No more deadlines. Military spouses can now apply for scholarships throughout the year to support their educational and professional advancement. The National Military Family Association (NMFA), a nonprofit that works to strengthen military families, is now accepting applications for its Military Spouse Scholarships program on a year-round basis. “When military members serve, spouses serve, too.” NMFA Executive Director Joyce Wessel Raezer said. “They’re mom, dad, teacher, taxi driver, chef, even caregiver. Most sacrifice their own education and career aspirations to put their family’s needs first. They’re the true home front heroes, and we’re honored to support them every day of the year.” Military spouse Emily Yancey knows that sacrifice. As caregiver to her husband, who is 100% disabled from military service, Emily has often put her own ambitions aside to meet her family’s needs. “I woke up and realized I didn’t have a dream,” Emily said. “I always told myself I didn’t need to go to school because I never wanted to take money away from the things my family needed.” Emily received a scholarship from NMFA and pursued a certification in culinary arts. She now has a career that enables her to contribute to her family. With the new, rolling deadline, NMFA’s scholarships will be awarded to spouses like Emily throughout the year. NMFA’s Military Spouse Scholarships can be used for a variety of educational and professional advancement opportunities, including degrees, certifications, licensures, CEU’s, profes-
sional exams and other related expenses, such as fingerprinting and background check fees, and more. Military spouse business owners can also apply for funding. Scholarships can be used for direct sales buy-ins, inventory and merchandise, business marketing, branding, manufacturing, supplies, permits, or additional entrepreneurial pursuits. ARE YOU A JOB-SEEKING VETERAN? WHAT TO KNOW State Point With the veteran unemployment rate at a record low, many who have served in the military are now in the driver’s seat when it comes to civilian job hunting. This is in part because employers understand that veterans bring a wealth of translatable skills and experience to the workforce, including leadership, teamwork and attention to detail. “For veterans, the right employer is one who values the leadership, discipline and service record of military members and veterans,” says Jerry Quinn, Wells Fargo Military Affairs Program manager. “They seek an employer that goes above and beyond to empower them to succeed in and out of the workplace.” Wells Fargo, which established its Military Affairs Program in 2012, is an example of an employer committed to hiring and retaining veteran team members. A variety of job options, confidential resources, educational information and career guidance tools are available to those who served. In fact, eligible team members called to active duty receive military leave benefits and other programming designed to
mitigate the burden on their families. Are you a job-seeking veteran? Before accepting an offer, find out whether your potential employer values veterans’ contributions to the workplace. “Start by asking the hiring manager or human resources contact what benefits and programming are offered,” suggests Quinn. “You’ll quickly get a feel for the company culture.” To help get the conversation started, Quinn suggests the following topics of discussion: • Growth opportunities. Is this position one on track for promotions and raises? Does this company offer resources and support to employees looking to grow? Discover what your future at this company could look like. • Development programs. From apprenticeships and internships to transition services and leadership programming, ask about opportunities that will offer a chance to make new contacts, find a mentor, develop professional skills and learn how to translate existing skills to a new po-

sition. • Employee resource groups (ERGs). ERGs can provide resources, opportunities and camaraderie to employees. Find out if the company has a similar group for veterans. • Diversity. Is this a company that values diversity, particularly when it comes to veteran status and disabilities? Will the employer accept your veteran status and value it as an asset? • Benefits. Beyond military leave, are benefits available that provide supplemental pay and continued healthcare when individuals are called to active duty? Research whether the company offers additional fringe benefits to ease the burden of being away on active duty. For example, some employers provide lawn mowing and snow removal to those away from home on military orders. OLD DOMINION UNIVERSITY WILL FREEZE IN-STATE UNDERGRADUATE TUITION FOR 2019-2020 Harry Minium
The Board of Visitors on Thursday unanimously approved President John R. Broderick's recommendation that the University accept a proposal from the General Assembly and governor to freeze tuition. In return, the Commonwealth will increase ODU's funding by $3.1 million. Tuition will remain at $356 per hour for in-state undergraduates and $250 for active-duty personnel. Three students spoke to the board before the vote, urging approval of the freeze. Senior Logan Kenison said he chose ODU because it is one of the most affordable colleges in Virginia, but he's still struggling to stay in college. "When I heard you were going to be considering a tuition freeze, I was very pleased," he said. "It will be helpful to give students a break from tuition increases." Broderick said he was mindful of the struggles of students like Kenison in making his recommendation. "The affordability of a college education has been something we've been
sensitive to for many years," he said. "We obviously believe this is the right thing to do. "More than 8,000 of our students are eligible for Pell Grants. So many of our students have experienced the same struggles that Logan has experienced. "We're focused on making sure that Old Dominion University remains as affordable as possible while continuing to offer an outstanding educational experience for our students," Broderick said. ODU has long had the lowest tuition of the doctoral institutions in Virginia, and also is less expensive than many other four-year schools. "While we are a national leader in resilience, cybersecurity, engineering and other areas, we recognize that many of our students have financial challenges,"
said Lisa B. Smith, rector of the Board of Visitors. Old Dominion is in the midst of a $250 million fundraising campaign, which will provide $100 million for scholarship aid. Alonzo Brandon, vice president for university advancement, announced in January that officials had raised more than $130 million. Old Dominion increased tuition and fees for out-of-state and graduate students. The University also approved a 3.4 percent increase in auxiliary fees, which will cost a student taking 15 hours of classes per semester an additional $100 per year. IN OTHER ACTIONS: • The board approved renaming the Department of Music the F. Ludwig Diehn School of Music.
Diehn was a German composer who left the University a substantial bequest in 1995, including his original manuscript of compositions. Diehn Fund advisers have also made substantial financial contributions to the University. • The board approved four new bachelor's degrees to be offered by the Darden College of Education and Professional Studies - in early childhood education, elementary education, special education, and career and technical education - and a new bachelor's degree in graphic design. In all, ODU will offer 12 new programs by the fall of 2020. The seven others include three bachelor's degrees - in cyberscurity. public health and career and technical training - and four master's degress - in athletic training, library and information studies, data sciences and analytics, and public health. • The board appointed new student representatives to various boards. Stephen Greiling of Chesapeake will be the representative to ODU's Board of Visitors, and Ethan Crouson will be the representative to the State Council of Higher Education for Virginia's Student Advisory Committee. Dashawn Roberts will be on the Student Engagement and Enrollment Services Leadership Council.

STATE LICENSING AND CAREER CREDENTIALS INITIATIVE From Military OneSource The state licensing and career credentials initiative is designed to help make it easier to transition your credentials to a new state. Whether you're already a licensed or certified professional, or are planning to become one, the process will now be easier for service members and their spouses when relocating. Don’t let a move and change of license stand in the way of your next job. NEW OPTIONS FOR LICENSURE AND CERTIFICATIONS To date, all states except New York and the District of Columbia have made progress toward licensing portability. Once the initiative is in effect, you'll have
three options for getting credentialed when you move: • Licensure through endorsement. This option will let you prove your expertise and skill set by completing continuing education units, or through recent work or volunteer experience, (at least two years of experience within the five years before you submit your application). • Temporary licensure. Many states will give you a temporary license when you show proof of a current license or certification. You can work while completing the requirements for your new state credentials, or while waiting for an endorsement. • Faster processes for issuing licenses.

PREPARE • Research. The week prior to a job fair, find out which companies are participating and learn more about them. What are some interesting things the company is currently working on? Does the company have new leadership or a new product? These tidbits can be used as conversation starters that will impress a recruiter and possibly open the door to a new opportunity for you. • Dress for an interview. Job fairs typically involve on-the-spot interviews, so present yourself as you would for any other kind of interview. A suit is most appropriate, even if you're applying for a technical job. It's always better to be overdressed than underdressed. • Prepare. For your top employment choices, consider preparing folders that include your resume, cover letter, recommendations and appropriate work samples. • Carry plenty of business cards. Give the business cards to recruiters and other job seekers you meet. They need not be expensive or fancy. A simple design will do. Make sure they contain your name and contact information: phone number, email and address. • Organize. You may want to carry a portfolio or clipboard to easily manage and collect information. Be sure to have a pen for taking notes. • Relax, breathe and smile. Do your best to make a strong first impres-
sion. • Walk around. Get the lay of the land, see where your top companies are located and plan your connection strategy. • Network. Talk to other job seekers and ask questions. Find out what types of positions they're seeking, and tell them a little about yourself. You never know who they might know, or if you might be able to help them with an introduction. Don't hesitate to exchange information if you make a connection. • Visit booths. You may want to start by practicing your personal pitch with recruiters who represent companies where you may not want to work. Have a list of top companies you really want to visit and check them off as you go. This will keep you from introducing yourself to the same recruiter twice by accident. Listen to the "interviews" in front of you to get an idea what to expect and develop questions based on what you hear. SPEAKING TO RECRUITERS • Connect. Make eye contact, smile, state your name and shake her or his hand. Use a prepared elevator speech - a 10-second summary of your bio, your skills and your achievements. Make sure to rehearse the speech until it becomes comfortable. • Listen. Pay attention, respond to questions and ask for more information. When appropriate, hand your resume

Recruiters are typically swamped, so be mindful that your conversation may be limited to a few minutes. If appropriate, ask questions about next steps, applicant qualifications or any suggestions they may have for you. • Get recruiter contact information. Request a business card, and if one is not available, ask the recruiter for their email address. Conclude the conversation by thanking them for their time. • Step aside. Make time to
write conversation notes before you move on to the next recruiter. If the previous recruiter mentioned she went to Florida State, capture that information. If she told you the company will hire for your desired position soon, write it down. Summarize your job fair experiences immediately in order to take full advantage of the event. FOLLOW UP • Call or email. After a few days, call or send an email, thanking the recruiters for their time and the information they provided. If you send an email to the recruiter who mentioned she went to Florida State, it is appropriate to write, "I'm the administrative assistant at the job fair who discussed Florida State with you." That

reminder could help her recall the conversation. Just taking the time to follow up will separate you from many job fair attendees. • Stay in contact. If the recruiter responds back to you, stay in contact. Keep an eye open for articles about their organization or industry and don't hesitate to forward them on with a note. If you see the perfect job for you in their organization, and you're qualified, apply for the position and then email the recruiter and let him or her know you applied. • Build your network. If you connected with other job seekers and traded contact information, you should follow up with them as well. You never know when they might have a job prospect for you, or vice versa. HBI OFFERS CONSTRUCTION TRAINING TO MILITARY SERVICE MEMBERS IN NORFOLK Home Builders Institute
New Program Expands Partnership with The Home Depot Foundation HBI (Home Builders Institute) and The Home Depot Foundation are expanding their trades training partnership to include transitioning military members, spouses and veterans in the Norfolk, Va., area. Participants in HBI’s Military and Veterans Program can take advantage of a 12-week, no-cost construction industry training, certification and job placement. Active duty military members within 180 days of separation are eligible to participate. The effort marks the seventh installation to join the collaboration between HBI and The Home Depot Foundation to train transitioning military members and other new tradespeople to help address the ongoing skilled labor shortage in the building industry. Fort Stewart, Fort Bragg, Fort Bliss, Fort Hood, Fort Carson and Jacksonville Naval Air Station currently have programs under way. “We are excited about the growth of the program. We began our partnership with The Home Depot Foundation last year and we’ve made significant progress thus far. We look forward to a long-term relationship to prepare transitioning military members and veterans for careers post military service,” said HBI President and CEO Ed Brady. Using HBI’s Pre-Apprenticeship Certificate Training, HBI instructors train military members to learn construction trades skills to begin careers in the industry as they transition into civilian life. Students earn national, industry-recognized credentials in their chosen trade such as plumbing, electrical or carpentry. They will also receive support for job placement in the building industry upon separation from the military. Soldiers will be trained five days a week, eight hours a day toward completion typically within 12-14 weeks.
“The HBI-Home Depot Foundation partnership will help create a much-needed pool of qualified workers for the Hampton Roads community. We welcome the new program to the area to support our military community,” stated Patrick Reynolds, President of Tidewater Builders Association. The Home Depot Foundation is funding the program to help create a skilled labor pipeline to support the future of the building industry. The foundation is committed to working with HBI to set up training sites at additional U.S. bases this year and in subsequent years. “Giving back to service members exiting the military is personal to The Home Depot as more than 35,000 of our associates have served in the military. Last year, The Home Depot Foundation made a commitment to work alongside HBI and train 20,000 skilled workers to help combat a major issue within the trades industry. This new program will further that effort and we look forward to training and serving the service men and women of Norfolk,” explained Executive Director for The Home Depot Foundation Shannon Gerber. About HBI HBI is a national nonprofit that provides training, curriculum development and job placement services for the building industry. With overall program job placement rates at over 85 percent for graduates, HBI training programs are taught in local communities across the country to atrisk youth, veterans, transitioning military members, high school students, justice-involved youth and adults, and displaced workers.
