APRIL SHOWERS BRING MAY FLOWERS

As spring arrives in the city of Milan, residents will notice volunteers equipped with gloves and small shovels working in the planter boxes throughout downtown. This dedicated group of volunteers are part of the Milan Beautification Commission.

FFA students will cultivate flowers and assist in designing, planting, and caring for entrance signs.

Each year, the commission is tasked with beautification projects that include decorating and planting flowers in spring, fall, and winter all throughout downtown Milan, as well as at the five entrance signs marking the city’s boundaries

This spring, the Commission will partner with the Milan High School FFA program to grow the flowers that will adorn our downtown area and entryways The FFA students will take part in not only cultivating the flowers but also in designing, planting, and caring for the five entrance signs that welcome visitors to our community.

During the summer months, the commission presents Beautification Awards to property owners who contribute to Milan's appeal through beautiful landscaping. In the fall, they administer “Boo-tification Awards” to property owners who go all-out decorating for Halloween Winning properties receive "Beautification” and “Boo-tification” award yard signs to proudly display and are recognized on social media. These longstanding award programs are not only beloved by our community, but they grow in popularity each year

In 2023 and 2024, the Beautification Commission partnered with Joe Pusta, owner of Lavendar Lane, to establish several lavender gardens throughout the city Joe enjoys seeing his donated lavender showcased across Milan, and the community appreciates it as well The city will continue to work with Pusta this year to identify additional locations for expanding the lavender plantings.

Last fall, thanks to grant funds secured by the Beautification Commission, 20 trees were planted around Milan High School We all recognize that trees are vital for our environmental well-being. However, they also add greatly to the beauty and character of the local landscape

For both ecological and aesthetic purposes, the Beautification Commission has successfully obtained a grant to plant more trees in our city. Over the next two years, an additional 75 trees will be planted throughout the community, thanks to their efforts

BUT WAIT, THERE'S MORE!

In 2025, the all-volunteer Beautification Commission will manage a landscaping project in front of City Hall on Wabash Street. The existing landscape in that location is overgrown and outdated. Recently retired landscaper and Milan resident Tom Zilke drafted a vision for improvements to that area. The Beautification Commission will seek bids for the project and supervise the work which will bring more color and vibrancy to our city's most significant government building

The work the Beautification Commission does to keep Milan beautiful is truly a team effort. They are currently seeking volunteers. If you have a green thumb, a knack for gardening, or just enjoying digging in the dirt, contact the city or the Beautification Commission for details on how to become a member or how to participate in planting sessions. Extra hands are always welcomed.

They use those funds to help purchase flowers and materials But all the hard work is graciously provided by this team of amazing volunteers whose passion and dedication elevate the city’s attractiveness and vibrancy

The purpose of the Beautification Commission is to study and develop plans for beautification of the city streets, highways, alleys, utility installations, parks, streams, playgrounds, yards, lots and buildings to encourage and recommend the placing, planting and preservation of trees, flowers, plants, shrubbery and other objects of ornamentation in the City of Milan and make recommendations regarding community projects.

A MESSAGE FROM CITY ADMINISTRATOR JIM LANCASTER

A SUMMER OF PROGRESS

In the last few years, the Milan City Council has advocated for the administration to seek alternative funding sources to improve the quality of life for its constituents without relying on the city’s limited tax revenues Over the past three years, the city has successfully secured over $8 million in federal and state grants. Many of these grants have been frequently discussed as we navigate the necessary processes to implement them.

At the regular City Council meeting on February 18, 2025, your city Council approved three bids totaling $3,725,842. These bids are designated for improvements at the Wastewater Treatment Plant, as well as two separate improvement projects for Wilson Park. With the bids now awarded, they are in the review process by the respective grant program coordinators.

The big question is: when will we start to see work being done on these projects?

The contract for the site work at Wilson Park was awarded to AAA Underground, who will oversee the installation of the restrooms along with most of the other work in the park, excluding the site work

We are still waiting for final approval from the DNR regarding the playground equipment bid package

Construction is expected to begin in early June, soon after the conclusion of the Milan Fair.

The bulk of the construction will take place during the summer of 2025, with substantial completion of the project by fall of this year We fully expect that the usual larger events will still take place throughout the year, and we are collaborating those individuals to ensure minimize any impact from construction on their events.

We hope to receive final approval for the playground equipment bid soon, so the contractor can order the necessary equipment and complete their portion prior to the end of the 2025 construction season.

The other large grant project we are currently overseeing is for the Wastewater Treatment Plant (WWTP). That bid was awarded to Monroe Plumbing and Heating in the amount of $2,750,000.

This is the first step toward effectively managing the maintenance of one of the city's most important assets. The average city resident may not be directly affected by this project, as it will take place within the footprint the treatment plant on Gump Lake Road While work on this project might not be visible to the community, it is extremely important for the future of the plant and its operations

We continually explore alternative funding sources.

Some of your tax dollars are allocated to support projects around the State. The more of that money we can leverage back to Milan for these improvements without affecting our local capture is key to making sure we continue to work to connect you with what matters.

HOW A PARK GOT ITS NAME COME FLY WITH US

The Legacy of Rev. Vern R. Campbell

On August 10, 2015, Milan City Council unanimously approved a resolution to rename Sanford Road Park to Vern R. Campbell Park in honor of his unwavering commitment to enhancing the city's park system for future generations.

The idea to recognize Vern Campbell in this manner was proposed by Anne Farmer and Ken Baumann, both of whom previously served alongside him on Milan’s Parks and Recreation Commission

Campbell arrived in Milan in October 1963 to serve as the pastor of Peoples Presbyterian Church He quickly became an active member of the Milan community. Campbell was appointed to the Parks and Recreation Committee for the City of Milan, where he served as its first chair.

Under his guidance, significant improvements were made to the softball fields in Wilson Park, new softball fields were established near Gump Lake, Nature Park was enhanced with a pavilion, and the first Parks and Recreation Master Plan was created

In the 1980s, the city allocated funds for a new footbridge over the Saline River in Wilson Park After the bids were opened, Campbell engaged with the contractor and successfully negotiated two bridges within the budget initially set for one.

Don’t worry! You don’t need to bring anything but yourself. All equipment is provided by Milan Flyers.

Kids are welcome. If they are coordinated enough to ride a bike, they likely have the coordination needed to start flying lessons. Spectators are also welcome. Veteran flyers always put on a show at the end of the training session.

It all began on St. Patrick’s Day in 2021 when Unkle Lay Lee’s Moonshine All-Stars performed in Tolan Square It was a warm day in March, and it was one of the first times we were all able to gather together following the COVID lockdown

It was magic! Just ask Pat Shannon, owner of Hungry Howie’s Pizza in downtown Milan. That night he asked, “How can we make this happen all the time?” One of the answers to that question was money. Pat didn’t hesitate. He helped to fund year one of Live from Tolan Square and has done so every year since.

The impact that live music events have on our community is significant.

Music brings people together. That is something that I witness every single time a band or musician performs in Tolan Square. People of all ages are united by the sound of music. They dance and move and sway to the tunes the bands are making. Together they enjoy a collective experience that breaks down social barriers and builds community.

Music lifts spirits. The effects of music on mental health are well-known. Music can uplift moods, alleviate stress, and provide connection.

Michael Evans recently retired after 15 years of dedicated service to our community

Michael served as a lieutenant and captain, showing integrity and commitment. After leaving Milan, he continued working as a firefighter and was also a long-time member of the Firefighters Association executive board.

Michael is leaving the Milan Fire Department but remains active as a lieutenant with the Dundee Township Fire Department

With heavy hearts and deep sadness, we share the passing of retired firefighter Jack Kanitz

Jack served the Milan Area Fire Department for 10 years, proudly wearing badge number 28.

His legacy of service lives on through his grandson, Jordon Kanitz, who has worn that same badge number with honor since 2018

Jack’s dedication to the fire service and the community will never be forgotten. Our thoughts and prayers are with his family during this difficult time

We often get questions from residents wondering if improvements they made to their home will increasetheTaxableValueofthatresidence.

Normal maintenance and repair items such as replacing siding, a roof, a furnace, or windows, or remodeling of kitchens or baths, and other maintenance items typically do not cause an increase in the Taxable Value of a property, as these examplesareusuallyconsideredmaintenance.

However, new items that had not been previously assessedareaddedtotheTaxableValue

Examples of new items could be the addition of a deck or patio, finishing a basement, adding air conditioning,ornewbathroom.

WHY DID MY TAXES INCREASE THIS YEAR?

The State of Michigan mandates that the taxable value of each assessable property in the state shall have an increase in taxable value each year by the rate of inflation, or 5%, whichever is less This is mandated by Proposal A of 1994. The Inflation Rate Multiplier for 2025 is 1.031, or an increase of 3.1%.

Budding flowers and bird songs aren't the only things that come back to Downtown Milan in the spring, it also is a sign that Wine Walk and Parklet season are just around the corner.

Many of you may be familiar with our Wine Walk, and while at first glance it may seem like simply a wine tasting, it really is so much more The event attracts over 500 attendees each year, with 50% of them coming from various locations across the state and Ohio The Wine Walk brings individuals who might not typically visit our community, not only into town, but also into our local businesses This event provides our local business owners with valuable networking opportunities and helps them build a customer base beyond our community.

At first glance, it may seem like simply a wine tasting, it really is so much more.

In addition to generating traffic and engagement downtown, the Wine Walk serves as the DDA's largest fundraiser of the year Fundraising events like the Wine Walk and Beer Walk help the DDA cover daily operational costs, ensuring that all tax dollars can be reinvested back into the Downtown area

Parklets also pop up in the spring season. While parklets do use a few of our parking spaces downtown, they also play a vital role in our community.

Milan Oasis will provide respite care, social engagement, activities, and enrichment programs for people living with dementia. This program is poised to be a game-changer for the Milan community; offering a safe, welcoming environment for those with dementia while giving their caregivers a muchneeded break

Leslie and Jen Henry became active with Dementia Friendly Saline and MSHL when Leslie was diagnosed with Early-onset Alzheimer’s Disease in January 2023, at the age of 53 Jen was 46 Since then, Jen has made it her mission to keep Leslie safe and happy

The Milan Oasis is going to be wonderful for MSHL but also our family. This is one more way for Les to continue to be active and thrive. Her specific needs will be addressed in the best setting possible. I am thrilled for her, and I am eager to volunteer with the Oasis.

The funding to support this resource for our community is a significant milestone, yet it is just the beginning for Milan Oasis MSHL has plans to grow and evolve Milan Oasis into a cornerstone of support that is much needed in our community

DIANE LONDON Remembers

Jan. 28, 1954 - Febr. 23, 2025

MSHL mourns the loss of Diane London, a cherished colleague and friend.

Diane played a vital role on the MSHL Board of Directors As secretary and leader of the governance subcommittee, along with the countless volunteer hours she dedicated to MSHL, Diane was a powerful advocate for seniors in our community

Diane graduated from Milan High School in 1972 and went on to earn both an Associate’s degree and a Bachelor’s degree in nursing, devoting 45 years to her career in nursing and healthcare

Diane touched many lives in the greater community during her career in health care. Advocating for patients and helping them to find care was one of her gifts, one that she continued into her retirement

Diane served on the Milan Chamber of Commerce Board as well as the Yorkshire Square Condominium Association Board Additionally, she was a leader at People’s Presbyterian Church.

She leaves behind a lasting legacy for our community and will be profoundly missed.

MILAN LITTLE LEAGUE

A MILAN TRADITION FOR NEARLY 50 YEARS

Milan Little League was established nearly fifty years ago, in 1978. Since then, it has provided opportunities for thousands of local kids (ages 4 - 14) to have fun, learn sportsmanship, build leadership skills, form lasting friendships,andplayball!

Opening Day for the 2025 season is scheduled for Saturday, May 3 with a parade of teams marching from Park Lane to Main Street to Wabash, endingattheballfields.

It’s hard to believe that it has been nearly a decade since the community came together for the very first 3rd Thursdays in 2017 For four Thursdays a year, every year since (except for 2020), the much-loved summer festivalhascontinued.

Craig grew up in Dearborn Heights and South Lyon, but he and his wife Megan choose Milan as their home After high school, Craig attended Central Michigan University, where he earned a degree in Education. He was teaching in Detroit when he and Megan started a home-buying search. They explored more than 30 locations before finding the placetheywantedtocallhomeinEagleSprings

Teaching was something Craig loved, but he was intrigued by a job with a flexible schedule instead of a 9-5 He contacted a friend in the insurance industry and eventually established his own agency, Camden Insurance Group, LLC Craig misses teaching,especiallyhavingsummersoff,buthelovestheinsurancebusiness.

educating them about the complex world of insurance, which often feels like a foreign language.”

A few years ago, on an impulse, Craig attended a Milan Youth League (now called Milan Little League) meeting to learn about how his business could sponsor a team. He left that meeting as both a sponsor and as the VP Craig now serves as president of Milan Little League

One of the things Craig loves most about the league is the level of community involvement

“Every year, it seems like we won’t have enough coaches. Every year parents step up.”

Craig and Megan are the proud parents of a three-yearold daughter, Evan As an IVF family, Craig says they feel very lucky. Last year, they had one embryo left and were faced with the decision of trying for another baby or donating the embryo to science. This July, they will welcome a new baby boy into their family.

The charming small-town atmosphere of Milan is something that Craig and his family truly appreciate They also cherish the growth they have observed in our community over the past decade and take pleasure in supporting our local businesses

Craig hopes that more young families will choose Milan as a place to call home and to raise their families, just like he and Megan did.

Craig has been to 16 major league baseball stadiums and has a goal of seeing them all

Following the death of his college roommate in their junior year, Craig helped to create the LaMott Smith Endowed Student Award at CMU

Meteorologist Alan Longstreet (Fox 2 Detroit) is a close friend and college roommate of Craig.

Craig has a 4-year-old Golden Doodle named Rueben who has a serious case of FOMO --he’s a Covid dog.

Craig met his wife Megan at Central Michigan to attend a football and a Mt Pleasant every year

MARION ROYAL

Girl Scout, community servant, aspiring author, and music theatre lover

Marion Royal’s passion for service started at an early age She was still a baby when she attended Moving Milan Forward meetings with her dad. Service is something that is innate toMarion.Bothofherparents,RachelandRyan,areactiveincommunityservice.

A fourth grader at Symons Elementary School, Marion has been a dedicated member of the Girl Scouts for three years, participating in numerous community service initiatives Recently, Marion’s troop helped to identify warming centers in Milan for those in need duringextremeweather.

Camping, making new friends, and doing good things in the community are what Marion lovesthemostaboutbeingpartofGirlScouts

Marion also volunteers outside of Girl Scouts, often taking her own initiative to do good deeds When the weather is nice, she spends a lot of time picking up litter She is astounded by the amount of trash people toss out of their cars

An aspiring author/journalist, Marion recently had a newspaper article published in The Sun Times News and a poem she wrote about her family farm was accepted for inclusion in a book titled A Celebration of Poets. She also submitted a short story for a contest.

“I didn't win, but I still dream of becoming an author and illustrator when I grow up.” She is well on her way to achieving that dream. Last April, Marion had the opportunity to interview the CEO of Ford Motor Company, Jim Farley, on stage.

Her family has lived on the same farm in Milan for five generations

She is a 5th generation parishioner at Immaculate Conception Church in Milan.

She is a vegetarian, but her dad owns a BBQ business called Marion’s

Marion is inspired by music. “I love everything about Motown, especially the Temptations.”

She has more than 50 cousins who live in the Milan area

In her free time, Marion loves to read, write, draw, travel, and hang out with her cousins. She’s taken riding lessons from her great Aunt Nancy since she was five years old. During the summer, she completes an internship at the stablesandplayssoftball withtheMilanYouthLeague.

Marion recently discovered a passion for theatre, performing in the musical “Alice in Wonderland” at the Croswell Opera House She will return to the stage at the Croswell this summer, performing in “James & the Giant Peach” Marion also takes Musical Theatre classes at DanceXplosion

Something Marion loves most about Milan is its small size, making it easy to form new friendships. She offers this sage advice:

“Find an organization to volunteer with and bam -- you'll instantly make lots of friends!”
