Harrigian cites sustainment center’s F-35 support 72nd Air Base Wing Public Affairs The head of the Air Force's F-35 Lightning II integration team cited the Air Force Sustainment Center's overall joint strike fighter support during a visit to the center’s headquarters here July 10.

Maj. Gen. Jeffrey L. Harrigian, the director of the F-35 Integration Office, Headquarters Air Force, said he is impressed by the work being done in AFSC. "I am exceedingly impressed by the people and the work they're doing to support this incredibly important weapon system for our Air Force and the nation," he said. "From an operator's perspective, we don't often get to see the underpinnings of a weapon system and all that it takes to make it successful."

The general, who is responsible for integrating F-35 activities across air staff directorates, sister services, the Joint Program Office and other Defense Department agencies, was briefed by AFSC leadership on the center's extensive sustainment and logistics support programs.

"I've learned a tremendous amount today about all the things the AFSC is doing, not only for the F-35 program, but really across the Air Force at large,” Harrigian said. “And I think we are, as the F-35 program, really just touching the edges of what the AFSC can provide us. I think there is a whole lot more we can tap into.”

During the visit, Lt. Gen. Lee Levy II, the AFSC commander, briefed the AFSC Way, a program designed to continuously improve the center's ability to deliver combat power faster, with higher quality and at less cost.

"We have changed the way the Air Force generates combat power for America," Levy said. "We have freed ourselves from a culture of 'this is how we have always done it' and embraced the Art of the Possible to en-

hance speed, quality, and safety, while reducing life cycle costs."

Harrigian toured the Oklahoma City Air Logistics Center facilities, focusing on the F135 Heavy Maintenance Center and F135 engine test cell, which recently completed engine modifications on 10 Marine Corps F135 engines.

In addition to the F-35 depot maintenance operations at the Ogden Air Logistics Complex at Hill Air Force Base, Utah, which recently completed the first depot-level short take off and vertical landing modifications on two F-35Bs for the Marine Corps, the OC-ALC performs heavy maintenance on the F135 engine as well as providing organic software development and support. The F-35 program also requires aggressive supply chain support.

"Seeing what the team is doing here from the F135 to the software development capabilities, there is a whole lot of capability out there, particularly for the F-35 that I need to be able to take back and have that discussion with the program office, the Marines and Navy to make sure corporately we are making the best decisions to move this weapon system forward," Harrigian said.

Levy added that the work done by the OC-ALC and OO-ALC on the Marines Corps' engines and aircraft is just one of the aspects of the F-35 program that showcases the AFSC's ability to generate financial efficiencies and industrial base benefits for the U.S., partner nations and foreign military sales customers through economies of scale and a global sustainment focus.

DWELL TIME, PT EXEMPTIONS FOR NEW AF MOTHERS INCREASE TO 1 YEAR

by Secretary of the Air Force Public Affairs The six-month deferment for female Airmen to accomplish their fitness assessments following childbirth will be increased to 12 months to align with recent changes to the deployment deferments, Air Force officials announced July 14.

The deployment deferment policy, as part of the Air Force’s 2015 Diversity and Inclusion initiatives, increases the deferment from deployment, short tour or dependent-restricted assignment, and temporary duty to one year, unless waived by the service member.

“The goal is to alleviate the strain on some of our talented Airmen who choose to leave the Air Force as they struggle to balance deployments and family issues, and this is especially true soon after childbirth,” said Secretary of the Air

The one-year deferment applies to female Airmen who gave birth on or after the effective date of March 6, 2015, to provide predictability with minimal disruption to Airmen and the deployment process.

As dwell times for deployment, permanent change of station and TDY increase, so too will the exemption from the current fitness assessment for female Airmen following pregnancies lasting 20 weeks or more (delivery, miscarriage, etc.). The service does not anticipate significant mission or readiness impacts associated with extending this action.

“At my direction,” Carter said, “the working group will start with the presumption that transgender persons can serve openly without adverse impact on military effectiveness and readiness, unless and except where objective, practical impediments are identified.”

Second, the secretary said, he is directing that decision authority in all administrative discharges for those diagnosed with gender dysphoria or who identify themselves as transgender must be elevated to Carson, who will make determinations on all potential separations.

“As I’ve said before, we must ensure that everyone who’s able and willing to serve has the full and equal opportunity to do so, and we must treat all our people with the dignity and respect they deserve,” Carter said. “Going forward, the Department of Defense must and will continue to improve how we do both. Our military’s future strength depends on it.”

After gathering at 5 a.m., the 128th Aviation Brigade 1st-210th Aviation Regiment started the timer as a U.S. Army Soldier grabbed and shimmied up a thick climbing rope hanging from a pole, beginning the first portion of the Highlander Challenge, July 13, 2015, at Fort Eustis, Virginia.

The challenge, named after the Regiment’s insignia, encourages teamwork throughout the 16-part obstacle course, 1-mile litter carry through the woods, .1mile HUMVEE push, field exercises and a 3.2- mile 35-pound ruck march.

According to event coordinator Staff Sgt. Victor Gonzalez, 128th Avn. Bde., 1st-210th Avn. Regt. Advanced Individual Training instructor, each team had to

finish together exemplifying the Highlander’s spirit for camaraderie and espirit de corps.

“I think it was important to come up with something where we could show test our limits in endurance and strength while pushing each other to go that extra mile for the team,” said Gonzalez of organizing the event.

As instructors with the responsibility to train all enlisted aviation Soldiers, teamwork throughout the unit is imperative and can only be strengthened through team events like the Highlander Challenge, said Gonzalez.

“The cohesiveness displayed today doesn’t just happen in environments like this, but in the classroom as well,”

As the Soldiers took their final step of the 3.2-mile ruck march, the culminating event, covered in dirt and sweat, some smiled with a sigh of relief, some reached for a cup of water and all congratulated one another for a job well done as each Soldier empathized with what finishing involved.

The Highlander’s commander, who participated alongside his instructors, was proud that his team wanted to participate in an event challenging their physical abilities and hopes to see the event grow in the years to come.

“We have our ever day job in the Army which involves training Soldiers, but at the same time we owe it to ourselves to come together as a team and do a shared challenge event,” said Lt. Col. Russ Heidel Jr., 128th Avn. Bde., 1st-210th Avn. Regt. commander. “It’s epirit de corps and camaraderie within our own unit, but we would like to open it up as we mature the event to have other units and organizations join us.”

TRICARE’s new lactation policy was highlighted in a live Facebook town hall to answer beneficiaries’ questions June 22, TRICARE officials said.

Bobbie Matthews, a health care policy analyst with the Defense Health Agency’s medical benefits and reimbursement office conducted the town hall at https://www.facebook.com/TRICARE. Cost shares and copays are waived for TRICARE’s new program, which will provide coverage for a manual or standard electric breast pump, related pump supplies and up to six one- to two-hour lactation counseling sessions, Matthews said.

Program in Place July 1 The new TRICARE program is currently in place.

The new provision stems from the National Defense Authorization Act of fiscal year 2015, she said, adding that those expenses are also retroactive if they were purchased on or after Dec. 19, 2014, when the act was signed into law.

What’s Covered TRICARE will provide “broad requirements” of a manual or standard electric breast pump, which will be available through network providers, said Ann Fazzini, DHA team chief for medical benefits and reimbursement office.

“Beneficiaries ... can work with their managed care support contractor in their area,” Fazzini said.

TRICARE network providers also process claims for beneficiaries.

According to the American Academy of Pediatrics, exclusive breastfeeding is recommended for the first six months of a baby’s life, with continued nursing for at least the first year as foods are introduced.

“The Centers for Disease Control says breastfeeding is one of the most effective steps a mother can take to protect the health of her baby,” Fazzini said.

“TRICARE currently allows lactation counseling by authorized providers as part of good clinical practice,” she said. “The provision of six additional lactation sessions is a very generous benefit.

We’re pleased we got this provision from NDAA for mothers and babies.”

Hard hats required: USAF Hospital Langley to begin construction

Hard hats and power tools will make an appearance at USAF Hospital Langley, Langley Air Force Base, Virginia, as the hospital’s premises will once again undergo construction, slated to begin in the fall.

The beginning demolition phase of the project was completed in 2014, making space for several renovations on the hospital’s ďŹ rst oor to continue to improve service for hospital patrons. “We are excited to continue the growth we’ve achieved over the last several years,â€? said U.S. Air Force Col. Robert Paz, 633rd Medical Group administrator. “This project will expand our capabilities and make our top-notch facility an even better place to care for our active-duty beneďŹ ciaries, retirees and their families.â€?

According to Jeffrey Strubhar, 633rd MDG facility manager, upon completion of this project, the 633rd MDG will double its current CT scan capability and decrease the need to send patients to oth-

er facilities.

The project also brings the hospital’s MRI capability in-house, he added, bringing increased convenience to patients who currently have to visit the leased trailer adjacent to the building to use MRI services. A full histopathology lab and an expanded radiology waiting area are also features of the project.

Although construction may have a negligible effect on hospital patients, visitors and staff, according to Strubhar, efforts will be made by the contractor to perform most heavy construction work during off-hours, limit visibility of workers in patient care areas and utilize barriers around the construction area to protect patients and staff.

Renovations are scheduled for completion in November 2016, however, new areas will open for patient and staff use in phases prior to the completion date. The total project is anticipated cost to an estimated $9.6 million.

1st FW gains new commander

U.S. Air Force Col. Peter Fesler assumed command of the 1st Fighter Wing from Brig. Gen. Kevin Huyck, during a change of command ceremony at Langley Air Force Base, Virginia, July 10, 2015.

More than 100 Airmen, including Maj. Gen. H.D. Polumbo Jr., 9th Air Force commander and presiding officer, attended the ceremony to celebrate Huyck’s time at the wing and its future under Fesler.

Fesler, a pilot with more than 2,000 flying hours, came to the wing after serving at the Pentagon as the Chief of Staff for the Joint Staff and will now take responsibility for the worldwide rapid deployment and employment of F-22 Raptor air dominance fighters in support of combatant commanders around the globe.

While Fesler is new to his assumed position, he is not new to Langley. After completing the F-22 transition course in 2008, joined the 94th Fighter Squadron as the director of operations, and later took command of the 27th Fighter Squadron where he lead the unit during a Theater Security Package deployment to Andersen Air Force Base, Guam.

During the ceremony, Polumbo welcomed Fesler and his family while highlighting some of Fesler’s accomplishments throughout his career as well as his qualities to enable the wing’s success. “[Fesler] has a leadership style that enhances, promotes commitment to service and has an impressive track record of success,” said Polumbo. “These qualities are essential for leading the 1st Fighter Wing.”

Next, Fesler greeted the men and women of the 1st FW for the first time.

“It is an honor to be back here in the 1st Fighter Wing,” said Fesler. “Men and women of the 1st Fighter Wing, you are a part of [a] tradition, you are upholding that standard, and as your commander, I am extra proud of that.”

Fesler continued to say, he is ready to work with his surrounding partners and community members.

During the ceremony, presided over by Maj. Gen. H.D. Polumbo Jr., 9th Air Force commander, Miller, and Col. John Allen, 633rd ABW outgoing commander, exchanged the wing’s guidon representing the transfer of command.

Before assuming command of the 633rd ABW, Miller served as the 379th Mission Support Group commander at Al Udeid Air Base, Qatar.

As Miller addressed those in attendance, she expressed her enthusiasm upon returning to the wing.

“To the men and women of the 633rd ABW, I am humbled and honored,” said Miller. “I have the opportunity to lead this wing, which in my opinion is the greatest wing in the Air Force.”

Allen embodied as he served as the commander during the last two years.

As Allen spoke, he took the time to thank the many Airmen and Soldiers that complete the mission.

“For me this morning is all about saying thanks,” said Allen. “From providing lethal combat F-22 airpower and ever vigilant combat enabling [intelligence surveillance and reconnaissance] to rapid port opening to name a few, what you all do with precision and excellence like no other is simply superb.”

After his two-year tour at Langley Allen will now go on to serve as the Air Force liaison to the U.S. Senate.

The village elders, who come out to investigate, have that same material in the headscarves they wear over their faces as they walk about with chemicals lingering in the air.

That day is coming closer. Two U.S. Army Edgewood Chemical Biological Center scientists, Greg Peterson and Jared DeCoste, are working with chemists at Northwestern University to make it a reality.

For the past eight years, Peterson and DeCoste have been steadily refining and improving a recently developed class of chemical compounds known as metalorganic frameworks, or MOFs. Chemists make them in a laboratory using or-

ganic struts and metallic nodes, much like an erector set, creating void spaces for chemical warfare agent, or CWA, or toxic industrial compound, or TIC, molecules to enter.

WHAT MAKES MOFs UNIQUE? These modular building blocks are organic and inorganic molecular hybrids that take on the advantages of each. The inorganic characteristics give MOFs a very stable compartmentalized structure while the organic component gives them the dynamic quality of interacting with molecules that come into contact with them. Both the organic and inorganic components can be interchanged to create a variety of structures and properties designed to absorb or catalyze CWAs, TICs and other gases as desired. Thus, MOFs are truly nano-constructed designer materials.

NASA’s newest astronauts complete training NASA Press Release The Army’s two astronaut candidates officially joined the astronaut corps, July 7.

Maj. Anne McClain and Maj. Andrew Morgan are among the eight new astronauts, who are ready to help advance scientific research aboard the International Space Station and pave the way for the United States’ new space launch capabilities and journey to Mars. The four women and four men moving from candidates to the corps were part of the 2013 astronaut class, chosen from 6,300 applications - the second largest number of applications NASA ever has received.

“These individuals have worked incredibly hard to attain this milestone,” said Chris Cassidy, chief of the astronaut office at NASA’s Johnson Space Center in Houston. “For many, it is the culmination of a lifetime of dedication and perseverance to reach this goal. We are proud to have them join the NASA astronaut corps.”

The group reported to Johnson in August 2013 to begin technical space system training, robotics instruction and specialized hardware and science instruction.

They have successfully completed two years of intensive training and now will support mission operations and technical duties while awaiting spaceflight assignments.

“It is an honor to have these talented and skilled individuals as part of the operations organization,” said Brian Kelly, director of flight operations at Johnson.

“We look forward to their future contributions as we enter this new era of human space exploration.”

MOLECULE FROM PAGE 12 As researchers continue to improve upon how precisely they assemble MOFs, the actions of these highly customized molecules will become dramatically more sophisticated. In theory, a sequence of MOF crystals could be structured so their pores serve as bays in which nano-manufactured proteins perform computing functions: counting, sorting and coding. This quickly leads to a future in which fibers, fabrics and even construction materials perform a wide range of intelligent functions.

For now, the Army scientists are concentrated on two key areas: protection and decontamination.

PROTECTION Peterson and DeCoste are working with a zirconium-based MOF, known as the UiO series, to take advantage of its broader filtration properties. They include removal of ammonia, cyanogen, chloride, blister agents and nerve agents. Their goal is to grow them on fibers that can transform a uniform, a tent or even a head scarf into personal protective equipment. This is a potential game-changer in the nation's efforts to establish stability in volatile Middle East countries that have suffered CWA attacks, such as Syria and Iraq.

Peterson and DeCoste are also working on a new MOF, known as NU-1000, created by their research partners at Northwestern. NU-100 doesn't just trap the CWA molecules but breaks their bonds on contact. With the addition of water to flush the MOFs out, these MOFs do not get saturated and can keep on working. Because of that, this new MOF neutralizes agent eighty times faster than other MOFs created thus far.

In addition, NU-1000 remains stable for years at both extremely high and extremely low temperatures, and is able to take the water needed to conduct CWA neutralization out of the atmosphere.

These qualities make it much more effective when used in protective mask filters, building filters, and as a decontamination material.

DECONTAMINATION As Peterson and DeCoste, and their research collaborators at Northwestern and several other research universities, gained more knowledge of MOFs through their protection research, applications to decontamination starting becoming apparent. They saw that the

MOFs they were working with actually decompose entire classes of chemical warfare agent or toxic industrial compounds on contact and in bulk, especially in the presence of moisture. But to fully exploit this characteristic, they have to find the MOF sweet spot.

"We are working with our university partners to design a MOF with both the best pore structure for agents to enter, and the most reaction sites where the decomposition occurs. This is hard because while big pores take in large molecules, they also place the reactive sites farther apart. We're working on getting the right balance," Peterson said.

Ultimately, Peterson and DeCoste hope to develop a decontamination powder that can be used to neutralize CWAs found in the field, and even a MOF aerosol that can be sprayed on a CWA-exposed surface such as an armored personnel carrier.

As Army scientists and their university colleagues create more sophisticated MOFs, their application may lead to a more innovative and effective chemical, biological defense.

The Joint Base Langley-Eustis Family Child Care Program screens child care providers who watch children in their homes.The program is available for children ages two weeks to 12 years old.
