Derived from the Greek word nephros, meaning kidney, and combined with the suffix, -logy, meaning the study of, Nephrology is a medical specialty that is concerned with the study, treatment and even replacement of kidneys.

At Naval Medical Center Portsmouth (NMCP), nephrologists treat kidney patients from all walks of life with a diverse age range and ensure they receive consistent and quality care regardless of their illness or specific treatment.

“Generally, when people think about kidney disease and dialysis, they assume we only treat older patients, and that is not the case,” Nephrology Department Head Cmdr.

Austin Parker said. “While our patients are generally older, we treat anyone over the age of 18 who may have a chronic kidney disease or injury, and our staff ensures that our patients are educated on their treatment and are receiving the care they need.”

The clinic offers a variety of services to its patients including the monitoring of blood pressure and kidney functions, a urinalysis lab, infusion and anemia clinics, transplant work-ups, post-transplant care and dialysis.

The acting director for the Navy College OfďŹ ce at Naval Station Norfolk was honored with the Military Educator of the Year Award by the Virginia Advisory Council on Military Education (ACME) at their annual symposium March 15-17 in Virginia Beach.

Ulysses Byrd, an eight-year Navy College employee, and retired Navy master chief signalman, received the award from ACME Treasurer Ellen Coleman. “Each year, ACME recognizes members of the voluntary education community for outstanding service,â€? Coleman said. “Ulysses was nominated and selected for all the work he has done with the Navy Voluntary Education staff and for his service as acting director of the Navy College ofďŹ ce. Without support staff like Mr. Byrd, military education would not be possible.â€?

Byrd said he appreciated ACME’s recognition, and said that being rec-

ognized by his peers is an amazing feeling. “Education has always been a very positive thing for me, even as a young Sailor during my ďŹ rst enlistment,â€? Byrd said. “As a kid from North Carolina coming in with a high school diploma, but retiring with a master’s degree, I’ve found education is a path that can open many doors. It’s gratifying to see the light come on and Sailors understand what education can do for them.â€?

Regional Director of the Navy Voluntary Education Program Region East and Europe Jacqueline Rhodes said that Byrd’s efforts supported nearly 65,000 Sailors in the Hampton Roads area. “Ulysses is considered by his peers to be a counselor’s counselor – he provides countless training hours and mentorship to his counterparts while sharing best practices,� Rhodes said. “He has single-handedly taken care of all of the Navy ships and shore commands around the peninsula.�

Virginia ACME President Michael Camden said that this year’s Military Educator of the Year Award marked a

milestone for the organization. “It was especially signiďŹ cant that Mr. Byrd was recognized for his contributions during the 10th anniversary of Virginia ACME,â€? Camden said. “This year’s theme was ‘Celebrating a Decade of Service and Support to Military Education’ in Virginia.â€?

According to the Virginia ACME’s website, it was established to promote, support and deliver meaningful education within all branches of the armed services by encouraging educational institutions to be innovative and exible in meeting educational needs.

The annual symposium provides several professional development opportunities, including discussions about educational programs, initiatives and support for service members, veterans and spouses and military transition support.

SAILORS, LOCAL COMMUNITY MEMBERS PARTICIPATE IN JA DAY

Sailors from Naval Station (NAVSTA) Norfolk and community members from Hampton Roads participated in the Junior Achievement (JA) Days throughout Norfolk Public Schools March 21-25.

JA of Hampton Roads, Inc. is a nonprofit organization dedicated to helping students understand economics, business and the free-enterprise system.

The event was a week-long program consisting of a series of activities in-

tended to help students gain an appreciation for the importance that financial decisions will play in their lives.

“It felt so good to be a part of the JA program and to get out there and work with the kids in the local schools,” NAVSTA Norfolk Assistant Public Affairs Officer Lt. j.g. Tara Cutner said.

“It was very rewarding and I look forward to doing it again.”

More than 25 Sailors and civilians volunteered to mentor 12 classes, kindergarten through fifth grade.

In preparation to teach their assigned class, volunteers studied the kit provided

by JA and prepared their lesson. Topics

varied based on the age group they were teaching and included everything from teaching the basics of money to explaining city planning.

“It was an unbelievable feeling to see the young students participating in budget building activities, realistic financial and business scenarios all in effort to simulate ‘real-life’ financial decisions,” SunTrust Bank employee and JA volunteer Tia Jenkins said.

The end goal is to provide students with an understanding of business and economics in today’s society and to pair them with successful role models who inspire an interest in learning.

Commander of U.S. Fleet Forces (USFF) Command Adm. Phil Davidson announced the 2015 USFF Fleet Sea and Shore Sailors of the Year (SOY) during a ceremony hosted by the Hampton Roads Navy League at the Sheraton Waterside March 24.

Aviation Boatswain’s Mate 1st Class Tinisha Franklin, stationed aboard the aircraft carrier USS Harry S. Truman (CVN 75), was announced as the 2015 Sea Sailor of the Year and Aviation Warfare Systems Operator 1st Class Brian McGarrigle, stationed at Helicopter Maritime Strike Squadron 40 (HSM-40), as the Shore Sailor of the Year.

“For the Shore Sailors of the Year standing behind me, they come from some 280 commands and 27,000 Sailors, so the handful of Sailors that are up here today are truly the cream of the crop,” Davidson said. “For the sea commands, there are 400 commands and some 73,000 Sailors and they come from the east coast to Bahrain.”

Davidson congratulated all 13 candidates for their outstanding performance and the support of their family and friends.

“We constantly talk about making the fleet ready to fight and win, and I’ll tell you, these Sailors standing behind me today are the ones who put that ‘win’ into the words fight and win, no doubt about it,” Davidson said.

The announcement came at the conclusion of five full days of activities designed to highlight the individual accomplishments of the 13 finalists. Social functions

sponsored by local Hampton Roads military and civilian supporters led to the final event of the SOY competition, an intense review board for each candidate to determine who will represent USFF as the Fleet Sea and Shore SOYs. “This is completely humbling, it is so surreal and I still can’t believe they called my name,” Franklin said. “I didn’t really expect this for myself at all. I expected and hoped this for the others, but to be the one actually receiving the award is an amazing experience.”

Franklin credits a large portion of her success to those around her.

“I am here because my Sailors, my leadership, and my family believed in me. Even when I didn’t believe in myself; they saw something in me that I didn’t see and kept me motivated to get to this point,” Franklin said.

The USFF SOY program recognizes the best and brightest Sailors throughout USFF. Davidson awarded each of the finalists the

Navy and Marine Corps Commendation Medal.

Franklin will be meritoriously promoted to the rank of chief petty officer by the chief of naval operations (CNO) in May. McGarrigle will go on to the next round of competition at the CNO Shore SOY competition later this month in Washington, D.C. Retired Master Chief Torpedoman Rich Corey, the first Submarine Forces and Atlantic Fleet SOY, and the honorary guest speaker of the ceremony, enlisted in the Navy in 1960 and served aboard USS George Washington (SSBN-598) before assuming duty as an instructor at Submarine Base, New London.

“My selection back in 1972 was one of the most memorable moments of my naval career,” Corey said. “I recall there being such great talent and professionalism among my competitors, any one of which were capable of winning. Today’s talent is just as strong.”

Lt. Colette LaCompte, a Virginia Beach native, was the guest speaker at the Tidewater Community College (TCC) “Leadership N Lunch� Women’s History Month event March 16.

LaCompte is a 1997 graduate from Salem High School in Virginia Beach and has served in the Navy for 18 years. Her mother and father, Lydia and Eugene LaCompte also reside in Virginia Beach. “As a woman and a Navy Sailor, it’s an honor to celebrate and talk about Women’s History Month and women in the military,� LaCompte said. “My father retired from the Navy and I strive to lead a successful naval career and make him proud.�

LaCompte, who is assigned to Navy Region Mid-Atlantic (NRMA), was recommended for the speaking engagement

by NRMA Chief of Staff Capt. Robert Geis because of her enthusiasm and attention to detail. “When I was asked who would be a good person to speak at TCC, she immediately came to mind,â€? Geis said. “Lt. LaCompte is a great ofďŹ cer.

She has established herself as a ‘go to’ ofďŹ cer in the region.

She also has a great story and I wanted her to be able to tell it to a larger audience. She is a great Navy ambassador.�

LaCompte has been on several deployments during her naval career and said she loves being in the Navy because it has allowed her to meet many of her personal and professional goals. “I’ve celebrated New Year’s in Venice, surfed sand dunes in Dubai, and toured the Coliseum and Vatican� she said. “I’ve snorkeled in the Bahamas and camped in St. John. The Navy has afforded me the opportunity to fund and meet my educational goals. I completed my MBA in Health Care Administration from the University of Texas in the spring of 2014.�

Each year the U.S. designates March as National Women’s History Month to ensure that the history of American women will be recognized and celebrated in schools, workplaces, and communities throughout the country.

Recognizing the achievements of women in all facets of life – science, community, government, literature, art, sports, medicine – inspires women to pursue new opportunities and traditionally male occupations, such as military service. “I believe is it all together ďŹ tting and proper to pause and recognize our diversity,â€? Geis said. “Women have been serving our nation as long as we have been a nation. The Navy’s story can’t be told without telling our history of WAVES during World War II, of Navy nurses in the past, and now fully integrated in almost every warfare area. It is great for the Navy to tell our story of inclusion and I think Lt. LaCompte is the right one to tell it.â€?

LaCompte said she accepted the invitation to speak at the event because she has participated in Women’s History Month celebrations for several years and was honored to have been recommended.

NRMA is the regional coordinator for all shore-based naval personnel and shore activities in the mid-Atlantic region, encompassing 20 states, 14 installations, 50 naval operational support centers, and 168 special areas.

As the naval shore installation management headquarters for the mid-Atlantic region, NRMA provides coordination of base operating support functions for operating forces throughout the region in support of the eet, ďŹ ghter, and family.

Each year the U.S. designates March as National Women’s History Month to ensure that the history of American women will be recognized and celebrated in schools, workplaces, and communities throughout the country.

“We can help our patients in a number of ways, but our most consistent patients are here for dialysis,” Parker said. “We have about 12 people who need dialysis and need to be seen every other day. We have them on a clinic schedule of Monday, Wednesday and Friday with each session being three to four hours in the mornings.”

Dialysis is a process for removing waste and excess water from the blood and is used primarily as an artificial replacement for lost kidney function in people with kidney failure. It can also be used for those with an acute kidney injury.

There are two main types of dialysis, – hemodialysis and peritoneal – and both remove wastes and excess water from the blood, but in different ways. Hemodialysis circulates blood outside the body through an external filter called a dialyzer, while peritoneal dialysis removes waste and water from the blood inside the body using a special dialysis solution. NMCP’s dialysis unit currently uses the hemodialysis method.

“Some conditions that can cause kidney failure are chronic kidney disease, acute injury or auto immune disease,” Nephrology Clinic Manager Ellen Annunziata said. “Patients who have or who are at risk for these ailments are generally referred to us from their primary care provider or internal medicine specialty provider, but there are times when an emergency arises and we treat patients here in the Intensive Care Unit.”

“A lot of time when we see an acute kidney injury in the military, it is due to a battlefield injury,” Parker said. “Sometimes when our patients need dialysis because of an injury, it is just so their kidneys have time to heal. I have seen patients who go back to almost complete kidney functions after these injuries.”

Acute kidney injury is an abrupt loss of kidney function that develops within seven days. It generally occurs because of damage to the kidney tissue caused by decreased renal blood flow from any cause, exposure to substances harmful to the kidney, an inflammatory process in the kidney, or an obstruction of the urinary tract which impedes the flow of urine.

Chronic kidney disease is a progressive loss in kidney function over a period of months or years. It is also known as chronic renal disease and is often diagnosed in patients

known to be at risk such as those with diabetes or hypertension. According to Parker, for those who don’t recover from an injury, “most of our patients are going to need to be put on a wait list for a new kidney.”

When patient who will need a new kidney begins dialysis, they meet with a provider and are educated on treatments and potential lifestyle changes. They are added to the wait list if they meet the prerequisites, which include being less than 70 years old and meeting medical guidelines that ensures they are a good candidate. Patients are listed at Walter Reed National Military Medical Center and a local Hampton Roads hospital.

“When we get a patient who is a good fit for transplant, they are treated routinely with dialysis and with some luck, they will hopefully receive a kidney,” Parker said. “The average wait time is two to six years, but it could be faster depending on their circumstances.”

Patients who undergo a kidney transplant receive immediate post-transplant care at that hospital. Once they are cleared from that facility, they return to NMCP for additional follow-on care.

“It is really nice to see our patients get their care and help they need,” Annunziata said. “When a patient starts care here, they tend to become like family because we spend so much time getting to know them and taking care of them. Some patients may even be scared or in denial about their condition, but once we start treatment, they often realize that we are here to give them the best possible care and make them as comfortable and welcomed as we can.”

Continued from front “We are doing our AMW 1.3 certification, which will enable us to launch and receive various amphibious crafts into our well deck,” Chief Boatswain’s Mate Peter Whitaker said. Whitaker is the leading chief petty officer of second division, which handles welldeck operations.

“The different kind of craft we have to be able to take into the well include landing craft air cushions, amphibious assault vehicles, landing craft units and lighter, amphibious resupply, cargo 5 tons,” Whitaker said.

Whitaker added that this certification would ensure that Bataan could fulfill the whole purpose of amphibious warfare, which is ship to shore movement of marines and their equipment.

ACU 4, currently stationed at the Joint Expeditionary Base in Little Creek, embarked Bataan March 19 in LCAC 85 to assist with well-deck operations.

Aviation Machinist’s Mate 1st Class Christopher Hilger said the crew of five will deploy with Bataan and this training is as much for them as it is for the ship. Hilger is the engineer for the craft and runs the power plant, to include all systems that relate to engines and the transmissions.

“We are the ship to shore connector,” Hilger said. “We bring all the troops, vehicles and assets, and carry about 60

tons as needed.”

Gas Turbine System Technician (Mechanical) 2nd Class Andrew Kim is the deck engineer for LCAC 85 and assists Hilger with overall plant operations. If something breaks mechanically, Kim says he is the one to fix it.

“The best part of this training for me is being out on the water and hitting the beaches,” Kim said. “I deployed two years ago on Bataan and I am ready to do it again.”

Renfro stated the completion of the training qualification depends on four departments – deck, engineering, combat information center and the bridge coming together as one and working effectively and efficiently to ensure the safety of all personnel, crafts, equipment and ship.

“The criteria that I grade on, is effectiveness and control of LCACs, LCUs, and AAVs,” Renfro said. “Deck has to be able to receive all vehicles, stage them properly, send them out properly and know the difference between situations like wave height, for basic and general safety not only of the ship, but also of the craft and crew onboard whatever is coming on.

“Engineering has to be able to ballast up and down efficiently to get the craft inside and outside the well.

The Uniformed Services University of Health Sciences (USUHS) in Bethesda, Maryland, completed their second sexual assault evidence collection simulation exercise March 21-24 with the vital assistance of the forensic healthcare coordinator at Naval Medical Center Portsmouth (NMCP).

Michelle Ortiz, the program manager of the Sexual Assault Forensic Exam (SAFE) team at NMCP, helped develop the curriculum for the faculty at USUHS who implemented the annual exercise in 2015.

Ortiz facilitated the initial exercise, and she was invited to return this year to walk stu-

dents through case studies and best practices.

This curriculum helps prepare medical professionals – students of the medical and nurse graduate program – to treat and care for victims of sexual assault. During what could be one of the most trying times in a person’s life, a forensic health care professional has to break the ice and make the patient comfortable, all while collecting sensitive, yet vital, evidence.

It took Ortiz roughly six months to complete the curriculum, consisting of a 40hour didactic – or classroom – phase that includes a hands-on component. During the didactic, Ortiz gives students cases to study. These studies cover a diverse spectrum of real-life sexual assault scenarios to pre-

“Finally, the bridge has to show they know how to react in different situations,” Renfro said. “When a craft is coming up, the bridge needs to know they cannot change course because if they were to change course suddenly and not talk to anyone involved, then you can have a craft coming on board and the craft can end up running into the side of the ship, damaging and hurting the ship, crew and pushing back the certification phase.”

Whitaker said as high tempo as this training evolution is, everything is going outstanding. He went on to say that deck department has been getting nothing but positive feedback from NGB 2.

“The training is going very well; the crew is very receptive,” Renfro said.

“It has been a while since the ship has actually partaken in some of these exercises other than the synthetic training that they have done in the school house; so to see it real world, real life and having to work through problems and situations has been very eye opening for everyone involved.”

Ortiz uses these realistic scenarios to teach the importance about critical evidence, proper interview strategies, and care prioritization.

Students are also taught about the proper collection of evidence using medical items contained in physical evidence recovery kits. Ortiz emphasizes correct collection techniques because of their importance for successful judicial outcomes.

Beyond evidence collection, these students must be prepared to interview the victim in a sensitive manner that documents important facts about the incident. Ortiz said she helps the students learn to use objective empathy effectively in the situation. According to Ortiz, this makes the students able to get the “nuts and bolts” of the situation, and that’s making better outcomes for justice.

“They have actors pretend to be patients, who are extremely convincing, and the medical students do the interview and mock examination on them,” Ortiz said. “We discuss how to get past that first, ‘Hi, I understand you’ve

been sexually assaulted, what can I do to help?’ This is the most intimate conversation in someone’s life with a stranger, so they need to learn how they start it. They learn what they need to get from the interview and they conclude it so they are more comfortable in the exam room.”

Afterward, Ortiz debriefs the students to find out what was difficult for them and what was less challenging.

They discuss what the students may have missed and how to overcome hurdles.

“When we have better training, that means better results,” Ortiz said. “This training impacts the student’s ability to get those better results because it helps with the phrasing and verbiage; helps teach them how to keep their feelings out of the exam; and teaches them about the chain of custody for evidence.”

Ortiz stresses that while in the role of collecting forensic evidence, her client is the evidence she collects, because that is what she represents in court.

Navy Chaplain Lt. Keith Braddy said that though the bible study will be based on Protestant belief, the event encourages all service members and their families to participate regardless of their faith.

“The fellowship welcomes diversity,” Braddy said.

“Our Sailors come from different backgrounds and cultures as well as faith and it is important that they do not feel excluded from participating in the fellowship. The purpose of the weekly event is to provide a contemporary understanding of the Bible, while creating a family like atmosphere where people share stories, talk about everyday challenges and encourage one another.”

Braddy explained that the life of many service members is unique in its experience because of the constant separation from family and frequent relocation. The fellowship is a community of members that understands the struggles and tribulation that service members constantly endure by allowing young single Sailors that are far away from home a place to eat and share a meal with other service members as well as encouraging those with families to participate.

“Our musicians are Sailors from as far as Yorktown and we have fellowship members who are retired from the military,” Braddy said. “This fellowship is about giving our Sailors a place to have healthy entertainment regardless of their status, their rank, and their military titles.”

Electronic Technician 3rd Class Glenn Brooks, assigned to USS Bataan (LHD 5), spoke of the diversity within the fellowship.

“The fellowship is made up of Sailors from different age groups, economical status, cultures and faiths,” Brooks said. “It is a group that nurtures the importance of community and spiritual strength. We don't fear judgment and bias in this group, we discuss prominent issues that our community faces and share life experiences that provide hope and strength. This fellowship brings the most junior Sailors and retired Sailors in one room where nobody cares or speaks of rank. They speak of human interest and the love God has for us.”

Culinary Specialist Seaman Celina Morris, assigned to NAVSTA Norfolk, said the relaxing atmosphere during this event allows her to get through many tough days and situations.

“In the military most of us are very far away from our loved ones,” Morris said. “The long hours and effort that it takes to complete our jobs can create distance between our faith, family, or our community. The PWW fellowship allows me to practice my faith, be a part of a community and have a brotherhood and sisterhood with fellow service members that might outrank me. I find the openness and relaxed atmosphere we share during these sessions serves as an escape.”

The Religious Ministries Team encourages all members that are interested to participate. The goal of events like PWW fellowship is to create a community for Sailors to feel welcomed.

“NATO found out about the curriculum from the USUHS faculty,” Ortiz said. “It was submitted as an innovative way to meet the training needs for medical professionals.”

The curriculum was so well received that NATO then offered an invitation to USUHS faculty to present at their conference last October.

“This is the most amazing field in nursing and also the newest,” Ortiz proudly stated.

After spending more than 21 years as an active-duty perioperative nurse and moonlighting as a forensic examiner nurse, she was hired as the NMCP forensic nurse in 2011.

Ortiz said the job is so engaging because she learns every single day.

“I stay engaged with the

puzzle and the science. It’s easy to love your work when you are constantly challenged, learning and perfecting. Technology is always changing, and we have to keep up,” she said.

Ortiz loves to share her passion with other nurses and providers, but especially with the USUHS students.

“I need the best and the brightest, and the people who come to me are better nurses and better providers once they learn the work,” she added.

“We are one of the most committed teams you will find in Navy Medicine.”

Ortiz said that they may be one of the smallest groups of nurses, but there is such pride, that it is so heartwarming to see so much pride go into this field.

“When we started the SAFE program, I could count on one hand my supporters, but it has gone full tilt,” Ortiz said. “We have made a program that I am so proud of and that everyone should be proud of because every day, we are making a difference in people’s lives.”

“I help someone every day and I love it,” she added.

Congressional and military leaders broke ground for a new facility considered vital to the Navy’s Submarine Launched Ballistic Missile (SLBM) Program March 18.

Four speakers – Capt. Brian Durant, Vice Adm. Terry Benedict, Rep. Rob Wittman, and Sen. Tim Kaine – described the building as crucial to the toppriority SLBM program responsible for 70 percent of the nation’s nuclear deter-

rent capability.

SLBM systems have provided a reliable, secure strategic deterrent for the nation since 1960.

“What you do here today and in the future is absolutely critical to the defense of our country,” Benedict, the Navy’s Strategic Systems Programs (SSP) director, told a civilian and military audience, predominantly Naval Surface Warfare Center Dahlgren Division (NSWCDD) personnel.

“The Ohio Replacement Program (ORP) and United Kingdom’s Vanguard Successor Program will require the ex-

pertise of Dahlgren in order to be successful,” Benedict said. “Your efforts have specifically resulted in the 60 plus years of success for SSP and the Fleet Ballistic Missile Program.”

Wittman called the $22 million building “a great milestone” for the development of submarine launched ballistic missiles, stating that it will enable Navy civilian scientists and engineers to keep “our Fleet Ballistic Missile Programs on track.”

The facility will feature state-ofthe-art labs, offices, and equipment for more than 300 NSWCDD Strategic and

Computing Systems Department scientists, engineers, and technical experts who develop, test, and maintain the SLBM fire control and mission planning software.

“Our facilities are part of generating readiness,” Wittman said. “We want to ensure that you are working in facilities that will enable you to do that job.

Navy Wounded Warrior-Safe Harbor announces Team Navy roster

WASHINGTON

Forty seriously wounded, ill and injured Navy athletes have been chosen to represent Team Navy at the DOD 2016 Warrior Games this summer.

The athletes were evaluated during the Wounded Warrior Pacific

Navy Trials, which took place Feb. 20-26 in Hawaii.

During the trials, 54 athletes competed in seven sporting events, including swimming, track and field, wheelchair basketball, sitting volleyball, shooting, archery, and cycling. Each athlete showcased his or her athletic skills while vying for a spot on the Team Navy roster.

“Nearly half of this year’s trials participants were new to the adap-

tive sports program,” Navy Wounded Warrior-Safe Harbor Adaptive Sports and Recreation lead Megan Haydel said. “This is a testament to the eagerness recovering service members have to bring sports into their recovery process.

“Our Navy wounded warriors exhibited tremendous drive, spirit and competition throughout the trials, making this year’s team selection extremely difficult,” said Haydel.

“We could not be more proud of the efforts that our Sailors and Coast Guardsmen put into the trials. We witnessed firsthand the great strides they have made in their athletic capabilities and have seen the positive effects that adaptive sports can have on their recovery.”

Navy Wounded Warrior (NWW) is the Navy and Coast Guard’s wounded warrior support program.

All of the athletes who participated

in the trials are enrolled in the program, which has provided non-medical care throughout their recovery.

The 2016 Team Navy roster includes a diverse collection of athletes. It brings together service members from around the country, from both the enlisted and officer communities, with incredibly varied backgrounds and skill sets. The

Type O negative blood can be transfused to patients with any blood type and is often used in emergency situations. While less than 7 percent of the U.S. population has type O negative blood, hospitals depend on frequent O negative donations to ensure it’s always available for patients in need.

Eligible donors with type O negative blood are encouraged to make a whole blood or double red cell donation, where available, through the Red Cross. During a double red cell donation, two units of red blood cells are collected while most of the plasma and platelets are returned to the “Type O negative donors are an important part of the Red Cross trauma team,” Red Cross Blood Services Communications Director Nick Gehrig said. “While all blood types are needed, type O negative donations are necessary in emergency situations when there is no time to determine a patient’s blood type. Because there is such a high demand for type O negative blood, O negative donors are needed to donate often.”

Because of generous donors, the Red Cross is able to provide blood products to trauma patients like Carla Randecker. In 1995, a semitruck failed to halt at a stop sign, changing Randecker’s life forever. She suffered a broken neck and femur. She woke from surgery to see a bag of blood attached to her IV. “I’m O negative, a rarity,” Randecker said. “All I remember was, wow, someone gave their blood for me. I made a promise that day to do the same.

When I was well enough, I’d return the favor.”

Randecker became a regular blood donor and gave for many years. This past year, her family fulfilled her wish to give blood together. Five of the family members who gave were type O negative, and since then, donating blood has become a family tradition. “If I teach them nothing else, it’s that they should always do for others,” Randecker said.

The Red Cross must collect approximately 14,000 blood and platelet donations every day for the patients at about 2,600 hospitals and transfusion centers nationwide. Blood and platelets are needed to respond to patient emergencies, including accident and burn victims, heart surgery and organ transplant patients, and those receiving treatment for leukemia, cancer or sickle cell disease.

NEW STUDY FOR TRICARE BENEFICIARIES IS HELPING SMOKERS KICK THE HABIT TRICARE

TRICARE beneficiaries now have a new resource to help them called the Freedom Smoking Quitline. Participants are more likely to succeed in quitting smoking.

The Freedom Smoking Quitline is a National Institutes of Health-funded research study, cosponsored by the 59th Medical Wing and University of Tennessee Health Science Center.

The study is enrolling TRICARE beneficiaries who are motivated to quit smoking. Qualifying participants have four proactive smoking cessation counseling sessions by phone, along with eight weeks of free nicotine replacement therapy (NRT) sent to their homes. After three

months, participants will receive a follow-up call to ensure they are still smoke free. However, if they experienced a relapse and started up again, participants can try the program again.

Dr. Gerald Wayne Talcott, Ph.D. – Air Force retired Col. – is a co-investigator for the Freedom Quitline. He served as an Air Force psychologist for 28 years and has 30 years of experience in tobacco cessation treatment. According to Talcott, relapse is all too common for people trying to quit smoking. That’s why participants are offered a second chance with the Freedom Quitline. When participants enroll in this study, they not only receive a premium smoking cessation program at no cost, but they also help researchers gather critical data to improve these programs for our military community. “Quitting

All blood types are needed to ensure a reliable supply for patients. A blood donor card or driver’s license or two other forms of identification are required at check-in. Individuals who are 17 years of age – 16 with parental consent in some states – weigh at least 110 pounds and are in generally good health may be eligible to donate blood. High school students and other donors 18 years of age and younger also have to meet certain height and weight requirements.

Blood donors can now save time at their next donation by using RapidPass to complete their pre-donation reading and health history questionnaire online, on the day of their donation, prior to arriving at the blood drive. Gold Star Wives’ Day approaches

The Gold Star pins have a long history full of tradition but the official designation of Gold Star Wives’ Day is recent. Congress named the first Gold Star Wives’ Day on Dec. 18, 2010. Now, Gold Star Wives’ Day is observed on April 5 of each year.

Remembrance days like Gold Star Wives Day honor the sacrifices of the individuals a fallen service member has left behind but also are a way to promote awareness for what being a Gold Star family member means.

Days like this should serve as a reminder for us all to remember, re-

spect and honor our fallen military heroes and the sacrifice and strength of surviving families who wear the Gold Star Pins.

The Gold Star is a symbol of loss dating back to the first World War. During WWI and continuing through today, families that had a family member in the armed forces traditionally displayed a blue star service flag in their homes to signify a deployed family member.

The Gold Star recognition first appeared on flags in 1918, when families would pin a gold star over the blue service star hanging in their window to indicate that their loved one had been killed overseas while serving in the U.S. military.

In 1947 Congress approved the

design, manufacture and distribution of the official Gold Star Lapel Button. The Gold Star Lapel Button symbolizes service members who lost their lives in combat operations. This pin features a gold star on a purple background. The Lapel Button for Next of Kin of Deceased Personnel was later introduced in 1973 to symbolize active-duty service members who lost their lives in non-combat operations. This pin features a gold star on a gold background surround by laurel leaves.

Great Green Fleet participates in Foal Eagle

John C. Stennis Strike Group (JCSSG), the centerpiece of the U.S. Navy’s Great Green Fleet (GGF), joined the U.S. Air Force, U.S. Army and the Republic of Korea (ROK) air force and navy to participate in Maritime Counter Special Operations Force (MCSOF) exercise, which is part of the annual Foal Eagle 16 (FE16) exercise that wrapped up March 24 on the Korean peninsula and surrounding waters.

USS John C. Stennis (CVN 74) and Carrier Air Wing (CVW) 9 launched 36 sorties to support MCSOF missions, with USS William P. Lawrence (DDG 110) and USS Stockdale (DDG 106), part of Destroyer Squadron (DESRON) 21, executing maritime air control missions to defend the Korean coastline.

MCSOF focuses on joint and combined defense-in-depth military execution using units over sea, air and land. The goal is to increase the interoperability of U.S. and ROK forces in the Korean theater of operations.

Helicopter Maritime Strike Squadron’s (HSM) 71 Operations Officer Lt. Cmdr. Jennifer Huck said that the MCSOF mission was designed to help defend the Republic of Korea.

“For our event specifically, we had U.S. and South Korean aircraft participating, and each aircraft had a specific role.”

Ships from Destroyer Squadron 15, based in Yokosuka, Japan, provided forces to augment JCSSG throughout the exercise, further enhancing U.S. and ROK combined tactics and sea control.

As JCSSG executed the MCSOF mission, it also focused on energy conservation and demonstrating the capabilities of the GGF. The purpose of the GGF is to highlight a culture of energy efficiency and flexibility. JCSSG has different operational require-

ments depending on the mission at hand and completes those missions using as much smart energy use as possible. By using energy efficient systems while conducting operations, JCSSG increases its combat capability, flexibility, deployment range and duration.

FE16 was a series of joint and combined field training exercises conducted by U.S. and ROK Combined Forces Command (CFC) and U. S. Forces Korea (USFK) component commands – ground, air, naval, and special operations. Approximately 10,600 U.S. service members and ROK forces from all services participated.

Six of those ROK service members embarked aboard Stennis to provide cross training and reinforce better understanding between the two navies. The ROK Sailors were given tours of the ship and briefed on routine operations of the embarked air wing.

“The relationship between the U.S. and Korea can become better and stronger than before through this priceless experience,” ROK navy Lt. Woo, Byung Sung said.

The ROK Sailors were impressed with the sheer size of Stennis, the amount of personnel on board and most of all, flight operations. They enjoyed their brief of flight operations with Stennis's Commanding Officer Capt. Gregory Huffman on the bridge.

“I will tell my commanding officer this was a very exciting experience, and I am very appreciative,” ROK navy Lt. Lee, Hyun Ho said.

Providing a combat-ready force to protect collective maritime interests, JCSSG is operating on a regularly scheduled Western Pacific deployment.

95-year-old lost U.S. Navy ship mystery solved

National Oceanic and Atmospheric Administration (NOAA) and the Navy announced the discovery of WWI-era ďŹ&#x201A;eet tugboat USS Conestoga (AT 54), 95 years after her disappearance with 56 ofďŹ cers and Sailors, at the Navy Memorial March 23.

NOAA located Conestoga, the last U.S. Navy ship to be lost without a trace, in the Greater Farallones National Marine Sanctuary off the coast of San Francisco. The exact location has not been disclosed to prevent unauthorized diving or looting. â&#x20AC;&#x153;Today was the announcement of the 95th anniversary, which will be this coming Friday, March 25, of the loss of the USS Conestoga,â&#x20AC;? West Coast Regional Maritime Heritage Coordinator Robert Schwemmer said. â&#x20AC;&#x153;It was believed to have gone missing off the coast of Hawaii 95 years earlier. It was found off the coast of Southern California in the Greater Farallones National Marines Sanctuary in September of 2014.â&#x20AC;?

Conestoga was an ocean going tug built for commercial service in 1904 and was acquired by the Navy in 1917 for use as a ďŹ&#x201A;eet tender and minesweeper. Following service in WWI, Conestoga was formally classiďŹ ed as a ďŹ&#x201A;eet tugboat on July 17, 1920.

Ordered to duty in Tutuila, American Samoa, Conestoga steamed from Mare Island Navy Yard in California on March 25, 1921, and headed to Pearl Harbor.

Her and her crew never reached their destination.

When the Conestoga didnâ&#x20AC;&#x2122;t arrive on her scheduled arrival date April 5, the Navy mounted a massive sea and air search for three months off the Hawaii and Mexican coast near San Diego before announcing the tug was lost on June 30, 1921. â&#x20AC;&#x153;Today was the ďŹ rst time we could reach out to the families in person, put faces to the long list of 56 Sailors lost 95 years

ago,â&#x20AC;? Schwemmer said. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s been an amazing honor to honor these Sailors and reach out to meet their families, bring them closure and let them know that the Conestoga lies in the National Marine Sanctuary and that it is protected by the sanctuary act and NOAA as a military gravesite.â&#x20AC;?

NOAA conducted remotely operated vehicle (ROV) survey dives to positively identify the ship and determine the cause of its wreck. Based on the location and orientation of the wreck, three miles off Southeast Farallon Island, NOAA and its consultants believe Conestoga sank as ofďŹ cers and the crew attempted to reach a protected cove on the island.

Video from cameras mounted on ROVs show the wreck lying on the seabed and largely intact. Extensive marine growth, primarily white plume anemones, drapes the hullâ&#x20AC;&#x2122;s exterior while various species of marine life, including wolf eels, ling cod and rockďŹ sh, inhabit the site.

NOAA conďŹ rmed a number of features consistent with the description and plans of Conestoga published in 1904 including: the size of the wreck; the fourbladed, 12-foot 3 inch diameter propeller; the steam engine and boilers; the number and location of portholes, mooring bits, and ventilator locations; a large steam towing winch with twisted wire on the drum; two porcelain marine heads; and a single, 3-inch, 50-caliber gun that was mounted on the main deck in front of the pilot house.

The new software was installed recently during Vinsonâ&#x20AC;&#x2122;s chief of naval operations planned incremental availability period and provides the embarked air trafďŹ c controllers a mission-ready edge over others in the ďŹ&#x201A;eet. â&#x20AC;&#x153;Right now, with this new simulator, I can sit a new air trafďŹ c controller in front of the system and he can run simulators,â&#x20AC;? Thompson said. â&#x20AC;&#x153;That way, when we experience live [air] trafďŹ c, heâ&#x20AC;&#x2122;ll be proďŹ cient because heâ&#x20AC;&#x2122;s seen it, heâ&#x20AC;&#x2122;s done it, and heâ&#x20AC;&#x2122;s familiar with the phraseology we use during the real thing.â&#x20AC;?

Karl Thomas attended the unveiling event to learn more about the program and observe the air trafďŹ c controllers replicating their ďŹ&#x201A;ight operations rhythm despite the fact that the ship is currently in port. â&#x20AC;&#x153;It really strengthens our team,â&#x20AC;? Air TrafďŹ c Controller 1st Class David Shoemaker said. â&#x20AC;&#x153;If you have more people who are fully qualiďŹ ed to handle live trafďŹ c, you have a lot more experience and conďŹ dence in the room, should any emergency arise during ďŹ&#x201A;ight operations.â&#x20AC;?

With the simulator at their disposal, the CATCC crew has the necessary tools to enhance air trafďŹ c control readiness, further preparing the crew for upcoming ďŹ&#x201A;ight operations certiďŹ cations. â&#x20AC;&#x153;This is one of the most impactful improvements in carrier air trafďŹ c control in a long time,â&#x20AC;?

Naval War College symposium focuses on maritime strategy, implementation

U.S. Naval War College (NWC) is hosted maritime security experts from academia, defense and policy fields March 24-26 to focus global military attention on maritime strategy, concepts needed to implement strategy, and international reactions to strategy during the annual EMC Chair Symposium.

This eleventh symposium, titled “Maritime Strategy,” was hosted

by Derek Reveron, EMC informationist chair and professor of national security affairs, and focused on the document “A Cooperative Strategy for 21st Century Seapower” released last year by then Chief of Naval Operations Adm. Jonathan Greenert, former Commandant of the Marine Corps Gen. Joseph Dunford Jr., and current Commandant of the Coast Guard Adm. Paul Zukunft.

The document outlines maritime priorities in support of the national interest and replaced a similar 2007 document, accounting for changes in the global security environment, new strategic guidance, and a changed fiscal environment.

“The idea behind this year’s symposium was to take a look at the strategy from many different perspectives,” Reveron said. “We have international reaction to it with Australian, British, Colombian and Indian representatives engaging in the event. We have maritime historians looking at it for a deeper context. We also have people looking at it from a force development perspective. And based on the guidelines we are looking at, we are examining what sort of maritime forces does the country need.

“People who came to this conference are really the thought leaders on these topics.”

Keynote speaker for the symposium was Vice Commandant of the Coast Guard Vice Adm. Charles Michel who enjoyed the wide-ranging and frank interactions with the attendees.

“This symposium allows me, as a representative of the Coast Guard, to explain where my organization is moving towards and how that supports the cooperative strategy,” Michel said. “So it is very much an information-gathering event so I can talk with key decision makers.”

Throughout the two-day event, panel discussion topics included International perspectives on maritime strategy, reflections on maritime strategy, Navy force development, new perspectives on maritime strategy, maritime warfare, and humanitarian assistance and disaster relief.

Reveron said the wide variety of far-reaching topics was by design.

“I like to bring in different people to discuss different topics,” he said. “Navies do much more than fight wars.”

Reveron said this conference is one of the more thought-driven of all maritime conferences.

“This is one of the few annual maritime conferences in the country that brings together both practitioners from sea services and thinkers from academia and think tanks,” he said. “We view the conference as a part of the college’s commitment to professional development for

The diversity of attendees leads to a robust exchange of ideas, according to Michel.

“I benefit greatly from the Naval War College’s ability to bring together the best and brightest from our military services, foreign partners and academia who engage in the most rich discussions including the really hard questions,” Michel

said. “But I like that. The questions help me refine different ideas. This is absolutely vital to keep the cooperative strategy a living document that we all can use to serve the nation from all our naval services. This is a very diverse group of people who approach the world from very different viewpoints, and they add the richness to the document.”

Reveron added that NWC leadership allows for the wide variety of ideas.

“Our Naval War College President Rear Adm. P. Gardner Howe III empowers all of us to bring people together to push the bounds of naval thinking,” Reveron said.

Reveron hopes that discussions here will help sharpen the focus on how to address maritime issues for all attendees.

“We hope to stimulate thinking and see the ideas discussed here end up in each individual’s work,” he added.

USS Chosin gets new home port for modernization Naval Surface Force, U. S. Pacific Fleet Public Affairs SAN DIEGO

The Navy announced March 22 that USS Chosin (CG 65) will change its home port from Pearl Harbor to San Diego.

Chosin is scheduled to depart Pearl Harbor in March to begin the cruiser modernization program in San Diego.

The ship will be considered on deployment until July 1, at which time it will officially change its home port to San Diego. This move supports the Navy’s plan to modernize select cruisers to extend their service lives to 40 years, as well as upgrade shipboard combat systems to address current and future war fighting requirements.

USS Chosin was commissioned in 1991 and since then has proudly served in the Pacific from its home port of Pearl Harbor.

In 1992, Chosin deployed for the first time to the Persian Gulf in support of Operation Southern Watch.

On several occasions over the years, Sailors aboard Chosin rescued stranded fishermen at sea, including Iraqi and Yemeni seafarers. In 2014, USS Chosin led recovery efforts of the disabled Canadian navy oil replenishment ship Her Majesty’s Canadian Ship (HMCS) Protecteur (AOR 509) after an engine fire. Chosin participated in humanitarian operations in the Pacific and dozens of international exercises, including Rim of the Pacific exercises in the Hawaiian Islands.

“Thousands of men and women served aboard USS Chosin over the past 25 years that the ‘War Dragon’ was home ported here at Pearl Harbor,” Commander of Naval Surface Group Middle Pacific and Navy Region Hawaii Rear Adm. John Fuller said. “Chosin Sailors and their proud ship kept sea lanes open, built strong international partnerships and stood at the ready to defend our nation.”

“We wish USS Chosin fair winds and following seas as the ‘War Dragon’ prepares for modernization – taking war fighting readiness to the next level,” Fuller said. “I join her commanding officer Capt. Kevin Brand and Chosin shipmates, past and present, who offer deep appreciation to the people of Hawaii for their strong support and aloha over many years.”

Chosin is the first Navy warship named in commemoration of the 1st Marine Division’s heroism at the Chosin Reservoir in the Korean War, “The Chosin Few.” The ship’s motto is “Invictus,” Latin for invincible or unconquered.

The Navy will maintain cruisers undergoing modernization in a commissioned status using a reduced crew size and transferring the administrative control of the ship to the commander of Naval Sea Systems Command at the start of the modernization period. At a future date, the Navy will restore the ship to full manning and transfer administrative control back to the commander of Naval Surface Force, U.S. Pacific Fleet, as the ship returns to operational status.

Cruisers are designed to directly support a carrier strike group (CSG) as the air defense commander (ADC).

These ships are multi-mission surface combatants capable of supporting CSGs, expeditionary strike groups or operating as flagships of surface action groups. They are equipped with Tomahawk cruise missiles giving them additional long range strike warfare capability.

Maintaining the most technologically advanced ships supports the commitment of the U.S. to the security, stability and prosperity of the Indo-Asia-Pacific.

U.S. Navy, ROK navy confirm strategic alliance during Foal Eagle 16

U.S. Navy and Republic of Korea (ROK) navy ships commenced the maritime portion of exercise Foal Eagle 16 (FE16) on March 22.

Arleigh Burke-class guided-missile destroyers USS McCampbell (DDG 85), USS Fitzgerald (DDG 62), and USS Benfold (DDG 65) operated with approximately 10 ROK navy ships for seven days off the coast of the ROK peninsula.

“U.S. Navy ships and ROK navy ships executed a plethora of relevant combat readiness operations and learned more about our two navies’ ability to cooperate and work together,” McCampbell’s Commanding Officer Cmdr. Ed Sundberg.

“Foal Eagle continues to be a key event for our navies to develop better maritime tactics and procedures. This strengthens our U.S.-ROK commitment to stability in the region,” Sundberg said.

Foal Eagle is a series of joint and combined field training exercises conducted

by ROK-U.S. Combined Forces Command and U.S. Forces Korea component commands, to include ground, air, naval, and special operations.

Nearly 10,600 U.S. forces will participate in FE16, with ROK forces from major ROK units representing all services also participating. The exercise ensures the ROK-U.S. alliance is prepared to defend the Republic of Korea.

Destroyer Squadron (DESRON) 15, responsible for eight forward-deployed U.S. destroyers and approximately three

rotationally deployed destroyers in the Indo-Asia-Pacific region, is the U.S. lead for maritime operations in FE16.

DESRON 15 commands and controls advanced naval warfare exercises such as anti-air defense, anti-surface warfare, and anti-submarine warfare evolutions, opposed replenishment drills and maritime interdiction operations.

“The United States has an ironclad commitment to ROK and in turn, the relationship between U.S. Navy and ROK navy is resilient and extends beyond Foal Eagle,” DESRON 15 Deputy Commodore Capt. Jeff Bennett said. “We continue to discuss and execute tactics, techniques, and procedures with the ROK navy throughout the year, so major exercises such as Foal Eagle are valuable and enhance our combat readiness posture.”

“The Navy has made a decision where to spend the money and we have the responsibility to do the best we can with what we’ve got,” Commander of Navy Installations Command Vice Adm. Dixon Smith said to Naval Station (NAVSTA) Newport leadership and department heads during a roundtable meeting March 24.

Smith made his comments at a morning roundtable discussion prior to an installation tour at NAVSTA Newport.

Smith, his wife Kiki, and Commander of Navy Region MidAtlantic Rear Adm. Jack Scorby, Jr., made a one-day visit to NAVSTA Newport.

Following the roundtable, NAVSTA Newport Commanding Officer Capt. Dennis R.D. Boyer took the leaders out to tour the installation. Stops included an office call with Naval War College (NWC) President Rear Adm. P. Gardner Howe, III to discuss the status of preparations for the chief of naval operations 22nd annual International Sea Power Symposium scheduled for Sept. 20-23; tours of all entry control points; various facility project overviews; lunch with Sailors and civilian awardees; and briefings.

Mrs. Smith had a full day of visits to Morale, Welfare and Recreation facilities; Navy Gateway Inns and Suites; lunch with the spouse mentor group at the Naval Leadership and Ethics Center; an all hands “Can I Kiss You” training at the NWC; and stops at the Navy Exchange and Fleet and Family Support Center facilities.

Smith used a series of slides highlighting his Guiding Principles to stimulate discussion during the round table.

“I’ve been in the shore business for a long time now and I can say with conviction, that what we do now we do better than we used to do,” he said. He spoke on the need for standardization, to some extent, throughout all of the installations.

NAVSTA Newport’s Junior Sailor of the Quarter Aviation Machinist’s Mate Airman Apprentice Jacob Garanito said Smith was concerned about Sailors and their families. “He asked about the challenges that we face as Sailors and as human beings here in Newport.”

While discussing his principle of Living a Culture of Continuous Improvement – Smith remarked on how he has picked up more trash in the last 11 years – since he became an installation commanding officer – than he had in the previous 20.

“If every one of us picks up one piece of trash a day, the bases will all be clean and it is that message of pride in our surroundings I want us to convey to our customers and to each other,” Smith said.

The first Ohio replacement submarine – a future nuclear submarine designed to replace the Trident missile-armed Ohio-class ballistic missile submarines – is scheduled to begin construction in 2021.

The speakers emphasized that the NSWCDD facility will help ensure that the Ohio replacement submarine remains a strategic deterrent into the 2080s.

“Ohio replacement submarines are important to how we keep this nation safe,” Kaine said, adding that, “this program is helping our greatest ally [Great Britain] help make the world safer.”

In addition to the new NSWCDD Missile Support Facility, the Ohio Replacement Program will use facilities managed by the Naval Research Laboratory, Naval Undersea Warfare Center, and several industrial and shipyard sites to perform early evaluation of ship sys-

tems and subsystems.

In his welcoming remarks, Durant recounted Dahlgren’s history, especially its ability to deliver unique solutions to the warfighter, from a tractor mounted gun during WWI to the current laser weapon system deployed on USS Ponce (AFSB-1).

“As we break ground on this new facility housing our Submarine Launched Ballistic Missile program, we mark another great milestone in the history of NSWC Dahlgren,” Durant said, pointing out that the SLBM program has a long association with NSWCDD. “From the beginning, the Navy looked to Dahlgren for a solution,” he recounted. “Our engineers demonstrated that the division was uniquely qualified to undertake the work, in large part because of its experience in ballistic computations and the computing capability that existed at that time at Dahlgren.”

The command’s SLBM accomplishments culminated in Jan. 7, 1960, with the first launch of a Polaris missile from a submarine – USS George Washington (SSBN-598).

Over 56 years later, the NSWCDD commanding officer reflected on the impact of that launch at the groundbreaking for the command’s new Missile Support Facility.

“As a testament to the high quality of work performed here at Dahlgren, the commander of USS George Washington (SSBN-598) relayed to President Eisenhower the success of the first submarine launched ballistic missile: Polaris – from the deep to target – perfect,” Durant said.

Over the years, the Polaris Program evolved to the Poseidon Program and then to the Trident Program, each with greater targeting accuracy requirements.

“In 1970, roughly five branches with 75 people were working on SLBM programs,” Durant said. “Today, our Strategic and Computing Systems Department has nearly 300 people still working on SLBM. This new facility is a testament to the value of their efforts and what it provides to the nation and will continue to reinforce the foundations of the SLBM program here at Dahlgren.”

Commander of U.S. Pacific Fleet Adm. Scott Swift announced Hospital Corpsman 1st Class Corey Smith as the 2015 Sea Sailor of the Year (SOY) and Navy Diver 1st Class Kristoffer Ilagan as Shore SOY during a ceremony at the Ala Moana Hotel in Honolulu March 25.

Prior to announcing the winners of the competition, Swift and U.S. Pacific Fleet Master Chief Suz Whitman commended all 14 finalists for their excellence, integrity, teamwork, and leadership.

“It’s been an extraordinary week for me and a reminder of the true value of our people, which is our most important resource,” Swift said. “All you need to do is be exposed to an event like this to realize it.”

Representing USS Essex (LHD 2), Smith will fly to Washington, D.C., and will be meritoriously promoted to chief petty officer. Smith was surprised when his name was announced as the Sailor of the Year.

“Being here today to represent the [U.S.] Pacific Fleet is so humbling,” Smith said. “So many people along the way have taken the time to teach me ... now it’s time to pay it forward.”

Ilagan, representing Undersea Rescue Command, will travel to Washington, D.C., to compete in the chief of naval operations Shore SOY competition.

“I’m feeling ecstatic ... it’s surreal,” Ilagan said. “This is such an overwhelming experience. Even still, I’m a little sad for my fellow competitors each one of those folks are winners.”

Leading up to the ceremony, the 14 finalists spent the week in Pearl Harbor learning about the rich naval history and heritage of the area with visits to the Battleship Missouri Memorial, the National Memorial Cemetery of the Pacific, and the USS Arizona Memorial. During their time on the Arizona Memorial, they honored the Sailors who lost their lives in the attack on Pearl Harbor with a wreath-laying ceremony.

“I will never forget this experience,” Cryptologic Technician (Technical) 1st Class Elizabeth Stanton, assigned to U.S. 7th Fleet, said. “I’ve learned so much since I first started this journey, from winning for my command to winning for the [U.S.] 7th Fleet AOR [area of responsibility] and now here.

This journey really has reinvigorated my love for the Navy and I’m definitely going to pass that on to my Sailors.”

The journey included boards at each echelon of command, leading up to this week, to identify the top U.S. Pacific Fleet sea and shore Sailor.

“You put some stress on yourself because you want to be prepared,” Naval Air Crewman 1st Class Kevin Remmers, assigned to Helicopter Maritime Strike Squadron 78, said. “You have binders and binders of information to study. From that aspect, it was stressful, but at the same time it’s so energizing to be around this caliber of people.”

This process isn’t meant to be easy, and the master chiefs who sit the boards take their jobs very seriously.

“We are recognizing the best of the best and showing our junior Sailors that they are valued, relevant, and that they have something to shoot for,” Whitman said. “Today we even had the honor of selecting the Navy’s newest chief petty officer.”

For many of the other Sailors, the road to becoming a SOY finalist has been a rewarding experience in and of itself, one filled with self-determination and selflessness.

“My hard work paid off and I feel truly blessed to be here,” Legalman 1st Class Belinda Hall, assigned to Carrier Strike Group 1, said. “It’s nice knowing that Sailors are being taken care of and will continue to be taken care of after the week is finished.”

The 2016 DOD Warrior Games – a Paralympicstyle competition among wounded warriors from all branches of the military service – will take place June 14-22 at the U.S. Military Academy in West Point, New York. The Warrior Games were created in 2010 as a way to enhance the recovery and rehabilitation of wounded warriors and to expose them to adaptive sports. The games will feature more than 350 wounded warriors from five U.S. teams representing the Army, Marine Corps, Navy, Coast Guard, Air Force, and the Special Operations Forces, as well as international competitors. Once again, NWW will sponsor Team Navy.

The DOD Warrior Games will be preceded by the Invictus Games, an international wounded warrior athletic competition that brings together more than 500 competitors from 15 nations to compete in 10 sports. Prince Harry started the games in 2014 to honor wounded warriors. NWW will send 18 wounded warrior athletes to ESPN’s Wide World of Sports at Walt Disney World in Orlando May 8-12. U.S. Naval Forces Europe-Africa establishes new task force U.S. Naval Forces Europe-Africa, U.S. 6th Fleet Public Affairs NAPLES, ITALY

U.S. Naval Forces Europe-Africa (NAVEUR-NAVAF) and U.S. Fleet Forces Command established CTF 64 to create a command focused on Ballistic Missile Defense (BMD) in Europe.

“By establishing this task force, U.S. 6th Fleet is aligning our organization to better address the changing threats in Europe. [Capt. Wolstenholme] will be formally identified as the U.S. ballistic missile defense expert in his position as commander of 6th Fleet’s Task Force 64 and as commander of NATO’s Integrated Air and Missile Defense Task Force.” Commander of U.S. 6th Fleet Vice Adm. James Foggo III said.

“The United States made a commitment to our NATO partners called the European Phased Adaptive Approach [EPAA], to help defend NATO Europe against Ballistic Missile threats from the Middle East. And, as part of this commitment to NATO, the Navy has established this new task force to be the operational commander for Aegis Ashore and the tactical commander directing our Ballistic Missile Defense forces in defense of NATO Europe.” Commander of Task Force 64 Commodore Jeffery Wolstenholme said.

The establishment of CTF 64 is in response to countering potential ballistic missile threats from outside the Euro-Atlantic area and improving the defense capabilities of Europe.

CTF 64 will be responsible for executing operational and tactical integrated air and missile defense for NAVEUR-NAVAF, while also providing direct support for Aegis BMD planning to the commander of U.S. Air Forces Europe and the commander of Allied Air Command.

The command’s BMD mission seeks to defend NATO allies and U.S. Interests and deployed forces throughout Europe with a commitment to regional security.

European Phased Adaptive Approach is the U.S. national contribution to the NATO BMD mission. Naval assets that fall under the EPAA umbrella are the Arleigh Burke-class guided-missile destroyers USS Carney (DDG 64), USS Donald Cook (DDG 65) USS Porter (DDG 78) and USS Ross (DDG 71).

Also supporting EPAA are Aegis Ashore Missile Defense System in Deveselu, Romania. AAMDS Romania reached technical capability declaration in December 2015, and is currently working toward operational certification. A second AAMDS is scheduled to be built in Redzikowo, Poland, with ground breaking in 2016.

When Food Network airs the season finale of “Cake Wars” on April 4 at 9 p.m., it will be the icing on the cake for Ginger Soave. The Broad Bay Estates resident will be showcasing her cake artistry while competing for a $10,000 prize and chance to have her sweet creation featured at the 65th anniversary celebration of Disney’s “Alice in Wonderland.”

Soave was one of four people chosen to be on “Cake Wars,” which pits top bakers against each other in a competition that judges taste and decorating skills.

This will be Soave’s second time on TV with her edible creations. In June 2014, she appeared on TLC’s “Next Great Baker” with Buddy Valastro (“Cake Boss”).

Soave’s cake decorating journey began 23 years ago when she first laid eyes on her wedding cake, which came from a homebased business. She enrolled in a cake decorating class but found it far more challenging than she expected. After a few sessions, she dropped the class out of embarrassment and decided to teach herself.

“This was before the Internet, YouTube, Google, etc,” Soave said. “I practiced every night after work until I mastered my cake flaws.”

Eventually, Soave starting selling cakes from her home. Then she began sharing her hard-won skills by teaching decorating classes around the area. “I fell in love with teaching,” she said. “I plan to continue to travel and teach all over the country.”

Soave also sells her own line of products and cake kits on Amazon.

Cheryl Holloway, a Holland Oaks resident, took classes from Soave on and off for two years just for fun. “Because of Ginger, I’m able to bake a cake that is someone’s favorite dessert and tell their story with a design,” Holloway said. “She taught me to make a cake that looks good but tastes delicious too.”

Cat Kallberg, one of Soave’s students, joined her as an assistant on “Cake Wars.”

Kallberg, a Colorado resident, was thrilled when she was asked to be Soave’s partner on the TV show. “Ginger’s skills as a cake decorator are unsurpassed,” Kallberg said. “The show was an amazing experience. I’ve been truly blessed to have had the opportunity to work with her at such a level.”

Soave described the experience as stressful but rewarding. You don’t know the cake theme until you get there, she said, and you

have only 45 minutes to bake and design the cake. “It’s crazy. There’s no time to prep and you need to be ready to go,” she said. “It’s tough and scary.”

Soave credited Kallberg for calming her under pressure. “I called her my secret weapon. She’s a phenomenal cake artist and a very positive person,” Soave said. “She pulled some amazing tricks out of her hat. I couldn’t have done it without her.”

From there he slowly moves on to more challenging moves. â&#x20AC;&#x153;When people hear kickboxing they assume thereâ&#x20AC;&#x2122;s contact, and [they] will need some sort of skill to attend the class,â&#x20AC;? Goodchild said. â&#x20AC;&#x153;There is no contact. Whether youâ&#x20AC;&#x2122;re a seasoned ďŹ ghter or just looking for a workout, chances are you will leave the class having learned something and drenched in sweat.â&#x20AC;?

Sprint Cup drivers praise results of new aero package

After five straight weekends of racing, NASCAR’s Sprint Cup drivers and teams got a weekend off for Easter before getting back to work this week at Martinsville Speedway.

The season so far has seen generally more competitive racing, due in large part to a lower-downforce aerodynamic package being used at most tracks this year. There’s a great contest underway for Rookie of the Year. Jimmie Johnson has won two races and moved into seventh place on the circuit’s all-time win list. And there are other compelling stories as well.

The new aero package features among other things a shorter rear spoiler (3.5 inches versus the earlier 6) and a shorter splitter edge on the front (one-quarter inch instead of 2 inches).

Drivers one after another have had nothing but praise for the new rules, with their only other comments being that NASCAR needs to lower the downforce even more, so that more of a car’s performance will depend on the driver’s input instead of an engineer’s tweaks to the car.

“I’m really happy that NASCAR has made the steps they have,” Carl Edwards said in a media session at Auto Club Speedway. “You’re seeing the results on the race track. It is more fun to drive. This package is just simply more fun.

The driver has more of an influence. The tires fall off a little more. There’s more passing. I watched guys last week really driving the race cars.”

Edwards, who grew up racing sideways on dirt tracks around his native Missouri, said others with little dirt background are adapting well, too.

“Dale [Earnhardt] Jr. was, I mean ... just loose steering and it looked like he was running on dirt out there the whole time,” Edwards said of Earnhardt’s driving at Phoenix. “That’s fun. Me, personally, I like that type of racing.

So, yeah, that’s good.”

Edwards said, in somewhat of a surprise, that he of all people still hasn’t gotten a good grip on the new package, despite finishing second by inches to Kevin Harvick at Phoenix.

“I just don’t have a feel for it yet,” he said. “I thought we actually surprised ourselves a little bit, how well we ran at Phoenix.”

The Rookie of the Year contest so far is living up to the pre-season hype, as the top two rookies, Chase Elliott and Ryan Blaney, are engaged in a seesaw battle for the lead.

Blaney led heading into the most recent race, at Auto Club Speedway, but had a flat tire and hit the wall late in the race and lost the top spot to Elliott, who finished a season-best sixth. Blaney also has a best finish of sixth, at Las Vegas, and the two are tied for 16th in Cup points heading into Martinsville, with Elliott holding the edge in rookie standings, as his second-best finish of eighth trumps Blaney’s second best of 10th.

The rookie battle is especially interesting to veterans of the Sprint Cup garage who have known the two drivers all their lives. Elliott’s father, Bill, drove for the Wood Broth-

ers, who now field cars for Blaney, whose father, Dave, was a Cup driver as well.

“I’ve known Ryan and Chase since they were little boys,” said Eddie Wood, co-owner of the No. 21 Ford that Blaney drives. “Seeing them race for Rookie of the Year is a lot of fun. It looks like it’s going to be a great battle between them from week to week.”

Also in the running for the rookie title are Brian Scott, who is 14 points out of the rookie lead, and Chris Buescher, who is 16 back.

Jimmie Johnson already has two wins this season, at Atlanta and Auto Club Speedway. The first, at Atlanta, tied him with the late Dale Earnhardt for seventh on the alltime win list at 76. The Auto Club victory put him ahead of Earnhardt.

The Auto Club victory also continued a recent trend in which Kevin Harvick finished second to Johnson.

Since Harvick moved from Richard Childress Racing to the No. 4 Chevrolet at Stewart-Haas Racing at the start of 2014, he’s finished second 20 times – six times in 2014, 13 last year and once so far this year. Eight of those runner-up finishes have come in races won by Johnson.

As the circuit heads back to Martinsville Speedway this weekend, there likely will be much discussion of the race there last fall and the crash that saw Matt Kenseth intentionally wreck Joey Logano in retaliation for an earlier incident at Kansas Speedway.

Kenseth, who won six races in 2015, was suspended for two races as a result. Logano did not receive a penalty, but the incident cost him a chance to compete for the championship after having won five races.

Both Logano and Kenseth say they’ve put those troubles behind them, but neither has returned to his form of 2015.

Logano has fared better so far this season. He’s currently sixth in the standings with a best finish of second, at Las Vegas, and an average finish of 8.4. Kenseth is 15th in the standings, with a best finish of seventh at Phoenix and an average finish of 19.2.

Vanguard Championship Wrestling (VCW) will be returning to Norfolk Masonic Temple on April 2. Headlining this event is the tag team grudge match between The Geordie Bulldogs and The Heatseekers, as well as VCW Heavyweight Champion Brandon Scott defending his championship against VCW U.S. Liberty Champion “Mr. Mid-Atlantic” Damien Wayne.

Scott was able to retain his Heavyweight Championship when he faced off with Carlito in a no-disqualification rematch at Hampton High School. The match spilled into the crowd, out onto the floor, and had the fans on their feet. Scott’s manager Jerry Stephanitsis interfered on multiple occasions. Carlito was able to get his hands on Stephanitsis and laid him out with a punch to the face.

Despite that measure of revenge on Carlito’s part, Stephanitsis still factored in to the pinfall victory that Scott obtained. With Carlito’s back on the mat, Stephanitsis held Carlito’s feet down to prevent the kick-out. Scott will now have to defend his title against the man he defeated for the VCW Heavyweight Championship back at the 2015 Lutz Memorial Cup event, Damien Wayne. Wayne will be a formidable contender as he has held this title on two previous occasions.

The Geordie Bulldogs had faced off with The Heatseekers at the February VCW event. On this occasion, The Heatseekers scored the victory through questionable tactics. The Bulldogs plan to show why they have won tag team titles in nearly every promotion for which they have competed and even the score in this tag team grudge match.

In Hampton, Colby Corino got the upset victory over “Platinum Icon” Phil Brown. Post-match, Brown addressed the fans and thanked them for their support. His future in VCW sounded like it was in question, but this story is still developing. We’ll have to see if Corino’s momentum can continue as he is set to face “The Tongan Giant” Asaafi on April 2. Commissioner George Pantas informed one half of the VCW Tag Team Champions Innocent Isaiah that, due to being unable to defend the titles on a consistent basis thanks to an injury to Frankie Fontaine, the tag titles would have to be stripped of his team. As consolation, Isaiah was granted a match with “Number One” Jefferson Early for the VCW Commonwealth Heritage Championship. Referee Kevin Burr counted Early’s shoulders down for a three count, but Early had been able to prop his foot on the bottom rope.

As Isaiah celebrated what was thought to be his championship win, Burr had to enforce that the match would continue. Early, with manager Neil Sharkey, refused to continue the match, awarding the count-out victory – but not the title – to Isaiah.

The previously scheduled match between The Hallstars and The Hellcats became a match for the newly vacated VCW Tag Team Championships. This was a competitive contest that saw Burr inadvertently stumble into the path of a springboard cross body. With Burr down, The Hellcats gained the upper hand, and the VCW Tag Team Championships, thanks to a low blow. On April 2, The Hellcats will defend their titles against a team that is new to VCW – The Dixon Line. The Hallstars will take on Chikara Pro’s Campeones de Parejas N_R_G (Hype Rockwell and Race Jaxon). The tag team scene in VCW is heating up with the introduction of these new tag teams.
