U.S. Service members gathered at the U.S. Air Force Hospital Langley for the opening of the Neonatal Intensive Care Unit at Langley Air Force Base, Virginia, Feb. 12, 2016.

The ribbon cutting ceremony recognized Langley as a level II NICU, which is the only one in an Air Force hospital.

“As a level II NICU, Langley is now able to provide care for our Nation’s heroes as young as 32-weeks’ gestation or babies with unexpected medical complications,” said U.S. Navy

Rear Adm. Kenneth Iverson, commander of Navy Medicine East and the Tidewater Enhanced Multi-service Market. “Using state-of-the-art equipment and evidence-based medicine, Langley’s NICU caregivers are expected to provide exceptional care to about a hundred delicate newborns and premature babies each year.”

The NICU team is comprised of approximately 40 Service members, civilians and contractors and is led by Cmdr. Cynthia Shultz, NICU medical director and U.S. Air Force Lt. Col. Karen Thombley, 633rd Medical Group maternal child flight commander.

According to Iverson, Shultz with

help ensure staff training on post-resuscitation and pre-transport stabilization care of sick patients and Thombley, who has 23 years of NICU experience, will be critical in the instructions, equipment, supplies and training needed to take the level I unit to level II status.

“Cmdr. Shultz and Lt. Col. Thombley make the perfect pair to ensure the best possible outcomes for our tiniest patients at Langley’s Level II Neonatal Intensive Care Unit,” said Iverson.

“To the entire Langley team, thank you for all that you do to ensure we remain the choice health care provider for our patients.”

Terrence O'Shaughnessy, the United Nations Command Korea and U.S. Forces Korea deputy commander and U.S. 7th Air Force commander, told reporters.

Lt. Gen. Lee Wang-keon, the South Korea Air Force Operations Command commander, spoke about the strength of the alliance’s air combat capabilities

during his brief remarks.

“The ROK and U.S. combined air forces remain ready to deter North Korean threats, and are postured to defeat them with the strength of our combined air combat capability,” Lee said.

U.S. Air Force Lt. Col. Nicholas Evans, the 36th Fighter Squadron commander, flew alongside the formation, showcasing Osan Air Base’s readiness mission.

“The combined nature of this flyover highlighted the high level of integration

and interoperability between our two air forces, developed through decades of combined training,” Evans said.

“Furthermore, the inclusion of F-22s, and a B-52 in January, demonstrated the firm resolve of all (U.S.) forces as we stand united with our counterparts from the ROK air force,” he added.

The mission demonstrated the strength of the alliance between the U.S. and South Korea and the resolve of both nations to maintain stability on the Korean Peninsula.

RESEARCHERS MITIGATE SOLDIER STRESSORS WITH SCIENCE Humanmachine relationships with autonomous vehicles like unmanned aerial vehicles and unmanned ground vehicles are explored for future research.

SPRINGFIELD, Va. -- Army researchers are trying to better understand the types of stress Soldiers could encounter in combat that might cause degraded performance. They are also looking into ways to mitigate those stress factors, said Dr. Mike LaFiandra.

LaFiandra, chief of the dismounted warrior branch at Army Research Lab-

oratory, or ARL, spoke at the National Defense Industrial Association-sponsored Human Systems Conference here, Feb. 9.

Other speakers focused on both machine and human performance goals.

SOLDIER PERFORMANCE Stressors impinging Soldier performance can be dust, toxic fumes, fatigue from carrying heavy loads and other things, LaFiandra said.

Special sensors are being used to

measure the effects those variables have on performance, he said.

Once the information is quantified, the next step is exploring various mitigation strategies to prevent performance degradation, he said. Mitigation strategies that work could result in improved task performance upwards of 20 or 25 percent.

The methodology might seem pretty straightforward, but it’s actually not, LaFiandra said.

Certain stressors have a much great-

er impact on Soldier performance than others. Understanding why those differences occur is just as important as understanding the types of stressors, he said.

Another challenge is selecting the right sensors, he said. While some sensors are small and non-invasive, others, such as face masks which measure oxygen uptake are not, particularly in a field environment. Such invasive SEE SCIENCE PAGE 5

Identifying stressors and their causes is not always straightforward, LaFiandra said. For example, Soldiers on flight lines were found to experience a much higher than average loss of hearing.

One might conclude, LaFiandra said, that the loss of hearing was simply due to the noise of helicopters and jets. But further investigation found the cause to be slightly more complicated than that. An occupational health study found that the toxic effects of aircraft fumes compounded the effects of the aircraft noise in causing hearing loss. The study could later inform mitigation strategies for that hearing loss.

ARL is working with the Defense Advanced Research Projects Agency, the other services and Special Operations Command on a number of other stressor mitigation projects that show promise to improve Soldier performance.

FUTURE HUMAN-MACHINE ENDEAVORS Zacharias thinks that future autonomous systems will be wired in ways similar to the human neural network.

This, he said, will allow machines to have a better understanding of their human counterpart and humans will be able to better relate to their machines.

The chief scientist even thinks that systems can be designed with “flexible autonomy,” whereby the operator can hand off tasks to the machine, or the machine can hand off certain tasks to the operator, based on mission demands and workload changes.

The neural networked machine could become aware of itself, similar to the way humans are selfaware, and if the machine becomes damaged, it might even find ways to heal itself, he said.

the human is interacting with the machine.

The right level of operator trust in their equipment is also important, Zacharias noted. If an operator puts too much trust in a UAV to operate on autopilot, for instance, the operator might not notice a decrease in speed and elevation and a crash could result.

Not enough trust in a machine can also prove detrimental, he said. An operator who doesn’t trust the machine and overrides its calculations can cause harm to the machine or the mission.

While these vehicles are called autonomous, he noted, they’re really not, because a human is in the loop interacting with the systems.

While autonomous vehicles hold great promise for warfighters winning in a complex world, Zacharias raised concerns about how humans interact with those machines.

“Vigilance complacency” is one example of how a Soldier could team poorly with a UAV, he said. Long hours watching a blip on a computer screen could and has caused UAV operators to lose focus and not detect errors.

A possible solution to vigilance complacency, he said, is to make the machine more aware of the operator, monitoring the operator’s physiological state of alertness and providing some sort of warning when alertness levels decline below a certain point.

Complexity is another potential problem. As gear becomes more complex, longer training time is needed for operators, he said.

Complex controls, displays and actions required by the operator increase workload and decision time.

Eventually, operator performance could deteriorate to the point where the benefits of autonomy become lost.

A mitigation strategy to prevent complexity would need to come at the early design phase of the system, with extensive user testing to determine how well

Technological advances have made fraud more prevalent for people all over the world by giving hackers the ability to gain access to personally identifiable information from across the globe.

A recent fraud alert pinpointed a person claiming to be a U.S. Air Force Airman assigned to Joint Base LangleyEustis, Virginia, selling a 2004 Honda Accord LX. According to Tech. Sgt. Marquin King, 633rd Security Forces Squadron criminal intelligence analyst, the suspect has baited U.S. Service members from Louisiana and Memphis by convincing the victims to send him five $500 eBay gift cards for a vehicle he will ship to them utilizing military shipping means. The suspect ceased contact once the victims sent the gift card codes.

Identifying fraud may be tough but there are signs that can lead a buyer to making an informed decision.

“Most spoof emails have things that mirror a legitimate email but a lot of the time they will have misspelled words and things of that nature,” said King.

“Other ways you can confirm the legitimacy is to contact the company [in which they claim to be representing].”

Giving PII to the wrong person or company can result in credit card scams, the loss of money and identity theft. For Service members, their PII can be used by adversaries to gain knowledge about military actions.

“To protect yourself, you have to be proactive by checking your credit reports and by using the privacy settings on social media,” said King. “If someone gets ahold of your PII, they can damage your credit, purchase merchandise and prevent you from getting a loan or purchasing a home.”

The U.S. Army Training and Doctrine Command named U.S. Army Sgt. 1st Class Justin D. Puls, senior career counselor with the 5th Recruiting Brigade at Fort Sam Houston, Texas, as the 2015 Career Counselor of the Year in a ceremony at Fort Eustis, Va., Jan. 28, 2016.

Each year, the U.S. Army recognizes the best career counselors in the active duty and Reserve components of the Army through a variety of board appearances, individual qualifications and commanders’ evaluations and recommendations.

Career counselors are highly-trained noncommissioned officers who act as subject matter experts on all facets of Army life to include reenlistment,

transfer of education benefits and reclassification, according to Sgt. Maj. Cielito Pascual-Jackson, TRADOC’s Command Career Counselor.

Puls said the award is a reflection of the Soldiers he has helped during his time as a career counselor.

“Being recognized for this achievement is tremendous, but my focus will always remain on the Soldier,” said Puls. “It’s the Soldiers I serve that determine how successful I really am. The ability to provide effective counseling as they navigate their careers and accomplish professional goals is its own reward. To be named the TRADOC [CCOY] proves that I’m on the right track when it comes to helping our Soldiers master this profession of arms.”

Puls believes that by being in the competition he was able to step out

of his comfort zone and grow as a not only a career counselor, but a leader.

Pascual-Jackson also believes competitors should be commended for stepping up, for making a mark and for aspiring others.

“This isn’t an easy task. They represent the very best in their operational environment. We also looked at their record of success in managing the retention program, personal innovation in retention, and current fiscal year retention accomplishments. Quality is never an accident; it is always the result of an intelligent effort. This is one of those intelligent efforts.”

As Puls moves on to compete at the Headquarters Department of the Army Secretary of the Army CCOY, he wants to leave a piece of advice for those who strive to be the TRADOC CCOYC. “Don’t hesitate to compete. You have an obligation to prove yourself as a Career Counselor and Soldier every day.

Be the leader who shows your Soldiers what right looks like and always strives to be a leader of excellence. [Your Soldiers] are counting on you.”

By Secretary of the Air Force Public Affairs WASHINGTON (AFNS) -- Air Force officials released force structure changes resulting from the president’s fiscal year 2017 budget Feb. 12.

This year’s budget request continues the momentum gained from the recovery provided by the 2015 Bipartisan Budget Act, but still reflects the tough choices the Air Force was forced to make as the demand for Air Force capability continues to increase as the Budget Control Act looms in fiscal 2018.

The fiscal 2017 budget leverages the total force -- active duty, Guard and Reserve -- to maintain the service’s ability to support ongoing operations while ensuring the service is ready to face future threats. The budget keeps the active-duty force at 317,000 while posturing the force for future growth.

Guard and Reserve manning will remain constant, but the Air Force will continue plans to transfer aircraft and flying missions to Air National Guard and Air Force Reserve locations that would otherwise have no mission due to fleet divestments.

“We are using the strengths of our total force team while we continue to balance readiness today and tomorrow,” said Air Force Secretary Deborah Lee James. “In this budget, we will transfer some strategic airlift capability from active-duty to Air National Guard and Air Force Reserve locations, maintaining critical surge capability in the Reserve component.”

The budget rephases divestment of the A-10 Thunderbolt II to coincide with fielding of follow-on capabilities and will delay retirement of the first A10s until fiscal 2018 to align with F-35 Lightning II bed down, keeping the A-10 in the inventory until fiscal 2022.

maintain vital fighter capacity as we transition to the F-35 and deal with a resurgent Russia and a protracted counterterrorism war in Iraq, Afghanistan and Syria.”

The Air Force also plans to grow the tanker force over the next several years to the required 479 tanker aircraft before it considers divesting tankers as it receives KC-46A Pegasus aircraft to replace them.

The fiscal 2017 plan also maintains all 14 of the current EC-130H Compass Call fleet through fiscal 2018, while retiring 28 C-130H Hercules aircraft between fiscal 2017 and fiscal 2019 to reduce excess capacity and free up resources to invest in enterprise requirements. Additionally, a small number of F-16 Fighting Falcon aircraft will be transferred to formal training units to help increase the rate of pilot production to help fill critical fighter pilot shortages.
