Chief of Naval Personnel (CNP) Vice Adm. Bill Moran visited Sailors aboard the aircraft carrier USS Theodore Roosevelt (CVN 71), TR, as part of a tour to the U.S. 5th Fleet area of operations, Sept. 10-11.

During the trip, Moran, joined by Fleet Master Chief April Beldo, discussed a variety of initiatives including the Meritorious Advancement Program, uniform changes, advancement, compensation and many of other new personnel initiatives during their visit, which included an all-hands question-and-answer session broadcast shipwide via closed-circuit television.

I once heard someone say, “Suicide is a victimless act.” The idea that suicide is victimless is untrue. Suicide causes a wake of victims. Suicide shatters lives.

Suicide impacts family and friends for a lifetime and I’m not sure anyone ever fully recovers from the pain caused by the loss of a loved one, especially by suicide.

Shortly after Vietnam an uncle of mine committed suicide. His departure left a void on my mother’s side of the family that never healed. Almost 45 years later his suicide still haunts my mother and her brother and sisters. Because I have seen the effect suicide had on my own family, I’m rather passionate about this topic. I have tried my best to ensure Sailors know how to cope with life’s changes and challenges, and also tried to ensure all Sailors know how to recognize some of the warning signs that present when another person is contemplating such action so they can possibly step in and act to prevent a tragedy.

September is Suicide Prevention Month. This year the campaign employs the message, “Every Sailor, Every Day,” as the theme to foster more discussion about a topic that is, in my opinion, not talked about enough. This year the Navy created a 17-minute video by the same name and it is really worth watching. You can view the video at: http://www.navy.mil/viewvideo.asp?id=20466.

Additionally, the Navy’s 21st Century Sailor Office has championed an effort called “1 Small Act.” The idea is simple. Download a printable card from the following URL: http://www.npc.navy.mil – under the Support and Services tab select 21st Century Sailor, then in the left hand margin click on Suicide Prevention. There is a link to download “1 Small Act” signs. Once you print the sign, you can write the small act you will do to help your Shipmates, then have a photo taken of you and your sign – or take a selfie – and email it to: suicideprevention@navy.mil. There is a link on the NPC website to visit the “Every Sailor, Every Day” page that displays the submitted photos. I encourage everyone to participate!

I am delighted the Navy dedicates an entire month to suicide awareness. That said, I hope our leaders, especially our chiefs, talk about this topic year round. It’s difficult to know all the reasons people contemplate, attempt or commit suicide, but if we keep the conversation going, our Sailors will be more alert – more vigilant.

According to the Centers for Disease Control, the following are leading causes of suicide: previous suicide attempt(s); history of depression or other mental illness; alcohol or drug abuse; family history of suicide or

violence; physical illness; and feeling alone. The problem with a list is that it will never be complete. There are many other factors that can drive suicide thoughts.

I feel the best course of action is to know your family, friends and Sailors well enough to know when their actions and demeanor change. If you see a change, ask about the change. It’s okay to be bold and ask the tough questions. Ask, “Are you planning to hurt yourself?”

Ask, “Are you thinking about killing yourself?”

Life is precious and you are never alone! No matter what obstacles you face, taking your life is not the answer. The Navy offers so many incredible resources for Sailors. It always frustrates me to learn Sailors sometimes think they have no one to turn to when things get tough. As of the beginning of September, 28 active-duty Sailors took their own life, and another nine from our reserve service. In a perfect world the number would be zero.

Few know more about your moods and attitudes than those closest to you. If you think a friend or family member is displaying troubling behavior, step in. It is vital you intervene and get help. Don’t leave the person alone! Stay with them until you can get the help they need – your immediate actions to recognize troubling behaviors and act, quite possibly could be the difference between life and death.

Shipmates, no action in life matters more than saving another person. Life isn’t easy and things happen that push people to their limits. Suicide is not the answer. I have listened to many people that attempted suicide and lived to tell the story of how they got help and are very thankful they didn’t complete the act. My advice is to never joke about suicide and to always take gestures or ideations seriously. Never dismiss a threat as idle or a joke. I would rather have a friend upset with me for breaking their confidence and alerting help resources, than protect our friendship by not saying a word, and then perhaps, having to live with the notion that I saw warning signs and did nothing about them. Step in!

Lincoln Sailors walk to raise suicide prevention awareness

In 2013, Department of Defense statistics reported that a U.S. service member committed suicide almost each day, and a veteran died by suicide nearly every hour. With these alarming rates in mind, each year the military recognizes Suicide Awareness Month throughout September.

This year, Sailors assigned to the aircraft carrier USS Abraham Lincoln (CVN 72) raised suicide awareness by participating in an overnight “Out of the Darkness Walk” at Huntington Hall Field in Newport News, Sept. 9-10.

More than 300 Sailors participated in the walk, which began at sunset and continued until sunrise, taking shifts and covering more than 52 miles.

The Sailors also remembered loved ones who lost their lives to suicide by surrounding the track vigils of candles in paper bags with powerful messages written on them like, “You are not alone” and “One life lost is too many,” all in an effort to honor the memories of loved ones who have lost their lives to suicide.

The walk was dedicated to Yeoman 3rd Class Ryan Alfaro, a Lincoln Sailor who died by suicide earlier this year. His family made the trip from Toledo, Ohio, to attend and walk with their son’s former shipmates.

Ryan’s mother, Annette Alfaro, expressed her appreciation for Lincoln’s support over the past few months.

“Seeing all these Sailors out here for an event like this shows that they care,” said Annette. “They might be that person, or know that person, who needs help. We’re all here for each other. It’s so overwhelming. Words can’t describe it, they really can’t.”

Lincoln’s Coalition of Sailors Against Destructive Decisions (CSADD) chapter spent the past few months helping to coordinate the event with the memory of Ryan in mind.

“We started gathering ideas, and with this month being all about suicide awareness, we thought, why not stand with

Ryan’s family and show our support to them, while showing our Sailors that we care about all of them,” said Gunner’s Mate 3rd Class Hillary Tabor, a CSADD member. “When an individual feels like suicide is the answer, they feel alone.

Walking, essentially, into the morning, is representative of bringing someone who has those feelings of loneliness to the light.”

Ryan’s sister, Ursula Alfaro, expressed

gratitude to the command, and recognized the opportunity for others to pay it forward through the walk.

“I feel like it’s a cycle. If you open a door for someone, you would hope that person would open a door for someone else, and so on,” Ursula said. “Everyone that’s doing this is going to try harder to help someone in the future, even if it’s something as small as saying you love them or are thinking of them.”

The walk concluded with the Sailors gathering for one final lap as a group.

Cmdr. Maurice Buford, Lincoln’s command chaplain, shared some final words to close the event.

“If you hear the statistics on suicide, an American committed suicide every 13 minutes last year,” said Buford. “If that trend stays the same, the inference is that someone in the service, someone at our command, may have been touched by that.

People are out here to show respect to those that have gone on. But more importantly, it’s to send a message to say we believe there’s a better way. The better way is to embrace hope and embrace life.”

That message of hope not only rings throughout the Lincoln family, but through its extended family as well. The kinship forged between the crew and the Alfaro family will only continue to grow stronger.

“The Navy’s like our family now,” Ursula said. “There are people here who were close to my brother and consider him a brother.

All of us feel like we’ve lost something in ourselves. Coming together helps with that feeling. Thank you, we love you and you’ll always be with us. And I’m sure Ryan is saying the same thing, so thank you.”

Tavis McDonald, a graduate student at Texas A&M University in The Bush School of Government and Public Service, attended the presentation because of an interest in joining the Navy. “I got a pretty good perspective on what it’s like to serve on an aircraft carrier.

My goal is intelligence or aviation, so that will probably lead to an aircraft carrier at some point in my career,� said McDonald.

“Everyone was so grateful, and everything was wellorganized and thought out on the part of the organization,” said Tonski. “They were very appreciative of us helping out and you could tell it wasn’t taken for granted.”

In addition to visiting the Texas A&M campus, including the Memorial Student Center and the Aggie Bonfire Memorial, Bush Sailors also toured the George Bush Presidential Library and Museum.

According to Robert Holzweiss, deputy director of the George Bush Presidential Library and Museum, the library serves to preserve and explain the legacy of President George H. W. Bush. It contains 44 million pages of documents, two million still photos, 10,000 videos, and 122,000 museum objects.

Bush’s Sailor of the Year, Master-at-Arms 1st Class Richard Marrs, was impressed with the facility.

“The library was phenomenal,” said Marrs. “I didn’t know much about it before.

It shows our namesake was an amazing man dedicated to service. To see it all come together in one exhibit, it’s definitely an example people should live by.”

This was Carter’s first trip to the library and museum, and he hopes more Bush Sailors have the opportunity to visit the ship’s namesake in the future.

PRT: A lifestyle, not a moment

With the Navy-wide physical readiness test (PRT) fast approaching, the aircraft carrier USS Harry S. Truman (CVN 75) Morale Welfare and Recreation (MWR) office is providing resources to help Sailors get fit to achieve their best scores even while out to sea.

T. Nguyen, Truman’s afloat fitness director, said it can be difficult to find ways to get into shape the right way while out at sea, but it’s not impossible.

“We offer daily equipment checkout for things like resistance bands, workout mats, jump ropes and TRX suspended training equipment,” said Nguyen, known as the Fit Boss.

“We have nine gyms on board that are open 24 hours a day and we also host group fitness classes like functional fitness and boxing so Sailors have many opportunities to get in shape while out to sea.”

MWR also helps Sailors by providing health consults and courtesy body composition assessments.

“MWR is a great tool to help Sailors stay active and healthy as well as improve their mental health to reduce stress while on the ship,” said Nguyen. “If Sailors have any questions, we are always here to help.”

Lt. J. Oakes, Medical Department division officer, said some Sailors may think of resorting to unhealthy ways of preparing for the PRT, such as crash dieting or taking supplements that may have negative effects on their health.

Nguyen encourages Sailors to maintain a lifestyle of fitness rather then waiting until PRT season to get back into shape.

“Start early, don’t think of it as something you have to pass,” said Nguyen. “Think of it as a lifelong goal to maintain your health, not just for the Navy, but for yourself.”

Nguyen said small changes like rebalancing up what you eat or drink can make a big difference.

“Assess your nutrition and take one bad thing out of your diet each week. As far as working out goes, try to get in at least 30 minutes a day. Go out and find something you enjoy doing; you’re more inclined to stick to something you’re interested in, so find what motivates you.”

Chief Aviation Ordnanceman D. Guernsey, Truman’s command fitness leader, said Sailors should stay on top of their physical fitness.

“Don’t put off until tomorrow what you can do today,” said Guernsey. “Start today. Whether it’s eating right, running or picking up a workout routine – start now.”

Oakes said if you don’t see results immediately, keep in mind that change takes time.

“Improvements in health and physical fitness need to be gradual,” said Oakes. “You can’t change overnight. When you finish one PRT look at where you’re at, and if you’re borderline in an event, start working on your weaknesses right away to prepare yourself for the next PRT.” For more news from USS Harry S. NAVSTA Norfolk holds ribbon-cutting for new barracks

A new Naval Station Norfolk (NSN) barracks, built to house 900 service members, opened its doors for business during a ribbon-cutting ceremony on Sept. 3.

The $66 million Willis Manor Unaccompanied housing barracks (Bldg. X-2) is located at the corner of Maryland Ave. and Dillingham Blvd.

“It will enhance the morale and wellness of thousands of Sailors by getting them off the ships and into a living environment that is conducive to relaxation,” said NSN Commanding Officer Capt. Doug Beaver, who cut the ribbon.

Willis Manor has five floors and 225 market-style apartments. Each includes a kitchen, laundry and double-occupancy bedrooms, with two closets and a bathroom. Additional amenities include: a reception and access control center adjacent to the entrance, with visual links to the common areas and apartment wings; a theater lounge; two landscaped courtyards; and a picnic pavilion.

The barracks was named in honor of Pharmacist’s Mate 1st Class John Willis, who served with the 3rd Battalion, 27th Marines, 5th Marine Division, during operations against Japanese forces on Iwo Jima, Feb. 28, 1945. Willis administered first aid to many Marines wounded during close in-fighting until he was struck by shrapnel and ordered back to the battle aid station. Without waiting for medical release, he rejoined his company and advanced to the front lines during mortar fire to aid a wounded Marine. While administering plasma to the patient, Willis returned eight enemy grenades before being killed in action.

“Willis gallantly gave his life for his country,” Beaver said to about 40 people in attendance at the ceremony. “He was a shining example of an ordinary Sailor doing an extraordinary and heroic act to help his brother-in-arms.”

NSA Hampton Roads receives Storm Ready Supporter Designation

Naval Support Activity (NSA) Hampton Roads was recognized as a Storm Ready Supporter and earned a designation by the National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), on Sept. 10.

The base received the designation due to their ability to disseminate information within the guidelines of warning reception, communication-relay of warning, hazardous weather response plan, sheltering location, and preparedness.

“This is a huge accomplishment for our base and we are proud to say that we are ready for any emergency,” said Capt.

Jack Freeman, commanding officer of NSA Hampton Roads. “Our emergency management team has done an outstanding job ensuring that our base community has weather safety plans and knows how to take the appropriate measures to prepare and protect themselves when severe weather strikes our area.”

Storm Ready is a NWS program that started in 1999 and helps arm America’s communities with the communication and safety skills needed to save lives and property – before, during, and after a severe weather event. Storm Ready helps community leaders and emergency managers strengthen local safety programs. Storm Ready Supporters are local entities that promote the principles and guidelines of the Storm Ready program into their severe weather-tsunami safety and awareness plans. Entities may be eligible as a Storm Ready Supporter based on the bylaws of the local NWS Storm Ready Advisory Board and the endorsement from local emergency management.

There are currently 444 Storm Ready Supporter entities nation-wide, and NSA Hampton Roads is currently the only military community in Virginia to receive the designation.

“Being a storm ready supporter helps the command continue to strengthen all aspects of awareness and ensures that our base community has the information that is needed regarding a severe weather event,” said Chief Damage Controlman Guillermo

Emergency Operations Center manager. “With the tools that we already have in place, we are definitely storm ready.”

In preparation for the upcoming winter weather, NSA Hampton Roads and the Emergency Operations Center (EOC) staff is continuing to review their emergency management plans, work with the Public Works team on the snow removal process and the acquisition of supplies, and begin to release information on winter preparation.

“The Storm Ready Supporter recognition from the National Weather Service clearly shows the dedication of the NSA Hampton Roads emergency management staff towards providing base residents, their families, and staff the best possible information and procedures to keep them informed and safe during a wide variety of weather related hazards,” said Eugene Lambert, Naval Station Norfolk emergency manager. “As the first military installation in the Commonwealth of Virginia to be recognized as a Storm Ready Supporter, they join the two military installations in the Commonwealth, Naval Station Norfolk and Langley Air Force Base, who have been recognized with full Storm Ready Recognition.”

The NSA Hampton Roads emergency management staff works closely with Lambert and his team on emergency preparedness and response situations that have the possibility of affecting both installations.

William Sammler, NOAA NWS warning coordination meteorologist, presented the command with the designation and congratulated them on their efforts to ensure that their base population is ready for severe weather.

“There are requirements that have to be met in order to be a Storm Ready Supporter, and NSA Hampton Roads fulfilled all those,” he said.

“They are prepared, they continue to monitor the daily weather conditions, and they have developed those important connections with other entities.”

WPNSTA Yorktown reflected on heroes, victims of 9/11

At a ceremony in Nelson Chapel, chief petty officer (CPO) selectees from Naval Weapons Station (WPNSTA) Yorktown and its tenant commands reflected on the sacrifice of more than 3,000 victims of the terrorist attacks of Sept.

11, 2001.

Three passenger airliners were hijacked by al-Qaeda forces and flown into the twin towers of the World Trade Center and the Pentagon. A fourth crashed in a field near Shanksville, Pennsylvania, due to the courage of the passengers that tried to retake the plane. This was the worst attack on American soil since the attack at Pearl Harbor in 1941.

“It’s been 14 years since the peace of an American morning was broken, yet it was on that awful day that we witnessed something uniquely American,” Chief Gunner’s Mate Jason Alderman said. “Ordinary citizens rising to the occasion and responding with

extraordinary acts of courage.”

The solemn ceremony began with the tolling of bells and the lighting of candles, each one signifying a moment that fateful morning when tragedy struck, beginning when the first plane hit the World Trade Center south tower and ending when the north tower collapsed.

“The sounding of two bells signifies the attack on United States soil on Sept. 11, 2001, and in remembrance of those who lost their lives that tragic day,” said Chief (select) Master-at-Arms Derek Vasko.

“We sit here and listen to those bells toll, and it sends chills down your spine, and on this day, every single one of us knows exactly what we were doing that morning,” said WPNSTA Yorktown Command Master Chief Lee Friedlander.

Friedlander did something unique and unscripted when he asked people to stand if they lost someone in the attacks of 9/11, or if they knew someone who died, or even if they knew someone who suffered a loss in the attack. More than two-thirds of the chapel stood

up, showing that the terrorist attack affected nearly everyone in one way or another.

“It’s always amazing to me how we freeze hardship in our mind,” Friedlander said. “We rarely recognize the good that comes out of something so bad. So many people stepped up to the challenge to join the military after 9/11.

“Every day, we come in [to work] in uniform, whether it be military or first responders, and we pray that the attacks of 9/11 will never happen again.

We continue to do our jobs, but we stop on a day like today and we remember,” he continued.

The ceremony ended with the passing of the flag down the line of chief selectees, from one to the next, in honor of the memory of the more than 3,000 who died on 9/11, but especially to remember two of their fellow CPOs who died that day in the attack on the Pentagon.

“This flag is dedicated to the men, women and children who died on Sept. 11, 2001,” Friedlander said. “It will reside in the CPO Mess as a reminder of those brave Americans.”

U.S. Fleet Forces Command held a remembrance walk and memorial service at Naval Support Activity Hampton Roads (NSAHR) on Sept. 11, to honor the families, victims and survivors of the 9/11 terrorist attacks.

More than 60 service members walked 2,977 feet, one foot for every victim of the attack, which concluded at the NSAHR prisoner-of-war/ missing-in-action park.

“I don’t want anybody to forget what happened,” said Chief (select) Information Systems Technician, Deon Coleman, the event coordinator. “You have to learn from

your past, so your future will be better.”

The walk started with a moment of silence at 8:46 a.m., the exact time the first jet crashed into the World Trade Center north tower.

The walk halted for a second moment of silence at 9:03 a.m., when the second jet hit the south tower.

Following the march, guest speakers highlighted the events of the 9:37 a.m. Pentagon attack. Also remembered at 10:07 a.m., was United Airlines Flight 93, where an attempt by passengers was made to regain control of the aircraft in Shanksville, Pennsylvania, preventing a planned White House attack.

The event included a wreath laying ceremony at

the park’s 9/11 memorial, and concluded with a flag passing.

Chief Information Systems Technician Mario Antretter spoke during the ceremony about his connection to 9/11.

Growing up as an orphan in New York City, Antretter played football under coaches Steve and Greg Hoffman.

During the 9/11 attacks, Steve Hoffman was killed while inside the World Trade Center. Antretter’s adopted father was scheduled to be at the World Trade Center that day, but due to a last minute change, was not.

“We’re here to remember the people who lost their lives,” said Antretter. “It meant a lot for me. It’s not about me.

It’s about remembering.”

America’s history was forever changed on Sept. 11, 2001, when the World Trade Center collapsed, the Pentagon was attacked and four aircraft fell from the sky. It was a day most Americans will ever forget.

In a ceremony hosted by Truman’s chief selectees, Sailors aboard aircraft carrier USS Harry S. Truman (CVN 75) paid tribute by honoring the 14th anniversary of 9/11 to the men and women who were lost and the heroes who arose when they risked their lives for fellow Americans.

“It’s important that we commemorate those who have fallen,” said Chief Ship’s Serviceman A. Ransaw, the master of ceremonies. “We have a lot of Sailors on board that are from New York, and I think it’s a great thing that we do this every year. That day affected a lot of people.”

The tragic events, which transpired that day, would impact many Americans. To Truman, it is the inspiration for a future generation of Sailors.

“We can’t forget what happened that day,” said Culinary Specialist 1st Class J. Dowell, who assisted the Military Sealift Command hospital ship USNS Comfort (T-AH 20) as a first responder at Ground Zero. “We are still trying to honor them and to protect our country, our families and our beliefs.”

Sept. 11, 2001, had an impact that could not be foreseen by its perpetrators.

“Since that day, our country has shown great resolve,” said Truman’s Commanding Officer Capt. R. B. Scholl. “We are still out there fighting.

We are not done yet.”

Coastal Riverine Group (CRG) 2 has taken ownership of the first two of 12 Mark VI patrol boats (PB), in Portsmouth, Sept. 8.

The MK VI, an 85-foot combatant craft, will provide a persistent capability to patrol shallow littoral areas for the purpose of force protection of friendly and coalition forces as well as critical infrastructure.

“The MK VI is an amazing boat with great capabilities,” said Chief Boatswain’s Mate Michael Schwartz, who operates the patrol boat. “The ability to conduct our mission without having to return to homeport every night is quite empowering. Considering how well it performs, I foresee an expanded mission set on the horizon. Plus, it is fun to drive.”

Navy Expeditionary Combat Command’s Cmdr. Peter Berning emphasized the enhanced capabilities of the Navy’s newest and next generation patrol boats.

“Globally transportable, the MK VI patrol boats can operate from amphibious ship well decks to forward locations, while partnering with allied navies at a new and more effective level than at any time in recent history,” said Berning, who added the unique design of the patrol boats is its configurability, which will provide the opportunity for installation of future systems directly supporting the operational commander.

The MK VI PBs will also provide operators enhanced capabilities such as speed to range to maneuverability.

“These patrol boats can reach speeds in excess of 35 knots and

have a range of more than 600 nautical miles,” said Berning, who added the redesigned pilothouse and a reconfigurable, modular main deck cabin provides space for a sizeable crew and their payload.

Over the course of the next few years, the CORIVFOR will continue to accept PBs. The first deployment of the MK VI PBs is expected early 2016.

The CORIVFOR operates in harbors, rivers, bays, across the littorals and ashore. The primary mission of CORIVFOR is to conduct maritime security operations across all phases of military operations by defending high value assets, critical maritime infrastructure, ports and harbors both inland and on coastal waterways against enemies and when commanded conduct offensive combat operations.

CORIVFOR is a component of Navy Expeditionary Combat Command and provides flexible responsive maritime security forces capable of performing high level security.

She answered a lot of my questions and I look forward to running into her again.”

In the thick of chief petty officer (CPO) 365 Phase II training, Beldo made it a point to meet with TR’s cohort of chief selectees during her visit.

“This was the perfect opportunity to meet with some of our chief selects,” said

Beldo. “It’s an important time, and I value their feedback.”

Beldo addressed a few of the new policy changes for the crew including maternity leave and increased female accessions. She explained the secretary of the navy authorized expanded maternity leave, up to 18 months for new mothers. Some crew members were concerned that paternity leave is only 10 days by comparison. Beldo clarified that paternity leave is a DOD policy currently under review.

“As a mother, I especially appreciated the face time I was able to have with our Navy’s policy makers,” said Lt. Jennifer Yedoni, TR’s assistant strike operations officer. “The new maternity leave policy shows mothers that the Navy supports them, and I value their support.”

| 1,700 shipments of artifacts were sent a month When asked what the biggest challenge of this mammoth move was, NAVSUP FLC Norfolk Transportation Director Pam Young didn’t mention the Vietcong wooden craft or the various cannons that were moved, or even the more than 1,000 oceanographic copper plates. She said it was the weather.

“No antiquities were trucked if there was a chance of snow or ice,” said Young. “I watched for impending storms to coordinate with the curator and the carrier during the winter. We also took a break during the holiday season, and also between January and March.”

Some of the more interesting items moved to the new facility include the stern plate for the submarine USS John Hancock, which includes a replica of the famous statesman’s iconic signature. Also moved, were the cannons that were used to sink CSS Alabama and an experimental auto-load-

ing rocket launcher.

Many of the artifacts consolidated into the storage facility in Richmond have been and will be loaned to museums throughout the U.S. from time to time. The NHHC collection contains tons of material. Some of it is priceless, and nearly all of it is irreplaceable. Because of the hard work by the RTO staff and others, Sailors and citizens for generations to come will be able to learn about what the Navy has meant to our country since its inception.

“The task of moving this artifact collection was monumental,” said Karen France, head of NHHC’s curator branch, who oversaw the move.

“Without the expertise and support of the NAVSUP FLC Norfolk RTO staff, it would not have been possible to accomplish what we did in such a short period of time. Pam Young was amazing. Her understanding and appreciation for the unique nature of

the move, and the importance of the material to the Navy and to future generations, was the key to our success. We literally couldn’t have done this without her support and the support of the NAVSUP FLC Norfolk RTO staff.”

Dec. 7 Survivor returns for final resting place

Ashes of the late Pearl Harbor survivor Chief Petty Officer Daryl L. Finch were scattered into the waters at the USS Utah Memorial on Ford Island, Joint Base Pearl Harbor-Hickam during an ash-scattering ceremony on Sept. 9.

Finch was born in Fairbanks, Iowa, on Sept. 9, 1920, making the day of the ceremony his 95th birthday.

He joined the Navy in 1938, and upon completion at recruit training, he received orders to the battleship USS

After spending time as a mess cook aboard the Oklahoma, he was sent to metal smith school and later was reassigned to the naval aviation supply center on Ford Island.

“He was very fortunate to have been at the supply center on December 7th,” said Jim Taylor, Pearl Harbor survivor liaison. “The USS Oklahoma had over 400 casualties that day.”

During the morning of the 1941 Japanese attacks, Finch was in the medical clinic on Ford Island helping out injured personnel.

The Department of the Navy (DON) and Georgia Power Company broke ground on a largescale solar facility at Naval Submarine Base (SUBASE) Kings Bay, Sep. 10.

Approximately 136,000 solar photovoltaic (PV) panels will be installed on 258 acres and generate up to 42 megawatts (MW) of direct current power when fully operational. Georgia Power Company estimates construction completion by the end of 2016.

A new application for mobile devices to complete required Navy general military training (GMT) on domestic violence (DV) awareness is available as of Sept. 11.

The app is designed to provide Sailors with anytime, anywhere access to both training and resources about DV and to be an additional GMT tool.

TRICARE law requires beneficiaries to use military pharmacy, home delivery

There is an important change coming to the TRICARE retail pharmacy benefit that will impact all beneficiaries except active-duty service members.

Naval Hospital Bremerton’s (NHB) pharmacy staff is ready to help.

Starting Oct. 1, federal law – the 2015 National Defense Authorization Act – will require that TRICARE beneficiaries who currently get select maintenance medication at a network pharmacy will have to switch those prescriptions to TRICARE pharmacy home delivery or a military pharmacy.

Maintenance medications are those used for chronic, long term conditions taken on a regular recurring basis, such as used to control cholesterol or blood pressure. The law does not apply to drugs that are prescribed for short-term condition, such as antibiotics.

Beneficiaries can check www.Health.mil/ SelectDrugList or call Express Scripts at (877) 363-1303 to determine if their prescription medications are affected by the upcoming change.

Last year NHB filled approximately 509,130 outpatient prescriptions for nearly 31,000 TRICARE enrollees in the west Puget Sound area of the greater Kitsap Peninsula, and another 5,150 enrollees in the east Puget Area serviced

by NHB’s Branch Health Clinic (BHC) Everett.

The impact is for the better, says Lt. Cmdr.

Eric Parsons, NHB pharmacy department head, citing that the NHB pharmacy and the TRICARE pharmacy home delivery are both excellent, money-saving alternatives for beneficiaries.

“We’ve been advocating the home delivery option for several years. It offers our TRICARE beneficiaries excellent care and service in addition to lower, out-of-pocket costs when compared to obtaining chronic maintenance medications from the retail network,” said Parsons.

A beneficiary can save up to $240 a year for every brand name formulary medication – $96 per year for each generic formulary medication – moved to the secure and convenient TRICARE pharmacy home delivery service. The TRICARE pharmacy savings calculator on www.

TRICARE.mil/pharmacy can help project how much can be saved by switching.

Parsons attests that NHB has an extensive formulary of medications available for beneficiaries. Home delivery is also an excellent option for TRICARE beneficiaries to get their maintenance medications, especially for those who live farther away from a military pharmacy.

“These choices are both less expensive than the TRICARE retail network, and home delivery offers the convenience of having maintenance medications delivered directly to your home. A beneficiary will pay more to get their prescription filled at a non-network pharmacy, and they very well might need to pay up front and then file a claim for reimbursement,” said Parsons, adding that if someone decides to try the Naval Hospital Bremerton or BHC Everett pharmacy, they can call ahead for a new prescription at (360) 4754425 to make sure their medication is available.

“We are available to assist,” Parsons stressed.

NHB’s formulary listing is also available online at http://1.usa.gov/1UPDFUN. Beneficiaries who continue to get select maintenance drugs at a network pharmacy will pay 100 percent of the cost; this does not apply to active-duty service members.

Patient costs vary based on where a beneficiary gets their prescription filled and the type of drug: generic, brand name or non-formulary.

Beneficiaries can save on cost by asking their doctor to electronically-submit prescriptions for formulary medications to the NHB pharmacy for subsequent filling instead of to a network pharmacy.

A beneficiary must do one of the following to avoid paying 100 percent of the cost for medication: Option One: Transfer select maintenance drug(s) from a network pharmacy to a military pharmacy like Naval Hospital Bremerton or BHC Everett. Call the NHB pharmacy at (360) 475-4425 to see if they carry your medication. If they do, ask your provider for a written prescription or send an electronic prescription to NHB pharmacy for filling.

Option Two: Transfer select maintenance drug(s) from a network pharmacy to TRICARE pharmacy home delivery. This option is safe, convenient and costs less than a network pharmacy.

Option Three: Beneficiary has their network prescriber send an electronic prescription to the TRICARE pharmacy home delivery service. To get started, visit https://www.express-scripts. com/TRICARE/safety_savings/prescribing. shtml Option Four: Beneficiaries ask their doctor about using a generic drug instead of a brandname drug. Most generic drugs are still available at network pharmacies. Beneficiaries can get up to a 90-day supply of formulary generic medications at TRICARE pharmacy home delivery at no cost.

For those who prefer to obtain select maintenance drugs(s) at a network pharmacy after Oct. 1, they will receive a letter from Express Scripts reminding them of the new policy. For anyone who continues to get their select drugs at a network pharmacy, they will pay the full cost.

There will be a process to get a waiver due to personal need or hardship, emergency or other special circumstances, such as living in a nursing home. Express Scripts will consider waiver requests on a case-by-case basis. For those beneficiaries who have other health insurance with a prescription benefit, they can continue using a network pharmacy.

Active-duty service members, beneficiaries living overseas, and beneficiaries with other health insurance are not subject to this requirement.

For beneficiaries seen by civilian providers and in need to get a prescription filled, the electronic prescription – or eRx – offers a perfect solution. eRx started at NHB in March, 2014, and other military treatment facilities (MTFs) are now following suit to currently accept and fill prescrip-

tions written outside MTFs from civilian providers.

“The process has been very well received by NHB patients, network providers, and pharmacy staff. This capability allows civilian providers to securely send their prescription and associated instructions electronically to Naval Hospital Bremerton for any of our NHB beneficiaries.

Additionally, patients whose network provider utilizes eRx no longer have to worry about losing a paper prescription between obtaining it from the provider and delivering it to the pharmacy.

Correct use of the eRx functionality offers near instantaneous transmission of the prescription information from the prescriber to pharmacy,” Parsons said.

According to Parsons, the electronic prescription initiative is part of a Congressional mandate that centers on ‘meaningful use’ of the Electronic Healthcare Record (EHR) system.

“This initiative has helped civilian healthcare providers meet that standard by using the EHR for what’s it’s designed to do, which is eliminate paperwork and electronically connect a provider with a pharmacy such as ours,” explained Parsons, citing that if all hardcopy prescriptions were to be sent electronically, based on the past 365 days, that would be 47,375 prescriptions annually.

“We were so happy to find out that NHB was doing this. We love it. This is much more convenient for patients and much more cost efficient for providers,” commented Ms. Laurie Kehler, clinic supervisor at Harrison Medical Center, Bremerton.

Prior to implementation of the eRx capability, if a beneficiary went to see a doctor outside of NHB and as part of the overall treatment had to pick up medication, the provider would have to hand write the prescription for the patient to then hand deliver to fill at the NHB Pharmacy.

“Receiving the prescription electronically helps to clarify the dosage, quantity, and actual medication, increasing patient safety. It also prevents the potential for losing a written prescription,” stated Parsons, adding that once a script has been sent to NHB’s pharmacy, it can ‘sit’ for up to a year before being filled once the patient actually shows up to request the medication.

Parsons notes that once the initial electronic prescription has been sent, received and filled by NHB, future refills remaining on the prescription can then be simply phoned in by the beneficiary and picked up at the drive-through option if so desired.

The ideal-future state cites Parsons, is that all hard-copy requests for any prescription will become accomplished by electronic means.

However, the system is not set up to handle any controlled substances such as Percocet or Vicodin. All controlled substances must be via hand written prescription.

Parsons also stated eRx is not only a secure method for transferring prescription data which means better accuracy, increased patient safety and less prescriptions lost or misplaced, but as the pharmacy staff has gotten used to processing the eRXs, the familiarity has translated into more timely processing of the prescription than the old method of transcribing a written script.

Retired Capt. Carl F. Asseff has donated 100 children’s books to the United Through Reading program. United Through Reading® offers service members the opportunity to be video recorded reading books to their children at home while on deployment or active-duty assignments away from home.

The donated award-winning book, Xs and Os for Gabby Ann, was writ-

ten by Asseff’s niece, Petrell Marie Ozbay, who wrote the book in order to help her daughter and son cope when their father was away. The story helps children understand that the powerful spirit of a parent’s love can overcome distance and provides an imaginative solution to alleviate the child’s anxiety stemming from a parent’s absence – what many of our military children face.

Through United Through Reading, military families are connected from nearly 200 recording locations worldwide. Although the story may

be recorded from a Navy ship in the Aegean Sea, the child sitting at home watching it back can feel like daddy’s home for a few moments before they go to sleep. Families that have used United Through Reading have reported success: 81 percent of participants report a decrease in their children’s anxiety about the deployment and 78 percent of participants report increases in their child’s interest in reading and books.

The Navy’s newest group of ensigns to graduate from Officer Candidate School (OCS), Sept. 4, were told that with competence comes the confidence to lead.

In an outdoor ceremony on Nimitz Field at Naval Station (NAVSTA) Newport, in the heart of “training country” at Officer Training Command (OTC), more than 500 family and friends of the 93 graduates witnessed a time-honored tradition of hearing a senior naval officer giving the charge to the future leaders who will lead the Navy.

“I’m excited for you because I know what’s in your future,” said Capt. Dennis R. D. Boyer, commanding officer, NAVSTA New-

port, the guest speaker. Boyer told the graduates of Echo and Foxtrot companies that all they had learned would remain with them.

“You have been made ready,” Boyer said.

“All that attention to detail and precise movement that you’ve been doing will be relevant to you,” Boyer, a nuclear submariner, said to the members of OCS Class 16-15.

Boyer holds a bachelor’s degree in mechanical engineering from Auburn University, a master’s degree in education from the University of Virginia, and a master’s degree in national security and strategic studies from the Naval War College. From July 2008 to September 2010, he served as commanding officer of USS Miami (SSN 755), homeported in Groton, Connecticut; and later, commanding officer, USS Colum-

bia (SSN 771).

Boyer assumed command of NAVSTA Newport in September 2014.

Boyer compared the relevance of their meeting the academic and physical demands of the 12-week OCS program to the successful launch of a weapon. Class 16-15 consisted of 53 ensigns who have selected a career as a submarine warfare officer.

Boyer, who graduated from OCS in 1989, talked to the graduates about the Navy’s core values of Honor, Courage and Commitment.

“You have to be a leader, be dependable, and have a path,” Boyer said.

Boyer told the ensigns to expect being watched 24/7. It is in this environment where “you have to maintain the standard.”

Boyer advised the graduates

about leaders who demonstrated the traits of being naturally gifted.

“You may have an opportunity to observe this leader,” Boyer said.

“They have confidence based on their competence.”

“The more confidence you have the more people will respond to you,” Boyer said. “Never be technically wrong.”

Boyer said the basis for being dependable is “to say what you mean and mean what you say, doing your homework, and being ready.”

Concluding his remarks, Boyer told the graduates that by getting on a path “you begin with the end in mind.” “My personal definition of success is to keep my options open. Come up with your own definition of success.”

Ensign Ashley Neils of Wasilla, Alaska, who selected a career in the surface warfare community,

said Boyer’s remarks were inspiring. “Every day we have to be on the point.”

Ensign David Evert of Escondido, California, said he joined the Navy because of its atmosphere of integrity. “I now see the value of having a path,” he said.

Ensign Lauren Chavis of San Antonio, Texas, said Boyer’s remarks were realistic. “He didn’t mince words,” she said.

In welcoming remarks, Capt.

Kevin M. McGowan, commanding officer of OTC, told the graduates they had made a life promise to serve.

“I am extremely proud of you because you had options, but you chose the Navy,” McGowan said.

“Thank you for your patriotism.”

“There will be lots of sacrifices but it will be a rewarding experience,” he said.

The assistant secretary of defense for health affairs wants Sailors to participate in the 2015 Health Related Behaviors Survey (HRBS), beginning Sept. 8, to assess the health status of service members.

The survey is being launched by the independent, non-proďŹ t Research and Development Corporation (RAND) in coordination with ICF International.

The HRBS is conducted every three years and assesses the health related behaviors and lifestyles of military personnel and the potential to impact readiness. Sailors throughout the Navy are chosen at random from the Defense Manpower Data Center to participate in the anonymous survey.

"The Sailors who will take this survey will help us learn about the work we're already doing and how we can get better," said Rear Adm. Ann Burkhardt, director of 21st Century Sailor OfďŹ ce. "This will shape and guide the programs we're running that keep Sailors healthy and resilient, and that's why their feedback is critical."

The voluntary HRBS is estimated to take 40 minutes to complete, and will be sent to Sailors through a secureemail invitation. The data obtained from Sailors' responses will inform DOD of potential health problems in the military and help suggest ways to solve or prevent them. The survey will give service members a chance to voice their opinions on issues that affect their health, careers and wellbeing of family members.

FARRAGUT LENDS A HELPING HAND TO STRANDED FISHERMEN

The guided-missile destroyer USS Farragut (DDG 99) and an embarked detachment rendered aid to a distressed ďŹ shing vessel in the Red Sea, Sept. 8.

Farragut Sailors and an MH-60R Sea Hawk helicopter crew, assigned to Helicopter Maritime Strike Squadron (HSM) 46, noticed the disabled boat.

Farragutâ&#x20AC;&#x2122;s visit, board, search and seizure (VBSS) team approached the vessel and found three ďŹ shermen inside. â&#x20AC;&#x153;We found a small boat that appeared to be dead in the water, and as we approached them it became apparent these men were extremely dehydrated and hungry,â&#x20AC;? said Lt. j.g. Joshua Bowling, Farragutâ&#x20AC;&#x2122;s navigator and VBSS boarding ofďŹ cer. â&#x20AC;&#x153;We learned they had been stranded for three days, and quickly realized how critical it was for us to provide them with nourishment and a way in which to return home.â&#x20AC;?

The team provided food and water and determined what was wrong with their vessel. After discovering the extent of the damage to the motor, the team arranged to

After determining the outboard motor was fully operational and supplying the ďŹ shermen with food, water and fuel to continue their transit, Farragut Sailors lowered the boat back in the water and bid the men safe travels back to their home. â&#x20AC;&#x153;One of our missions here is building positive relations with local ďŹ shermen in order to protect the seas and pattern of life,â&#x20AC;? said Bowling. â&#x20AC;&#x153;I am proud to have been able to help and to be able to say we positively affected the lives of others while operating in the U.S. 5th Fleet area of operations.â&#x20AC;?

Each ďŹ sherman received a medical assessment from the shipâ&#x20AC;&#x2122;s independent duty corpsman, a change of clothes and breakfast. â&#x20AC;&#x153;We were able to treat these men for both dehydration and malnourishment initially with small portions of food and bottled water,â&#x20AC;? said Hospital Corpsman 1st Class Jacob Seekins, noting the men had spent the previous three days in 95 degree heat. â&#x20AC;&#x153;They were very appreciative for our services, and though a language barrier existed, it was evident they were genuinely grateful we were able to help.â&#x20AC;?

NAVSTA Guantanamo Bay CO addresses OMC regarding public health assessment

Naval Station (NS) Guantanamo Bay’s Commanding Officer Capt. David Culpepper met with Operation of Military Commissions (OMC) personnel during a staff meeting as part of an ongoing effort to keep personnel informed of the status of the public health review (PHR).

The PHR is taking place in response to concerns brought to leadership’s attention alleging that military and civilian personnel who worked in the OMC of NS Guantanamo Bay were likely exposed to carcinogens.

Culpepper explained to the staff what the follow-on steps will be.

“Based on the health records review and available documentation, the walk-through and air sampling conducted by health professionals from the Navy and Marine Corps Public Health Center (NMCPHC) in early August, it has been determined that the buildings, tents and trailers where you all live and work are habitable for occupancy,” said Culpepper.

Culpepper went on to say, based on the preliminary findings, that the types and number of cancers observed and other associated factors, it is unlikely that an environmental or occupational exposure is associated with these cancers. A formal cancer cluster investigation is not supported because the number and various types of cancer cases validated in the review do not meet the criteria established by the Centers for Disease Control and Prevention, which is the criteria being used by the NMCPHC team.

Culpepper also shared with the staff what the plans are moving forward.

“The review of existing environmental records, for Camp Justice, found no record of contamination, but the team did find that data gaps exist in available historical documentation. In order to fill those gaps, the experts recommend follow-on testing,” explained Culpepper. “So, we are proceeding to develop a testing plan and are tentatively planning on having contractors on the ground in late September to finalize the environmental sampling.”

Culpepper concluded by emphasizing the health and safety of personnel at the base is a priority and leadership will do it’s very best to keep everyone informed as the public health review moves along.

SILVERDALE, WASH.

A 9/11 Remembrance ceremony was held at Naval Base Kitsap-Bangor’s Deterrent Park in honor of the 14th anniversary of Sept. 11.

The ceremony was held by chief petty officer selectees and included a benediction, speech and raising the flag to half-mast.

“Though we cannot go back to change the events of that horrific day, we can still be a beacon of hope in the world,” said Lt. Kevin Wilkinson, Navy Region Northwest chaplain.

After the benediction, colors was sounded and the national ensign was raised to half-mast in remembrance of those that were lost.

“It’s always an honor to be a part of a ceremony like this,” said Musician 1st Class Christopher Hodges, assigned to Navy Band Northwest.

“It is an event in our country’s history that shouldn’t be forgotten.”

Even though it has been 14 years since the attack, to some, the memory of going to sea in defense of our nation is still a fresh memory.

“No one back home knew what was going on. We couldn’t send out emails or communicate with our families, so

they were really worried,” said Chief Electronics Technician Jeremy Buckley, assigned to Intermediate Maintenance Facility.

“They say our ship [USS Carl Vinson] was the first off the coast and the first to strike, in doing that we ended up spending about 112 days out to sea without a break.”

The attack on Sept. 11, 2001, that claimed the lives of 2,977 victims was the largest terrorist attack ever carried out on American soil. Events like 9/11 leave lasting impressions, so we hold ceremonies to remind ourselves of that dark day and to honor those we lost, to never forget.

Autonomy, advanced materials in focus as ONR, indian scientists meet

Answering the call from the chief of naval operations to help build and strengthen international partnerships, the Office of Naval Research (ONR) and ONR Global have increased scientific cooperation with the Indian government in recent weeks, including a series of high-profile meetings in India Aug. 21-23, and in the U.S. just before that.

All of this was taking place while a U.S. Navy research vessel carries scientists from both nations into the dark, choppy waters of the Bay of Bengal to find new ways to forecast monsoons.

Recent developments include: ■ Assistant Chief of Naval Research (ACNR) Capt. Rob Palisin returned last week from a trip to Bengaluru, India, having met with scientists there to advance new ways to address blast mitigation.

“This trip was a superb example of international cooperation amongst the top scientists in blast mitigation methodologies from the U.S. and India,” said Palisin. “The technical acumen of India’s scientists, professors and students was quite impressive.

Their expertise can definitely help our science and technology efforts to continue advancing in this research area.

“I had the opportunity to tour some of their world-class research facilities and anticipate there will be additional opportunities to expand the collaborative engagement between our countries.”

fatigue and the effects of the atmosphere on high-energy lasers. Those meetings included naval officers, scientists, ONR Global leadership and other U.S. officials Aug. 12-14.

Called the India-U.S. Joint Technical Group (JTG), the tri-service program, which included Navy, Army and Air Force participation, represents another example of the growing partnerships between the U.S. and Indian scientific communities.

“Our work with the science and technology community from India has been important and mutually beneficial,” said Dr. Walter Jones, executive director at ONR, who spoke to the JTG. “To truly push the frontiers of knowledge in the sciences – to give our Sailors and Marines the technological edge – we rely on collaborative efforts like these.”

Long recognized for forging scientific partnerships and fostering outreach around the world, ONR Global works with the international scientific community to advance open-source, unclassified knowledge and promote international collaboration.

emphasized that U.S.-India collaboration has taken on increased prominence.

“Cooperation in science and technology is the lifeblood of scientific advancement,” he said. “Cutting-edge work in cognitive science, autonomy, and advanced materials was discussed at these recent meetings, and the collaboration with our Indian colleagues has proven invaluable.”

■ In late August, the research vessel Roger Revelle, a ship owned by ONR, set out with U.S. and Indian scientists on a month-long mission in the Bay of Bengal, centered on monsoon prediction.

Officials affiliated with the voyage noted that ONR efforts in basic research lead to better understanding of the processes which control prediction of the ocean and atmosphere.

■ Finally, recent meetings of the Joint Working Group on Aircraft Carrier Cooperation, which seeks to strengthen U.S.-India cooperation in carrier and related defense matters, included an appearance by Chief of Naval Research Rear Adm. Mat Winter, who emphasized the importance of advancing science and technology collaborations with India.

resource officer at NETC. “If I’m in a crisis situation, I’m probably not going to be thinking clearly, but the app is designed to provide me with the information I need, anytime or anywhere.”

Users can download the DV app from several app stores at no cost, go through the training with the instructions provided. Service members can provide the app their DOD identification number from their common access card and the app will then send a completion certificate to the Sailor’s electronic training jacket (ETJ). The user will then be able to email the certificate to their supervisor as verification of completion. Completions should be visible in the ETJ after two working days.

“Apps for GMT are a natural extension of the apps the Navy has been working on for several years, starting with the eDIVO app,” said Bill Marvel, NETC GMT program manager. “As we prepare for Domestic Violence Awareness month in October, the app’s release will showcase the importance of having proper training and resources at everyone’s fingertips.”

The Navy Sea Warrior Program (PMW 240) produced the app and Tracen Technologies Inc., a company that specializes in integrated mobile and web solutions, was the software developer.

On Dec. 16, 2014, the Georgia Public Service Commission approved of the project plans. The DON and Georgia Power signed the land lease agreement on July 13, 2015, to enable access and development of the solar facility on SUBASE Kings Bay. With this project, the DON is 42 MW closer to the secretary of the Navy’s goal of bringing one gigawatt of renewable energy into procurement by the end of 2015.

McGinn emphasized the significance of this project.

“Energy, the economy, the environment and our national security are bound together, you cannot affect one without affecting the others,” said McGinn. “If energy supplies to our shore installations are not secure, reliable and resilient, we are vulnerable. The new Georgia Power solar facility at Naval Submarine Base Kings Bay ensures the base can always be operational and mission ready.”

Jenks reiterated the importance of ensuring missioncritical operations continue for SUBASE Kings Bay and the community.

“SUBASE Kings Bay and the surrounding community are home to Sailors and civilians who work to promote our national security,” said Jenks.

“Power is an essential component of the security equation. Diversifying power generation enables us to remain operational regardless of grid

disturbance and promotes our ability to maintain operational readiness.”

Bowers highlighted the importance of this facility and Georgia Power’s commitment to its customers.

“We welcome the opportunity to continue to support the Navy in their mission to secure their installations while adding a new source of solar energy that will help us meet the future energy needs of our customers, both reliably and affordably,” Bowers said.

Renewable energy generation will improve the DON’s energy security, operational capability, strategic flexibility and resource availability.

Projects aim to: ■ Be cost-effective, mission-compatible and leverage third-party financing, ■ Stabilize long-term operational costs, ■ Be complemented by smart microgrid technology and utility infrastructure upgrades.

According to Finch’s daughter, Sandie Holstein, he didn’t talk about the attack on Pearl Harbor.

“We, the daughters, knew almost nothing about that time,” said Holstein. “As far as his military service, he loved flying and he loved the Navy.”

From overseas locations, items mailed at Standard Post rates are sent to continental U.S. by air on a space available basis.

The maximum weight and size limits are 70 pounds and 130 inches in length and girth combined.

It is recommended customers check with local civilian or military post offices for information regarding size restrictions and customs declaration form requirements. Customers are advised mailing restrictions apply and some items cannot be mailed. Examples of non-mailable items are: alcohol, switchblade knives, pornography, controlled substances, and explosive or incendiary devices. If in doubt, contact your local civilian or military post office.

As a final note, customers should ensure articles are packaged properly for mailing and packages do not display markings related to any type of hazardous material, such as bleach, alcohol, or cleaning fluids. Parcels found by U.S. Postal Service with such markings or labels on the outside of the box will not be processed.

A Blue Angels flight demonstration exhibits choreographed refinements of skills possessed by all naval aviators. The Blue Angels’ C-130, affectionately known as Fat Albert, begins each demonstration by showcasing its maximum-performance capabilities during a 10-minute performance. Shortly thereafter, you will see the graceful aerobatic maneuvers of the four-jet “Diamond Formation,” in concert with the fast-paced, high-performance maneuvers of two solo pilots.

Finally, the team illustrates the pinnacle of precision flying, performing maneuvers locked as a unit in the renowned six-jet “Delta Formation.”

Aircraft The aircraft used by the GEICO Skytypers are the North American SNJ-2s originally built in 1940 and 1941 during World War II. Called the T-6 Texan by the Army Air Corps, the Harvard by the Royal air force (RAF), and affectionately known as “The Pilot Maker” by its crews, the SNJ was designed to transition from basic trainers to first-line tactical aircraft.

There are only 11 remaining aircraft of this type in the world, of which the team utilizes six. The planes have been fully restored and specially equipped with modifications for skytyping missions.

When Les Shockleu created the Shockwave Jet Truck in 1984, he had no idea the major impact this triple jet engine monster would have on not only the drag racing world, but also the air show industry.

It may be the best opportunity most people have never heard of. It’s projected that nearly 3.5 million manufacturing jobs in the United States must be filled over the next decade, but only about 1.5 million people will possess the necessary skills to do the work. What remains is widely known among manufacturers as the “Skill Gap.” What is not widely known is that these jobs even exist. There’s an irony to all this. While most people believe a strong manufacturing sector is vital to economic growth, they no longer consider it a viable career option. They are unaware that advanced automation and robotics have allowed America to regain its competitive foothold.

They may also be surprised to learn that average entry-level compensation for manufacturing engineers is nearly $60,000, and for manufacturing workers in the U.S. it’s more than $77,000 – Manufacturing Institute.

That’s why manufacturers around the nation are on a mission to change public perception through an annual nationwide event known as Manufacturing Day, MFG Day for short. Locally, ECPI University and the Association for Manufacturing Excellence will be hosting dozens of manufacturing companies and industry supporters who will welcome hundreds of students and job seekers for a full day of activities, education, and advocacy.

The Hampton Roads-area event takes place on Friday, Oct. 9, at the ECPI University campus, located at 5555 Greenwich Rd., Virginia Beach. Attendees will have a chance to: ■ See game changing technology in action such as robotics, automation, replicators, 3-D printers, and more ■ View demos, displays, and manufacturing exhibits ■ Learn how to gain the skills required to work in the manufacturing field

The Blue Angels are scheduled to ďŹ&#x201A;y 65 performances at 36 locations in North America during the 2015 season, making this the 29th year of ďŹ&#x201A;ying the F/A-18 Hornet.

Blue Angels History At the end of WWII, the Chief of Naval Operations Chester W. Nimitz, ordered the formation of a ďŹ&#x201A;ight demonstration team to keep the public interested in naval aviation. The Blue Angels performed their ďŹ rst ďŹ&#x201A;ight demonstration less than a year later in June 1946 at their home base, NAS Jacksonville.

Two months later, on Aug. 25, 1946, the Blue Angels transitioned to the Grumman F8F Bearcat. The 1947 team, led by Lt. Cmdr. Robert Clarke, introduced the nowfamous Diamond Formation.

By the end of the 1940s, the

Blue Angels were ďŹ&#x201A;ying their ďŹ rst jet aircraft, the Grumman F9F-2 Panther. In response to the demands placed on naval aviation in the Korean conďŹ&#x201A;ict, the team reported to the aircraft carrier USS Princeton as the nucleus of Fighter Squadron (VF) 191, in 1950.

The team reorganized the next year and reported to NAS Corpus Christi, Texas, where they began ďŹ&#x201A;ying the newer and faster version of the Panther, the F9F-5.

The Blue Angels remained in Corpus Christi until the winter of 1954 when they relocated to their present home base at NAS Pensacola.

Here, they progressed to the swept wing Grumman F9F-8 Cougar.

The ensuing 20 years saw the Blue Angels transition to two more aircraft, the Grumman F11F-1 Tiger in 1957, and the McDonnell Douglas F-4J Phantom II in 1969.

In December 1974, the Navy ďŹ&#x201A;ight demonstration team began ďŹ&#x201A;ying the McDonnell Douglas A-4F Skyhawk II and was reorganized into the Navy ďŹ&#x201A;ight demonstration squadron. This reorganization permitted the establishment of the ďŹ rst

commanding ofďŹ cer, Cmdr.

Tony Less â&#x20AC;&#x201C; instead of a ďŹ&#x201A;ight leader â&#x20AC;&#x201C; added support ofďŹ cers and further redeďŹ ned the squadronâ&#x20AC;&#x2122;s mission, to enhance the recruiting effort.

On Nov. 8, 1986, the Blue Angels completed their 40th anniversary year when they unveiled their present aircraft, the McDonnell Douglas F/A-18 Hornet, the ďŹ rst dual-role ďŹ ghter-attack aircraft, which is still serving on the nationâ&#x20AC;&#x2122;s front lines of defense.

The 2012 show season brought out more than 11 million spectators. Since 1946, the Blue Angels have performed for more than 495 million fans.

In April 2013, following sequestration, the Navy announced that the remaining air show season was cancelled as one of many steps to ensure resources would be in place for forces who were operating forward deployed.

The Blue Angels remained committed to their mission, reaching out to their local community and performing more than 500 squadron community outreach events totaling more than 5,000 hours of community service.

In 2014, an executive ofďŹ cer was added to the team, making for a total of 17 Blue Angels ofďŹ cers.

Blue Angels OfďŹ cers A total of 17 ofďŹ cers voluntarily serve with the Blue Angels. Each year the team typically selects three tactical â&#x20AC;&#x201C; ďŹ ghter or ďŹ ghter-attack â&#x20AC;&#x201C; jet pilots, two support ofďŹ cers and one Marine Corps C-130 pilot to relieve departing members. The chief of naval air training selects â&#x20AC;&#x153;Boss,â&#x20AC;? the Blue Angels commanding ofďŹ cer. Boss, must have at least 3,000 tactical jet ďŹ&#x201A;ighthours and have commanded a tactical jet squadron. The commanding ofďŹ cer ďŹ&#x201A;ies the number 1 jet.

Career-oriented Navy and Marine Corps jet pilots with aircraft carrier qualiďŹ cations and a minimum of 1,250 tactical jet ďŹ&#x201A;ight-hours are eligible for positions ďŹ&#x201A;ying jets number 2 through 7. The executive ofďŹ cer, as well as the events coordinator, number 8, are naval ďŹ&#x201A;ight ofďŹ cers (NFO) who meet the same criteria as numbers 2 through 7.

Integrated in 1970, Fat Albert now ďŹ&#x201A;ies more than 100,000 miles each season, carrying approximately 45 maintenance and support personnel, along with the specialized equipment needed to complete a successful air show.

The C-130 concludes its proďŹ le by demonstrating its maximumeffort braking capability, bringing the aircraft to a full stop in less than 1,000 feet.

Fat Albert weighs 155,000 pounds fully loaded, is powered by four Rolls-Royce turbo-prop engines producing more than 18,000 shaft horsepower and cruises at speeds of more than 320 knots â&#x20AC;&#x201C; approximately 370 miles per hour â&#x20AC;&#x201C; at altitudes as high as 35,000 feet.

Fat Albert was designed as a tactical transport aircraft capable of lifting heavy payloads into and out of unimproved airstrips as short as 2,500 feet long. Be careful around gas hoses, connections, electrical components or heating elements. Let the grill dry thoroughly, then coat with nonstick oil to help reduce future build-up.

Safety. Operate a pressure washer only outside, far away from windows, doors and vents to reduce the risk of carbon monoxide gas from accumulating and potentially being drawn towards occupied spaces.

Always wear goggles and closed-toe footwear when operating a pressure washer. Donâ&#x20AC;&#x2122;t spray near children, pets, electrical wires, or power lines. After use, allow the unit to cool down before storing.

WWE NIGHT OF CHAMPIONS EVENT THIS WEEKEND

On Sunday, Sept. 20, World Wrestling Entertainment (WWE) will present Night of Champions live on the WWE Network and pay-per-view providers. At this event, dual champion Seth Rollins will be defending both his United States and World Heavyweight Championships in two separate matches. John Cena,

who lost the United States Championship at SummerSlam, will use his rematch clause in hopes of regaining the title. Wrestling legend Sting, known for his storied career within the National Wrestling Alliance (NWA) and World Championship Wrestling (WCW), will wrestle in a WWE ring for only the second time. After his run-ins with Seth Rollins and The Authority in recent weeks and stealing the statue of Rollins that commemorated his SummerSlam victory, Sting has acquired a chance at becoming the WWE World Heavyweight Champion at Night of Champions. The Dudley Boyz, who recently made their return to WWE television, will be contending for the WWE Tag Team Championships at this event.

WWE recently visited the Hampton Coliseum and presented a live event with many of the WWE Universe’s favorite Superstars and Divas on hand. In the opening contest, The New Day – Big E and Kofi Kingston – successfully defended their WWE Tag Team

Championships against The Lucha Dragons. WWE’s resident dance machine Fandango defeated “The Party Pooper” Adam Rose. Rose, formerly known for his antics that made the WWE ring look like a house party, is now straightlaced and wants nothing more than to spoil your good time.

The fans came alive as Cesaro took on The Miz. Cesaro, who was nursing a rib injury thanks to recent actions by Kevin Owens, was able to give The Miz, the giant swing, followed up with a sharpshooter for the submission victory.

The bad blood between Rusev and Dolph Ziggler, along with their girlfriends Summer Rae and Lana, is continuing into Night of Champions, and beyond. In Hampton, Ziggler was able to defeat Rusev with the Zig-Zag after Lana prevented Summer from interfering. Ziggler will be taking on Rusev one-onone at Night of Champions, though Lana will not be at ringside to even the odds, as she has since suffered a wrist injury. The Divas Revolution continued in Hampton as

Team PCB members Charlotte and Becky Lynch were able to defeat Team B.A.D. members, Sasha Banks and Tamina. The 2015 Money in the Bank winner Sheamus defeated Jack Swagger with the Brogue Kick.

In the night’s main event, Kevin Owens faced off with John Cena in a streetfight.

Both men wasted no time in attacking each other with steel chairs. Owens grabbed a microphone mid-match to berate the Cena fans, young and old, who sat at ringside. A table was rested against one corner of the ring, through which Cena went. Another table was set up within the ring, but Cena was able to reverse Owens’ pop-up powerbomb finisher. Instead, Cena delivered the Attitude Adjustment to Owens through the table and got the pinfall victory.

Norfolk Admirals release new season promotional schedule NORFOLK

The Norfolk Admirals announce the 2015-16 Promotional Schedule, featuring over 20 different promotions to entertain fans throughout the season. The complete list of promotions, giveaways and theme nights is below.

Oct. 16 - Opening Night The first 5,000 fans through the gates will receive free magnetic schedules courtesy of Dave and Buster's. Party on the Plaza gets things started with live music, bounce houses, and other entertainment to usher in a new season of Admirals hockey.

Oct. 17 – Social Media Night Fans are encouraged to send photos of themselves at an Admirals game or rocking their gear in Hampton Roads.

We will use our favorites on the video board during the game. Also, send us music you want to hear using the hashtag AdsSocial, and hear your favorite songs throughout the course of the game.
