The front section of this publication is the Official Whistlestop Guide, a resource with a summary of each of the classes and services that we offer. The second section of this publication is our Directory of Older Adult Services, a rich reference resource for older adults and their families in Marin County. TR ANSPORTATION
Whistlestop operates the Marin Access family of programs on behalf of Marin Transit and paratransit services on behalf of Golden Gate Transit. These programs are geared toward older adults and/ or people living with disabilities in Marin County. With 163 employees in transportation, Whistlestop operates a robust call center, dispatch services, and employs more than 119 drivers. We also provide vehicle maintenance and ongoing safety trainings for our staff. Through our work for Marin Transit and other
organizations, each year Whistlestop uses 120 vehicles to provide some 400,000 rides. Our schedulers and Travel Navigators take over 10,000 calls a month to arrange for the personal transportation needs of nearly 3,000 older adults and individuals with disabilities traveling in four counties. Because our drivers are expected to provide consistently excellent customer service to individuals with often unique mobility needs, they must complete extensive and comprehensive driver and passenger sensitivity training before they ever take the wheel.

ADA Paratransit (Americans with Disabilities Act, 1990)
Paratransit is a transportation service designed for persons who, because of a physical or mental condition, are unable to ride public fixed-route transportation. An application must be completed in advance to qualify for the program. Once a person is qualified to use the service, rides can be scheduled. This is a shared ride service, so rides generally take longer than an individual taxi ride. A caregiver may ride with a qualified passenger in need of special assistance. Ride cost is based on distance, the same as the public bus service. See page 60
Marin Access Travel Navigators
The Marin Access Travel Navigators operate a one-stop call center that coordinates many transportation resources for Marin’s older adults, persons with disabilities and low-income residents. Travel Navigators can provide eligibility information, counsel Marin residents on their travel options, and help you learn more about how to get around Marin and beyond. See page 60

Whistlestop CarePool
CarePool is a volunteer driver program that helps older adults get to medical appointments or the grocery store. CarePool offers free rides to Marin residents 65 or older, and to people with disabilities. CarePool offers a unique “door through door” service. Volunteer drivers provide extra support, such as unloading groceries for riders, walking riders into their medical appointments, and waiting with them until their appointment ends. See page 61

Through the services we help provide, Marin residents are connected with a variety of transportation options which are designed to meet individual needs and improve their quality of life.
T R A N S P O RTAT I O N
STAR and TRIP Programs
The STAR and TRIP (TRIP serves West Marin) programs empower older adults and people with disabilities to remain independent by providing mileage reimbursement to people who provide them with rides. Participants identify members of their community who are willing to be a driver for them. After the trips are completed, mileage is tracked and a reimbursement form is submitted. Checks are then made out to the participant who can, in turn, reimburse their driver. See page 60
Other Marin Access Programs
Access programs including the Marin Catch-A-Ride, and the Low-Income Rider Scholarship Program. Marin Catch-A-Ride is a discounted ride program that provides discounted taxi rides for seniors and individuals with disabilities in Marin. The Low-Income Rider Scholarship Program is designed to provide free paratransit rides for Marin County residents who need financial assistance. Whistlestop is committed to providing fresh, affordable (or sometimes free), and delicious meals for older adults. Several options–from dining in the Jackson Café to having groceries delivered right to your door–are available depending upon your needs.
Jackson Café
Whistlestop’s Jackson Café, across from the bus depot in central San Rafael, is a collaboration with Homeward Bound of Marin’s Fresh Starts Culinary Academy. Meals are prepared by Fresh Starts Culinary Academy graduates and served by Whistlestop volunteers. Jackson Café is open to the public and offers a wonderful place to relax and enjoy lunch with friends. The meals are fresh, affordable, and delicious. The daily menu includes a hot main entrée, soup du jour and a variety of other favorite lunch dishes. The restaurant, kitchen, and dining room are also available for rental and catering. The central San Rafael location is ideal for club breakfast meetings, wedding receptions, anniversaries, birthday parties and corporate events. See page 43
Meals on Wheels
For more than half a century, Meals on Wheels has served as a vital lifeline by delivering meals to housebound adults throughout America. Here in Marin
County, Whistlestop delivers fresh, chilled meals up to three times each week to more than 250 housebound older adults in our community. You may be in need of meals for a short-term due to an illness or the absence of a caregiver or in need of the home-delivered meals on an ongoing basis. Either way, simply phone (415) 4574636 to get signed up through the County of Marin. Meal recipients or their families are asked to make a small suggested contribution of $3.50/meal to help offset the costs of providing the service. See page 43
Meals of Marin
The Meals of Marin program delivers food to persons suffering from life threatening illnesses, three days a week, with the help of dedicated volunteer drivers. The program delivers fresh or frozen food to those needing a bit of extra help getting the daily nutrition they need. See page 43
Community Breakfast
Whistlestop offers a delicious and healthy communitystyle breakfast at the Jackson Café. Come socialize with friends, new and old, on the first Friday of every month from 9am to 10am. For those 60+ there is a suggested contribution of $3.00, and for those under 60 breakfast is $6. Open to the entire community. See page 41

FAST FACTS Brown Bag Pantry
A partnership with the San Francisco/Marin Food Bank Brown Bag Pantries are open to older adults (60+) who live in Marin County. Currently there are weekly Brown Bag Pantries at seven Marin locations including Whistlestop. The pantry is a supplemental food program that invites older adults to choose from a vast array of seasonal fruits and veggies; meat, eggs, or beans; grains, pasta, bread, or rice, and canned goods. The Brown Bag Pantry takes place every Friday at 11:30 AM in the Caboose at Whistlestop. See page 41

Supplemental Food Program
A partnership with the San Francisco/Marin Food Bank Every third Wednesday of the month, Whistlestop participates in the Supplemental Food Program, where on average, 66 older adults and 5 children receive food boxes that include a variety of quality foods such as tuna, rice, cheese, pasta and peanut butter. This is a Federal program being offered in Marin for the first time. If you live in Marin, are 60 years old and your income is less than $1174/month (or you have a child younger than 6 years old and your family does not participate in WIC), you may be eligible for the Supplemental Food Program. Home Delivery Grocery Program
This program is available for homebound San Rafael older adults (60+) who need shopping assistance. Delivery is free. Older adults pay only for the groceries. Participants can use the program on a weekly, monthly, or shorter basis, i.e. while recovering from an illness. The program is a partnership between Whistlestop, Episcopal Senior Communities, Novato Independent Elders Program, and San Rafael Safeway. See page 42

Health & Wellness Cardio Class
If you don’t mind breaking a sweat, this class ensures a good 50 minute workout (chair & standing exercises)
with warm up & cool down – complete with audio description so participants who are visually impaired or blind can easily join in.
Movement and Music
For older persons who have not been exercising regularly or have arthritis-related problems. Moderate, comfortable pace to meet individual needs. Chair exercises to tone both upper and lower body muscles. Includes joint flexibility, muscle strengthening, balance, breathing coordination, and modified Tai Chi movements.

Learn how balance works, why your balance may be deteriorating, and how you can safely implement very simple exercises to train your balance. Led by Tom Attardi, BS, MA, NMT who has been working in the health and healing rehabilitation field since 1992. Tom has worked primarily with those that are physically challenged with sustained disabilities, impairments, or limitations in their overall physical well-being.
Tai Chi
One hour of gentle exercises, most while seated, that work to tone up the body’s energy system. Especially suitable for older adults. Tai Chi Qigong is known particularly for improving stamina, stability, and balance.
Whistlesizers
In this warm and upbeat chair-exercise class, the instructor uses breathing muscle exercises to improve posture and relieve pain. Leg exercises increase blood flow and provide knee protection. Participants shrug shoulders, make faces, laugh, shake out fingers and hands, slap the floor with their feet and raise their arms up and out. The upper-body exercises expand heart space, and there are wedges for pain-relief floor work.
Arts & Crafts
Want to express yourself through creative art? This class leads you in creating your own artwork. Media includes: collage, wood work, watercolor, holiday cards, crafts, and more. Come have fun and explore your inner artist! For beginners and all levels of experience.
Jewelry Class
This class teaches you how to make specialized jewelry, such as memory wire bracelets, knotted bracelets, and leather Chanlu bracelets, plus much more. For beginners and all levels of experience.
Drumming Circle
Create a sense of connectedness with others and enhance your overall wellness and health through each drum beat. Please bring your own hand drum and/or percussion instruments.
Knitting Group
Learn how to knit hats, scarves, even afghan blankets. Yarn provided. All experience levels welcome!
Mah Jongg
Yoga enables ‘gain and maintain’ balance, strength and flexibility of both body and mind. Yoga experience is not necessary. All levels can be accommodated.
Come and learn this wildly popular game of Chinese origin, usually played by four persons with tiles resembling dominoes and bearing visual designs. We use several tables so small groups can play and enjoy. It’s not a class (no teacher, no registration, no fee), but anyone is welcome to join in or watch.

Zumba Gold is a great way for older adults to stay fit and active. Fun, motivating combination of Latin-inspired music and dance steps guaranteed to get you moving. Zumba movements are easy to follow and for all activity levels.
Brain Fitness Workshops
Whistlestop and Senior Access host free brain fitness workshops three times a year. Bob Nations, brain fitness expert, talks about how to exercise your brain, such as using your non-dominant hand for tasks, changing up routines, and playing games.

This is a discussion group for men 60 year of age and older, to explore men’s issues and the aging process, with an experienced facilitator.
Seniors Circle
An open support group for independent older adults (men & women, 55+), who give each other the gift of listening. Health Services Blood Pressure and Cholesterol Checks
Every Friday morning at 9:30 am, nurses from BrightStar Care offer blood pressure checks and cholesterol screenings at Whistlestop on a drop-in basis for a suggested donation. To participate, bring all of your medications and supplements to find out how and when to take them, how to store them, side effects, and possible interactions with other drugs. Don’t miss this opportunity to prevent health problems by keeping your blood pressure, cholesterol, and meds in check!
Chair Massage
Seated chair massage allows one to remain upright and fully clothed. The practitioner can work on your key areas of tension, including the neck, shoulders, back and arms. In as little as eight minutes, you’ll feel relaxed and invigorated, ready to get on with your day! Chair massage supports the entire body, taking the strain off the spine and promotes relaxation and health.

Telephone Access Program Hearing Screening
The California Telephone Access Program offers free hearing screenings to see if you are eligible for a special phone for the hearing and vision impaired. Whistlestop hosts these clinics throughout the year, and there are a variety of free, specialized phones available.
Manicures for Older Adults
Christy Hayes, a professional manicurist with over 20 years of experience, has graciously offered her services to the Whistlestop community free of charge, generally once a week. By appointment only. Please call front desk.
Memory Screenings
This is a free thirty-minute screening to assess for memory impairments. Who should be screened? Anyone who is concerned about memory loss or is experiencing warning signs of dementia. The face to face screening is private and confidential.

This weekly group is for fluent French speakers to enjoy conversations and community together.
German Language Social Group This weekly group is for German speakers to come together and connect about German culture and community.
Persian Group
This is a social group that has been led by Mrs. Esmaili for the past 25 years. The group often attends Whistlestop English classes.
Russian Social Group
This weekly group is for Russian speaking participants to enjoy time together, learn about events at Whistlestop and the greater community, and to practice English together.
Spanish Club
A class that focuses on Spanish literature. Attendees practice reading comprehension and discussion in Spanish.
Citizenship Class
This is a regular citizenship class that prepares students to take their naturalization test. The class is 6 months long and meets weekly for 1.5 hours. Future classes may also be provided in Russian and Vietnamese.
Immigration Legal Clinic
This service is made possible through a partnership with The Brazilian Alliance, and is open to people of all cultural backgrounds. They provide an immigration lawyer for consultations about legal immigration issues.
Multicultural Consultation Services Whistlestop’s Spanish and Russian Program Coordinators provide individual consultation appointments for translation services, citizenship applications, housing applications, employment, and much more. Fees are at the discretion of the coordinator and support Whistlestop.
Legal Services Legal Aid
Through a partnership with Legal Aid of Marin, volunteer lawyers come to offer four free 30 minute consultations on Thursdays. Consultations are by appointment only through the Help Desk Office.
Social Services Cal Fresh Assistance
The Cal Fresh Program, federally known as the Supplemental Nutrition Assistance Program (SNAP), can add to your food budget to put healthy and nutritious food on the table. The program issues monthly electronic benefits that can be used to buy most foods at many markets and food stores. Whistlestop offers assistance with the application process. Eligibility is determined by Cal Fresh.

NUTRITION WHISTLESTOP ’S PROGR AMS AND SERVICES:
VOLUNTEER PROGR AMS
Every day we connect older adults and people living with disabilities with a hub of essential services like transportation, meals, social activities and educational classes that keep them vibrant. These vital resources enable our friends and older family members to live more engaged and active lives for as long as possible. We have a wonderful community of well over 150 volunteers who make helping others a rewarding experience. Volunteers are needed on an ongoing basis to keep these vital services and programs operational. All of our volunteers must supply references and submit to a background check prior to starting work for our organization. See page 38 Following are just some of the volunteer opportunities available at Whistlestop:
CarePool Volunteer Drivers
CarePool offers free rides for older adults to medical appointments and grocery shopping. Eligible riders are over 65 and no longer drive, or are disabled and can’t use Marin County operated buses. Volunteer Drivers use their own cars and receive ride requests through email. Drivers can accept or decline the calls, and drive on their own schedule. Ride lengths are about two to four hours for each round trip. Volunteers must have access to a reliable passenger automobile with current insurance certificate, a valid California Driver License and a clear background check and DMV report.

English Tutors
The Jackson Café provides a warm and comfortable setting for older adults to eat a nutritious meal at an affordable price, and to stay socially connected in our Active Aging Center. Café volunteers provide friendly greetings, excellent customer service and conversation to our participants and support the social interaction among the participants and volunteers.
This position delivers meals to homebound recipients, while providing limited daily contact with program participants. Additionally, drivers are responsible for reporting any information that presents a question or concern for a recipient’s wellbeing to their program coordinator. Our English Tutors provide individual tutoring support to older adults who are learning English or studying for their citizenship exam. Other assistance might include reviewing class material, discussing texts, or working on conversation and pronunciation exercises.

Whistlestop’s Active Aging Center and helps guests and participants register for and locate their class or program. The Center is where we provide comprehensive, participant-centered programs under “one roof”, including nutritious meals, educational classes, multicultural gatherings and HelpDesk services.
Grocery Shop and Delivery
This program is available for homebound San Rafael older adults (60+) who need shopping assistance. Delivery is free and program participants pay only for the cost of groceries. Volunteers meet on Thursday mornings at a local Safeway, and use their own cars to deliver groceries to San Rafael participants.

Whistlestop has a unique and diverse array of funding sources from earned income, foundation grants, County support, corporations, community groups, and from individual donors. These sources generate the $2,692,000 that we use to serve our mission. In addition, volunteers supply significant in-kind labor that enables the majority of our programs and services to thrive. It is with deep gratitude that we put these funds to good use in our programs and services.
Earned Income - $1,594,000
Today’s successful nonprofit organizations include earned income opportunities as a critical component of a sustainable operations plan. It is imperative to Whistlestop that such sources of income relate directly to our mission: to improve the wellbeing of older adults in Marin. Our sources of earned income stem from transportation services contracts, Jackson Café sales, Active Aging Center memberships and fees, catering services, bus advertising, bus maintenance, and facility rentals. The income generated from these contracts enables us to invest in the Active Aging Center programs and our other support services, including nutrition programs, exercise classes, multicultural programs, educational classes, and our volunteer programs. Our transportation services programs are, in essence, a social enterprise—a business that uses its operating income to support the public good rather than individual gain. Income from our transportation services division is an essential source of financial support for all of our mission critical programs. This past year, we generated over $1.34 million in net operating income for this organization through social enterprise. The other earned revenue (Café sales, etc.) generated $254,000.
Volunteers and In-kind Contributors - $425,000
Our volunteers have given over 17,000 hours of service to Whistlestop’s participants during the past year. These hours translate to $425,000 of in-kind support. We are so honored to have 190 dedicated volunteers as a part of the Whistlestop family. Thank you, volunteers, for being an integral part in helping us produce events, deliver meals, provide rides, make greeting cards and help seniors in our county feel included and remembered.
