For Yeoman 2nd Class Ebony Rainey, balancing life as a Sailor and a mom can sometimes be overwhelming and exhausting. But she always seems to muster the strength and look past her weariness to devote her time to a sport that she has always loved.

Rainey, who has been working as a Yeoman at Naval Support Activity (NSA) Hampton Roads for two years, has been involved with the Larkspur Salem Recreation (LSR) Cheerleading team since the fall of 2014.

“This sport has always been a passion of mine,” she said. “Since I was 5 years old, I was involved in a series of sports ranging from cheer, dance, majorettes, band, basketball, softball and baseball. But cheerleading has always been near and dear to my heart.”

Rainey devotes countless hours a week to LSR Cheer, which is a combination of preparing routines, practice times, and events.

“Previously, I was a head coach for the junior girls and I would teach them techniques and cheers to give an amazing performance during the football games,” she said. “Now, I am the athletic cheer director, and my job is to oversee the entire program, all while preparing the girls for a successful cheer and competition season.”

Sailors aboard guided-missile destroyer USS Porter (DDG 78), stationed in Rota, Spain, successfully completed a live-fire test from a SeaRAM missile system March 4.

SeaRAM, which replaced Porter’s aft Close-In Weapon System (CIWS) mount, is a self-contained detect-to-engage ship self-defense capability that combines the sensor systems of a CIWS with an 11round Rolling Airframe Missile (RAM) launcher.

“The addition of this advanced weapon system to Porter’s arsenal is extremely welcome,” Porter’s Commanding Officer Cmdr. Andria Slough said. “It is a culmination of the cooperation of several program offices and agencies, both at sea and ashore, ensuring that out here on the front lines, we receive the capabilities we need, when we need them.”

The SeaRAM installation aboard Porter took place as a response to a formal Urgent Operational Need for forward-deployed naval forces in Europe. Porter is

The Navy announced March 10 preliminary results of recent drinking water testing near Naval Auxiliary Landing Field Fentress in Chesapeake. A total of 52 private off-base drinking water samples were collected from Feb. 3 through Feb. 13 after Perfluorinated Compounds (PFC) were found in drinking water from base wells in January.

Preliminary results received by the Navy showed two of the 52 wells near Fentress have levels above the U.S. Environmental Protection Agency (EPA) provisional health advisory for PFCs. The Navy is providing bottled water for drinking and cooking to the two properties until a long-term solution can be put in place.

Other properties where drinking water was tested fall below the EPA provisional health advisory levels, based on the preliminary results.

“The well-being of our people on Fentress and our City of Chesapeake neighbors is a top priority for the Navy,” Commanding Officer of Naval Air Station Oceana and Fentress Capt.

Lou Schager said. “Equally important, is keeping the community and our partners up-to-date and informed of where we are in the process and the next steps,” Schager said. Another public information session is scheduled for March 24, similar to the one conducted by the Navy, federal, state, and local agencies in February. The location and time are still being determined.

On Feb. 2, more than 150 local residents attended a public information meeting to learn about the Navy’s plans to test drinking water from private wells near the installation and to learn about the reason for the PFC testing. Representatives and experts from the EPA, the Agency for Toxic Substances and Disease Registry, the Virginia Department of Environmental Quality, the Virginia Department of Health, and the City of Chesapeake also were present to answer questions.

The results received by the Navy are preliminary. Standard industry practices require that these sampling results must still be validated (i.e., verified). Once all of the results have been validated, the additional properties that were sampled will receive individual notifications of their results.

The Navy started testing drinking water for PFCs in December at installations, including Fentress, where firefighting foam that contained PFCs was once used for training. The firefighting foam is no longer used for training.

on the installation showed that the water contains PFCs above the EPA provisional health advisory levels. Personnel at the installation were provided with bottled drinking water. On Jan. 28, the Navy notified residents within a half mile radius of the elevated PFC location on-base and asked for permission to conduct additional testing to determine if the PFCs had migrated off the installation.

During the February sampling, the Navy in partnership with the City of Chesapeake, set up a water-fill station for use by residents who have concerns with their well water used for cooking and drinking.

The Navy is considering which methods are best to use for a long-term solution.

PFCs are unregulated or “emerging contaminants” that have no Safe Drinking Water Act regulatory standards. The EPA, however, has established provisional health advisory levels for two PFCs: Perfluorooctane Sulfonate (PFOS) and Perfluorooctanoic Acid (PFOA). The EPA recommends that actions be taken to reduce exposure if drinking water contains PFC concentrations above the provisional health advisory levels.

MARMC FAB LAB PART OF NATIONAL WEEK OF MAKING

Mid-Atlantic Regional Maintenance Center’s Fabrication Laboratory, or Fab Lab, is participating in the third annual National Week of Making to recognize the military’s best innovation initiatives.

A project coordinated by the Fab Lab is slated to be featured this June during the White House’s third annual Week of Making, part of the National Maker Fair in the nation’s capital.

The annual fair attracts innovative projects from people of all ages in science, technology, education and mathematics.

The Fleet Design Challenge, known better as Project Apollo, solicited ideas from Sailors at sea, as well as all military members, to create their own ideas to test out at MARMC, according to its Fab Lab officer, who said Project Apollo is more about the idea than how well it’s been fleshed out.

“They didn’t even have to submit finalized ideas,” Lt. Todd Coursey said. “It could be as simple as a drawing on a bar napkin or it could be completed, ready to ‘print.’”

The entries, 18 from the military, are ideas for innovation using Fab Lab’s 3-D printers. Some are money savers, some are technology-stretching uses for the printer. The ideas were submitted December through February at The Hatch, a blog for sharing Navywide ideas and ingenuity, run by the office of the secretary of the Navy.

Coursey’s judges are looking for the best project in three different criteria: ingenuity, how quickly the design can be sent to ships at sea, and most votes from The Hatch. Each category winner also will be invited to the Fab Lab, where the Sailors will build a 3-D printer suited for the design and will print a finished product.

The top three projects will be judged April 21, Fab Lab’s first anniversary, and the day MARMC hosts the Full STEAM (science, technology, engineering, arts and mathematics) Ahead Fair with Old Dominion University,

Here are a few examples of submissions: * A fabricated alignment tool that would slide over the end of the SLQ-32 Direction Finding Receiver, enabling ships force to replace radomes with the correct angle and spatial requirements. * A Design and prototype to the shipboard TelevisionDirect-to-Sailor (TV-DTS) feed horn bracket support.

Without the bracket, the TV-DTS antenna loses its focus on its satellite signal feed. The entire assembly would cost more than $2,800. * The plastic housing adapters attached to the side of P7100 HYDRA radios. Once broken the entire adapter cable is useless. USS Harry S. Truman (CVN 75) Sailors, using a mini Fab Lab developed by MARMC, prototyped and produced a clip that attaches to the antenna, protecting the adapter cable, and saving more than $600. Truman replaces seven adapter cables a month.

The winning entries will be highlighted during the National Week of Making, mid-June.

Project Apollo is also challenging Sailors to work toward a CNO initiative: hyper-velocity learning – using technology to teach how to use that technology.

“Technology is exponentially increasing on itself,” Coursey said. “We want to use the Fab Lab to expose people to new technology.”

Coursey is hoping through initiatives such as Project

Apollo he can use Sailors’ ideas to move ship’s maintenance into the future sooner. He said hyper-velocity learning includes using problem based learning, massive open online courses (MOOCs), mentoring, education and training to empower Sailors to provide ideas and innovations in the rapidly shifting landscape of the digital age.

“The Fleet Design Challenger is more framed around accelerating exposure of technology to the warfighter – allowing the warfighter direct input on how best to use it instead of the traditional way of taking technology and maturing it,” Coursey said. “By that time it’s been years. This flips the process and says ‘hey this is what’s new.’ How can you use it?”

He envisions the Fab Lab reaching into other emerging technologies, such as augmented reality, where Sailors can be exposed and subsequently leverage technology.

“I can already pull out my smart phone, scan the cup in my hand, put that image into a CAD [computer aided design] program and print it,” Coursey said, referring to the 3-D printers in the Fab Lab. “I’d like to see the day when I can take an iPod up to a circuit breaker on a ship, look at it and the iPod reports on its PMS [planned maintenance system] cycle, the MRC [maintenance requirement card], repair videos and tells me how and when to perform its maintenance.”

For now, Project Apollo is tapping into Sailor ingenuity and weaving that into modern technology. Is it getting the cart ahead of the horse?

“No, it’s like telling the cart it can fly,” Coursey said.

NSA Hampton Roads firefighters save child’s life

Federal firefighters from Naval Support Activity (NSA) Hampton Roads Fire Station Four, jumped into action to save a toddler’s life on Feb. 9.

The firefighters were dispatched by the City of Norfolk Fire and Rescue in response to a three-yearold child who was choking and unresponsive in Ben Moreell Housing.

Officer in charge of the call Lieutenant Travis Abbott passed the in-

formation to the team, which consisted of three other firefighters: William Walker, Adam Daly, and Justin Call.

The firefighters arrived at the home, along with the Norfolk Fire and Rescue Medic Unit, and found the toddler on the floor with a bowl of cereal knocked on the floor beside him. They set the child up and began to visually inspect his airway. At that point it was determined that he was unable to breathe adequately.

“We asked his parents if he had any known allergies, if he had a medical condition, or if he had recently been sick,” Abbott said. “Once we

checked his vitals, it showed that his pulse was extremely low.”

Responders then attempted a series of back thrusts on the child to try and clear the airway. After the second set of thrusts, he began to exchange air. His oxygen saturation increased dramatically after the back thrusts were performed.

“When I saw the child’s eyes open, there was definitely a sense of relief that he was OK,” Abbott said.

The child was then carried to the ambulance by Navy fire personnel and was transferred over to City of Norfolk Medic 7. The child was

transported to the hospital and was reported in stable condition.

“The responders did an excellent job and performed exactly how they were trained,” District Fire Chief Mike Pope said. “They responded within the required response time to the emergency and provided early intervention and lifesaving care and treatment to a child who was in need. I couldn't be any prouder of these responders and of all the responders who work with and for me in the department.”

There are currently 15 firefighters assigned to Fire Station Four at

NSA Hampton Roads Headquarters and a total of 45 fire personnel at all of the NSA Hampton Roads annexes. They have many responsibilities to include fire suppression, fire prevention, hazardous materials emergency response, public fire safety education, fire service training, and emergency response to natural and man–made disasters.

“Unfortunately with situations like these, sometimes the outcome is not always positive,” Abbott said.

“It is so important to know or learn CPR and know what to do for a choking victim.”

NMCP GALLEY MARCHES FORWARD PROVIDING HEALTHY CHOICES WITH G4G

Naval Medical Center Portsmouth (NMCP) galley staff kicked off March with increasing efforts to provide healthier food choices under the Go for Green® (G4G) program. The joint-service G4G initiative promotes healthful food and beverage choices in order to optimize the performance, readiness, and health of service members.

Throughout the month, designated as National Nutrition Month, the galley is adding the official G4G menu-code tags to each menu item to identify how healthy each menu choice is, and reinforce the 2016 National Nutrition Month theme to “Savor the Flavor of Eating Right.”

“The G4G program will help take the guess work out when anyone eating in our facility is looking at their meal options,” Nutrition Management Department Head and registered Dietician Nutritionist Cmdr. Paul Allen said. G4G is a two-part, nutrition-labeling and education program, and it uses a stoplight-color system to easily identify performanceenhancing foods in dining

facilities and galleys. The colors are green for eat often, yellow for eat occasionally and red for eat rarely.

“Everyone now will be able to look at the cards and see just how their options rate on the chart. Hopefully, then, the right choice will be an easier decision,” Allen stated.

The cards will also have a salt shaker displayed to measure the item’s sodium content. With about 400 menu items and corresponding tags to create, the goal is to have all galley items tagged by the end of March.

“Our program at NMCP initially started about four years ago with some major shifts in what food we served as main entrees and side dishes, and an even bigger shift of our speed line items,” Allen said. “We even made the decision to make the menu items that we continued to make with healthier ingredients, like using whole wheat pasta and brown rice when we could.”

G4G labeling is an important, healthy tool to help service members to “eat well, perform well,” and NMCP galley is leading the charge in providing healthier choices by focusing on more green and yellow options for the service members they serve.

SURFLANT Sailors host ‘Breakfast at Bunny’s’ for Vietnam veterans

Surface Force Sailors visited with Vietnam veterans during a commandsponsored breakfast March 2 to help commemorate the 50th anniversary of the war.

Commander of Naval Surface Force Atlantic (SURFLANT) and local businessman William Blair co-hosted the commemorative event at Bunny’s Family Restaurant in Suffolk. During the breakfast, SURFLANT Chief of Staff Capt. Erik Ross thanked the veterans and Sailors from several SURLFANT commands who gathered together for the morning meal. He also emphasized how much the surface Navy appreciates the families, the veterans, their service and sacrifice.

“We have to preserve the heritage, and we have to preserve the importance of service across generations,” Ross said. “What we do is about defending freedom around the world and defending the constitution.”

Many of the Sailors in attendance represented SURFLANT ships named for decorated Vietnam veterans including: USS Laboon (DDG 58), USS Oscar Austin (DDG 79), USS Bataan (LHD 5), and USS James E. Williams (DDG 95). They took turns discussing

the pride and heritage they embody for their namesake.

“Pfc. Oscar Austin gave his life for his brothers and sisters in arms during the Vietnam war,” said Navy Counselor 1st Class Douglas A. Edmonston, who reported that the Marine Austin saved honored him at the ship’s last change of command.

“We fly the Marine Corps. flag every time we pull in and out of port to show that we represent a United States Marine,” Edmonston said.

As a commemorative partner, SURFLANT has committed to planning and conducting events geared to honor Vietnam-era War veterans and their families. On May 25, 2012, by presidential proclamation, the federal government partnered with local governments, private organizations, and communities to participate in the commemoration of the 50th Anniversary of the Vietnam War. This is a 13-year program designed to celebrate and give recognition to the Vietnam generation.

“This breakfast is really important to veterans and Sailors because, when you are in the military you absorb this lifestyle and this culture; it is something you can never let go,” Personnel Specialist 2nd Class Alex Martinez said. “If I make this a career, I will probably be in the same place they are, wanting to hear from the younger gen-

eration of military members.”

Veterans have been meeting for breakfast at this Suffolk restaurant for more than two decades. This tradition started with a group of former WWII prisoners of war who would get together once a month for breakfast at Bunny’s, a patriotic, family-owned restaurant. Inspired by their devoted patriotism, Blair, an Army veteran and regular customer at Bunny’s, along with his wife, Sarah Blair, started anonymously picking up the tab. Although it started as a random act of kindness, a waitress eventually revealed to the group who was paying their breakfast bill.

“We just want to show our regard to the veterans who served; we owe them a lot. Especially those that served during a time of war,” William Blair said. “It’s just something that we like to do to give back to those who served.”

Ross concluded the event by inviting everyone to attend the Surface Line Week event in May. He said that this year’s theme will help commemorate the 50th Anniversary of the Vietnam War. “It would be an honor for all of our veterans to attend,” Ross said. “It would be another opportunity to recognize them for their ‘Service, Valor, and Sacrifice, A grateful Navy thanks and honors our Vietnam War Veterans.’”

Culinary specialists, military chefs compete in DOD-wide competition A pair of master chefs from the American Culinary Federation judge a meal at the 41st Annual Military Culinary Arts Competitive Training Event (MCACTE).

The 41st Annual Military Culinary Arts Competitive Training Event (MCACTE) was held at Fort Lee with culinary specialists (CS) and military chefs from around the Department of Defense and the world competing in a variety of events to showcase their skills.

The competition is sanctioned by the American Culinary Federation, and features a number of culinary events with civilian certifications up for grabs for the participants.

“They don’t compete against each other, they compete against industry standards,” Chief of Supply Corps and Commander of Naval Supply Systems Command Rear Adm. Jonathan A. Yuen said.

“Our cooks earn these medals, and they’ll always have this credential on their resumes.”

Chief Culinary Specialist Curtis Addleman, who helped organize this year’s event, highlighted the unique aspects of the MCACTE, including one requiring a three course gourmet meal to be cooked using only field equipment.

“There are culinary competitions all over the world, and this is the only one where you’ll see events like this,” he said.

The MCACTE was not only an opportunity for military chefs to demonstrate their skill, but also their teamwork as well.

“The level of cooperation between teammates has been very impressive,” Master Chef and MCACTE judge Dietr Doppelfeld said.

Oceana pharmacy renovation improves workflow, adds Rx capacity

After nearly a year of construction, staff of the newly renovated pharmacy at Branch Health Clinic Oceana marked the occasion with a ribbon-cutting ceremony March 1, while celebrating the added capacity and workflow efficiency that will improve patient care.

During the ceremony, remarks were given by Naval Medical Center Portsmouth Commanding Officer Capt.

Elisabet Prieto; and Naval Air Station Oceana Commanding Officer Capt.

Louis Schager Jr., before the three used a giant pair of scissors to cut the ribbon.

“As a service member and a person who uses the pharmacy often, this is a great thing,” Schager said. “We love what the branch health clinic offers for our men and women and their families. This is tied to readiness, and when Sailors are deploying, it’s great to have this piece of mind.”

Currently, the Oceana pharmacy processes more than 250,000 prescriptions per year, and the new configuration will allow that number to hit 300,000.

“We have improved our capability to process up to an additional 4,000 prescriptions per month based on our

workstations that we have,” Pharmacy Department Head at BHC Oceana Lt. Peter Jeanlouis said. “During the construction, space was limited and wait times increased to an average of 45 minutes. With our new workflow and full staffing, we are aiming to reduce wait times to less than 30 minutes.”

In addition to improving patient services, the pharmacy expansion is linked to TRICARE’s initiatives to bring patients to military treatment facilities for prescription services.

“We have initiatives throughout the command to expand pharmacy services in conjunction with TRICARE’s changes to the co-pay structure,” Jeanlouis said. “We are already seeing growth in prescriptions filled with the restructuring of TRICARE benefits.

Those initiatives alone will bring more patients to us.”

Via also commented on the impact of filling prescriptions at a military treatment facility vice retail pharmacy.

“Through retail pharmacies, we spend about $4.8 million per year in the Tidewater market, so anything that we can do to get our patients back into utilizing the direct care system and TRICARE Mail Order Program is the right thing to do to reduce costs,” Via said. “During this renovation process, you have done your best to keep wait times as low as possible while maintaining the safety of our patients.”

Prieto echoed the sentiment.

“Our pharmacy staff has been working under tough conditions,” she said, “but now they have a beautiful pharmacy with all of the windows on one side of the building.”

Previously, the pharmacy was separated into two spaces, with three windows on each side and all of the robotic stations were in the middle. While the primary space was constrained and not conducive to the workflow, the refill window was located in a separate section of the clinic.

“We realized that we needed to expand the square footage, which we did by 250 square feet on the primary care side, so now what you see is seven windows in one area,” Jeanlouis said.

“We consolidated pharmacy spaces and added a refill window, so we have one window dedicated to dispensing refills. This really was a comprehensive project that addresses the needs of the pharmacy.”

The project meant challenges for the two dozen staff members, which according to Carla Lehan, pharmacy supervisor, included three phases, and during each phase, staff had to shift supply storage.

“Now everything is in its place,” Lehan said, “and they did a beautiful job. It’s a beautiful pharmacy and a long time coming. It allows us to get patients their medications in a more efficient manner. The experience overall is going to be improved because the efficiency will be improved.”

According to Jeanlouis, more improvements are on the horizon.

“The pharmacy as a community is working on several initiatives to improve patient experience, including a dashboard to display the wait times, and improving the intake process,” Jeanlouis said. “In the coming months, we will see a big difference in pharmacy services.”

“I echo Adm. Williamson’s comments,” Scorby added.

“He has done a magnificent job as the commander of Mid-Atlantic and is turning over an exceptional team of shore installation management professionals. They have a stellar reputation and I am looking forward to working with them.”

Scorby becomes the MidAtlantic commander overseeing 14 installations, 50 naval operational support centers, and 168 special areas in the Navy’s 20-state Mid-Atlantic region. As the naval shore installation management headquarters for the region, the command provides coordination of base operating support functions for operating forces throughout the region in support of the fleet, fighter, and family.

Scorby grew up in Manlius, New York, and graduated from the State University

of New York at Cortland in 1981 with a Bachelor of Arts in Economics. He entered the Navy in November 1982 as an aviation officer candidate and was commissioned an ensign in March 1983. He was designated a naval flight officer in June 1984.

Scorby’s early operational assignments include Fleet Air Reconnaissance Squadron (VQ) 2 and Patrol Squadron Special Projects Unit (VPU) 1. Scorby also served as the officer in charge of VPU-1 and commanding officer of VQ-2.

His shore and staff assignments include the Bureau of Naval Personnel/PERS-43, where he served as the VQ/ force support detailer; North American Aerospace Defense Command, where he served as a missile operations officer, chief of the Aerospace Warning Branch and executive assistant to the director of operations; Chief of Naval Operations (OPNAV/ N13), where he served as the aviation officer community manager and deputy, Officer Plans and Policy; Chief of Naval Operations (OPNAV/

N88), where he served as the EP-3E aircraft requirements officer and executive assistant to the director; Naval Air Station Jacksonville, where he served as the commanding officer; Assistant Secretary of the Navy (Energy, Installations and Environment), where he served as the executive assistant; Navy Region Southeast, where he served as commander; and Navy Region Europe, Africa, Southwest Asia, where he served as commander.

Continued from front Rainey works with approximately 12 girls on their routines and performances, organizes practices and team activities, helps develop choreography, supervises warm-up exercises and stretching routines, and consistently communicates with the parents. “[Rainey] keeps all the parents so well informed that we never have to guess or wait around for times or places of events,” one of Rainey’s cheer parents Lisa Nacci said.

“And I absolutely love the fact that she is close with the girls and that they are so comfortable with her. She comes to practice after a busy day at work and with her own daughter, and still has a smile on her face and so much good energy. She gives off such a good vibe that it made me immediately comfortable with her.”

Nacci’s daughter always looks forward to seeing Rainey and confides in her with everything.

“I watch her interact with my daughter and I couldn’t pick a better person to be a role model for her,” Nacci said.

“Ebony demonstrates hard work, ambition, honesty and positivity, which are all qualities that I want my daughter to be exposed to at her age.”

In addition to her daily responsibilities with cheerleading practices, Rainey also travels with the team to competitions.

“We participated in our first competition through the Peninsula Cheer Association League, where we received second place,” she said. “We were all excited and elated that we came so close to first. The girls worked hard on perfecting their routine for the performance.”

Sabrina Jackson, who met Rainey in 2011 at Carrier Strike Group 10, works with her on the cheerleading team.

“She is a great coach who only wants the best for her cheerleaders,” Jackson said. “She is also a great mentor to the girls. Being a cheerleading coach, Ebony takes great pride in what she does when it comes to coaching.”

In order to balance work life, being a mom to a six-yearold, and coaching the squad, Rainey definitely keeps a solid schedule to ensure that she is always one step ahead.

“The times do not overlap at all and everything pretty much goes together very smoothly,” she said.

As the Yeoman at NSA Hampton Roads-Northwest Annex, Rainey ensures that Sailors’ service records are current, pay is accurate, designations are submitted, and instructions are updated.

“My job is that of customer service and I take pride in that,” she said.

Officer in charge at Northwest Annex Lt. Cmdr. Brian Demange has enjoyed working with Rainey and values her role at the command.

“Petty Officer Rainey has an excellent personality which results in outstanding customer service. She ensures she follows through with each task and also that all her work is first rate and error free,” he said. “Her attention to detail is second to none. She is very dependable and has excellent leadership skills.”

Sometimes Rainey’s top three responsibilities cross paths in her day-to-day life, but they also have their own distinct factors that have helped mold her into the person that she is today.

“With work, it gives me an opportunity to step outside of my Navy uniform and be an individual and do what I love. As a mom, my daughter loves to go to the practices and games with me. Coaching, gives me a chance to empower these young women based upon lessons I learned as I was growing up as a teenager,” she said. “I instill in them respect for their parents, themselves and pushing beyond their limitation. I empower them in selfconfidence, letting them know that they can do anything they set their mind to.”

Outside of working and coaching, Rainey enjoys spending her remaining free time with her daughter.

“The Navy brings with it great sacrifice as our call to duty can sometimes pull us away from family,” she said.

“Considering everyday a gift to be with my daughter, I cherish each moment and spend what I can’t put a price on and what I cannot get back – time.”

Chief of Naval Operations (CNO) Adm. John Richardson traveled to the U.S. 5th Fleet area of operations to review Navy support of Operation Inherent Resolve and meet with Sailors.

“I really was coming here to flesh out and enhance my role as one of the joint chiefs,” Richardson said. “Being the CNO, I wanted to get a chance to see how our Navy team is doing out here as part of the joint force.”

As a service chief, CNO is responsible for training, manning, and equipping Navy forces provided to combatant commanders. As a member of the Joint Chiefs of Staff (JCS), CNO retains statutory responsibility to provide his best military advise to the president, the National Security Council, and Homeland Security Council. learned during the trip will help Richardson in both capacities.

The trip began in Bahrain, where CNO met with U.S. 5th Fleet Commander Vice Adm. Kevin Donegan for a discussion of naval operations in the region. CNO’s next stop was to the Combined Air Operations Center in Al Udied Air Base, Qatar, to review the Navy’s air support in the fight against ISIL. In Baghdad, CNO met with state department officials and members of the interagency team

serving in Iraq.

The trip concluded in Irbil, Iraq, where CNO met with Sailors and service members supporting Operation Inherent Resolve.

Richardson praised the work being done by U.S. forces and the collaboration occurring across all services. “There’s a lot of focus on ISIL or Daesh – a very adaptive, creative enemy – persistent and determined, but in Iraq, there is clear indication of progress against that enemy,” Richardson said.

Sailors from Helicopter Maritime Strike Squadron (HSM) 37 rescued three stranded fishermen approximately 140 nautical miles southwest of Kona, Hawaii, about 2:30 a.m.

BUSAN, SOUTH KOREA

John C. Stennis Strike Group (JCSSG), the centerpiece of the U.S. Navy’s Great Green Fleet (GGF) initiative, arrived in the Republic of Korea (ROK) for a scheduled port visit March 13.

USS John C. Stennis (CVN 74) and the guided-missile destroyers USS Stockdale (DDG 106) and USS Chung-Hoon (DDG 93) moored in Busan. The guided-missile cruiser USS Mobile Bay (CG 53) settled in Mokpo and the guided-missile destroyer USS William P. Lawrence (DDG 110) is in Donghae.

Local children welcomed the strike group with a ceremonial gift exchange in Busan, followed by a press conference with Commander of JCSSG Rear Adm. Ron Boxall and Commander of Naval Forces Korea Rear Adm. Bill Byrne. Stennis will host guided tours for more than 1,200 locals while in port to enhance partnerships, develop goodwill and create friendships in the area.

Coordination for this port visit has been in the works for a long time, highlighting the close relationship enjoyed by the U.S. and ROK navies.

Korea is a major fuel hub for U.S. Navy vessels in the U.S. 7th Fleet area of operations. JCSSG has spent the first two months of its deployment using an alternative fuel blend consisting of 10 percent biofuel manufactured from animal fat mixed with standard petroleum-based fuel.

The ships are also using operational procedures and energy conservation measures to increase capability and adaptability.

Savoring the sweetness of military life

“Holy cow, we’re old,” I thought, as we found our seats at a recent Joint Service Military Ball in Albany, New York.

The ballroom was filled with over 220 sharp-dressed Reserve Officer Training Corps (ROTC) cadets and midshipmen from six colleges in the New York Capital Region –Rensselaer Polytechnic Institute, Siena College, Union College, State University of New York at Albany, the College of Saint Rose, and Hudson Valley Community College. By some stroke of good luck or coincidence, my husband, Francis, had been asked to be the guest of honor at the ball, and had enthusiastically accepted.

Back in the ‘80s when he was fresh out of Aviation Officer Candidate School in Pensacola, Florida, destined for Intelligence School and his first tour of duty in an EA-6B squadron in Whidby Island, Washington, Francis never envisioned being a guest of honor at anything, much less making a career out of Navy service.

Twenty-eight years later, Francis and I were feeling proud and sentimental.

We’ve attended many military ceremonies over the years – promotions, retirements, commissionings, and balls. There is a particular script that is followed at each event with minimal variation, so it’s easy to overlook the significance of the rituals or let one’s mind wander during the speeches.

I’ll admit it, I’ve been guilty of taking it all for granted, focusing more on who wore what dress or who won the centerpiece or who botched the Electric Slide (it was usually Fran-

cis, by the way). But now, as my husband and I enter the twilight of our family’s time in the military, I’ve become a sentimental old fool.

“Please rise for the Presentation of the Colors and the singing of the national anthem,” a cadet at the podium announced. I’d seen it a million times, but I was worried about tearing up. In recent years, even the crackly recording of the morning national anthem blaring over the loudspeakers in our base housing neighborhood makes me patriotically pause between sips of coffee to get a little misty, and Colors in the evening instills a certain melancholy pride in our unique lifestyle.

“Deep breaths,” I told myself, knowing that it wouldn’t be good to start the ball off with an ugly cry face.

The diverse Color Guard marched in precise lock step, placing the flags behind the podium.

as the entire crowd crooned, “For the land of the free! … And the home of the brave!”

We raised glasses high, in a litany of customary toasts to the flag, the president, the Joint Chiefs, the cadets, and the midshipmen. The final toast to the Prisoners of War and Missing in Action did me in, and I swept an escaped tear off my cheek as the master of ceremonies (MC) drew our attention to each traditional item – a rose, lemon slice, salt, candle – on the tiny symbolic empty table near the podium.

“Salmon or chicken, ma’am?” the bow-tied waiter asked before plopping a steaming plate on the table in front of me. I ate enough to test the bounds of my spanx, before settling in with a cup of coffee to watch Francis’ speech.

Adjusting his cumber bun, Francis spoke to the roomful of bright young men and women about viewing themselves as part of a joint military profession that is both ethical and competent. However, he explained, as military service persons, they do not just hold a job, “we live a lifestyle and carry on military traditions reaching back for centuries.”

Before leaving the podium, Francis looked up and softened his voice. “As I approach the sunset of my military career, at times I wonder if I’ve made the right decisions in life, and have provided for my family as best I could, recognizing the hardships and sacrifices they’ve had to endure from time to time. But, when I remap my career back to May 22, 1988, when I raised my right hand in the recruiter’s office, I realize I wouldn’t change a single day of it. I am truly envious of you all who are just starting your journey … You have so much to look forward to.”

After his first standing ovation, Francis took his seat, stunned, humbled and grateful.

The MC took the podium one last time to announce the final time-honored military traditions: “We ask that you do not take the center pieces. The dance floor is now open.”

The event will take place at the Sheraton Norfolk Waterside Hotel, April 13-14 from 9:30 a.m. - 3:30 p.m. Registration begins at 8:45 a.m.

Presenters include: Henry (Hank) J. Millward, Jr., MS ED, EdS associate director, Office of Dispute Resolution and Administrative Services VDOE; Mr. Art Stewart, coordinator of Mediation Services VDOE, and Parent Educational Advocacy Training Center (PEATC) staff.

This free two-day workshop is open to all service members and their spouses with first priority given to Navy families currently enrolled in the EFM Program. The workshops will include presentations from VDOE on Individualized Education Programs (IEPs), regulations that govern Virginia’s schools, and the process for dispute resolution.

Please feel free to bring your IEP as PEATC will be presenting on measurable IEP goals. In addition, PEATC will provide guidance on effective communication and collaboration between parents and school staff. Bionic power, solar panels, and the kinetic transducing Lightning Pack.

Naval Surface Warfare Center Dahlgren Division (NSWCDD) Lead Technician Eric South and Lead Engineer Sara Lohmann talk about integrating these technologies on a human with the vision and enthusiasm of a Hollywood director.

However, they are not directing a movie or remaking the “Bionic Man” television series.

NSWCDD civilian engineers – along with their Army counterpart and a Marine Corps officer – are envisioning thousands of Marines and Soldiers continually producing power, energy, and water while on the move.

Meanwhile, their project – Joint Infantry Company Prototype (JIC-P) – has the attention of big business.

Literally – BIG business.

The Business Intelligence Group (BIG) recently selected JIC-P for the 2016 BIG Innovation Award, announced the U.S. Marine Corp. Headquarters’ Expeditionary Energy Office, who manages JIC-P, in February. BIG awardees are recognized for innovations that are making major impacts in today’s world. The winning organizations have led the way to new advancements and dramatic accomplishments in a variety of fields.

What’s more, a whopping number of international business

leaders – 3,000 senior executives and academics – selected the project as a “best of the best” finalist for the 2016 Edison Awards, a program that honors the most innovative new products, services, and business leaders across the globe.

Their votes acknowledge the finalists’ success in meeting stringent quality standards. Award winners will be announced and ranked at the Edison Awards Annual Gala in New York City on April 21.

“We are proud to be recognized with the BIG Innovation Award and selection for an Edison Award,” Lohmann said. “It is a great testament to the team’s dedication supporting the warfighter.

We strive to lighten the load on the warfighter by providing efficient alternative sources of energy. It is an honor to work with this team on a joint services project.”

The JIC-P technology features an electricity generating backpack and the Bionic Knee – a device worn over the knees that generates power as a person walks. Integrating these energy harvesting technologies into a personal power system significantly increases the warfighters’ ability to generate, manage, and store their own electricity during dismounted operations.

This central power source in a vest can power common electronics and gear such as radios, nightvision goggles, global positioning system, laptops and universal serial bus powered equipment.

“Joint Infantry Company Prototype is a great example of multiple agencies in different services working together,” South said. “As an engineer, it’s a very reward-

ing experience to see your efforts come to fruition and actually see Marines use the system. We’re not done yet but have come a long way from just an idea, to something that can be worn, held, and used to benefit troops in tough situations and hard to reach places.”

The project, sponsored by the office of secretary of defense (Operational Energy Plans and Policies), is the culminating effort of several years of work within the Department of Defense aimed at increasing the electrical energy sustainment of dismounted infantry.

“This effort will provide the Marine [Corps] expeditionary rifle companies with a unique, selfsustainable capability that enables dismounted multi-day operations in an austere environment,” science and technology lead at the U.S. Marine Corps Expeditionary Energy Office Marine Corps Capt.

Anthony Ripley said. “The program includes a company concept of operation development, modeling, technology development, integration and large-scale testing and evaluation.”

It also includes warfighter feedback.

Last summer, a team of Army Rangers evaluated the JIC-P system’s electricity generating backpack – dubbed the “Lightning Pack” – throughout a 12-mile march held at the Army Natick Soldier Research and Development Center (NSRDC) in Fort Benning, Georgia.

Noel Soto – the Army’s JIC-P technical lead who partners and works collaboratively with South, Lohmann, and Ripley – collected the empirical data and Soldiers’ qualitative feedback of the Lightning Packs during the march. The data is being used to improve functional and ergonomic human factors aspects of the pack and other JIC-P components.

“Their direct feedback is what goes into the system design and improvement,” South said.

The user evaluations and data verify that JIC-P components – high efficiency solar panels, vestworn power managers, a bionic power knee harvester, and the Lightning Packs – are effective.

The Marines and Soldiers re-

ported that they can operate farther, longer, and lighter with less spare batteries and logistical resupply.

Moreover, the project’s leaders believe Marines and Soldiers can operate safer.

“Marines have become critically dependent on fuel, battery, and water resupply,” Ripley said. “This dependence has resulted in increased personal risk on the battlefield, especially for those Marines, Soldiers, and civilians hauling fuel and water.”

Lohmann, South, Soto, Ripley, and the warfighters evaluating JIC-P are convinced its integrated energy harvesting and water purification capabilities will dramatically reduce that personal risk in austere locations and on the battlefield.

Marine Corps Expeditionary Energy Office and its partners – NSWCDD, NSRDC, Project Manager Soldier Warrior (within Program Executive Office Soldiers), and Marines – will be evaluating JIC-P technology throughout fiscal year 2016 and perhaps into fiscal year 2017.

NWC HISTORIAN AWARDED PRESTIGIOUS OXFORD DEGREE

OXFORD, ENGLAND

John B. Hattendorf, a maritime historian at U.S. Naval War College (NWC) in Newport, Rhode Island, was awarded a Doctorate of Letters (DLitt) by the University of Oxford during a ceremony held at the school on March 5.

Hattendorf, who has produced scholarly work for nearly 50 years, has served as the college’s Ernest J. King Professor of Maritime History since 1984 and also as chair of the Maritime History Department and director of the NWC Museum since 2003.

“It’s a rather rare degree,” Hattendorf said.

“Oxford sent me statistics on it, and they only give from one to five of these each year. And only about one a year goes to a historian.”

Oxford awarded one of its highest degrees to Hattendorf for academic contributions over his career, after his body of work was examined by some of the top people in the field.

“In order to get it, they did a formal examination of my work and decided that it met the

standard of scholarship for the degree over a career,” Hattendorf added, who also earned his Doctor of Philosophy from Oxford in 1979.

Being awarded DLitt from Oxford is well deserved for Hattendorf, according to NWC Provost Lewis Duncan.

“It is a singular honor for John that Oxford awards only about one each year in history,” Duncan said. “It points out the high regard in which John’s work is held.”

The DLitt, is a higher academic attainment than a Doctor of Philosophy, according to the school.

Hattendorf received his recent degree during a ceremony that dates from the 13th century and is conducted in Latin.

At the beginning of the ceremony, Hattendorf wore his academic robe signifying that he held the DPhil. After officials conferred on him his new degree, Hattendorf exited, donned his new apparel, and returned.

NWC President Rear Adm. P. Gardner Howe III has been familiar with Hattendorf’s work long before he took his current post and started working with him.

Thousands of Sailors now boardeligible for chief

From the pool of approximately 33,000 first class petty officers who took the chief’s test, 19,170 Sailors are now selection-board eligible for the fiscal year 2017 active-duty and full-time support Chief Petty Officer Selection Boards, officials announced March 11.

Sailors who took the cycle 230 E7 exam can find out if they made the board by checking their profile sheets via the Navy Advance-

ment Center (NAC) portal on Navy Knowledge Online (NKO). Reserve component answer sheets for cycle 098 are currently being processed by NAC and those selection board eligibility results should be out in early April.

“The process to identify which Sailors are selection board eligible starts with the Final Multiple Score (FMS), which consists of only two factors for chief candidates – eval performance mark average and exam standard score,” Naval Education and Training Professional Development and Technology Center Command Master Chief, Master Chief

“My introduction to the Naval War College was through a book John co-authored,” Howe said. “The book was ‘Sailors and Scholars: The Centennial History of the U.S. Naval War College.’ It covered the first 100 years of the college’s history, so I had heard John Hattendorf’s name before I got here. When I finally got a chance to meet him, I realized immediately that he is an absolute national treasure.”

Hattendorf’s extensive academic work includes being author, editor, co-author or coeditor of more than 40 books and numerous articles in the field of maritime history, including being editor-in-chief of the multi-volume “Oxford Encyclopedia of Maritime History,” which was awarded the Dartmouth Medal of the American Library Association in 2008.

His most recent work is a three-volume series on “U.S. Naval Strategy: Selected Documents from the 1970s through the 1990s.”

A forthcoming book, “Strategy and the Sea: Essays in Honour of John B. Hattendorf,” was written by several authors as a tribute to Hattendorf.

Hattendorf is the second NWC faculty member to hold a DLitt degree, joining Mi-

The FMS performance factor is calculated using the Sailor’s advancement recommendations within the time period specified for that cycle. The FMS exam standard score is a numerical representation of rating knowledge compared to peers taking the same exam. Only the advancement candidates that fall in the top 60 percent of each rating, plus selection board waivers, are considered by the chief selection board.

There are 461 selection board waivers for cycle 230, which include candidates who serve in a Congressionally-designated combat zone.

According to Navy Personnel Command (NPC) Force Master Chief Tuck Williams, making board is a significant accomplishment, but there are additional steps to the process to earn those anchors.

Hattendorf said he and Schmitt have discussed how rare it is to have two holders of the DLitt degree on the same faculty.

In addition to his two doctorate degrees from Oxford, Hattendorf also holds degrees in history from Kenyon College and Brown University.

He was also a U.S. naval officer during the Vietnam War era (1965-1973).

Hattendorf has served as a visiting professor at the National University of Singapore, a visiting scholar at the German armed forces Military History Research Office, and visiting fellow at Pembroke College.

He has been recognized with the award of an honorary doctorate of humane letters, the Caird Medal of the National Maritime Museum in Greenwich, England, and the K. Jack Bauer Award from the North American Society for Oceanic History.

In 2009, the Navy League of the U.S. awarded Hattendorf its Alfred Thayer Mahan Award for Literary Achievement, and the USS Constitution Museum Foundation awarded him its Samuel Eliot Morison Award. In 2012, he was awarded the Admiral of the Navy George Dewey Award by the Naval Order of the U.S. where he also serves as historian general.

The selection board will also review each candidate’s personnel summary record (PSR) parts I, II and III. Sailors can view their PSR by logging into BOL using the link above.

Sailors may provide new information to the board that is not currently in the OMPF. Instructions on how to submit a letter to the board can be found on www.npc.navy.mil under boards/active duty enlisted/general information.

Reserve Component board and May 31 for the active-component board.

Specific details, including mailing addresses for letters to the board, time lines and additional information can be found in NAVADMIN 014/16 and under the selection board tab available at www.npc.navy.mil.

The FTS and Reserve Component Selection Boards are scheduled to convene May 16 and the active-component selection board is scheduled to convene June 20.

The active-component Chief Petty Officer Board is the largest selection board conducted in the Navy and typically lasts four weeks. After the selection board reviews the records of all eligible candidates and selects the best and fully-qualified Sailors based on the precept, the results are forwarded to the chief of naval personnel for final approval.

The 30th Naval Construction Regiment (30 NCR) worked hand-in-hand with Republic of Korea (ROK) navy Seabees for exercise Foal Eagle on March 10.

The regiment is forward-deployed to provide command and control for Naval Mobile Construction Battalions (NMCB) 4, NMCB 133, and Underwater Construction Team (UCT) 2.

“Thirty NCR is participating in Foal Eagle to exercise our readiness to respond to contingencies and continue to build our strong partnership with our ROK counterparts,” Commodore of 30 NCR Capt. James Meyer said. “The exercise is a great opportunity to demonstrate our support to the Republic of Korea as well as our resolve to security and stability in the region.”

The exercise will test the regiment’s operational abilities to include embark, logistics, communications, and engineering and construction outside of a stateside training environment, Meyer added.

Operations throughout the exercise will see Naval Construction Force Units working directly with their ROK counterparts to demonstrate their capabilities in major combat operations, humanitarian assistance and disaster relief, theatre security cooperation, and construction readiness operations.

UCT 2 will join a ROK Underwater Construction Team and other divers to construct a concrete wharf, execute underwater cutting, welding and pier inspection training, conduct pier inspections and harbor surveys in Jinhae, and other underwater construction training.

NMCB 4, working hand-in-hand with ROK engineering forces, is conducting road and port surveys and horizontal road construction on Yokjido Island. NMCB 133, together with their ROK Seabee counterparts in Busan, South Korea, are erecting tents, Southwest Asia Huts, observation towers, material yards, and bunkers.

“The relationship between the U.S. and ROK Seabees is extremely strong and continues to grow,” Meyer said.

“The close relationship between our countries’ Seabees creates great synergies, improving our interoperability, and readiness to respond to any crisis.”

Foal Eagle 2016 is a combined field training exercise conducted annually by the ROK armed forces and the U.S. armed forces with the support of the Combined Forces Command. One of the largest military exercises in the world, it is defensive in nature and provides tactical level units the opportunity to confirm force deployment readiness, capabilities, validate interoperability and familiarize forces with the environment.

The 30th NCR provides operational control over naval engineering forces throughout the Pacific, Southwest Asia and the western U.S. in response to combat commander and naval component commander requirements.

They serve an integral part of the Naval Construction Force and accomplish major combat operations, theater security cooperation, humanitarian assistance, disaster recovery and Phase Zero requirements across the Pacific area of responsibility.

Navy releases updated PFA NAVADMIN, outlines new rules Chief of Naval Personnel Public Affairs WASHINGTON

The chief of naval personnel released guidance March 9 outlining changes to the Navy's physical fitness assessment (PFA) program, announced last fall, that are critical for the fleet to understand.

The updated implementation guidance detailed in NAVADMIN 061/16 is effective immediately and lists several changes to the PFA including: specific body composition assessment (BCA) procedures, measurement rules for command fitness leaders (CFL), guidance for commanding officers concerning how to establish a spot check program, and new scoring tables.

"A healthier and fitter force is created by more than just a twice-a-year test," Director of 21st Century Sailor Office Rear Adm. Ann Burkhardt said. "This guidance helps establish a culture of fitness in the Navy and keeps Sailors on the best path for staying fit both now and in the future. The goal of these changes is to achieve a healthier, fitter force with more Sailors taking the PRT [physical readiness test] resulting in fewer failures and better mission readiness."

The new BCA consists of a three-step process. The first measurement uses the current height and weight tables. If in standards, Sailors will pass the BCA. If an individual fails to meet those standards, a single-site abdominal circumference measurement will be conducted.

The final opportunity for Sailors to pass

the BCA will be a test using the previous system of neck and waist measurements to calculate body fat percentages. Sailors will pass the BCA by meeting the DOD maximum allowable body fat limit of less than or equal to 26 percent for males or 36 percent for females.

If a Sailor fails the BCA, it will constitute an overall PFA failure. Additionally, individuals will be evaluated by a medical provider, enrolled in the Fitness Enhancement Program (FEP), and provided nutritional counseling.

Sailors who are medically cleared to take the PRT must also participate in the test regardless of BCA results, and will face separation from the Navy if they fail two PFAs in a three-year period, a change from previous rules.

Additionally, commanding officers are now empowered to conduct BCA spot checks to ensure Sailors are staying within standards. This moves the Navy beyond a two-test-a-year system, by giving commands the ability to identify Sailors in need of additional support without subjecting them to administrative punishments that result from an actual BCA or PRT failure.

Last, the message also explains the administrative steps that commands will take to close out the records from Cycle 2, 2015, specifically for the group of Sailors that need letters of correction for exceeding BCA standards, were in a deployed/ operational status, medically waived, or pregnant during the PFA cycle.

The Cape Hatteras Lighthouse has guided ships around some of the most treacherous waters in the Atlantic Ocean for more than two centuries.

The legendary black and white spiral striped brick structure towers over the scenic, windswept shores of North Carolina’s Outer Banks, north of where Blackbeard made his last stand and south of where the Wright Brothers first took to the sky.

The 90-foot-tall Cape Hatteras Light was first lit with a whale oil lamp in 1803. Later deemed too short, it was replaced by a new taller structure in 1870.

Due to beach erosion, the lighthouse was moved 1,500 feet back from the ocean to its current location in 1999.

The lighthouse is owned by the National Park Service, but the lamps are maintained by a Coast Guard aids to navigation team that operates under the Coast Guard’s 5th District, which ensures the safety, security and stewardship of waterways around North Carolina, Virginia, Delaware, Maryland, Pennsylvania and New Jersey.

With its distinctive stripes and storied history, the 207-foot-tall Cape Hatteras Lighthouse is one of the best known Aids to Navigation in the world and the tallest lighthouse in the U.S. Cyndy Holda, from the National Park Service (NPS) Outer Banks Group, said the lighthouse hosts an average of 85,000 tourists from all over the world during hiking season between mid-April and mid-October.

The Cape Hatteras Light is one of 24 lighthouses owned by the NPS, including the Bodie Island and Ocracoke Island Lighthouses, which are also in the North Carolina Outer Banks.

“These three iconic beacons are loved by people who just like to sit and stare at their grandeur or those lighthouse aficionados who climb each and every step,” Holda said.

Among the intrepid lighthouse climbers are U.S. Coast Guardsmen from the Wanchese, North Carolina, Aids to Navigation (ATON) team, led by Chief Petty Officer Jason O. Burke.

staircase to the top of the Cape Hatteras Lighthouse to maintain the lamps.

“You don’t want to forget a piece of equipment at the bottom,” Burke said. “The Cape Hatteras Lighthouse lamps are changed at least once a year.”

The ATON team and a specially trained Coast Guard electrician’s mate from the North Carolina Sector Field Office at Nags Head maintain the two 1,000 watt lamps that can be seen from 24 miles away.

Together with the Bodie Island Lighthouse, the light covers an area called the “Graveyard of the Atlantic,” where the warm Gulf Stream and cold Labrador Current meet. Hundreds of ships have met their demise in the shifting sandbars there, also known as the Diamond Shoals.

The Diamond Shoals Lightship, the only U.S. lightship sunk by enemy action, also once guarded these dangerous waters. Torpedoed by a German submarine in 1918, the ship’s remains were listed on the National Register of Historic Places in 2015.

In addition to keeping the Cape Hatteras Lighthouse shining, the Roanoke Island, North Carolina-based Wanchese ATON team uses a 55foot ATON boat, a 26-foot ATON boat and an 18-foot skiff to maintain 570 floating and fixed Aids to Navigation from the Ocracoke Inlet to the Intracoastal Waterway at the Virginia-North Carolina border.

Burke said his team covers 1,600 square miles of waterways, including two large sounds, seven rivers and

three very dynamic inlets.

With heavy winds, nor’easters, and hurricanes, the chief said the weather around the North Carolina Outer Banks is often “unpredictable and unforgiving” in every season.

“While these weather patterns as well as the influences of both the Gulf Stream and Labrador Currents make the Outer Banks a very popular destination for surfing and fishing enthusiasts, they also create numerous problems for navigation to and from the sea,” Burke said.

“As we are essentially one large shifting sandbar, inlets along the Outer Banks are subject to constant and relentless shifting bottom contours due to shoaling and sand migration,” he added.

“In less than 10 years, Hatteras Inlet alone has changed from being less than a half mile wide to more than two miles wide.”

The Cape Hatteras Lighthouse is one of nine lighthouses honored in Coast Guard Headquarters in Washington, D.C. Lighthouses from all of the Coast Guard’s nine districts have elevators named after them.

The Cape Hatteras Light is among the early American Aids to Navigation that were originally operated by the Lighthouse Service, which was established by the ninth law passed by Congress in 1789. The U.S. Coast Guard absorbed the Lighthouse Service in 1939.

Today, the Coast Guard Aids to Navigation system includes more than 48,000 buoys, beacons, ranges, sound signals and electronic aids that mark the more than 25,000 miles of U.S. waterways.

Chief of Naval Personnel Vice Adm. Bill Moran testified before the Senate Armed Services Military Personnel Subcommittee to provide an overview of the Navy’s personnel programs and policies on March 8.

Moran appeared on Capitol Hill alongside other service personnel chiefs from the Army, Air Force and Marine Corps, and highlighted that the Navy’s policies, analytic tools, and supporting infrastructure will hold us back unless we upgrade them.

“We need to consider every dimension of our operating

environment to reduce the risk and continue replenishing our workforce with high quality people,” Moran told the subcommittee. “Fortunately our current healthy manning in the fleet has given us an opportunity to boldly look at transforming our personnel system and set the table for the next 30 years.”

Moran said there are many reasons to pay close attention to potential challenges that could affect the service’s ability to recruit and retain the best, including an unpredictable economy, a declining veteran population, a legacy personnel system, and growing competition for high-tech skills.

He said the Navy is work-

ing to put personnel policies in place that will allow the service to be prepared for economic changes or a lagging recruiting and retention market that might affect them.

“We are on the path to modernize,” Moran said.

“Our workforce is anxious for change; they expect greater transparency and responsiveness, and they expect a system that speaks to them.

We want Sailors who are driven by tenacity, consumed with a passion for excellence and the will-to-win who understand and appreciate that there is no better place to be, no more rewarding life to live than to serve. That is the Navy we have, and the Navy we want to keep.”

“I’m looking forward to the trip to the [Demilitarized Zone] DMZ,” Hospital Corpsman 2nd class Alex Perez said. “I never thought I’d ever make it over to Korea, but I’m happy that I finally will.”

While some Sailors are excited for exploring the nearby

areas, other Sailors are excited for the native cuisine.

“I can’t wait to try the food,” Engineman Fireman Steven Bressler said. “I’ve never had Korean food before so this is going to be a pretty exciting experience.”

JCSSG will participate with the ROK navy in exercise Foal Eagle, an annual training exercise that incorporates scenarios such as gunnery exercises, communication drills, dynamic ship maneuvers, logistical rehearsals, salvage training and liaison officer exchanges between the two navies.

Providing a ready force supporting security and stability in the Indo-Asia-Pacific, Stennis is operating as part of the Great Green Fleet on a regularly scheduled U.S. 7th Fleet deployment.

USS Fort McHenry completes Exercise Cold Response 2016

Whidbey Island-class dock landing ship USS Fort McHenry (LSD 43) departed the Fjords in Namsos, Norway, after a final gear recovery before wrapping up its participation in Exercise Cold Response 2016 (CDR 16) on March 10.

CDR 16 gave Sailors and Marines many opportunities they may never have again to include working with Dutch and Norwegian forces, becoming a member of the Order of the Royal Blue Noses by crossing the Arctic Circle and witnessing the Northern Lights.

However, CDR 16’s main goal was to improve interoperability between partner and allied nations.

“The opportunity to work with other countries has helped tremendously,” McHenry’s Commanding

Officer Cmdr. Michael R. Johnson said. “It’s always beneficial to know and understand how another country operates, especially in its own backyard. The coming together of nations to support a higher strategic alliance is always beneficial during an exercise that covers so many different operations.”

Consisting of more than 12 allied and partner nations, more than 3,000 U.S. service members and 6,500 members of the Norwegian armed forces, CDR 16 tested maritime, air and land operations in extreme cold weather conditions.

McHenry was attached to the Cold Response Amphibious Task Group (ATG), led by the Dutch amphibious staff Royal Netherlands marine forces. The ATG included two Dutch landing dock ships, the HNLMS (L801) Johan de Witt and HNLMS (L800) Rotterdam.

McHenry carried U.S. Marines and

equipment, including 16 amphibious assault vehicles, a landing craft utility and various other support vehicles.

As McHenry’s participation in CDR 16 neared its end, Johnson rewarded his crew with an opportunity many Sailors and Marines will never have: becoming a Blue Nose.

“We came this way, we worked this hard, and the crew has given 130 percent to this exercise, so to come this far and not give the crew the chance to become Blue Noses wouldn’t have been right,” Johnson said. “On the way home, we’re going to paint the bull nose blue and make it known to Mayport that we’re all Blue Noses now.”

After returning to her home port of Mayport, Florida, McHenry is slated to head to Fleet Week New York in May, where parades, tours and other events will showcase Navy ships.

U.S. Sailors and Marines of Expeditionary Strike Group (ESG) 7 and 3rd Marine Expeditionary Brigade (3D MEB), commenced exercise Ssang Yong 16 in the Republic of Korea (ROK) on March 9.

Ssang Yong, which means “Twin Dragons,” is biennial combined exercise conducted by Navy and

Marine Corps forces with the ROK to strengthen interoperability and working relationships across the range of military operations from disaster relief to complex, expeditionary operations.

This year, U.S. Marines and Sailors are participating in exercise Ssang Yong 16 with the 7th ROK marine corps Regimental Landing Team 7 (ROKMC RLT-7), Australian army, and Royal New Zealand army forces.

“Ssang Yong offers the U.S. and ROK the opportunity to test their ability to operate together as an integrated combined naval force,” Commander of ESG 7 Rear Adm. John Nowell said. “Its significance in assuring interoperability between the U.S. and ROK forces is inestimable.”

During Ssang Yong, approximately 9,200 U.S. Marines and 3,100 U.S. Navy personnel will work alongside 4,500 ROK marine corps, 3,000 ROK navy, 100 Aus-

tralian army, and 60 Royal New Zealand army forces.

“The sheer number of personnel involved is extremely impressive,” Commander of Amphibious Squadron 11 Capt. Ed Thompson said. “There are a lot of moving parts and things that need to align for a successful exercise. When they do, it is truly amazing to see how we operate together.”

During Ssang Yong, U.S. and ROK combined forces will conduct

beach landings, flight operations, and personnel exchange and cross platform exercises, which ensure that various components of ROK and U.S. Naval and Marine Corps forces are able to respond to contingencies on the peninsula and across the Asia-Pacific region.

“We look forward to an efficient and successful exercise with one of our closest and oldest allies in the Indo-Asia-Pacific region,” Nowell said.

SAND SOCCER CHAMPIONSHIPS HITS VIRGINIA BEACH THIS JUNE

Military soccer players and their families have long enjoyed the annual June North American Sand Soccer Championships (NASSC) on the Virginia Beach Oceanfront since its inception in 1994.

Event planners for the 23rd annual edition, June 10-12, are specifically focusing on a dedicated interservice "Beachmaster" division for active-duty and reserve military command entries. Over 80 festival divisions support all age, gender and skill levels. Determination of exact military adult divisions – men, women, or coed

– will be determined based on applications. The roster limit is 12 for the 5 vs. 5 competition.

NASSC is the largest known amateur beachsand soccer festival worldwide. All proceeds support continuing development of the privately operated 75-acre Hampton Roads Soccer Complex at Princess Anne Commons. Last year’s festival attracted over 11,000 youth and adult players from over 20 states and countries.

Military units supporting community service projects are critical to festival logistics operations, with reduced unit team entry fees possible.

Ugandan Kids Choir provides glimpse of culture at Norfolk church

Members of the Freemason Street Baptist Church got a glimpse of African culture on March 13.

The Ugandan Kids Choir, a group of ďŹ ve boys and ďŹ ve girls, performed traditional African songs and dance as well as covers of contemporary Christian songs for members of the church.

The children, between the ages of 7 and 12, are touring America, performing at churches and cultural events. “Our mission and vision is to be a place for transformation and the opportunity for growth,� acting Senior Minister at Freemason Street Baptist

The choir is part of a Washingtonbased child sponsorship ministry called Childcare Worldwide. Tour leader David Graham said the performances are meant to raise awareness of conditions in Uganda. “They come from a population of 32 million people. Fifty percent of the population is under the age of 15,� Graham said. “They come from a school in Uganda where they all audition to be a part of the program and choir.�

The tours span a full year, so this group has been touring since January.

Children, whose last names were not provided if they were part of the choir, said they enjoyed the tour and seeing America. They were accompanied by their teacher, Racheal Nalubuga, who said she enjoyed riding in a plane for the ďŹ rst time.

Alaisha, 10, said her favorite part so far was visiting the battleship Wisconsin at Nauticus. Diana, 11, said things in America were deďŹ nitely different from back home in Uganda, but she enjoyed performing and meeting new people. “[I like] seeing people smiling,â€? she said.

Members of the audience also enjoyed the choir. Evan Vanleeuwen, a member of the church, came with his two daughters. “It was great, deďŹ nitely something different,â€? he said. “The energy was great. There was so much talent at such a young age, it’s really neat to see. I wish [my daughters] got to spend more time getting to see different types of music and children performing it. I can’t measure the beneďŹ ts.â€?

The Virginia Zoo, with more than 500 animals, four continents, eight lush gardens and a half-million visitors per year, will celebrate its 115th anniversary this year with a lively series of events and activities. They include bringing back the popular Zoo to Do party in May, kicking off a capital campaign for a reptile house and ofďŹ cially open The Animal Wellness Campus – a comprehensive medical and education facility. “The Zoo has a remarkable history of delivering education programs to our communities and supporting the conservation of wildlife and their habitats on a local and global scaleâ€?, said the Zoo’s Executive Director Greg Bockheim. He added that the Zoo has experienced unprecedented growth in the last decade.

Zoo To Do, scheduled for May 14, is a “creative cocktail� event (costumes optional) that will feature exclusive sponsorship opportunities, such as animal exhibit naming, behind-the-

The Virginia Zoo is launching “DeďŹ ning Moments,â€? a capital campaign for the renovation of the “World of Reptiles.â€? Renovations will use the building’s existing footprint, reconďŹ guring the internal space to double the number and complexity of current exhibits. The updated building will feature more than 60 individual environmentally controlled exhibits.

The Zoo’s most popular events such as the summer concert series Zoo Grooves, Zoo Boo, Zoovies, exclusive member events and more will also continue throughout the year.

The Early Years Lafayette Park opened in October 1892 due to the community’s demands for a large public space. The park began the acquisition of animals in 1900, ofďŹ cially becoming the La-

fayette Zoological Park in 1901. The collection included 123 mammals, 65 birds and 33 reptiles. The park acquired its prominent feature, the Conservatory, in 1907.

With the Great Depression and WWII, the growth of the Zoo came to a halt. The U.S. Army leased property at the park and money-saving measures were implemented. The Zoo made its return in the 50s with the Mother Goose Barnyard, a stone dwelling for sea lions and the ďŹ rst bison exhibit.

Throughout the next several decades, the Zoo committed to housing large animals. The Lafayette Zoological Park was accredited in 1974 by the Association of Zoos & Aquariums.

The park became the Virginia Zoological Park in 1985 and is now called the Virginia Zoo. The 90s brought growth with the addition of the Africa Okavango Delta.

Continuing the momentum, the Zoo Train opened in 2008, and in 2011, Asia - Trail of the Tiger opened with record-breaking attendance.

Hampton Roads and Central Virginia USO hosts 75th Anniversary Gala

The world-renown United Service Organizations (USO) held their annual gala at the Hampton Coliseum on March 12 commemorating their 75th anniversary.

This was the 15th year the gala was hosted by the USO of Hampton Roads and Central Virginia, which is comprised of 11 locations throughout the area. The gala featured a silent auction, a night of food, and entertainment from the world-renowned USO Show Troupe.

The gala also hosted distinguished guests, including Rep. Bobby Scott, Commander of U.S. Fleet Forces Command Adm. Phil Davidson, and former Army Private James Hammond, who served overseas during WWII. During his speech, Davidson spoke about the Navy’s forward presence and mission readiness, siting more than 45,000 Sailors and Marines embarked in 130 ships serving in various regions throughout the world. He also shared his sincere appreciation for the volunteers and staff who serve at the more than180 USO locations around the world.

“I can’t tell you how impressed I am by the people that I meet that are interested in

service – doing something for others,” Davidson said. “You can serve in many ways in this country, and I am proud of everyone that I meet. It’s a great thrill to see them at every level, from the neighbor up to the federal level. To those of us who serve, and have served previously, the USO is a big part of that support structure that provides for our folks overseas and here at home, and we’re very grateful for all that you do.”

The gala was one of the biggest nights for the USO of Hampton Roads and Central Virginia to raise funds to support programs for the men and women of the armed forces and their families throughout the area, explained

“We do not receive any government support so our main income is through donations which is just used to support our service members,” Beers said.

The USO was founded on Feb. 4, 1941, as a non-profit organization and for eight decades has provided programs, entertainment and various services around the world to members of the armed services and their families. The USO has nearly 180 locations, varied between airports and military bases, to provide a place of rest, food, drinks, phone and internet service.

For a guy that has spent a tick shy of 30 seconds in the Octagon, Steve Bosse has had a pretty eventful UFC career.

Signed in the midst of an eight-fight winning streak, the French-Canadian powerhouse was tabbed to take on fellow Canadian Ryan Jimmo when the promotion debuted in Quebec City with The Ultimate Fighter: Nations Finale in April 2014. But shortly after inking his contract, Bosse abruptly retired, citing a persistent shoulder injury and the cumulative impact of a career forged by throwing hands.

“My shoulder and all my body were very painful,” explained Bosse, who racked up more than 1,000 penalty minutes in 150 games in the Quebec Men’s Senior Hockey League and the rough and tumble Ligue Nord-Americaine de Hockey. “At this time, I was thinking about my future and I made the decision to put my MMA career on the table to focus on my firefighter career. But the warrior inside me was still there and wanted to come back to training.”

A year later, Bosse’s curious tenure on the UFC roster continued when the former hockey enforcer was tabbed to fill in against Fabio Maldonado at UFC 186 in Montreal.

That pairing lasted only a couple of days, as Maldonado’s original opponent, Quinton “Rampage” Jackson, was eventually cleared to compete, leading to Bosse taking part in the event’s Media Day proceedings de-

spite not having a fight to discuss.

Ultimately, the now 34-year-old knockout artist got the opportunity to cross the threshold into the Octagon, squaring off with Thiago Santos last June in Hollywood, Florida, fulfilling a dream he shared with fighters everywhere. Unfortunately for Bosse, the fight couldn’t have gone any worse.

Almost as soon as the cage door shut, Santos started attacking with kicks. First he went low, connecting with an inside leg kick, before driving home a heavy kick to the midsection. Seconds later, Santos went upstairs, putting shin to temple and sending Bosse crashing to the canvas in a static position, completing one of the nastiest knockouts of 2015. “‘All the MMA fighters’ dream is to one day fight in the UFC cage,” he said, “but for me, my first UFC fight, I lost by a big knockout – the biggest knockout that ever happened to me.”

Now Bosse is primed to return and add a new chapter to the story of his UFC career, making the trip to Brisbane to share the cage with James Te Huna, who returns to action for the first time in 21 months.

“I have nothing to lose,” Bosse, who holds wins over UFC vets Wes Sims, Marvin Eastman and Houston Alexander, admitted. “After my first UFC fight, (it was the worst outcome possible), so now I just want to prove who I am and what I can do in the UFC cage.

“I just want to come back with this and show around the world ‘Who’s The Boss’ and what I can do.”

straight wins, New South Wales’ Te Huna resident hit a rough patch, dropping three straight to Glover Teixeira, Mauricio Rua and Nate Marquardt in his middleweight debut. Having missed all of 2015 due to injury, the heavy-handed Australian jumps back into the cage this weekend, fighting 10 hours and change up the Pacific Motorway from his hometown, looking to halt his skid.

That sense of urgency has Bosse excited about the matchup and promising fireworks Saturday night inside the Brisbane Entertainment Centre.

“Oh man, I’m here to make a really good show,” he said. “I know James is in his hometown and wants to give a good show too. He’s on a threefight losing streak, so he needs that win and I need that win so it’s going to be a good fight for sure.”

Having gone down one of the strangest, most circuitous roads to the Octagon and having landed on the wrong side of a walk-off knockout loss in his promotional debut, Saturday is Bosse’s chance to add a happier chapter to the chronicle of his UFC career.

But “The Boss” isn’t thinking that far ahead. All he’s thinking about is throwing hands with Te Huna and thrilling the fans this weekend.

“I’m just focused to win and to brawl with him.”

One of the best things that ever happened to Kevin Harvick’s career statistics is Phoenix International Raceway.

Harvick won there again this past Sunday, edging Carl Edwards at the finish line by about a foot. NASCAR’s electronic scoring recorded the winning margin at .01 seconds – the closest ever at Phoenix and the seventh-closest anywhere since NASCAR started using electronic scoring.

It was Harvick’s eighth career Sprint Cup win at Phoenix, his fifth win in the past six races there and his sixth victory in the past eight. He leads all drivers in wins at Phoenix, with four of those coming while he was driving for Richard Childress Racing, and the other four with his current Stewart-Haas Racing team.

The victory pushed his career win total to 32, which means a quarter of those came at Phoenix.

Although Harvick dominated the second half of the race, leading a racehigh 139 laps overall, he didn’t cruise to victory.

A caution for a crash by Kasey Kahne with six laps remaining set up an overtime finish, which amounted to a twolap shootout.

When the final caution flag flew, Harvick, Dale Earnhardt Jr. and Austin Dillon opted to stay on the track on old tires and keep their positions at the front, while the rest of the lead-lap drivers made pit stops for fresh right-side rubber.

Carl Edwards restarted at the head of the group with fresher tires and immediately began to close on Harvick once the green flag dropped. On the final lap, he nudged Harvick up the track and began to move alongside. Harvick bumped him back, and as the duo headed out of Turn Four toward the finish line, Edwards, riding on the inside groove, gave Harvick a body slam, but it didn’t slow Harvick as much as it did Edwards – which allowed Harvick to cross the finish line inches ahead of Edwards.

“I knew I was going to have to be on defense because [Edwards] beat me through the center of [Turns] Three and Four all day,” Harvick said in his winner’s interview. “I was fully expecting everything that I got, but I just needed to be able to get knocked up the track far enough to be able to put the throttle back down.

“I felt like I got back to the throttle even soon enough to be able to hold him off, but I was kind of a couple feet behind and was able to kind of scrub against his door a little bit to slow him back down, and by the time he’d realized that he was going to be behind, we had carried the momentum by him and we were at the start-finish line.”

Edwards, who was smiling afterward, said he wanted to bump Harvick just enough to pass him, but not enough to wreck him.

“I thought I moved him enough to get by, but that’s just racing,” Edwards said.

Harvick said the exciting finish was due in part to the new lower-downforce aero package mandated by NASCAR this year.

“I think as drivers and as a sport, that’s really the benefit – one of the benefits – of the low-downforce package and the tire situation,” he said, adding that when tires wear significantly but don’t wear completely out, it allows teams that take on new tires to catch up to those ahead of them on older rubber.

As Harvick pointed out, when a driver has a car as fast has his has been at Phoenix in recent years, a strategy gamble is the only way an opponent can have much of a chance to wrestle a win away from him.

“I’m glad we’re in that position because our cars are fast, and that’s the only way they’re going to beat us on days when it’s all going well,” he said.

The victory not only allowed Harvick to pad his stats, it gives his No. 4 team a berth in the Chase for the Sprint Cup and allows the team to begin experimenting with setups that will help as they try to defend their championship.

That’s especially important this year because of the lower-downforce aero package.

“Winning this race is going to allow us to really start to hone in on characteristics … because it’s going to be different,” Harvick said.

Edwards finished second, ahead of Denny Hamlin, Kyle Busch and Dale Earnhardt Jr. Harvick and Kyle Busch are tied atop the points standings, but Harvick gets top billing because the tie-breaker is a driver’s best finish, and Busch has yet to win this season, although he has not finished worse than fourth in the first four races.
