633RD AIR BASE WING PUBLIC AFFAIRS

After days of intense competition, two U.S. Army Soldiers took home the honor of being named NCO and Soldier of the Year during a ceremony at Joint Base LangleyEustis, Virginia, April 15, 2019.

Senior leadership from JBLE announced the winners as Staff Sgt. Brandon Scarbrough, Charlie Company, 2-210 Battalion, 128th Aviation Brigade, aircraft structural repair instructor, and Spc. Jacob Hartman, 221st military police detachment, U.S. Army Training and Doctrine Command, military police soldier.

“This competition promotes the spirit of the soldiers,” said Sgt. 1st Class Jermaine Ferguson, operations NCO assigned to the TRADOC Center for Initial Military Training. “These individuals demonstrate the proficiency, knowledge, and leadership of NCO’s and soldiers assigned to the installation and keep the tradition going.”

Scarbrough said this competition made him proud to be a Soldier because of all the difficult tasks that were required of the competitors.

The NCO and Soldier of the year competition included numerous challenges. Over the course of five days, the soldiers participated in M-16 qualification firing, combat medical skills, a written test, a 12mile march and land navigation courses during day and night hours.

“It just makes me proud that I can showcase all of the skills that

my leadership has been helping me fine-tune,” said Scarbrough.

For Hartman, this award carries a special place because he is a new Soldier. Hartman said that because he was a new Soldier, it was a good way to showcase the skills and training that the Army has provided him.

The competition was intense, but Hartman said how glad he was to be able to participate in this competition and had some advice for his fellow Soldiers.

“My advice to my fellow Soldiers would be to get out there and do these [competitions],” said Hartman. “If it gets offered to you or you hear about it coming up, try to get out and be a part of it.

Scarbrough admits it was a tough competition, but said he attributes his extra motivation for getting through from the Soldiers he competed against.

“On paper it really looks intimidating, but throughout the process what made it a lot easier is the comradery that we had as a group,” said Scarbrough. “Having everybody motivating each other is an experience that made the whole entire process worth it.”



FITNESS: IT DOESN'T HAVE TO BE BORING

Service members are encouraged to keep up with their respective core values whether U.S. Air Force Airmen or U.S. Army Soldiers.

Although all the branches have a set fitness test that includes basic workouts, training for fitness tests doesn’t have to be a boring or redundant task.

According to Tony Arroyo, 633rd Force Support Squadron fitness center director, there are seven principles of fitness: Regularity/Consistency, Progression, Overload, Specificity, Balance, Variety and Recovery.

Variety is especially important for service members looking to not get bored in their workouts. It also ensures members won’t plateau.

“The reason variety is so key and so important is because the body is built to adapt,” Arroyo said. “That’s a good thing. We get stronger and we get better.”

Back when he was just 17, now 23year-old Senior Airman Chandler Stewart, 27th Intelligence Squadron client systems technician, began jump-roping as a form of cardio.

“I absolutely hated running,” Stewart said, “A personal trainer at the gym I had been going to suggest jumping rope, and I tried it and took to it.”

Stewart said he runs only once a year, and that’s for his physical training test.

Not only does he always pass it, but he passes with above 90 average.

According to Arroyo, the best combination to stay consistent in working out is to do enjoyable workouts about nine months out of the year and the three months before a test, sprinkle in specificity. This means specifying workouts to what the test requires, “Specificity is still important,” Arroyo said, “I have known Airmen to condition with a limited amount of running or no running but still be fit enough to go and do well in their 1.5 [mile run] and push-ups and sit-ups. The misconception is that ‘I have to run every single day’ and another is ‘I have to run long distance for a 1.5.’”

Along with the physical part of being fit, Arroyo says mindset and nutrition also help. Staying consistent in conditioning throughout the year can only get someone so far if the fuel they put in their bodies is bad or if they don’t keep a motivated attitude.

Stewart found a passion for jumproping and through that has been able to stay fit to fight in the military.

“You have to find what you enjoy doing because if you don’t find what you enjoy, you won’t stick with it,” Stewart said.

The Pure Praxis Sexual Assault Theater Group performed at Fort Eustis, showcasing aspects of victim blaming, shaming and victim isolation which are factors that

can lead to poor mental health in survivors of sexual assault.

At Langley AFB, the 363rd ISRW in collaboration with Sexual Assault Prevention and Response Victim Advocates dedicated the day to Complete Airman Fitness, facilitating multiple activities throughout the day. CPR training helps save Airman’s life

Shuffling into the building early in the morning, Airmen make their way to their first meeting of the day. The building is quiet, except for the chatter from Airmen around the table. As they settle into their chairs, a loud “Get an AED!” rings out in the hallway. Thinking it is a drill, the group gets up to go see what is going on. This was not a drill.

In the break room, a hectic crowd forms around the Staff Sergeant who’s turning purple from a lack of oxygen. Members of the crowd take off to find the Automated External Defibrillator within the building, while others tend to the sergeant. One Airman began chest compressions, knowing very well this could be a matter of life and death.

U.S. Air Force Senior Master Sgt. Nicholas Thomas, Air Combat Command F-35 Weapons Sustainment Team member, had to put his CPR and first-aid training to the test.

Through his actions and knowledge of CPR, he was nominated and subsequently received the Vanguard Award, which is awarded to service members who have saved a life.

According to Thomas, the doctor treating the female Staff Sergeant had never seen CPR done more perfectly. She might’ve not survived had it not been for the proper execution of Thomas’ training.

“That was awesome to hear from the cardiologist,” Thomas said.

Many actions go into performing CPR such as chest

compressions, calling 911 for assistance, and locating an AED. “It’s one of those techniques that you hope you won’t ever have to do, but you always need to be fully prepared for it,” said Master Sgt. Anthony De La Cruz, 57th Aircraft Maintenance Squadron Lockheed Martin F-35 Lightning II specialist section chief.

De La Cruz was with Thomas administering compressions and helping to preserve the life of his fellow Airman.

“We get [training] so much over the years that it is second nature and you don’t have to think,” Thomas said.

Thomas attributes his ability to react to the situation from the years of CPR and first-aid training he has received while in the Air Force and encourages members to stay up-todate on their training.

“Don’t be afraid to initiate the response, even if you’re not 100% sure on what to do,” said De La Cruz. “There will be people around you that won’t hesitate to help.”

The actions of the individuals involved saved this Airman’s life because of a team effort, not just one person.

“It was a huge group effort,” Thomas said. “Every single person was just as important as the next in making sure that her life was saved.”

Someone who was presumably lifeless was brought back thanks to the heroics of a few individuals. Through their ability to spring into action, following the CPR and firstaid training they had gained throughout their years in the military, the Air Force didn’t lose an Airman that day.

LANGLEY AFB GOES STRAW-FREE

Establishments around the country have jumped on the straw-free bandwagon in an effort to prevent pollution and decrease harm to wildlife.

With Earth Day right around the corner, Joint Base Langley-Eustis will celebrate by kicking off their straw-free campaign April 22, 2019.

“Plastic straws are among the top ten items found in beach or shoreline litter,” said Sherry Johnson, 633rd Civil Engineer Squadron pollution prevention program manager. “The location of Langley Air Force Base gives us an opportunity to support a global environmental movement and to make a positive direct impact on our community, on land and water.”

Dining Facilities on Langley Air Force Base will no longer provide straws unless the customer requests them.

According to strawfree.org, Americans use more than 500 million straws every day, which is enough straws to wrap around the Earth twice.

Unlike other plastics, plastic straws, which are small and lightweight, cannot be recycled. Instead of being biodegradable, straws photodegrade or break up into smaller pieces, ultimately lasting longer in the environment than typical plastics.

“Plastic straws are easily transported to waterways after the wind carries them away from

landfills or they wash down a storm drain,” Johnson said. “Seabirds and marine animals suffer the greatest impact…[they] confuse the plastic straws as food and often ingest the material.”

Johnson noted the recent discovery of a young beached whale found to have over 80 pounds of plastic in its stomach.

“We would ask military members and their families to make an attempt to say, ‘No straw, please,’ as a daily habit,” Johnson said. “We recommend using a reusable metal or

biodegradable straw as an alternative if a straw is needed. We hope the support we receive on base can translate to increased support off base.”

In keeping with the environmental initiative, the 633rd CES will host Earth Week events such as safe drain maintenance, community clean-up, Nature Trail Preservation, Bench Building and an Arbor Day ceremony.

The 633rd and 733rd Security Forces Squadrons at Joint Base Langley-Eustis, Virginia have seen a rise in speeding and illegal parking violations directly correlating to the rise in vehicle accidents on base.

Vehicle accidents are harmful to service members’ lives, but also harm the critical missions on JBLE. The 633rd SFS plan to increase their patrols in parking lots and cite more traffic violations.

“With the increase of individuals breaking traffic laws you have an increase in vehicle accidents. This takes one of our brothers and sisters out of workplace,” U.S. Air Force Tech. Sgt. Daniel Day, 633rd SFS Police Services noncommissioned officer in charge.

“This increases the work load on others within the base units or makes a unit ineffective or detracting from the mission goals, because of someone deciding to not obey the law or regulations.”

In order to comply and reduce the hazards brought on by these increasing numbers, members are encouraged to obey all posted speed limits, yield to all emergency vehicles and only park in authorized spots.

“The 633 SFS identifies accident trends and traffic patterns utilizing mobile speed carts and implements selective enforcement in the identified areas,” Day said. “Security Forces members also utilize speed measuring devices, RADAR and LIDAR, to reduce speeders in those identified areas.”

Speeding and illegal parking take attention away from more vital base security. Service members are encouraged to keep with the core value of integrity first. That means always doing the right thing even when nobody is watching.

Violators of traffic laws on base are subject to base driving privilege suspensions or revocations and court fines.

According to Day, when an individual has accumulated a total of 12 or more points within a 12-month period or 18 points within a 24-month period, 633 SFS Reports & Analysis section will notify the individual’s commander or first sergeant that the individual’s on base driving privileges are being revoked for a period of one year.

In their commitment to the Reconstitute the Defender Initiative, the 633rd Security Forces Squadron conducted a field training exercise April 11, at Joint Base LangleyEustis, Virginia.

Secretary of the Air Force, Heather Wilson, Chief of Staff of the Air Force, Gen. David Goldfein, and Chief Master Sergeant of the Air Force Kaleth O. Wright proclaimed 2019 as the Year of the Defender. Air Force leadership was asked to provide support to the efforts of the career

field and initiate reconstitution efforts.

The intent of RDI is to establish requirements, update policy, advocate for resources necessary to restore full spectrum readiness and retain tactical advantage as to never give the enemy a fair fight.

The three lines of effort within RDI are: Restore Readiness; Revitalize our Squadrons; and Increase Lethality and Close Requirement Gaps.

“The 633rd SFS is directing its training to complement the National Defense Strategy

which focuses our sights away from the terrorist threats over the last nearly two decades and toward a more conventional threat,” said U.S. Air Force Tech. Sgt. Francis Feeley, 633rd SFS NCO in charge of training.

“These quarterly 72-hour, high-intensity field training iterations will help ensure our Airmen receive realistic training, team building and especially provide our NCOs the tools they need to lead a skilled Security Forces Squad toward any potential battle environment.”

Three 13-man security forces teams, with junior enlisted and NCOs as their

team leaders, were challenged with base security operations, entry control point operations, dismounted patrols and land navigation to meet the training requirements.

“We’re out here as defenders to ensure that we get our deployment readiness training and provide a positive environment for junior enlisted and NCOs that are inside of our unit, and build squad cohesion,” Feeley said.

“We are turning our career field around to respond to a near-peer threat. Training for deployment readiness is one of the key items we’re hitting, and these field training exer-

cises will help enhance our defenders’ abilities in a deployed environment.”

Security Forces is the Air Force’s largest enlisted career field. Their primary mission is defending America’s resources regardless of location, mission and command. They must be capable of amassing a force that can fire and maneuver to defend against any threat to the U.S. and its allies.

According to Feeley, this is only the beginning of creating a stronger force. With each upcoming iteration, they move in the right direction towards revitalizing the squadron.

Air Force announces Electronic Warfare, Electromagnetic Spectrum Superiority Enterprise Capability Collaboration Team results

In January 2018, the Air Force assembled a crossfunctional group known as an Enterprise Capability Collaboration Team to explore how the service will ensure electromagnetic spectrum superiority. The team was led by Brig. Gen. David Gaedecke, director, Cyberspace Operations and Warfighter Communications, Office of the Deputy Chief of Staff for Intelligence, Surveillance, Reconnaissance and Cyber Effects Operations, Headquarters U.S. Air Force, Arlington, Virginia.

According to Gaedecke,

“The U.S. Air Force must maintain our competitive advantage in the EMS to achieve freedom of action while denying the adversary that same freedom of action.”

In January 2019, during a special meeting at the Weapons and Tactics Conference held at Nellis Air Force Base, Nevada, Gaedecke announced the results of the ECCT and noted, “In order to execute the Air Force’s five core missions, the Air Force should deliberately refocus efforts on electronic warfare and the EMS as a whole.”

Gaedecke briefed three

enterprise-wide recommendations collectively required for rebuilding and increasing core competency in the EMS: leadership championing and enterprise management; establishing a bridge to advanced technology and competitive capability; and re-instilling a culture of EMS Awareness.

To implement these recommendations, the Air Force is: •unifying and organizing corporate governance of the EMS enterprise by establishing an EMS Superiority Directorate in the Headquarters Air Force, led by a general officer, to oversee and manage enterprisewide EMS priorities and in-

vestments which will be subsumed and managed as a single portfolio.

•combining and consolidating EMS services, software programming infrastructure and expertise into a multi-domain organization focused on achieving real-time effects and enabling evolution to machine-to-machine adaptive and cognitive spectrum control. In order to win and control the EMS the Air Force will employ distributed systems and capabilities coordinated to defeat a sophisticated adversary of complex systems aligned to deny Joint Force capabilities.

•developing and instilling

an EMS Warrior ethos by building enterprise-wide education and training programs to lead, innovate, integrate, train and build EMS awareness in Airmen at all levels. Air Force operational concepts, tactics and doctrine, and institutional expertise as a whole, will progressively advance with renewed focus of a near peer in the EMS domain.

Gaedecke concluded, “Superiority in the electromagnetic spectrum is fundamental to the National Defense Strategy. To be a lethal force of the future, we need to lead in research, technology and innovation.

Superiority in the spectrum underpins all of these.”

These insights continue to build on the foundation and traditions created by the Association of Old Crows, an organization for individuals who have common interest in electronic warfare.

SafeTALK Suicide Intervention Workshop

The Joint Base Langley-Eustis Chaplain Corps will host a free SafeTALK Suicide Intervention Workshop from 1-4 p.m., April 18, at the Langley Chapel Annex. SafeTALK is a half-day alertness training that prepares anyone 15 or older, regardless of prior experience or training, to become a suicide-alert helper. With the new tax amendment to Veterans Benefit and Transition Act of 2018, spouses of a service member are able to choose the same state of residence as the service member for state and local tax purposes. Example: A Florida-domiciled Airman and his California-domiciled spouse move to Virginia due to PCS, where the spouse starts working. In this case, the spouse elects to have the same residence of the Airman (Florida) for tax purposes. Now the wages from the spouse’s new job in Virginia is not taxable by Virginia.

As there is no guidance from the IRS for volunteers, filing returns for spouses who would like to elect to use the same state of residence as the service member for the state and local taxes is out of scope for the Tax Center volunteers. Pharmacist Cough and Cold Clinic

The Langley Hospital will provide a Pharmacist Cough and Cold Clinic starting Feb. 12, 2018. Patients who cannot get an appointment with their provider right away and do not want to wait at the ER can check in at the Family Health front desk to be seen by a clinical pharmacist on a walk-in basis, Monday through Friday from 8 to 10 a.m. and 1 to 3 p.m. Service is available to all active duty and Department of Defense beneficiaries 18 to 70 years of age who are enrolled to Langley Hospital. Patients who are on flying status or Personal Reliability Program, are immunocompromised or have symptoms over 10 days cannot be seen at the Cough and Cold clinic. For more information, contact Tech. Durand Entry Control Facility (NASA gate) changes

Security Forces personnel will no longer man the Durand Entry Control Facility (NASA Gate). Personnel will still have their credentials checked by guards at the main NASA gate, however, their credentials will not be checked again at the Durand Entry Control Facility. NASA guards

will still man their side of the Durand Entry Control Facility and will only allow CAC holders (no dependent ID cards) to enter NASA property. Additionally, no commercial vehicles are allowed access to NASA property. The Durand Entry Control Facility hours are from 6 to 9 a.m. and 3 to 6 p.m., Monday through Friday.

The JBLE-Eustis Army Emergency Relief (AER) campaign will run through May 15, 2019. This year's slogan is, "It's What We Do."
