The township permanently renamed Westlake Court to honor the 16-yearold high school student who tragically died in a car crash. A new sign now names the street Michael “Mikey” Gioia Way. “Even though he’s not able to come home, that was his last destination; that was his final resting place in a way. The street naming ceremony honoring my son, Michael “Mikey” Gioia, was an incredibly meaningful moment for our family,” she told The Jackson Times.

“The outpouring of love from the community was overwhelming, and we are deeply grateful to the mayor (Jennifer Kuhn) and everyone from the township who helped make the dedication possible. Seeing Mikey’s name honored in this way - and feeling Mikey’s light reflected through the people who gathered - is something we will forever hold close,” she added.

McAuliffe School Sold For $40M

By Bob Vosseller JACKSON – The township’s Board of Education has approved the $40 million sale of the former Christa McAuliffe Middle School building and property to Beth Medrash Govoha (BMG) USA. BMG is a Haredi Jewish Litvishe yeshiva located on Private Way in Lakewood. It was founded by Rabbi Aharon Kotler in 1943 and is the second-largest yeshiva in the world, after Mir Yeshiva in Jerusalem.

According to BMG’s website, as of 2025, it had over 9,000 students. It is an IRS 501(c)3 not-for-profit, licensed and accredited New Jersey institution of higher education.

The purchaser has not yet revealed any details about how it intends to utilize the site, and no official plans for the property on South Hope Chapel Road have been made public.

The Board of Education approved a resolution at its most recent meeting to accept the offer. The purchase agreement involved several price adjustments by the district as it sought a buyer for the large, vacant campus.

The property was originally offered earlier this year with a minimum bid of $54.4 million. Only one bid was submitted and it was for $25.5 million. After reevaluating market conditions and buyer interest, (McAuliffe School - See Page 4)

Environmental Group Concerned With New Development Rules

By Bob Vosseller JACKSON – Multiple ordinances establishing specific zones for development in alignment with the township’s recent updated master plan in reference to affordable housing were approved during the latest council meeting despite a Pinelands Commission recommendation to table them.

The Township Council submitted Ordinances 2025-47 and 2025-48 on November 13 that would establish the AH-III and AH-III A Affordable Housing Overlay Zones within the Pinelands area portion of Jackson.

A roundtable forum was not required by law but it was held anyway to provide further public discussion on the subject. The public hearing and final passage of the ordinances was held during a December 16 council meeting. Council President Mordechai Burnstein, Council Vice President Giuseppe Palmeri and Councilman Ken Bressi voted in favor of the

ordinances while new Councilman Christopher Pollak voted against it. Councilman Nino Borrelli was absent.

What Is An Overlay Zone?

Every parcel of land is in a zone that determines what is allowed to be built there. An overlay zone is another layer placed on land. It allows additional types of development on that property.

A property owner has the option to develop under the pre-existing zoning, or with the type of development permitted by the overlay. Site plan approval is still required.

According to Council President Mordechai Burnstein “overlay zoning gives the property owner the chance to assess whether the existing zoning – or the overlay zoning with higher density and the affordable requirement will yield more money. As with any neighboring

She said, “I’m also proud to share the foundation’s first official project, Mikey’s Path of Positivity, which will be located

in the Jackson Township High School courtyard. This space is being designed as a place where students can pause, reflect, and reset - whether they’re struggling, need time to themselves, or simply want to sit quietly and feel inspired. The goal is for students to feel Mikey’s light through words of encouragement and positivity.”

Gioia said the courtyard will feature a 15 x 20 paver installation made up of engraved pavers that anyone can purchase. Each paver

will include a positive affirmation or message of encouragement, offering students comfort, inspiration, or even just a smile on a hard day.

Joining the family and Mayor Kuhn at the dedication ceremony were Councilman Giuseppe Palmeri, Police Chief Matthew Kunz and members of the Jackson Township Police Department as well many others who knew Mikey and wanted to honor his memory.

“This permanent tribute will provide comfort, healing, and a lasting place of remembrance for those whose lives were touched by Mikey,” Mayor Kuhn said. “We gathered not only to remember Mikey, but to honor the life and spirit of a remarkable young man who left a lasting impression on everyone who knew him. This street dedication stands as a symbol of remembrance, love and our shared commitment to caring for one another and protecting our community.”

Councilman Palmeri added, “The street dedication was a solemn and heartfelt moment. Speaking with Michael’s parents and witnessing the community’s support was incredibly moving, and a testament to the impact his life continues to have.”

The crash that took the teen’s life occurred around 6 p.m. on October 8 after a Ford F-150 pickup truck traveling eastbound on East Veterans Highway crossed into the westbound lanes and collided with Gioia’s Nissan Altima.

The family spoke with The Jackson Times after the tragedy occurred noting his bright smile and energy, and his special relationships with his siblings Santino, Giovanni and Allie. “He was goofy in the best way,” his mother remarked. “He loved to make people laugh, sometimes at the dumbest jokes.”

“He just had this energy that made everything better,” she added.

Mikey played football for Jackson Liberty High School, and was a dedicated fan of fantasy football and the Pittsburgh Steelers.

The Honor Roll student was known for his empathy, and wanted to become a therapist or counselor.

“He was my baby. No matter how old he got, that’s what he’d always be,” she told The Jackson Times.

Little League Names New President JACKSON – Jackson Holbrook Little League is marking a leadership transition by thanking outgoing President Will Grueiro for years of service while welcoming Mike Fogarty to the role.

League officials credited Grueiro with providing steady leadership, countless volunteer hours and a deep commitment that helped strengthen the program for players and families throughout the community. His tenure, they said, leaves the organization on solid footing and positioned for continued success.

Fogarty has been selected as the league’s new president and will oversee operations moving forward. League representatives said they are confident his leadership and dedication will build on the foundation already in place as Jackson Holbrook Little League begins its next chapter.

Board members reduced the minimum bid during the Board’s November 19 meeting, to $44,418,000.

BOE officials said the reduction was made after several low bids were received and this was a means to move the property from district ownership.

District leaders emphasized that, while it is deeply heartbreaking to part with a school that has served students and the community with pride for decades, the Board is confident that the district received a fair price for a beautiful and well-maintained facility.

“This was not a decision made lightly,” Superintendent Nicole Pormilli told The Jackson Times. “Christa McAuliffe Middle School holds tremendous meaning for our students, staff, and families. However, due to significant funding losses, the sale of this property represents a responsible and necessary step for the district and for Jackson taxpayers.”

the future, I teach” encapsulated her belief in the profound impact teachers have on shaping future generations.

Pormilli noted that the Board of Education reaffirmed its commitment to fiscal responsibility and long-term planning, noting that the sale allows the district to navigate ongoing financial challenges while maintaining core programs and services for the Jackson community.

“Without this difficult move, our district would be looking very, very different right now. We hope the community can understand that,” Pormilli added.

She also noted that without the revenue generated by this sale, the district would have been forced to consider deep cuts to existing programs and services. The anticipated revenue from the sale of the building will serve two purposes - as revenue to support the current 2025-2026 budget as anticipated, and as revenue to support future budgets.

“While we need these funds to continue to operate our district, there remains uncertainty about the future of the state funding formula that caused our multi-year state aid shortfalls in the first place,” Business Administrator Daniel Baginski said.

Baginski added, “We need systemic

change to a state aid mechanism that has caused such a tremendous deficit in the district and others.”

The school property includes a campus that features a main building spanning more than 126,000 square feet, along with five modular classroom units adding roughly 3,500 additional square feet.

The grounds also include athletic facilities, office space, and a cafeteria equipped with a full-service kitchen. Due to its scale and features, the property was considered one of the district’s most valuable land assets.

The school district’s current budget included an estimated $10.2 million in proceeds from this land sale that was budgeted for within the “Unrestricted Miscellaneous Revenues” line item in the budget.

Regarding the remaining proceeds, the Board of Education will ultimately determine how these funds will be used to offset future budgets.

Officials said that the sale of this property not only brings budget stability to the current 2025-26 operating budget, it provides a measure of budget sustainability for future years. It also provides capital to address repairs and maintenance that has been postponed due to declining state aid.

The School District noted this cautious optimism is tempered by an uncertainty with regard to the future of the state funding formula and the need for systemic change to a state aid mechanism that has caused such a tremendous deficit in the district.

The McAuliffe school had a special farewell event that brought past and present students and staff together before it was closed over the summer amid the school district’s ongoing financial pressures.

Board members and administrators said that continued declines in enrollment led to reductions in state funding. Nonpublic busing has also skyrocketed in the school district by 816%.

This marked the second school that was closed and sold by the district in the last two years. The 60-year-old Sylvia Rosenauer Elementary School building was sold as part of a sweeping round of cuts that the district experienced in 2024. It was sold in order to balance the school district’s budget.

Rosenauer was sold for $13.1 million to Bais Yaakov of Jackson, an Orthodox Jewish school, in late 2024/early 2025.

The school was known as the Brookwood School when it opened in 1962 and was renamed in 1978 to honor the school’s first principal.

Updates On Recycling And Illegal Rentals From The Desk Of

Mayor Jennifer Kuhn As Jackson enters the winter season, two important initiatives in our township will begin in January. We will begin weekly curbside recycling service, and our new Bureau of Housing Rentals will officially launch. These changes result from direct feedback from residents and will continue to shape this administration in the coming year.

But first, I would like to thank DPW Superintendent Shawn Bolinsky, our entire Department of Public Works, and our snow removal contractors for a job well done during our season’s first snowstorm.

Jackson received 8 inches of snow beginning late Saturday night, but by Monday morning, all roads had been plowed. It’s reassuring to know that this winter, we’ll be in good hands when future snowstorms arrive.

Weekly curbside recycling pickup is coming back to Jackson.

You will soon be receiving a postcard in the mail with information about our new weekly recycling schedule and zones. That postcard will feature a map and your pickup day starting in January. Thanks to the work of our council President, Mordechai Burnstein, who spent weeks speaking with residents and gathering feedback on recycling, we were able to renegotiate a new contract with our vendor that now includes weekly pickup services.

When the township switched to biweekly

pickups years ago, it was a different world.

Today, everyone is ordering products and even groceries online. This has led to the need for more frequent recycling to keep our township clean, beautiful, and environmentally friendly.

Finally, we will continue to address a growing concern in our community: illegal rentals. We have implemented several new ordinances that will allow us to inspect rental properties annually and to hold delinquent landlords personally responsible, even when LLCs own those properties.

Our new Bureau of Rental Housing will begin operations in January, and its sole job will be to conduct annual inspections, hold landlords accountable, and to impose penalties on those who try to circumvent our laws, negatively impacting their neighbors.

We recently announced that our code enforcement officers have agreed to work rotating after-hours shifts to investigate ille-

gal rental complaints better, allowing those officers to conduct investigations when the occupants are home from work.

This comes after more than a year of planning, talking to residents, gathering opinions from the community, and getting expert advice from our township professionals and legal counsel. It didn’t happen overnight.

There are many more developments in Jackson, and I urge every resident not to take what’s on social media at face value.

Keeping An Eye On Possible Tax Hikes Capitol Comments Assemblyman Alex Sauickie

TRENTON - “If taxes are your issue, then New Jersey may not be your state.”

Those are the famous – perhaps infamous – words of Governor Phil Murphy, spoken during his 2018 budget address, responding to concerns about taxes. He was talking about how funding things like education and infrastructure are important, and if your main concern is the level of taxes supporting those expenses being more important than the spending, then his policies probably won’t appeal to you.

I likely don’t have to remind the residents of Jackson, Plumsted and other places I represent of how well that school funding plan worked out. Your property taxes soared while funding for your schools was slashed, and schools were forced to completely close in both towns, all while Gov. Murphy bragged about fully funding the $12 billion school funding formula.

Not only did the state cause Jackson to ax teachers, AP and other academic programs, sports teams and busing, but on top of that it caused Jackson to take out a state loan to balance its budget and forced a nearly 10% school property tax hike on residents.

All of this is despite the state’s own forcibly installed fiscal monitor saying Jackson didn’t have a spending problem.

Your skyrocketing energy bills aren’t really a tax increase, even though they result from failed state energy policies that took power generation offline without replacing it with reliable, lower-cost energy. But as I wrote here last week, there’s legislation moving in Trenton to charge you – not a private company – for the costs of building a new nuclear power plant.

Consumers will fund at least part of the costs through a “non-bypassable” “advanced nuclear development charge” (ANDC). Another word for this kind of charge is “tax.”

As I wrote last week, this would increase electric bills by $22-$55 a month, or up to $660 a year. That’s according to the state’s nonpartisan Rate Counsel, the person employed by the state to look out for the interests of ratepayers.

Now, there’s more talk in Trenton about another tax increase. Some say that Democrats are considering an increase in the sales tax, likely during the “lame duck” session.

That’s now – the period after the November elections and before the Legislature’s twoyear term ends on January 12.

Some Republican legislators are saying they’re hearing from Democrats that they may increase the sales tax. Those Repub-

licans have not named their Democratic sources, probably to maintain personal confidences.

The news outlet NJ.com reports it has asked around about that, but the staff offices that serve the Democratic members of the Senate and Assembly have not answered. Same with outgoing Gov. Murphy’s office. Those are the offices of the people who would actually raise the tax if the talk is true.

Governor-elect Mikie Sherrill’s staff has downplayed the possibility of a sales tax increase during the lame-duck period.

“Mikie made clear time and again during the campaign that she doesn’t support a sales tax increase,” Sean Higgins, Sherrill’s spokesperson, reportedly told NJ.com.

That doesn’t really matter. Sherrill isn’t part of the government yet, and may have no say in whether a sales tax increase is enacted before she’s sworn in. Alternatively, she can be publicly against it while her allies in the Legislature do the dirty work.

Perhaps coincidentally, it was Sherrill herself who, on this issue, ran one of the most dishonest election campaigns in recent New Jersey history – and that’s really saying something. After her opponent Jack Ciattarelli stated unequivocally during their first debate that he would not increase the sales tax, Sherrill’s campaign embarked on a sustained ad barrage falsely suggesting he had a plan to increase the tax to 10%.

And yet, a “Democratic legislative source” who was not authorized to speak publicly

told the outlet that a sales tax increase is a possibility, just not definite. “I think the rumors of it being seriously discussed are far outpacing the actual discussions,” the person was quoted as saying.

Maybe. But remember that the budget already had a structural deficit of about $4 billion – spending not covered by expected future revenue. And things may be getting worse.

While other major sources of state revenue are doing OK, one is tanking sharply.

Income from the Corporation Business Tax (CBT) has fallen by nearly $658 million, and is below the Murphy administration’s target by about 53%.

Other tax revenue increases are keeping the total at the overall level anticipated, for now at least. But the severe weakness in the CBT may yet overcome the gains in other taxes.

As I’ve said publicly on many occasions, “the state doesn’t have a revenue problem, the state has a spending problem.” Unless the state reins in frivolous spending, these projected drops in CBT revenue could usher in a sales tax hike by Sherrill allies – perhaps even to 10%.

By Jason Allentoff JACKSON – Three students from the Jackson Township High School Instrumental Music Department earned acceptance into prestigious South Jersey Band and Orchestra Association Region III Honors Ensembles following auditions held Saturday at Absegami High School.

Four JTHS musicians competed against high school students from across Ocean County and southern New Jersey. Auditions required performers to prepare and present a collegiate-level solo, demonstrate scales and sight-reading skills, and perform before a panel of judges. Three of the four students were selected for regional ensembles, with Jackson also producing the highest-scoring trumpet player and the second highest-scoring

euphonium player in the region.

The selected students are Vanessa DeSouza, a Grade 12 STEM Academy student who earned first chair trumpet and was chosen for both the Region Orchestra and Region Wind Ensemble; Daniel Dipierro, a Grade 11 DMA Academy student who placed second chair euphonium in the Region Wind Ensemble; and Madison McMahon, a Grade 11 JAA Academy student selected as bass clarinetist for the Region Symphonic Band. Morgann Thomas, a Grade 11 clarinetist, narrowly missed selection for the Symphonic Band.

The three accepted students will perform in January on the campus of Rowan University alongside top student musicians from the region under the direction of regionally and nationally recognized conductors.

JACKSON – Hackensack Meridian Ocean University Medical Center will offer a free community lecture focused on stress and anxiety management January 6 from 10 to 11 a.m. at the Ocean County Library’s Jackson Branch.

The program, titled “Are You Feeling Blue?”, will be led by a health educator who will explain

how stress affects the body and mind while guiding participants through practical coping and relaxation techniques designed for everyday life.

Solar Project Spurs Major Forest Preservation

Photo courtesy NJ Conservation JACKSON – A proposed solar project at Six Flags Great Adventure that once threatened to clear thousands of trees at the edge of the Pinelands National Reserve has instead resulted in the permanent protection of hundreds of acres of forest, following years of negotiations and legal action by conservation groups.

The amusement park planned to build a solar field to help meet its energy needs on a 92-acre forested tract near the northern boundary of the Pinelands. The original proposal would have required removing an estimated 18,000 trees, raising concerns about impacts to sensitive habitat and water resources.

A coalition of environmental organizations intervened, ultimately securing conservation easements that now permanently protect 257 acres of forest owned by Six Flags, including wetlands at the headwaters of the Toms River.

The river is the largest tributary flowing into Barnegat Bay and plays a critical role in the bay’s ecological health.

The coalition was led by New Jersey Conservation Foundation and Save Barnegat Bay, with support from Environment New Jersey, Clean Water Action, the New Jersey Sierra Club and the Crosswicks–Doctors Creek Watershed As-

sociation. While backing the park’s shift toward renewable energy, the groups pushed for alternatives that would avoid large-scale forest clearing.

The affected woodlands provide habitat for a wide range of plant and animal species, including the threatened northern pine snake and barred owl, and contain headwaters that feed both the Barnegat Bay watershed and the Delaware River basin.

In 2015, the coalition filed a lawsuit against Six Flags, the solar developer and Jackson Township to block the project as initially designed. The case was resolved through a settlement that required portions of the solar installation to be relocated to an existing parking lot and placed conservation easements on forested land within the park.

Under the final agreement, forest clearing for the solar project was reduced to about 40 acres.

If energy production at the site ever ends, the area will be allowed to revert to its natural state.

New Jersey Conservation Foundation worked over several years to expand the acreage covered by the easements and prioritize ecologically significant areas. The acquisition was completed with assistance from the New Jersey Natural Lands Trust, and Save Barnegat Bay agreed to hold the easements, which were finalized this summer.

“This is a once-in-a-generation conservation success,” said Britta Forsberg, executive director of Save Barnegat Bay, noting the importance of protecting the Toms River headwaters to safeguard Barnegat Bay. Alison Mitchell, executive director of New Jersey Conservation Foundation, called the outcome a model for balancing environmental protection and sustainability goals, saying the agreement allowed natural resources to be preserved while enabling Six Flags to move forward with renewable energy.

Six Flags has been reported to be among the first amusement parks in the world to operate primarily on solar power.

Continued From Page 1 development, the value of the adjacent properties may be increased or decreased depending on the nature of the development, whether the new development heightens or reduces desire to live in the area.”

Affordable Housing Agreement By law, every town in New Jersey is required to provide for a certain number of housing units for people of low-to-moderate income. The number is calculated by a complicated formula every 10 years.

The 1,000-unit affordable housing obligation agreement was negotiated by former Mayor Michael Reina with Fair Share Housing Center which set the Township’s Fourth Round number at 750 and reduced the Township’s Third Round gap obligation from 600 units to 230.

This agreement was negotiated with the assistance of the Affordable Housing Counsel and then approved by the entire Council last year. The township formed a Master Plan Subcommittee and developers were invited to submit concept plans for potential inclusionary developments.

Consideration was focused on environmental impacts, traffic patterns, impacts on the surrounding neighborhoods, and best possible access to public transportation. As is standard for any potential development, all outside agency approvals, including environmental, are required and if they are not obtained, the project cannot proceed.

The landowners/developers whose properties were among the 17 sites included in the overlay zones can be found within the Housing Element and Fair Share Plan located at the following link: jacksontwpnj.net/ DocumentCenter/View/17679/2025-Jackson-HEFSP-?bidId= Pinelands Commission Letter Adam Haidi, founder of the Jackson Conservation Coalition contacted the Pinelands Commission as a concerned resident and told The Jackson Times that he believes there has been a lack of transparency regarding this issue.

“Jackson Township is currently clear-cutting approximately 811 acres while neglecting existing apartment and redevelopment opportunities, relying instead on the designation of environmentally sensitive lands as ‘vacant’ - despite residents asking for this infrastructure to be excluded from the obligation.” he added.

Haidi said, “this is especially concerning given that residents specifically asked about outside agency approvals and environmental objections during the recent housing ‘roundtable’ event, and no mention was made of the Commission’s December 4 letter. Had I not reached out independently, this information would likely have remained undisclosed.”

He added, “residents deserve to know what is happening behind the scenes and how critical environmental constraints are being dismissed in decisions that will permanently reshape the community.”

The Pinelands Commission hadn’t made

any final determinations regarding the ordinances’ consistency with the Pinelands Comprehensive Management Plan (CMP) prior to the council’s final vote. The Commission sent a letter to the township on December 4 outlining substantial concerns with the introduced ordinances as they related to the CMP. New Jersey Pinelands Commission Communications Officer Paul Leakan told The Jackson Times on December 16 prior to the council meeting, “We haven’t received any response from the Township to our December 4, 2025 letter regarding Ordinances 2025-47 and 2025-48.”

“Nor has the Commission been advised as to whether or when the Township intends to proceed with adoption of the ordinances.

No meetings between the Township and the Commission have been held or scheduled since the letter was transmitted,” Leakan added.

According to the December 4 letter sent by Pinelands Commission Executive Director Susan R. Grogan to Mayor Jennifer Kuhn, Burnstein and the township’s attorney and planner, “the Pinelands Protection Act and the Pinelands Comprehensive Management Plan (CMP) require that any amendment to the township’s certified master plan or land use ordinances affecting the Pinelands Area be reviewed and certified by the Pinelands Commission before it may take effect.”

Ordinances Must Be Reviewed Together Because Ordinances 2025-47 and 2025-48 are intended to implement the township’s fourth round Housing Element and Fair

Share Plan, the ordinances, the housing plan, and any other implementing ordinances of the housing plan affecting the Pinelands Area must be reviewed together,” Grogan explained.

She noted that Jackson officials had not yet submitted its Fourth Round Housing Element and Fair Share Plan to the Commission and that while these ordinances remain pending adoption, “the township should submit the housing plan as soon as possible. It would also assist our review to know whether any additional implementing ordinances affecting the Pinelands Area portion of the township will be forthcoming.”

Ordinances 2025-47 and 2025-48 establishes an affordable housing overlay zone with identical zoning standards. The only difference between the ordinances is the specific lands included within each overlay. Grogan stated that both overlays permit inclusionary mixed-use residential development and that townhouses are permitted at a density of eight dwelling units per “net usable acre” (excluding wetlands and wetlands transition areas).

Multifamily affordable dwelling units equal to at least 20% of the market-rate units are required, and Pinelands Development credits are required to be redeemed for 30% of the market-rate residential units. Mixed-use buildings and clubhouse/community centers are permitted to reach maximum heights of 50 feet and 40 feet, respectively, while townhouses are limited to 35 feet.

Overlay Zone, which comprises of two discrete areas: (1) approximately 46 acres split between Jackson’s PV (38.5 acres) and PVC2 (7.5 acres) zones, and (2) approximately 78 acres split between the Township’s PM-1 Zone (74 acres) and RD Zone (4 acres).

Grogan noted that Ordinance 2025-48 establishes the AH-III.A Overlay Zone, consisting of a single 477-acre lot in the Township’s RD Zone. The PM-1 Zone is located in a Regional Growth Area, the PV and PVC-2 zones are located within the Pinelands Village of Cassville, and the RD Zone is located within a Rural Development Area.

Environmental Concerns “Our primary concern with these ordinances is the intensity of development permitted in a Rural Development Area and within the Pinelands Village of Cassville. In Rural Development Areas, the CMP allows residential development at a density of 3.2 dwelling units per acre, clustered on 1-acre lots, with the remaining lands deed restricted as open space,” Grogan wrote in the letter.

“Centralized wastewater treatment and collection facilities are permitted in Rural Development Areas only in limited circumstances to address an identified public health problem and may serve only existing development,” she added.

The letter also states that “within Pinelands Villages, centralized wastewater treatment and collection facilities are permitted, but permitted development must be compatible with the character and magnitude of existing structures and uses within the Village of Cassville. The CMP also requires that municipal zoning plans for Pinelands Villages do not provide for “an additional increment of development which is greater than the number of non-accessory structures that currently exist in the village.”

“More commonly referred to as the ‘doubling rule,’ this standard is intended to ensure that when the minimum lot size requirements in a Pinelands Village are applied to the vacant developable land in that Village, the potential amount of new development does not exceed that which existed in 1979,” she added. In both Rural Development Areas and Pinelands Villages, the maximum permitted height of structures is 35 feet.

“Given these limitations, the development intensities allowed under these overlays zones are only appropriate within a Regional Growth Area and, even there, would need to be evaluated in the context of the township’s existing Regional Growth Area zoning plan and applicable CMP standards,” Grogan added.

“The Commission is similarly unlikely to support a formal CMP amendment to redesignate these areas as Regional Growth Areas. Accordingly, the Rural Development Area and Pinelands Village portions of the overlay zones do not appear suitable for any management area change. This is particularly true for the entire AH-III A Overlay Zone, where a redesignation would conflict with extensive land use planning undertaken by the Commission, the Township, the County and other stakeholders to protect the Toms River Corridor,” the letter states.

The Jackson Times, December 27, 2025, Page 11 Grogan’s letter notes that the Regional Growth Area portion of the AH-III Overlay Zone could potentially be rezoned to allow residential development at these densities.

“Since these are densities greater than what the CMP requires for the Township’s Regional Growth Area, the Township would need to demonstrate that infrastructure (water and sewer) is available or can be provided to serve the area; the area does not include significant environmental limitations; and use of Pinelands Development Credits is required for a percentage of the dwelling units permitted.”

The Commission specified that if additional zoning changes within Jackson’s Regional Growth Area are forthcoming to implement the Fourth Round Housing Plan, those zoning changes must be evaluated comprehensively with those in the AH-III overlay and even with that, certain sections of the ordinance will still need to be revised.

Tabling Ordinances Suggested Grogan’s letter recommended Jackson officials consider tabling these ordinances in order to address these issues in consultation with Commission staff.

Tabling just means when the Council takes it off the agenda to discuss it at another time.

At the latest Jackson Environmental Commission meeting, the Commission formally advised the Township Council - consistent with the Pinelands Commission’s letter - to table the ordinances in order to address environmental and public health concerns through proper planning and review.

Haidi said, “Jackson’s own ordinances require that all major developments demonstrate submission to and review by the Environmental Commission, raising serious questions about where compliance and documentation have broken down and why these materials were not transparently shared with all required parties.”

Meeting The Deadline Township Zoning Board Attorney Jean Cipriani noted during the meeting that failure to pass the ordinances before the state’s December 31 deadline might open the township up to a builder’s remedy lawsuits and more comprehensive development. Methods of extending that deadline were mentioned but not acted on.

Builder’s remedy lawsuits are when a town is forced to provide a certain number of affordable housing units, but they don’t, so developers sue. Then, the courts take away the town’s ability to control what gets built on the land.

Several residents present voiced their concerns with passing the ordinances expressing the accuracy of the site selection process and whether there was in fact adequate water and sewer service capacity.

Cipriani explained “that every approval that is given at the local level you are going to see is subject to approval of outside agencies (such as the state Department of Environmental Protection or Pinelands Commission). I think the council has done a very good job of trying to balance out those protections with the obligation.”

She added the Pinelands Commission’s “concerns will be addressed or another path will have to be found.”

Early Hearing Treatment May Reduce Dementia Risk Science has found growing evidence that treating hearing loss may do more than improve communication. It could also help protect brain health. A study published in JAMA Neurology in 2025 adds to the increasing evidence, showing that using hearing aids earlier in life may help lower dementia risk in some groups.

The investigation, “Self-Reported Hearing Aid Use and Risk of Incident Dementia,” drew on data from almost 3,000 U.S. adults ages 60 and older who were part of the long-running Framingham Heart Study. Participants without dementia were followed up to 20 years to track whether hearing aid use affected their chances of developing the condition.

What researchers found: Adults 60–69 who reported wearing hearing aids were about 61% less likely to develop dementia than those with unaddressed hearing loss. Though the same potential benefit wasn’t found among those 70+ with an identified hearing loss, other research has already linked hearing aid use to lower dementia risk among older adults.

Timing might play a key role. Tackling hearing loss earlier — before significant cognitive changes begin — may help keep the brain active and connected.

Hearing loss can lead to social withdrawal and increased mental strain as the brain works harder to process unclear sound. Over time, the extra ef-

fort may contribute to changes in brain structure and function. By improving sound clarity and communication, hearing aids may help reduce this burden and support long-term brain health.

The study’s findings build on past breakthroughs tying hearing care to cognitive wellness. In 2023, for example, the ACHIEVE study announced findings linking professionally fitted hearing aids and audiologic counseling to a slower rate of cognitive decline in older adults at higher risk over three years. These outcomes demonstrate hearing care’s importance in aging healthily and empowered.

5 Ways To Recognize Oral Thrush And What You Can Do About It

Oral thrush often arrives quietly, showing up as a strange taste or a subtle change in the appearance of your tongue before more obvious symptoms develop. It’s caused by an overgrowth of Candida, a yeast that normally lives harmlessly in the mouth. When the oral microbiome shifts because of antibiotics, illness, dryness or immune changes, yeast can become opportunistic and multiply enough to create the classic white or gray coating of the tongue associated with thrush.

Antibiotics are the most common trigger.

These medications reduce the protective bacterial populations in the mouth while leaving yeast untouched. Widely used antibiotics such as amoxicillin, cefdinir, doxycycline, metronidazole, and rifaximin are well known to provoke thrush. Thrush may appear a few days into therapy or after you complete the course. Steroid inhalers, chronic dry mouth, and a high sugar diet are additional factors that make thrush more likely.

Symptoms are subtle. A sour or metallic taste occurs first, followed by mild burning or the feeling of a film on the tongue. You can try brushing or scraping your tongue but it won’t work. The coating thickens and may involve the cheeks or throat. These symptoms are clues that the oral microbiome has shifted and needs attention.

Babies frequently get thrush, and it can happen after their earache is treated with an antibiotic. They’ll become fussy during feeding or pull away from the breast or bottle.

Inside their mouth, you may see creamy white patches on the tongue (or cheeks) that don’t

wipe off. Sometimes a bright red diaper rash appears at the same time which is another sign of yeast overgrowth/thrush.

Treatment depends on severity but gentle home care can help when symptoms are mild. A simple rinse made with baking soda and warm water can reduce acidity. A saltwater rinse soothes irritated tissue. These remedies do not replace medical therapy, but they bring more balance to the oral environment. Reducing sugar intake for a few days can also make a difference because yeast thrives on glucose.

When thrush is more pronounced or persistent, see a doctor. The top prescription treatments they use include these three meds.

1. Nystatin suspension which is swished in the mouth before swallowing.

2. Clotrimazole troches which dissolve slowly and treat the affected surfaces directly.

3. Fluconazole tablets which work systemically. These are used less often since they’re for stubborn or severe cases.

Thrush is not a sign of poor hygiene.

Treatment involves restoring a healthy oral microbiome so the opportunistic yeast no longer has the advantage! Early intervention shortens the misery. Shea & Associates In 1998, the State of New Jersey adopted the Automobile Insurance Cost Reduction Act (AICRA) to reduce the cost of automobile insurance by reducing the benefits available to persons who are injured in automobile accidents. This means less coverage to pay for medical treatment and less rights to recover monetary damages from careless drivers who injure your family. Protect yourself.

Automobile insurance is mandatory in New Jersey. The failure to carry automobile insurance may be punishable by imprisonment. When purchasing automobile insurance, you have two choices; you are required to select either a Basic Policy or a Standard Policy.

We do not recommend choosing the Basic Policy.

The Basic Policy only provides minimal coverage and leaves you unprotected in several areas. A Basic Policy only provides you with $5,000.00 of property damage liability coverage if someone makes a claim against you and only provides $15,000.00 of medical expense benefits should you require medical treatment for your injuries. The Basic Policy does not cover you if you injure someone else. The Basic Policy does not provide Uninsured Motorist coverage to protect you and your family if the careless driver who causes the collision is uninsured or is insured under a Basic Policy. Perhaps most importantly, the Basic Policy will not provide you with a free lawyer to defend any claim against your personal assets.

We recommend that you purchase a Standard Policy. A Standard Policy provides the best insurance coverage to protect your assets if you are sued and to provide compensation to you and your family if you/they are injured.

The Standard Policy also provides you with Uninsured Motorist Coverage (UM Benefits), so if you are injured by someone who does not have automobile insurance, is insured under a Basic Policy or leaves the scene of the collision then you and your family are covered for your losses.

When you purchase the Standard Policy you must elect a “tort option” that will determine your right to make a claim.

You must select either the “limitation on lawsuit option” or the “no limitation on lawsuit option.” If you purchase the Basic Policy then you are assigned the “limitation on lawsuit option.” We recommend that you choose the “no limitation on lawsuit option.” Ask your insurance representative what is the actual dollar amount that your overall premium will increase if you elect the “no limitation on lawsuit option.”

By choosing the “limitation on lawsuit option” you are limiting you legal right to make a claim for monetary damages unless you sustain one of the following injuries: Death, Dismemberment; Significant scarring or disfigurement; Displaced Fractures; Loss of Fetus or a Permanent Injury that can been diagnosed by credible, objective medical testing.

WIC Offers Breastfeeding Help For Ocean County Families TOMS RIVER – The Ocean County Health Department is reminding new and expectant parents that lactation support is available through the WIC Breastfeeding Warmline, a free service designed to answer common questions and provide guidance.

WIC staff members are trained to assist with a wide range of breastfeeding concerns, from how often to nurse and how

long a feeding should last, to recognizing a proper latch or dealing with discomfort.

The warmline also offers advice for parents who plan to continue breastfeeding after returning to work or school.

Officials say the service is intended to be approachable and convenient, giving families access to help whenever they need it.

Jackson Food Pantry Freezers To Stay

JACKSON –Township officials and school district administrators have reached an agreement that will allow a local food pantry to continue operating critical on-site freezers, easing concerns about food storage for residents who rely on the service.

Tow nship Cou ncil Vice President Giuseppe Palmeri said the issue was addressed during a recent quarterly liaison meeting with the Jackson Township Board of Education, following requests from pantry volunteers who warned that losing freezer access would significantly

hamper operations.

The pantry, run by the Jackson Women of Today and housed in space provided by the school district, depends on the freezers to safely store frozen and perishable food items. District officials had previously discussed removing the equipment, prompting pantry leadership to seek help from township officials.

Palmeri brought the concern to Superintendent Nicole Pormilli and Business Administrator Brian Baginski, where discussions focused on balancing building safety

requirements with the pantry’s day-to-day needs. The talks resulted in an agreement allowing the freezers to remain in place, with periodic inspections to ensure cleanliness and compliance with safety standards.

“Sometimes progress isn’t loud or dramatic,” Palmeri said in a statement. “It’s about listening, working together and making sure families don’t lose access to something as basic as food.”

Mayor Jennifer Kuhn and the Township Council voiced support for the school district’s continued partnership with the

pantry. Township officials and volunteers recently organized food drives and awareness events ahead of Thanksgiving and the winter holidays to help stock shelves for the months ahead.

Kuhn credited both the school district and township leaders for finding a solution that protects students and facilities while ensuring the pantry can continue serving residents in need.

Town Clears Roads After First Major Snowstorm

JACKSON – More than 8 inches of snow fell in parts of Jackson Township during the December 14 storm, but township officials said all roads were cleared by that evening, allowing residents to travel safely Monday morning.

The Department of Public Works began preparing the day before, staging equipment around 2:30 a.m. and deploying plows and salt trucks by 3 a.m. as temperatures dropped into the 20s. Crews worked throughout the weekend to keep roadways treated and passable.

Mayor Jennifer L. Kuhn said the township activated its snow response earlier than usual, using additional crews, salt trucks and contractor support. She credited DPW Superintendent Shawn Bolinsky and township workers for remaining on the job until

conditions improved.

Township Council President Mordechai Burnstein praised the organized response, saying roads were cleared by Sunday night and the town was fully operational

by Monday.
