“But the Lord has become my fortress, and my God the rock in whom I take refuge.” (Psalm 94:22, NIV84) When I was a boy, I remember one year when my family and I were watching television reports of a tornado approaching our home. It was a broadcast we were used to seeing in the spring in suburban Kansas City. However, I realized that this time was different when my dad suddenly exclaimed, “We’re going down to the basement for shelter. Quick, everyone open up a window and grab a flashlight!”

It was scary and exciting at the same time. All of us huddled together in the basement, listening to radio reports on the tor-

nado. I asked my dad what would happen if the tornado hit our house and he reassured me, “It probably won’t hit our house, but if it did, we’d be safe down here.” My mom piped in, “It won’t hit our house! In Jesus’ name it won’t hit our house! I’m praying!”

The tornado actually touched down near our house, but it didn’t do any damage. We were safe in the basement.

After that, the basement took on greater meaning to me. I loved to go down there.

On a hot day it was cool and damp. On a day when I was bored, I often imagined it as a distant land I would battle to defend.

If my brother was bothering me, I could go down there where it was quiet to escape and be alone.

But my favorite thing to do when I was a boy was to make forts. I recruited my

As the commander of the U.S. Army Installation Management Command and the Army’s assistant chief of staff for installation management, I want to

King David, the Psalmist, knew all about finding refuge in forts. His forts were the thousands of caves throughout the wilderness of Israel (see Psalms 57 and 142). Many times he found a cave to hide in when enemies were trying to kill him. He wasn’t just hiding in a cave – he was hiding in the Lord!

“The Lord is our fort” is a good way of wording a frequent prayer of the Psalmist.

As members of the military family, there are many fears and concerns we face, both real and imagined. But in this time of worry and fear we should remember that we have a fort that we can run to for safety and to find peace of mind. The best thing about this fort is that we don’t need to go down to the basement and build it. All we have to do is reach out to God in prayer and turn our fears over to Him. Wherever we are, no matter what problems we face, the best fort we can ever imagine is only a prayer away.

Fort Lee growth continues in distant shadow of BRAC Patrick Bloodgood Norfolk District, USACE

Nearly a decade after the 2005 Base Realignment and Closure decision that made this installation the central hub for Army logistics training, Fort Lee and its major tenants continue to evolve.

The most visible mark of BRAC growth is the all-new Ordnance Campus, home of the 59th Ord. Brigade, where the Norfolk District of the U.S. Army Corps of Engineers built facilities that transformed the way Soldiers train and live while going through schooling at the post.

“We’re a technical school with state-of-the art facilities,” said Col. Thomas Rivard, brigade commander. “With our combination of classrooms and bay space,

we have the ability to adapt the Army Learning Model 2015 as well as incorporate the components of skills-based training into each of our 20-plus military occupational specialty classes taught at Fort Lee.” BRAC was a boon for other training brigades and tenants on the installation as well. Upgrades included new administrative buildings, barracks and dining facilities, many of which were built, furnished and opened for business before the base realignment deadline in September 2011.

The work didn’t stop for the installation and the Corps of Engineers, however, after those many ribbon cuttings. Today, the Norfolk District continues to push forward on projects that address quality of life for the men and

woman working and living at the installation.

“Fort Lee is proud of everything the Norfolk District has done to improve the quality of life for our Soldiers, civilians and families,” said Col. Paul K. Brooks, Fort Lee garrison commander. “That is why we were honored to submit the district as the Installation Support Program of the Year for 2012 to the Army’s Installation Management Command.”

Building on this success, the district is now performing a $14.8 million renovation of Building 3004, a 69,000-square-foot barracks building that needs repairs to its mechanical, electrical, fire alarm, security and plumbing systems, as well as new roofing and structural work.

Several senior members of the Transportation Corps visited the Virginia State University Department of Engineering Monday for an information sharing session on potential application of civilian robotics with future Army Transportation platforms.

Dr. Nasser Ghariban, a department chair at VSU, was the guide who showed the tour group the university’s efforts in manufacturing and computer engineering. The topics discussed included additive manufacturing

(3-D printing), automation and robotics.

Two of the attendees – Fred Wehrli, chief of the Mobility Division, CASCOM, and Joe Bell, a robotics requirements developer for the Transportation Capability Management office – are responsible for crafting the future requirements for the Transportation Corps and the Army and used the visit to learn more about what the future of robotics and automation could be, from an academic standpoint.

“My motivation for attending this tour was because I’m the lead for writing the requirements for full automation of

tactical wheel vehicles,” said Wehrli, during an introductory meeting on the tour. “As I draft my requirements, the more information I can get from industry and academia, the better I can articulate the capability we need in our requirements.

“For mid-to-long-term planning, I’m looking for full autonomy – to be able to take the driver out of the cab completely and the truck be able to travel from point a to point b and deliver its cargo – with the least amount of input,” he continued.

Motorists who are stopped at the gates during the closures are asked to remain in their vehicles and avoid actions that would pose a hazard to themselves or others such as making sudden u-turns or pulling out of a turn lane to proceed to a different access point.

The Marine Corps Detachment Fort Lee recently welcomed a new commander.

Lt. Col. Thomas H. Gilley IV ceremoniously took possession of the Marine Corps flag from Lt. Col. William F. Schoen during a change of command ceremony Friday at Ball Auditorium.

Col. Timothy M. Parker served as the reviewing officer. He is commander of the Weapons Training Battalion, the higher headquarters for the detachment located at Marine Corps Base Quantico.

Gilley, who previously served as the deputy director, Logistics Division of the Training and Education Command at Quantico, said he has anticipated the mission here for some time.

“I am glad to be able to share this moment with you, and I am as proud as they come to assume command,” said the Baltimore native

during his remarks.

Gilley earlier thanked his wife and other family members seated in the audience and later pointed out and cited a few mentors and former staff members who impacted his career. He made special reference to Schoen for helping him the past 10 months with the transition, noting how he took care of Marines and their families and how well he “trained the next round of war-fighters to go forward.

“You did that to the best of your ability,” he continued.

“I’ll try to emulate that.”

Schoen, whose tenure lasted two years and five days, was a hands-on commander who worked daily to improve the detachment, said Parker.

“What I’ve seen over the past 24 hours coming here is a command that is excited,” he said, “excited about the training – excited about working with each other.

That is a command atmosphere that you establish … It comes from the leader

being out there and making that happen.”

Schoen spent nearly 20 minutes thanking those who made it “happen.” They included his wife and teenage son and daughter; the detachment staff and faculty members; the Fort Lee leadership and its garrison; and members of the Marine Corps community.

On a final note, he thanked the Marines in training and those responsible for training them.

“I love you deeply,” he said. “I care for each and every one of you. I want the very best for your families.

That has made this experience the easiest thing in the world because that has been reciprocated …”

Schoen is headed to the U.S. Northern Command at Peterson Air Force Base, Colo.

The Marine Corps Detachment Fort Lee was established in 1983. It has a staff and faculty of roughly 180 who support the throughput of 2,000 students yearly.

50-Gun Salute to the Nation The 832nd Ordnance Battalion will present a 50-gun salute to the nation – firing 75mm Howitzer cannons – on July 4, beginning at noon at Williams Stadium.

One round will be fired every 30 seconds during the celebration that is expected to last approximately 28 minutes. The community is invited to this free event.

Fourth at the Fort Fort Lee will host a Fourth at the Fort celebration at Williams Stadium, 5-10 p.m.

The event will kick-off with En’Novation, a Richmond-based “party band,” followed by music from the 392nd Army Band and will conclude with a fireworks display at approximately 9:35 p.m. Admission is free and open to the public.

A kidzone play area will feature a bounce house, an aircraft carrier slide and more. Tickets are required and can be purchased for $1 each.

Personal pyrotechnics, tailgating, glass bottles, smoking and pets are not permitted. Coolers may be no larger than 6-by-6-by-12 inches. Food and beverage vendors will be on site. Lee Avenue gate, which is normally closed on weekends and holidays, will be open to all traffic from 3-11:30 p.m. A Avenue gate also will remain open until 11:30 p.m. to accommodate the event. A valid state- or government-issued identification card with photo is required for anyone 18 years of age or older to access the installation.

The SAMC was formed in 1986 as an exclusive club for noncommissioned officers whose actions are consistent with those of Murphy. There are now SAMC chapters located all over the United States. Aside from his war record, Murphy was a Hollywood idol who starred in his own biopic, “To Hell and Back,” and many other movies, mostly westerns.

Murphy also actively supported many military causes in civilian life, including those connected to combat stress or what is commonly called post traumatic stress disorder. Murphy died during a 1971 plane crash near Roanoke.

There is a small fee to visit the Nature Center Gallery – $2 for children and $3 adults – but the rest of the estate is donation-based visitation. It does offer a military discount on Veterans’ Day for the Nature Center Gallery since that is the only attraction that has an admission charge.

“Upkeep of such a remarkable place is tremendous,” said Rosenberg. “We rely on the public’s generosity to keep Maymont open to everyone.”

Maymont is the former home of James Henry and Sallie Dooley who purchased the 100-acre tract of farmland in 1886 and began building a massive Gilded-Age estate that reflected their status as one of America’s wealthiest families. Major Dooley died in 1922, and upon Mrs. Dooley’s death in 1925, Maymont was bequeathed to the city of Richmond.

continues, long after BRAC completion Continued from page 3 “The rehabilitation, versus tearing down, of building 3004 allows the district to deliver an energy efficient building that meets today’s Soldier quality-of-life standards through restoring and modernizing the existing facility, which in today’s fiscal environment would not have been possible if we had to construct a $30-$40 million building from scratch,” said Col. Paul Olsen, Norfolk District commander.

The second project is the construction of Advanced Individual Trainee Phase II Barracks, which is the second of a three-

phase project.

The Phase II project provides living space for an additional 900 Soldiers with a fivestory addition to an existing 300-person five-story complex, and a separate five-story barracks building capable of housing 600 Soldiers.

The project mirrors what was completed during the BRAC process on the central campus section of the installation where the Corps built five-story complexes with the battalion headquarters attached. The $81 million project will give the 23rd Quartermaster Brigade additional student facilities that meet today’s codes and standards.

The district also assisted in removing 11 unused and outdated buildings to make way for future facilities.

“They (Fort Lee) have numerous facilities that have been removed through the Facilities Reduction Program, administered by the Huntsville District, as well as demolition work included in our contracts,” Jones said.

There are two additional Fort Lee projects that will begin later in the fiscal year.

Two Army battalion and one brigade headquarters are in development as part of the AIT Phase II complex to manage the increased amount of Soldiers cycling through for training. The district anticipates that the cost of this portion of the project to be $12.5 million. Phase II assists in Fort Lee’s goal, which is to house a total of 2,400 Soldiers

and will be achieved during phase three of the project, In addition to the Army projects, the district is preparing to embark on constructing a new Marine Corps battalion headquarters building later this summer. The $4.3 million building will provide a modern facility for Marines stationed at Fort Lee. While the work at Fort Lee has slowed since the BRAC 2005, the mission of upgrading and constructing new facilities for the betterment of current and future Soldiers remains a key component for the installation; a mission to which the Norfolk District is committed.

“The district’s mission at Fort Lee,” Jones said, “is to provide the highest quality engineering and construction services in support of the installation’s construction program.”

The Combined Arms Support Command hosted a June 13 visit to Fort Lee by John Harvey Jr., Virginia Secretary for Veteran’s Affairs and Homeland Security.

While touring the installation, he met with Army trainers, program directors and military students, which helped him gain a greater understanding of the command’s mission and its role in the community.

Harvey said he was particularly interested in the needs and concerns of transitioning Soldiers, the Army’s credentialing and training programs and the capabilities of Fort Lee’s support functions and infrastructure.

CASCOM is responsible for training more than 180,000 students annually through 541 courses taught by the Ordnance, Quartermaster and Transportation schools, Soldier Support Institute and Army Logistics University. It is also a major subordinate element of the U.S. Army Training and Doctrine Command.

Shortly after his arrival at Fort Lee, Harvey met with senior leaders at CASCOM to discuss the installation’s economic and social impact on the local area. Many community outreach and partnership programs were discussed. From a

monetary standpoint, the five counties surrounding the installation and metropolitan Richmond report a $2.4 billion boost to their economy as a result of jobs and other types of support.

The post’s engagement with civic leaders and organizations are important in telling the Army’s story, CASCOM leaders noted. It connects local citizens with service members and recognizes the partnership and patriotism of the community.

Also included in the discussion was an overview of TRADOC’s Soldier for Life program. Thus far, it has helped CASCOM develop more than 79 credentialing opportunities across 43 military occupational skills. Credentialing is part of a Soldier’s continuing education and keeps them up to date on the latest industry standards. It also is a useful tool that provides self-paced development that enables career-ready job skills as a Soldier transitions out of the military.

After the meeting, Harvey toured the installation where he observed training first-hand. His first stop was the Quartermaster School’s Joint Culinary Center of Excellence. There, he learned about military food service training SEE VISIT, PAGE 14

Soldiers who have sought relief from the hot desert heat of Iraq or the mountain cold of Afghanistan, and found it in some temperature-controlled shelter, probably never stopped to ponder the working origins of their comforts.

That oversight is an accepted reality for Staff Sgt. Russell Dilka and others who are part of the Army’s utilities equipment repairer community. He said those who work in the military occupational specialty of 91C do so under some measure of obscurity that comes with the mission of keeping air conditioning

“It’s one of the most overlooked MOSs in the Army,” said the instructor/writer on the floor of Rozier Hall located on the Ordnance Campus, “because when you think of the military, you don’t think of an air conditioning mechanic. You think of Rangers, the field artillery guys, etc. It’s an image issue.”

The Utilities Equipment Repairer Course falls under the Ordnance School’s Tactical Support Equipment Department. Thirteen

weeks in duration, it includes instruction on basic electronics, air conditioning and refrigeration systems, portable heating systems and fire extinguisher systems.

“It is a very technical and in-depth course,” said Dilka, noting students are required to maintain and repair eight or nine pieces of machinery. “They put their hands on and get into each piece of equipment.”

Though technical, its level of difficulty is not an obstacle for most students. The average

class size is about 16 individuals who are guided by two-to-four instructors. The course produces roughly 700 graduates per year and has a 97-percent pass rate, said John D. Childers, TSED’s Utilities Division course manager.

“Every now and then, we may have to restart a Soldier,” he said, “meaning they may fail one module and have to be moved back to re-take it, but it is rare that we have to remove a Soldier because he or she isn’t able to pass a particular test or block of instruction.”

Recently, a group of students were undergoing hands-on instruction on the Improved Environmental Control Unit, a combination heater/air conditioner that is one of the latest additions to the Army’s inventory. Working in tandem, they were charged with troubleshooting problems pre-set by instructors. One of them, Pvt. Alisha Beckford, described the course as challenging at the very least.

“It’s pretty difficult in the beginning because it feels like so much is being crammed in such a small amount of time,” said the 25-year-old Bronx, N.Y. native, who has no prior mechanical experience. “You quickly find out that the level of difficulty and the time limits actually help you better retain the information, espe-

cially since it’s such a hand-on course.”

Beckford’s partner in the exercise, Pvt. Brian Hughes of Charlotte, N.C., said the course’s fast pace and equipment diversity makes for a rather dynamic learning experience.

“You’re constantly working, thinking and learning,” he said. “You’re not just sitting in one spot, watching things go by. There’s always something changing and always something new.”

The course environment sets the stage for what the students will experience in theaters of operation such as Afghanistan, where temperatures can reach 130 degrees in the summer and equipment is subjected to heavy use.

“It’s a grind,” Staff Sgt. Ryan Withers, a 91C instructor, said of the workload there.

“Everyone knows that 91Cs really get to do their job when they are deployed.”

It’s not uncommon to turn over 12-14-hour days on average and sometimes 18-19-hour days when supporting the various forward operating bases, added Withers.

“You’re constantly repairing equipment – air conditioners for tents and refrigeration units for the dining facilities and air conditioners for vehicles,” he said.

From the perspective of end-users, the behind-the-scenes work requirement is all immaterial. Soldiers have come to expect comfortable temperatures in which to work and rest not to mention chilled beverages at the field dining facility, said Dilka.

“Everyone wants AC,” said the Soldier of 17 years. “Everyone likes ice in their Kool-Aid.” The world of utility equipment repair is not limited to Soldiers’ preferences. The Army’s

ever-increasing use of heat-sensitive computers and its need to keep medical supplies and food at proper temperatures are both vital and essential to mission accomplishment, said Dilka.

That criticality is bolstered by the fact that students earn four certifications at graduation.

The certifications are required to work with refrigerants used in air conditioning and refrigeration equipment and are only available to 91Cs and a few others with exception, said Childers.

“EPA rules require anyone working with certain types of refrigerants know all the rules and regulations regarding them,” he said, “specifically, the rules not to vent them into the atmosphere because they have to be recovered.”

In addition to the required certifications, students also are offered through a pilot program the opportunity to earn an Industry Competency Exam certification through North American Technician Excellence, the nation’s largest non-profit certification body. Childers said he is optimistic that the certification’s availability will become permanent.

“We’ve actually given the exam twice,” said Childers, noting it is comprised of three portions. “One Soldier passed one portion the first time the exam was given and another passed one portion the second time it was given (22 Soldiers took the test). This is a difficult exam.

There is only a 50-percent success rate within the industry, and that’s after technicians have had one-two years of experience. Our third test is June 27, and we’re hoping to have more students pass the exam.”

Even without the certification, the training Soldiers receive in the course is both marketable and transferable in the heating, ventilation and air conditioning industry, said Raul Nieves, a civilian instructor and U.S. Army Reserve Soldier.

“I used to do this on the outside,” he said.

“I was able to find good work because of my training.”

The 91C MOS is especially attractive to Guardsman and Reservists, said Dilka.

“A lot of them email later and tell me they changed their jobs once they got back home because of this training,” he said.

The demand for those in the HVAC industry is backed up by hard numbers, said Childers.

“NATE has reported to us that there is a 40-50,000-personnel shortfall within the HVAC community,” he said, “so this skill is in dire need out there in the civilian sector.”

There is a definite need in the Army as well, and although Soldiers who possess the skills to fulfill those needs don’t often receive the accolades they deserve, the knowledge that they’re taking care of Soldiers is often thanks enough.

Harvey’s next stop was the Ordnance School’s Allied Trades Department. He observed welding and machining skills training and learned that students are able to earn an American Welding Society Entry Level Welder credential at the completion of their school. Similar credentials are available for the machining portion of the course.

At his final stop, Harvey participated in a working lunch with Soldiers where he discussed ways for the Commonwealth to better support transitioning service members and keep their skill sets within Virginia.

Suggestions included veteran grants for

continuing education and talking to employers about the benefits of hiring a service member.

“I think job availability is the biggest factor as to where I will live when I retire,” said Staff Sgt. Jaron L. Alderman, a petroleum supply specialist. “I’m working on my bachelor’s degree, and I would like to get a job in the petroleum industry when I transition.”

At the end of his visit, Harvey commented on how impressed he was with the quality of training service members receive and the important role Fort Lee plays in the veteran population that receives support from the installation.

“My head is filled with things to think about for improving our services to our veterans,” he said. “I look forward to working with the command in the future to better provide our service members opportunities that will help them transition.”

sured, on-going process because losing weight too quickly has the potential to be unhealthy and unsafe.

We want it to be a gradual change, and a long-term lifestyle shift rather than a temporary change to see the numbers on the scale move,” said Erhard who added that exercise is also key to weight management.

“Having that metabolic assessment will be very eye-opening because, oftentime, people do not realize just how much they are actually eating,” he noted.

AWC personnel adhere to the American College of Sports Medicine guidelines in all assessment areas.

The center is open to active-duty military, dependent family members, DOD Civilians and retirees.
