This summer, Open Streets transforms sections of Phillips Avenue into vibrant pedestrian-only zones on the first Friday of each month from May through August. These events are more than street closures, they’re activations designed to enhance walkability, foster community, and breathe new life into underutilized sections of our downtown.

Kelly Vuong’s story is a powerful example of what it means to rise above circumstance, to turn pain into purpose. From a war-torn Vietnam to high school graduation at the age of 21, and single motherhood to opening her own salon twice, her resilience is evident in everything she does.
Moving to Sioux Falls in 1991, Kelly was given an opportunity. That opportunity came with a lot of challenges, though. When Kelly arrived, she didn’t speak a word of English. She was just 15 years old, and the only thing more unfamiliar than the snow-draped streets was the overwhelming sense of isolation. “There was no one we knew, nowhere to go,” she recalls. “English wasn’t my language. We started from nothing.”
Thanks to Kelly’s brother Justin Bui, who had a father who was an American soldier in Vietnam, Kelly became a U.S. citizen, successfully emigrating from Vietnam. Her family’s new life in South Dakota began through the guidance of Lutheran Social Services, which helped them settle in and find work. Kelly explains, “They helped my brother and mom find jobs. It was enough to get us started.”
With no formal education in Vietnam, Kelly entered the school system significantly behind. “I didn’t know how to read, even in Vietnamese,” she says. At the age of 15, she began formal education for the first time and was placed in the sixth grade. “I started after Thanksgiving break, in
the middle of the year,” Kelly adds.
By eighth grade, her age and maturity caught the attention of the principal. “He called me to his office and asked why I was still in middle school. I was speaking broken English, but I told him my age,” Kelly explains. “He got in his car and drove me to the high school. That was it—I never went back to middle school.”
She graduated from Lincoln High School in Sioux Falls at age 21, defying every odd placed against her.
After school, Kelly began working at Avera as a patient care technician. The work was rewarding, but as time passed and life went on, Kelly knew she needed a change. While serving in the medical field, Kelly got married and started to have her own little family.
As her family grew with twins, Megan and Nicholas, followed closely by her third child, Benjamin, so did the demands of parenting. “Daycare was hard to find, and my (now) ex-husband and I worked opposite shifts. He’d work nights, I’d work days. We had to swap vehicles and hand off the kids every day. It had to be done exactly the same way, every time,” Kelly shares.
It was very straining, and without a lot of help, Kelly realized that something needed to change.

After her third child was born, Kelly left the hospital job to pursue a new opportunity. Encouraged by a friend, she enrolled in nail technician school.
“I started by sitting in his salon for a few hours to see if I’d like it. Turns out, I loved it,” Kelly shares. She took her youngest child with her to Seattle, Washington, to complete the 600–800 hours of required training for her national license. While there are schools locally, Kelly wanted to get her training for the license to work in any state.
Kelly says, “We didn’t have FaceTime back then, so I flew back and forth three times just to visit the twins. I was doing this for us.”
After getting certified, Kelly launched her first nail salon and ran it successfully for 13 years. But with the rise of big-chain franchise salons, eventually she made the difficult decision to sell and work for others for a while. “The bigger businesses started to swallow up clients, and it was time for a change yet again,” Kelly admits.
In recent years, another opportunity came to Kelly’s life. After meeting with some friends, Kelly secured investors as business partners, and in November 2024, she opened Legacy Nails and Spa.
Wanting to bring something bigger and better to Sioux Falls, Kelly’s salon at Legacy features 30 chairs and 30 manicure stations and has grown to become the largest salon in Sioux Falls. “I wanted to offer something different than what other salons have in Sioux Falls,” Kelly notes.
Kelly smiles, “I just recently opened Legacy Nails and Spa on 41st Street. It’s hard starting over, but I’ve done it before.”
Kelly’s strength isn’t just in her artistry, it’s in her heart. “I have an approachable personality,” she says, smiling. “I enjoy getting to know people. It’s never boring.”
That connection is what has kept her loyal customers returning for over two decades. “My clients have become good friends— family even. They’ve known me for 20+ years. They know my kids, and I know theirs. I even recognize them just by their voice when they call,” Kelly shares.
She’s especially fond of her older clients. “Every three weeks or so, they come in, and we catch up and gossip. If I haven’t seen someone in a while, I’ll text them just to check in. Just a short message to say I’m thinking about them. That’s important to me.”

Her favorite part of the job? “I love the art of acrylic nails. Natural nails feel so delicate and uneven. Acrylics give that smooth, clean look. Watching someone walk out with a smile after I finish their nails—that’s the best part.”
“There’s not much that people don’t know about me,” Kelly adds. “I’m an open book. I’ve faced worse things in life than anything I’m dealing with now. That past shaped me. Life here—it’s a challenge, yes, but nothing is harder than what I’ve already been through.”
She ends every day the same way she began her journey—with grit, gratitude, and grace.
Walk into Legacy Nails and Spa, and you might find Kelly greeting you by name before you’ve even introduced yourself. It’s simply who she is—someone who shows up with intention, pours her heart into every detail, and ensures each client leaves feeling truly cared for, one beautiful set of nails at a time.
Grit, Muscle, and Mindset: A Bodybuilding Journey
While raising three kids, running a business, and navigating a relationship that she considered complicated, Kelly found a new outlet: bodybuilding. You wouldn’t guess it from her petite frame and glowing smile, but she is a powerhouse both in the gym and in life.
“I had gained weight after the kids and never really went to the gym. Then I started to lose weight just from being active at work,” Kelly explains. That was, until she turned 30, when the weight started coming back.
A client and friend who competed in fitness inspired her to give it a try. “She warned me—it wasn’t easy. You have to be super disciplined. I asked her for her trainer’s name, and that was the beginning.”
Within just two-and-a-half months of working out and following a strict meal plan—“a half a cup of rice, a cup of veggies, protein drink, 3 oz of steak, three eggs, and a banana”—she entered her first competition.
Kelly admits, “My trainer Cuong Strong told me I wasn’t ready, but I told him, ‘Just sign
me up.’ If I set my mind to something, I’ll follow through. That’s how I am.” Working best with a dedicated goal and strict discipline, she proved them wrong.
Placing third in her first show, Kelly went on to compete for five years, even earning a pro title. At 41, she competed in Minnesota’s open bikini division, taking 5th place overall and 3rd in her age group. In Norfolk, Nebraska, she placed first in her division.
“I trained until midnight some nights, then went home to prep for the next day with the kids. It was intense, but I loved the discipline,” Kelly explains.
Her discipline transformed not just her body, but her whole life. “Bodybuilding taught me how to be consistent, how to fuel my body, and how to stay mentally strong,” she says. “It’s not about being skinny—it’s about being strong and confident,”Kelly says.
When she’s not in the salon or gym, Kelly’s world revolves around her children and family. She’s trying to get them into the gym too, “or at least to hang out and watch a
movie with me,” she laughs. The twins are now out in the world, but Kelly’s youngest still lives at home while attending college.
Kelly is surrounded by love with her three kids, her three step-children, Shawn, Austin, and Ty, and six step-grandchildren that make her life complete.
Whether it’s lifting weights or lifting the spirits of clients, Kelly gives it everything she has. “I’m fun, friendly, and I treat people how I want to be treated. Doesn’t matter if it’s before business hours or after—we’re family. I remember what my customers like, I know their names, I give them my full attention.”
Her approach is simple, but powerful: “Quality over quantity—that’s the key. In this kind of career, it’s not about rushing. It’s about making people feel seen, valued, and beautiful.”
And that’s exactly what she does—inside the salon, in the gym, and every part of her life.

Adventure seekers, history lovers, and outdoor enthusiasts— Deadwood is calling! Summer is the perfect time to discover the expansive trail system and spectacular views. Trade the hum of traffic for the rustling pines as you trek through Deadwood’s breathtaking trail system. Whether you want to hike, bike, run, or horseback ride, Deadwood has a trail for everyone.
Founded in 1876, the Wild West town of Deadwood has become the region’s most popular year-round playground. Nestled in the Black Hills National Forest, this National Historic Landmark is an ideal base camp location for your next outdoor adventure, with nearly eight miles of new trails to discover this summer.
Many of the trails offer an abundance of interpretive panels to learn about Deadwood’s rich and colorful past. Several trails traverse through the charming neighborhoods and historic core of Deadwood, with buildings dating back to the late 19th century. Other trails lead you into wooded areas where you may encounter wildlife up close and personal or have a spectacular panoramic view of the gulch below. Every difficulty level is available for the outdoor enthusiast, from low, moderate, to high, including some downhill biking sections. If you don’t have a bike, no problem. Traditional pedal bikes and e-bikes are available at local outfitters.
You can find detailed trail information through popular apps. “One of the really fun things about Deadwood is that we facilitate paved urban trails
that navigate you through the historic town and then into different zones out of town with traditional trail zones throughout the Black Hills National Forest,” says Kevin Wagner, President of the Deadwood Trail Committee. “You can go between our zones and through town, from the Fuller Memorial Trail zone to our Presidential Trail, which includes a hike through the Mount Moriah Cemetery.”
The future of Deadwood’s outdoor scene is brighter than ever. With new trails already beckoning, Deadwood continues to plan for expansion in the years ahead.
“The Deadwood Historic Preservation Commission and the City of Deadwood have acquired a variety of parcels to protect the viewshed of the Deadwood National Historic Landmark district,” says Kevin Kuchenbecker, Historic Preservation Officer with the City of Deadwood. “We are working with the Deadwood Trail Committee, the Bureau of Land Management, and the Black Hills National Forest to expand our trail system in the next few years to provide even more recreational opportunities for hiking and biking outside the city limits with a stacked loop trail system. Stacked loop gives you options for hiking that align with your skillset and the time you have, providing the user an opportunity to recreate however long and far they would like.”
White Rocks and Seth Bullock Grave Loop Trail
The White Rocks Trail is a 2.4-mile loop trail that connects the Deadwood Welcome Center to the white rocks visible over Deadwood. Moderately challenging and about 90 minutes for completion, this trail is great for birding, hiking, and running.
Whitewood CreeK Trail renovation
A portion of the Whitewood Creek Trail has been rebuilt and now features a serene boardwalk stroll along Whitewood Creek.
The overall goal is to get permitted and shovels in the ground over the next three years to connect the communities of Spearfish and Sturgis to the Deadwood trail system, which will eventually connect all Northern Hills communities.

The Fuller Brothers Trail
Enjoy nearly five miles of trail network with access points close to the Broken Boot Gold Mine and Denver Avenue.
Homestake Trail
The Homestake Trail trailhead is located just past the Mickelson Trail trailhead in Deadwood. It’s considered an easy 5.7-mile out-and-back trail that connects Deadwood and Lead with scenic overlooks of Deadwood. It takes an average of 2.5 hours to complete and is popular for hiking, mountain biking, and birding.
Presidential Neighborhood Trail
This trail meanders above one of Deadwood’s largest historic residential neighborhoods with glittering views. The White Rocks Trail connects the Presidential Trail and the Mount Moriah Cemetery Loop Trail to the Deadwood Visitor Center.

Nineteenth century building-shaper, Wallace L. Dow, gave form and frame to dozens of structures in the early days of Sioux Falls and the surrounding area. Boldly designed buildings and homes built at the turn of the century were fashioned and constructed under his guidance.
On the threshold of a new century, the budding city’s officials employed several architects to shape their prairie town, but Dow’s buildings gave it an identity. His unique architectural skills and vision yielded prosperity and promise for its early residents and investors.
Well before Dow and his contemporaries arrived on the Big Sioux River banks, another group of craftsmen were doing some shape-building of their own. From as far away as England, skilled stone cutters had moved west to chisel the rose quartz that drew settlers to the area. The bedrock of the land would become the trademark material for Dow’s iconic designs.
This sturdy rock known also as Sioux quartzite and jasper inspired Dow to go big and bold in nearly every structure he drew out and framed up. Like the glacial-formed quartzite he used, many of his buildings have proven resilient against the elements of time and change.
The State Penitentiary was Dow’s first assignment after relocating to Sioux Falls from Yankton with his brother Wilbur. In February 1881, Dakota Territory Governor Nehemiah G. Ordway, a former New Hampshire state senator, appointed him as the architect of a new prison to be built on a prominent point in the city. Dow, who also hailed from New Hampshire, welcomed the challenge and the opportunity to utilize the local quarried quartzite.
The massive prison’s structure is a combination of Italianate and Second Empire styles. It took several years to build two large wings with prisoners employed to construct it with inmate-quarried quartzite. Completed in 1884, the state penitentiary stands firm at 1600 North Drive overlooking the city to this day.
Another massive undertaking for Dow was the design and construction of the Minnehaha County Courthouse located at 6th and Main. At the time, Dow claimed it would be the highest courthouse between Chicago and Denver. It sported a 165-ft. clock tower, tall arched windows and doors and a unique roofline.
Features inside the courthouse included slate stairs, granite pillars, stained glass windows, and tiled fireplaces. It served the county government from 1893-1962. Today it is a Siouxland Heritage Museum along with the Pettigrew Home, one of over twenty private residential houses built by Dow for local prominent families and statesmen.
More than a dozen of the Sioux Falls buildings designed by Dow are recorded on the National Register of Historic Places. His signature style was on schools, halls, churches, temples, depots, hotels, auditoriums and homes. In contrast to his work still on display, Dow’s home at 700 1st Ave. is modest. Dow avoided the social circles and let his buildings tell his story.
Sioux Falls entrusted much of the early development of their growing prairie town to Wallace L. Dow, who earned the title, “The Builder on the Prairie.” In fact, several towns on the plains reverently claim to be on the receiving end of his visionary architectural prowess.
Nearby, Dell Rapids is one of those towns. In 1888 it was devastated by a fire that destroyed the entire downtown. Such horrific fires led several communities to rethink how they constructed buildings and homes. The rose and red-colored quartzite met the criteria established in the town ordinance that required all downtown buildings be “built of durable construction.”
Nearby quarries of the Sioux Quartzite held an abundant supply of the materials needed for the town to rebuild and nearby Sioux Falls had the perfect man for the job.
Four buildings were consigned to Wallace Dow after completing The First Stone School House and the Cooley Block there in 1885. From 1888-1902 he designed and oversaw the construction of the town’s Grand Opera House, the Augustine Johnson Block, the First National Bank, and St. Peter Lutheran Church.
The Dell Rapids Downtown Walking Tour highlights three commercial blocks of buildings placed on the National Register of Historic Places including those with Dow’s trademark style. One stop on the tour is the castle-like bank building with its crenelated towers.
Nebraska author Willa Cather summed up her first impression of the prairie saying, “There was nothing but land: not a country at all, but the material out of which countries are made.”
The same notion rings true for the early arrivers to Sioux Falls and several eastern South Dakota settlements. The Sioux Quartzite Ridge, the material below their feet, did indeed make their towns, but it was the architectural genius of Wallace Dow and others like him that helped shape and hone a prosperous life for them in a new land.

Some of my all-time favorite trends are back this summer in a big way! I’m diving into the hottest styles, fabrics and colors that you’ll want to keep an eye out for in these sunny months ahead.
Boho is having a big moment right now! There have been several stores that I’ve walked into at our mall where the entire store has been the boho vibe. If this is your style, go ahead and rock a head-to-toe ensemble, but if you’re like me, I like to incorporate a piece or two into my outfit to achieve the look but still be comfortable in my style. This white tank is under $15 dollars and says “boho” with the lace, fabric and the flow of the piece. A crotchet tank like this striped one gives a summer print + a crotchet textile, all at only $24. When shopping for the trend, think; flowy, neutral, crotchet and lace.
Another trend that goes hand in hand with boho is “eyelet” detailing. We’re seeing this not only in tops but in two-piece sets, even denim! It’s the perfect flirty detail to show a summer tan or a pop of color in a layer. This stunning amethyst top has the eyelet detailing around the bottom which allows the white denim to peep through, giving great color contrast.
“Butter” yellow and summer neutrals. I love a strong, monochromatic look for summer including head-to-toe white or mix-n-match neutrals. If you’re one who likes to incorporate colors more, try adding the trending “butter” yellow into your summer neutrals. I’ve nabbed these pieces from Zara, which has a great selection of not only the yellow tones but all classic summer neutrals.
If you’re a 90’s kid like me, you’ll be happy know that jellies are back! The “jelly” shoe is back in lots of styles including closed-toed and open-toed. Let the nostalgia sink in as you pick your preference! I own these studded jellies, but have been eyeing these closed-toed ones as well.
Born and raised in Sioux Falls, SD, I’ve been obsessed with fashion since I could dress myself. I was one of those kids who dressed up every day for school, no sweatpants here! My first taste of real fashion was my first retail job at 15. Working in fashion and living it through my everyday outfits, I noticed that everyone would always ask me about my outfits! I’d often get personal shopping requests or asked for fashion advice.
My passion kept growing to the point where I knew this was what I wanted to further my education in. I went on to get my bachelor’s degree in Fashion Merchandising with a minor in business at South Dakota State University. Have you ever wondered how much you should save for retirement? Depending on when you start saving, your risk tolerance, and other factors, a good rule of thumb is to save around 10-15% of your current income to pay for your retirement. It is important to start saving as soon as possible because if you start saving later in life, the amount of money you need to save each year to meet the same goal increases substantially.
ROTH VS TRADITIONAL IRA
Both types of IRAs, or individual retirement accounts, offer tax advantages to saving for retirement. A traditional IRA is pre-tax savings that grows tax deferred. Instead of paying taxes now, you pay taxes on the amounts you withdraw at retirement. A Roth IRA uses taxable income to save for retirement. The advantage of a Roth IRA is that none of the growth is taxed if it is withdrawn at retirement age. Both Roth and traditional IRAs offer advantages depending on your age, income, and goals. It is necessary to understand the various rules regarding income phase outs for opening, contributing, and withdrawing from these accounts.

If you tolerate a high level of risk but need the money next year to buy a car, the money should be invested considerably differently than someone who is saving for retirement for 20 years down the road.

TAKE ADVANTAGE OF YOUR 401(K) MATCH
Many employers offer a 401(k) match which allows you to contribute part of your salary, before you pay taxes on it, to a retirement account. They often match a certain percentage of your salary. At a bare minimum, you should contribute the amount necessary to receive the maximum employer match. If not, you leave part of your paycheck and benefits package on the table.

In a world where kindness can sometimes feel rare, one 18-year-old high school student is on a mission to change that, one cookie at a time. Jadyn Kay’s journey of compassion and giving has blossomed into a heartfelt crusade that has made a significant impact on the lives of many veterans and assisted living residents in Brandon and Sioux Falls.
Jadyn’s inspiration to help others started at home from a very young age. “I was raised in a household where we wanted to help others. Spreading love to others is what we do,” Jadyn explains. “When I was about six years old, I started baking cookies for people as a way to say thank you. I gave them to firefighters, police officers, first responders, local businesses, my eye doctor, and basically anyone I wanted to thank for what they do for people. That’s how it began.”
When Jadyn’s Grandpa Terry was placed in Helping Hands Assisted Living in Brandon, she noticed something unsettling. “A lot of the folks there weren’t as fortunate to have someone visit them,” Jadyn adds. “They were lonely, and a lot of them needed things they were not getting, like socks, puzzles, personal care items, and things like that. I decided I would take my baking skills and help them get the things they needed.”
She launched Jadyn Kay’s Spritz Cookies to raise funds for a small group of people at Helping Hands. “I’d then buy things like socks, slippers, oranges, candles, towels, or other things they’d ask for. Over time, business has grown more and more. I baked for 250 residents this past year,” Jadyn notes. Her personal touch, such as hand-delivering cookies and spending time with the residents, highlights her genuine care and compassion for others.

“I also send gifts to veterans who are not in facilities but who can still feel appreciated from that little gift of thanks.”
Jadyn's volunteerism and spirit of giving have not gone unnoticed. Community members have rallied behind her with donations and regular cookie purchases. As her mission grew, so did the recognition.
“I absolutely love my community,” Jadyn shares. “Different people nominate me for things that I don’t even know about. The Home Baking Association reached out to me for an interview, and then they sent $200 to go toward my project.”
The Minnehaha Sertoma Club invited Jadyn to share her story of ‘Serving Those Who Have Served Us.’ And then they gave her the surprise of a lifetime. “Someone from somewhere had nominated me anonymously for the Sertoma Service to Mankind Award! That was one of the biggest surprises and honors in my life,” Jadyn recalls. “I went just to tell my story, and they presented me with the award. They had a beautiful speech for me, and it just encapsulated everything. I’ll remember that day forever.”
Jadyn gives much of the credit for her cookie success to her community. “Brandon is so wonderful,” she says. “I could not have done it without all my supporters. I love to do this. It’s so beautiful to see people come together and help one another, and I think we need a lot more of that today.”
Jadyn’s mom, Kerry Knudson, is understandably proud of her daughter. “She makes me cry. She’s won a ton of awards and has been on the national news!” Kerry exclaims.
Holidays are an especially busy time for Jadyn and her mom. “People come to our house from all over the community to pick up their cookie orders,” Jadyn adds. “During the full months of November and December, we have holiday cookies that people can buy if they don’t feel like baking. Occasionally, we’ve had someone buy cookies for a service member that we ship directly to them, including one soldier in Afghanistan,” Jadyn explains. Year-round donations are also welcome to help spread the love to veterans and others in assisted living facilities.

The Sioux Falls VA homeless programs are dedicated to ensuring that Veterans in our community have their essential needs met through a housing-first approach. This model prioritizes basic necessities such as food, shelter, and safety. Once these fundamental needs are satisfied, case managers collaborate with the Veterans to address other vital aspects of their well-being. Integrated services may include connections to both VA and community housing options, food security assistance, vocational support, and mental health services. Our team is deeply passionate about engaging with and serving these vulnerable individuals.
The VA homeless programs carry out regular outreach to locations where Veterans experiencing homelessness may be residing, including shelters, parks, and sites offering free meals. After connecting with Veterans at these locations, our outreach workers work alongside each individual to create a tailored plan that meets their specific needs. Often, these needs are supported through generous donations to the Sioux Falls VA Health Care System, which may include funds, toiletries, and other essential items for daily living.
Last month, the Sioux Falls VA hosted the VA2K event, which is part of a nationwide initiative aimed at promoting wellness while also addressing the needs of individuals
served in our homeless programs. That event included a walk to encourage wellness and balance among staff, Veterans, and community members, while also generating donations for our local homeless initiatives. Contributions may include personal hygiene products and cleaning supplies to help maintain new homes for those entering our programs. That was an excellent opportunity to raise awareness about the ongoing needs of those facing homelessness.
