MARCH ICE STORMS AND THE TRAIL SYSTEM

I

’ve ridden some of Michigan’s ORV trails over the years. They snake through the forests like hidden paths, connecting towns, cabins, and campgrounds in ways only riders understand. But when the ice storm hit between March 26, and 28, 2025, everything changed.

The storm tore through northern Michigan like a wrecking ball made of ice. Trees didn’t just bend—they snapped. Trails disappeared under a crushing tangle of fallen timber. It wasn’t just messy—it was dangerous.

I have friends who live in the areas hardest hit, and by the second day of the storm, some couldn’t even leave their homes without weaving through debris. When I checked the Michigan Department of Natural Resources website, the message was loud and clear: all state-managed trails in twelve counties were shut down. That included Cheboygan, Otsego, and Alpena—every destination riders flock to.

And it wasn’t hard to understand why. Entire sections of the trail were buried. I saw photos, and I saw it firsthand in the Atlantaarea ORV trails—what used to be winding dirt paths now looked like a logging yard. Some areas were so choked with trees, you couldn’t even walk through, let alone ride.

Cleanup started quickly. Crews from the DNR, the National Guard, and local volunteers got to work almost immediately.

Chainsaws buzzed through the woods day after day. Many volunteers stepped up—clearing branches, hauling limbs, and trying to restore what the storm destroyed. Unfortunately, most of that effort went toward clearing back roads and two-tracks just to restore basic access.

Even now, weeks later, many trails remain shut down or only partially open. And when they do reopen, don’t expect them to look the same. This kind of damage doesn’t just go away. It reshapes the landscape. You might ride a section this summer and not recognize a single turn.

The storm made something painfully clear: these trails are more fragile than we like to think. They’re not permanent. They’re just dirt and trees—vulnerable to the next big hit. The only bright spot has been how quickly people rallied to help. But there’s still a long way to go, and patience is going to be key for riders this year.

If you’re planning to ride, check the DNR trail closures page before you head out. The truth is, much of the trail cleanup hasn’t come from official channels—it’s been local riders and volunteers doing the hard work. The DNR seems to be focusing more on the state park system than the ORV trails, and they’ve warned that some routes might not reopen until snow season, if even then.

MISORVA recently met with a few state representatives to talk about the economic hit these closures are going to cause. The ORV trail network isn’t just about recreation—it’s a vital lifeline for local businesses. When out-of-state riders choose to go elsewhere, we risk losing them for good. If you’re a business owner, now’s the time to speak up. Contact your state reps.

Let them know these trails aren’t like a single park—they’re a corridor that ties entire communities together and fuels regional tourism. If you live in a metropolitan area with no motorized trails, contact your state representatives as well, tell them how vital the trails are to you and “Pure Michigan.”

olunteering for your local trail maintenance club comes with defined roles and responsibilities. You’ve got daily tasks to complete—whether it’s clearing brush, repairing signage, or hauling gravel—and you respect that your fellow members have their duties to juggle. Yet life has a way of throwing unexpected challenges at us: a surge in work from your day job, family obligations, or even a global pandemic can leave you feeling overwhelmed, like you’re on a sinking ship without a lifeboat. Unfortunately, burnout is all too common among volunteers.

The antidote? Teamwork.

FROM ISOLATED “GROUPS” TO UNITED “TEAMS” It helps to understand the difference between a mere group and a truly cohesive team. Picture passengers on a public bus: they share the ride but rarely interact, and each person departs at a different stop. They are simply a collection of individuals in the same place. In our club, we must strive to be like those athletes, aligned in purpose and coordinated in action. Join a club and give back!

POWERING SNOWMOBILING’S FUTURE

B

enefits of membership include events like this one, which allow us to travel to Washington, D.C., and discuss snowmobiling with our congressman. The American Council of Snowmobile Associations (ACSA) organizes this event annually. This year was my first time attending, and it was very enlightening. President Chad Vanbennekom, Legislative Chair Scott Burby, and BOD member Karyn Robare also participated.

Having four attendees was beneficial, as it allowed us to split into two groups and cover several meetings together. The event featured representatives from multiple states. We shared our struggles and victories, contributing to both education and learning.

Each year, snowmobiling receives funding from the Federal Highway Administration, which is set to expire in September 2025. Reauthorization of the Recreational Trails Program (RTP) was a key topic of discussion; these funds come from a portion of the gas tax that we all pay. The allocation divides as follows: 30% for motorized recreation, 30% for nonmotorized recreation, and 40% for diversified use, permitting applications for either designation.

We emphasized the need to reinstate RTP funding, derived from 18.4 cents per gallon from the Federal Highway Administration, which will expire in September 2026. We are hopeful that Michigan Congressman Jack Bergman will champion this bill in the House. Senators Amy Klobuchar (D) and Mike Risch (R) introduced the bipartisan bill S-811, which has garnered substantial support. RTP is crucial for both motorized and nonmotorized recreation, fostering state tourism. This bill aims to enhance the accuracy and transparency of RTP funding.

We arrived on Saturday, and Sunday featured a meeting of the ACSA Board of Directors (BOD). Updates included progress on the ACSA Future Leaders program for ages 21-30, which is launching a new initiative called Tid Bits aimed at engaging younger members. This would be an excellent program to introduce in Michigan as well! Within ACSA, two primary riding groups exist: Mountain and Trails. Each group hosts an annual ride open to anyone interested in participating.

The Trails Ride is scheduled for January 29-30, 2026, in Watersmeet, following a mid-week membership ride event partnering with the Indiana ride at Bay Mills Resort and Casino on January 27-29, 2026. The Mountain group will convene in West Yellowstone from February 18-22, 2026, at the Holiday Inn. Please call the office for more details.

Another relatively new initiative is the Snowbusiness calls held on the third Wednesday of each month. These virtual meetings are open to anyone interested in learning more; contact the MISORVA office for additional information.

Additionally, California may be forming a new snowmobile association, with 12,000 registered sleds in the state.

In other announcements: The Conservation Reserve Program (CRP) is a voluntary federal initiative in which landowners can contract with the USDA-FSA to remove environmentally sensitive land from agricultural production and replace it with conservation cover or pollinator crops. This program aims to reduce soil erosion, improve water quality, and enhance wildlife habitat. Participants receive rental payments and cost-sharing assistance.

Key features of the CRP include: - **Voluntary Participation:** Farmers choose whether to enroll their land.

- **Land Conversion:** Participants convert highly erodible cropland or other sensitive areas into conservation cover, such as grasses, trees, or filter strips.

- **Financial Incentives:** Farmers benefit from annual rental payments and may qualify for assistance with establishing conservation practices.

- **Environmental Benefits:** The program helps protect soil, improve water quality, and enhance wildlife habitats.

However, participants engage in long-term contracts, typically lasting between 10 to 15 years, which could pose challenges for winter trails in the future—something to keep in mind.

Among the speakers was International Snowmobile Manufacturers Association President Jarrett Smith. You may recall the last Yamaha sled raffle, which raised $165,000.

Proceeds will be directed to the ISMA Grant program, which MISORVA and other states apply for annually. Standard matching grants are $3,500. He also highlighted that manufacturers are continuing in their efforts to develop and investigate electric vehicle (EV) standards.

Arctic Cat has been acquired by Argo, which is a positive development for all manufacturers and the snowmobiling community. The federal hiring freeze still exists, though some exceptions have been made. Tariffs are likely to impact our textiles more than our vehicles, as the majority of clothing is produced overseas.

The Fix Our Forests Act aims to improve forest management on public lands, particularly regarding wildfire risks and forest health. It seeks to streamline environmental reviews, encourage community involvement in forest management projects, and enhance collaboration among agencies. We are continuing to monitor the Bureau of Land Management (BLM) policies to understand how they may affect our recreational activities.

Over a few days, they attended numerous meetings with congressional offices.

Talked about how important snowmobiling is to local economies, land access, outdoor recreation, and conservation.

These conversations gave them the chance to share their legislative priorities and strengthen relationships with lawmakers and their staff.

MISORVA NEWS BYLAW CHANGE ANNOUNCEMENT: ARTICLE XII - AMENDMENTS Section 1 ~ These bylaws may be amended by a majority vote of the membership at the annual or special meeting of the general membership. The voting may be conducted at such meetings, provided notice of such changes are provided to the members in the Association’s Newsletter or other approved publication at least thirty (30) days prior to such meeting.

As times change, our organization must evolve as well.

To enhance our effectiveness and better address our members’ needs, the Michigan Snowmobile and ORV Association (MISORVA) has proposed several bylaw changes designed to strengthen our structure and streamline operations. The MISORVA Board of Directors (BOD) has approved these modifications, and now it is up to the membership to ratify them at the Annual Meeting scheduled for October 4, 2025.

Restructured Board of Directors • Reduced size, increased focus: If approved, the BOD will shrink from 81 members to 18—two representatives from each district—ensuring dedicated, balanced decision-making that better reflects our statewide membership.

• District-based elections: BOD members will now be elected only by those who reside in their district, deepening the connection between leadership and local membership.

Officers Aligned with Home Districts • Local representation: Elected officers will hold their board seat in their district of permanent residence.

• Additional district voice: This change also opens the door for one more district-based seat, further amplifying local priorities at the board level.

Consolidated Executive Roles • Secretary + Treasurer = One: The Secretary and Treasurer positions will merge into a single role, streamlining executive functions, reducing redundancy, and improving the efficiency of our administrative operations.

New Committee Structure • Standing committees retired: All existing standing committees will be dissolved.

• Legislative liaison appointed: The president will designate a legislative liaison to work directly with officers and staff on governmental and policy matters. All MISORVA members are eligible for this role.

• Ad Hoc committees as needed: To maintain flexibility, Ad Hoc committees will be formed for specific projects or challenges and disbanded once their objectives are met.

Meeting Requirements •Minimum meetings: The revised bylaws establish a minimum of six BOD meetings per year, in addition to the Annual Membership Meeting, to ensure ongoing engagement and timely decision-making.

NEWS ARCTIC CAT RESTORES JOBS IN MINNESOTA (THIEF RIVER FALLS, May 8’*, 2025)

J

ust 2 weeks after Arctic Cat announces new ownership of the Thief River Falls, MN based company, new plans are starting to move the company forward.

Following the announcement in November of 2024 that Arctic Cat would be pursuing strategic alternatives, over 300 jobs within the Arctic Cat workforce faced immediate uncertainty. However, one day after the acquisition of Arctic Cat was announced, the new leadership group unveiled a 2026 snowmobile lineup, providing a huge sigh of relief to employees, family members, and a community about the future of the Arctic Cat brand.

Commenting on the subject, CEO and President of Arctic Cat, Brad Darling stated, “Once we got the keys, we knew moving fast was our only option. Having the ability to release a lineup of snowmobiles that offers new models and significant updates was the first step. Next, we are able to reengage the majority of our workforce of just under 500 employees, providing stability to our extended family.”

In addition to ramping up production at the Thief River Falls facility, the Arctic Cat engine facility in St. Cloud, MN will expand its workforce and continue to produce quality, top-tier engines for Arctic Cat products.

Dan Johnson, VP of Operations for Arctic Cat, provided insight into the company’s future plans: “We have been on a limited production run since the announcement back in November and there will be a ramp-up period for production of new Arctic Cat products. This will allow our supply base time to produce the quality parts needed to put this iconic brand back in the race. We anticipate production activities to begin late summer.”

The upcoming production of Arctic Cat snowmobiles, ATVs and side by sides later this year marks a significant milestone that many doubted would be possible. We know through the commitment of our employees, Arctic Cat is back to Share Our Passion with family, friends and outdoor enthusiasts for years to come.

NEWS MICHIGAN TECH’S CLEAN SNOWMOBILE TEAM TAKES FIRST PLACE IN SAE INTERNATIONAL COMPETITION

M

ichigan Tech’s spark ignition (SI) team claimed first place overall and first in the design category at this year’s SAE International Clean Snowmobile Challenge, at the World Championship Derby Complex in Eagle River, Wisconsin.

The team competed with two snowmobiles: one in the SI category and another in the compression ignition diesel utility snowmobile (CI) competition, where they earned second place. The CI category is currently being phased out. The 2025 competition featured 14 teams from across the U.S. and Canada.

Part of Michigan Tech’s Advanced Motorsports Enterprise, the SAE Clean Snowmobile Challenge team is a multidisciplinary, student-run organization focused on improving emissions, noise reduction, and performance of modern snowmobiles. Students lead every aspect of the team — from engineering and electrical systems to project management and finance.

eam Arctic is busy making their own plans for when the snow flies. The need to test yourself against the best is what drives many of us, especially anyone who has ever donned the Team Arctic colors. When asked about the upcoming race season, CEO and President, Brad Darling, stated, “Team Arctic has a rich racing history spanning over 60 years, and I am excited to announce that we are back with full support for the 2025-2026 season!”

INDUSTRY POLARIS DONATES MORE THAN $120,000 TO OFF-ROAD AND SNOW ORGANIZATIONS THROUGH ITS SPRING 2025 TRAILS GRANTS

P

olaris has supported more than 425 organizations through more than $3.5 million in donations since the program’s inception.

Minneapolis, Minn. – Polaris Inc. (NYSE: PII), announced it is donating more than $120,000 to off-road vehicles (ORV), all-terrain vehicles (ATV), and snowmobile riding clubs and organizations across the United States as a part of its TRAILS GRANTS program. For nearly twenty years, Polaris’ TRAILS GRANTS program has supported organizations and programs that promote safe and responsible riding, facilitate trail preservation, and help protect the environment and natural resources that are a part of the off-road trail systems.

“Local riding clubs and organizations are the heart of the riding community, many of them volunteering their time and resources to help maintain trails and promote responsible riding,” said Reid Wilson, President of Off-Road Vehicles, Polaris. “We are proud to support their efforts so riders of all types can continue to create memories outdoors with family and friends.”

Awarded twice annually, TRAILS GRANTS support the efforts of nonprofit organizations and local riding clubs who use the grant for trail development, maintenance projects, safety and responsible riding education initiatives, and other projects.

“Support from Polaris is a huge help as we work to maintain off-highway vehicle access in the rugged rainforest of Southeast Alaska,” said Ben Hughey, Executive Director of Sitka Trail Works.

“Renovating this multi-use trail system will allow more residents and visitors to enjoy the spectacular volcanic outer coast of Kruzof Island.”

“We are excited to partner with Polaris on this important project as volunteer trail ambassadors engage in peer-to-peer advocacy, sharing best practices, safe riding, and other OHV related information that will promote the development of more stewards on the trail,” said Brad Smith, Executive Director Pennsylvania Off-Highway Vehicle Association. “The commitment of Polaris to support responsible recreation in Pennsylvania is greatly appreciated.”

The following 13 organizations were named Spring 2025 TRAILS GRANTS recipients and received awards up to $10,000 each.

Sitka Trail Works (Sitka, Alaska): Help rehabilitate trails and repair bridges to maintain safe and enjoyable public access.

Sierra Buttes Trail Stewardship (Quincy, California): Aid in fire recovery along the Mt. Hough Trail and connecting routes.

Heart of Oregon Corps, Inc. (Bend, Oregon): Help support the Central Oregon Youth Conservation Corps as they complete conservation projects to maintain 20 miles of trails.

Pennsylvania Off-Highway Vehicle Association (Galeton, Pennsylvania): Help promote best practices for safe riding and trail stewardship.

Piney Rail Riders (Strattanville, Pennsylvania): Purchase equipment to build and maintain almost 24 miles of new trails created from a former railway line.

Washington State Department of Natural Resources (Olympia, Washington): Help repair trails and support future maintenance within the Walker Vally ORV area.

All other ORV rules and laws still apply, and the Recreation Passport is required where applicable.
