Dear Residents,
April showers have arrived, flowers are blooming, and Vallecito residents are enjoying spring. The community is starting to look amazing. It is so nice to see that residents are planting flowers, etc.
VCA PROPOSED BYLAWS: VCA has not revised Bylaws since COVID. There was a draft found but it was not up to date. Therefore, a new draft was written and will be voted to accept by majority of residents who attend the next General Meeting on Wednesday, April 9th at 6:00 pm. Please review the draft of the proposed Bylaws (pg. 5-7) in this issue of the Voice.
ST. PATRICK’S DAY LUNCHEON: Unfortunately, we had to cancel this event due to insufficient responses by the deadline. Thankfully, the band, clubhouse, and caterers didn't charge us. Please ensure you submit your RSVP before the deadline for each event.
KENTUCKY DERBY: We will be having the Kentucky Derby luncheon on Saturday, May 3. We will have our own horse races with prizes. Looking forward to a fun afternoon. Please save the date. See flyer in this issue (pg. 9).
MUGS N MUFFINS: In March we had a small but enthusiastic crowd. As usual, the goodies were delicious. We would like to thank Sue & Ralph Glass and the bakers for their continuous challenging work each month. The next Mugs N Muffins will be April 12, 2025.
BINGO: What an evening! We had our delicious hot dogs, etc. for dinner, and then played bingo. Unbelievably, we had seven coverall winners. Typically, we may have two or three but never seven. Congratulations to all our winners. Bingo is held the first Friday evening of each month.

Article One: The name shall be Vallecito Community Association, AKA “VCA.”
Article Two: The purpose of this association shall be:
1. To promote the general welfare of the residents who reside in Vallecito Mobile. A mobile and manufactured home community located in Newbury Park, California.
2. Provide an open process by which all residents of Vallecito Community may be involved in the affairs of the community.
3. Establish and maintain an open line of communication and serve as liaison between VCA, community property management, and other related organizations as needed.
Article Three: All mobile and manufactured home residents are members of VCA.
Article Four: Dues, fees, or other charges applicable to all residents shall be determined, when necessary, by VCA Board of Directors, as needed to obtain revenue to cover current association operating costs. Voluntary donations will be accepted.
Article Five: Board of Directors shall consist of:
1. President (Co-Presidents) shall preside over the Board of Directors, General, and Special Meetings. Designate committees and appoint Chairpersons and/or Co-Chairpersons Serve on all committees as ex-officio member(s), except Nominating Committee. Schedule all meetings and events with Community Management. Periodically met with Community Management concerning Vallecito. Schedule dates and times of Board of Directors, General, and all Special Meetings. Supervise the affairs of VCA.
2. Vice President (Co-Vice Presidents) shall oversee VCA committees and contact them prior to Board of Directors Meetings for reports. Shall try and obtain Guest Speakers for General Meetings. In the absence of President(s) shall assume the role and responsibilities of said office.
3. Secretary shall take the minutes of all meetings. Minutes shall include date, time, motions, and brief notes on discussions during meetings. Minutes shall be completed within 7 days of each meeting and given to President (CoPresidents) to be proofread. General Meeting minutes will be placed in monthly bulletin, The Voice.
4. Treasurer shall be held accountable for the funds and shall give an accounting at each Board Meeting and General Meeting. Shall receive, safekeep in a bank and disburse the association funds, but such disbursements shall require preauthorization by the President (Co-Presidents). All disbursements shall be in the form of a bank check requiring two signatures, the Treasurer and President (Co-President)
5. Parliamentarian shall be versed in Roberts’ Rules of Order and help control the General Meetings if necessary. Parliamentarian shall be the Chairperson of the Nominating Committee. Parliamentarian shall be appointed by the President (Co-Presidents).
6. Two members-at-large shall be appointed by the President (Co-Presidents) to represent the membership and perform duties as requested.
7. The appointments of the Parliamentarian and two Members-at-Large made by the President (Co-Presidents) are for the same two-year term as the elected officer(s)
Article Six: The term of the Board of Directors shall be two fiscal years from July 1 to June 30 of the designated years. They may be reelected for one additional two-year term.
Article Seven: The Standing Committees shall be instituted to be responsible as follows:
1. The Activities Committee shall oversee events of VCA.
2. The Safety & Disaster Committee shall be responsible for conducting two drills per year.
3. The Voice is the monthly bulletin for all residents.
Article Eight: Board of Directors Meetings shall be held at the discretion of the President (Co-Presidents). General Meetings shall be held every three months or when deemed necessary by the Board of Directors. Residents shall be informed of General Meetings.
Article Nine: The quorum shall be two-thirds of the members present at the General Meeting when a vote is necessary.
Article Ten: Bylaws may be adopted, amended, or repealed as needed by the residents with only one vote per household. Ballots must be received by due date and have the power to adopt, amend, or repeal said Bylaws.

Beautiful Bella Caweizell
Chances are if you see Carolyn Caweizell, her precious Mini-Australian Shepherd, Bella is not far behind. Carolyn and Bella connected when she was ten weeks old, and Carolyn found her sweet canine. She is now approaching fourteen years old. Bella's a Mini-Blue Merle Aussie, with stunning aqua blue eyes that are mesmerizing.
Carolyn and Bella are also traveling partners. Sort of like Thelma and Louise, but they don't get into any mischief (or do they?). They head out on road trips to Cambria, Carmel, and Arizona. What a lucky dog, Bella!
When Carolyn had her cat Mimi, Bella and she were best buddies. This compatible feline and canine would have the best time frolicking like happy siblings. Sometimes, Bella ventures out and has sleepovers with her male canine friend, Luke, whose owner is Janet, a Vallecito neighbor.
Bella has favorite toys. Her stuffed squirrel animals keep her occupied, until she spots Crab, that scampers across the floor. Bella is highly intelligent. She's trained Carolyn to give her "cookies," whenever she sits and "speaks".
Carolyn and Bella are frequent visitors at Peppertree Park, where they get their exercise and meet many friends.
When asking Carolyn, "What's the best thing you like about Bella?" Without hesitation, Carolyn enthusiastically says, "Bella fills my life with love! She's my companion and sticks to me like Velcro".
Carolyn and Bella have a special relationship that fills your heart and makes you feel good!

Meet Marie Krebs of 106 La Fortuna.
Marie is a bubbly, enthusiastic addition to our park! She has loved living here since November 2024 and is eager to participate in many of our activities, especially those involving games. She already has a designated room in her home dubbed the “game room” where she and friends can enjoy their favorite pastime. She loves to decorate her home (inside and out) to celebrate our country’s special holidays. We are all looking forward to seeing her home’s Easter decorations.
She tells the story… after marrying her husband, a Lutheran pastor, they were assigned a church in a very small Texas town. Upon asking where the nearest stores were to purchase food and clothes, she learned to her surprise they had to travel over 60 miles to Amarillo just to buy a pair of shoes. And, if they ran out of food between monthly shopping trips, they had to make do with the 7-11 down the road.
Now retired, Marie was a care giver for over 30 years. She has been blessed with 2 children and 4 grandchildren. Two of her grandchildren live locally and she is looking forward to spending lots of quality time with them now that she has moved here from Victorville.
So happy to have Marie as a part of our Vallecito Community.

Another month and 4.1 magnitude quake near Malibu on Sunday March 9, 2025. Just another reminder that we all need to be prepared as best we can.
The Safety & Disaster Committee is preparing for the Vallecitos Community’s 11a.m.Wednesday,April 23,2025,Fire Drill, the first drill of 2025. Please locate your “OK” yellow sign or request one before the drill. On the day of the drill please post the “OK” sign in your front window facing the street as our Safety Guides will be checking for them. The sign should be posted at 11:00 AM when you hear the honking horns simulating the drill or earlier if you know you will not be home at drill time. Also, please remember to take the OK sign down in the late afternoon/evening when the drill is over. Thank you all for your participation.
As part of the Safety & Disaster Committee our Safety Guides are residents that live on their assigned street and have dedicated themselves to assisting residents by volunteering. Each has provided their time by attending meetings and drills, contributing to making our community a safe place and we are grateful for each of the volunteers, including our substitute volunteers.
With regards to Vallecitos’s Safety Guides, following are the names of each Safety Guide assigned to a street in Vallecito and includes the quantity of units on each street. Our goal is to have more than one Safety Guide per street.

Since our January 2025 article on The Neighborhood Care Group, Gloria Severs has provided additional information to share with our community. As stated in January, the items available for residents in need are walkers, canes, crutches, and wheelchairs. All items are either donated or loaned, however, all are stored at Gloria’s residence. She has recently notified us that she has reached her maximum storage capacity and can no longer accept additional items.

2. Transportation to medical appointments, grocery store, pharmacies, or stores (only within Newbury Park).
3. A meal (occasionally).
4. Light bulb changes, fire alarm battery changes, or small chores requiring a ladder (items out of reach).
5. Moving lightfurniture or smallitems .
6. Make a social visit or can call you instead of a visit.
7. Pick-up grocery items or pick-up pharmacy items.
To comply with requests for services, it takes volunteers to complete the task. We ask that you consider volunteering with The Neighborhood Care Group to help our community. We are confident Gloria will accommodate your schedule. Gloria is sweet and takes great pride in helping her community. Speaking personally, my heart feels good when I help someone. Be in “Joy” start your volunteer journey.

Once again, our book club met on Wednesday, March 12th, at the club house library. We always enjoy thought- provoking discussions, laughter and friendship. It’s a really special group and if you are a book lover, check us out on the second Wednesday of the month at 7 pm at the club house library. On April 9th, we will be discussing Bel Canto by Ann Patchett. This is a historical fiction story loosely based on the 1996 hostage crisis at the Japanese embassy in Lima Peru.
The following month on May 14th, we will read and discuss Falling by T.J. Newman. It’s a thriller about a pilot whose family has been kidnapped and to save his family the pilot must follow the kidnapper’s demands and crash the plane. Sounds like a nail-biter!
