The crew’s preparation prior to the inspection was key in George Washington’s successful performance Leading up to INSURV the crew completed preceding inspections from the Type Command

INSURV, started in 1870, is a congressionally-mandated inspection of U.S. Navy ships to report ship readiness to Congress and ensure that all spaces and equipment meet Navy standards required to support and sustain combat operations

Dragon heavy-lift helicopters serviced at the depot A team of engineers and artisans from the H-53 Aircraft Components Shop workedtogethertoimprove the manner in which the aircraft’s spar fittings are evaluatedforfit,resultingin ahigheracceptancerateand faster turnaround times for the components. The spar fittings fasten the helicopter’s horizontal stabilizer to the tail pylon, allowing the horizontal stabilizer to prevent the helicopter from experiencing excessive up-and-down pitching duringflight. The new process uses a pressure plate and pressure-sensitivefilmtoclearly identify high and low areas onthemountfeetofthetwo inboard metal spar fittings in the horizontal stabilizer, which affix to corresponding mating surfaces on the tailpylon.Thesemountfeet must make 80% contact, with no gaps larger than two-thousandths of an inch, said Jason Gaskill an H-53 airframe production support engineer with the Maintenance, Repair and Overhaul Engineering Production Line Support Division at FRCE. Spar fittingsthatcannotmeettherequiredtolerancesmustberemovedfrominventoryand replacedwithnewfittings,whichareeither purchasedfromcommercialmanufacturers orproducedbyFRCE’smachineshop

replacementofthesefittings.”

The process for using pressure-sensitive film to verify contact on the stabilizer side fittings, for both leading and trailing faces, has been rigorously tested by engineers at FRCE and written as a temporary engineering instruction, which means it is now approved for use within the H-53 Aircraft ComponentsShop.

Thesetighttolerancesrequireanincrediblelevelofprecisionworkfromthemachinistswhoblendthesurfacesofthereworked fitting;thebrightpinkdyeleftbehindfollowing a fit check using the pressure-sensitive filmgivesthemachinistsavisualindication ofexactlywheretheyneedtogrind.Itworks in much the same way as dentists use articulating paper, also known as bite paper, to identify where teeth contact during biting andgrinding hesaid.

“Many of these fittings have undergone years of maintenance, from removing superficialcorrosionwithascouringpadto machinistsgrindingandblendingtoremove minor corrosion,” Gaskill explained. “If it’s notanewfittingstraightfromthemanufacturer, somebody has removed minor corrosionatsomepoint.Andwhenyou’retalking measurements of a thousandth of an inch, the machinists don’t have a way to judge exactly which areas of the fitting they’re removingmaterialfrom,orwhetherthey’ve removedtheexactsameamountofmaterial from one of the surfaces compared to the otherone.”

Because the human eye isn’t able to measureincrementsthatsmall,Gaskillsaid, the team sought to develop a process to let the machinists know exactly what type of work needs to be done to the stabilizer side ofthefitting

“Nowwecangivethemavisualrepresentation of what areas require blending and how much needs to be taken off,” Gaskill said.“Wewantedtoputinplaceagood,solid process so we know that what the shop is puttingoutisagoodproductwithout100%

Saving the reworked fittings that are broughtintotolerancehasmultiplebenefits Gaskill noted. It saves taxpayer dollars by avoidingthecostofanewfittingandreduces turnaround time for the H-53 aircraft in workonthedepot’sH-53productionline

Amy White, an aircraft examiner on the depot’s H-53 line, said the cost of replacing the spar fittings could run as high as $150,000 “Before if the gaps were bad we just had to replace them, White explained “Now we’re able to save many of them, between what the machinists are doing by sanding down the pink, taking another impression and seeing where we are, maybe sanding somemore “Once we get to that 80% contact, we’re good to go and we’ve saved those fittings,” she continued. “And we spent labor hours workingonit,insteadof$150,000inmaterialsplusthelaborcostofreplacingthefittings withinthecomponents.

Paul Guthrie, sheet metal work leader in the H-53 Aircraft Components Shop, said the new process also supports an improvementinpersonnelutilization. “Instead of having to change out that fitting, we can spend a few hours checking thesparfittingandsandingitdowninhopes of saving it, Guthrie said. “We can do three to four impressions with the pressure-sensitive film as the process goes along and, if by that point, the fit check hasn’t reached 80% contact or at least shown significant improvement, that’s when a decision is made. If we don’t see a major improvement orit’stoofaroutoftoleranceorspecification, thenwehavetogetanewfitting.”

Thisverificationofflushmatingsurfaces on the spar fittings’ mount feet also helps reduce overall turnaround times for H-53 aircraftmaintenanceatFRCE,Guthriesaid. An out-of-tolerance spar fitting leads to fitment issues when it’s time for the H-53 production line to connect the stabilizer to thehelicopter’stailpylon,whichinturnslows down production on the aircraft line as the fitting has to be reworked or discarded anda newoneprocuredorproduced,Gaskillnoted.

“That’swhyIreallywantedaprocessthat couldaddressthisinthebackshop, hesaid. “Because if we don’t address it in our shop, then when the H-53 line is ready to install the stabilizer and it doesn’t install properly, thatholdsuptheirwork It’sahardstop

“I feel really good about this process,” Gaskillcontinued.“Itgivesthecomponents shop the ability to say they know the stabilizer side of the fitting is not the problem, andtheyhavethetechnicaldatatobackthat up Anditallowsus,asengineers,toknowwe needtolookelsewheretoaddresstheissue One of the things we like to do as engineers iseliminatethingsthataren’ttheproblemso wecanfocusonwhatitcouldbe,ratherthan everypotentialpossibility.”

Gaskillsaidtheteamdevelopedtheinitial ideafortheprocessafterdiscussingthespar fittingfitmentissueswithaseniorengineer who mentioned that the depot’s composite shop used the pressure-sensitive film to check for gaps between the composite layers of bonded tee caps, another fitting found on the H-53 While the spar fittings involve metal-to-metal contact rather than composite materials, Gaskill thought the sameconceptcouldwork.

“Iwastryingtothinkofawaytogetallof the high spots on the fittings sanded at one time and, with this, we didn’t have to reinventthewheel.We’vegotasourceofsupply for the film. We had the plate from another process, although we are now working on getting a plate just for this specific use We startedwithsometrialrunsanditturnsout thatthisjustworksreally reallywell.”

The FRC East teamwork on display with this effort helps speed delivery of components and aircraftbacktoourwarfighters.”

Lookingforward,Guthrie said he hopes other entities withinthedepotandbeyond mightbeabletolookatwhat the H-53 Aircraft Components Shop has done with the pressure-sensitive film and find uses for it within theirownareas aswell. “This film is a pretty readily available commercial product it’s fairly easy to use andisgivingusgreatresults,”hesaid.“There may be someone out there in the facility or evenintheFleetthatwillsay,Hey,wecould do that too just like our engineers picked uptheideafromcomposites,”hesaid.“And if someone else has this same type of problem, they could easily try this process and seeifitworks.”

In fact, the H-53 Components Shop is now conducting trials of the process on the tail pylon spar fittings, and hope to see an approved temporary engineering instructionreleasedinthenearfuture.

“Ofcourse,thosefittingshaveneverbeen checked this way, either,” White said. “And that’s important, because we can bring all these stabilizer fittings into tolerance but, if the fittings on the tail pylon are out of tolerance it’s not going to matter what we’redoingtothestabilizerside Usingthis processonthetailpylonsideisanotherway tosavetimeandcostforbothFRCEandour customersintheFleet.”

For Gaskill, the best part of this process development is knowing the artisans in the components shop are turning out the highestpossiblequalityproductfortheH-53line andcustomersintheFleet.

“Whenwefinishthathorizontalstabilizer weknowthatit’sgoodtogoformountingto atailpylon, hesaid.“AndIjustcan’tpraise theartisansenough.Theytookaprocessthat they’ve never done before, and now they’re abletogetthesedonesoefficiently.They’re doing such a great job, and this process wouldn’tbewhereitiswithoutthem.”

The Marines and Sailors of the 26th MEU(SOC), embarked aboard the three ships of the aggregated BATARG in the Mediterranean Sea, remained postured in the Eastern Mediterranean Sea from Dec. 28toMar.1astheimmediateresponseforce with the operational capabilities needed to provide leaders across the Geographic Combatant Command with options in USEUCOM and USCENTCOM. The Bataan Amphibious Ready Group (ARG) returned home to Norfolk last month after an eight-month deployment. From the months leadinguptothedeploymenttopullingbackinto homeport, the ships supply departments knew they could count on the NAVSUP FLC Norfolk LogisticsSupportCentertohelpthemanywhere intheworld.

According to Team One Logistics Supervisor ThadBerry,theLSCteambegantheirworkmore thanamonthbeforetheshipsgotunderway “Wehadtomakesurethattheywereahotship forreceivingtheirmaterial,tomakesurethatthey arepreparedtogetunderwaywithoutanydelays,” headded.“Weprepareeveryshipfordeployment thesamewaywithachecklistandawalkthrough withthe(supplydepartment)leadershipamonth beforedeparture.” The Bataan ARG included USS Bataan (LHD 5),USSCarterHall(LSD50)andUSSMesaVerde (LPD19). AcrewfromthePortsmouth Naval Shipyard in Kittery Maine visited the Naval Undersea Warfare Center (NUWC) Division Newport on March 20 to learn more about the operations at the warfare center and how collaborations betweenthetwoU.S.Navyorganizationscan bestrengthened The32“zone”supervisorswhovisitedare part of the extended dry-docking selected restricted availability (EDSRA) team for the Virginia-classUSSWashington(SSN-787).

“Division Newport is showing the Portsmouth Naval Shipyard team some of the systems and components they’ll be dealing with when the USS Washington enters the yard,andalsointroducingthemtoourteamof experts the shipyard can draw on if they run into difficulties during the availability,” said Patrick Roach, a NUWC Division Newport customer advocate for in-service submarines “Gettingtoknoweachotherwillallow eachteamtounderstandthecapabilitiesand constraints of the other, which will make acting together when issues arise smoother andmoreproductive.”

The visit to Division Newport was part of aweeklongteam-buildingexperienceforthe shipyardcrewasitpreparesfortheextensive maintenanceandmodernizationtask.

David Hart, head of the Towed and Deployed Arrays Engineering Branch in the Sensors and Sonar Systems Department, detailed the technology behind the various

towedarraysystemsandexplainedthework being done at the Naval Array Technical SupportCenter,whichisresponsiblefordiagnostictesting repairanddesignimprovement forallin-serviceNavysubmarineandsurface shiptowedarraysandtowcables.

With Division Newport and the shipyard working collectively, the fleet will be better positioned to continue its mission, Roach said.

“The shipyards contribute by performing heavy maintenance and modernization of the submarines and returning them to the fleet,”hesaid “Anythingwecandotohelpthe shipyardattaintheirgoalofon-timedelivery increasesthenumberofsubmarinestheNavy willhavewhenweneedthem.”

NEWPORT, R.I The Naval Undersea Warfare Center (NUWC) Division Newport’s Federal Women’s Program celebrated Women’s History Month with a panel discussion by five female employees on March 26 that focused on insights and experiences as women working for the U.S. Navy

The event, which was broadcast to employees throughout the Naval Sea Systems Command (NAVSEA), kicked off with a video featuring some of Division Newport’s senior female leaders, who shared stories about who have inspired them throughout their lives both personally and professionally [link: https://www dvidshub.net/video/917450/nuwc-division-newport-recognizes-womens-history-month] The video reflected this year’s theme “Women Who Have Made Great Achievements,” recognizing the countless contributions that women have made towards creating a positive opportunity for abrighterfuture.

Panelists for the discussion included NormaLopez,head,CombatSystemsTrainers Branch of the Combat Systems Department; Poonam Aggarwal, supervisory engineer Undersea Warfare (USW) PlatformsandPayloadIntegrationDepartment; SallySutherland-PietrzakofNUWCHeadquarters, who is director of the Naval Engineering Education Consortium; Jackeline “Jackie” Diapis, engineer, USW Weapons, Vehicles and Defensive Systems Department; and Alison Wicks, head, Acquisition Policy and Oversight Division, Contracts Department Susan Balcirak, supervisory engineer and Federal Women’s Program (FWP) lead, hosted the event and led the panelistswithaseriesofquestions Balcirak’s first question was directed to Aggarwal and Wicks: “Why did you choose yourcareerworkingfortheNavyasafederal employee?”

Aggarwalwho’sbeenatDivisionNewport for almost 15 years, said that her reason for workingfortheNavywasbasedonherlove andappreciationforAmerica. “I was 14 years old when I came to the U.S.withmyfamily wedidn’thavemoney, didn’t speak English, didn’t know anyone or anything, but my parents came here to haveabetterlife,”Aggarwalsaid.“Whenwe arrived, everyone was very nice and helpful. Also, in India, there is no free education, so having free education in the U.S. up untilhighschooltookalotofburdenoffmy parents’ shoulders I really wanted to give somethingbacktothiscountry,andoneway ofdoingitwascomingtotheNavy Iwanted toserveourcountrybyanymeans.”

WickssaidsheappliedforajobatNUWC because of her dissatisfaction while working in retail pharmacy leading to an almost 17-yearcareeratDivisionNewport.

“I’vestayedforthislongbecauseofallthe opportunity that we have in this organization the upward mobility the people the importanceofwhatwedo,andthework-life balance, Wicks said. “I don’t think we can getthatinindustry,sothat’swhyI’vestayed hereforsolong.”

Sutherland-Pietrzak and Diapis were asked to share the professional skills that they developed in their careers and to explainwhytheyareimportant.Bothagreed that communication and flexibility is at the topoftheirlistofimportantskillstolearn.

Sutherland-Pietrzak said that she works bestcollaboratingwithteammembers,holding meetings, and staying aware of everyone’s tasking She shared a story about her experience as a branch head when she startedimplementingteammeetings

“Over time the meetings became very popular and I remember just a couple years ago there was someone who retired and said, that time in his career was one of his favorites because he felt like we were a teamandallworkingtogether,”saidSutherland-Pietrzak “So,communication, getting everyonetotalkanddocumentwhatthey’re doingisreallykey.”

Diapis has found that being flexible is a skill that she’s had to develop throughout her10-yearcareer

“You’re not working with just engineers andtechnicians,you’reworkingwithtradespeople, with the fleet, a wide variety of

peopleandit’simportanttounderstandtheir prioritiestoo,”Diapissaid.“It’saboutfinding piecesofthepuzzletofitthebigpictureand help you and your team better understand whereyouare.”

Balcirak asked panelists to share some of theircareerhighlights “I started in 1991 and I had many different projects,” Lopez said. When I was on the Countermeasure Set Acoustic (CSA) Launching System, I loved that project because I was working with Washington D.C. on the IA (information assurance) at that time, which is now cybersecurity and I was going back and forth working with industryandotherwarfarecenters Itook therequirementsoftheCSA,fromrequirements to design, to looking at the development,moreoftheTDA(TechnicalDirecting Agent) world and I put my hard hat on, and my steel toed shoes and I was the only woman there when we installed it on the SSGNsothatwasawesome.”

Diapis’highlightwashavingtheopportunitytoworkatashipyardontheUSSJimmy Carter(SSN-23).

“My top highlight of my career and I don’tthinkanythingisgoingtotopit was working in the shipyard with on the USS JimmyCarter,”Diapissaid.“Itwasanamazingboat,andnotmanypeoplegettheopportunitytoworkonthatparticularboat.Ihave worked on several surface ships and other submarines,anditallleduptothatparticular boat never in my wildest dreams did I thinkthatI’dbestandingthere. “Iwasworking12-hourdays sevendaysa weekandletmetellyou,itdidnotfeellikeit Iloveditsomuch.ItwassuchagreatexperienceandIthankNUWCforallowingsomeonelikemetogoanddothis Itwasdifficult buttheybelievedinme.”

Audiencemembersaskedquestionsabout findingbetweenworkandfamilylife. “Ihavetwokids,oneisfouryearsold,and oneistwoyearsold,”Aggarwalsaid.“Itwas verytoughformebecauseformytwo-yearold I did not get a daycare in line for about six or seven months. As someone who worked full time while raising three children Lopez offered some advice

“My main recommendation is breathe,” Lopez said. “It’s OK, you don’t have to do it allatthesametime.Youcanbeall,butyou’ve gottime Ihadthreelittlegirlsandwedidn’t havethedaycarecenterinthosedaysorthe nursingfacilitiesthatwehavenow itwas hard.Ittakesfamilyandfiguringouthowto do things little by little. But give yourself a break don’tfeellikeyou’vegottodoitallat thesametime.”

And this year, that meant serving as the assistant coach for girls wrestling at Hartford Union High School in Milwaukee, Wisconsin “[Coaching wrestling] was completely outofmycomfortzone,”Wrightsaid “ButI think people should never stop challenging themselves or forcing themselves outside oftheirnorm.It’sgoodforyouanditbuilds character.” TwomembersofWright’steamcompeted in the Wisconsin Interscholastic Athletic Association state meet. “When we first started the season, it was loss after loss,” Wright said. But then the season hit a turning point and the girls started winning and eventually advanced to state. “To see them at state and see how happytheywerejusttogettothatlevel,they weresothankfulandhappy.Thegirlsdidn’t reallycarewhattheoutcomewasandwhen theylost,theytookitinsuchstride.

While students were used to seeing Wright at school for recruiting purposes, she says coaching wrestling has helped her furtherconnectwiththeHartfordcommunity. “[Wrestling] has helped build another bridge I’mapersonwhohasajob,butIalso careandIthinktheycanseehowmuchtime and effort I’m putting into it,” Wright said “WhenIgotootherevents teachersseefirst handthatI’minvolvedandcareandnotjust trying to get a certain number of kids from theirschooltojoin.”

Despite the added time commitment, Wright didn’t let her work be affected

“The importance of these competitionsisfortheMarinestotesttheirmetal against their peers and increase overall lethality,”saidMasterSgt.NickCapko,the staffnon-commissionedofficerincharge of the Marine Corps Shooting Team.

This competition is the culminating championship of the various regional marksmanship competitions that are conducted all around the Marine Corps Yearly,theshootingteamhostsavarietyof marksmanship competitions across each major installation to find each region’s best shooter.

“Over the past year we have had over eight hundred Marines compete to see if the can medal in their regional competitions,” he said. “The top 10% of these Marines are then invited to the Marine Corps championships.”

Duringthechampionship,thecompetitorsareassessed,andtheyhaveachance to join the Marine Corps Shooting Team.

FALLS CHURCH Va Military pharmacies have returned to normal operations after a cyberattack in February. This attack was on the nation’s largest commercial prescription processor,ChangeHealthcare(CHC)

On Feb. 21, CHC disconnected its systems due to a breach in their network. This outage temporarily prevented affected military pharmacies and some retail pharmacies nationally fromprocessingclaimsandfillingprescriptions

Military pharmacies quickly adapted. They shifted to using offline processes to ensure prescriptions were filled safely These internal downtime operations procedures and manualchecksensuredthatprescriptionswere processed safely for patients These checks included validating the correct medications anddosages

As of Apr. 2, the connection to CHC is restored. Military pharmacies have returned to standard operations They’re now able to process claims through Express Scripts Express Scripts is the TRICARE pharmacy contractor.

Lab Week is an annual observance to highlight and show appreciation for medicallaboratoryprofessionalsandpathologists whoplayavitalroleineveryaspectofhealth careandarecommittedtoimprovingpatient care through innovative research, patient safety,andexpertise “Lab professionals play a crucial role in diagnosing and monitoring diseases,” said U.S.AirForceLt WilbertoGutierrezAlmedina,chiefofcentraloperationsandpointof care for 81 Medical Group at U.S. Air Force BaseKeesler,Mississippi.

“We perform various laboratory tests on patient samples to help in the detection, diagnosis, and treatment of diseases Our accurate and timely test results are vital for healthcareprofessionalstomakeinformed decisionsaboutpatientcare, hesaid Inhisroleasalabprofessional,Gutierrez Almedinaandhisteamensurethecollection ofbloodsamplesfrompatientsanddiagnostictestingiscarriedoutinasafeandproper way.

“Infact 70%ofpatientdiagnosisisbased on laboratory testing,” said Manansala. “This was evident during the recent global COVID-19pandemic.

Manansala leads the USNMRTC 24/7 clinical laboratory which performs over a 100,000laboratorytestsannuallyinsupport of9,000beneficiariesand15,000operational forces in the U.S. European Command, U.S. Africa Command, and U.S. Central Command.Hemanagesmultipleprograms includingthebloodbank.

It’saroleManansalafindsveryrewarding.

My team collects and analyzes laboratory specimens sent to medical providers forpatientdiagnosisandcare,”saidManansala. “We get to work with daily laboratory analyzerscontributingtomanythingssuch as patient care and diagnosis, and sometimes even scientific discoveries. I am very proud of what I do I know I am benefiting and impacting patients’ lives just by doing myjob.”

A significant part of Manansala’s role is ensuringthatwarfightersandfamilieshave accesstoqualityblood.

“Laboratory has multiple divisions, or benches, and I found my passion in blood banking In my opinion, the blood bank is the most critical and challenging bench in the laboratory providing direct lifesaving opportunities for patients via transfusion therapies.”

Manansalaalsolovesworkingwithother professionals in the lab “because without their hard work and dedication day-to-day

operationsofthelabwouldnotbepossible.” Gutierrez Almedina agreed that teamwork is key to the operational success of anylab.

“I believe that creating a strong bonding withmyteamismybestaccomplishmentso far,” he said “We all contribute with different tasks to offer the best service possible that creates an environment where our patientsenjoycomingback.”

ND:Iwasstationedhereoriginallyin2014 and we participated in the Tattoo that year That was my first introduction to it. Then I was stationed in Germany for five years and we participated in different Tattoos in Belgium and Sweden. We came back here andweparticipatedintheonetwoyearsago

Last year, my Commander said, ‘Nick, I know how much you love the Tattoo and puttingonagreatshow,you’recreativeandI wouldloveforyoutobetheonethatdesigns andspearheadsthiswholeshow.’SoIcame upwiththethemeofFreedomThroughthe

Ages I came up with this idea of how we as Americafoughtfordemocracyandfreedom back in the Revolutionary War and how we preserved that freedom through the events thathappenedduringWorldWarIIandhow wecontinuallynottakethatforgrantedand

we continue to maintain that freedom. It’s a historical presentation as much as it is a musical presentation. We will be one of the firsttoperformthisweekendanditwillbea greatwaytostartoffthewholeshow.
