‘AirPower’ starts year of centennial celebrations

Despite inclement weather, the Joint Base Langley-Eustis and Hampton Roads, Virginia, communities hosted the AirPower over Hampton Roads Open House at Langley Air Force Base, April 22-24.

The open house kicked off the year-long celebration for Langley’s 100-year anniversary.

The event gave community members the opportunity to watch the Air Combat Command F-22 Raptor Demonstration Team and F-35 Lightning II as they showcased the aircrafts’ capabilities. In addition to the Raptors, the U.S. Air Force Thunderbirds Aerial Demonstration Team, U.S. Army Golden Knights Parachute Team, Geico Skytypers, Disabled American Veterans Flight Team and RedLine Airshows were among the performers. Local and national vendors also attended the event to show their support for the military.

Among the open house attendees who were there to celebrate air power was Virginia Governor Terry McAullife.

Alcohol and Drug Prevention and Treatment Program

ADAPT designates 2016 ‘The Year of Outreach’

Although April is Alcohol Abuse Awareness Month, Joint Base LangleyEustis, Virginia, helps military members each and every month combat alcohol abuse through its Alcohol and Drug Prevention and Treatment Program.

The ADAPT program assists Airmen in the prevention, identification and treatment for alcohol and drug abuse disorders based on the needs of the individual as determined by an evaluation and other criteria. Last year, ADAPT treated almost 100 Airmen

and boasted a 95 percent treatment success and return-to-duty rate.

Substance abuse can affect anyone regardless of rank, gender or age which is why ADAPT calling named 2016 “The Year of Outreach.” According to U.S. Air Force Capt. Seth Bridges, 633rd Medical Operations Squadron ADAPT program manager, the program will make its presence known in as many units as possible through briefings and outreach events. The goal is to increase awareness, promote responsible use of alcohol, prevent misuse of alcohol and other substances, and ensure the health and well-being of the JBLE population.

“We work hard to ensure that every Airman has the ability to be the absolute best Airman they can possibly be,” said Bridges. “Sometimes that takes the form of providing them treatment they may not realize they need or even want.”

The program features treatment at three levels ranging from weekly individual appointments and group meetings, to overnight inpatient treatment at Naval Medical Center Portsmouth’s Substance Abuse Rehabilitation Program. Jerome Ford, a certified alcohol and drug abuse counselor for ADAPT, said if an Airman is diagnosed and enrolled in ADAPT, help is provided ev-

“We support them in their recovery by making sure the level of treatment they are receiving is sufficient enough to meet the needs of where they are and to support them as they go, making sure they have a good support system at home, and making sure they have the access to care that is needed,” Ford explained.

Alcohol and substance abuse can have lifelong consequences for anyone, but for U.S. Service members at Joint Base Langley-Eusits, help is just a conversation away, thanks to the Air Force Alcohol and Drug Abuse Prevention and Treatment program and the Army Substance Abuse Program.

ADAPT FROM PAGE 4 Bridges strongly recommended military members come forward and selfidentify before alcohol or drug abuse escalates, adding that when a commander has to refer the Service member, or if a drug or alcohol-related incident occurs, it has affected their career at that point. Bridges acknowledged a common fear and misconception among Airmen about ADAPT referrals are the repercussions that follow and hopes the following information will help set the record straight: ■ If an Airman comes to ADAPT suspecting he or she may have a problem and an evaluation reveals the individual does not meet criteria for a diagnosis, education is given, leadership is not notified and the case is closed.

■ If an Airman self-identifies, no incident has occurred and criteria for alcohol or drug abuse is met, ADAPT is required to notify the Airman’s supervisor, first sergeant and commander. This is not for punitive reasons, but rather to ensure that all members are on board with the treatment recom-

mendations. The Airman is enrolled in the ADAPT program and treatment is provided based on the level of care the member requires.

■ If an Airman is referred to ADAPT by a commander or medical provider, and criteria for alcohol or drug abuse is not met, the Airman’s chain of command is notified that criteria was not

met, education is provided and the case is closed.

■ Administrative action is typically the result of an alcohol-related incident or non-compliance in the program; it is not a result of going to ADAPT to express a concern about possible misuse or to self-identify.

In 2015, JBLE had 105 reported al-

cohol-related incidences, including 45 DUIs from Fort Eustis personnel and 19 DUIs from Langley Air Force Base personnel, thus affirming ADAPT’s desire to reach out and educate the military community.

“People often think, ‘Oh, it won’t happen to me.’ Part of the addiction is not realizing you’re quite as far down the rabbit hole as you actually are,” said Bridges. “Often times they’ll drink and drive, get into an accident or get pulled over.”

Bridges encouraged Airmen to go to ADAPT if curious as to whether or not they have a problem. “We want to be those people that help and bring healing,” Bridges added.

FORT BRAGG, N.C. -- Chief of Staff of the Army Gen. Mark A. Milley said the readiness of the Total Army is his No. 1 priority.

This message was at the forefront of his talk to leaders at the U.S. Army Reserve Command Senior Leader Conference, April 25, 2016, at the Iron Mike Conference Center.

Milley said America’s national strategy has to be able to deal with five challenges.

“You’ve heard the secretary of defense talk about them,” Milley said. “Russia, China, North Korea, Iran, and counter-terrorism. Of those five challenges, we have to be able to deal with two of the four named countries simultaneously, or near simultaneously, and one of them we have to defeat and the other we have

to deny. At the same time, you have to maintain your current level of effort against the counter-terrorist fight and you have to protect the homeland. That’s for the U.S. military, not just the Army.

“Our piece of that is pretty significant,” Milley continued. “In my heart of hearts, I think we’re in pretty good shape to defend the homeland. I think we’re in pretty good shape to fight terrorists. I think we have the capabilities and capacity - the size of forces - to do that.”

He said what concerns him is dealing with one or more of the named countries. He said the skills and methods of engaging one or more of those countries are not the same as fighting counter-terrorism, adding, this is where military readiness is a key to success.

“You and I, as an Army, have to maintain the capability and the readiness. We have to sustain that which we have learned over 15 hard years of lessons learned,” he said. But added to that equation are the other state or international players.

Milley said after the fall of the Berlin Wall, Russia turned in on itself as the previous threats prevalent during the Cold War faded. Since 2005, however, he said their external behavior and foreign policy turned to becoming an aggressive power.

Starting with cyber attacks and then moving to outright armed invasions of the sovereign nations of Georgia in 2008, the illegal seizure of Crimea, and the use of covert and overt surrogates to seize the eastern portions of Ukraine, Milley said the United States and Eu-

rope had not seen that kind of behavior in decades.

“No one has seen aggressive foreign policy by any country in Europe for 70 years where armies, or surrogate armies, have crossed the borders of sovereign, independent countries,” he said. “That is a big deal.

It’s got everybody’s attention now. Ten thousand years of recorded history tells us that aggression left unanswered leads to more aggression.”

Milley said the U.S. military has increased its presence in Europe to include 40-50 exercises a year to deter any future incursions.

“You can only deter your opponent if you’re opponent believes that you have the will and the capability,” he said. “So readiness has a deterrent value as well as a war-fighting value.”

When it comes to China, Milley said they are the rising power of this century - economically and militarily.

He added that history shows the two go hand-in-hand.

He said while history is “not deterministic, it is suggestive. In 18 case studies between rising powers and status quo powers, 15 ended up in armed conflict between the two powers. The other three have ended up in serious military tension.

“It is our job to be ready, to provide options to the President of the United States,” he said. “We know for certain that China is a rapidly rising power and they have been for 30 years and it’s likely to continue. We SEE MILLEY PAGE 7

“They are getting better by the day,” he said. “We also see a significant shift in international behavior with a rapid militarization of the South China Sea.” He said both Russia and China are also seeing a rise in nationalism - loyalty to their respective states - that also leads to a dominant military.

Moving to North Korea, Milley said they have the most heavily armed border in the world. Add to that, their frequent military provocations and rhetoric are causes for concern for the U.S. military.

He said if violence broke out on the Korean peninsula, the U.S. would need high levels of readiness to counter the threat.

“That’s the world around us,” Milley said. “But there are lots of other things.

Ebola, crime and drug trade in northern Mexico, and lots of bad things happening in other parts of the world.

“But those are the mission profiles we’ve been given, as an Army,” he continued. “Our obligation to the nation is to be ready, prepared, trained, manned, and equipped, for all four of those named countries and the ability to protect our homeland and fight counter-terrorism.

“That’s the reason why priority one is readiness and the challenges in front of us are pretty significant,” Milley said.

“And we haven’t seen this level of chal-

lenges in a long, long time.”

When speaking more specifically about the capabilities of the U.S. Army Reserve and the Army National Guard, Milley said the two reserve components bring unique capabilities to the Total Force concept.

“It’s an incredible story, what you guys bring to the fight,” he said. “First of all, the U.S. Army, as an organization, can’t get off Jump Street without the Army Reserve. You guys have got it all. We can do short-term things with the regular Army.

But you can’t do sustained, land combat without significant elements of the Army Reserve. It’s the way the system was designed. It has stood the test of time. It’s fundamental to the all-volunteer concept and it’s fiscally smart. So get out there and tell the Army Reserve story and connect those dots for the (American) people.”

He said that no matter which component soldiers serve - active Army, U.S. Army Reserve, or Army National Guard - it’s one Army.

“On a broader scale, I want to put reality on a ‘one Army’ concept,” he said.

“It’s about the nation. It’s about why we fight wars and how we protect our country. At the end of the day, it is one singular Army that is mutually interdependent on each other for success.”

And to be successful, all signs point back to readiness.

“I need to raise your readiness,” Milley said. “I am going to consciously and willingly raise your readiness levels because they are tied directly to the rapid response to war-fights.”

WASHINGTON (AFNS) — Defense Secretary Ash Carter announced April 26 that the president has nominated Air Force Vice Chief of Staff Gen. David L. Goldfein to be the 21st chief of staff of the Air Force, succeeding Gen. Mark A. Welsh III, who has served in the position since 2012.

“I’m extremely humbled by the nomination to serve as the Air Force’s 21st chief of staff. If confirmed, I pledge to serve our Airmen and their families unwaveringly and honor our remarkable heritage and legacy of integrity, service and excellence,” Goldfein said. “I also look forward to joining my fellow service chiefs as a member of the Joint Chiefs of Staff. General Mark and Betty Welsh continue to be exceptional stewards of our service, and Dawn and I are honored to follow in their footsteps.”

Goldfein entered the Air Force in June 1983 as a graduate of the U.S.

Air Force Academy. He has been assigned to numerous operational, command and staff positions. He currently serves as the vice chief of staff, where he presides over the Air Staff and serves as a member of the Joint Chiefs of Staff Requirements Oversight Council and Deputy Advisory Working Group.

PENTAGON SPOKESMAN: UP TO 250 MORE U.S. FORCES TO DEPLOY TO SYRIA

WASHINGTON (AFNS) — Up to 250 additional U.S. personnel are being deployed to Syria to support local forces on the ground and build on successes of U.S. forces already deployed there in the fight against the Islamic State of Iraq and the Levant, the Pentagon’s press secretary said April 25.

The additional personnel include special operations forces and medical and logistics personnel, Peter Cook told reporters at the Pentagon. The forces are to build on the gains of 50 previously deployed special operators in Syria, he said.

During a speech in Germany on the same

day, President Barack Obama announced the deployment of the additional forces. He said the expertise of the special operations forces already on the ground in Syria has been critical as local forces drive ISIL out of key areas.

Important connections The 50 special operators have improved the picture of the battlefield and made important connections with local, capable forces, Cook said, and they have enhanced the military’s targeting efforts in Syria.

The extra personnel will be establishing connections with capable forces on the ground, working on getting a better picture of the battlespace, and improving the intelligence and targeting assessment,

Cook said.

“They will help our partners on the ground capitalize on their progress and increase the pressure on ISIL at this critical time,” Cook said, adding Defense Secretary Ash Carter believes this deployment will make a “tangible” difference in the campaign to defeat ISIL. The intent is not to have the forces on the front lines or engaged in direct combat, Cook said. Rather, he explained, they will be enabling and supporting local forces who have made gains against ISIL, and meeting with other capable forces to build on the momentum.

The spokesman added the U.S. forces will be in harm’s way and will be able to defend themselves if they come under fire.

The event marks the 409th anniversary of the 1607 founding of America’s first permanent English colony. Both sites will feature family-friendly tours and interpretive programs on Powhatan and English trade and weaponry, military and maritime demonstrations and traditional entertainment. Programs will be offered at Jamestown Settlement for the re-created 1607 ships Susan Constant’s 25th anniversary and the Godspeed’s 10th anniversary.

Jamestown Settlement is located at 2110 Jamestown Road in Williamsburg. Admission is $17 for adults, $8 for children ages 6-12 and free for children ages 5 and under. Hours are from 9 a.m. to 5 p.m., daily. Residents of James City County, York County and the City of Williamsburg receive complimentary admission with proof of residence. Historic Jamestowne is located at 1368 Colonial Parkway in Jamestown. Admission is $14 for adults and free for children ages 15 and under. Hours are from 8:30 a.m. to 4:30 p.m. daily.

Great American Cleanup volunteers needed The York County Waste Management office is seeking volunteers to assist in the 2016 Great American Cleanup. Roadside cleanup crews will be organized to target Denbigh Boulevard, Fort Eustis Boulevard, Wolftrap Road and Cook Road. Volunteers are welcome to organize their own groups to clean up other county roadsides of their choice. Residents can also organize cleanups through their homeowner associations and other civic groups.

Volunteer groups can schedule community cleanup dates and the Waste Management office will provide supplies and arrange for pickup/disposal of collected materials.The event will conclude with Clean the Bay Day on June 4.
