Eve Lamb A new art project at Newstead will invite people to try their hand a portraiture, capturing the faces that make up the local community.

The Newstead Art Salon In Your Face Portrait project has just received $3000 in grant dollars through Mount Alexander Shire Council's latest community grants round with a series of 25 In Your Face portraiture classes now expected to start in July.

Local artist and Newstead Art Salon vice-president Bob Clutterbuck says it's expected that despite COVID-19 restrictions the new series can safely proceed to plan, culminating in a portraiture show as part of next year's Castlemaine State Festival.

"The COVID thing has made things a little bit uncertain but if it goes ahead as

planned we will run a series of drawing classes and possibly painting classes as well, all based around the idea of portraiture," Bob says.

"And the idea is for the people taking part to gradually build up an overall portrait of the town utilising the individual portraits of the citizens of our little hamlet.

"We'll do a series of 25 classes with probably a maximum of 10 participants, with social distancing, and we're planning to have the classes at the Mechanics Institute, which is a fairly big space."

The new series is expected to start in July with classes to be led by several of the area's accomplished artists.

Established artist and Art Salon committee member Ann Berg is among locals looking forward to participating.

"I think it's an exciting opportunity for local people to be engaged with the arts,"

Ann says.

While established artists are likely to be among the participants, Newstead Art Salon president Carol Porter says the classes will be suitable for anyone to participate in with the emphasis on acquiring new skills and no prior experience needed.

"It's also about people developing their own skills," says Carol who is well known locally for her screen printing artworks.

"We don't really care how good people are. We want to encourage anyone to start doing portraiture," adds Bob. The classes are expected to run weekly and to each go for about four hours' duration with local people encouraged to participate not just as artists but also as sitters for the project.

Spit roast sparks blaze Shopping centre knocked back

Fire spread from a spit roast on the back verandah to engulf a home in New Gisborne early Monday morning.

Residents in a duplex house in New Gisborne woke in fright to find their home on fire in the early hours of Monday morning.

Firefighters were called to the Monaghan Road address at 1.52am to find the rear verandah on the southern dwelling fully alight with flames spreading to the home.

The homeowners had alerted the rest of their family and evacuated the building, along with two occupants sleeping in the northern dwelling.

Incident controller Bevan Moody said that as breathing apparatus operators worked on the rear of the building the fire began to spread to the northern dwelling via the roof space.

"We managed to pull it up by using a ceiling hook to pull the ceiling down, to enable us to knock down the flames in the garage before it impacted the northern dwelling," Lt Moody said.

"Breathing apparatus operators entered the main building to search for any more occupants and to initiate the fire attack.

"By this stage the southern dwelling was 80-90 per cent involved so we decided to withdraw our firefighters for safety and continue an external attack."

Lt Moody said firefighters worked through the night to save the northern dwelling, which suffered only minor water damage to the roof space, but the southern dwelling was a total loss and would have to be demolished.

A council building inspector attended on Monday morning and a building surveyor was expected to conduct a final building report later that day.

Lt Moody praised the homeowners for alerting all family members and the two occupants next door to get out safely.

"If they had waited a matter of minutes we could have had a fatality on our hands," he said.

"The fire started on the back verandah from a solid fuel spit roast that was left on there from the night before.

"The home owner thought the spit roast was cool and out but from the winds picking up overnight embers from the hot coals landed on the timber of the deck and ignited the fire.

"Anyone cooking with any solid fuel barbecue should have it on a solid surface such as concrete and away from the dwelling, ensure you have a water source on hand and that it's fully extinguished before you leave it or go to bed."

Developers have been directed to 'go back to the drawing board' in a 10-year battle over a proposed shopping centre in the heart of Riddells Creek.

Last week Macedon Ranges Shire councillors refused to grant the applicant's second request for a two-year time extension.

Councillors called for a fresh plan for any development of the Station Street site, outlining significant changes to the planning scheme and town character over the past 10 years.

The proposal for a supermarket, 16 shops, café and car park was first flagged with the council in 2010 and was approved in 2013.

Residents' group Getting Riddell Right fought the plan on design grounds at VCAT but lost the appeal and a planning permit was issued in December, 2014.

Since then, there has been no evidence of work on the site and the applicant was granted an extension on the permit.

The applicant indicated financial reasons for the delay and at the council's May submitters committee hearing a representative revealed the site was up for sale.

During the time past, changes to the planning scheme include a town structure plan and recognition of Macedon Ranges as a distinctive landscape.

Macedon Ranges Planning Director Angela Hughes said the application had been assessed through fresh eyes against new planning controls and was satisfied to offer a further time extension.

But councillors challenged this view.

Councillor Jennifer Anderson felt enough change had occurred to warrant a fresh application to achieve a "much better outcomes for the site, community, and landowner".

"We've done a lot of work on neighbourhood character and the future aspirations for this community," she said.

"Ten years is a long time, even in the five and a half years since the permit was granted, the planning scheme has moved on, as has Riddells Creek."

She said the time lapse without evidence of work was indicative of the permit being warehoused, a notion also raised

by Cr Andrew Twaits.

"I think we should be discouraging the warehousing of planning permits. This has been extended once before," he said.

The applicant has a right of appeal to VCAT.

Chewton residents have contacted the Express to voice their anger about dirt bike riders causing "chaos" in the region and in particular desecrating the Monster Meeting site at Chewton.

Castlemaine Police said they had received multiple complaints about dirt bike causing issues at Albert Street Chewton, around Expedition Pass Reservoir, and three or four attacks on the Monster Meeting site (pictured).

Residents say the lockdown rules are being flouted and residents have been abused and threatened when they have approached the riders.

The Monster Meeting site has heritage protection and part of the site has been purchased recently by the state government and added to the Castlemaine Diggings National Heritage Park.

Senior Constable Grant Kendall said police had increased patrols in the area and if caught the young riders responsible could be charged with unlicensed and unregistered riding.

Anyone who has information that could help identify the offenders is urged to contact Castlemaine Police on 5470 4100.

5G rollout in Kyneton

Telstra has switched on 5G mobile coverage in parts of Kyneton following recently completed upgrades to its mobile sites.

Kyneton joins Ballarat, Bendigo, Geelong, Hamilton, Horsham, Mildura, Swan Hill, Wallan and Warrnambool as the regional Victorian towns and cities where the 5G rollout has begun.

The key benefits of the 5G network over 4G is that it will have more capacity, significantly faster speeds for uploading and downloading and less latency (the time it takes to send and receive a signal- important for things like real time activities like driverless cars and gaming).

To utilise 5G, people will need a 5G enabled phone, 5G coverage and a 5G mobile plan. If they move to an area where there is not 5G, their phone will revert to the next fastest technology i.e. 4GX or 4G. Telstra's acting regional general manager Marcus Swinburne said that in regional testing in Victoria they had been reaching speeds around 728 megabits per second.

(Real world experiences and speeds may differ from location to location).

"This is a game-changer for locals and businesses in Kyneton and will provide Telstra customers using 5G devices with higher speeds, lower latency and greater capacity, especially in peak times when the network can be at its busiest," Mr Swinburne said.

New tech for kinders

The Victorian Government is helping local kinders upgrade their facilities and purchase the latest technology ahead of the roll-out of funded universal three-year-old kindergarten.

Applications are now open for the $27.7M Building Blocks program, with grants available to upgrade or improve early learning facilities and grants for new IT devices.

The program is part of a $1.18 billion packaged for education infrastructure projects announced last Monday, which will build projects across Victoria, create jobs and kickstart Victoria's economy.

Local councils and not-for-profit organisations delivering funded kindergarten programs are encouraged to apply.

Grants of up to $300,000 are available for early learning facility upgrades, providing services with funding to help them renovate and refurbish their centres.

Organisations can apply for up to $50,000 for a minor improvement project for smaller scale works that will improve the quality of kindergarten services.

Grants of up to $1500 are also available for devices such as laptops, tablets and televisions to support the delivery of kinder programs.

Draft budget documents now open for comment Council’s draft Budget Report 2020/21, draft Council Plan 2017–2027 (Year Four) and draft Strategic Resource Plan 2020/21 are now on public display and written submissions are invited until Tuesday 30 June.

Council approves expansion plan

The draft budget is the short-term plan which specifies the resources required to fund Council’s works and services over the next 12 months. It includes the proposed rates and charges on rateable properties.

The draft Council Plan 2017-2027 (Year Four) is organised around five main priorities and is reviewed annually. It highlights the specific actions that Council will undertake during the 2020/21 year.

Hearing of submitters A Submitters Committee meeting will be held at 6pm on Wednesday 8 July to hear any person who wishes to make a verbal presentation in support of their budget submission. Each submission will be included in the agenda but submitters’ names and personal details will be redacted from the submissions.

Council will consider the adoption of the draft 2020/21 Budget, draft Council Plan 2017-2027 (Year 4) and draft Strategic Resource Plan 2020/21, with or without amendment, at its Ordinary Council Meeting at 6pm on Wednesday 22 July. This meeting will be held online, and livestreamed.

Playgrounds, skate parks reopen Playgrounds, skate parks and outdoor gym equipment in the shire are reopening, following the Victorian Government’s further relaxation of Stage 3 restrictions, imposed due to the coronavirus COVID-19 pandemic.

Plans enabling Harcourt's Blume Bakery business to expand can now proceed after receiving the green light at Mount Alexander Shire Council's recent May meeting.

The bakery had applied for the permit that would enable it to expand with a café liquor licence and on-site eatery offering woodfired pizza at its site on the corner of Victoria Road and Harmony Way. In its original form the proposal had drawn some objection from the community and councillors Dave Petrusma and Stephen Gardner noted that as a result of the objections, changes had been made to the original proposal.

Seven objections had been received, raising concerns about the impacts of the use and development on the amenity of the area, traffic and noise, having a licensed premises within a residential area, and the proposed operating hours, while 21 letters of support had also been received. The original application, lodged in January 2019 had included use of the land for functions however the applicant had since advised they are no longer seeking to use the land for that purpose.

As a result of objections the applicant had lodged an amended application in November 2019 with changes including limitations on operating hours and patron numbers.

"It was varied and many of the objections withdrawn," Cr Petrusma told the council meeting.

"The (bakery) business has already been running and if anything it will assist other businesses in Harcourt by bringing more people to Harcourt," Cr Petrusma said.

"This is probably to take it out of the realm of a home-based business. I look forward to seeing the business expand."

Calder ward councillor Tony Cordy moved in favour of approving the application and Cr John Nieman seconded the move.

Cr Cordy described the existing bakery as a "fantastic historic icon in the Harcourt community".

"This may well make the difference between it being closed down," he said.

"I believe this is a very good business and a good opportunity.

"I don't think it will harm the existing businesses in Harcourt at all."

Cr Gardner noted that the permit application in its original form had received some "rather direct feedback" before being amended.

The motion to grant approval passed with unanimous support from councillors present, while mayor Cr Christine Henderson was an apology for the recent meeting due to ill health. The Midland Express contacted the applicants for further comment but they declined at this stage.

Sports grounds in the shire are now open and Council will consider reopening other community facilities in line with government advice. We will advise when halls, libraries, gyms, Hanging Rock and pools will reopen as information becomes available.

ALDI on hold

Construction on the new ALDI store at Gisborne has been halted as the site’s aboriginal significance is investigated.

“ALDI, in conjunction with the Wurundjeri people, are assessing the cultural sensitivity of the land on which the Gisborne store will be built,” an ALDI Australia spokesperson said.

Construction began in March on the supermarket, which will provide 15-20 permanent and part-time jobs to the local community.

The spokesperson was unable to provide any further comment at this time.

Cellar door tasting back on the menu Cellar door operators are toasting their return in time for the Queen’s Birthday weekend following pressure on the state government to ease COVID-19 restrictions on the sector.

Yesterday wine tastings returned to the menu but doubt hung over the industry until Minister for Agriculture Jaclyn Symes threw a lifeline on Friday.

Ms Symes announced cellar doors could “offer free samples of produce to a seated customer to help the customer choose what to buy”.

Under the proposed plan, cafes and restaurants will be able to resume dine-in service with up to 20 patrons per enclosed space.

Those wineries with a restaurant or cafe will be able to sell alcohol by the bottle and glass, or sell a wine tasting experience if they are serving with a seated meal. They can also sell full bottles from their cellar doors for consumption off the premises.

Cellar door operators like Hanging Rock Winery were among those to welcome the news, back up operating at about 80 per cent capacity.

“To enable wine tastings is fantastic. Operating the cellar door is a huge part of what we do,” said general manager Ruth Ellis.

“Over a long weekend, such as the Queen’s Birthday, we’d typically see 100 people a day. Being able to offer tastings is

completely different to just selling bottles of wine in a shop setting.”

Ms Ellis said cellar doors operators felt they were being lumped in with bars and clubs under the earlier government restrictions.

“It’s just not the same at all,” she told the Express. “For a wine tasting we may only have two or three people in the room and it’s pretty easy to social distance.

“Visiting the cellar door is about making a connection to the brands and to the people who create them and tastings are an important part of selecting a wine for new customers. Without doing tastings it’s like having one hand tied behind our back.”

For Hanging Rock Winery sales have seen a 60-70 per cent drop since the coronavirus hit, reducing the business to two of six revenue streams.

Ms Ellis said many distributers had halted orders as their operations had also slowed but local residents had continued their support through retail sales.

Ms Ellis said government initiatives like JobKeeper had enabled the winery to keep their staff “who are like family”.

“Without JobKeeper we would have had to drop half or more of our staff and that’s something we really did not want to have to consider,” she said.

Draft budget soon

Mount Alexander Shire Council will release its 2020/2021 Proposed Budget on June 17, giving community members one month to provide feedback.

Council delayed the release of the proposed budget to allow more time to consider the financial impact of the coronavirus pandemic.

Mayor Cr Christine Henderson said that while many of the impacts of COVID-19 were still unknown, council decided that it was worthwhile taking some extra time to understand the impacts on the community and organisation before releasing their budget for the year ahead.

"Councillors and staff are working together on a plan for 2020/2021 that prioritises support in recovery, both for our community and our organisation," Cr Henderson said.

"We are working hard to develop a fair

and realistic plan for the year ahead. We encourage the community to get involved, read through the draft budget and make a submission to either show support or raise ideas they would like us to consider." Council will table the draft budget at its ordinary meeting in June.

The proposed budget will be on public display on the 'Have your say' section of council's website from Wednesday June 17, with submissions required by 5pm on Wednesday July 15.Submitters will have the opportunity to present to council at a Special Meeting of council on Tuesday July 28.

Council will consider the budget for adoption on Tuesday August 18.

This year the Minister for Local Government extended the deadline to adopt a council budget from June 30 to August 31 due to the impact of COVID-19.

Police are investigating the assault of a staff member by an inmate at the Malmsbury Youth Justice Centre yesterday.

Paramedics were called to the centre shortly before 6pm.

The male staff member was taken to hospital in a stable condition with upper body injuries.

A Department of Justice spokesperson said the department took the safety and security of all staff seriously and the matter had been referred to police.

"Violent behaviour or assaults at youth justice centres are absolutely unacceptable," the spokesperson said.

"New laws are now in place that strengthen the consequences for young people who assault custodial workers, damage property and escape or try to escape."

Castlemaine health services combined forces last week to undertake a mass COVID-19 screening of teachers and school staff from across Mount Alexander Shire.

The state government introduced a voluntary testing scheme offering all Victorian public, independent and private school staff who were asymptotic the opportunity to be tested between May 13 and May 31.

Castlemaine Secondary College principal Paul Frye made contact with Castlemaine Health and CHIRP Community Health to see if they could offer the testing and the two organisations quickly collaborated to transform CHIRP's gymnasium into a pop-up screening clinic.

All school staff in the shire were given the chance to take part in the voluntary testing opportunity over two days of screening.

On last Monday's state-wide Public Free Day the clinic screened 80 local school staff, with a further 20 taking up the opportunity to be screened at a second session on Friday.

The latest testing follows mass testing of more than 200 staff at Castlemaine Health and the extensive testing of staff at local smallgoods manufacturer DON KR Castlemaine.

Castlemaine Health director of nursing clinical care Mark Nally said to date all tests had returned a negative result.

"We still have a few tests to come in but so far the results are all clear."

He thanked CHIRP Community Health nurse Bronwyn Grieve for her work coordinating the latest screening clinics to allow

time between schools for social distancing and to avoid any potential transmission between cohorts.

"The screenings ran very smoothly and school staff were in and out in about 15 minutes," Mr Nally said.

He also thanked Castlemaine Health registered nurse Erica Cocks for her painstaking efforts to undertake the mass testing.

"Erica has made herself available between night shifts and day shifts to assist us to make the testing possible and help us keep our community safe and we really appreciate her efforts," Mr Nally said.

CHIRP's Bronwyn Grieve said there was a very small chance that people could have COVID-19 but not display symptoms.

"People who are COVID-19 positive and do not display symptoms can pass the virus to others," she said.

"The pop up clinic provided teachers an opportunity to get tested before the school term resumed. They were grateful for the quick and easy service we provided."

The testing will also support DHHS investigations into how widespread COVID-19 is and contribute to the mass screening goal to gain a better picture of COVID-19 in the community.

"We thank all those who bravely volunteered for testing. There were a few nerves. However, it helps us to get a better understanding of how widespread COVID-19 is and how it's transmitted in the community," Mr Nally said.

All staff screened should have their results within a week, before the remainder of students return to Victorian schools on June 9.

Mount Alexander Shire Council is looking for feedback on its new plan to support the needs of children aged eight to 12 years and their families.

Developed in partnership with the community, the draft Mount Alexander Middle Years Plan 2020-2023 provides a future vision that all children and families in the shire are happy, safe, active and connected.

Council’s inclusive communities coordinator Sharna Cropley said the council was very excited about the draft plan and what it aimed to achieve.

“The plan has been developed from the feedback we received through many conversations, surveys and forums with children, families and service providers,” Ms Cropley said.

“We have taken everything that we heard and we have developed a vision, priority areas and a comprehensive list of actions outlining how we and our key partners will support kids and families over the next three years.”

The plan is structured around three priority areas: Happy and Safe Kids; Active and Adventurous Kids; and Connected Kids and Families.

Partnership is coordinating the project and said that more than 2000 food parcels had already been distributed since the pantry began.

This has included 1750 frozen meals and 300 grocery packs that have been distributed to 99 households so far.

Free frozen meals and food packages are prepared at the Castlemaine Church of Christ each weekday supported by volunteers, local groups and charities.

Mt Alexander Community Enterprise Inc is a voluntary group whose funds are raised through the Bendigo Bank and Bendigo Telco. New direction for future waste

Macedon Ranges Council is developing a new strategy to set the direction for future waste management activities, and identify priorities and opportunities surrounding waste management.

It will also consider current and emerging trends in the sector due to the significant change in the waste management industry in recent years, including the ban of recycling imports to China, the closure of major Victorian recycling facilities and capacity issues within Australia's recycling and reprocessing industry.

Council's director of assets and operations Shane Walden encouraged residents to contribute to the drafting of the strategy by completing a short survey.

"The intention is to gather early information from the community on what they see as important as either an issue or an opportunity in waste management," Mr Walden said.

"We've responded quickly so far to the challenges in the sector by introducing a four-bin waste collection service to include food organics and garden organics (FOGO) and glass, which has improved the amount of recycling overall in the shire.

"We know there is still much more that we can do, and this survey will help us identify the issues and opportunities that are important to you so we can prioritise them in our future waste management strategy."

The survey is open until Friday June 26 at mrsc.vic.gov.au/yoursay Participants will go in a draw to win prizes including a compost bin or worm farm.

The draft policy outlines how council will manage waste services and how it will apply the kerbside collection charge and associated waste and disposal charges.

The policy will also guide operation and charge structures for key waste services including kerbside collection, domestic waste collection and disposal, public place litter bins, landfill rehabilitation, waste minimisation initiatives and waste contracts.

A new peer support group is starting up in the Macedon Ranges for trans and gender-diverse community members and Cobaw Community Health wants to spread the word.

If you or someone you know is TGD, Cobaw is looking for people to help shape the group.

Cobaw received funding through Trans Gender Victoria's SPARK (Support for Peer-Support Activities that Revitalise Kinship) grant. The funding is aimed at increasing health and wellbeing outcomes for TGD Victorians by supporting the bright ideas of existing groups or the start-up of new groups.

Cobaw has a long history of working with LGBTIQA+ community members through its WayOut and CLIP programs, which support both young people and older adults. Through this work and engagement with the broader community, a gap in the provision of TGD peer support has been identified.

While Cobaw will be involved in the planning and start up stages of TGD Macedon Ranges, the direction, purpose and shape of the group will be driven by community members.

To keep within current COVID-19 guidelines, TGD Macedon Ranges will commence online with the aim to move to face to face catch-ups when possible. TGD Macedon Ranges will provide a safe and inclusive environment for members of the TGD community to come together, make connections and create a group that meets the needs of local people.

Mt Alexander Community Enterprise Inc has donated $4000 to local groups in support of their COVID-19 work in the community.

Representatives of Mt ACE attended the Community Pantry at the Castlemaine Church of Christ to hand over their contribution last week.

Mt ACE recognises the important work local groups are undertaking during this difficult time and the strain on their finances as they assist locals with food, housing and other support needs that have been exacerbated by the coronavirus shutdowns.

As a result the group provided $1000 to each of the following groups - Castlemaine Community House, Castlemaine District Community Health, The Salvation Army and St Vincents de Paul.

Mt ACE treasurer Kim Michelmore said they knew these groups had been working hard to assist locals in need.

"We wanted to make donations that would make a difference locally," Kim said.

Battery rebate cut High-tech inspections

Powercor is using aircraft fitted with laser detection technology to inspect powerlines across central Victoria as part the electricity distributor's extensive year-round bushfire mitigation program.

Using advanced light detection and ranging technology, Powercor is able to scan and detect vegetation growing near powerlines in both high-risk and low-risk bushfire areas.

The LIDAR devices are fitted to fixed-wing aircraft flying above powerlines and take detailed measurements of the distances between vegetation and poles or wires.

This data is then used to inform Powercor's comprehensive vegetation management program to ensure specialist contractors only clear what has to be done to meet industry regulations.

Powercor's head of vegetation management Hugh Vickers-Willis said the laser detection technology accurately measured the distance between the network and vegetation and this helped Powercor determine what trees and foliage needed to be cut.

"Doing these inspections now allows us to get our network ready for next summer given some of the state's highest bushfire risk areas are in the Powercor network." Mr VickersWillis said.

Powercor inspects more than 85,000 kilometres of powerlines each year, using both aerial and ground-based inspection methods and in 2019, cleared vegetation from more than 75,000 powerline spans (the distance between two power poles).

Rooftop solar still provides an excellent financial return for most households particularly with the rebates as they stand. Battery rebates are still among the best in Australia - but as the Solar Homes program rolls out the battery rebates to new postcode areas as part of its 10-year program, it is likely that the value of this rebate will continue to drop each year. Hopefully the price of batteries will also fall so that they becoming increasingly affordable.

If there's one thing I've learned from working on the MASH community solar bulk-buy for the last five years, it's this ... government rebates can have a truly massive impact on demand. This can be good in lots of ways, particularly when the rebates are attractive as they are now. But it can also cause challenges when rebate values change, especially when they drop and the change comes in quickly.

This is what is happening now.

On May 22, Solar Victoria announced that the value of the battery storage rebate for households would drop by $664 for applications from July 1, 2020. The maximum value of the battery rebate is currently $4838. The cut means that the value drops to $4174 (maximum). That's a 14 per cent drop in value, which is significant in my book! The good news is that if you already have 5kW (or more) of solar panels installed on your home - and you meet the eligibility criteria (check this at solar.vic. gov.au) - there's still time to apply for the battery rebate at the current value through the MASH bulk-buy program. However, you'll need to act quickly as one of the requirements is that Powercor approves connection of the battery to the grid and this can take a few days (and the timing of this is out of our control). Plus there's only a small supply of battery rebates left for this financial year (56 as of May 28).

If you don't have 5kW of solar panels installed and you were hoping to get the rebate at the current maximum value of $4838, unfortunately this is no longer possible. This is because the solar panels need to be installed first and signed off by an independent electrical inspector before you can apply for the battery rebate. The installation process - from quote to installation to sign-off by the inspector - takes about four to six weeks through the MASH program (this is fairly typical for most installers). By the time this has happened, we will be in July so passed the deadline of July 1.

What difference does this make to the amount you need to pay to get a Powerwall 2 battery installed at your home? Currently, if you have 5kW or more of solar installed and you want a Powerwall 2, the cost is $9990 inc GST through MASH for a standard installation assuming you meet the eligibility criteria for the rebate. From July 1, the out-of-pocket cost rises to $10,654.

If you want to get the solar as well (say 5.28kW through MASH), the out-of-pocket cost for solar+battery will be $15,691 from July 1 (assuming you are eligible for the battery rebate).

There's no doubt that battery storage is still a big-ticket outlay. Typically payback is still 10 years at best - so for lots of people their reason for installing a battery is generally not purely financial. More commonly, it's about protection from power outages (the Powerwall 2 does provide this) and

"Its scale, intensity, design, appearance and location are not in keeping with our planning scheme. The medical centre in particular is not in keeping with neighbourhood character," Cr Gayfer said.

"We also need to consider the safety and amenity of the proposal, particularly the traffic generated."

Access to the site would have been via Poplar Drive, a residential street that Cr Bill West said some felt would adopt the name 'Unpopular Drive' if the permit was granted.

While the Autumn Views proposal was rejected at council level, the applicant has the right to appeal the case at the Victorian Civil and Administrative Tribunal.

A similar bid for a 100-place childcare centre in Reynolds Grove at Romsey was rejected at VCAT based on location, scale and design.

A division recorded councillors to reject the proposal were: Crs Gayfer, West, Anderson, Radnedge, Twaits and Pearce.

Autumn Views residents have applauded Macedon Ranges Council's rejection of a double-storey medical centre and 104-place childcare facility in their Romsey estate.

The controversial application aimed to meet a need for services in the town's west but attracted 19 objections and 100-strong petition against the size, character and amenity impact.

The proposal included eight consulting rooms, two dental rooms, two pathology rooms, two wellbeing rooms and 51 car parking spaces.

Many of the new estate's residents only learnt the full details of the proposal after they had purchased their properties.

Last week, councillors voted to make the application one of many they disagreed with their planning department on.

East Ward councillor Natasha Gayfer was adamant in stating the location was wrong for the proposed use.

"This is not about whether Romsey needs more childcare centres and medical centres," she said.

While developers made minor changes to operating hours of the medical facility and used a slanted roof to reduce the impact of the design, Cr Gayfer said the

A glimpse of Gisborne

Gisborne's history has been captured in a series of images for Pictorial Gisborne and reproduced in softcover for all to share.

A project of The Gisborne and Mount Macedon Districts Historical Society, the book provides an idea of how the district has changed from 1851 to 2001.

Society members and supporters have shared a glimpse at a changing Gisborne district through a collection of contemporary photographs taken of early development of the area, and how it appeared in 2001.

The book's reproduction in softcover was made possible through The GREAT Association Inc's sponsorship assistance.

A Malmsbury resident returned home last Wednesday to find smoke alarms screeching and the house full of thick choking smoke.

CFA brigades from Malmsbury, Kyneton, Taradale and Elphinstone were quickly on the scene donning breathing apparatus to investigate the source.

After a thorough inspection of the home and the roof, firefighters determined the source of the smoke was the wood combustion heater and chimney leaking smoke throughout the house.

Incident controller Tony Stephens said the brigades used high-powered fans to

help clear the smoke from the home and conducted air monitoring that revealed extremely high levels of carbon monoxide, which could have been deadly for the homeowner.

"The owner did the right thing, she didn't enter the house, called 000 and had a working smoke detector in the house as well," Capt Stephens said.

"We recommend people get their combustion heaters checked and the flues cleaned every year, and if they have a gas heater they get them checked by a licensed plumber and invest $20 in getting a carbon monoxide detector."

The Zonta Club of Kyneton held its first-ever virtual changeover meeting last week, with the 2020-2022 board installed by Zonta International District 23 Governor Jane Adornetto.

The club has been conducting business virtually since restrictions came into force in Victoria in March.

Outgoing president Eloise Forbes and her board made the decision to switch to virtual as soon as it became clear that meeting in person would not be possible.

"I've been so impressed with the way our members have quickly adapted to managing our club business virtually using web conferencing tools along with other electronic means - we felt that staying connected and continuing to run as much as possible was very important for our club," Ms Forbes said.

"Many are using these tools for the first time, and they've been enthusiastic in trying this approach from the start - to the point that even as restrictions are lifted, we may continue to use these tools for some aspects of our business to make things easier for our members, who are spread across the Macedon Ranges."

Incoming president Donna Fabris is joined on the 2020-2022 board by Lorraine McKimm, Philippa Close, Jenny Kerr, Margaret Lynch and Christine Jessup.

Ms Fabris lives is Lancefield and is an experienced board member, having sat on the boards of Kyneton District Health and Lancefield Community Bank.

She has also held senior positions in Ambulance Victoria and ran a very successful home-care business in the Macedon Ranges.

"I'm really looking forward to taking on this very important leadership role and continuing the great work we do at the Zonta Club of Kyneton," Ms Fabris said.

Online newspapers have their upsides, but there is one important thing they can't do - be left around in public places.

Even with a smartphone at your fingertips, there is a good chance you'll flick through a local paper like the Midland Express or Castlemaine Mail when you're waiting for your haircut, your hamburger or your train home (except when there's a pandemic).

I think this does more good for society than we give it credit. It literally helps everyone to stay on the same page and it stops us from becoming completely ignorant of what is happening outside our own bubble.

You could even see a local print newspaper (especially a free one) as a public space, like a library or a local hall. They are important places.

The decision by News Corp to move more than 100 local and regional papers online takes them right out of the public space and puts them into the narrow field of a web address.

If we support our local papers they will support us.

As per the words of Ian Braybrook ('A wake up call', Opinions, May 26), Australia will remain unprepared should another worldwide epidemic occur.

As some sort of normal life resumes, guidelines for a better, less needy future, with massive change mooted for Australian self-sufficiency are essential.

Australian toilet roll manufacturers stepped into the brink when ordinary people exhibited the selfishness of a 'me first' society.

Better behaviour and 'less is more' followed ... and wasn't this a wonderful thing, something we should continue to aspire to as a nation?

But what can be done, when (so soon after lockdown in Australia), many individuals and groups from all economic sectors of our community are clamouring for a return to everything as it used to be, with a continued lack of responsibility for environmental outcomes?

For all of Australia and all of its people, the 'I'm alright Jack' philosophy is way past its use by date.

During the past two months, some fantastic ideas have been suggested in our newspapers by individuals in our Australian community. At the same time, if we all don't individually seek change at the government level, then we deserve whatever outcome the new 'normal' will bring.

Local individuals and local municipal groups must lead the way; dedicating a different future to local manufacturing, local food production, local self-sufficiency and 100 per cent environmental credentials and protection.

We cannot wait for the top end of town to make long-term decisions that aim for a future betterment of our lives (and our planet) being the number one focus. It won't happen unless we all get off our bums, out of our cars and truly belong to where we live.

I glanced up at the town clock. I noticed the clock face has Roman numerals.

I have studied these at school and remembered 1 - I, 2 - II, 3 - III, 4 - IV, yet the town clock has 4 as IIII. I have also learnt Roman numerals only ever have three of the same repeating letter. Can anyone tell me why the clock face is different? After doing more research, I found that the clock face is the exception to the rule. It was allowed to create symmetry and clarity as the numeral was read on an angle.

Glenlyon Progress Association wrote as far back as 2012 about the surface, speed and accidents on Kidds Hill and into the Glenlyon village. Others have raised the danger because of speed through Wheatsheaf and Denver. Deaths occurring following road accidents at Kidds Hill in 2011 and Denver in 2016 also resulted in locals writing. Since then many more driveways now enter onto this road.

It is becoming increasingly frequent to have a fully loaded semi-trailer bearing down at over 100km/h when you are entering or exiting your private driveway. Frequently they cross double lines to pass. The speed is also often so fast they sway into the middle of the road as they come towards you, making you move onto the verge in order for them to speed through. Neighbours report having a semi-trailer nudge their rear bumper multiple times speeding behind them at 100km/h.

A number of us wrote again this year to the various authorities asking that action be taken to improve the surface, clear the verges, and set speed reductions of 80km/h in particular areas along the DaylesfordMalmsbury Road, including at intersections such as Mains Road, Springhill Road, Toris Road, Sutton Lane, Holcombe Road and Griffiths Lane.

Between us we contacted close to 100 locals through door knocking and letterboxing flyers through Denver, Glenlyon and Wheatsheaf.

Over many cups of tea, lots of stories were gathered about the dangers along the main road from increasing traffic and heavy vehicles, deteriorating road surface, difficulty seeing far enough ahead and speed.

Old timers talked about how busy this road had become and observed that while the road surface and width remained as it was the heavy vehicles would break down the surface particularly at the edges - constant repair and patching is not a solution.

The school bus driver told many terrifying close shave stories. Our local work resulted in more letters.At last action to reduce the speed has been taken, thank you Minister Pulford. The Minster knows our road well, having grown up in Castlemaine, now living in Ballarat and having been to functions in the Glenlyon Hall. Great to have her in a position to help us to improve our local road safety.

The pandemic has exposed that gains made to address poverty, hunger, good health and wellbeing may face serious setbacks, unless the global community also urgently addresses the global environmental threats that have similar capacity to gravely undermine the systems that enable humanity and the planet to survive and thrive.

Future-proofing sustainable recovery and sustainable development is only possible when sound environmental responses, plans and policies are given the importance they deserve.

The climate crisis may be seen as a slower moving crisis than the speed of this global pandemic, but its long-term effects are likely to be far more threatening.

Without additional commitments to decarbonisation, the planet is on track for a 3.2 degree global temperature rise and beyond.

This is linked to an increased likelihood of pandemics, extreme weather events, droughts, flooding and widespread destabilisation of global food, economic and security systems.

Unchecked global warming will undo gains to address almost every sustainable development goal. It will undo economic recovery.Today, however, global warming can be limited. As plans are formulated to help countries and communities rebuild their economies and societies, this is an opportunity to embrace renewable energy, green technology and sustainable new sectors that put the planet on a fast-track path to decarbonisation.

Responsible consumption and production Unsustainable production and consumption is perpetuated by brown financing, investments and lifestyle choices. Such practices have led to a depletion of natural resources, disruption of ecosystems, resource and carbon-intensive economies and infrastructures, as well as environmental health issues and diseases.

This pandemic has shown where many of the weaknesses in our systems lie. It has proved that responsibilities to act extend from governments to private sector to civil society and individuals if we are to successfully meet environmental goals. Closed borders, availability of commodities, and confinement have forced behaviour changes worldwide.

Some of the changes have accelerated new and emerging sectors that support responsible consumption, such as online working or locally sourced production.

As people return to work and schools reopen, some of these positive changes can be retained.

Employers - public and private - and individuals have now tested alternative ways of working, studying and consuming at a scale that can durably leap-frog some transitions to more responsible consumption and production.UNEP is working with partners for recovery policies and investments to

Reconciliation Week event rescheduled COVID-19 restrictions have forced Macedon Ranges Council to reschedule a special event to celebrate National Reconciliation Week.

The event is a performance by renowned Aboriginal performer and writer Archie Roach.

The new date will be announced as soon as it has been confirmed.

Macedon Ranges Shire is on the land of the Dja Dja Wurrung, Taungurung and Wurundjeri Woi Wurrung peoples.

The worst day of the week for animal crashes is Friday, followed by the weekend.

The other top five hotspots along with Gisborne and Woodend for animal collisions in Victoria are Heathcote, Wallan and Sunbury.

Tips for sharing the road with animals * If you notice roadkill, slow down and pay extra attention. It’s an indicator of wildlife in the area. * If you spot a kangaroo crossing the road, it’s a sign that more roos will be following as they move in groups. * If you see an animal on the road, slow down and brake, but avoid swerving so as not to endanger yourself and other drivers on the road. It’s far less dangerous to keep driving and damage your car than swerve to avoid it and collide with another vehicle or tree. * If you’re involved in an animal collision, stop to check its welfare, but only if it is safe to do so. * If it’s a dead kangaroo, check if it is a female and if there’s a joey(s) in her pouch or around her.

Pouches/flaps of wombats and echidnas should also be checked as well as the surrounding area, as young echidnas are often dislodged during a vehicle collision. * Drive slowly and be extra vigilant when driving at dawn or dusk, as this is when animals are most active. * Use your peripheral vision and be aware of your surroundings, especially when travelling through forest or grassland areas where animals are not clearly visible.

Animal collisions are once again expected to spike as winter sets in, with a 15 per cent jump usually happening between May and August.

AAMI’s head of motor claims, Anna Cartwright, warned drivers to be on the lookout for wildlife as we head into the danger period.

“Now is the time for drivers to keep their eyes peeled for wildlife crossing roads, and be extra vigilant especially at dawn and dusk when visibility can be difficult, and nocturnal animals are more active,” Ms Cartwright said.

“If you’ve been involved in an accident with wildlife, please pull over where it is safe to check whether the animal is injured. For your own safety never approach an adult kangaroo, even if it’s injured. If it has passed away, check its pouch as young animals will not survive long in these conditions.

“Keep any distressed animals warm, ideally wrapped in a blanket, jumper or cardboard box, and keep quiet until you can call for help.

“Wildlife is unpredictable and can appear out of nowhere, so it’s vitally important to slow down and be aware of your environment, particularly in signposted wildlife areas.

“We encourage drivers to always expect the unexpected, particularly out-of-towners driving on country roads. Don’t drive distracted and above all, drive to the conditions to keep yourself, family and our wildlife safe.”

By the time Eric Burton stepped into his customised Styliner ‘49er they were old friends. They had a long acquaintance stretching back 33 years because that’s how long it took Eric to get the old machine back into a decent state after buying it in 1987 from a car dealer in Golden Square.

When he purchased it, it was pretty much an old wreck.

He told the dealer that he’d buy it as long as it got him back to Woodend.

“And it did. Just,” Eric said.

This was a car that Eric didn’t want to restore or make into a hot rod. He wanted to customise it and so that’s what slowly happened.

He even taught himself welding to get the body into the shape he thought it ought to be. But he was wrong. Retired chief designer for GMH, local man Leo Pruneau told Eric that what he wanted was a round shape all through the body from bumper to bumper. Eric had it squared off in part so that was something he had to redo.

He took to the Woodend Library to find info on vehicle restoration so he could pick up a wrinkle or two.

“When Lulu (the librarian) saw the type of books I kept taking out she ordered in all the books on cars she could find,” Eric said.

That helped, but the ‘49 er still had to go to other people when a job needed outsourcing. The engine was restored (not replaced)

by Automotive Services in New Gisborne. And, by the way, it took three years. Sign Obsession and Tylden Trim were also called on to have their input into this unique vehicle and advice also came from members of the Macedon Ranges and District Motor Club.

Grade prep students at Our Lady of the Rosary Primary School at Kyneton were excited to be back to school last Tuesday.

A warm welcome back to prep kids

The staff at Our Lady of the Rosary Primary School at Kyneton were excited to welcome back their youngest students last Tuesday with ‘welcome back’ signs, balloons, sunflowers and colourful windmills.

The children were just as excited as their teachers, who had spent many days preparing for their students’ return.

Careful planning had gone into ensuring the wellbeing and safety of the whole school community so it was an exciting day for students, teachers and families. There was much laughter and clapping of hands as the preps went to the fence and played games with the teachers on the other side.

Religious education leader at OLR Catherine Moore said the preps were excited to be back with their friends and teachers and had the biggest smiles and excited voices.

“Squeals of delight at the fun activities their teachers had prepared could be heard throughout the school,” Ms Moore said.

“It was a beautiful sight to watch these children also exit from school jumping up and down and telling their parents all that had happened in the day.

“Many were carrying small thank you surprises for their parents, for all the work their parents had done during the home learning time.”

Stay safe at home With winter now here Mount Alexander Shire Council is appealing to residents to stay fire-safe.

While everyone wants to stay cosy and warm, it's important to remember the fire risks that arise with the use of heaters, fires and spending more time in the home.

Council's municipal fire prevention officer Glenn Brown said fire could start at any time and spread to engulf your home in a matter of minutes, putting you, your family and your pets in grave danger.

"It is important to have a plan to check for safety hazards and reduce the risk of a fire," Mr Brown said.

Heaters are a significant cause of fires, especially in winter. Remember to get your chimneys and flues cleaned annually and ensure that heaters are installed, maintained and operated according to manufacturer's instructions. A good rule is to make sure there is at least one metre clearance around the heater.

Make sure you keep wood, other combustibles and drying clothing at least one metre away from all heating sources.

With colder weather setting in, many people may be running gas heaters for longer periods than usual. This could increase the risk of accidental carbon monoxide poisoning if domestic gas heaters are not regularly maintained, or operated without adequate ventilation. Carbon monoxide is an odourless, colourless gas.

Effects of exposure to carbon monoxide may cause symptoms such as tiredness, shortness of breath, headaches, dizziness, nausea, weakness, confusion or chest pain if inhaled. Symptoms can be mistaken for a flu-like illness. Very high levels of carbon monoxide can be fatal. If carbon monoxide poisoning is suspected, turn off all gas appliances and fans, open windows and doors, leave the property and seek medical advice.

Energy Safe Victoria recommends that all gas heaters are serviced at least once every two years by a qualified gasfitter.

"With many residents spending more time in their homes this winter due to COVID-19 restrictions, it is essential to take extra care during this time," Mr Brown said.

Tips for staying fire safe at home this winter: - Have a fire plan that all the family knows and practices regularly.

- Make sure your smoke alarms are in good working

Is your heater safe and working efficiently? order.

- Check that your power boards are not damaged or overloaded.

- Many fires start in the bedroom, so remember never to leave your laptop or mobile charging on your bed.

- Never leave cooking unattended and keep your cooking area free from built-up grease, dust and oil.

- Make sure that cooktops and other heat sources are turned off before leaving home or going to sleep.

- Keep drying clothes and other items at least one metre away from all heaters.

- Clean the lint from clothes dryers after every use.

- Ensure all electrical appliances, including heaters,

are kept in good working order and replace if damaged.

- Make sure your fireplace has a fireguard to prevent sparks and embers from entering the living area, and regularly clean and maintain the flue and chimney.

- Gas heating should not be left running continuously overnight or for extended periods.

- Before using a gas heater, check that any permanent ventilation in your home is clear and ensure there is fresh air flow into the room.

- Ensure that children are supervised near heating sources and the kitchen.

Newcomer buys up cattle Coronavirus recovery in budget

A good turn up of buyers fronted the monthly store cattle sale at Kyneton last Wednesday with a newcomer to the sale, Wilga Feedlot, purchasing 279 head to go interstate.

Elders Albury purchased a number of steers to go further north. Midfields was in attendance, who, along with other local feedlotters filled orders, and a handful of restockers purchased to suit their needs.

In keeping with current regulations, restrictions on entry to the yards were adhered too with registered buyers viewing cattle before the start time of 11am.

The yarding of 740 head consisting of 421 steers with the top making $2000, 285 heifers with a top of $1540. Cows and calves made to $2750, heifers to $1540 while cows made to $1900. Kyneton Associated Agents quoted the sale as very solid, with all classes dearer than the previous sale.

A $1.1 million coronavirus recovery fund to help Macedon Ranges get back on its feet is proposed in the council's draft budget for 2020/21, now out for public comment.

The fund includes measures to help the community and local business recover from the pandemic, including additional funding for council's existing grant programs, waiver of footpath permit renewals for businesses with current permits, support for a business phone counselling service and backing for programs supporting volunteers and vulnerable people.

Councillors considered the draft Budget Report 2020/21, draft Strategic Resource Plan 2020/21 and draft Council Plan 2017-2027 (Year 4), incorporating the Health and Wellbeing Plan and Disability Action Plan at the Ordinary Council Meeting last week.

These documents have now opened for public comment for four weeks from today (June 2).

The draft budget includes $23.6 million in capital works projects across the shire including: a new kindergarten in Kyneton, the next stage of the Romsey EcoTherapy park, new netball courts in Woodend, oval lighting at Lancefield Park, a continuation of works to build the Macedon Ranges Regional Sports Precinct in New Gisborne, and a range of renewal works at other community facilities along with the annual roads and footpaths improvement programs.

A two per cent rate rise, in line with the state-

imposed rate cap, is proposed. While the rate cap ensures rates do not rise significantly, council waste charges are separate and are not capped.

Council's waste charges are adjusted annually and are aimed only at recovering the costs of providing the service.

The average rate increase for a household in the shire will be 2.5 per cent inclusive of the waste charge. This is around $57 for the average household or around $1 per week.

Mayor, Cr Janet Pearce encouraged the community to review the documents and provide feedback.

"The changing situation and the impact COVID-19 has had on the entire shire has been challenging, and it has meant we have all needed to adapt," Cr Pearce said.

"In planning the budget, councillors have had to consider many implications as we move through the emergency phase and into the recovery phase, looking at both the short-term and long-term implications. We are looking for a balance and supporting the needs of our community and businesses."

Organic herbicide spray trial

Macedon Ranges Council has begun trialling an organic herbicide in high-use areas such as playgrounds and botanic gardens.

The herbicide is made from sustainably sourced pine oil and is used on farms certified to the Australian Certified Organic Standard.

Organic herbicides have no withholding period and are safe to use around children and animals, and can improve soil health as they contain no harmful residues.

The herbicide has a pre-emergent activity that kills weed seed in the soil, which can lead to a reduction of the amount of spraying required in an area.

Council's Parks and Gardens team will monitor use of the organic herbicide and evaluate results before determining its use long term.

From the nest Castlemaine Football Netball Club is hopeful of playing a nine-week home and away season season with finals in the Bendigo Football Netball League in 2020. CFNC president Caleb Kuhle said their Under 18, Reserves and Senior Footballers had been working behind the scenes.

"Our senior coach Don Moran had an inkling that COVID-19 was going to force the cancellation of training and was on the front foot setting up small groups with leaders to continue to mentor players with their individual training goals," Kuhle said.

Osborne triumph Autumn concluded on Sunday, and Kyneton trainer George Osborne was successful at Ballarat with three-year-old filly Hervor.

By Viking Ruler from Still The One, Hervor was having her third race start after unplaced runs at Hanging Rock on January 27 and Bendigo on May 27. Apprentice Jessica Eaton rated the filly well in a 1000m Maiden, and she fought on strongly in the straight to beat odds-on favourite Mzuri Star by a neck. Raced by a group of 11 owners, including the trainer, Hervor started at $21, and paid better on the tote. Fog delayed the jump outs for a considerable time at Kyneton racecourse on Friday.

There were 68 runners involved, spread across 12 jump outs.

Kyneton golf Wednesday: there were 24 playing stableford.

The winner was Terry Gamble (9) 38 points from Peter Cameron (16) on 37 points. 9 Hole winner was Ian Kohlman with 14 points. Balls went to Wally Stys, Jesper Hansen and Ross Foreman.

Changes in bowls Broadford, Kilmore to switch

Broadford and Kilmore clubs are to be included in what is now the existing Central Highlands Bowling Division area - but not until the 2021-22 season.

And there are expected to be changes in CHBD Saturday pennant play this coming season, with 21 ends straight instead of 25 coming in, and division one having 12 players per team, rather than 16.

Long-awaited details of the state-wide Bowls Victoria Boundary Review impacting on Central Highlands and surrounds were revealed at a CHBD board meeting last week.

Board members met and discussed the review proposal to accept Broadford and Kilmore into the Central Victoria Region (comprises the CHBD, Goldfields and Ballarat) for the coming season.

The board was also asked hypothetically whether or not they could see Yea, Alexandra and Eildon being in the district competition, but this was rejected due to the travel times that CHBD clubs would experience when playing away matches against these clubs.

With Goulburn Murray Valley Region unable to accommodate these three clubs this season, it means Broadford and Kilmore will not be released until 2021.

Accordingly, division one Saturday pennant will comprise Kyneton, Lancefield, Gisborne, Kyneton Golf, Romsey and Diggers Rest - the latter being promoted after winning division two in 2019-20.

Lancefield, runner-up to Trentham in division three, is to be promoted to fill the place of Diggers Rest.

In a big to expand division one to eight teams, the board discussed that

The board has also recommended strongly that the top three divisions will all comprise three rinks of four players, in line with some other competitions in Victoria, as well as complying with State Pennant Championships where 12 bowlers only are eligible to play.

For this season, Saturday pennant will be 21 ends straight through, though a 10-minute break can be taken at an appropriate time if team managers agree.

These proposals are designed to support COVID-19 restrictions placed on bowls going forward.

'PLEASE EMBRACE' The board cannot stress enough the need for clubs to embrace these proposals to ensure the future of the division.

The changes outlined are also aimed

at providing a smooth transition for Broadford and Kilmore into the comp in 2021.

Broadford won the Central Bowls Division grand final in the season just completed, coming from fourth place on the ladder, and Kilmore recently held a well attended centenary celebration.

Speculation about enticing these two clubs into Central Highlands has gone on for years. Wallan may have to choose between going to metro, or being in the same competition as Broadford and Kilmore, for 2021-22.

A general meeting of all clubs with one delegate per club only will take place at Gisborne next Monday, and the division annual general meeting is set for Monday, July 11.

Ian Guymer, RVBA board member and CHBD secretary, will expand on the boundary and review report at Monday's meeting.

Set up in 2019 by the Bowls Victoria Board, the sub-committee comprised Ian Guymer, Pat Schram, and current BV president Barb Gilbert.

It is 10 years since there have been significant boundary changes, and the crux of the issue for Bowls Victoria is lessening the burden on volunteers and pooling resources to better service each region's clubs.

Regions will be able to define playing areas as they wish, providing more flexibility for all involved.

KEY REASONS The key reasons for the formation of the sub-committee were: - To cater for a declining number of bowlers willing to administer the sport; - To remove one level of governance; - To streamline administration; and - To implement a governance model to future proof the sport of bowls.

Croquet club back on the lawn Members of the Kyneton Croquet Club are back on the lawns this week.

When the first round of easing of restrictions on gatherings was announced by the state government in May, the club was able to start limited play.

Only a few players could be on the lawn at the one time and physical distancing between all players had to be maintained at all times.

With the further easing of restrictions that came into effect yesterday, club president Dave Wauchope announced more players would be allowed on the lawns at a time while distancing would still need to be maintained.

Club competition has been cancelled for the remainder of the season so all games will be social affairs but that's not to say most players won't still be quite competitive as soon as they get on a lawn.

Croquet may be a non-contact sport but it can still be highly competitive and provides both a physical and mental challenge

for all players, it's certainly not case of just trying to tap a ball through a hoop.

It's also a sport where ladies and men compete on equal terms. It is expected full club competition will resume in September.

With no play on the club's lawns for over two months, groundsman Craig Vincent has been able to get the lawns into tip-top condition. Winter rain may make the lawns heavy on occasions but they should still play very true.

Play is held on Mondays, Wednesdays and Saturdays from 1pm and new players of all ages and abilities are welcome to come and have a go. With many sports still restricted in what they can do, the club has already had a few new players come along keen to get out and have a go at something new.

The Kyneton Croquet Club is the oldest established club in Victoria with croquet first played in the district in 1866.

The club is situated on the corner of Ebden and Donnithorne Streets.

Using their noodles

Trentham's senior footballers found a novel way of maintaining their distance by donning pool noodles on their heads during their first night back at training last week.

Club president Cello Matricardi said Sam Whitehouse had organised it for a bit of fun on the first training night back and to give players an idea of the distance they needed to keep between them.

"We're going to do it when we get the juniors back and I'm sure the kids will love it," he said.

Plenty happening at Tigerland

Although they haven't been able to get out and play yet, Kyneton Football Netball Club people have been doing some important work behind the scenes.

Buoyed by what was looking to be a top season for the club, its committee and supporters have been inspired to keep the momentum going even though the current health crisis stopped just about everything in its tracks.

"Everything was looking so positive for us. As a committee we worked hard at getting our year organised," acting KFNC president Julie Priestley said.

"We had function dates organised and fundraising opportunities, which was going to accumulate with a huge community day in July when the drawing of our major ute raffle was to take place. Our football and netball teams were smashing out their preseasons and then it all came to a screaming halt."

The club is working closely with all government bodies and will take its lead from AFL and Netball Vicoria, AFL Central Vic and other BFNL clubs as a season 2020 is considered. But for matches to resume, crowds at grounds will be needed because like other football clubs, Kyneton relies on gate, canteen and bar takings to help keep it running. Right now, it is a waiting game to see if a season can be played at all.

"The Tigers were looking forward to season 2020 after coming off a positive 2019. The club was able to stabilise its financial position and had a great year organised before COVID-19," Julie said.

"Although we haven't been able to get out and play yet, we have been doing some improvements behind the scenes."

"We have 'spruced' up the clubrooms with some paint and re-organised our memorabilia and replaced our hot water system - and thanks must go to the 'custodians' of

the club rooms in making all this happen.

"The goalposts on the top oval were replaced with new ones and the existing posts moved to the bottom oval and we have made some more improvements in our canteen. We've added some new shelving and extended our floating bench all donated by Interior Projects by Vereker - and have been able to purchase a new fridge and some appliances to help us on game days.

"We have always been such a wellsupported club in our community. Our major sponsors, Kyneton on Riverside, Kyneton Toyota, Prendergast Earthmoving, PSR Legal and Barfold Quarry have shown unwavering support through such an uncertain time," Julie said.

When matches begin?

Nathan Thompson, the Tigers' senior coach, has recruited well in the off season to add some 'body' to the senior team and helped support younger players coming through the ranks.

The club's four-year succession netball plan was coming to fruition this year with all five teams to be represented with a 17 & Under netball team taking to the court in 2020.

The Tigers have a new A Squad coach in Tylah Marchbank. Di Guest-Oakley is coaching B Squad and the ever-important 17 & Under team.

Kyneton's Senior Women's Football team appointed a new coach, Ray Tadd, and were tearing up the track in pre-season and are so keen to get their season underway.

Kyneton's well-supported Juniors had just had a successful registration day before the season was suspended.

"Season or not, we are still working hard and some of our teams will return to training over the coming weeks," Julie said.

Raffle tickets for the club’s major fundraiser can still be purchased. The raffle prize, a Toyota ute, can be seen at Landmark Kyneton this week.

"The club's major raffle is still running and we urge anyone wanting to support the club this season, to please buy a ticket.

Having no home games to help with ticket sales has definitely hindered us.

"We have run a very successful online advertising campaign and the many local businesses that have displayed the ute have sold tickets for us. We have a wonderful community in Kyneton and it's fantastic how we all support each other," Julie said.

The ute will be at Kyneton Landmark again this week for people to see and raffle ticket sales can be directed to Jodi on 0447 625 012.

Footy hinges on spectators Bill West

Chances of the Riddell District Football League having a reduced match 2020 season appears to hinge on a capped number of spectators being allowed to attend.

Woodend-Hesket Football Netball Club president Paul Podbury (pictured) predicts the odds in favour of matches occurring are about 60/40 right now, but the state government, health authorities, AFL Victoria and AFL Goldfields would all have to make the right decisions, and time is running out.

"There definitely won't be a season if matches can't start in July at the very latest," Podbury said on Sunday night.

The Hawks' footballers will resume training tonight (Tuesday), with the club's netballers holding training sessions on Thursday.

"Everything we have heard from the league indicates there would have to be some provision for spectators to attend, under strict conditions relating to COVID-19," Podbury said.

Hawks' training is listed for one night at week until there is some clarity forthcoming about whether or not the 2020 season will proceed.

Clubs are expected to be keeping in very close contact with the league's operational manager, Jordon Doyle, to understand what is taking place at high levels.

There have been indications that up to 100 people may be allowed into large complexes later this month, and that could pave the way for spectators observing social distancing to attend football and netball matches. But speculation continues, as it has for months.

The Heathcote District Football League

has made a decision to abandon its scheduled 2020 season, and look towards 2021.

Essendon District Football League has scrapped player payments if a reduced season goes ahead, with any money paid out to be included in next year's salary cap.

Podbury said his understanding is that clubs throughout the Riddell League are opposed to matches without spectators.

For decision makers, the physical and mental health of footballers, netballers and all associated with clubs is paramount. Clubs and footy followers know the clock is ticking and time running out for a final decision to be announced on whether the season goes ahead or not to be announced.

As a diversion for Hawks' players in seniors, juniors and Masters, a one-onone goalkicking competition has been going on at Gilbert Gordon Oval in the past couple of months.

There have been upset results, with several players who fancy their goalkicking skills being eliminated. The competition is now down to the quarter-finals.

Rupertswood's 2019 premiership coach, Nick Ash, said he would love to say football would be "back in July", but it is beyond the club's control.

DEATH OF DUAL BOWEN MEDAL WINNER The Woodend-Hesket club has expressed its deepest condolences to the family and friends of Rodney Muir, who passed away on Friday.

Muir was one of the "greats" of the Hesket Football Club, winning the league's coverted Bowen Medal twice.

A diminutive, highly skilled wingman or rover, Muir was also a jockey, and a member of Hesket's only premiership side in 1960.

Hesket, coached by Kevin Brew, beat Lancefield 10.14 to 6.19 in the grand final at Romsey, with Rodney Muir named as his side's best player.

Muir's first Bowen Medal came in 1961, when he polled 17 votes, with Gisborne's Dennis Creed runner-up on 17. His second Bowen came in 1964, with 24 votes, one more than Lancefield's Kevin O'Brien.

Tigers’ training

Lancefield senior footballers and netballers will resume training on Thursday, June 11.

Tigers' president Gina Morgan (pictured) said all necessary approvals from the Lancefield Park committee of management are being obtained, and training will be in accordance with the COVID-19 protocols.

As far as the 2020 season is concerned, the club feels it would be untenable for football and netball to proceed without provision for spectators.

Morgan said it is not compulsory for players to take part in training, and decisions of players will be respected.

Prior to pre-season training being called off at Tigerland due to the pandemic, there were pleasing attendances, with the club expected to field a much stronger senior side under new playing coach Tom Waters, who is "returning home" after successful stints with Gisborne and Macedon.

Waters won the Bowen Medal in 2008 and 2010 with the Tigers, and was instrumental in the club's last premiership in 2009.
