’s just like any job in the Navy, it’s something you can take pride in.”

Francis added that he does not only find the job itself rewarding, he also finds a number of different aspects that make his job special.

“The amount of customers will vary. On busy days we can expect 50 to 60 customers during the day shift,” Francis said. “It will get pretty hectic at times, but the customers make the time go by pretty quickly. Talking to people on the chair and listening to their stories is entertaining. You’ll get someone new to the ship talking about the same thing a senior Sailor was talking about and you get to hear both sides of the story.”

According to Chief Legalman James Callea, barbers, such as Francis, are not the only ones who enjoy spending time at Hollywood Clips.

“For what little hair I have, they do an outstanding job every time,” Callea said.

“I highly recommend going to Hollywood Clips. The Sailors who work there give great customer service, great hair cuts and I’m always satisfied.”

Reagan and its embarked air wing, Carrier Air Wing (CVW) 5, provide a combatready force that protects and defends the collective maritime interests of the U.S., its allies and partners in the Indo-Asia-Pacific region.

The aircraft carrier USS Theodore Roosevelt (CVN 71) and Ticonderoga-class guided-missile cruiser USS Normandy (CG 60) departed Singapore after a four-day port visit to the island nation, Oct. 28, and continues on its routine journey to its new homeport of San Diego, California.

Concurrently, the Ronald Reagan Carrier Strike Group (CSG) is operating off the east coast of the Korean peninsula conducting routine bilateral training with the Republic of Korea (ROK) navy. The Ronald Reagan CSG consists of aircraft carrier USS Ronald Reagan (CVN 76), with its embarked air wing, Carrier Air Wing (CVW) 5, Ticonderoga-class guided-missile cruiser USS Chancellorsville (CG 62) and Arleigh Burke-class guided-missile destroyers USS Curtis Wilbur (DDG 54), USS Fitzgerald (DDG 62), and USS Mustin (DDG 89).

"Having two carrier strike groups in the region working simultaneously with our allies and partners is just another example of our commitment to building capacity, keeping the sea lanes open and maintaining peace in the region," Commander of U.S. 7th Fleet Vice Adm. Joseph Aucoin said. "We are pleased with the opportunity for the crew of the Theodore Roosevelt to have been able to work alongside our Indian and JMSDF [Japan Maritime Self-Defense Force] partners on its way through 7th Fleet."

The U.S. routinely conducts carrier strike group operations in the waters around the Republic of Korea to exercise maritime maneuvers, strengthen the U.S.-ROK alliance, and improve regional security. This bilateral training consist of routine training, subject matter expert exchanges, anti-submarine and anti-surface warfare drills, communication drills; air defense exercises, counter-mine planning, and distinguished visitor embarkations.

During the Roosevelt visit to Singapore, Sailors participated in multiple community relations events, took in the cultural sites and sounds of Singapore in a welcome break from operations at sea.

Prior to the Singapore port visit, Roosevelt and Normandy participated in the trilateral exercise Malabar with the Indian and Japanese navies. The annual high-end warfighting exercise, which began in 1992, featured maritime patrol and reconnaissance operations; surface and anti-submarine warfare; air defense exercises, and visit, board, search and seizure operations. Malabar is a continuing series of complex, war fighting exercises conducted to advance multi-national maritime relationships and mutual security. It features complex exercises both ashore and at sea.

The U.S. 7th Fleet’s area of responsibility encompasses more than 48 million square miles – more than 124 million square kilometers – from the Kuril Islands in the north to the Antarctic in the south, and from the International Date Line to the 68th meridian east, which runs down from the IndiaPakistan border. The area includes 36 maritime countries and the world’s five largest foreign armed forces – People’s Republic of China, Russia, India, North Korea and Republic of Korea. Five of the seven U.S. Mutual Defense Treaties are with countries in the area – Republic of the Philippines, Australia, New Zealand, Republic of Korea, Japan, and Thailand.

It’s 3 a.m., and the whole house is silent. Mom and dad lay sound asleep until an ear-piercing screech sounds throughout the house. From the outside of the house everything seems calm. Lights pop on and stream through the windows. Inside, 24-yearold Justin Wappler tries his best to quiet his baby, Nora.

“It is extremely rare that a night goes by and I don’t wake up because of Nora,” Wappler said.

In the middle of the night, the Wapplers are just like most families in America. However, Wappler is an aviation machinist’s mate petty officer 3rd class in the Navy, so many nights he is not home.

November is Military Family Month, which recognizes the loved ones who support service members.

“The selflessness of our military families tells a story of unfailing duty and devotion,” President Barack Obama said in a 2014 proclamation.

“Through long deployments, difficult separations, and moves across the country and overseas, spouses and partners put their careers on hold and children take on extra responsibilities. With grace and resilience, families endure the absence of loved ones and shoulder

the burdens of war.”

Being at sea with a child at home can be very stressful. It is essential that the mother and father both play equal parts in raising their child, and this balance is hard to achieve.

“When Justin is gone it’s a lot harder to raise a child, but it’s worth it every now and then when I see Nora smile back and laugh,” Christina Wappler, Justin’s wife, said. “A couple of times I flew back home while Justin was underway to have my parents help take care of Nora. Having helpful parents makes it a lot less stressful in raising our daughter while Justin is gone.”

For many Sailors, leaving their families and homes can be worrying and the changes they come home to after being away can be hard to deal with.

Day-to-day life on a ship and the mission at hand often make it hard to keep in touch with loved ones back home.

With the loss of connectivity during underway periods, communication with loved ones back home becomes extremely difficult.

Any means of finding a way to contact friends and family becomes a first priority.

Sailors try to email as much as possible and try to use any other means of communication to stay in touch with loved ones at home. With the lack of

face time with those back home, it makes it vital that Sailors maintain a current connection with loved ones.

“Leaving my wife and kid is very tough for me.

But when I get back into port, and I see my child more grown up and more developed, it touches my heart,” Wappler said. “I know then it’s all worth it.”

Coming home after an underway period can be a shock to some Sailors. There may be certain changes that are overlooked and are taken for granted.

“During our first underway in December, it had been the first time I was away from my wife and daughter,” Wappler said.

“When we finally came home, Nora didn’t recognize who I was. It was a huge turning point in her life and I missed it. After a couple of days she realized that I was her father. Now, whenever I come back, she instantly smiles and knows that her dad is coming back to her.”

Wappler has been in the Navy for three and a half years now and on board USS John C. Stennis (CVN 74) for three years. He came in undesignated and struck aviation machinist’s mate in 2013. He earned his enlisted aviation warfare specialist pin in 2014.

ed through the Meritorious Advancement Program to petty officer third class.

In his division he holds the titles: collateral duty inspector, individual maintenance ready list, disperse technical publication library and calibration petty officer. While in homeport he is a member of the Inport Security Force.

His naval success, and the successes of hundreds other parents on board Stennis, show that it is possible to raise children while serving on active duty in the U.S. military.

“Being in the Navy has its struggles, its ups and downs. Sometimes I get overwhelmed with having a child,” Wappler said. “However, I look ahead and the future looks bright.”

Navy professionals looking to advance their career and get a graduate education at a top school have a new opportunity. The Fleet Scholars Education Program (FSEP) is a talent management initiative that provides education opportunities to select Unrestricted Line (URL) and Information Dominance Corps (IDC) officers, according to NAVADMIN 254/15 released Oct. 29.

The Navy’s leadership is investing in the future of their communities by selecting proven, at-sea leaders to participate in FSEP. The program is designed for junior to midcareer officers.

Here is what you need to know: ■ FSEP selectees will attend a graduate school of their choice.

Selectees will be able to choose an accredited graduate school in the continental U.S., Alaska or Hawaii to attend for up to 24 months. Distance learning, medical and legal education are not authorized.

■ Community sponsors will be selecting individuals soon and slots are limited.

Community sponsors will make their selections and submit them by Dec. 16. FSEP is usually focused on lieutenant URL and IDC officers. Communities have the following allocations: Aviation: 7; Surface: 7; Submarine: 4; Special Warfare: 3; Expeditionary Combat: 3; IDC: 6.

■ If the Navy has already funded your graduate education, you are not eligible for FSEP. This does not include officers with advanced degrees they earned using their G.I. Bill, tuition assistance, or Navy College Program for Afloat College Education.

■ If selected for FSEP, apply to multiple schools.

FSEP selectees will be reimbursed for up to three application and transcript fees. Participants must consult the list of schools that already have Education Service Agreements (ESA) on the Naval Postgraduate School (NPS) Civilian Institutions (CIVINS) approved schools website www. nps.edu/Academics/CIVINS/Curricula_ApprovedSchools. html. If your school of choice is not on the list, you must notify the NPS CIVINS office so they can pursue additional ESAs. ■ FSEP participants will incur an active duty service obligation.

Selectees maintain their active-duty status while participating in the FSEP and must agree to remain on active duty for three years following graduation or withdrawal from the program. A member who voluntarily, or through misconduct, fails to complete the active duty time will be required to reimburse the cost of their education received.

Gen. Frank Kelley to be deputy assistant secretary of the navy (DASN) for Unmanned Systems during his speech Oct. 27, at the Association for Unmanned Vehicle Systems International’s Unmanned Systems Defense 2015 event.

“Gen. Kelley’s superb operational experience as a U.S. Marine, as well as his professional expertise in the field of electronic warfare and unmanned technology make him perfectly qualified to lead this new enterprise in the Department of the Navy, and I look forward to the great work he and his team will be spearheading,” Mabus said.

Kelley is the first DASN for Unmanned Systems and will assist in the planning and prioritization of unmanned systems as well as develop acquisition strategies to obtain these emerging capabilities.

The Department of the Navy officially launched the Unmanned Warfare Systems Division (N99) Sept. 15, when Rear Adm. Robert Girrier, a member of OPNAV, was named director of Unmanned Warfare Systems.

Lark Doley, second vice president of Toastmasters International, the world’s leading organization devoted to communication and leadership skills development, is scheduled to visit

Hampton Roads this week.

Doley will tour Toastmasters clubs in Virginia throughout the week, culminating in a keynote address at the Toastmasters Fall Conference in Portsmouth, Nov. 7.

As a member of the Toast-

masters International Board of Directors, Doley is a working ambassador for the organization. She works with the Board to develop and support the policies and procedures that guide Toastmasters International in fulfilling its mission.

A toastmaster for 25 years, Doley is a member of two clubs: her home club in Pflugerville, Texas, and the Arthur Storer club that was chartered in honor of her father-in-law after his death in 1997.

Doley has held a number of high-profile leadership positions within Toastmas-

ters and has attained the distinguished toastmaster designation – the highest level of achievement in the organization.

“I have used my improved communication and leadership skills to found and lead a successful company,” Doley said. “I now have the privilege to work for a company where I use my skills daily to teach others.”

Study reveals local residents who are ‘askHRgreen.org-aware’ akHRgreen.org

Research shows that Hampton Roads residents who have tapped into the resources of askHRgreen. org are more likely to live a green life, while showing the greatest propensity for change when it comes to exhibiting positive green behaviors. Highlights of an April 2015 online survey, conducted for askHRgreen.org, show that awareness of the region-wide public awareness and education campaign has increased to 18.2 percent from 2012 – a 6.2 percent gain.

That’s good news for the Hampton Roads Planning District Commission (HRPDC), which administers the campaign funded by the region’s 17 cities and counties and Hamptom Roads Sanitation District.

“The 2015 study shows that the askHRgreen.org campaign is successfully changing behaviors and it continues to help localities effectively and efficiently meet their state regulatory requirements for improving the health of local waterways, recycling rates, awareness of water resources issues and sanitary sewer overflow prevention,” HRPDC Public Information and Community Affairs Administrator Julia B. Hillegass, and askHRgreen.org team leader, said. askHRgreen.org was launched in early 2011 to consolidate multiple green outreach programs of the HRPDC, and was guided by the findings of a fall 2010 online benchmark survey to gauge the region’s environmental literacy. The strategy was to provide residents with the tools they need to be good environmental stewards to help turn negative behaviors around.

A follow-up survey conducted by

EAB Research in November 2012 showed that askHRgreen.org was gaining ground.

The April 2015 survey confirmed the campaign has proven effective in educating and modifying the behavior of its target audiences, and that participants who have been to the website, attended an educational event or read or heard askHRgreen. org messaging in the media, are more likely to report positive behavior and attitudes. Other general survey findings showed that: ■ Twenty percent of those surveyed had visited the askHRgreen. org website, 80 percent of those went for general information or curiosity, and 6.7 percent had a specific question.

■ askHRgreen.org-aware participants considered themselves significantly more knowledgeable. From 2010 to 2015, aware participants who ranked themselves knowledgeable increased 17.2 points.

■ The disconnect between a personal action and the effect it has on an individual, uncovered in the 2012 benchmark survey, is unchanged and is still significant in 2015.

■ Except for younger respondents who seek environmental information at a high frequency, searching for environmental information is trending downward.

With regard to key campaign messaging, the 2015 survey revealed that respondents believe: ■ Consumer costs for tap water and wastewater are seen as good values, and a majority of respondents were open to small increases to accommodate system upgrades – 57.7 percent said they are willing to pay an extra $1 to $5 per month to upgrade and sustain water systems.

■ Respondents who use the gar-

bage disposal showed no change between 2010 and 2012, but went up 3.5 points in 2015, showing a need to further educate residents about eliminating its use to prevent backups.

■ Participants who flush materials other than toilet paper declined from 13 percent in 2012 to 10.5 percent in 2015.

■ Of participants who said they recycle, 93.9 percent recycle at curbside, 28.3 percent recycle plastic or paper at specially marked bins at the grocery store and 26.6 percent recycle at special events. The top two reasons for not recycling are uncertainty about what can be recycled and that the bin fills up too quickly.

■ The 2015 survey revealed that of the participants with a lawn or garden, 20.7 percent reported fertilizing three or more times per year and 41.6 percent fertilize one to two times per year.

■ Since 2010, drinking bottled water at home has declined from 69.1 percent to 54.3 percent. The changes among askHRgreen.orgaware are more significant with a 21–point decrease over five years.

Over the next few years, Hillegass and her team will focus on improving the functionality of the website, increasing awareness of the campaign, showing the connection between negative environmental behaviors and the resulting consequences and engaging younger audiences to help grow their interest in the environment.

“We’ve proven that you can change people’s behaviors,” Hillegass said. “The campaign doesn’t have to change dramatically, because it is already doing the job.

We’ll make it easier for people to find us and keep rolling out these important messages.”

Jeff Gordon held off Jamie McMurray in a green-white-checkered run to victory in the Goody’s 500 at Martinsville Speedway.

He called Kenseth’s move “cowardly,” while Kenseth initially said he had a tire going down, then acknowledged that he wrecked Logano because “you’ve got to try to keep respect in the garage area.

Many in the sport pointed out that the difference this time was that instead of the two battling for the lead and having a crash like at Kansas, Kenseth was laps down when he wrecked Logano out of the lead.

Analyst for NBC Kyle Petty, a former driver, said the Martinsville incident was uncalled for and a “black eye” for NASCAR. “This was total BS [sic] to take somebody out that was leading the race,” Petty said. “This makes us a joke.”

Petty’s fellow analyst Dale Jarrett, a Hall of Fame driver, agreed that Kenseth had stepped over the line of what is acceptable, and was further critical, pointing out that Kenseth initially lied about what happened by saying he had a tire go down.

“At least own up to it,” Jarrett said.

On Nov. 1, Goody’s 500 at Martinsville Speedway was NASCAR at its very best – and also at its worst.

Jeff Gordon, in the twilight of a Hall of Fame career, scored his first win of his final season, and celebrating it led to one of the sport’s most emotional Victory Lane celebrations in years.

On the flip side, Matt Kenseth exacted revenge on Joey Logano for an incident two weeks prior at Kansas Speedway by wrecking Logano as he appeared to be heading to his fourth straight victory.

Penske teammate, Brad Keselowski, both of whom had cars capable of winning, taken out by crashes, Gordon emerged as the favorite in the closing laps of the Goody’s 500.

After a pit stop following Logano’s exit from the race, Gordon worked his way to the front and held off Jamie McMurray on a green-white-checkered-flag run to the finish to get his ninth career win at Martinsville, the 93rd of his 23-year career, and – just as notable – a spot among the four drivers who will compete for the championship in three weeks at Homestead-Miami Speedway.

ting in the dark, cheering the victor and savoring one of the great moments in the history of NASCAR and of Jeff Gordon.

“This is turning into one of these just incredible storybook finishes to this year, to this career,” Gordon said. “Of all years … I cannot believe this. I’m so excited it’s happening in this year. That was clutch.

That was huge. Yeah, we had a few things that fell in our favor. But you’ve got to be there and be ready for that moment when it comes, and we were.”

McMurray, who took the runnerup spot over Denny Hamlin, Dale Earnhardt Jr. and Kyle Busch, was among those glad to play a sup-

porting role in a special moment in NASCAR history.

“Jeff Gordon is the only die cast or T-shirt that I ever bought growing up before I made it to NASCAR,” McMurray said. “So it was really a cool moment for me to get to battle with him on a greenwhite-checkered at Martinsville.”

Then there was the incident on Lap 454, in which Kenseth – already out of contention, two laps down and out of the championship hunt – wrecked Logano.

Logano, who entered Martinsville leading the standings, is now eighth and in need of a win in the next two weeks to advance to the championship race at Homestead.
