Arizona’s regulator, the Department of Housing, recently initiated a new online program for plan reviews, licensing, permitting, installation inspections, issuing HUD labels, and all related payments for services. As with all new programs, they are working out a few bugs but overall the system is expected to speed up the process for all activities.

Now that Chapter 723 clearly allows a community operator to offer an incoming homebuyer/tenant a different prospectus than the seller’s prospectus, FMHA wants to ensure that community owners are prepared and can avoid conflict down the road. The remainder of the convention schedule offered by FMHA will be geared toward upgrading homes, creative uses of RVs on small lots, community expansion, the top community amenities, and more. Idaho Manufactured Housing Association Working for the Idaho Manufactured Housing Industry

This past year, Idaho’s statewide organization — representing manufacturers, dealers, retailers, communities — worked on legislation over rental deposits, met with the Idaho Transportation Department to work out transport issues on a real time basis, and joined the statewide efforts to address affordable housing by advocating for manufactured housing and manufactured housing communities as a part of the solution.

Indiana Manufactured Housing Association Consumer Access Strengthened in Indiana

IMHA passed legislation prohibiting local units of government from enforcing existing or adopting new ordinances that disallow placement of manufactured homes on lots that have been vacant for six or more months and prohibits discrimination based on the age or size of a manufactured home going into an MH community. It also passed legislation establishing a stand-alone MH Dealer License and includes IMHA as a member of a housing task force to review issues related to housing and housing shortages in Indiana.

Kansas Manufactured Housing Association Statewide Housing Assessment Completed

Kansas just completed its first Statewide Housing Assessment in 35 years. The results are eye-opening but not unexpected. Most of the housing stock was built before 1960. In response, the Legislature has three housing proposals to address specifically rural housing needs. All of the proposals include factory-built housing and the new Kansas Homeowners Assistance Fund includes options for chattel mortgages.

Kentucky Manufactured Housing Institute Capitalizing on a Big Year in Home Sales

Kentucky’s shipment numbers climbed 14% in 2021, over an already successful 2020. KMHI is grateful to each of its members and their dedication to the industry and is looking forward to a productive year ahead. Goals include working with state legislature to eliminate Ad Valorem Tax paid on manufactured home inventory, advocating for a streamlined

licensing process, overcoming unfair zoning of manufactured homes in cities and counties, increasing workforce growth through high school and tech center career days and public outreach, and creating a consumer-facing website to direct potential buyers to retailers and manufacturers.

Manufactured Housing Association of Maine Taking On Challenges to Affordable Home Ownership

Like other states, Maine is faced with affordable housing challenges, including within the manufactured housing industry. There is growing demand for our product, but there are difficulties in meeting this demand. Problems include workforce shortages, product availability, rapidly increasing prices, supply chain delays, and subcontractor availability. Combined, these issues are making it extremely challenging to get people into homes. It is incumbent upon retailers to manage expectations of homebuyers. As consumers soon find out, everyone is in the same boat. In Maine, they are also taking a second look at what factors continue to make home ownership affordable, including what zoning and other regulatory mandates are impeding the affordable housing market.

The Michigan Manufactured Housing Association MMHA ED Retires, Association Celebrates 80th Anniversary

Executive Director William Sheffer will retire at the end of 2022 and leaves the association in the hands of new President & CEO John Lindley. Last year was MMHA’s 80th anniversary, and membership continues to grow at a record pace with legislative, member education, and statewide marketing priorities in place.

Nevada Housing Alliance Nevada Experiences Significant Labor Shortages

Labor shortages in Nevada have forced businesses to raise wages in some cases by 50-60% over the last few years. Reno and Las Vegas markets are also experiencing factory backlogs (from Arizona, California, and Idaho factories) that are 12 to 24 months.

We also are having a very difficult time predicting site improvement cost for our customers sometime even 45 days in advance. Home inventory in both markets is very tight even though the median price of a single-family home in Reno is now $544,000 (up 20.5%) and Las Vegas is $450,000 (up 26.9%). State Advocacy

New York Housing Association Lobby Day Held May 4

New York Housing Association members held a lobby day at the capital, meeting with New York State legislators and educating them about the issues that affect the manufactured housing industry in the state, and to help spread the positive message of affordable housing options for New Yorkers. Members who attended met at the association office for talking points, then went out in teams to visit the law makers. Information packets were left behind for legislators and their staff to review and reference.

Oregon Manufactured Housing Association Wildfire Recovery Continues for Displaced

Oregon continues to recover from the devastating wildfires of 2020 that destroyed manufactured homes in many Oregon communities, including an estimated 1,748 manufactured homes in Jackson County alone, where the Almeda fire impacted 18 parks and displaced an estimated 3,000 residents. Legislators see manufactured housing as a major part of the solution and have sought suggestions for making production more robust. Like much of the nation, our manufacturers report problems with labor shortages and supply of materials. Legislation aimed at streamlining the process for siting manufactured homes is underway in an effort to assist displaced homeowners.

Pennsylvania Manufactured Housing Association Governor Signs Law to Eliminate Duplicate Requirements

Governor Tom Wolf signed Act 8-2022 into law, eliminating duplicate licensure, regulation, and examination of installment sellers and employees of installment sellers that assist consumers in obtaining loans for manufactured or mobile homes when the dealer is licensed under the Consumer Credit Code and provides financing for the purchase on an installment sales contract regulated by the Consumer Credit Code.

Virginia Manufactured and Modular Housing Association Advocates Take Homes to on the Road

The Virginia Manufactured and Modular Housing Association hits the road with its Open House Road Show this summer. Starting June 1 at the Clayton location in Bedford, the tour will stop at 21 retail locations across the Commonwealth during the following 18 months and will host local officials including planning and zoning, building, and other elected officials to “kick the tires”. Discussion at the privately hosted tours will be on the use of factory-built homes to help meet affordable housing needs in each locale.

Wisconsin Housing Alliance ‘Missing Middle Housing’ Made Priority

Adding more “missing middle housing” is one of the top documented needs for Wisconsin. Housing that is attainable to people who want to live in the community where they work. They are teachers, police officers, postal workers, and everything in between. Even though municipal, state, and county officials know the lack of housing is a problem, they are not yet ready to embrace turnkey manufactured housing as the solution. To be honest, many in the MH industry do not embrace a turnkey home and often leave the customer to put in entry and exit steps and finishing touches to make the home fit nicely into a neighborhood. Local officials indicate that conventional skirting and unattractive entrances to a home make HUD code homes stick out like a sore thumb in a subdivision. Once turnkey homes are embraced, the stereotype easily can be overcome, and manufactured housing will finally surpass 10% of housing starts in the market. MHV
