CityVote was born out of the Michigan Chronicle’s commitment to providing Detroit citizens with information and resources to help them better understand the process by which we elect our leadership.

This voter education guide is comprised of nonpartisan information that will help you, the voter, make the most informed decision at the upcoming August 2 primary election. CityVote highlights the proper way to vote, the absentee voting process, what to expect at the polls and a full listing of polling locations by zip code.

It is of the utmost importance that Detroiters stand up, vote, and elect leaders able to help navigate the city through the unchartered waters for which it is headed.

We can no longer afford to be complacent about our right to vote and must ensure that our collective voice is heard.

August 2, 2016 State Primary Election Polls open at 7 am and close at 8 pm VOTER REGISTRATION You must be registered to vote in order to cast your ballot. The deadline for registering is 30 days prior to the election. The deadline for the August 2.

State Primary election was Tuesday, July 5, 2014.

YOUR VOTING LOCATION Your voting location is in your neighborhood. You must know your precinct number, which is located on your voter registration card or on the back of your Election Connection newsletter. Once you know the number of your precinct, find the location address by reviewing the precinct listings on page 12-18, which are categorized by zip code.

PHOTO IDENTIFICATION Make sure to take an acceptable form of photo identification to the polls on Election Day. By law, every Michigan voter must present a photo ID at the polls, or sign an affidavit attesting that he or she either does not have or is not in possession of proper ID. Your photo ID does not need to have your address on it.

Acceptable Forms of Identification: • Michigan driver’s license, or stateissued ID card • Driver’s license, or personal ID card issued by another state • Federal, or state governmentissued photo identification • US passport • Military ID with photo

• Student identification with photo from a high school or accredited institution of higher learning • Tribal identification card with photo

If you don’t have a photo identification, you can complete an affidavit at the polls.

CAMPAIGN GEAR Do not wear campaign gear or bring political literature to the polls.

Michigan prohibits wearing, or displaying, election-related materials at the polls, including clothes, buttons, pamphlets, fliers, stickers, etc. Such items may not be displayed in the polling place, or within 100 feet of the entrance. If you go to vote with a shirt, button, or sticker that depicts images of candidates, or campaign slogans, you will be asked that they either be covered or removed.

As a Michigan voter, you have the following rights that should not be violated by anyone. You have the right to: •Be treated with courtesy and respect by the election workers.

•Vote in private free from interference or intimidation.

•Review a sample ballot before voting.

•Review a summary of the state and federal laws which govern voting.

•Ask for and receive help from the election workers if you are unsure about anything related to casting a ballot.

•Obtain a replacement ballot if you make a mistake when voting •Obtain an absentee ballot if you are qualified to vote absentee •Vote a provision ballot if your name does not appear on the registration list and you assert, under oath, that 1) you registered to vote by the registration deadline and 2) you are a resident of the city, or township where you are offering to vote.

•Have your minor child (under the age of 18) accompany you in the voting station while you vote.

•Obtain a ballot if in line when the polls close at 8 pm.

•Report illegal or fraudulent activity to the local clerk or the Michigan Department of State’s Bureau of Elections.

As a Michigan voter, you have the following responsibility that should not be violated by anyone. You have the right to: • Treat the election workers and other voters with courtesy and respect.

• Respect the privacy and voting rights of other voters.

• Satisfy Michigan’s voter identification requirement by 1) showing a Michigan driver’s license or state ID card 2) showing any other acceptable form of picture ID or 3) signing an affidavit attesting that you do not have acceptable picture ID or forgot to bring acceptable picture ID to the polls.

(Other forms of acceptable picture ID include any of the following as long as it is current: a driver’s license or state ID card issued by another state, federal or state government-issued photo ID, U.S. passport, military ID card with photo, student ID with photo from a high school or an accredited institution of higher education or tribal ID card with photo.)

• Request instructions or assistance as needed if you do not know how to use the voting equipment or have other questions about casting a ballot.

• Be informed about the candidates and proposals on the ballot.

•Check your ballot to ensure that it accurately reflects your choices.

• Read and follow all voting instructions.

•*Register at least 30 days before the election.

• Keep your voter registration information up-to-date with your current address.

• Follow all federal and state voting laws.

• Vote in person if you 1) registered by mail and 2) have never previously voted in Michigan. (Does not apply to voters who are age 60 or older, disabled or eligible to vote under the Uniformed and Overseas Citizens Absentee Voting Act.) •Satisfy a federal ID requirement before voting if you 1) registered by mail 2) have never previously voted in Michigan and 3) have not already satisfied the identification requirement. (Acceptable ID includes a current and valid photo ID or a paycheck stub, utility bill, bank statement or government document that lists your name and address.

What you need to know about absentee voting As a registered voter, you may obtain an absentee ballot if you are: •Age 60 or older •Unable to vote without assistance at the polls •Expecting to be out of town on Election Day •In jail awaiting arraignment or trial •Unable to vote due to religious reasons •Appointed to work as an election inspector in a precinct outside of your precinct or residence.

A person who registers to vote by mail must vote in person in the first election in which he or she participates.

Requesting an Absentee Voter Ballot Your request for an absentee voter ballot must be in writing and can be submitted to your city or township clerk.

For assistance in obtaining the address of your city or township clerk, see www.

Michigan.gov/vote. Your request must include one of the six statutory reasons

stated above and your signature.

You must request an absentee voter ballot by mailing the application, with a letter or post card; or you can obtain a pre-printed application form at your local clerk’s office. Requests to have an absentee voter ballot mailed to you must be received by your clerk no later than 2 p.m. the Saturday before the election.

Absentee voter ballots may be issued to you at your home address or any address outside of your city or township of residence.

After receiving your absentee voter ballot, you have until 8 p.m. on Election Day to complete the ballot and return it to the clerk’s office. Your ballot will not be counted

unless your signature is on the return envelope and matches your signature on file.

If an emergency, such as a sudden illness or family death prevents you from going to the polls on Election Day, you may request an emergency absentee voter ballot. Requests for an emergency ballot must be submitted after the deadline for regular absentee voter ballots has passed but before 4 p.m. on Election Day. Your local clerk will have more information about emergency absentee voter ballots.

Things to Remember: •You must be a registered voter to obtain an absentee voter ballot.

•If you registered to vote by mail, then you must appear in person for the first election you wish to participate in.

•You can check on the status of your absent voter ballot request by contacting your city or township clerk’s office.

•Monday, August 1, you may vote in person absentee ballot until 4:00 p.m.

•Office hours are Monday – Friday 8 am - 4:45 pm.

By Keith A. Owens Senior Editor If you are black and you’re reading this, we can start with the fact that so many hundreds gave their lives just so you could be able to vote. So that you could make your voice heard loud and clear within the context of a democracy that was not built with the intention that you should ever matter. Hundreds died refusing to accept someone else’s judgment that they were not worthy of being considered equally human.

Once upon a time, you were a strong back. Nothing more, but oftentimes much less. And once that back gave out, your usefulness was expired.

Once upon a time, the vote was worth dying for. But perhaps you don’t want to be reminded of all that?

Fair enough. The ongoing efforts to disenfranchise certain voters (check your nearest mirror) will remind you soon enough.

For those who are conscious enough to at least vote occasionally, even though this is a presidential election year, please keep in mind that this election is about much more than who will be the next president of the United States. The late Tip O’Neil, former Speaker of the U.S. House of Representatives, used to frequently say that “all politics is local.” Meaning that, as important as it is to have your say in determining

who will be the next leader of the most powerful nation on earth, it is equally important – possibly even more important – to cast your vote in support of your preferred local candidates and ballot initiatives.

It is your locally elected officials who are directly responsible for the legislation that you are likely to experience more immediately and intimately. And it is your locally elected officials that you can actually “reach out and touch” because sometimes they are your actual neighbors, or at most no further away than Lansing.

Don’t think that’s true? Don’t think that local matters all that much? Think “largest municipal bankruptcy in U.S. history.” Then think “Flint.” Or try emergency management on for size. Detroit Public Schools.

In Detroit and Wayne County, since this area is so heavily Democratic, it’s usually all about the primaries, and this upcoming election is no different.

Whoever wins the primary election on August 2 is virtually guaranteed the election in November since Republicans rarely bother to present any serious challenge.

The two proposals are: • Proposition P, Parks Millage Continuation • Wayne County Zoological Authority Renewal Millage All the races are important and need to be taken seriously, but without a doubt the City Council race for the at-large seat currently occupied by Janee Ayers, who inherited the seat from Saunteel Jenkins when Jenkins gave up her seat before her term expired, will attract the most interest in Detroit. Ayers, the heavy favorite who has already locked up the lion’s share of major endorsements, is being challenged by David Alexander Bullock, John W. Cromer, Sigmunt, John Sczepkowski and Eric Williams.

The Rights of Voters with Disabilities

The United States Constitution guarantees every U.S. citizen age 18 or older the right to vote. Our state constitution further defines the right to vote by also requiring voters to be residents of Michigan and registered to vote in their city or township of residence.

As long as the voter meets the state and federal requirements, he or she has the right to vote. You cannot be barred from voting due to disabilities.

Voters with disabilities who require assistance in casting a ballot may receive assistance from another person, provided that the person assisting the voter is not the voter’s employer, agent of that employer or an officer or agent of a union to which the voter belongs.

Things to Know: •Other than city or township residency, identification and age requirements, state and federal laws do not place any other restrictions on the right to vote •Federal and state laws require Michigan’s cities, townships and villages to provide a reasonable number of accessible registration facilities. It is the intent of the law to ensure that voters with disabilities are fully able to exercise their voting

rights at the polls. Any action or physical barrier that prevents voters with disabilities from casting a ballot is unacceptable.

•Inside the polling location, at least one voting station should be adapted to allow a person to vote while seated. In addition, all voters, including voters with disabilities, have access to the AutoMARK Voter Assist Terminal in all polling places.

The AutoMARK operates like an electronic ink pen. It simply marks the ballot with the voter’s choices but does not tally the votes. Once the ballot is marked, it is counted in exactly the same fashion as all other ballots.

If you or someone you know requires special access to the polls, it’s important to call the clerk’s office ahead of time to make sure your voting site is free of obstructions. If your precinct is not accessible, you will be directed to an alternative site that is accessible. For more information, contact your local clerk. Hearing impaired residents with questions may contact the Department of State’s Bureau of Elections by TTY at (517) 322-1477.

HOW TO VOTE Optical scan machines are used in Detroit elections. To vote, voters must darken the oval next to each of their choices on the ballot. Once completed, ballots are fed into the machine which scans and records their vote.

A black or blue ink pen must be used to mark your ballot. Do not use any other color.

Only vote for the number of candidates indicated for each office title.

In the August 2, 2016 State Primary Election, Detroiters will vote for their choice for: United States Congress – Vote for 1 candidate State Representative – Vote for 1 candidate Wayne County Commissioner – Vote for 1 candidate WRITE-IN CANDIDATES To vote for a candidate whose name is not printed on the ballot, write or place the name of that candidate in the blank

space provided and completely darken the oval. Do not cast a write-in vote for a candidate whose name is already printed on the ballot for office.

CHECK BOTH SIDES OF THE BALLOT Be certain to check both sides of the ballot to make sure that you have completed your voting selections.

ONCE YOU HAVE FINISHED YOUR BALLOT Before leaving the voting booth, place the ballot in the secrecy sleeve so that your votes cannot be seen. Make sure that the numbered stub is visible. Immediately return the ballot to the election official on duty at the tabulator scan machine.

CORRECTING ANY MISTAKES If you make a mistake, return your ballot to the election official and request a new ballot. Do not attempt to erase, or correct marks that you have made in error.

WAYNE COUNTY ZOOLOGICAL ZOOLOG AUTHORITY RENEWAL REN MILLAGE The Wayne County Zoological Authority was established pursuant to Public Act 49 of 2008 and formed to allow for continuing zoological services for the students, residents and visitors of Wayne County. The law allows the Authority to seek authorization from the electors to levy a tax on real and personal property to provide revenue to an accredited zoological institution for this purpose. Accordingly, as a renewal of the previously approved millage authorization which expires with the 2017 tax levy, to continue providing zoological services to benefit the residents of the County, shall the 0.1 mill (10 cents per $1,000 of taxable value) on all of the taxable property located within the County continue to be imposed for a period of ten (10) years, being years 2018 through 2027? It is estimated that if approved and levied, this millage would generate approximately $3,940,066.55 in 2018.

I am not throwing away my shot

By Kai Roland “Hey yo, I’m just like my country. I’m young, scrappy, and hungry.”

That is exactly how I would describe myself, especially the young and hungry part. I’m three years away from being legally able to vote and I’m as hungry as ever — for success, for a sense of direction, for the possibility of a life without crippling college debt.

Hamilton, the iconic musical revolution, was onto something; it was the something. Lin-Manuel Miranda and the cast actually made it pretty easy for me to feel patriotic, which isn’t always an easy task.

Sometimes being invested in anything other than ourselves is hard, at least that’s what the baby boomers think.

Miranda wrote lyrics about an America where anything can happen, where “in New York (and everywhere) you can be a new man,” and based on the upcoming election, anything really is happening. I don’t mean to sound like a millennial here but, arguably, Bernie Sanders was America’s best option, and that still came with stipulations.

I am enthralled with the guy, he’s the embodiment of the “looks like a cinnamon roll but can actually kill you” meme. But let’s face it he’s an idealist and being an idealist can be the basis of a rude wake-up call.

But now our hands are tied and we have the choice between a machine gun or a hand grenade to run our country and now our moral integrity has to come into play.

It’s like we’re all members of the 13 colonies in revolt and King George is singing his infamous lines, “And when push comes to shove I will send a fully armed battalion/kill your friends and family/to remind you of my love.”

You have to decide which one sounds less painful.

One thing the older generations have my generation beat at is being dedicated to the country that they have worked to help “maintain,” especially those of us with parents and/or grandparents of color. My grandmother is 83 years old and still finds a way to express her opinion in every election. She lived in a time when people like Malcolm X, Shirley Chisholm and Fannie Lou Hamer marched, preached, and protested for/about racial and gender equality.

She witnessed people fighting tooth and nail to prevent her from simply exercising her basic rights as a citizen. Yes, the majority of law officials are middle-aged and have ideals that best suit times passed, but the fact of the matter is we are the generation that is changing and breaking the rules to make this country as inclusive

as possible.

Voting is our shot. However, millennials are going to the polls in astonishingly low numbers. Though the millennial population has caught up to the baby boomer’s, (69.2 million to their 69.7) in the 2012 election only 46% actually voted. The baby boomers placed 69% of the votes.

Pewresearch.org states that “...58% of eligible Millennials would need to vote in order for their voting clout to match their share of the electorate”. We must take a strong stand in the polls in order for our demands to even be considered.

I hear a lot of people in my age group say things like, “My voice doesn’t matter” or “One less vote won’t hurt,” but it does not help either. This country needs all the help it can get. Especially when in 2016, we still live in a world where white, wealthy, heterosexual males make the bulk of the decisions for a country comprised of several races, sexes and creeds (maybe try diverse individuals). The “system” has seen great improvements but there is more work to be done and that shouldn’t deter us from voting. In fact, it should motivate us.

How can we sit here and make posts and hashtags about all the issues in our country that we want fixed if we don’t go to the polls and choose the people who will help fix them? This is our country too. Are we not “young, scrappy, and hungry”? By failing to vote, are we not throwing away our shot as if we won’t be the ones affected by the decisions that we say we don’t want made for us?

“Look around, look around at how lucky we are to be alive right now. History is happening,”Hamilton’s wife, Eliza, sings. But will it be a history worth being proud of? Even though the candidates in this presidential election are less than ideal, we still have our chance, our shot.

When my time to vote comes, I want to be prepared to make the best decisions possible for myself and others. That means being active and informed, and not just making sporadic political posts randomly for the sake of appearances.

My dear millennials America is waiting in the wings for you and now is not the time to back down nor take our time. America has had 240 years of “grown ups” as the end all be all; the status quo. Let’s make a new one, let’s vote a new one.

Convicted Felons Have Voting Rights There has been much hearsay concerning convicted felons and their right to vote. There has been misinformation or lack of information surrounding this issue.

As a result, research was done with the aid of the City of Detroit Law Department. The purpose is to help readers understand or have firsthand knowledge of how Michigan election law addressed this burning question.

The question is, is there a provision in Michigan Election Law that allows those who have past criminal convictions and served time in prisons, their right to vote in elections?

In Michigan, convicted felons are restricted from “voting only while confined in prison” .

Election laws are different in many states.

Therefore, it may be true in some states that a criminal conviction of a felonious nature may automatically terminate an individual’s right to vote. In Michigan, the voting right as

a citizen is still intact for those who served time in prison after felonious convictions.

Even if the convicted person is on probation (meaning that he or she is not confined in prison) that person can vote in an election.

Those in jail awaiting arraignment or trial also have the right to vote by absentee ballot, City Clerk Janice Winfrey is soliciting your involvement in helping to disseminate the information and end misinformation that past criminal convictions have shut the doors to a person’s right to vote. Again, in Michigan, your voting right cannot be denied because of past criminal convictions as long as you are not confined in prison.

The Department of Elections is excited to announce that all precincts will exclusively be using the electronic poll book beginning with the August 2, 2016 Primary. What this means for Detroit voters is that lines will be moving much more efficiently than in previous elections. By the November 8th presidential election, the wait time to cast your ballot will be cut in half.

In order to guarantee a smooth transition, please be prepared to present

your required identification as soon as you reach the processing table at your respective precinct. When you present a Michigan driver’s license or state ID, your voter record will be accessed, ballot and voter number issued and you will receive your ballot much faster than in previous elections.

Does Michigan allow early voting?

I’ve recently moved. Where do I vote?

Registered Michigan voters who have moved within 60 days of the election may still vote at their previous address if they did not register to vote at their new address by the close of registration for this election. This also applies to voters whose homes have been foreclosed upon. Voters in default on their mortgages but living in their homes may still vote without restriction.

If I will be temporarily outside the United States during the elections, will I still be able to vote?

If you are temporarily outside the United States, you may use a Federal Postcard Application (FPCA) form to register to vote and request absent voter ballots. The FPCA forms are distributed through U.S. embassies and military bases.

How does the voter ID requirement affect me if I vote with an absentee ballot?

You are not required to show photo ID if you vote by absentee ballot. However, please note that a person who registers to vote by mail must vote in person in the first election in which he or she participates. The restriction does not apply to voters who are overseas, disabled or 60 years of age or older. (Voting in person on one governmental level clears the restriction on the other levels. For example, if a voter subject to the restriction votes in person at a school election, the voter would be free to obtain an absentee ballot for the first state election in which he or she wishes to participate.)

Can I vote a “split” ticket?

August Primary: You cannot “split” your ticket (i.e., vote in more than one party column) when voting in the August primary.

Voters participating in the August primary must confine their votes to a single party column.

November General Election: You can “split” your ticket when voting in the November general election. A voter participating in the November general election who wishes to cast a “split” ticket can vote for individual candidates of his or her choice under any party or can vote a “straight party” ticket and vote for individual candidates under any other party. The votes cast for individual candidates under the other parties will override the straight party vote in the races involved.

The Wayne County Zoological Authority was established pursuant to Public Act 49 of 2008 and formed to allow for continuing zoological services for the students, residents and visitors of Wayne County. The law allows the Authority to seek authorization from the electors to levy a tax on real and personal property to provide revenue to an accredited zoological institution for this purpose. Accordingly, as a renewal of the previously approved millage authorization which expires with the 2017 tax levy, to continue providing zoological services to benefit the residents of the County, shall the 0.1 mill (10 cents per $1,000 of taxable value) on all of the taxable property located within the County continue to be imposed for a period of ten (10) years, being years 2018 through 2027? It is estimated that if approved and levied, this millage would generate approximately $3,940,066.55 in 2018.

Shall this proposal be adopted?

Wayne County Parks Proposal vote v Yes To continue the millage authorized in 2010, shall Wayne County levy this millage at the estimated 2015 rollback rate of .2459 (about 25 cents per $1,000 of taxable valuation) for five more years (2016 through 2020) to continue to improve and operate several parks and related facilities, including Hines Park, Elizabeth Park, Chandler Park, and improvements to municipal parks in the 43 communities as provided in an implementing ordinance through an annual allocation by commission district of the greater of $50,000 or 15% of the total funds generated from that district, on the condition that, for any year for which this continued levy would be imposed, Wayne County must budget from other sources an amount equal to its 1995-1996 fiscal year appropriation for parks? This renewal is projected to generate $9,865,514 in 2016.
