Coliban Water has been convicted and fined for discharging treated wastewater from the Kyneton Water Reclamation Plant to Snipes Creek at Edgecombe in 2019 in breach of its EPA licence.

Environment Protection Authority Victoria successfully argued in Kyneton Magistrates Court last Tuesday that Coliban Water must make a significant contribution to rehabilitating the damage it caused.

Coliban Water will pay $150,000 towards rehabilitating the ecosystem of the creek, which is a tributary of the Campaspe River, and will also be placed on a two-year bond and pay legal costs of $10,000 to EPA. Continued page 2.

Aim to stamp out GUILTY AND FINED Coliban Water convicted over antisocial behaviour Campaspe River pollution A KidzFlip program for Romsey could help trigger change for the town that has faced ongoing antisocial youth behaviour.

President of the Gisborne-based group Ged McLaughlin said the program had a proven track record for assisting young people to find meaningful connections within their communities.

Mr McLaughlin raised the idea at a policehosted community forum last month that attracted about 80 people keen to put an end to reports of vandalism and intimidation in their town.

It was identified at the meeting that the problem lay not only with local youths but others coming into the area.

"Empowering youth to succeed is the KidzFlip motto," Mr McLaughlin said.

"It's a proven program that we've been doing for years in Gisborne. I can't see why it wouldn't work in Romsey."

The youth-focused program offers a range of activities including gym, karate and other projects to keep youth mentally occupied.

Another successful program in Gisborne has been street art lessons where youth get to design their own skate deck.

"We're trying to revamp KidzFlip after COVID. It won't be the answer to everything but it will be a great thing for the youth," Mr McLaughlin told the Express.

Macedon Ranges Shire Council representatives said the council would work with Victoria Police to provide additional opportunities for community discussion and input and continue monitoring sites targeted.

"Council is in the process of installing more CCTV signage and investigating opportunities for additional cameras," a spokesperson said.

In December 2020, Coliban Water pleaded guilty to EPA charges of causing or permitting an environmental hazard and pollution of waters.

The court agreed to adjourn the matter until March 2, 2021 to allow EPA to complete an evaluation process consistent with the Inspiring Environmental Solutions Guidelines, which allows for court-ordered community projects to be funded.

Magistrate Patrick Southey found that, taking prior offences into account, Coliban Water should contribute to the EPA’s proposed program under the Environment Protection Act 1970.

The magistrate invited local landowners Kim Strawhorn and Huntly Barton to read aloud their victim impact statements to the court.

The farmers detailed considerable financial, physical and emotional hardship they had endured in order to protect their farms and livestock from the contaminated water.

"Being self employed I have lost countless hours of work and income, sleep and family time due to endless meetings and time contributed to dealing with this situation," Mr Strawhorn read from his statement.

"We have been made to feel that our reliance and the importance that we place on the Campaspe River is insignificant and that it appears more important for Coliban Water to have somewhere to dump the trade waste they cannot manage.

"It has been incredibly frustrating and made managing our own business a

nightmare.

"We were continually left with a total sense that there was a complete lack of accountability."

EPA CEO Lee Miezis said the court ruled that Coliban Water should not have allowed the discharge.

“Having pleaded guilty to doing so, it will now pay to help work with the local community to restore Snipes Creek for the benefit of that community,” Mr Miezis said.

“EPA wants local communities to know that we will fight for them in court, to get them justice and to seek ways to repair the damage that has been done.”

Coliban Water managing director Damian Wells acknowledged the breaches of the Environment Protection Act 1970 in relation to the operation of the Kyneton Water Reclamation Plant.

"We pleaded guilty and respect the decision of the court to order us to fund $150,000 towards local creek restoration works," he said.

"We recognise what happened in 2019 was unacceptable, and we are sorry for the impacts we had on downstream landowners, and the environment.

"In response to the operational shortcomings at the water reclamation plant, we have fast tracked a $17 million investment to upgrade the plant, with the Kyneton Solutions Project that is currently underway.

"The project will deliver a sustainable water reuse scheme that will help protect the Campaspe River, support local businesses and agriculture and serve the growing Kyneton community until 2040."

Firefighters Alex Pearce, Garry McKimm and Kath Wyatt were able to save the life of their friend and colleague thanks to an on-hand defibrillator and first-aid training from the CFA. “We had him in the recovery position. He then stopped breathing and the defibrillator couldn’t find his heartbeat. We had to give another shock and then he came back. He was in and out of consciousness.”

Woodend Ambulance paramedics and MICA paramedics from Daylesford shortly arrived on the scene to take over. They rushed Mr Selle to hospital by ambulance, where he underwent successful bypass surgery.

Mr McKimm, who works in construction, said he was grateful to have regular first aid training through the CFA and his work, and to have had trained people on the ground with him.

"They say the MCG and shopping centres are the best place to have a heart attack and we think the fire line is probably pretty good too because people at the fire

ground have got first-aid training," he said.

Fellow members assisting Mr Selle were Spring Hill Brigade's Kath Wyatt, Glenlyon Brigade's Russel Newton and Daylesford Brigade's Alex Pearce.

“It’s amazing how the training just kicks in. We knew we couldn’t lose him… We just let the training do its job and it was just: go, go, go,” Mr McKimm said.

“I didn’t get a chance to see much of the fire. Members were working to bring that under control quickly. We were very fortunate there was no loss of life in both cases.”

Spring Hill firefighters have saved their captain’s life after he went into cardiac arrest on the fire ground.

Brigade Lieutenant Garry McKimm said members were fighting a small fire in a caravan attached to a house at Glenlyon last month when Captain Scott Selle collapsed.

"I was talking to the captain when he said he was feeling a bit faint and soon after collapsed into my arms".

While firefighters were fighting the blaze, a small team had assembled to assist to Mr Selle - an ambulance on its way.

“We called for the first-aid kits and within a couple of minutes we were able to get the defibrillator onto him. We brought him back in under three to four minutes. Getting the defibrillator to him early was a big game changer for us,” Mr McKimm said.

The iconic Midland featuring balcony with lavish flourish of yesteryear lace ironwork, framed by resident handsome established palm tree, is the face that greets all alighting at the town's railway station.

And so it was that the Midland Express could not resist the urge to investigate.

A quick roadside conversation with members of the scaffolding team ensued.

Next up - a chat with Midland owner, the inimitable Mauro Zappulla, revealed that, indeed, a balcony restoration is impending.

"It's always been nagging me as something that needed to be done," Mauro says.

"We've been here for 40 years and the balcony has been closed and hasn't been used for about 20 years.

"We're raising the balustrade to a legal height - because people are getting taller and we're totally replacing the floor with a new floor - and repainting."

"What will happen to the lace ironwork?" your correspondent wondered.

If sale of the land is approved by Council, the land will be sold by private treaty through Real Estate Agents appointed by Council. An anticipated sale timeframe is not yet known. Prior to accepting any offers, Council will obtain an independent valuation in accordance with section 189 of the Act. "I'm taking it to the tip," replied Mauro (mischievously as it turns out) .... before adding "no of course I'm not!".

The Midland's much-admired heritage lace ironwork, he says, is in fact destined to receive some de-rusting treatment and repainting.

"I think the balcony is circa 1890," the establishment's current owner added.

"The building started out in 1879 as the Courts dining room, a single-storey structure, and then it grew and became the Castlemaine Coffee Palace.

"In the 1930s it was changed to the Midland."

The Midland Hotel was designed and built to provide a place to stay for travellers visiting Castlemaine and the near area and its name was changed from The Castlemaine Coffee Palace following extensive renovations to the art deco style in the '30s.

Mauro says building work for the Midland's balcony restoration will be carried out by a well-known local builder and is expected to occur over the next four months.

"It'll look pretty schmick. Don't worry," he adds.

Retro carriage now ready to roll

With it's bold retro livery and carefully crafted timbers, VGR's newly restored heritage refrigerator car is certain to turn heads as it gets rolling on the Castlemaine-Maldon tourist railway line for the first of many outings.

Restoring the extremely rare early 1900s railway car has been a labour of love for the Victorian Goldfields Railways' crew of young volunteers.

Now after months of painstaking work, the eye-catching end result is set to give railway and history buffs - and appreciators of impactful aesthetics - a visual treat as it gets out and rolling on the local VGR tourist line.

"This is a first for preservation," Fletcher Cole says.

One of the VGR's keen crew of young volunteers, Fletcher has played a particularly key role in the project, putting his carpentry skills to excellent use while completing the final remaining units of his formal carpentry studies through Box Hill Institute of Tafe into the bargain.

"No one's ever attempted a heritage livery like this before and it's certainly creating a lot of interest," he says.

"We've completely re-timbered it, reroofed it, given it essentially a full mechanical overhaul, and then we've added signwriting in an old heritage livery, which hasn't been seen since the '50s or '60s."

"There's been about 10 of us that have worked on it, on and off over the last six months," Fletcher says of the unique res-

The rare railway car can now be used for the VGR's train driver experience program, and as part of special trains run by the tourist railway.

"People will just need to keep a look out on the line when driver experiences are running," Fletcher says.

"They can run anytime. It could be out a couple of times a month."

Another of the young volunteers to have worked on the project, Castlemaine's Adisson Chapman doesn't hesitate when asked what he's enjoyed most about the project.

"The finished product," he says.

"We spent about two years talking about

doing it."

"This has got to be one of the best looking and presented heritage goods wagons operating anywhere."

VGR workshop supervisor and chief mechanical engineer Mick Compagnoni says it's hoped these sorts of restoration projects can now be applied across the VGR's entire collection.

"Having this T-van taken back to its current state now reflects the period within which this railway is trying to operate, which is as the Victorian Railways in the 1950s," he says.

"It improves the overall look of everything and slowly, slowly we hope to be able to have everything restored like this."

Cool Changes - Romsey and Lancefield

Rooftop solar systems in the Kyneton district will operate better following an intensive program of works by electricity distributor Powercor over the next two months.

Targeting areas with high levels of rooftop solar penetration, the Solar Hotspots Program will improve export capacity and reduce tripping of solar systems that can otherwise be caused by voltage issues when excess solar is exported into the electricity network.

General manager of electricity networks Mark Clarke said the rate of new applications for solar connections had more than doubled in the past 18 months, resulting in 21 per cent of customers now generating a total of 580MW of electricity.

“In the hotspot areas, greater than one in three homes has solar connected so our program of works is important to helping these customers make the most of their investment,” Mr Clarke said.

“We recognise the future of energy is being driven by customer choices and we have a big role in enabling them.”

In association with this work, Powercor has also reviewed the technical assessment used to guide export agreements with customers. This has been updated to take into consideration all network upgrades and aims to enable at least 80 per cent of new solar export applications to export 5kW. Powercor will invite some currently constrained solar customers to apply for a new export agreement.

“We do not prevent customers from installing rooftop solar but we have a responsibility to all our customers to make sure any excess electricity is safely exported into the network,” Mr Clarke said.

Solar exports can affect the quality of power supplied by electricity networks because by injecting electricity, they impact on voltage. This potentially impacts other customers including those without solar.

During the solar hotspot programs, some customers may experience planned outages to allow crews to safely conduct their work. Powercor will directly notify customers well in advance of any planned outages.

Eve Lamb Litter along local roads and in public places is a pet peeve for Castlemaine local Bill Wiglesworth.

He wants to see container deposit legislation introduced in Victoria as soon as possible.

For this reason Mr Wiglesworth is among locals quick to welcome the state government's plan to introduce a container deposit scheme by 2022-23, enabling community groups or individuals to swap empty cans and bottles for cash.

"But it would be nice if they could implement it sooner," Mr Wiglesworth said.

He has long campaigned for container deposit legislation to be introduced in Victoria as it already exists in all other Australian states and territories - except Tasmania where it's also planned to be implemented next year.

"Because in the meantime this keeps happening," the local anti-litter campaigner says indicating a boxful of recyclable waste that he personally collected in recent days.

"This is from a 15-metre section of the Pyrenees Highway near Chewton - and there was plenty more there as well."

In recent days the state government publicised its wider investment of $100 million to strengthen Victoria’s waste and recycling industry and help create a circular economy.

As part of this, the state's Energy, Environment and Climate Change minister Lily D'Ambrosio announced $20 million to support rural and regional councils introduce a new four-bin recycling system separating household waste into rubbish, recycling, glass and green waste.

"We are revolutionising recycling across Victoria. By separating household waste into four categories, we're making the most of the material and making sure we reduce the amount of rubbish going to landfill," Ms D'Ambrosio said.

The funding is open to 48 rural and regional councils until March 26 ahead of the new four-bin waste and recycling system expected to have become standard for Victorian households by 2030.

A Mount Alexander Shire spokesperson told the Express the council was working through the grant requirements - "to see if they are applicable to our requirements".

"We welcome the opportunity to apply for funding through this program, noting that we are looking at developing our Castlemaine Transfer station site," she said.

Illegal puppy sales flagged in Ranges

Investigations are underway into alleged sales of puppies in public place across the Macedon Ranges, Mitchell and Whittlesea shire areas.

RSPCA Victoria's Major Investigations Team is seeking information from the public on the alleged puppy sales near schools, service stations and car parks.

The breeds reported have included Bull Terriers, Great Danes and Kelpies, some of which allegedly required veterinary treatment soon after purchase.

The sale of animals in public places became illegal with the Domestic Animals Amendment (Puppy Farms and Pet Shops) Act 2017, which which aims to better regulate the sale of dogs and cats.

The Domestic Animals Act 1994 specifies that dogs and cats must be sold from either a registered domestic animal business, from a private residence or sold at a place where an animal sale permit is in place.

RSPCA Victoria's Inspectorate Team Leader - Major Investigations, Lisa Calleja, said that compared to previous years, a higher number of reports related to the sale of animals in public places had been received during the pandemic.

"High demand for pets during the pandemic meant many Victorians sought alternate sales channels and unknowingly purchased animals from illegal businesses that sell animals from public places to hide the location of their operations," she said.

"The subjects of RSPCA Victoria investigations are often sophisticated networks that use covert methods so our Inspectorate team relies on the public for information that may assist with investigations.

"Significant investigations and successful prosecutions do eventuate as a direct result of tip offs from the public so we encourage anyone with information to make a report. Sometimes things that may seem insignificant can be the missing element in an investigation."

Penalties can apply for individuals or body corporates who sell dogs and cats from a public place. Individuals could face a maximum penalty in court of $4,835, while body corporates could face a maximum penalty of $24,178.All reports made to RSPCA Victoria's Major Investigations Team must be lodged via rspcavic.org/services/tip-off or by calling 9224 2222. Facebook messages and emails through unofficial channels do not constitute an official cruelty report.

Ranges saves tonnes from landfill Macedon Ranges residents have helped save 8492 tonnes of organic waste from landfill since Macedon Ranges Council’s four-bin service was introduced last year.

The new Food Organics Garden Organics bins were rolled out last February and the organic waste collected has been turned into nutrient-rich compost used on farms, parks and gardens across the state.

When compared with last year, the council says this move has resulted in a reduction of 24,967 tonnes of CO equivalent in greenhouse gas emissions.

“This would save the equivalent emissions as produced by providing electricity to 4227 houses for one year using fossil fuels or the equivalent saving of removing 5394 cars off the road,” a council spokesperson said.

The council says its new glass-only bins have saved 1973 tonnes from landfill which has been used in Victorian roads and construction.

While Macedon Ranges celebrated its one year milestone in waste, Minister for Energy, Environment and Climate Change Lily D’Ambrosio announced $20 million in

state funds for upgrades to transfer stations to improve processing of glass and organics in regional and rural areas.

Hepburn Shire Council Mayor Lesley Hewitt welcomed the news, stating not all councils were positioned for a four-bin service.

“If we were successful in securing some of this funding, we could facilitate the necessary improvements to transfer stations to establish drop-off collection points for separated glass and organics,” Cr Hewitt said.

“For regional council such as Hepburn Shire, our dispersed population and the distances between our townships means having four household bins is not always practical or comes at a significant cost.”

Macedon Ranges Council says FOGO will be rolled out to its remaining townships and rural areas at the end of this financial year. Affected properties will receive a letter by post regarding upcoming service changes.

Two Woodend sporting clubs are teaming up to host a family day to showcase the many wonderful activities and products available in and around the town.

The Woodend Discovery Day is the result of much planning by Woodend Hanging Rock Petanque Club and Woodend Pony Club who are joint occupants at the old Woodend Racecourse in Forest Street, where all the action will take place.

"It’s time we made everybody aware of what really happens in this wonderful place," says John Pizzey, spokesperson for the Petanque Club.

Their aim is to showcase the wide range of lesser-known benefits and products available to the village residents and surrounding areas in the Macedon Ranges.

They say sports like football, cricket and basketball are well known in the area and are well represented with some outstanding clubs, but little is known about the sport of petanque, nor the range of activities run by the pony club.

Similarly many people have not discovered some of the wonderful smaller vineyards, boutique distilleries and cideries operating close to the Woodend, even the local craft brewery is relatively undiscovered by many.

The Discovery Day aims to show everybody just how wonderful these features and many more are.

There will be a petanque tournament running for spectators interested to discover just how skilful is this strange sport with its French origins, and the club will also be offering visitors to ‘Give it a Toss’ and try out the game for themselves aided by skilled players.

The petanque tournament is against the Rootes Group Car Club who will be exhibiting a collection of their vintage cars. It's a chance to discover a bygone age of automotive beauty.

The pony club will have an exhilarating show happening that will be very interesting for all ages, and children can ride a pony and play with animals in the mobile farm. A jumping castle will also provide hours of entertainment!

People can discover fantastic wines from some of the area’s best small vineyards, some unusual and really exciting products from a local boutique gin distiller, craft beers and ciders from local producers, and of course some wonderful food to go with it. They’ve even secured the best coffee van in the state!

While all this is happening you can listen to great music featuring ‘The Rockin Rebels’, one of the region's best bands.

The main aim of the day is for people to have fun while discovering a little more about Woodend, so get along to the Old Racecourse Reserve on Sunday March 21 and be part of the fun. It’s not expensive at only $5 a person or $10 for families, and there’s plenty of parking! You’ll have a great day discovering some fantastic and lesser-known aspects of Woodend.

A fungus lover’s foray into foraging Interest in foraging for wild food is on the rise, and magnificent mushrooms are very much on the menu.

But if you’re gathering your own, you’ve got to get it right. From the right knowledge and equipment, to following a foragers’ Code of Practice.

With fungi being incredibly diverse, delicious (and sometimes deadly) a new book from CSIRO Publishing – Wild Mushrooming: A Guide for Foragers – delivers expert advice on best ways to go about finding, identifying and collecting the right mushrooms … as well as a mouth-watering selection of recipes to enjoy too.

Nature Stewards opens

Open-air wine and food festival returns Bendigo’s winemakers are taking over Rosalind Park for two days this April with the return of the Strategem Bendigo Winemakers Festival.

Postponed in 2020 due to the coronavirus pandemic, the festival is bringing back a whole lot of local wines, delicious regional food and live music to Bendigo on April 17-18.

Rosalind Park, in the city’s centre, is transformed into an openair wine and food festival for a fun filled day.

Bendigo Winegrowers Association President Wes Vine invites everyone to join in the celebration.

“The festival has something for everyone – handcrafted wines from the Bendigo region, as well as vendors with regionallysourced food and a full program of live music,” says Wes. “Our winemakers are looking forward to welcoming everyone back after being forced to postpone last year.

“We’ve split the weekend into two events as numbers are limited due to COVID-19,” says Wes. Saturday April 17 is for ages 18+ with Sunday April 18 open to

all ages. Tickets are on sale now from bendigowine.org.au and include entry, a souvenir wine glass and all wine tastings.

Nature Stewards will introduce participants to Victorian and local nature and show ways to take action for the environment.

This program will allow people to discover more about their local environment, connect with others in the community, and learn how to volunteer for nature at home, online, and in the community.

Macedon Ranges Shire Council have partnered with Melton and Hume shires to host the Nature Stewards Program, run by non-profit organisation Outdoors Victoria.

The Nature Stewards program will run between April and June; and includes 10 class sessions of three hours, and four field sessions of four hours.

Participants don’t need to have experience in environmental care or work - anyone over the age of 18 with an interest in learning more about the local environment is encouraged to join up.

People who are keen to learn about the environment and potentially consider incorporating this knowledge into a community group are also encouraged to apply.

There will be rotating class and field venues around Hume City Council, Macedon Ranges Shire Council, and the City of Melton. Macedon Ranges residents and the wider community are invited to apply.

Residents of Hume City Council, Macedon Ranges Shire Council, or City of Melton can enter the program at a cost of $175 full fee and $45 concession. Nonresidents of those shires can enter the program at $350 full fee and $90 concession.

Applications are open until March 21.

Report to address wildlife trauma

New partnership

A new group of local leaders has been appointed to serve the Loddon Campaspe Regional Partnership’s next four-year term.

An extensive recruitment campaign has seen David Richardson re-appointed as chair of the group and he will be joined by diverse and high-calibre group members from sectors that include education, health, business, agribusiness, manufacturing, social services, tourism, resources, and regional development.

Rhonda Chapman has been appointed deputy chair of the Loddon Campaspe Regional Partnership. Other members include: Jessica Kelly, Kyle Hayes, Leah Taaffe, Mark Morley, Mel McCarthy, Robert Musgrove, Rodney Carter and Tricia Currie.

These community members will be joined by local council CEOs, Regional Development Australia representatives and senior Victorian government officials.

“I am really looking forward to getting together with new and returning colleagues on the regional partnership committee to get

started on the next four years of advocating and achieving for communities and business in Loddon Campaspe,” Mr Richardson said.

The role of the partnership is to ensure their communities have a greater say about what matters to them and that their voices are heard by government.

“The regional partnerships are incredibly important to the government and the communities they serve – giving locals a direct way to advise on the issues that matter most to them will continue to help get what they need,” said Mary-Anne Thomas, Minister for Regional Development.

The Loddon Campaspe Regional Partnership was instrumental in establishing the region’s Healthy Heart of Victoria initiative, addressing preventable disease by enabling more people to become more active more often.

Solutions to reduce wildlife carnage on Macedon Ranges’ roads are expected to come from a shire council report in October.

Wildlife road trauma was flagged as urgent at the council’s meeting in September following complaints from residents in Riddells Creek, Gisborne, Cherokee and Kerrie.

An increase in wildlife road trauma in some areas has been attributed to new road users unfamiliar with the wildlife in the area as the region grows, and changes to animal habits such as movements for food and shelter.

While some have called for lower speeds on rural roads and unsealed, road speeds need to meet Regional Roads Victoria guidelines.

Additional animal signage on roadsides to alert drivers is deemed to be less effective over time as it becomes part of the general landscape.

Council officers will undertake a comprehensive operational report outlining opportunities to improve wildlife safety on council-managed roads across the shire.

Council officers will also consider wildlife road safety as part of the upcoming Road Safety and Mobility Strategy.

New arts award

The Zonta Club of Kyneton, at its International Women’s Day dinner last Wednesday, launched a new and exciting club award – the Arts Achievement Award.

The award has been created to encourage young women in the Macedon Ranges region to continue their creative arts studies during their secondary studies. The successful applicant will be awarded $400 to support their ongoing studies and provide opportunities to pursue further artistic talents.

Applicants must be aged between 16-19 years of age, currently enrolled in secondary studies in a creative arts area and live within the Macedon Ranges Shire Council area.

Applications are now open. Closing date April 26.

Power move could save The Macedon Ranges could benefit from the state government’s expansion of the Community Power Hubs program.

The program is offering more than $3.3 million in grants to community organisations to establish hubs across metropolitan Melbourne and regional Victoria.

Local MP Mary-Anne Thomas said the program would play an integral role in bringing community-owned renewable energy projects to life in the region.

“The community owned and operated hubs will help drive investment in regions like ours, while creating jobs and reducing energy bills,” she said.

“I encourage local community groups in all corners of Macedon to come together and take advantage of the program.”

Each hub will be led by a local not-forprofit or social enterprise organisation and will bring together organisations from across the region to work together to deliver community projects.

The hubs will provide the resources, expertise and start-up funding required to successfully develop projects such as solar panel installations on community facilities and solar bulk buy programs for local businesses.

Huge plant sale

The Kyneton Horticultural Society will be hosting a huge plant sale on Saturday March 13 from 8.30am to 1pm in the grounds of the Kyneton Uniting Church; 54 Ebden Street, Kyneton.

There are hundreds of very reasonably priced plants to be had, all grown by its members. Perfect timing for autumn planting.

Gisborne has received $130,000 to deliver several improvements to expand the garden's living plant collection, and for the installation of an automatic recycled water irrigation system.

Malmsbury Botanic Gardens has received $50,000 to upgrade the current manual irrigation system to an automatic system.

The system will maintain and improve plant health, ensure efficient delivery of water to trees at a more desirable time, and improve visitor experience of the gardens during summer months.

Macedon MP Mary-Anne Thomas said most of the gardens to receive funding in the Growing Victoria's Botanic Gardens program's second round were located in rural and regional Victoria where they made a significant contribution to the local tourism industry.

"The Gisborne and Malmsbury Botanic Gardens are well loved by Macedon Ranges locals and visitors alike and this funding will help to make it an even better experience for everyone," she said.

"2020 has reminded many Victorians of just how important nature is for our health and wellbeing."

Macedon Ranges community groups and organisations have access to increased funding through the shire council’s Community Funding Scheme and Events and Festivals Grant Program for 2021-22.

Mayor, Cr Jennifer Anderson last week announced $80,000 in additional grants streams to support local community groups during the pandemic.

“With the knowledge that everything can be just that little bit harder to arrange though COVID restrictions this year, the council is also offering the ability to apply for funding to support your event, project or activity to be COVIDSafe as part of the 2021-22 Community Funding Scheme and Events and Festivals Grant program,” Cr Anderson said.

Up to $5000 is available to each eligible non-for-profit group or organisation based in Macedon Ranges Shire for: support to be COVIDSafe compliant, virtual events, online content, re-opening events for community facilities, reactivation events to get clubs and groups back together, alternative ways of holding events, bringing people together, and social inclusion.

Healthy dams for habitat

'Healthy dams for habitat' is the subject of the first of Connecting Country's 2021 autumn workshop series.

The free online event will be hosted by local wetland specialist Damien Cook and will feature a presentation on how to create and improve dams to supply clean water and habitat for a variety of native plants and animals.

The event is part of Connecting Country’s 'Healthy Landscapes' project, funded through the Australian Government’s Smart Farms program, and aims to help our local farmers and other landholders to manage their land sustainably for the benefit of wildlife, primary production and the broader landscape.

Connecting Country will also develop a Healthy Landscapes guide book, especially targeted to the Mount Alexander region of central Victoria, and deliver two further educational workshops for landholders on sustainable land management.

Connecting Country’s engagement coordinator Ivan Carter said the workshop would allow landholders and the community to hear from a very experienced wetland specialist on how to improve the quality of the water and the biodiversity around dams and ponds.

"We are thrilled to have Damien presenting this event. He is extremely engaging, and his knowledge of wetlands and aquatic plants is outstanding," Mr

Carter said.

Dams are essential infrastructure for many farming operations, providing water for livestock and irrigation.

Improving the health of your farm dams can provide higher quality drinking water for livestock, improve farm productivity, and provide habitat for a wide variety of native wildlife.

Unfortunately, most of our region’s natural wetlands have been intentionally drained or inadvertently drained when disturbance caused gullies and waterways to erode. The few remaining wetlands are often degraded by poor grazing practices.

However, there are thousands of farm dams across our landscape. With appropriate management, these dams can help restore biodiversity by providing muchneeded wetland habitat for native wildlife.

In the round The Macedon lineup will be headlined by artists including Kerryn Fields.

Sharing stories, thoughts and memories handed down from generation to generation.

Performed live and in the round, each show features special guest musicians and singers in never-before heard trios and duets.

Well-known artists will be partnered with lesser known yet exceptionally talented younger artists and backed by the Row Jerry Crow band, which is made up from some of this state's most iconic musicians.

The concert and its resultant album was the concept of Row Jerry Crow’s mandolin/ songwriter Craig Johnston (AKA Delsinki) and fiddle player John Kendall.

“In a world that seems to be at each other’s throats every other second, and not listening to each other, we wanted to create a musical message that would inspire everybody to stop and reflect on what is important in life," Delsinki said.

"Putting our heads together we thought we'd get our eclectic bunch of mates all together in one room and show the connection artistry that comes from music. We got an incredible response.”

Delsinki has performed at Macedon's Railway Hotel pre-COVID with Brooke Taylor supporting Tim Rogers and describes the venue as a fantastic performance space.

"It will be slightly different for what we're doing because we'll be in a circle in the centre instead of on stage, depending on ticket sales," Delsinki said.

The Macedon lineup will be headlined by Kylie Auldist, Freya Josephine Hollick and Kerryn Fields, plus Hamish Davidson from the Davidson Brothers.

I wish to raise my concerns about the 'Community Assembly' that is being tasked with developing a vision for the entire Macedon Ranges, the results of which the council will be pressured to implement.

I am told this 'New democracy' has been imposed by recent changes to the Local Government Act by the state government.

The process involves a consultant handpicking 25 people* who are then subjected to indoctrination over several days by 'experts' selected by the same consultant. Not only is there no way that a group of 25 can

Consider the animals L. Maynard, Castlemaine As a regular substantial donor to Mount Alexander Animal Welfare, I am writing in regards to some questions that need to be answered by the current MAAW committee.

1. Why is the MAAW op shop open only two days per week and the manager is being paid a full-time wage with two paid assistants?

2. Why is the shelter installing 11 cameras? Ludicrous – vital funding for animal welfare and support.

3.Why is money being wasted on lawyers? Money that is donated is for animal welfare, support and care.

MAAW committee you state that a community vet clinic cannot be sustained, however you are wasting valuable funds.

PS. The op shop volunteers have always done a wonderful job and the shelter staff who have been sacked and shelter volunteers that have left – Thank you.

Where's the sense in that?

Glenda Fisher, Woodend Last Friday the speed limit on Black Forest Drive between Woodend and Gisborne was lowered from 90km/h to 80km/h without warning.

As far as I am aware there was no consultation with the local community in either Woodend or Macedon before this change was executed.

Who made the decision and when did they make it?

It beggar's belief that the speed was lowered on a well-sealed four-lane road, with adequate side run-off and clearly marked turning lanes at appropriate intervals, but we can travel at 100km/h on Ross-Watt Road into Gisborne on two lanes that are poorly surfaced and have no designated turning lanes or side run-offs. Where's the common sense in that?

If the council wants to consult widely on the vision for the Macedon Ranges, then I would encourage them to do so. However the 'community assembly' process is not consultation - it is manipulation. * This 25 were chosen from a highly biased group of 300 'volunteers'.

Pleasing that half of council have seen through the enormous marketing spin and rhetoric of Glen Junor proponents. They have the community’s thanks for showing responsible and ethical decision making.

The other half may need to refresh themselves with platforms they ran on only three short months ago with a reminder from who put them there.The fact remains that Gisborne does not want or need another thousand dwellings under whatever guise.

This is supported by council's own strategic studies and would be in contradiction with state policy for the region.

More spin post the council decision to call on the Andrews Government to step in is quaint. Andrews wouldn’t know where Gisborne was. And if by some miracle he did finally find the place, we have a lot more important local issues to discuss before cutting up a 500-acre horse farm.

Basic math says 1000 lots at $500K each is $500M. Nobody asked this question of the Willowbank disaster until it was too late and we cannot ever let that happen again.

Kick up a fuss Broke Shopper, Castlemaine Bad news Castlemaine. After reading Bernadette Mayne's frustration last week ('Get with the times', Opinions, March 2) I decided to get in contact with Woolworths to persistently enquire about their Castlemaine supermarket development.

I was informed by the property team at Woolworths that there is no development.

Woolworths doesn't have anything in the pipeline for Castlemaine, there are no plans to build a supermarket - according to their own staff.

So, it seems this supermarket we have all been waiting around for, has successfully been disappeared. We're all sick and tired of paying through the nose for groceries in Castlemaine and there's more of us than there are the small minority who want to stop the competition. Time to kick up a fuss, I say.

My office continues to receive many complaints from residents across the electorate, particularly in Macedon Ranges, where in many areas it is almost impossible to get connected.

Since the coronavirus pandemic hit last year, my office has been inundated by hundreds of people across the shire trying their best to work from home, run their own small business, help their kids with remote learning, conduct telehealth appointments and a whole range of communications tasks that should be easy in a developed country such as Australia.

But this was impossible for many due to poor telecommunications and internet.

Gisborne South is only 50 kilometres from the Melbourne CBD but is being treated like some far-off remote destination I’ve had plenty of people in the area tell me they’ve had better internet while visiting third world countries.

Residents in Gisborne South - where it is impossible for most to get a mobile signal let alone internet - have been told

the NBN has run out of time to finish their project.

Instead, there are 663 households which will not get a proper service and will be moved to the too hard basket.

Their only option now is the slow and data limited NBN satellite. This is simply not good enough; it’s infuriating.

It is really galling that the Morrison Government has already congratulated itself that NBN is delivered yet reports have emerged that the Coalition’s decision to dump Labor’s full-fibre NBN was entirely motivated by politics and not economics or the interests of Australians.

Reports with leaked figures reveal the Liberals knew back in 2013 that the original fibre rollout could have been delivered for tens of billions less than what they claimed publicly.

It does not show the exact altitude of the school and the proposed site of McDonalds.

I suggest that Chris jump in a car and go for a drive up the hill from the school, then down through a dip in the road, up a small incline, down around the roundabout over the freeway and then down the fairly steep hill to where the McDonalds is proposed to be built. Then turn around and see if he can see the primary school.

The Carlsruhe Cemetery Trust is seeking expressions of interest from suitably qualified members of the community who would be interested in becoming honorary trust members.

Cemetery trust members are appointed by the Governor in Council for a term of up to five years and are responsible to the Minister for Health for the proper and efficient management of the public cemeteries under the control of the trust, including the provision of future cemeteries services and the preservation of local history.

BE PART OF THE CONVERSATION The draft North Central Regional Catchment Strategy (RCS) is open for comment from 10 March – 20 April. The RCS sets the direction for natural resource management for the next six years. The draft is available at northcentral.rcs.vic.gov.au and we are encouraging comments via the online feedback form.

Building on previous conversations with the community, we are also holding drop-in sessions across the region, and one online, so the community can review and discuss the draft with the North Central Catchment Management team.

Being appointed to a cemetery trust provides successful applicants with a unique opportunity to develop their competencies as a board member. In addition, the Department of Health provides free governance training to all trust members.

Drop-in sessions are from 4pm-7pm. Registration is not required.

These sessions are in line with the North Central CMA’s COVID-19 Safety Plan, please stay home if you are unwell.

LADIES TOURNAMENT The Women’s Open Tournament on Thursday attracted players from various Dalhousie clubs, with the course in top condition.

The tournament winner was Yea’s Adrienne Anglin, a 15 handicapper, with 86 off the stick.

Best nett score came from Heather Jenkins (Marysville) with 87-20-67.

The B-grade gross winner was Woodend’s Veronica Sullivan with 93-25-68.

Best nett – Jan Pearson (Alexandra) 96-25-71.

C-grade gross went to Cheryl Payne (Woodend) with 102-30-72, and Flo Meyer (Lancefield) took the handicap prize with 102-31-71.

In the local club’s final of the Dorothy Hayes singles knockout final the previous day, Meyer defeated Lyn Murchison 4&3.

Robyn Stevens won the nine-hole event with 20 points.

The men’s midweek winner was Ron McLeod with 37 points, from Stewart Stevens 35.

Trentham golf It was men’s monthly medal day at Trentham on Saturday, with C-grader Peter Gainey successful.

He carded a fine 92-27-65.

The B-grade winner was Chris Campbell with 83-16-67, and captain Simon Overden topped A-grade with 70-2-68.

Mary Halsted took out the women’s medal with a nett 66, three clear of Terri OÇallaghan.

Rosie Hill was the B-grade winner with 69, from Jan Baczynski 72.

Over 70 players are expected to turn out at Trentham tomorrow for the president/captain’s guest day.

Woodend golf There was a three-way tie in Woodend Golf Club’s monthly medal event on Saturday.

The trio with nett 62s on the par 67 layout were John Chandler 86-24-62, Mick Keating 72-10-62 and Paul Whelan 71-9-62.

A play-off will be needed to determine the medal winner.

Talking point around the club is the legendary Grant Davies adding to his multiple number of hole-in-ones.

Playing at East Geelong on Saturday, the former left-hander who converted to righthand some months ago managed to ace the par 3 17th with a five-iron.

Runaway victory

Woodend golfer Danny Bellchambers (pictured) scored a runaway 10-stroke victory in the 27-hole Lancefield Open Tournament on Sunday.

Course knowledge from way back – Bellchambers is a former Lancefield champion – played a part in plotting his was round the par 72 course.

Bellchambers was delighted to accept the trophy and congratulations after carding 71, 36 – 107 off the stick.

Bill West The final of the Central Highlands men’s triples was alive until the very last bowl was played on the Kyneton green on Wednesday.

Two unbeaten sectional winners from Kyneton and Lancefield contested the final, and as anticipated the contest over 18 ends was close throughout.

On their home green, Jimmy Cooper, Darren Edmondson and Mark Smoljo (s) led 6-2 early, before Lancefield’s Phil Shaw, Michael Linehan and Aaron Young (s) fought back to lead narrowly.

After 14 ends it was still anyone’s game, with the standard of bowls going up. Successive dead ends by the respective skippers prolonged proceedings. The Kyneton trio held multiple shots only to see Young draw shot on the 17th end, and then play the shot of the match when two down to drag the jack 2.5 metres to end up close to Shaw’s first bowl.

Smoljo’s final bowl was brave and on line but just rolled through, with Lancefield securing a 15-13 victory.

Congratulating both teams before medal presentations, CHBD director Sue Holmes described the match as "a very riveting game of bowls".

There was plenty of drama in the two Central Highlands pennant bowls division one semi-finals on Saturday, with Lancefield’s late surge overcoming Kyneton, and Kyneton Golf eliminating a brave Romsey by three shots with the outcome alive to the final bowl.

Now the stage is set for a knockout preliminary final between arch rivals Kyneton and Kyneton Golf on Saturday, with Lancefield awaiting the winner in the grand final.

There were plenty of smiles around Trentham Bowling Club on Saturday night, with its two sides advancing straight into the division two and three grand finals.

Romsey’s division two side scored a 25-shots all fours up win over Gisborne – the biggest margin across the six semi-finals.

Ideal weather conditions and immaculate greens were just what the CHBD was hoping for on Saturday.

UP TO EXPECTATIONS The Kyneton versus Lancefield clash at Kyneton Golf, with the winner’s prize a grand final berth, lived up to expectations, with very little between the sides throughout. The

three rinks per club and 21 ends instead of 25 was a 'first' for division one finals.

There were some quality bowls, with heads changing constantly and spectators waiting for a decisive break either way.

It happened relatively late in proceedings, with Lancefield grabbing 5, 4 and 3 across the board to rock the reigning premiers and set up a buffer.

The Tigers had a big winner in Aaron Young rink, first off the green with a 14-shot margin over Andy McDonald; Jeff Holmes cut a big deficit against Peter Ryan back to eight.

Just four ends and the Tigers led by eight shots with Mark Smoljo (K) versus Peter Linehan (L) having the outcome in their hands.

Smoljo held seven shots on a long end but Linehan’s last bowl reduced it to three; five the difference with three ends left.

Lancefield immediately grabbed five shots on a somewhat scattered head and it was game over as far as winning was concerned.

The final tally was 71-62.

SEE-SAW BATTLE At Kyneton, it was Kyneton Golf versus Romsey – the Redbacks in their

first-ever final.

A more composed Golf made a strong start, with some Romsey players struggling for consistency; an exception was skipper Matt Brundell who was in great touch to remain in touch with the strong Graham Edwards quartet.

Trailing 35-13 overall, it seemed to be Golf’s semi-final to lose and to Romsey’s credit a comeback eventuated.

Early cheering and elation had been almost one way, and this reversed, with Cam Austin’s ‘7’ against Adrian Plowman and Danny Fortune’s rink taking control lifting the Redbacks.

In the end, Golf was relieved to win by three shots, with Fortune having a chance to gain five shots with his final bowl. All three rinks ended up being close.

While Kyneton has had Golf’s measure this season, bowls can easily turn around and both sides are looking forward to the preliminary final at Lancefield on Saturday.

Steve Mayger’s four won by 20 shots against Gisborne in a big performance, and now take on Kyneton Golf in the division two preliminary final.

Woodend worked hard to eliminate Romsey in division three and keep premiership hopes alive.

Finalists decided in CD CDCA DCA

It was a massive week of cricket in the Castlemaine District Cricket Association (CDCA) with the 20/20 grand final decider held at the Camp Reserve on Tuesday evening and senior sides battling out semi and preliminary final bouts on Saturday and Sunday.

The C Grade/Under 16 competition was also capped off with the 2020-2021 grand final decider at Cricket Willow. The highlights of the round were Hepburn C Grade cricketer Tyson Scoble's 106 not out run effort against Barkers Creek, Guildford B Grader Dave Webster's 106* runs against North Castlemaine, and Muckleford A Grade bowler John Watson's 6-29 haul against Barkers Creek. Results were as follows: A Grade In Saturday's semi finals Barkers Creek 9-188(cc) (S Smith 46, C McKnight 38*, J Newlan 31, D Semmens 29; J Watson 6-29, J Priest 2-31) def Muckleford 121 (M Meade 27; D Semmens 3-24, J Entwistle 2-27). In 2020-2021 the A Grade competition is contesting a 'Best of Three' grand final format with contenders Barkers Creek and Castlemaine United to battle out matches this Saturday and Sunday at the Camp Reserve from 1pm. The first side to win two matches will be crowned Premiers. A third

match is scheduled for Saturday March 20 at the Camp Reserve if the sides should win one game apiece this weekend.

9-212(cc) (T Scoble 106*, B Robinson 78*; N Anderson 3-24, C Woottan 3-33) defeated Barkers Creek 9-53. Barkers Creek's Nathan Anderson and Chaz Woottan claimed three wickets apiece but unfortunately the side could not get their run rate ticking over and fell short of the target set by Hepburn.

20/20 Series The grand final of the CDCA 20/20 series was also wrapped up last Tuesday evening with Castlemaine United 5-152(cc) (A Brasher 50, M McKimmie 45, C Aldridge 33*; L Hickman 2-15, J Brown 2-29) defeat-

ing Maiden Gully 9-69 (J Brown 25; N Kearton 2-4, C Aldridge 2-14, A Brasher 2-16).

Women's Final The Women's grand final will take place this Friday evening, March 12 and will see Harcourt take on Barkers Creek at Harcourt Recreation Reserve from 6pm.

Woodend causes cricket boilover Bill West Woodend climbed off the bottom of the McIntyre Cup cricket ladder by toppling third-placed Romsey on the eve of the semi-finals on Saturday.

And reigning premiers Gisborne, although not at full strength, were comprehensively beaten by flag contender Sunbury United. The Dragons now face top side Bacchus Marsh in a knockout semifinal.

The other semi-final this Saturday sees Romsey go to Langama Park to tackle Sunbury United, with much hinging on the fortunes of respective outstanding batsmen Ben Way and Dilan Chandima.

Against Woodend, opener Way was stumped by Ben Matchett for seven, and it was left to Chris Burkett 55 and Travis Stevenson 52 to carry the Redbacks to 162 all out. Young spinner Oliver Price captured 4-30.

Evergreen skipper Warren Else seized the opportunity for the Woodsmen, scoring 77 before being run out; three run outs kept Romsey in with a chance before Hamish McDonald hit quick runs in an unbeaten 33 to reach 6/163 with an over to spare.

Coach Greg Matthews would be entitled to feel pleased his side’s performance, while Romsey must put the loss behind them.

Chandima opened the season with a blaze of runs (537 for one dismissal in

four innings) and he was back to his best with an unbeaten 115 (five sixes, 10 fours) against Gisborne.

With fellow opener Damien Edwards scoring 61 and skipper Upul Fernando 49 (five sixes) from 27 balls, United put a formidable 3/243.c.c. on the board.

United’s tight attack put the pressure on, and once Mick Allen was dismissed for 36 it was a one-sided contest, with the Dragons out for 100 (Chandima 3-9, Wallace 3-26) In the remaining match, Bacchus Marsh 8/174 c.c. (Alex Porter 48, Taylor 40, Spiteri 37 n.o.) and Diggers Rest – Bulla replied with 8/114.

Macedon takes premiership Macedon won the U17 Girls’ cricket premiership on Friday evening, beating Gisborne by 37 runs in the final played at Tony Clarke Reserve.

By finishing on top of their respective ladders, Wallan (U14A) and Riddell (U14B) also won premierships to complete Gisborne District Cricket Association’s girls’ competition this season.

Coached by Rhys Lade, the Macedon team comprised Emily Wilkinson (captain), Millie Harrison, Isabella and Caitlin Shaw,

Eliza Patterson Lade, Hannah Lilford, Charli Large, Ella Pointer, Nina Harbinson and Tess Jackson.

Batting first in the 20 overs match, Isabella Shaw 34 and Patterson Lade 18 ret. gave the side momentum with eight boundaries.

Gisborne soon fell behind the required run rate, reaching 6/103 (Emily McDonald 39 not out) by the end of 20 overs.

Cox, Cox demolition

Outstanding performances with bat and ball by Matt and Leon Cox (pictured) catapulted Malmsbury’s division one side into the finals on Saturday.

Needing to win, Malmsbury showed no mercy to overwhelm finals contender Gisborne to finish third on the ladder, and earn a semi-final berth at Woodend this weekend.

Sent in to bat at Sankey Reserve, the Berries slumped to 2-20 with Ganim and Nolte dismissed.

The fireworks began when the Cox brothers took to the bowling, with a match-winning partnership of 171.s Matt smashed 126 and Leon 77, with Ben Donnelly contributing 46 in a formidable 8/287c.c.

Lee Veal, Matt McDonald and Sam McCaskill each took two wickets.

Gisborne’s batsmen were never in the hunt, bowled out for 112. McCaskill 39 and Corey Martin 35 tried hard but lacked support.

Matt Cox 3-9, Leon Cox 3-18 and Ryder Blizzard did the damage.

At the MCG, Malmsbury’s north grade side defeated Gisborne White, but missed the finals by three points.

The Gisborne side compiled 3/175 c.c. with James McGibbin carrying his bat for an unbeaten 88. Xavier Holt made 47.

Malmsbury lost early wickets but a career-best knock of 68 by Rilke de Podolinsky paved the way for a narrow win by the locals.
