TR COMMEMORATES 50TH ANNIVERSARY OF VIETNAM WAR

Sailors and Marines packed the aft mess decks aboard the aircraft carrier USS Theodore Roosevelt (CVN 71) Aug. 29, to honor and remember fellow service members, past and present, during a ceremony for the 50th anniversary of the Gulf of Tonkin resolution’s passage, which marked the beginning of the Vietnam War. The ceremony not only highlighted the sacrifice and commitment of Vietnam veterans, but also recognized and honored the prisoners of war (POW) and those missing in action (MIA), who never made it home.

During the ceremony, guest speaker Chief Hospital Corpsman Alexis Alvarado discussed the significant achievements of many Vietnam veterans while drawing attention to the sacrifice of those veterans who may not have achieved fame.

“Of the millions of Americans who served on active duty in the Armed Forces during the Vietnam era, many were, or went on to become, famous

in diverse fields such as politics, entertainment, sports and journalism,” said Alvarado. “We can name countless celebrities, but let us not forget those heroes who didn’t make it to the cover of People magazine or the famous ‘Alist.’”

Heroes like Hospital Corpsman 3rd Class Maurice Caron Wayne, who rendered first aid to multiple Marines and saved three lives, despite being struck numerous times by enemy rounds.

According to the Defense POW/ MIA Office, more than 58,000 U.S. service members were killed during the war that took place between 1955 and 1975 and more than 1,600 are still missing.

“Hero is a word sometimes heedlessly thrown about by the media. This carelessness depreciates the value of the word hero. Today, we revere and honor that word, and pay homage to those who went before us, to serve as the champions of freedom and democracy around the world.”

American Legion Post 110 searches for a home

American Legion Post 110 of Virginia Beach has commenced its search of properties suitable for its permanent Post Home. For many years now, Post 110 has utilized different locations to hold its monthly meetings.

Post 110 is one of four American Legion posts located in Virginia Beach.

Neither of these has a permanent location to conduct its monthly meetings, community programs, and social events. According to Post 110’s Commander Dan Ryan, “it is time to obtain a place where Post 110’s 316 members can hang their hats.”

The American Legion, which started in 1919 after WWI, is a nationwide nonprofit veteran’s service organization with an assigned tax exempt status 501(C) (19) from the IRS. Each year, its members volunteer many hours and drive thousands of miles in support of our veterans and their families.

The American Legion also conducts many programs in our local communities and schools, provides transportation for veterans unable to get themselves to Department of Veterans Affairs (VA)

medical facilities, and provides support to our active duty personnel.

Some of the programs that the American Legion sponsors and supports are: Virginia Boys State, School Oratorical Competition program, Legion baseball, Junior Reserve Officers Training Corps (JROTC) programs and drill teams, scouting, Junior Shooting Sports, Youth Cadet Law Enforcement Program, and much more.

Once located in a permanent location, Post 110 will be sponsoring two organizations, which will include an American Legion Women’s Auxiliary, and Sons of the American Legion.

In order to purchase a property of sufficient size to accommodate our members, have adequate parking spaces, and other required facilities, it will require a large amount of money. American Legion Post 110 is asking for donations from the private sector, friends of the American Legion, and veterans within our community. Having a permanent Post home will increase the American Legion’s visibility within the community, and will be a place where military veterans and active duty personnel can seek support.

“This table is our way of symbolizing the fact that members of our profession of arms are missing from our midst. They are commonly called POW’s or MIA’s. We call them brothers. They are unable to be with us this evening and so we remember them,” Akande said during the presentation.

Hospital Corpsman 2nd Class Adjon-Alber Watkins, who attended the ceremony, said that he thought the ceremony was inspiring and that he thought it was very important that we honor and remember the sacrifices of fellow service members from the Vietnam War, because it reminds him of why he joined the service.

“Remembering the sacrifice of those service members reminds me of a verse, ‘There is no greater love than this: that a man lay down his life for his friends.’ John 15:13. This verse constantly reminds me not to be selfish and that my service to my country is about something larger then myself.”

Naval Weapons Station Yorktown serves up ordnance, training for military

Naval Weapons Station (WPNSTA) Yorktown is known for providing “Ordnance on Target” to the warfighters, but the 15,000-acre facility plays another important role in today’s military. With more than 19 training zones, two small arms ranges, an explosive ordnance disposal (EOD) range, and two helicopter landing pads, WPNSTA Yorktown is prime real estate for training of the armed forces.

In 2014, 55 military units and civilian government agencies conducted more than 67,000 man-hours of training. Jerry Griffin, range training officer, explained that the installation offers unique opportunities for military commands needing specific types of training.

“We have training sites that are unique to Hampton Roads and that’s bringing people up here,” Griffin added.

One of the recent additions to the installation’s training capabilities is the renewed level of use two helicopter landing zones (LZ) AKA “helo-pads,” LZ Mason and LZ Pinto. According to Griffin, helicopter squadrons are always looking for new venues. They operate at the LZ’s for “touch and go” training, while Marine Corps Security Force Regiment (MCSFR), a tenant command at WPNSTA Yorktown, has increasingly used the helo-pads for “fast rope” and aircraft transition training for the Fleet Antiterrorism Security Team (FAST) companies.

“The Marines utilize our training zones 50 percent of the year; followed by the Navy at 47 percent, Army at 2 percent and all others less than 1 percent,” Griffin said. “However, if you add in the small arms range, those are almost exclusively used by the Navy.”

The small arms range at Cheatham Annex (CAX) is used year-round for

pistol, rifle and shotgun qualifications.

Its primary purpose is for training the WPNSTA Yorktown Security Force, but when not in use, it is booked solid by visiting ships in the Newport News Shipyard and installation tenant commands on the peninsula.

The two largest training zones on WPNSTA Yorktown belong to two tenant commands under Navy Expeditionary Combat Command (NECC).

The Home Station Training Lanes (HSTL) provides counter- improvised explosive device (counter-IED) training to NECC Sailors, as well as Sailors from deploying units and service members from other branches of the armed forces. HSTL Manager Mike Cobble told Sailors undergoing counter-IED training that, “the procedures we’re teaching you are written in blood.”

The other training zone is at CAX and is primarily used by Navy Expeditionary Logistics Support Group (NAVELSG) for their “tent city” set up. Tent City gives deploying units the chance to train and live in a self-sufficient expeditionary environment similar to what they would experience overseas.

“The NAVELSG schoolhouse offers basic and advanced cargo handling, shipboard pedestal cranes, air cargo, expeditionary fuels training at Fort Lee, along with field messing, expeditionary cargo operations, explosive driver and weapons training to three regimental and six battalion reserve component personnel comprising over 2,700 members across the United States,” said Chief Master-at-Arms Duane Piercy, NAVELSG Training Department school house leading chief.

This is also practiced by Navy Expeditionary Medical Support Command (NEMSCOM) for their fleet hospitals.

These hospitals can range from 20-200 beds with full medical and dental capabilities to support deployed forces.

both operational commitments and training,” Griffin said. “These training sites can be used not only for training, but also for equipment testing.”

NEMSCOM and NAVELSG combine both operational and training commitments annually during “Exercise Trident Arch,” where fleet hospitals, packed into connex boxes, are loaded onto cargo ships to be rotated from staging areas overseas. Additionally, fleet hospitals were put to the test in 2013 with a collective protection exercise, under the Bureau of Navy Medicine, exercising chemical, biological and radiological capabilities during a mass casualty drill.

“NAVELSG represents the central training point for all mobilizing reserve component personnel in support

of expeditionary logistics cargo operations for the Navy and Joint Service Customer,” said Chief Mass Communication Specialist Edward Kessler, NAVELSG public affairs officer.

Training opportunities at WPNSTA Yorktown have, at times, reached personnel as far away as Chicago, Illinois, and New Orleans, Louisiana. The EOD range has hosted training courses conducted by the Federal Bureau of Investigation (FBI) in forensic examination.

The range was first used to detonate an IED, allowing students to study the blast area and separate materials needed to identify the bomb and its components.

“The EOD range is considered a training range for specialized training under EOD,” Griffin said.

Rear Adm. Sandy Adams, deputy commander, Navy Expeditionary Combat Command (NECC) participated in a Navy executive engagement visit, Aug. 24-25 in Phoenix.

During her visit, Adams met with Sailors assigned to Navy Recruiting District Phoenix, local government officials and members of the Chamber of Commerce.

Adams emphasized the importance of participating in the outreach program to help inform the capabilities of America’s Navy.

“I’m honored to participate in the Navy’s Executive Outreach program because I believe it provides an ideal opportunity to share what America’s Navy does to protect and defend all of our freedoms,” said Adams.

“When it comes to protecting and defending America, being there matters and America’s Navy is already there. They are there around the clock, far from our shores, defending America at all times.”

One of the highlights of her visit while informing citizens of Phoenix about America’s Navy was watching Naval Junior Reserve Officers Training Corps Sea Perch demonstrations at Greenway High School, which serves to encourage the next generation of scientists and engineers to pursue science, technology, engineering and mathematics (STEM) careers.

“Within the Navy Expeditionary Combat Force our men and women have accomplished missions in over 40 countries on seven continents in support of six geographic and three functional combatant commands over the past 10 years,” said Adams, who added that the missions our force engages in require the use of systems developed through advances made in STEM. The trip also included meetings with the Arizona Director of Veterans’ Service; Marines, Army, Navy, Air Force (MANA) House; and leadership at Arizona State University’s Pat Tillman Veterans’ Center.

Adams’ two-day visit was part of a Navy Executive Outreach program to inform, educate and increase America’s understanding of the Navy, its people and its importance to national security, global trade and prosperity.

NECC is an enduring warfighting force providing expeditionary capabilities across the full range of military operations in sea-to-shore and inland operating environments focused on delivering combat support and combat service support ready for worldwide operations now and into the future.

To make matters more interesting, between the two Virginia qualifying competitions in 2014 and 2015, she welcomed the birth of her second son.

In early 2015, Vorpagel-Gunther competed at the local Colonial Classic competition, weeks after having her baby, where she brought home a gold medal.

After she obtained qualifying and national requirements, the All Navy Sports program assisted in Vorpagel-Gunther’s participation at the NSGA from July 28 to Aug. 2.

Her efforts in Nebraska resulted in four gold medals.

With the help of the All Navy Sports program and chain of command at Commander, Navy Region MdAtlantic, which supports a “culture of fitness,” she has continued to pursue her goals and dreams both in uniform and on skates. Through a strategic balancing act, she successfully integrates her family, career, and a love for fitness “I love my family, the Navy, and fitness. Sailors and Marines celebrated Women’s Equality Day on the mess decks aboard the aircraft carrier USS Theodore Roosevelt (CVN 71) (TR), Aug. 26.

The celebration marked 95 years since passage of the 19th Amendment, which gave women the right to vote.

Cmdr. Kim Donahue, the command chaplain, spoke at the event to reflect on her experience with the progress of women in the military.

“Since I’ve been in [the military], women’s equality has been a given,” said Donahue. “When it comes to equality, if you’re really equal, you should be capable of pursuing an exciting, demanding career. Then you should be able to continue on to take on more and more responsibility. And that’s been my experience.”

In 2000, Donahue was the first female chaplain on board the aircraft carrier USS Carl Vinson (CVN 70). The same year, Capt. Kathleen McGrath became the first woman to command a U.S. warship while deployed in the Arabian Gulf.

“I was very proud, and yet it didn’t matter. I had a job to do.

It really doesn’t matter what gender I am. It’s my calling, my job, my profession. I was just thrilled to be on a carrier – period,” said Donahue.

After 17 years of service, Donahue said she was honored to have the opportunity to speak to the younger generation of military women.

“Women have a lot of determination to join into some-

thing that is a predominantly male profession, which is warfighting,” said Donahue.

“I think this is the case for most women in the military, myself included, that I never looked at myself as a pioneer.

I just thought it was my right.

It’s open to me, I want to do it and so I’m going to do it.”

Some of Donahue’s experiences throughout her civilian and naval career, as a woman of many firsts, left an impact on the Sailors.

“I really liked the chaplain’s story,” said Aviation Electronics Technician Airman Reshae Davenport, from Cleveland, Ohio. “I thought it was very personal and impactful. I also liked the song that the choir did. It was really emotional and overall, it got me feeling spirited about the whole movement. It made me feel really proud about the history of women in the military.”

Following Donahue’s speech, an all-female group from TR’s choir took to the stage, along with a cake cutting and video presentation.

All in all, nine mission stops have been completed, with more than 93,000 patients seen and over 1,000 surgeries conducted in Belize, Guatemala, Jamaica, Nicaragua, Panama, El Salvador, Colombia, Dominica and the Dominican Republic.

Continuing Promise 2015 Public Affairs SANTO DOMINGO, DOMINICAN REPUBLIC

Rounding out the ninth mission stop of Continuing Promise 2015 (CP-15), the CP-15 team of joint military, partner nation and non-governmental organization (NGO) personnel assigned to the Military Sealift Command hospital ship USNS Comfort (T-AH 20) completed medical, veterinary and engineering operations on Aug. 22.

To mark the end of the mission stop, the minister of defense hosted a closing ceremony at 27 de Febrero Naval Base and the CP-15 team wrapped up medical operations at the two medical sites, Parque del Este and Hermandad de los Pensionados, where they cared for more than 10,000 patients over the course of 10 days.

The CP-15 surgical team, in conjunction with NGO medical professionals, performed 109 surgeries aboard Comfort. The NGO partner, Operation Smile also utilized Comfort’s operating rooms to perform an additional 93 cleft palate, cleft lip, fistula repairs and lip revisions. Operation Smile is

a worldwide children’s medical charity that provides free surgery to children born with a cleft lip or cleft palate. With a presence in more than 60 countries, the organization has provided free surgeries to children around the world since 1982.

Subject matter expert exchanges conducted during the mission stop covered a wide range of more than 120 topics, multiple seminars, demonstrations and lectures.

CP-15 team members coordinated these exchanges alongside their Dominican counterparts, sharing ideas, best practices and coming together to discuss the most efficient and reliable procedures and methods to best serve those they care for. A men’s health seminar took place with Dominican providers at the Moscoso Hospital and multiple infection control seminars were taught to local students by the CP-15 environmental health team at Puello General Hospital.

In coordination with the Dominican Republic Ministry of Health (MoH), the CP-15 veterinary team, which included the NGO, World Vets, completed two days of

rabies vaccination programs with two teams at seven sites, delivering care to over 470 animals. The veterinary team also held two professional exchanges with public and private partners aboard Comfort and completed a two-day surgical collaboration with the MoH, private veterinarians, students and faculty at the veterinary medical school, Universidad Autonoma de Santo Domingo.

The veterinarian team also focused on military working dog medical tasks and vaccination clinics at the National Police Special Operations Unit and the Regional Canine Training Center.

As part of the two engineering projects from this mission stop, Seabees from Construction Battalion Maintenance Unit 202 constructed computer desks for students, installed a water purification unit, water fountains and completed electrical work at Centro Educacion Nuestra Senora del Carmen Primary School, and constructed a fence at Direccion General de Educacion Especial Centro Nacional de Recursos.

“This was a great opportunity to see the direct impact we have on these kids’ lives

and their learning environment” said Builder 1st Class James Vossler. “I think the new water purification unit will make a huge difference in their school days.”

Five community relations events, organized by the chaplains’ office aboard Comfort, took place during the mission stop. The Latter-day Saint Charities assisted with the donation of hundreds of school bags, recreation equipment and shoes to local children.

Additionally, the CP-15 team took part in the commemorative planting of trees at the Jardines Botanicos National Gardens during the gardens anniversary event.

“The people of the Dominican Republic have been exceptionally welcoming and appreciative of the time and items donated during our COMRELs,” said Religious Program Specialist 1st Class Jonathan Coreson. “These COMRELs play an important part to the overall mission, enabling CP-15 team members to interact with the local community, working hand-in-hand with the Dominicans to connect on a more personal level, while providing community service to the local area.”

ficer qualification, and one Surface Warfare Supply Corps Officer qualification.

“This deployment was especially rewarding for me, my Sailors and fellow crew members across the command,” said Operations Specialist 1st Class James Weber. “Not only did we

strengthen relations with multiple allied nations, but as a crew, we were able to complete the mission and come home safe to our friends and family. For my fourth deployment, this has been one of the best – it was definitely exciting, challenging, and rewarding.”

The ship’s force integrated with NNSY maintenance workers and contractors to complete more than 1.2 million man-days of work. The work forces collaborated to complete a workload, encompassed 50 percent growth from the original work package on ship systems, such as the shafts, rudders and distilling units that required more maintenance than anticipated.

The revitalization of the ship comprised of more than 117,000 square feet of spaces with 25 crew living compartments and 774 racks rehabilitated, 150,000 square feet of non-skid surface on the flight deck removed and replaced, and all four catapults overhauled.

Despite the extended yard period and lack of crew proficiency at sea, Capt. Steve Koehler, Ike’s commanding officer since July 2013, is certain everyone will rise to the occasion as they have during the shipyard period.

Koehler said as he has watched the turnover of the ship’s crew, one thing has remained constant. “I never cease to be impressed by the incredible dedication and pride every crew member has demonstrated with the hard work they all put in day in and day out,” Koehler said. “We’re at sea today because of them.”

As the first ship to implement

the optimized fleet readiness plan (OFRP), Ike begins the basic phase with sea trials off the coast of Virginia.

“We’re back and we’re more than ready to begin putting this great warship through its paces,” said Koehler.

“The crew will test a broad range of the ship’s capabilities, from basic surface operations and deck seamanship to adjusting to an underway schedule and running flight deck and damage control drills.”

Upon completion of sea trials, Ike will return to its homeport at Naval Station Norfolk and begin a full work-up schedule to certify the flight deck and return to underway flight operations. This training cycle will culminate in a deployment next summer.

“The pace for this crew will be fast, but they have proven time and again that they are up for the challenge,” Koehler said. “We are returning this ship to service, and with this crew on watch, I have no doubt that Ike is more than ready to conduct the necessary qualifications and training to once again take the fight to the enemy and make our families and our nation proud.”

Sailors from the Applied Suicide Intervention Skills Training (ASIST), the Coalition of Sailors Against Destructive Decisions (CSADD), the Second Class Petty Officers’Association and all the chief petty officer selects volunteered to support the event.

“I helped hand out T-shirts to all the participants involved,” said Information Systems Technician 2nd Class Kiara Dominguez, Carrier Strike Group 12’s CSADD president.

“I think it was a really important opportunity for people to learn about suicide prevention and to know the signs of depression.”

ASIST helped pass out paper cranes, which Sailors carried during the walk symbolizing long life and hope, T-shirts, and displayed a wall of remembrance.

“The wall of remembrance was to help us remember people who have gone through tough times and remember people who have thought of suicide, or attempted it,” said Chief Hospital Corpsman Jolando Lightner, the ship’s Suicide Prevention coordinator. “It was there to give people an outlet to say positive words to Sailors who are maybe thinking about those things, or give their own stories, or words of encouragement.”

stance Abuse Rehabilitation Program (SARP) office of psychology, deployed resiliency counselor, Command Religious Ministries Department (CRMD) and Family Advocacy Program (FAP) showed their support during the fair.

“They had a table showing you how to manage stress,” said Yeoman Seaman April Coats. “I don’t know how to manage it sometimes and the littlest thing can get to me, so I liked that they had that out there. I think the number one thing is that if people are dealing with stuff on the inside, they don’t always want to be questioned. When I walked up to the table, they didn’t ask me why I was there. They were friendly and didn’t [pry].”

In the U.S. alone, suicide took 41,149 lives in 2013, according to the American Foundation for Suicide Prevention.

“It hits home for me,” said Dominguez. “I’ve had a few family members who have self-harmed, and a couple who have committed suicide, so this was something I really wanted to bring awareness to, because I think everyone should know that it’s not a joke and it’s never something to just brush under the rug.”

The themes for Suicide Aware-

ness Month are “Every Sailor, Every Day”, and “One Small Act.” “One small act can save a life,” said Duff. “That is so true. I see it every day. I see people walk their shipmates down here when that person is at a point where they really need help. It happens all the time. We do a really good job already out on the TR in terms of looking out for one another.”

TR and the ASIST team plan to host other awareness events including sunrise yoga on the flight deck, a suicide trivia night and a cake cutting event to continue to raise awareness throughout September.

“This is going to get people talking,” said Duff. “It’s going to bring it to the forefront, literally and figuratively bringing out of the darkness oftentimes very difficult topics. The idea is we don’t want to do it just for a day, or a few hours, or even just for a month. We want to be able to discuss it every day. We want people to be aware of this and we want people reaching out and looking out for their shipmates. That’s one of the best prevention and treatments out there; when people are tuned in and they know what to look for and how to find resources. That’s why this is so important for these Sailors.”

Designed for local SEALs to conduct live-fire training for basic to advanced CQC qualification skill levels in both urban and maritime environments, the SLEP participants were impressed with the threestory facility, which includes 16 reconfigurable rooms with movable walls, making different sized spaces for training.

Next on the tour included one of the Navy’s premier Joint Deployment and Maritime Operations Center located at U.S. Fleet Forces Command, where the group was briefed on naval operations before heading down to the waterfront to visit naval assets up close.

The group visited three Navy warships, starting with USS Wasp (LHD 1), which provided an exciting opportunity for the group to see the first amphibious ship that will deploy with the F-35B Lighting II Joint Strike Fighters. The ship most recently completed the first shipboard phase of operational testing.

USS Gonzalez (DDG 66) hosted the group and provided them with the opportunity to meet and talk with the crew, “to gain a better understanding of who we are, what our mission is and the professionals on board, not only this ship, but the Navy,” said Cmdr. Les Sopol, executive officer of Gonzalez.

“SLEP members were introduced and briefed by two Ensigns who had checked aboard the ship only two weeks ago

and were immediately put in charge of a rapid innovation program to incorporate the RQ-20A Puma AE, a batterypowered, hand-launched Small Unmanned Aircraft System,” said Sopol.

Sopol continued, “the SLEP members were awed by the amount of responsibility these two young officers were given.

Twelve civilian contractors working on the system reported to these recent U.S. Naval Academy graduates.”

The group also visited USS Newport News (SSN 750) to experience the submarine community, viewed naval aircraft and met with naval aviators and naval flight officers.

“The SLEP program gives the opportunity for the Navy to educate participants on the challenges and sacrifices faced by service members and their families,” said Capt. Jack Hanzlik, public affairs officer for U.S. Fleet Forces Command.

Participants are nominated for the competitive program by the armed forces branch secretaries and include leaders from business, community and academia.

For most of the years since 1948, the secretary has invited American business, community and academic leaders to the Pentagon, and to directly observe and engage with members of all five of the armed services at facilities in the United States and sometimes internationally.

The program began as the Joint Civilian Orientation Conference and now is called the Secretary of Defense Senior Leader Engagement Program, or SLEP.

The Navy’s fourth Mobile User Objective System (MUOS) satellite is awaiting countdown – and the whims of Tropical Storm Erika – for launch Aug. 31. The launch window is between 6:07 and 6:51 a.m. EST. A live launch broadcast will begin at 5:47 a.m. EST and will be viewable as an online webcast at www.ulalaunch.com.

MUOS works like a smartphone network in space, vastly improving secure satellite communications for mobile U.S. forces. MUOS provides users a global, on-demand, beyondline-of-sight capability to transmit and receive high-quality voice and mission data on a high-speed Internet Protocolbased system.

“There are three critical points for the MUOS program today,” explained Capt. Joe Kan, program manager for the Communications Satellite Program Office.

USS Higgins renders aid to distressed mariners

The Arleigh Burke-class guided-missile destroyer USS Higgins (DDG 76) rendered assistance to the crew of a burning fishing vessel on Aug. 28.

Higgins spotted the vessel on the horizon and proceeded to its location to render assistance.

Upon arrival, Higgins found the fishing vessel engulfed in flames.

As the ship proceeded closer to investigate, lookouts spotted the vessel’s crew in the water clinging to debris. Higgins launched one of her rigid-hull inflatable boats (RHIB) and rescued the four-person crew.

After the crew was delivered to the ship, hospital corpsmen examined them while the ship’s Rescue and Assistance Team provided them with food and water. None of the crewmen were injured.

Losing a sibling is tough, no surprises there. I always thought my brother was someone that would be an old friend, a close family member I could confide in after my parents were gone. I always imagined him as the best man at my wedding, the fun uncle to my children, and the muscle I could invite over to help me with my home renovations when I bought the fixer-upper. He was my best friend. I love my sisters very much, but it’s just not the same with them. I see other brothers now and can’t help but be a bit jealous. Losing a brother is not like never having one. I know very well what I’m missing, and I’m not happy about it, but I live with it.

Cousins and close friends have stepped up in many ways and filled that void, but there is still an emptiness.

I feel the silver lining in all this is that I am a Gold Star sibling, although I didn’t always refer to it that way. When my brother died, he was serving a purpose and that brings me some comfort. He was in the military and intended to be of service. He was gifted and likely would have gone on to do great things. I have a reason to be proud despite his untimely death. A lot of people don’t have that privilege when someone close to them dies suddenly, and I am very fortunate in that regard.

When I tell other people he was killed while he was in the military, there is usually an unspoken respect from those hearing about it. This is comforting, but I always feel the need to disclose that he was not killed in combat and that he was on leave when he died. Most people assume that he was in Iraq or Afghanistan, and I don’t like the idea of people thinking I’ve overstated his sacrifice by not correcting their assumptions. I think part of me believes his sacrifice was “less” than if he was actually killed in combat, however wrong or right that is. I think that makes my family unique compared to most Gold Star families, and it is something that causes me to be conflicted.

Because of my brother’s death, I’m much more sensitive to loss. I think through that experience I’ve become a much more compassionate and empathetic person. I also think his death presented me with an opportunity to reassess my life at a point where I needed to do that.

I’ve more personally experienced mortality and realized that the small stuff isn’t so important and that I need to not just survive, but pursue my life with a purpose. I’ve also learned that I’m much stronger and much more capable than I thought I was. Speaking on behalf of my family at my brother’s eulogy was a perfect example of this. I also have much less patience for pettiness or smallness in others.

I think of my brother less and less as the years go on and, in some ways, that concerns me. I don’t mention him to people unless they get to know me and, even then, I am eternally conflicted on when I should mention him and to what extent. However, I still think of him often, but not always when I expect to. I expect to be a bit depressed on his birthday, on the date of his accident, Memorial Day, family holidays, and other patriotic or military-themed events (because they remind me of his funeral). What I don’t expect – or that I am learning to expect – are the visceral reactions I have to unexpected situations, such as seeing young men (about his age when he died) dying in war movies, 21-gun salutes, hearing about other young men killed before their time on the news. The less obvious examples are numerous and often catch me completely offguard. Things like finding an old picture of the two of us in a stack of old photos, my best friend unexpectedly making a toast to him at his wedding a couple years ago, seeing a post by one of his friends on his Facebook page pop up on my newsfeed, or even someone phrasing something the way he would. It’s also a bit sad to know that whomever I marry and the children we have together will never get to meet him, and that my second-hand stories about him will be all they know of him. More unnervingly, part of me fears experiencing this same loss some day with one of my own children.

In dealing with my brother’s death, I’ve taken it one day at a time since it happened. When I was a first-year law student, I was so over-

I would allow myself to grieve as little as I absolutely needed to in the morning, then suck it up and get through the rest of my day, grieve at night, then go to sleep, and repeat on a daily basis. I did this for months, and it was incredibly draining. I felt as if I did not have the luxury of grief.

As time has gone on, I’ve been able to slowly unpack what I tucked away and come to terms with the reality of what happened. Sometimes the unpacking is easy and sometimes it is explosive and emotional. I also find solace in the fact that my brother’s death, though tragic, has changed all of our lives for the better in some way. My baby sister, now an adult, was inspired to go to the Naval Academy and find her true calling. My mother became involved with volunteering after my brother passed and now has a job she loves because of him. My father and I, once cold and distant toward each other, were forced to work through a lot of long-standing resentment and disappointment between us because we no longer had my brother as a gobetween or distraction from our own issues and flaws.

Growing up, my brother and I were rivals. After his death, in a strange way, I felt liberated. I no longer had someone to whom I could be directly compared. Our whole life, he and I had arbitrarily (and unknowingly) divided up the world into what I could do and what he could do.

Suddenly, those divisions were gone and half the world I had never seen was opened to me. It was like my own toppling of the Berlin Wall.

I no longer had to be different than him or oppose him, so I could be however I wanted to be. I applied for the Marine JAG program after graduating law school, which I would never have even considered if he were still alive (it would have been on his side of the divide). Though unsuccessful, in the end I learned a lot about myself I never would have through that process. I learned to be more outgoing and warm like he was (and which I had envied, but felt I could not emulate). In some ways, being “more like my brother,” – something which would have been a major breach of protocol between the two of us if he were still alive – suddenly became a way to keep his memory alive. It was also my way of granting him a bit of immortality.

Above all, I know more than I ever hoped to know about what other siblings like my sisters and I are going through. I think grief is different for each person, and that each person will grieve at his or her own pace. Those who have recently lost their brother or sister should feel free to take it day by day. No one has all the answers, nor should they be expected to. Grief is a perpetual work in progress. You will never “get over it,” but you do need to learn to live with your new reality. It is important to remember your loss, but also to move forward and not be completely consumed by grief. Your brother or sister would want you to go out and live life, not shut yourself in and shut down. Moving on doesn’t mean forgetting. It just means moving forward and honoring your sibling’s memory.

I’ve never been one to shy away from conflict, but throughout the years, I now understand the value and finesse of examining the conflict process from different perspectives. When conflict arises, it is important to “recognize that although conflict can be detrimental, it can also create opportunities for growth and development. Thus, instead of avoiding conflict, try to manage conflict in order to enhance effectiveness, motivation, and satisfaction” wherever it arises. (Fox, et.al. 2013).

Naval Facilities Engineering Command (NAVFAC) marked 173 years of providing facilities engineering expertise to support the mission readiness of Navy and Marine Corps commanders, Aug. 31.

In 1842, Secretary of the Navy Abel P. Upshur officially established NAVFAC’s predecessor, the Bureau of Naval Yards and Docks, to execute the design, construction and maintenance of Navy yards and a few other shore stations around the eastern seaboard of the U.S. Eventually the Bureau and its responsibilities would grow into the global enterprise known as NAVFAC, which was officially established in May 1966.

“Our history is something I am very proud of,” said NAVFAC Commander and Chief of Civil Engineers Rear Adm. Kate Gregory.

“Our heritage is sustained today by an exceptional group of NAVFAC civilians, Civil Engineer Corps officers and Seabees, who are on the job around the clock, building and maintaining sustainable facilities around the world.”

With 13 major commands located in the U.S., Europe and Japan, NAVFAC’s support is visible on practically every Navy and Marine Corps installation around the globe.

Nearly every pier, runway, road, utility plant, gymnasium, barracks, child development center, or other shore facility has been constructed or acquired by NAVFAC. The command’s worldwide team

Kate Gregory sustainable facilities around the world.” of planning, construction, facilities services and acquisition subject matter experts executed approximately 39,000 separate contract actions in fiscal year (FY) 2014 totaling $8.2 billion, including nearly $2 billion in military construction support for the Navy, Marine Corps and other federal agencies.

Part of this construction effort consisted of military construction projects in support of strategic combatant command missions at forward operating areas. Other construction projects supported the introduction of new Navy and Marine Corps weapons platforms and helped sustain critical operations around the world.

Awarding small business contracts also played an important role in NAVFAC’s acquisition strategy.

For the third consecutive year, the command exceeded all Navy small business targets, setting record achievements in small business, small disadvantaged business and service-disabled veteran-owned small business through more than $3.5 billion in contracts awarded to small businesses.

In support of the Anti-Terrorism Force Protection (ATFP) ashore program, NAVFAC executed various contract actions to field or sustain 900 systems, with more than 60,000 components, which increased the security posture at various locations worldwide, while enhancing the overall safety of personnel and service members.

NAVFAC’s Public Works Departments respond to base facilities service and emergency calls

in a demanding 24/7 environment.

This critical work is a vital enabler for what takes place daily on bases around the world, as more than 461,000 service calls and 54,000 emergency calls were recorded and completed last year.

A lot of this essential work goes unnoticed, but the behind-thescenes effort performed in providing vital public works services, such as electricity, water and wastewater management, is a central enabler for a lot of what happens on Navy and Marine Corps bases worldwide.

NAVFAC professionals are also at the forefront of executing cutting-edge energy projects to help meet the Secretary of the Navy’s energy goals. Advanced metering, renewable energy, power purchase

agreements, energy service performance contracts and energy conservation projects are helping to reduce the demand for energy, on and off base, and well as increase energy security.

To support the Navy’s expeditionary warfighters, NAVFAC’s Expeditionary Programs Office ensured Sailors and Seabees had the necessary equipment and gear required to execute their missions around the globe, including mine resistant ambush protected vehicles, medium tactical vehicles, highly mobile multi wheeled vehicles, water well equipment and containers.

NSWC commander inspires innovators

Army Staff Sgt. Joshua Burnett envisioned his career after retiring from the Army last year – start up a company to rapidly deploy life-saving ideas, solutions and technologies to warďŹ ghters.

Like many small business owners and entrepreneurs, however, he encountered a daunting Department of Defense acquisition process that could delay or prevent his vision from becoming reality.

Rear Adm. Lorin Selby, commander, Naval Surface Warfare Center (NSWC), listened to Burnett, who was among DOD technologists, business executives and educators who came to share their ideas, technology solutions and concerns at NSWC Dahlgren Division’s second annual Unmanned Systems Integration Workshop and Technical Exchange Meeting, Aug. 19. “What is the best way to get the technologies that are ready to go into the hands of the warďŹ ghter,â€? Burnett asked the admiral. “We have game changing technology now and I’ll do it at cost to get the technology into the hands of the warďŹ ghter. I’ve been in their shoes and know what they’re going through. We have toolsets that can help them win.â€?

In his keynote speech, Selby inspired 160 scientists, engineers and technologists in DOD, industry and academia to overcome the challenges they face – including certiďŹ cation, accreditation and acquisition processes – to obtain funding for new technologies that can quickly become a program of record and deployed to the warďŹ ghter. “The idea of coming up with ideas and then transferring those ideas is a huge part of the future, and as a nation, I think we can do it faster and

better than anyone else,� said Selby. “We need to establish more collaborative partnerships. We will never solve these problems in stovepipes, so we’ve got to be more collaborative and more team oriented. Collaboration is what it’s all about.�

The technical exchange, which included panel discussions, harnessed the power of intensive collaboration among the joint services, industry and academia. “Our society is very open and sharing,� said Selby. “We’re very willing in our society to put ideas out there and that’s very powerful. Some are going to shoot holes in them while others will say, ‘that’s a good idea, I will use it.’ That’s powerful.�

In all, 25 unmanned systems experts from the public and private sector presented 20 briefs and two panel discussions. Robotics teams from two local high schools also demonstrated their science, technology, engineering and mathematics projects. “Integration of unmanned systems continues to be a challenge for the Navy, and judging by the cross-organizational participation at this workshop, it seems to be a challenge for everyone else as well,â€? said Ajoy ‘AJ’ Muralidhar, NSWCDD Human Systems Integration engineer and the event’s lead organizer. “New technology and capabilities are introduced every day and we constantly have to evolve and adapt our approaches in order to ensure that we are able to provide the best options for the warďŹ ghting community.â€?

The objective of his research is to build a dynamic changing model to evaluate a cognitive architecture’s ability to ensure safe performance of an autonomous safetycritical system. Results will provide cognitive science researchers with a comparison of safety engineering among multiple cognitive research paradigms. “The workshop was a great opportunity for me to share and discuss my research with experts in the ďŹ eld of autonomy and unmanned technology,â€? said Dreany. “Cognitive development within artiďŹ cial intelligence is a difďŹ cult and complex problem.

Safety engineering is a large part of my research and I had directional changing discussions with other engineers on the development of safety measurements, mechanisms and methodologies for cognitive development. These conversations would not have happened without this workshop.�

The Unmanned Systems Integration Workshop – one of several ongoing NSWCDD initiatives to foster collaboration and cooperation between government, industry and academia – was sponsored by NSWCDD Chief Technology OfďŹ ce and the OfďŹ ce of the Under Secretary of Defense for Acquisition, Technology, and Logistics (Tactical Warfare Systems, Land Warfare and Munitions, Joint Ground Robotics Enterprise). “It was a true workforce development opportunity,â€? said Muralidhar. “The volunteers, session chairs and coordinators, as well as the organizing committee were all junior engineers who impacted the event with fresh ideas and perspectives on unmanned systems integration.â€?

Weaver, ombudsman for Navy Operational Support Center Sacramento, representing the Navy Reserve Force Named in honor of Mrs. Sybil Stockdale the award memorializes her steadfast support to families of prisoners of war (POW) throughout her husband’s, Vice Adm. James Bond Stockdale, seven-year internment in Southeast Asia during the Vietnam War. She became a co-founder and national coordinator of the National League of Families, a nonprofit organization that worked on behalf of American Vietnam-era Missing in Action and POW families, serving as their liaison to the White House and the Department of Defense.

“This award recognizes Sybil Stockdale who selflessly helped others and has continued to serve as an inspiration to all military families, including our amazing ombudsmen who go above and beyond for the Navy family,” said Vice Adm. Dixon R. Smith, commander, Navy Installations Command.

The recipients will be formally recognized at a ceremony at the San Diego Town and Country Resort on Sept. 24, hosted by the San Diego Armed Services YMCA, United Service Organizations (USO) San Diego, the San Diego Navy League and the Fleet and Family Support Center.

The Navy Family Ombudsman Program was created in 1970 by Adm. Elmo Zumwalt, Jr., then chief of naval operations, to improve communication between commands and the families of Sailors who served in them.

While September is Suicide Prevention Month, subject matter experts from the 21st Century Sailor Office’s Suicide Prevention Office, OPNAV N171, say their goal isn’t to prevent suicide on just a single day or month, but every day of the year.

“Every life is precious, and the fight is year-round,” said Capt.

Mike Fisher, OPNAV N171 director. “We want people engaged with their shipmates every day of the year. We’re talking about being there for every Sailor, every day.”

This year, Suicide Prevention Month will focus on a new message with its Every Sailor, Every Day campaign, “1 Small ACT.” The message promotes simple, everyday actions that can ultimately save lives, using Navy’s “ACT” (Ask Care Treat) bystander intervention model.

The Navy Suicide Prevention office released a toolkit, Aug. 19, to help Navy commands and Sailors engage in the fight to prevent suicide. This toolkit features educational resources, high-resolution graphics, and ideas for actions to take during September and year-round.

Also in the toolkit are engagement ideas to promote peer support, personal wellness and bystander intervention all year long.

One way to get involved as an individual or organization is to participate in the “1 Small ACT” Photo Gallery. Participants can print the “1 Small ACT” sign directly from the toolkit or online, personalize it with their example of a small act that they can perform in a shipmate’s life, and then send a photo with the sign to suicideprevention@navy.mil. Submissions will also be accepted through the Real Warriors mobile app, which can be downloaded on the Apple App Store or Google Play.

“We want to highlight people across the fleet as they share their ideas for supporting their shipmates and promoting psychological health,” Fisher said. “You never know when that everyday action – a kind word, an offer to help – will make the big difference in someone’s life.”

The “1 Small ACT” Photo Gallery will be displayed on the Navy Suicide Prevention Office’s Operational Stress Control Facebook page, building a virtual wall of hope for the entire Navy community. Submissions will be accepted from Sept. 1 through Aug. 31, 2016.

Returning the bodies of fallen Soldiers, a policy known as “concurrent return,� is a relatively modern concept. Prior to 1950, most Soldiers were buried in cemeteries established near the battlefield. After WWI, the military would make an effort to identify the bodies before they were buried and return the bodies to family members after the fighting stopped. Prior to WWI, the practice of identifying the fallen was not as widespread and the burden was on the families if they wanted to have their service member’s remains returned home.

In Vietnam, the concurrent return program had two aspects: Returning the fallen service member’s body and their personal effects. “There was another fellow named Thompson and me; the two of us were going to Vietnam. We were en route to Vietnam. The big arm of the Department of the Army the Department of Defense - grabbed us and pulled us back. We got a briefing from a 3-star general up at DOD who was the chief of Support Services for the Army,� recalled retired Army Col. Bob Whitman. “The mortuary up at Da Nang had lost bodies and personal effects were being lost all over the place. So, Thompson got the Da Nang mortuary and I got the personal effects depot.�

Whitman, a captain at the time, headed to Vietnam to take charge of the personal effects depot at Camp Red Ball. “You know what guidance I had for the whole thing? The 3-star general looked at me and says, ‘Whitman, get over there and straighten that [place] out,’� laughed Whitman.

In the six months that Whitman was stationed at the personal effects depot, he overhauled the way personal effects were handled. The first thing he did was establish procedures ensuring more than one person assigned to the depot handled personal effects and that the effects’ inventory, when they came in, matched the complete inventory, as they were sent home. He also overhauled the depot’s communications with family members. “Our letters to the next of kin, when I came in, had been written in military jargon.

People don’t even know what that means, much less what to do with it for god sakes. So, I put them in proper English and attached an annex to it, citing all the regulations, which made all the difference in the world,� said Whitman.

Administrative hurdles weren’t the only hurdles Whitman had to deal with during his time at the personal effects depot. “We had a young guy. He had an elephant. He had bought an elephant! It wasn’t a big elephant, but it was an elephant - a living, breathing elephant. The family looked on this as a pet and they wanted the elephant. We nearly shipped the elephant home.

You have no idea what you have to go through to ship an elephant! You have to get the elephant shots, and you have to do this and you have to do that,� remembered Whitman.

But he had a solution. “I went out to the unit and I stayed with them a couple of days. I said ‘Look, we’ve got to do something about this ... elephant.’ They said, ‘You’re telling us.’ So, we drafted a letter to the family from a whole bunch of guys in the unit that said, ‘The elephant is our unit mascot. He’s our good luck unit mascot.’ They donated the elephant to the unit. So, the unit took the elephant and aimed him towards one of the local farmers and swatted him on the fanny and the elephant went away,� laughed Whitman.

After returning from Vietnam, Whitman went on to be a logistics instructor at Fort Lee, worked for four-star generals at Training and Doctrine Command (TRADOC), and retired with 33 years in the Army. He is now a volunteer docent at the Virginia Air and Space Center in Hampton, where he has volunteered for the past 13 years.

Seawolf completes sixmonth arctic deployment

BREMERTON, WASH.

The fast-attack submarine USS Seawolf (SSN 21) returned to its homeport of Naval Base Kitsap-Bremerton Aug. 21, following a sixmonth deployment.

During the deployment, Seawolf conducted routine submarine operations, which included scheduled under-ice transits and under-ice operations. “The crew performed superbly on multiple operations in the [U.S.] 6th Fleet area of responsibility,â€? said Cmdr. Jeff Bierley, Seawolf’s commanding ofďŹ cer, from Birmingham, Alabama. “We conducted two polar transits, including a routine surfacing at the North Pole. Operations under the Arctic are part of the Navy’s continued commitment to maintain access to all international seas, and Seawolf was just part of that commitment.â€?

The Navy has been operating in the Arctic for decades and it is expected that presence requirements will likely increase as maritime trafďŹ c in the region increases. Ships like Seawolf support the Arctic national strategy by

developing capabilities, increasing maritime awareness and preserving freedom. “Seawolf did an exceptional job; they had an accelerated eet readiness training period so they were really pushed to get all of their preparations, training and certiďŹ cations done before deployment, including preparations for the very challenging Arctic transit,â€? said Capt. Douglas Perry, commander, Submarine Development Squadron 5, from Alexandria, Virginia. “Arctic transits are important, not just for us to be able to keep our eet assets around the globe, but it also gives us an opportunity to maintain undersea dominance of the Arctic spaces, an area that is very challenging and is changing dramatically.â€?

This was the ďŹ rst deployment for many of the Sailors aboard Seawolf, awarding them the unique experience of visiting the North Pole. “It was a very interesting deployment, full of mixed emotions and the unexpected,â€? said Yeoman 3rd Class Felipe Aparicio, from Los Angeles. “Surfacing at the North Pole was awesome. As you push through the surface it takes your breath away. You feel the

ice hit the hull of the boat and you hear thumping back and forth all around you; then it just stops. It was a memorable experience. We got out of the boat, and the best way to describe the North Pole is that it’s a cold, snowy desert.�

These polar transits and the surfacing of submarines demonstrate the Navy’s commitment to assure access to all international waters. USS Nautilus (SSN 571) was the ďŹ rst submarine to complete a submerged polar transit. “We are very happy to be home to the PaciďŹ c Northwest and we are eager to spend time with our family and friends,â€? said Bierley.

Seawolf, commissioned July 19, 1997, is the ďŹ rst of the Navy’s three Seawolfclass submarines. The Seawolf is signiďŹ cantly quieter than any Los Angeles-class submarine. It is also faster, has more torpedoes tubes and can carry up to 50 torpedoes or missiles, or 100 mines.

All of the Seawolf-class submarines are homeported in the PaciďŹ c Northwest – USS Connecticut (SSN 22) and Seawolf at Bremerton, Washington, and USS Jimmy Carter (SSN 23) at Naval Base Kitsap-Bangor.

“In terms of African security,” Dory said after her presentation, “the maritime domain is fundamental to economic prosperity for Africa. Whether it is getting products or innovation out and in [Africa], it is important to have all these leaders here in Newport renewing their acquaintance with one another and with the U.S.” The subjects addressed at the symposium are relevant to this vital area, according to Mangold.

“Topics are chosen because they are important in the region and also to the world,” he said. “Migration, for instance, is one of the most important topics in the world. We have top experts here to help understand the issue. We also had a session focusing on humanitarian assistance and disaster response with the doctor who arranged the American relief effort during the Ebola crisis.”

Vice Commander, U.S. 6th Fleet, Rear Adm. Thomas Reck noted that in the long term, the NWC affiliation also benefits international relations.

“You can see the importance that these individual nations place on the education they receive here,” said Reck. “And then to actually gain those friendships and incubate those partnerships over the years until it gets to the point that these graduates are now heads of navy for their countries.”

Reck, a NWC graduate himself, pointed out that these relationships are vital to what he called “the global network of navies.”

“It is always important to anchor back on those relationships, and keep that trust built so it will be strong when the next generation of leadership comes along,” he added.

Mangold said the global network of high-ranking navy officers is something NWC takes seriously.

“It’s important for the Naval War College because we have over 40 heads of navies from around the world who have graduated from here,” said Mangold. “We are a leading educator. We have this event here because we are one of the few institutions who could do it.”

One of the attendees, Cmdr. Abdellah Benhamou, director of the Royal Moroccan Naval Academy, said that NWC is the best place and the right environment for this symposium.

“It is the kind of environment [at NWC] that you know beforehand that it is going to be productive,” said Benhamou. “[The conversation] is going be free from political constraints that keep you from discussing matters frankly and asking the right questions.”

“What this symposium does is offer attendees a chance to meet, talk about issues that are important, offer shared experience and perspective. That all makes them more trustful of each other,” Mangold added. “All navies need to work together. One of the best outcomes from this event is that our graduates call their other alumni when they have issues.”

As host of the event, Rear Adm. P. Gardner Howe III, NWC president, stressed that building and maintaining relationships is vitally important in an increasingly unstable world.

“The operational environment is more volatile, more uncertain, more ambiguous and more dynamic than ever before,” said Howe. “How are we, as military professionals, to deal with such an environment? I would offer that the answer lies in a commitment to continuing professional education and by nurturing meaningful relationships with friends and allies.”

NWC is a one-year resident program that graduates about 600 students and about 1,000 distance learning students a year carrying out four missions: educate and develop leaders, help define the future of the Navy, support combat readiness, and strengthen maritime partnerships. Students earn Joint Professional Military Education (JPME) credit and either a diploma or a master’s degree in National Security and Strategic Studies. Established in 1884, U.S. Naval War College is the oldest institution of its kind in the world. More than 50,000 students have graduated since its first class of nine students in 1885 and about 300 of today’s active duty admirals, generals and senior executive service leaders are alumni.

“There is one constant in this business, and it’s that things are changing,” said Dunaway to the teams in his opening remarks. “Our goal was to get you to think about that change, giving you a chance to develop unique solutions to specific technical challenges, and you came through with flying colors.”

“This has really been an experiment to foster innovation,” said Anthony Cifone, NAVAIR deputy assistant director for Research and Engineering. “We want to solve problems for the Navy and the command, but we also want to show our folks – especially our young folks – that we value innovation.”

In fall 2014, 26 NAWCAD teams submitted proposals. Three were ultimately selected.

Team NOID (No-Oil Innovation Demonstration) examined technologies and innovative materials that could potentially allow gearboxes to run without oil lubrication. Their results showed promise in extending the time that a gearbox could operate in a loss-of-lubrication situation, potentially saving lives.

Team NOISE-HD (NOvel Innovative Sound Energy Harvesting Device) successfully harnessed sound energy from jet engines in a field environment and demonstrated that it could be stored via battery. With future development, an optimized device could collect and store acoustic energy on board ships, reducing dependence on energy transported across long distances.

Team SEAM (Sensor Embedding for Additive Manufacturing) demonstrated that it is possible to get reliable, accurate data for structural health monitoring of metallic “3-D printed” parts. In fact, during testing, the team’s embedded sensors outlasted the conventional strain gauges that they used as benchmarks.

“This showed me that there are tremendously good ideas out there that our young folks have,” said Cifone, who first conceived the Innovation Challenge together with then-NAWCAD commander, Rear Adm. Mark Darrah. “Ultimately, what we got out of this were great ideas with some results behind them.”

In addition to addressing military technical issues, the Innovation Challenge provided a unique professional development opportunity for 14 NAWCAD employees who are part of NAVAIR’s Engineer and Scientist Development Program or the Navy Acquisition Development Program.

“I’ve learned a lot about how NAVAIR as a whole works, and also the process of forming a project,” said Denise Orthner of Team SEAM. “It was kind of surprising getting so much responsibility when I had only been here a couple of months.

It was, ‘You have a great idea. OK, here you go. We’re handing over the reins to you.’ But really, we’ve been able to get everything that we have accomplished done because we’ve received so much support from everyone here.”

“It gives me a lot of respect for the engineers on this base and on other bases who work to make the Navy systems that we have today,” said Jazmin Myres of Team NOISE-HD. “To think about all of the effort and all of the work that has gone into an aircraft – or any system – it’s incredible to see.”

NAWCAD leaders were pleased with the results of the challenge, both in what the teams developed and in how they developed as teams.

“I’m so proud of our team members,” said Antonella Thompson, Innovation Challenge Program manager, who coordinated and mentored all three teams, ensuring they had the facilities, materials, and staff support they needed throughout the Challenge. “These young men

and women have grown professionally and personally, and they’ve really come together in a focused way to hopefully benefit our men and women who serve.”

“Innovation starts with a solid foundation in the mission and in the technical aspects of the mission,” said Peters.

“With limited resources, there is always pressure to attack problems in a traditional manner instead of pursuing ideas that may or may not come to fruition.

The Innovation Challenge provides an opportunity to attack problems in creative ways. In essence, the Innovation Challenge is not only about launching teams to work on promising ideas, it’s also about developing a workforce that thinks a certain way. I’m proud of the teams for their creative approaches, and I thank the experts from across the command who provided guidance and encouragement throughout the project.”

“I think it has been a tremendous success,” said Cifone. “It really points to the skills and capabilities of our young folks. It’s a reflection on the great people we have. I’m highly encouraged, and I’m very excited looking forward to the next Innovation Challenge round.”

NAWCAD is now preparing to evaluate submissions for the next Innovation Challenge. As with the first challenge, teams of developmental employees can submit white papers to Thompson for evaluation by a selection board. White papers are due Oct. 15.

Team members from the first round encouraged others to consider applying for future Innovation Challenges.

“It’s definitely a good opportunity,” said Ian Gallagher of Team SEAM. “You get the chance to work on one thing for six months straight, which is pretty rare.

You really get to see it through from beginning to end.”

U.S. 5th Fleet area of operations, supporting Operation Inherent Resolve, strike operations in Iraq and Syria as directed, maritime security operations and theater security cooperation effort in the region. The ship is homeported in San Diego.

The Navy’s fourth Mobile User Objective System (MUOS) satellite, encapsulated in a 5-meter payload fairing, is mated to an Atlas V booster inside the Vertical Integration Facility at Cape Canaveral’s Space Launch Complex-41.

MUOS is already providing legacy communications to combatant commanders via active satellites on-orbit.

MUOS’ new Wideband Code Division Multiple Access capability has been demonstrated in various environments, platforms and applications, such as integration testing with the newest submarine antennas, Navy special operations scenario exercises and Air Force C-17 in-flight tests.

“MUOS will be used by all services.

For example, the Army will extend satellite communication to their individual Soldiers. The special operations forces will use MUOS for all their missions. And the Navy uses MUOS in

particular for submarine communications,” said Kan. MUOS provides satellite communications in the narrowband spectrum. Although narrowband communication is less than 2 percent of total Department of Defense bandwidth, it represents more than 50 percent of all DOD satellite communication users. In addition to ad-hoc situations, such as disaster response, narrowband represents the majority of communications for SEAL teams.

Two MUOS satellites, launched in

2012 and 2013, are already providing legacy communications capability from their geosynchronous orbits over the Pacific Ocean and the U.S. MUOS-3, launched in January, was accepted by the Navy in June after on-orbit testing. The third satellite is awaiting final testing before being accepted for operational use.

Ultimately, the constellation and associated network will extend narrowband communications availability well past 2025.

The 22nd Annual American Music Festival (AMF) will feature four major headline bands on the 5th Street Main Stage between Sept. 4-6. Sheryl Crow, Steve Miller Band, Rebelution and G. On Friday, Sept. 4, Steve Miller Band returns to AMF, having drawn one of the largest crowds in the Festival’s history in 2007. Call him the Gangster of Love. Call him Maurice. You can even call him the The Joker or Space Cowboy. Everybody knows that Steve Miller speaks the pompatus of love. One of rock music’s all-time greats, the Steve Miller Band has sold more than 45 million records in a career spanning more than 40 years. His trademark blues-rock sound made him one of the key artisits in classic rock radio.

VIP holders also enjoy heavy hors d’oeuvres, VIP-only Porta Johns, two free adult beverages, and one ticket to Friday, Saturday and Sunday concerts, for just $285 per person.�

Those wishing to purchase single-day VIP tickets for Friday or Saturday only, may do so for $125 each in advance. Single-day VIP tickets are not available for Sunday.

9/11 Day was launched in 2002 as an annual day of service to honor the victims and heroes of Sept. 11. Winuk lost his brother Glenn in the 9/11 attacks. Glenn J. Winuk, an attorney with Holland & Knight in downtown Manhattan, served as a volunteer firefighter and emergency medical technician for almost 20 years. After helping evacuate the Holland & Knight law offices where he was a partner, he raced to the nearby World Trade Center’s south tower to help with rescue efforts. He died when that tower collapsed – a borrowed first-response medical kit was found by his side.

"According to Mintel, on average, drivers spend nearly $1,000 per year maintaining their cars, and that number will likely only increase as the average age of vehicles continues to get older," says Wiesenfelder. "Even more important, a recent survey

by Cars.com and Toluna found that one in three drivers don't trust that the prices mechanics quote to them are fair. 'Expensive' and 'stressful' are the top words that come to mind for many consumers when they're thinking about car maintenance and repairs."

Here are a few expert tips, resources and busted myths to arm you with the information you need to make informed, confident decisions about car service: 1. You probably don't need to change your oil every 3,000 miles. Due to technology advancements, many auto manufacturers recommend changing oil at intervals of 7,500 miles or more for new cars.

2. Does a dirty air filter really hurt performance? A clogged air filter won't significantly affect fuel economy,

but it can reduce acceleration from six to 11 percent, according to a Department of Energy study. For that reason, it's a good idea to periodically visually check the engine air filter.

3. Cars.com has launched a new "Service & Repair" feature that provides a fair price estimate for different types of service, helping ensure drivers never overpay. The online tool also helps drivers find local service providers and offers reviews from actual customers to help them find a quality mechanic.

4. Drivers expect the tires that come with their new vehicle to last a long time, but tire life depends on many factors, including: the quality of the tire, its treadwear rating, whether it is an allseason, summer performance or winter tire, the type of vehicle and where and how it is driven.

5. Service engine? If the check engine light comes on and has a steady illumination, that indicates a possibly serious issue, and it should be dealt with quickly by a mechanic. If the check engine light is flashing, find a place to park the vehicle and turn the engine off as quickly as you safely can. Ignoring your check engine light increases the likelihood of additional problems.

WWE stopping by Hampton this weekend

World Wrestling Entertainment (WWE) will be presenting a live non-televised event on Sept. 4 at Hampton Coliseum. One of the bouts advertised for the event is former WWE United States Champion John Cena taking on Kevin Owens. Tickets may be purchased at all Ticketmaster locations and the Hampton Coliseum box office.

An exciting SummerSlam weekend has recently passed, filled with title changes and returning Superstars. WWE took over Brooklyn, New York and sold out the Barclays Center three nights in row, presenting NXT Takeover, SummerSlam

and Monday Night Raw. One of the highlights of the NXT Takeover event were The Vaudevillians defeating Blake and Murphy to win the NXT Tag Team Championships. In the comain event at Takeover, Bayley defeated Sasha Banks to win the NXT Women’s Championship in an exciting contest. In a grueling ladder match, NXT Champion Finn Balor retained his NXT Championship by defeating Kevin Owens.

SummerSlam this year was bigger than ever as the event was four hours long. Jon Stewart, the former host of The Daily Show, served as the host for the event. One of the main events saw then United States Champion John Cena taking on the WWE World Heavyweight Champion Seth Rollins – title versus title. As the referee was inadvertently knocked out, John Stewart ran to the ring with a steel chair. Stewart has had several televised verbal altercations with Seth Rollins in the past. In a swerve, Stewart instead hit Cena in the stomach with the chair. Following a pedigree, Rollins got the pinfall victory to win the United States Championship.

Stewart would later explain on Raw that he stopped Cena from winning the Heavyweight title a sixteenth time to protect the legacy of sixteen-time champion “Nature Boy” Ric Flair. Cena, still upset about the loss, would then give Stewart an Attitude Adjustment that evening.

After defeating the Undertaker at WrestleMania 30 and ending the 21-0 WrestleMania undefeated streak, Brock Lesnar – with Paul Heyman at ringside – would come up on the losing end this time. Undertaker made a surprise return at the Battleground event, costing Lesnar the opportunity

On Sunday, Aug. 30, Camping World Truck Series race on the road course at Canadian Tire Motorsport Park was another milestone event in the career of Erik Jones, one of NASCAR’s most promising young drivers.

Jones, 19, drives for Kyle Busch Motorsports in the Truck Series and for Joe Gibbs Racing in the Xfinity and Sprint Cup Series. With his win on Aug. 30, he now has two Truck Series victories this season and six in his career to go along with two Xfinity wins earlier this year. He also made his Sprint Cup debut, running at Kansas Speedway as a replacement for Kyle Busch.

Jones’ win in Canada also gave him the Truck Series points lead by three points over defending Series champion Matt Crafton, now in second place, and former leader Tyler Reddick, who is now third, 15 points out of the lead.

On the 64-lap race on the famed road course once known as Mosport, Jones led on five occasions for 19 laps and had to fend off Canadian road-racing expert Alex Tagliani in the closing laps.

Tagliani, driving the No. 29 Ford for Brad Keselowski Racing, was in second place in the final two laps and was putting the pressure on Jones when he lost third gear in his transmission, and fell to fifth place at the finish.

“It shredded completely,” Tagliani said of his gearbox. “I felt a couple of times it was kind of scratchy on the downshift, but no sign it was going to be bad. As soon as I put third gear on the back straight, it just went.”

Undertaker then locked on the Hell’s Gate submission hold on Lesnar, who defiantly passed out while displaying a middle finger in Undertaker’s face.

Exciting returns took place on Monday Night Raw as The Dudley Boys (Bubba Ray and D-Von) returned as a team for the first time in over ten years and set their sights on new WWE Tag Team Champions The New Day. During a celebration at the end of Monday Night Raw for Seth Rollins, Sting made a surprising return and attacked the champion.

It was the second time in two recent races that Tagliani made it to the final lap of a NASCAR race, only to be denied a victory. In the Aug. 15 Xfinity Series race at the Mid-Ohio Sports Car Course, he was knocked out of the lead on the final lap by Regan Smith.

Jones told reporters after the race that Tagliani told him before the race that he wouldn’t be knocking him out of the way if it came down to the two of them at the end of the race.

“We had a pretty long talk about racing people the way you want to be raced,” Jones said. “I’ve never been one to want to move somebody to win, and he hasn’t either. It’s nice to see that respect, especially from a veteran like that. It’s not something he had to do. It means a lot to me that he did.”

Jones said that his first career win on a road course was due in part to some of the instruction he’s had in that type of racing.

“I did go to a school actually, last year before I came [to Canadian Tire Motorsports Park],” Jones said.

And, he said, turning right as well as left, and going up and down hills, is something he likes to do.

“I just always enjoyed it from the start,” he said.

Another driver who was smiling afterward was Ben Kennedy, who finished third, tying his career-best Truck Series finishes at Martinsville and Atlanta.

“Really happy to bring it home third,” he said. “It’s a big momentum shift for us and hopefully we can carry it on to Chicagoland.”

Rookie Daniel Hemric had another impressive Truck Series run, bringing his No. 14 Chevrolet home in fourth place, which gives him four Top-5 finishes this season.

The Norfolk Admirals announce that the club has signed six players to join the roster for the 2015-16 season. Right wingers Josh Currie and Jonathan Lessard, left winger Jordan Kremyr, forward Andrew Radjenovic, and defensemen Joe Marciano and Gabriel Verpaelst all agreed to a standard players contract for the upcoming season.

Currie, 22, recorded 14 goals and 42 points in 71 contests for the Bakersfield Condors last year – his second full professional season. Currie began his professional career with the Gwinnett Gladiators, scoring 15 times with 16 assists for 31 points as a rookie after a four-year run with Prince Edward Island Rocket of the Quebec Major Junior Hockey League (QMJHL). With the Rocket, the 5-foot-11, 190-pound right winger played 237 games and produced 97 goals and 88 helpers for 185 career points.

Kremyr, 29, brings four seasons and 191 games of ECHL – previously known as East Coast Hockey League – experience to Norfolk. Following four years at Providence College, Kremyr called the Alaska Aces home from 2011 until 2014 as a left winger, before landing in Bakersfield from 2014-15. The 6-foot, 195-pounder has collected 41 goals and 80 points over a five-year career highlighted by 16 games in the American Hockey League (AHL) with Abbotsford Heat.

Lessard, 24, turned professional in 2012 and saw action in 31 games with the San Francisco Bulls and Utah Grizzlies of the ECHL. The 6-foot-1, 190-pound right winger from St. Eustache, Quebec, had 28 goals and 57 points in 62 games for the Allen Americans of the Central Hockey League (CHL) from 2013-14. Lessard also played for Bakersfield last season, scoring 19 times and finishing with 41 points.

Marciano, 25, enters his third season as a professional out of Colorado College, where he skated in 152 games over four years. The 6-foot2, 210-pound blueliner started his professional career in 2013, making three appearances with the Orlando Solar Bears. An Alta Loma, California native, Marciano spent the subsequent two years in Bakersfield, and played 158 games, where he combined for five markers and 13 assists.

Radjenovic, 24, is still classified as a rookie, despite suiting up in 22 games for Bakersfield from 2014-15. After three seasons, 36 goals, and 71 points at Brock University, he managed to post five goals and three assists to begin his professional career. The 6-foot-1, 190 pound forward from Hamilton, Ontario, provides the Admirals with another scoring option, as he scored 10 or more goals each season at Brock.

Verpaelst, 21, is the third former player of Admirals head coach Eric Veilleux from Veilleux’s time as bench boss of Baie-Comeau Drakkar.

For Veilleux, Verpaelst generated some offense as a defenseman, tallying 21 goals and 52 total assists over a four-year major junior career in BaieComeau. Verpaelst, a gritty 6-foot, 190-pounds, missed only six games in last year’s rookie season for Bakersfield.
