ROSALYNN BLISS Welcome to the 39th Michigan Minority Procurement Conference. I hope that this conference is both educational and engaging, while allowing you to develop new business connections and provide you with fresh opportunities for growth. The City of Grand Rapids continues to be committed to supporting the creation, retention and growth of businesses, an objective and goal that is continuing to be to be retooled and reinvented, especially in these uncertain times. Adopted in 2019, the City of Grand Rapids’ Strategic Plan contains six strategic priorities that outline what we as a City strive to achieve. One of these priorities is Economic Prosperity and Affordability including the specific objective to “support the creation, retention and growth of businesses.” Through this Strategic Plan and our Equitable Economic Development and Mobility Strategic Plan, the City has committed to leveraging its resources and influence to increase contracting opportunities for Minority Business Enterprises (MBEs), Woman Business Enterprises (WBEs) and Micro Local Business Enterprises (MLBEs). Additionally, as a part of our Strategic Plan, the City is committed to increasing the number of MLBEs registered to do business with the City, and since July 1, 2019 has added 23 MLBEs to its approved list of contractors. Most recently the City launched its Hyper Local Purchasing Policy to increase our MLBE bid discount percentage from 3% to 9% when bidding on City opportunities. To continue to recruit and ensure new MBE contractors are registered to bid on City projects, we have contracted with West Michigan Hispanic Chamber of Commerce (WMHCC), Grand Rapids Area Black Businesses (GRABB), West Michigan Minority Contractors (WMMC) and West Michigan Asian American Association (WMAAA). Our Office of Equity and Engagement and the Economic Development Office are currently collaborating on programming to both increase demand for MBE and WBE contractors in private development projects, while also providing technical assistance to those firms to reduce barriers to growth and increase their capacity. As we continue to grow and evolve at the City of Grand Rapids, I hope that this conference provides you with ample opportunity to do the same.

MMPC is one of the largest conferences of its kind, bringing together minority businesses, corporations, government agencies, and educational institutions from various industries throughout the world, and we are excited about creating an environment for success. Kenneth Smith Ramos is the Director of the Trade and NAFTA Office at the Embassy of Mexico in Washington, D.C. This office is in charge of promoting the trade relationship between Mexico and the United States as well as ensuring proper implementation of NAFTA. It engages with relevant stakeholders from the academic, private, and public sectors on the key trade issues that affect the bilateral relationship and also addresses global issues that are relevant to the NAFTA region. Prior to serving in his current post, Mr. Smith was Coordinator General for International Affairs at the Mexican Ministry of Agriculture, Livestock, Rural Development, Fisheries and Food (SAGARPA), where he was responsible for agricultural trade negotiations and international cooperation. Director-General for International Affairs at the Mexican Federal Competition Commission, as well as in the Ministry of Economy, where he was Director-General for Assessment and Monitoring of Negotiations. He started his professional career working for Mexico’s NAFTA negotiating team.

Michele comes to WIN with an extensive leadership background in developing training programs in workforce development. At the non-profit trade association formed by the automotive OEMs, Automotive Industry Action Group (AIAG), she facilitated over a dozen quality management system committees of industry subject matter experts to develop industry guidelines, training programs, and white papers to support the implementation, upon the release, of the QS9000 and TS 16949 automotive quality system standards. Michele also worked as vice president of a business system training and consulting firm where she created and established Tier 1 corporate universities for supply chain initiatives. She served two 4-year terms as the immediate past West Bloomfield Township Supervisor, by essentially fulfilling the role of a full-time mayor and city manager. While in this position, she achieved the e-Cities award by streamlining the building permit process; received the JCC President’s Club award for collaborating to develop a community-wide job fair; and effectuated a downtown boulevard roadway improvement project, market study, and town center ordinance amendment that transformed the community gateway to include the first hotel in the township, and new development and facade upgrades throughout the business corridor. Michele is married to Matthew Ureste, and they have three teenage children.

Dean Slaughter’s area of expertise is the economics and politics of globalization. Much of his recent work has focused on policy responses to the World Financial Crisis; on the global operations of multinational firms; and on the labor-market impacts of international trade, investment, and immigration. His research has been supported by several grants from organizations including the National Science Foundation and the Russell Sage Foundation. Dean Slaughter has published dozens of articles in peer-reviewed journals and books; he has co-authored four books, including The Squam Lake Report: Fixing the Financial System and Globalization and the Perceptions of American Workers; he has served in editorial positions for several academic journals; and he has presented at many academic conferences and seminars.
